I THINK THERE SHOULD BE A LOT MORE HIGH SCHOOLS THAT ARE ELIGIBLE AND SHOULD RECEIVE THIS AWARD.

BUT IT HAS THIS IS THE 10TH YEAR IN A ROW AND 13TH TIME OVERALL THAT THE THE LEARNING COMMUNITY OF MOUNTLAKE TERRACE HIGH SCHOOL HAS BEEN HONORED WITH THE FIRST AMENDMENT PRESS FREEDOM AWARD. AND WE JUST WANTED TO MAKE SURE THAT YOU WERE AWARE OF THAT BECAUSE QUITE HONESTLY, THE BOARD, ALONG WITH OUR SCHOOL'S ADMINISTRATION AND OF COURSE THE STUDENT LEADERSHIP OF THE PUBLICATION STAFF, WORK IN COOPERATION TO MAKE SURE THAT THIS KIND OF THING CAN HAPPEN.

AND WE DON'T TAKE THAT LIGHTLY.

WE REALIZE THAT WE ARE FORTUNATE AND I GET TO WORK, LIVE AND TEACH IN A PLACE THAT IS PRETTY SPECIAL WHEN IT COMES TO RESPECTING FIRST AMENDMENT RIGHTS, ESPECIALLY FOR STUDENTS AND STUDENT VOICES.

SO WE JUST WANTED TO SHARE THAT WITH YOU.

AND IF YOU GUYS WANT TO SEE THE PLAQUE, IT LOOKS IDENTICAL TO LAST YEAR'S, EXCEPT THE YEAR IS DIFFERENT, BUT OTHERWISE IT'S THE SAME PLAQUE.

BUT I DO, I SHOULD MENTION TOO, I HAVE WITH ME KIMBERLY WYNNE, SARAH BRINER AND CURTIS GILCHRIST, AND THEY ARE ALL CURRENT AND TO BE MEMBERS OF OUR PUBLICATION STAFF THAT PRODUCES THE NEWSPAPER, THE YEARBOOK AND THE WEBSITE.

THAT'S JUST BEEN ONE OF THE VALUES THAT THIS COMMUNITY HAS HAD.

THERE'S ALWAYS BEEN A STRONG STUDENT VOICE PRESENCE.

BUT I WILL TELL YOU THAT AFTER YOU'VE PASSED THAT POLICY THAT I HAVE RECEIVED PROBABLY DOZENS OF CALLS AND CERTAINLY MORE THAN THAT IN TERMS OF EMAIL REQUESTS WANTING TO KNOW MORE ABOUT THE POLICY.

THE POLICY IS ONE PART OF IT, THOUGH, BECAUSE HAVING A POLICY IS ONE THING, BUT ACTUALLY ACTING ON IT AND ADHERING TO IT AND MAYBE EVEN FURTHERING THE IDEALS OF THAT POLICY.

IT'S NOT AS EASY AS IT SOUNDS, AND I RESPECT THE FACT THAT WE'VE HAD ADMINISTRATORS FOR AS LONG AS I'VE BEEN AT MOUNTLAKE TERRACE HIGH SCHOOL WHO HAVE REALLY WORKED HARD TO RESPECT STUDENT VOICE.

AND SO TO ANSWER YOUR QUESTION, I WOULD SAY THAT WATCH OUT, BECAUSE YOU MIGHT BE GETTING SOME INQUIRIES BECAUSE I'M SENDING PEOPLE EITHER TO DR.

MINER OR TO GREG SCHWAB, AND EVENTUALLY IT WILL PROBABLY COME TO YOU GUYS AS FAR AS LIKE IF YOUR SCHOOL BOARD CAN DO THIS, WHY CAN'T OURS? ABSOLUTELY. AND I KNOW OF A COUPLE OF NEIGHBORING DISTRICTS THAT HAVE INQUIRED AND THEN A COUPLE OF DISTRICTS FROM THE SOUTH END, PUYALLUP IN PARTICULAR. AUBURN'S ANOTHER ONE WHERE THE TEACHERS AND THE STUDENTS THERE HAVE CONTACTED ME ASKING FOR COPIES OF THE POLICY AND THAT KIND OF THING.

YOU MAY BE A LITTLE BIT AFTER ME, BUT I STARTED BEING A NEWSPAPER ADVISOR AND I WAS A BRAND NEW TEACHER, BRAND NEW TO A DISTRICT.

AND THE SUPERINTENDENT, WHO IS NOW A GREAT MENTOR OF MINE AND HAS BEEN A GREAT SUPPORTER AT THE TIME, SHOOK MY HAND AND SAID, BE CAREFUL WITH THAT.

NEWSPAPER TEACHERS CAN GET THEMSELVES INTO A LOT OF TROUBLE AND I'VE NEVER LET HER FORGET THAT, THAT THAT WAS HER INTRODUCTION AND HER WELCOME TO THE DISTRICT. BUT I MEAN, I THINK WE'RE SO BLESSED TO HAVE SUCH A, I TOOK MY STUDENTS TO THE NATIONAL CONFERENCE.

I WAS A WRECK THE ENTIRE TIME BECAUSE I WAS A BRAND NEW TEACHER, SO STRESSED OUT.

BUT I THINK WE'RE SO BLESSED TO HAVE A TEACHER WHO CAN REALLY SUPPORT THOSE IDEALS AND ALSO REALLY TEACH THE STUDENTS ABOUT JOURNALISTIC ETHICS, ABOUT THEIR RESPONSIBILITIES. BECAUSE WITH A POLICY LIKE THIS ALSO COMES GREAT RESPONSIBILITY ON THE PART OF THE STUDENTS.

AND I THINK THAT THAT'S A WONDERFUL PARTNERSHIP AT PLAY HERE.

AND IF ANYBODY CALLS ME, I'LL CERTAINLY TELL THEM WE'RE 100% BEHIND THE POLICY.

WELL, I WAS ABLE WITH LYDIA SELLIE YESTERDAY TO GO AND GREET OUR BUSSES AS THEY CAME BACK INTO THE BARN FOR THE LAST DAY OF SCHOOL.

WE WERE THERE FOR MOST OF THE BUSSES.

THE VERY LAST ONE WAS STILL ABOUT 20 MINUTES OUT WHEN WE DECIDED MAYBE WE NEEDED TO HEAD BACK AND DO SOME OTHER WORK.

BUT IT WAS A JOY TO SEE THE DRIVERS COMING IN FOR THE LAST TIME.

TO PUT A WRAP ON THE 2022-2023 SCHOOL YEAR.

AS YOU CAN IMAGINE, PLANS ARE WELL UNDERWAY FOR RETREATS AND PROFESSIONAL DEVELOPMENT FOR NEXT YEAR, BUT IT FEELS GREAT TO HAVE OUR STUDENTS OUT, HOPEFULLY READING LOTS OF GOOD BOOKS, COMPLETING THEIR SCHOOL YEAR, WORKING HARD TO GET REPORT CARDS OUT THIS WEEK.

THE COMMS TEAM IS WORKING VERY HARD AT THAT WITH SUPPORT FROM SOME OTHER FOLKS WHO ARE HELPING TO FOLD AND STUFF THOSE SO THAT WE CAN GET THOSE OUT, GET THAT FEEDBACK OUT TO FAMILIES IN A REALLY TIMELY MANNER SO THAT THEY CAN DO SOME PLANNING AND ACCESSING OTHER THINGS WHICH MIGHT SUPPORT THEIR STUDENTS THROUGH THE SUMMER.

YOU HAVE A DIFFICULT TASK IN GENERATING A BUDGET FOR THE CHALLENGES THAT THIS DISTRICT FACES, AND ESPECIALLY IN LIGHT OF THE PAST BUDGET AND THE CHALLENGES THAT YOU HAD WITH THE REDUCED STUDENT BODY.

I WOULD ASK JUST ONE ASPECT OF THIS BUDGET.

IF YOU HAVE A CONTINGENCY PLAN IN THE EVENT THAT CHANGES IN STUDENT BODY COUNT IS LESS THAN WHAT YOU ANTICIPATE.

SO I WOULD HOPE THAT THE BOARD IS PLANNING TO HAVE MAYBE MULTIPLE DIFFERENT STEPS IN A CONTINGENCY TO ANTICIPATE A CHANGE IN FUNDING THAT MIGHT OCCUR LATER THIS YEAR.

MY NAME IS VICTOR VERGARA AND I'M ONE OF THE ASSISTANT SUPERINTENDENTS FOR EDMONDS SCHOOL DISTRICT.

PART OF MY JOB IS FACILITATING EQUITY WORK FOR OUR DISTRICT.

EQUITY REFERS TO FAIRNESS AND JUSTICE.

I'M HERE TODAY TO REMIND OUR COMMUNITY OF OUR SUPPORT FOR OUR TWO LGBTQIA+ STUDENTS.

WE, THE SCHOOL DISTRICT, FIRMLY BELIEVE IN CREATING INCLUSIVE AND SAFE EDUCATIONAL ENVIRONMENT FOR ALL STUDENTS, INCLUDING THOSE WHO IDENTIFY AS LGBTQIA+ EVERY INDIVIDUAL, REGARDLESS OF THEIR SEXUAL ORIENTATION OR GENDER IDENTITY, DESERVES TO BE TREATED WITH RESPECT, DIGNITY AND EQUALITY.

AND EVERY STUDENT DESERVES TO FEEL VALUED AND PROTECTED FROM HARASSMENT OR DISCRIMINATION BASED ON THEIR SEXUAL ORIENTATION, GENDER IDENTITY OR EXPRESSION. TWO, LGBTQIA+, STUDENTS OFTEN FACE UNIQUE CHALLENGES AND DISCRIMINATION IN EDUCATIONAL SETTINGS WHICH CAN NEGATIVELY IMPACT THEIR ACADEMIC PERFORMANCE, MENTAL HEALTH AND OVERALL WELL-BEING.

SUPPORTING TO LGBTQIA+ STUDENTS MEANS ENSURING THAT THEY HAVE EQUITABLE ACCESS TO EDUCATIONAL OPPORTUNITIES, RESOURCES AND SUPPORT SERVICES.

IT INVOLVES IMPLEMENTING POLICIES THAT PREVENT DISCRIMINATION, BULLYING, HARASSMENT AND VIOLENCE BASED ON SEXUAL ORIENTATION OR GENDER IDENTITY.

THE ANYONE SCHOOL DISTRICT SCHOOL BOARD ADOPTED THE GENDER INCLUSIVE SCHOOL POLICY 3211 IN DECEMBER OF 2014.

THIS POLICY, ALONG WITH OUR RACE AND EQUITY POLICY 0600, SERVES AS THE FOUNDATION FOR WHICH ALL OF OUR WORK AND COMMITMENT TO STUDENTS, FAMILIES AND STAFF IS GROUNDED.

ADDITIONALLY, A MAY 25TH, 2021, THE SCHOOL BOARD PASSED RESOLUTION NUMBER 2119 PROCLAIMING JUNE IS PRIDE MONTH IN THE EDMONDS SCHOOL DISTRICT.

THE DISTRICT IS COMMITTED TO SUPPORTING STUDENTS AND FAMILIES AS WE NAVIGATE THE PERSISTENT TRADITIONAL NORMS THAT IMPACT OUR LGBTQIA+ STUDENTS.

FAMILIES AND STAFF.

THE WORK OUR SYSTEM MUST DO TO BECOME MORE GENDER INCLUSIVE AND SUPPORTIVE AND SUPPORTIVE TO LGBTQIA+ STUDENTS, FAMILIES AND STAFF HAS BEEN ONGOING AND WILL CONTINUE TO BE AT THE FOREFRONT OF OUR EFFORTS BY CHAMPIONING TWO LGBTQIA+ RIGHTS, ADVOCATING FOR POLICIES THAT PROTECT THE RIGHTS AND WELL-BEING AND FOSTERING AN ENVIRONMENT OF ACCEPTANCE AND EQUALITY, WE CAN CREATE A BRIGHTER FUTURE FOR ALL STUDENTS, REGARDLESS OF THEIR SEXUAL ORIENTATION OR GENDER IDENTITY.

LET'S STAND TOGETHER, OFFERING OUR SUPPORT, UNDERSTANDING AND LOVE TO OUR TWO LGBTQIA PLUS STUDENTS AS THEY DESERVE NOTHING LESS THAN THE OPPORTUNITY TO THRIVE AND FULFILL THEIR POTENTIAL.

CHANGE HAPPENS WHEN WE COME TOGETHER AS A COMMUNITY.

SO TWO THINGS HAPPENED SINCE THIS REPORT WAS PUBLISHED INTO BOARD DOCS AND THAT BOTH OCCURRED IN JUNE.

AND I JUST WANTED TO POINT THEM OUT, EVEN THOUGH THEY'RE NOT WRITTEN ON THIS DOCUMENT, IS ONE WE DETERMINE THAT OSPI ONLY UPDATES THE K-3 RATIO THREE TIMES A YEAR.

AND SO WE MADE OUR ADJUSTMENTS AFTER THE LAST UPDATE IN MARCH.

AND SO OUR K-3 RATIO HAS FINALLY BEEN UPDATED AS OF JUNE AND IT SHOWS THAT THE TARGET OF COURSE IS 17 TO 1 AND WE'RE AT 16.89.

SO THAT WAS SOME GOOD NEWS THAT I WANTED TO SHARE.

THE OTHER PIECE OF GOOD NEWS THAT ISN'T REFLECTED IN APRIL IS THAT DANA GEASLEN AND TEAM WERE NOTIFIED OF THE SAFETY NET AWARD FOR THIS SCHOOL YEAR.

WE I'VE BEEN HOPING AND PUTTING IN THESE PROJECTIONS 2 MILLION IS COMING IN AT 2.5.

SO THAT IS REALLY GOOD NEWS.

OKAY. SO I JUST WAS POINTING OUT THAT GENERAL FUND REVENUES ARE REALLY VERY CONSISTENT WITH THE PRIOR YEAR AND WE HAVE AN UNEXPECTED BUMP UP COMING IN THE TRANSPORTATION VEHICLE FUND IN AUGUST.

IT'S KNOWN AS DEPRECIATION.

IT'S REALLY STATE REVENUES FOR PURCHASING SCHOOL BUSSES.

AND WE WILL HAVE A ONE TIME BUMP UP COMPARED TO WHAT WE WERE EXPECTING.

SO THAT JUST HELPS WITH FUTURE BUS PURCHASES.

OKAY, SO 21-22 ESSER FUNDS.

WE DID HAVE THE FIRST SEVERAL MONTHS OF ESSER FUNDING.

WE RECOGNIZED REDUCED ENROLLMENT AND WE WERE ABLE TO CLAIM ESSER FUNDS FOR REDUCED ENROLLMENT WAY BACK IN 2021 AND PART OF 21-22, YOU HAD TO REPORT IT AS AN EXPENDITURE IN CAPITAL OUTLAY BECAUSE THEY DIDN'T HAVE AN ACTUAL MECHANISM FOR UNREALIZED REVENUES.

SO THAT'S JUST A LITTLE BIT OF AN ANOMALY THAT YOU'LL SEE BETWEEN THE TWO YEARS.

IT'S REALLY REVENUE HAD TO BE REPORTED AS EXPENDITURE.

IT'S WHEN OSPI HAS TO PUT THINGS TOGETHER REALLY QUICK WHEN DECISIONS ARE MADE.

JUST TO POINT OUT, I PROBABLY HAVE DONE THAT DURING THIS YEAR FOR GENERAL FUND REVENUES.

GRANTS ARE, YOU KNOW, FEDERAL GRANTS ARE A MONTH LATER.

SO IF WE MAKE THE EXPENDITURES IN JUNE, YOU WON'T ACTUALLY SEE THE REVENUES UNTIL JULY.

SO THERE'S ALWAYS A LAG ON FEDERAL REVENUES WHERE STATE GRANTS ARE CURRENT AS OF THE MONTH THAT WE'RE IN.

IT DOESN'T NECESSARILY MEAN WE'RE COLLECTING LESS, IT JUST MEANS WE'RE READJUSTING TO THE STATE FORMULA.

SO THIS IS THE ACTUAL EXPENDITURES FOR THE FIVE FUNDS.

THIS IS WHAT IS CONTAINED IN THE RESOLUTION THAT'S LATER ON THE AGENDA.

AGAIN, WHEN YOU SAW THIS IN THE WINTER, THIS REFLECTS THAT THE ENROLLMENT THAT WE TOLD YOU WE WERE PROJECTING LAST WINTER AND IT HASN'T CHANGED, BUT WE HAVE BROKEN IT OUT BY GENERAL ENROLLMENT, ALTERNATIVE LEARNING EDUCATION, WHICH IS COUNTED A LITTLE BIT DIFFERENTLY, AND RUNNING START AND THE OPEN DOORS PROGRAM, WHICH IS A DROPOUT REENGAGEMENT.

FOR REVENUES, WE LISTED SOME NOTABLE CHANGES FROM THE PREVIOUS YEAR.

THE LEVY, OF COURSE, IS A PROJECTION.

IT'S BASED ON THE ACTUAL CONSUMER PRICE INDEX FOR 2020, FOR WHICH WE WON'T KNOW UNTIL LATE FALL.

THERE IS GOING TO BE A 3.7% IMPLICIT PRICE DEFLATOR.

THAT'S A TERM FOR INCREASED FUNDING FROM THE STATE FOR WAGE INCREASES, WHICH WE PASS THROUGH.

AND YOU'LL SEE THEM ON EXPENDITURES IN SPECIAL EDUCATION.

THEY USED TO ONLY FUND US OR UP UNTIL RIGHT NOW UP TO 13.5%.

AND THAT IS IF OUR SPECIAL EDUCATION POPULATION EXCEEDED 13.5% OF OUR GENERAL EDUCATION POPULATION, WE DIDN'T RECEIVE ANY ADDITIONAL FUNDING. THEY'RE RAISING THE CAP TO 15 AND TODAY WE'RE AT ABOUT 14.2.

SO THAT WILL BENEFIT US.

WE ARE PLANNING ON AN INCREASE IN SAFETY NET FUNDING OF UP TO 2 MILLION NEXT YEAR.

SO THERE IS THAT OPPORTUNITY THAT PERHAPS WE'LL DO BETTER.

THIS IS THE SECOND OF THREE YEARS THAT WILL RECEIVE ADDITIONAL FUNDING FROM OSPI FOR INCREASED STAFFING FOR COUNSELORS, NURSES, SOCIAL WORKERS AND PSYCHOLOGISTS.

A LITTLE BIT OF INTEREST INCOME INCREASES, WE'RE HOPING, CONTINUES FOR A LITTLE WHILE.

WE HAVE BEEN INDICATING THAT WE'RE SPENDING DOWN THE REST OF ESSER FUNDS NEXT YEAR.

I GOT TO ADD THE CITY OF EDMONDS TO OUR LIST OF GRANTS, WHICH IS GREAT.

SO IT IS NOT IN THE F-195 DOCUMENT BECAUSE IT WAS RECEIVED JUST RECENTLY.

BUT THE GOOD THING ABOUT THE BUDGET THAT WE DO IS WE HAVE CONTINGENCY FOR UNANTICIPATED REVENUES SO THAT WE CAN SPEND THEM AND THEN AGAIN WE REDUCE THE PARAMETER, TRY TO ADJUST THE BUDGET TO REDUCE OUR FUND BALANCE PARAMETER.

UM, ON EXPENDITURES.

IT WAS A LITTLE BIT INTERESTING WITH, WITH THE REDUCTIONS, BUT WITH ALL THE INCREASES IN COSTS, WE'RE ALMOST EXACTLY WHERE WE WERE BUDGETING TOTAL EXPENDITURES A YEAR AGO. AGAIN, WE FLOW THROUGH THE IPAD, UTILIZE REMAINING ESSER.

AS I MENTIONED, WE HAVE SOME CONTRACTS THAT ARE MOST OF THEM ARE COMPLETED, BUT THAT WAS THE ONES THAT WERE IN PROGRESS FOR THIS YEAR.

AGAIN, WE ADDED PER THE BARGAIN, SOME ADDITIONAL CERTIFICATED STAFF FOR SOME OF THOSE CORE CONTENT CLASSES, A LITTLE BIT OF ADDITIONAL MUSIC AND PE FOR ELEMENTARY SCHOOLS FOR MITIGATING OR PLANNING AROUND EARLY RELEASE FRIDAYS.

AND BACK TO THE EARLIER PRESENTATIONS THIS SPRING AND INCORPORATES WHAT WE DISCUSSED AND DECIDED BACK IN APRIL, INCLUDING CLOSING WOODWAY.

WE ARE MOVING ONE SUPPLEMENTAL DAY FOR TECHNOLOGY TRAINING, AND SO THAT WILL USE THE TECH TECH LEVY, WHICH IS PART OF THE TRANSFER.

YOU'LL SEE IN SUPPORT RECOGNIZING THAT THIS YEAR WE ARE A LITTLE BIT UNDER BUDGET IN PARAEDUCATOR, SO WE'RE RIGHT SIZING THAT BUDGET.

UNFORTUNATELY, WE HAVE CONTINUED INCREASES IN UTILITIES INSURANCE THAT MOST PEOPLE SEE THAT AND THE FAMILY MEDICAL LEAVE ACT IS ALSO RECOMMENDING INCREASES IN THOSE RATES.

AS PART OF OUR REQUIRED BUDGET LANGUAGE, OUR BUDGET PROCESS, WE HAVE TO IDENTIFY HOW MUCH WE'RE RECEIVING FROM THE STATE FOR MATERIAL SUPPLIES AND OPERATING COSTS COMPARED TO HOW MUCH WE'RE PLANNING ON SPENDING.

THIS IS THE REQUIRED FORMAT FOR THE BASIC EDUCATION PROGRAMS. NOT ALL PROGRAMS. AND IT SHOWS THAT WE ANTICIPATE RECEIVING JUST OVER 27 MILLION IN MSOC AND ANTICIPATE SPENDING JUST OVER $29 MILLION.

SO WE ARE UTILIZING ALL OF THE MSOC THAT THE STATE IS PROVIDING, AND THAT'S OUR REQUIRED DISCLOSURE.

SO ESTIMATED FUND BALANCE AT THE END OF THIS YEAR.

SO AUGUST 31ST IS OUR ENDING FISCAL YEAR END.

AND OF COURSE WE WON'T HAVE FINAL FIGURES UNTIL THE EARLY PART OF NOVEMBER, BUT WE ARE ANTICIPATING ENDING AGAIN AT 25 MILLION.

WHICH OF THAT 14.1 MILLION IS UNASSIGNED AND THAT REPRESENTS ABOUT 3.65% OF THE TOTAL PLANNED EXPENDITURES.

AND YOU CAN SEE THE CATEGORIES HOW WE'RE REQUIRED TO PRESENT IT IN ACCORDANCE WITH THE STATE ACCOUNTING MANUAL.

THEN ONE YEAR LATER, YOU CAN SEE SOME CHANGES.

FUND BALANCE. WE'RE EXPECTING COMING DOWN TO ABOUT BY ABOUT 3 MILLION TO ABOUT 11.1, WHICH BASED ON ESTIMATED EXPENDITURES, IS ABOUT 2.85%, JUST A LITTLE BIT ABOVE THE 2.75 THAT WE WERE TARGETING.

ALSO, WHEN YOU LOOK AT ESTIMATED EXPENDITURES OF 390 MILLION, BUT YOU'RE AUTHORIZING 398, IT'S SOME OF THOSE CONTINGENCIES THAT ARE BUILT IN THAT WE DON'T EXPECT TO SPEND.

SO MOVING ON TO THE CAPITAL PROJECTS, WE ARE GOING TO BE DISCUSSING THE POSSIBILITY OF HOLDING A BOND SALE IN 2024. AGAIN, THE POSSIBILITY.

SO WE MAKE SURE THAT WE HAVE A PLACEHOLDER IN CASE WE DO SO SO THAT WE DON'T HAVE TO GET APPROVAL TO HAVE A BOND AND THEN GET APPROVAL TO CHANGE THE BUDGET TO STILL HAVE THAT BOND.

WE HAVE WAGE INCREASES COMING IN AROUND A LITTLE LESS THAN 6 MILLION AND PERHAPS A LITTLE HIGHER BASE BECAUSE WE HAVE SOME OF THE CONTRACTS CLOSED FOR 2425.

OUR DEMOGRAPHER NOTED A SMALL BUT STILL A DECREASE FOR 24-25 IN HELPFUL TO US AS THE FINAL YEAR OF THAT PROTOTYPICAL SCHOOLS ALLOCATION BE THE LAST YEAR THE LEVY INCREASE.

AGAIN THE LEVY IS A FUNCTION OF ENROLLMENT AND THE ASSESSED VALUATION IN THE DISTRICT.

KIND OF AN ODD MODEL AND OUR ASSESSED VALUATION THIS YEAR GOING INTO NEXT YEAR IS STILL VERY HIGH AND IT'S OFFSETTING THAT ENROLLMENT DECREASE.

BUT I DON'T EXPECT TO STAY AS HIGH AS IT DID THIS YEAR.

SO EVEN THOUGH OUR VOTERS AUTHORIZED A LOT MORE, WE'RE CAPPED ON WHAT WE CAN COLLECT.

THIS. 2324 WE'RE TRANSFERRING SOME CAPITAL TECHNOLOGY LEVY DOLLARS.

IF WE DON'T HAVE SUFFICIENT TECH TRAINING OR DECIDE NOT TO DO IT AGAIN OR IT'S NOT, CAN'T CARVE IT OUT OF THE TECH LEVY, THEN WE MIGHT HAVE TO FIGURE OUT HOW TO RESTORE THAT.

AND WHERE WE ARE IN THIS PROCESS RIGHT NOW AND THIS IS WITH WITH THE ADVOCACY NOT ONLY AT THE WSSDA LEVEL, THE WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION, BUT ALSO AT THE SCHOOL BOARD LEVEL. SO AT THE WSSDA LEVEL, WE'RE AT THE POINT WHERE THE COMMITTEES ARE REVIEWING IN JULY AND MAY THROUGH JULY, THE NEW PROPOSALS THAT HAVE BEEN SUBMITTED.

AND ONCE THOSE PROPOSALS HAVE BEEN SUBMITTED, THEN WE AS A BOARD WILL HAVE AN OPPORTUNITY TO REVIEW AND DECIDE WHAT OUR PRIORITIES ARE.

I THINK AS I LOOK THROUGH THE POWERPOINT, WE JUST HAD A LEGISLATIVE MEETING TODAY RIGHT AFTER OUR STUDY SESSION THAT IT MIGHT BE USEFUL FOR ME TO SHARE THIS POWERPOINT WITH THE BOARD SO THAT YOU CAN KIND OF GET A SENSE OF WHERE THE LEGISLATIVE COMMITTEE IS GOING WITH THINGS THAT.

AS WAS TO. RIGHT.

SO WE'RE WAITING FOR THE COMMITTEES TO GO THROUGH AND A GENERAL ASSEMBLY WILL BE VOTING ON FINAL POSITIONS BEFORE THAT ON ONE OF OUR MEETINGS, POSSIBLY SOMETIME IN AUGUST. SO THIS IS JUST TO GIVE US A REMINDER OF WHAT WE'VE DONE IN THE LAST YEAR TO THINK ABOUT WHAT OUR NEEDS ARE GOING TO BE IN THIS COMING YEAR, GIVEN THE LEGISLATION THAT DID PASS AND THE NEW PROPOSALS THAT OUR COLLEAGUES IN OTHER SCHOOL DISTRICTS ARE BRINGING FORWARD, WHICH WE HAVEN'T SEEN, IT HASN'T GONE THROUGH THE ENTIRE PROCESS TO SEE ALL THE FINAL RESULTS FOR US AS A DISTRICT, THIS INTERIM TIME WAS LEGISLATIVE SESSION IS NOT IN PLACE IS AN OPPORTUNITY FOR US TO CONTINUE RELATIONSHIP BUILDING WITH ALL OF OUR NINE REPRESENTATIVES AND WE'VE GOT SOME PLANS FOR THAT THAT ARE IN THE WORKS FOR AUGUST.

AND AS ALWAYS, I ENCOURAGE EVERYONE TO INDIVIDUALLY REACH OUT TO OUR NINE REPRESENTATIVES IF THEY SO CHOOSE.

BECAUSE THIS IS THE TIME WITHOUT THOSE PRESSURES RIGHT NOW IN FRONT OF US OF A DEADLINE FOR LIKE A BUDGET MEETING.

AND WITH LYDIA'S HELP, WHO HAS GIVEN ME A LOT OF INFORMATION, THAT I SAT AND ASKED HER A LOT OF QUESTIONS, LOOKING AT WHERE IS THE MOST BANG FOR OUR BUCK TO TRY TO ADVOCATE WITH THEM.

THAT, I THINK IS SIMPLE, STRAIGHTFORWARD AND FOR WHICH WE HAVE A LOT OF INFORMATION THAT SHOWS HOW WE'RE SUFFERING BECAUSE OF IT, IS THE PROTOTYPICAL SCHOOLS MODEL. AND SO WHAT I'VE DONE IN MY CONVERSATIONS SO FAR IS AFTER ASKING QUESTIONS ABOUT THINGS LIKE THE CAPITAL GAINS TAX AND WHAT THEY'RE THINKING IS PRIORITIES, ET CETERA.

I POINT OUT THAT FROM OUR PERSPECTIVE, THERE ARE A LOT OF PROBLEMS, BUT THAT ONE OF THEM IS THE PROTOTYPICAL SCHOOLS MODEL.

IT DOESN'T MATCH IN ANY WAY WHAT OUR SCHOOLS LOOK LIKE.

IT'S NOT BASED ON DATA THAT REFLECTS ANYTHING.

AND THEN THANKS TO DATA THAT LYDIA HAS GIVEN ME, I GIVE THEM SPECIFIC NUMBERS AS TO, FOR EXAMPLE, WE HAVE TO PAY COMPLETELY FOR 120 PARAS CLASSIFIED STAFF THAT THE STATE DOESN'T FUND AT ALL BECAUSE OF THE PROTOTYPICAL SCHOOLS MODEL THAT WE END UP I THINK AND I COULD BE QUOTING THIS WRONG BECAUSE I USUALLY DO IF MY NOTES IN FRONT OF ME, WE END UP PAYING $27,000 MORE FOR EVERY TEACHER, FOR EVERY CLASS CERTIFICATED PERSON THAT THE STATE DOESN'T COVER ON AVERAGE, BECAUSE OF THE PROTOTYPICAL MODEL THAT WE HAVE.

I CAN'T REMEMBER HOW MANY MORE ESAS WHICH ARE THE COUNSELORS SITES, OCCUPATIONAL THERAPISTS, PHYSICAL THERAPISTS, ET CETERA.

THAT ARE NOT FUNDED BECAUSE THEY HAVE INCREDIBLE, INCREDIBLY UNREALISTIC RATIOS OF.

YEAH. AND SO THIS IS WHAT I'VE BEEN THEN ADVOCATING.

AND THE RESPONSE IS THEY AGREE AND THEN THEY SUGGEST I TALK TO SOMEBODY ELSE.

SO I WANT TO JUST POINT OUT SO, SO DEVELOPING OUR PERSONAL RELATIONSHIPS.

BUT REMEMBER, WE'RE IN A DISTRICT THAT HAS VERY SUPPORTIVE LEGISLATORS, SO THESE AREN'T THE ONES THAT WE NEED TO CONVINCE.

AND SO THAT'S WHAT WHEN WE TALK ABOUT ADVOCATING THROUGHOUT THE DISTRICT, THROUGH WHAT WE DEFINITELY NEED TO GET OUR PERSONAL STORY, WHICH IS WHY EVERY YEAR WE MEET WITH THEM, WE BRING STUDENTS DOWN, PARTICULARLY THIS LAST YEAR.

BUT BUT HAVING A COLLECTIVE VOICE AS SCHOOL DIRECTORS IN ALIGNMENT WITH PRINCIPALS WITH SUPERINTENDENTS IS WHAT? WHY WE TALK ABOUT THESE PRIORITIES SO WE CAN FOCUS ATTENTION ON THESE SPECIFIC ISSUES WITH A LARGER VOICE.

AND IT CAN BE FRUSTRATING WHEN OUR FOLKS ARE IN ALIGNMENT.

BUT THERE ARE OTHER FOLKS IN OLYMPIA THAT FEEL THAT WE'VE GOT PLENTY OF MONEY AND WE'RE JUST NOT SPENDING IT RIGHT.

AND THAT'S A REAL CHALLENGE IN OLYMPIA.

SO AND THAT SPEAKS TO WHAT YOU'RE SAYING.

WHAT CAN WE DO? AND WHAT WE CAN DO IS HAVE THIS CONVERSATION AMONGST OURSELVES AND CONTINUE SHARING IT, BUT KNOW THAT OUR LEGISLATORS ARE FULLY SUPPORT.

BUT IF THEY'RE NOT ON THE RIGHT COMMITTEE, THEY'RE NOT GOING TO BE TIPPING THIS.

SO SOME OF THE ADVOCACY WE DO IS COMMITTEE DIRECTED, AND SOME OF THOSE COMMITTEE ASSIGNMENTS HAVE NOT HAPPENED YET FOR THIS NEXT YEAR.

SO WE'LL HAVE A SENSE ON WHEN WE TALK TO OUR LEGISLATORS WHO IT IS THAT WE NEED TO BE TALKING TO ON THE COMMITTEES ALSO.

AND THAT'S SOME OF IT'S A DIFFERENT DISTRICT.

OFTEN THAT DISTRICT WILL TAKE THE LEAD AND WE SUPPORT THEM IN THAT.

BUT GETTING OUR PERSONAL STORIES AND WITH STUDENTS IS, I THINK, ONE OF THE THE KEY WAYS TO DO THIS.

BUT ALSO SPEAKING AS A COLLECTIVE VOICE, BECAUSE WE ARE NOT WE ARE CERTAINLY NOT ALONE IN THESE PRESSURES, AND WE KNOW THAT.

AND SO.

THAT SPEAKS TO WHAT CAN WE DO? WE KEEP DAYLIGHTING THIS.

WE KEEP HAVING THESE CONVERSATIONS.

I MEAN, SERIOUSLY, THAT'S IT'S IT'S BUT IT KNOWING THAT OUR LEGISLATORS ARE FULLY IN SUPPORT OF PUBLIC EDUCATION AND WE JUST GOT TO REMEMBER THAT IT'S NOT OUR NINE ARE THE NINE THAT ARE REALLY GOOD SUPPORTERS.

IT'S NOT NECESSARILY THEM THAT WE NEED TO BE TALKING TO, TOO.

AND I'D LIKE TO EXPAND A LITTLE BIT ON THE NOTION OF THE COLLECTIVE.

SO AND THIS WAS SUGGESTED TO ME ALSO IN THE CONVERSATIONS WITH THE LEGISLATORS.

WE NEED MORE THAN SCHOOL BOARD DIRECTORS.

WE NEED AND WE NEED MORE THAN STAFF.

WE NEED TEACHERS.

WE NEED PARENTS.

WE NEED STUDENTS.

WE NEED TO BRING A VERY STRONG VOICE WAY BEYOND.

AND I DON'T KNOW HOW TO SAY THIS.

THERE'S A WAY THEY SAID IT, BUT THAT THEY DON'T THEY'RE NOT GOING TO LISTEN AS MUCH TO SCHOOL BOARD DIRECTORS AS THEY'RE GOING TO LISTEN.

TO THE TO THE COMMUNITY, TO THE STUDENTS AND AND REALLY THE TEACHERS.

THEY TALKED, YOU KNOW, REALLY BRINGING IN THE TEACHERS, THE TEACHER ASSOCIATIONS, PARENTS AND STUDENTS.

ABSOLUTELY. THAT'S WHY WE, IN WSSDA, WE HAVE THAT STUDENT GROUP.

SO STUDENTS DO A LOT OF TESTIMONY DOWN THERE.

AND THAT'S ONE THING THAT I THINK AS WE'RE OUT OF COMING MORE OUT OF COVID, THAT AS OUR STUDENT BOARD AND OUR STUDENT STUDENTS THAT ARE MORE IMPACTED BY THESE THINGS MIGHT BE ENCOURAGED TO DO SOME TESTIMONY.

AND I BELIEVE THAT THERE WAS A BIG MEETING THIS WEEK AMONG SOME OF THE OTHER PARTNERS WHO WORK WITH US ON EXACTLY WHAT YOU'RE TALKING ABOUT.

I WAS SHOCKINGLY REMINDED OF HOW LONG IT WAS AGO NOW THAT WE PASSED THAT THE SUPERMAJORITY FOR LEVIES WAS ELIMINATED.

SINCE THAT SEEMED LIKE IN MY CAREER, A BLINK OF AN EYE.

BUT IT WAS A SHOCKINGLY LONG TIME AGO.

BUT IT TOOK PEOPLE FROM ALL ANGLES OF THIS WORK TO GET THAT DONE, AND THAT'S WHAT IS BEING FORMULATED FOR NEXT YEAR, I THINK IS, WELL, A MORE UNIFIED PRESENCE FROM ALL OF US, EVERY DISTRICT.

I MEAN, I'VE WORKED IN A VERY SMALL DISTRICT.

I'VE WORKED IN BIGGER DISTRICTS.

EVERY DISTRICT IS FACING CHALLENGES AND FINDING THAT COMMON GROUND THAT CAN SUPPORT ALL OF US, I THINK WILL BE A TREMENDOUS ASSET FOR US MOVING FORWARD. I THINK I WOULD JUST ADD THAT MAYBE TO DRAW A LINE FOR OUR COMMUNITY BETWEEN WHAT THE LEVY IS MEANT TO FUND AND WHAT WE END UP HAVING TO FUND, BECAUSE THE STATE, YOU KNOW, FOR INSTANCE, OUR SPECIAL ED, YOU KNOW, WHICH WE HAVE TO IT'S NOT WE DON'T BEGRUDGE IT, WE HAVE TO SPEND IT.

BUT IT'S ABOUT AN $8 MILLION SHORTFALL FOR US.

I DON'T KNOW WHAT IT HAS BEEN.

NOW WE GOT MAYBE A MILLION BACK OR SOMETHING LIKE THAT FROM THE MOVEMENT THIS YEAR, BUT THAT COMES OUT OF OUR LOCAL LEVY, WHICH MEANS THAT WE CAN'T FUND OUR ENRICHMENT PROGRAMS THE WAY THAT WE WANT TO.

AND SO I THINK OUR COMMUNITY NEEDS TO BE AWARE.

ABSOLUTELY. AND THERE'S A DIRECT LINK BETWEEN MUSIC PROGRAMING AND NURSES.

IF WE IF THE STATE FUNDS US FOR THREE NURSES, FOR 36 SCHOOLS OR WHATEVER IT IS, SOMETHING VERY SMALL, VERY SMALL, YEAH.

THEN WE HAVE TO FILL IN AND THAT COMES BASICALLY OUT OF OUR ARTS PROGRAM.

I MEAN, AT THE END OF THE DAY, IT DOES BEAR REPEATING THAT WE CANNOT COLLECT AS MUCH LEVY AUTHORIZATION AS OUR COMMUNITY VOTES IN BECAUSE THAT IS CAPPED BY THE LEGISLATURE. SO OUR COMMUNITY HAS ACTUALLY VOTED US TO HAVE MORE AUTHORITY TO COLLECT, WHICH WE THEN CAN'T COLLECT, WHICH WAS WHAT LYDIA TALKED ABOUT, ABOUT THE ROLLBACKS, BUT WE CAN'T COLLECT EVERYTHING WE'RE AUTHORIZED TO COLLECT.

SO THAT COULD BE ONE OF THOSE THINGS WE WANT TO PRIORITIZE THIS YEAR IS LIKE TALKING ABOUT THE LEVY AND THE CAPS.

I MEAN, IT HAS IN THE PAST BEEN SOMETHING WE'VE PRIORITIZED AND THERE ARE POSITIONS THAT WE CAN ALIGN WITH WITH OTHER SCHOOLS ON IT.

IT'S A COMMON CONVERSATION.

SO THAT MAY BE NOT ONLY SOMETHING WE ADVOCATE FOR, BUT A GREAT OPPORTUNITY TO DAYLIGHT IT MORE FOR THE COMMUNITY MEMBERS THAT MAY NOT BE SO AWARE.

YEAH, I HAVE ALSO FOCUSED ON THAT AND I'VE ACTUALLY SAID IN A NUMBER OF CASES, AND I'LL SAY IT HERE AND I'LL PROBABLY SAY IT MORE FREQUENTLY.

IS, IN MY OPINION.

FROM THE MCCLEARY DECISION.

IN THE STATE'S QUEST TO EQUALIZE FUNDING ACROSS THE DISTRICTS IN THE STATE.

THEY HAVE MADE US ALL POOR.

AND THAT'S HOW THEY'VE EQUALIZED US.

AND THAT'S WHY EVERYBODY'S SUFFERING AND WHY IT'S NOT RIGHT.

AND THEY HAVE TO FIX THAT.

SO IT'S NOT GOING TO BE THE FIRST OR THE LAST TIME YOU HEAR ME SAY THAT, BECAUSE I REALLY BELIEVE THAT STRONGLY.

YOU KNOW, IT'S LIKE SAYING LET'S FIX THE ACHIEVEMENT GAP WITH OUR KIDS.

AND IN SOME PLACES, THAT DOESN'T MEAN TAKING THE TOP KIDS DOWN.

IT MEANS BRINGING THE KIDS WHO ARE DOWN HERE UP.

WE HAVE MANAGED TO KEEP OUR KIDS SAFE FOR THE MOST PART ALL YEAR, AND SO THAT'S VERY EXCITING.

AND THEN THE LAST THING I WANTED TO MENTION, BECAUSE I DON'T KNOW EXACTLY WHEN IN AUGUST THE PRIMARIES ARE GOING TO BE, BUT I JUST ENCOURAGE EVERYONE TO GO OUT AND VOTE IN THE COMING AUGUST PRIMARIES.

WE'LL ONLY HAVE ONE MEETING BETWEEN NOW AND THEN, BUT THREE OF THE BOARD IS POSITIONS ARE OPEN OR ARE GOING TO BE VOTED UPON.

ONE WAS WE HAVE A CLIMATE POLICY STUDY SESSION COMING UP ON AUGUST 29TH, AND I'M VERY EXCITED ABOUT THAT.

WE'VE GOT A LOT OF INPUT FROM PARENT GROUPS, FROM ADVOCATES WHO WANT US TO TAKE A LOOK AT HAVING A CLIMATE POLICY. AND WE'VE BEEN TALKING ABOUT THIS FOR A COUPLE OF YEARS AND NOW WE'RE GOING TO BE DOING SOME OF THE NEXT STEPS.

AND SOME OF THOSE NEXT STEPS IS IN PREPARATION.

I ATTENDED THE MAPLEWOOD CLIMATE SOLUTIONS CLASS EXHIBITION FAIR THIS LAST WEEK AND IT WAS PHENOMENAL AND INSPIRING TO SEE OUR STUDENTS THINKING ABOUT CREATIVE WAYS THAT WE CAN LOWER OUR IMPACT ON RESOURCES IN THE COMMUNITY, RESOURCES IN THE ENVIRONMENT GOING.

AND SO I'M GOING TO BE BRINGING SOME OF THEIR SUGGESTIONS FORWARD, HAVING TO DO WITH RECYCLING AND SOME OF THE SOLAR INITIATIVES THAT THEY HAD, WHICH RELATED TO SOME OF THE SPORTS STADIUMS, WHICH I DID NOT KNOW THAT THE SPORTS STADIUMS WERE WORKING ON THESE SOLAR INITIATIVES QUITE SO MUCH.

AND SO I DEFINITELY WANT TO TALK TO YOU ABOUT THAT, TOO.

BUT THAT WILL BE COMING UP ON AUGUST 29TH.

AND I WOULD ENCOURAGE THE PUBLIC TO KNOW THAT THESE ARE ALWAYS OPEN AND EVERYONE'S INVITED TO ATTEND THE STUDY SESSION.

THEY FORMED REALLY STRONG BONDS WITH THE KIDS THIS YEAR AND AS ALWAYS.

AND SO THEY'LL MISS THEIR KIDS OVER THE SUMMER.

I MEAN, IN JUST THE TIME I'VE BEEN HERE, WE WENT FROM, I THINK, ALMOST NO INTERPRETATION TO THIS INCREDIBLY RICH PROGRAM THAT WE HAVE. AND SO THINGS CAN CHANGE FOR THE BETTER.

SO IT'S GREAT TO SEE IT ALIVE AND WELL IN OUR IN OUR CLASSROOMS. I ALSO WANT TO.

A BIT OF REALLY POSITIVE SUPPORT FROM A COMMUNITY PARTNER THAT THE EDMOND CITY COUNCIL UNANIMOUSLY VOTED TO FUND OUR THREE STUDENT INTERVENTION OR THREE SCHOOLS IN EDMONDS WHO DID NOT BECAUSE OF THE BUDGET CUTS, HAVE A STUDENT INTERVENTION COORDINATOR, AND THEY FUNDED $210,000 TO COVER THOSE THREE SMALLEST SCHOOLS.

SO NOW ALL OF OUR SCHOOLS HAVE AT LEAST A HALF TIME STUDENT INTERVENTION COORDINATOR OR A FULL TIME STUDENT INTERVENTION COORDINATOR.

AND THAT'S THE KIND OF PARTNERSHIP THAT WE SO APPRECIATE.

WE'RE SO GRATEFUL TO THEM.

THEY ARE USING THEIR ARPA FUNDS, WHICH ARE THE EQUIVALENT OF OUR ESSER FUNDS, MEANING IT WAS ITS MONEY THAT WAS GIVEN TO THEM FROM THE FEDERAL GOVERNMENT TO HELP MITIGATE IMPACTS FROM COVID.

AND THEY RECOGNIZE AND APPRECIATED OUR EXPLAINING THAT WE STILL HAVE STUDENTS WHO ARE SUFFERING FROM THOSE IMPACTS AND THAT TO HAVE OUR STUDENT INTERVENTION COORDINATORS IS SO IMPORTANT FOR SUPPORTING OUR TEACHERS AND OUR OTHER STAFF SO THEY CAN GET ON WITH THE BUSINESS OF THE DAY WITH THEIR REGULAR STUDENTS, WHILE OTHER STUDENTS WHO NEED THAT EXTRA ATTENTION CAN GET IT.

BUILDING UPON WHAT YOU SAID ABOUT THE CITY COUNCIL FROM EDMONDS, I WOULD ALSO ADD THAT OUR EDMONDS PRINCIPALS ASSOCIATION, EDMONDS MANAGERS ASSOCIATION AND PROFESSIONAL TECHNICAL GROUP ALSO GAVE UP SOME OF THE THINGS THEY WERE ENTITLED TO IN THEIR CONTRACT IN ORDER TO ALSO SUPPORT THE FUNDING OF SYNCS IN OUR DISTRICT.

WE WOULDN'T HAVE GOTTEN TO EVERYONE HAVING AT LEAST A HALF IF IT WASN'T FOR SOME CUTS THAT THOSE OR OR THINGS.

THE BEST WAY TO PUT IT IS THINGS THAT THEY GIVE UP ENTITLEMENTS IN THEIR CONTRACT THAT THEY SORT OF PUT INTO THE POOL ONE YEAR ONLY BUT STILL HELPING TO AS IS THE EDMONDS GRANT, BUT HELPING US TO GET ANOTHER YEAR FURTHER PAST THE PANDEMIC IN SUPPORT OF OUR STUDENTS.

GRADUATION IS AN EXCITING TIME.

I WAS ABLE TO ATTEND SIX OF THE GRADUATIONS AND IT'S JUST SUCH A TREMENDOUS CELEBRATION FOR FAMILIES AND FOR STUDENTS AND FOR STAFF BECAUSE AT GRADUATION, SOMEONE WALKING ACROSS THE STAGE REPRESENTS THE WORK OF EVERYONE IN OUR DISTRICT, NOT JUST THOSE WHO SERVE THOSE STUDENTS THEIR SENIOR YEAR, ALTHOUGH THAT CAN BE A HEAVY LIFT SOMETIMES.

AND WE APPRECIATE EVERYONE WHO CONTRIBUTED TO THOSE STUDENT SUCCESS.

FINALLY, I WOULD SAY I HAVE A NEW BADGE IN MY POSSESSION.

I WON'T SWITCH OVER FOR ANOTHER THREE DAYS.

I'M STILL PROUDLY SPORTING MY INTERIM BADGE, BUT I DO HAVE THE SUPERINTENDENT BADGE IN MY POSSESSION.
