[00:00:01] GOOD EVENING AND WELCOME. WE THE BOARD WILL NOW RECONVENE FROM OUR EXECUTIVE SESSION INTO THE REGULAR BUSINESS MEETING FOR THE EDMONDS SCHOOL DISTRICT BOARD OF DIRECTORS. AND FIRST ON THE AGENDA IS OUR ROLL CALL. [4. ROLL CALL-6:31 pm] HERE WE GO. I'M GOING TO ASK DR. [5. LAND ACKNOWLEDGEMENT-6:32 pm] MINER TO DO THE LAND ACKNOWLEDGMENT. THANK YOU, DR. KATIMS. WE ACKNOWLEDGE THE ORIGINAL INHABITANTS OF THIS PLACE, THE SNOHOMISH PEOPLE AND THEIR SUCCESSORS, THE TULALIP TRIBES, WHO SINCE TIME IMMEMORIAL HAVE TAKEN CARE OF, HUNTED, FISHED AND GATHERED ON THESE LANDS. WE RESPECT THEIR SOVEREIGNTY, THEIR RIGHT TO SELF-DETERMINATION, AND WE HONOR THEIR SACRED SPIRITUAL CONNECTION WITH THE LAND AND WATER. BY ACKNOWLEDGING THESE HOMELANDS, WE COMMIT TO WORKING WITH TRIBAL NATIONS TO FURTHER THE EDUCATION AIMS THEY HAVE IDENTIFIED IN OUR CLASSROOMS AND SCHOOLS. THANK YOU. AND NOW, IF EVERYBODY WOULD RISE AND JOIN WITH ME IN THE FLAG SALUTE. [6. FLAG SALUTE-6:33 pm] I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. [7. APPROVAL OF AGENDA-6:34 pm] NEXT WE HAVE APPROVAL OF THE AGENDA. DO I HEAR A MOTION AND A SECOND MOVE TO APPROVE? SECOND, I'VE HEARD A MOTION TO APPROVE. AND A SECOND? IS THERE ANY DISCUSSION ABOUT THE AGENDA AS PRESENTED? HEARING NONE. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR OF APPROVING TONIGHT'S AGENDA AS PRESENTED, PLEASE INDICATE BY SAYING AYE. AYE. ALL THOSE OPPOSED? ANY ABSTENTIONS? AND OUR AGENDA FOR TONIGHT IS APPROVED AS PRESENTED. [8. CELEBRATION 6:35 pm] NEXT, WE HAVE A REALLY FUN THING. WE HAVE THE FIRST AMENDMENT PRESS FREEDOM AWARD. DR. MINER, YOU WANT TO INTRODUCE OUR GUESTS? OF COURSE. IT'S MY PLEASURE TO INTRODUCE MY NEWSPAPER ADVISOR, VINCE DEMURO, AND HIS JOURNALISM STUDENTS. SHARING THIS AWARD WITH US THIS EVENING. THANK YOU SO MUCH FOR COMING. AFTER SCHOOL IS ACTUALLY OUT FOR THE YEAR. WE'RE SORRY WE HAD TO BUMP YOU BACK A WEEK, BUT WE VERY MUCH APPRECIATE YOU BEING HERE AND LEARNING MORE ABOUT THIS REMARKABLE 10TH YEAR AWARD. WELL, THANK YOU VERY MUCH. AND THANKS FOR THE OPPORTUNITY TO ONCE AGAIN COME BACK TO YOU WITH THIS AWARD. TRUST ME, IT DOES NOT GET OLD. WE DON'T EVER TAKE THIS FOR GRANTED. AND WE KNOW THAT WE'RE JUST ONE OF A HANDFUL OF SCHOOLS IN THE COUNTRY. AND I SAY THAT WITH SOME PRIDE. BUT I ALSO SAY THAT WITH A LOT OF DISAPPOINTMENT. I THINK THERE SHOULD BE A LOT MORE HIGH SCHOOLS THAT ARE ELIGIBLE AND SHOULD RECEIVE THIS AWARD. BUT IT HAS THIS IS THE 10TH YEAR IN A ROW AND 13TH TIME OVERALL THAT THE THE LEARNING COMMUNITY OF MOUNTLAKE TERRACE HIGH SCHOOL HAS BEEN HONORED WITH THE FIRST AMENDMENT PRESS FREEDOM AWARD. AND WE JUST WANTED TO MAKE SURE THAT YOU WERE AWARE OF THAT BECAUSE QUITE HONESTLY, THE BOARD, ALONG WITH OUR SCHOOL'S ADMINISTRATION AND OF COURSE THE STUDENT LEADERSHIP OF THE PUBLICATION STAFF, WORK IN COOPERATION TO MAKE SURE THAT THIS KIND OF THING CAN HAPPEN. AND WE DON'T TAKE THAT LIGHTLY. WE REALIZE THAT WE ARE FORTUNATE AND I GET TO WORK, LIVE AND TEACH IN A PLACE THAT IS PRETTY SPECIAL WHEN IT COMES TO RESPECTING FIRST AMENDMENT RIGHTS, ESPECIALLY FOR STUDENTS AND STUDENT VOICES. SO WE JUST WANTED TO SHARE THAT WITH YOU. AND IF YOU GUYS WANT TO SEE THE PLAQUE, IT LOOKS IDENTICAL TO LAST YEAR'S, EXCEPT THE YEAR IS DIFFERENT, BUT OTHERWISE IT'S THE SAME PLAQUE. BUT I DO, I SHOULD MENTION TOO, I HAVE WITH ME KIMBERLY WYNNE, SARAH BRINER AND CURTIS GILCHRIST, AND THEY ARE ALL CURRENT AND TO BE MEMBERS OF OUR PUBLICATION STAFF THAT PRODUCES THE NEWSPAPER, THE YEARBOOK AND THE WEBSITE. SO FORTUNATELY I'VE GOT A REALLY GOOD YOUNG CREW COMING BACK. DIDN'T LOSE TOO MANY SENIORS, BUT IT'LL BE EXCITING TO SEE WHAT THESE GUYS ACCOMPLISH HERE IN THE NEXT YEAR OR TWO. SO. WELL, CONGRATULATIONS. WE'RE SO PROUD OF YOU. CAN WE GET A PHOTO? SURE. ABSOLUTELY. IF WE ALL COME FORWARD, MAYBE [00:06:02] . I'M SORRY IF WE COULD GET EVERYBODY. MIKE, JUST FOR THOSE WATCHING AT HOME. SORRY. SORRY. YOU MENTIONED THAT IT'D BE NICE IF WE COULD SEE OTHER SCHOOLS THAT WERE ELIGIBLE FOR THIS, SO I'D BE INTERESTED IN MOVING FORWARD, THINKING HOW WE CAN SUPPORT OTHER SCHOOL DISTRICTS IN WASHINGTON TO. BE ELIGIBLE AND JOIN USING THE PROGRAM THAT WE'VE GOT. JUST HOW THAT WORKS. WELL, IT'S FUNNY THAT YOU SHOULD MENTION THAT, BECAUSE ONCE YOU GUYS WELL, EVEN BEFORE YOU GUYS PASSED THE CURRENT POLICY, PEOPLE WERE LOOKING TO EDMONDS LIKE, WHAT'S GOING ON THERE? WHY CAN THEY DO THAT? WHAT'S SPECIAL? WHAT'S DIFFERENT THERE? AND QUITE HONESTLY, YOU GUYS, JUST YOU AND THIS COMMUNITY AND HAVING GROWN UP HERE, IT SORT OF ALWAYS KIND OF BEEN LIKE THIS. THAT'S JUST BEEN ONE OF THE VALUES THAT THIS COMMUNITY HAS HAD. THERE'S ALWAYS BEEN A STRONG STUDENT VOICE PRESENCE. BUT I WILL TELL YOU THAT AFTER YOU'VE PASSED THAT POLICY THAT I HAVE RECEIVED PROBABLY DOZENS OF CALLS AND CERTAINLY MORE THAN THAT IN TERMS OF EMAIL REQUESTS WANTING TO KNOW MORE ABOUT THE POLICY. THE POLICY IS ONE PART OF IT, THOUGH, BECAUSE HAVING A POLICY IS ONE THING, BUT ACTUALLY ACTING ON IT AND ADHERING TO IT AND MAYBE EVEN FURTHERING THE IDEALS OF THAT POLICY. IT'S NOT AS EASY AS IT SOUNDS, AND I RESPECT THE FACT THAT WE'VE HAD ADMINISTRATORS FOR AS LONG AS I'VE BEEN AT MOUNTLAKE TERRACE HIGH SCHOOL WHO HAVE REALLY WORKED HARD TO RESPECT STUDENT VOICE. AND SO TO ANSWER YOUR QUESTION, I WOULD SAY THAT WATCH OUT, BECAUSE YOU MIGHT BE GETTING SOME INQUIRIES BECAUSE I'M SENDING PEOPLE EITHER TO DR. MINER OR TO GREG SCHWAB, AND EVENTUALLY IT WILL PROBABLY COME TO YOU GUYS AS FAR AS LIKE IF YOUR SCHOOL BOARD CAN DO THIS, WHY CAN'T OURS? ABSOLUTELY. AND I KNOW OF A COUPLE OF NEIGHBORING DISTRICTS THAT HAVE INQUIRED AND THEN A COUPLE OF DISTRICTS FROM THE SOUTH END, PUYALLUP IN PARTICULAR. AUBURN'S ANOTHER ONE WHERE THE TEACHERS AND THE STUDENTS THERE HAVE CONTACTED ME ASKING FOR COPIES OF THE POLICY AND THAT KIND OF THING. SO PERFECT. WELL, SHARING GOOD POLICY IS DEFINITELY IN OUR IN OUR WHEELHOUSE. SO AND SUPPORTING THE EFFORTS MOVING FORWARD. SO THIS IS GOOD NEWS. WELL, THANK YOU. AND THANK YOU FOR ASKING, TOO. THANKS. THANK YOU. AND FOR ALL YOU DO. AND BEING A LIGHTHOUSE. WELL, FOR THIS, I FEEL I FEEL LIKE AT THIS POINT IN MY CAREER, I OWE SO MUCH THAT I WANT TO DO WHATEVER I CAN TO SUPPORT OTHER PEOPLE. SO I HEAR YOU, IF I MAY, TO DIRECTOR CHASE'S QUESTION. I'LL JUST TELL A BRIEF STORY. YOU AND I PROBABLY STARTED BEING NEWSPAPER ADVISORS ABOUT THE SAME TIME. YOU MAY BE A LITTLE BIT AFTER ME, BUT I STARTED BEING A NEWSPAPER ADVISOR AND I WAS A BRAND NEW TEACHER, BRAND NEW TO A DISTRICT. AND THE SUPERINTENDENT, WHO IS NOW A GREAT MENTOR OF MINE AND HAS BEEN A GREAT SUPPORTER AT THE TIME, SHOOK MY HAND AND SAID, BE CAREFUL WITH THAT. NEWSPAPER TEACHERS CAN GET THEMSELVES INTO A LOT OF TROUBLE AND I'VE NEVER LET HER FORGET THAT, THAT THAT WAS HER INTRODUCTION AND HER WELCOME TO THE DISTRICT. BUT I MEAN, I THINK WE'RE SO BLESSED TO HAVE SUCH A, I TOOK MY STUDENTS TO THE NATIONAL CONFERENCE. I WAS A WRECK THE ENTIRE TIME BECAUSE I WAS A BRAND NEW TEACHER, SO STRESSED OUT. BUT I THINK WE'RE SO BLESSED TO HAVE A TEACHER WHO CAN REALLY SUPPORT THOSE IDEALS AND ALSO REALLY TEACH THE STUDENTS ABOUT JOURNALISTIC ETHICS, ABOUT THEIR RESPONSIBILITIES. BECAUSE WITH A POLICY LIKE THIS ALSO COMES GREAT RESPONSIBILITY ON THE PART OF THE STUDENTS. AND I THINK THAT THAT'S A WONDERFUL PARTNERSHIP AT PLAY HERE. AND IF ANYBODY CALLS ME, I'LL CERTAINLY TELL THEM WE'RE 100% BEHIND THE POLICY. AND IT COMES WITH A GREAT TEACHER WHO REALLY UNDERSTANDS WHAT THAT MEANS FOR OUR SCHOOLS. THANK YOU VERY MUCH. WE APPRECIATE THOSE KIND WORDS. THANK YOU. THANK YOU. THANK YOU. AND THANKS FOR COMING OUT WHEN SCHOOL'S OUT ALREADY. SO NEXT ON THE AGENDA IS THE SUPERINTENDENT'S REPORT. [9. SUPERINTENDENT REPORT-6:45 pm] WELL, I WAS ABLE WITH LYDIA SELLIE YESTERDAY TO GO AND GREET OUR BUSSES AS THEY CAME BACK INTO THE BARN FOR THE LAST DAY OF SCHOOL. [00:10:03] WAVED SOME SIGNS. WE WERE THERE FOR MOST OF THE BUSSES. THE VERY LAST ONE WAS STILL ABOUT 20 MINUTES OUT WHEN WE DECIDED MAYBE WE NEEDED TO HEAD BACK AND DO SOME OTHER WORK. BUT IT WAS A JOY TO SEE THE DRIVERS COMING IN FOR THE LAST TIME. TO PUT A WRAP ON THE 2022-2023 SCHOOL YEAR. AS YOU CAN IMAGINE, PLANS ARE WELL UNDERWAY FOR RETREATS AND PROFESSIONAL DEVELOPMENT FOR NEXT YEAR, BUT IT FEELS GREAT TO HAVE OUR STUDENTS OUT, HOPEFULLY READING LOTS OF GOOD BOOKS, COMPLETING THEIR SCHOOL YEAR, WORKING HARD TO GET REPORT CARDS OUT THIS WEEK. THE COMMS TEAM IS WORKING VERY HARD AT THAT WITH SUPPORT FROM SOME OTHER FOLKS WHO ARE HELPING TO FOLD AND STUFF THOSE SO THAT WE CAN GET THOSE OUT, GET THAT FEEDBACK OUT TO FAMILIES IN A REALLY TIMELY MANNER SO THAT THEY CAN DO SOME PLANNING AND ACCESSING OTHER THINGS WHICH MIGHT SUPPORT THEIR STUDENTS THROUGH THE SUMMER. GREAT. THANK YOU SO MUCH. NEXT IS APPROVAL OF MINUTES. [10. APPROVAL OF MINUTES-7:00 pm] TONIGHT, WE ONLY HAVE ONE SET OF MINUTES TO APPROVE, AND THEY ARE FROM THE JUNE 13TH SPECIAL MEETING. DO I HEAR A MOTION TO APPROVE AND A SECOND? MOVE TO APPROVE. SECOND, I'VE HEARD A MOTION TO APPROVE AND A SECOND. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR OF APPROVING THE MINUTES FROM THE JUNE 13TH SPECIAL MEETING INDICATE BY SAYING AYE. AYE. ALL THOSE OPPOSED SAY NAY. ANY ABSTENTIONS? I'LL ABSTAIN AS I WAS NOT PRESENT. OKAY. ONE ABSTENTION. AND THE MINUTES FROM THE JUNE 13TH, 2023 SPECIAL MEETING ARE APPROVED. NEXT WE HAVE PUBLIC COMMENTS. POINT OF ORDER. DID WE SKIP THE SUPERINTENDENT REPORT? DID I MISS THAT? OH. OH, OH. OKAY. IT WAS QUICK. [11. PUBLIC COMMENTS-7:05 pm] THE PUBLIC COMMENT SECTION OF THE AGENDA IS AN OPPORTUNITY FOR PEOPLE TO ADDRESS THE SCHOOL BOARD. SINCE THIS IS A BUSINESS MEETING OF THE SCHOOL BOARD, THE PURPOSE OF PUBLIC COMMENTS IS FOR THOSE INTERESTED TO COMMUNICATE WITH THE BOARD OF DIRECTORS ABOUT ITEMS ON THE AGENDA OR OTHER SPECIFIC WORK WITHIN THE SCOPE OF THE SCHOOL DISTRICT. THIS IS NOT A TIME FOR THE AUDIENCE TO ADDRESS EACH OTHER. ITEMS BROUGHT FORWARD DURING THIS PORTION OF THE MEETING ARE NOT TYPICALLY ACTED UPON BY THE BOARD AT THIS TIME, BUT MAY BE FOLLOWED UP BY THE BOARD, THE SUPERINTENDENT AND OR STAFF AT A LATER TIME. PEOPLE MAY SUBMIT PUBLIC COMMENTS FOR A BOARD MEETING IN THREE DIFFERENT WAYS. YOU MAY CHOOSE TO READ YOUR COMMENT ALOUD IN PERSON. YOU MAY CHOOSE TO READ YOUR COMMENT ALOUD VIRTUALLY, OR YOU MAY CHOOSE TO SUBMIT YOUR COMMENT IN WRITING. TONIGHT, WE HAVE NO VIRTUAL COMMENTS OR COMMENTS THAT WERE SUBMITTED IN WRITING. THE BOARD ALSO ACCEPTS WRITTEN COMMENTS AND QUESTIONS AT ANY TIME THROUGH EMAIL, WE READ EACH COMMENT AND EMAIL WE RECEIVE AND WE APPRECIATE THE TIME AND EFFORT THAT IT TAKES FOR THOSE WHO WRITE THEM. WHILE WE ENCOURAGE AND APPRECIATE PUBLIC COMMENTS, PLEASE LIMIT YOUR COMMENTS THAT ARE READ ALOUD TO THREE MINUTES. IF A COMMENT BECOMES TOO LENGTHY, I MAY NEED TO INTERRUPT IN ORDER TO ALLOW EACH PERSON EQUAL TIME. WE ALSO ASK THOSE WHO ARE MAKING A PUBLIC COMMENT DURING A BOARD MEETING TO PLEASE MAKE THEIR STATEMENTS IN A CIVIL MANNER WITHOUT DISPARAGING NAME CALLING OR OTHERWISE TARGETING ANY ONE PERSON OR GROUP IN THE DISTRICT. SIMILARLY, WE ASK EVERYONE IN THE AUDIENCE TO PLEASE SHOW RESPECT BY LISTENING QUIETLY WITHOUT TALKING OR WHISPERING TO EACH OTHER SO THAT EVERYONE CAN HEAR EACH COMMENT. SO TONIGHT. WE HAVE TWO PUBLIC COMMENTS. THE FIRST ONE IS FROM TONY SHAPIRO. GOOD EVENING. THANKS FOR THIS OPPORTUNITY TO SHARE A FEW THOUGHTS. YOU HAVE A DIFFICULT TASK IN GENERATING A BUDGET FOR THE CHALLENGES THAT THIS DISTRICT FACES, AND ESPECIALLY IN LIGHT OF THE PAST BUDGET AND THE CHALLENGES THAT YOU HAD WITH THE REDUCED STUDENT BODY. I WOULD ASK JUST ONE ASPECT OF THIS BUDGET. IF YOU HAVE A CONTINGENCY PLAN IN THE EVENT THAT CHANGES IN STUDENT BODY COUNT IS LESS THAN WHAT YOU ANTICIPATE. SO I WOULD HOPE THAT THE BOARD IS PLANNING TO HAVE MAYBE MULTIPLE DIFFERENT STEPS IN A CONTINGENCY TO ANTICIPATE A CHANGE IN FUNDING THAT MIGHT OCCUR LATER THIS YEAR. SO SOME OF THE CHALLENGES THAT YOU FACE MIGHT BE REVIEWED WITH THE DIFFERENT PRINCIPALS AND OTHER DIRECTORS ACROSS THE DISTRICT TO GET THEIR INPUT PRIOR TO THE EVENT MAY BE OCCURRING. THANK YOU. NEXT IS DR. VERGARA. HELLO. [00:15:06] GOOD EVENING, BOARD MEMBERS, SUPERINTENDENT MINER STAFF AND COMMITTEE MEMBERS. MY NAME IS VICTOR VERGARA AND I'M ONE OF THE ASSISTANT SUPERINTENDENTS FOR EDMONDS SCHOOL DISTRICT. PART OF MY JOB IS FACILITATING EQUITY WORK FOR OUR DISTRICT. EQUITY REFERS TO FAIRNESS AND JUSTICE. I'M HERE TODAY TO REMIND OUR COMMUNITY OF OUR SUPPORT FOR OUR TWO LGBTQIA+ STUDENTS. WE, THE SCHOOL DISTRICT, FIRMLY BELIEVE IN CREATING INCLUSIVE AND SAFE EDUCATIONAL ENVIRONMENT FOR ALL STUDENTS, INCLUDING THOSE WHO IDENTIFY AS LGBTQIA+ EVERY INDIVIDUAL, REGARDLESS OF THEIR SEXUAL ORIENTATION OR GENDER IDENTITY, DESERVES TO BE TREATED WITH RESPECT, DIGNITY AND EQUALITY. AND EVERY STUDENT DESERVES TO FEEL VALUED AND PROTECTED FROM HARASSMENT OR DISCRIMINATION BASED ON THEIR SEXUAL ORIENTATION, GENDER IDENTITY OR EXPRESSION. TWO, LGBTQIA+, STUDENTS OFTEN FACE UNIQUE CHALLENGES AND DISCRIMINATION IN EDUCATIONAL SETTINGS WHICH CAN NEGATIVELY IMPACT THEIR ACADEMIC PERFORMANCE, MENTAL HEALTH AND OVERALL WELL-BEING. SUPPORTING TO LGBTQIA+ STUDENTS MEANS ENSURING THAT THEY HAVE EQUITABLE ACCESS TO EDUCATIONAL OPPORTUNITIES, RESOURCES AND SUPPORT SERVICES. IT INVOLVES IMPLEMENTING POLICIES THAT PREVENT DISCRIMINATION, BULLYING, HARASSMENT AND VIOLENCE BASED ON SEXUAL ORIENTATION OR GENDER IDENTITY. THE ANYONE SCHOOL DISTRICT SCHOOL BOARD ADOPTED THE GENDER INCLUSIVE SCHOOL POLICY 3211 IN DECEMBER OF 2014. THIS POLICY, ALONG WITH OUR RACE AND EQUITY POLICY 0600, SERVES AS THE FOUNDATION FOR WHICH ALL OF OUR WORK AND COMMITMENT TO STUDENTS, FAMILIES AND STAFF IS GROUNDED. ADDITIONALLY, A MAY 25TH, 2021, THE SCHOOL BOARD PASSED RESOLUTION NUMBER 2119 PROCLAIMING JUNE IS PRIDE MONTH IN THE EDMONDS SCHOOL DISTRICT. THE DISTRICT IS COMMITTED TO SUPPORTING STUDENTS AND FAMILIES AS WE NAVIGATE THE PERSISTENT TRADITIONAL NORMS THAT IMPACT OUR LGBTQIA+ STUDENTS. FAMILIES AND STAFF. THE WORK OUR SYSTEM MUST DO TO BECOME MORE GENDER INCLUSIVE AND SUPPORTIVE AND SUPPORTIVE TO LGBTQIA+ STUDENTS, FAMILIES AND STAFF HAS BEEN ONGOING AND WILL CONTINUE TO BE AT THE FOREFRONT OF OUR EFFORTS BY CHAMPIONING TWO LGBTQIA+ RIGHTS, ADVOCATING FOR POLICIES THAT PROTECT THE RIGHTS AND WELL-BEING AND FOSTERING AN ENVIRONMENT OF ACCEPTANCE AND EQUALITY, WE CAN CREATE A BRIGHTER FUTURE FOR ALL STUDENTS, REGARDLESS OF THEIR SEXUAL ORIENTATION OR GENDER IDENTITY. LET'S STAND TOGETHER, OFFERING OUR SUPPORT, UNDERSTANDING AND LOVE TO OUR TWO LGBTQIA PLUS STUDENTS AS THEY DESERVE NOTHING LESS THAN THE OPPORTUNITY TO THRIVE AND FULFILL THEIR POTENTIAL. CHANGE HAPPENS WHEN WE COME TOGETHER AS A COMMUNITY. EDMONDS SCHOOL DISTRICT ONLY HAS SPACE FOR ACCEPTANCE AND LOVE. THANK YOU. THANK YOU. AND DR. VERGARA, YOU'LL NOTICE I DRESSED IN HONOR OF YOUR IDEAS. ABSOLUTELY. THANK YOU. NEXT IS OUR CONSENT AGENDA. BEFORE. BEFORE WE DO THAT, WOULD YOU MIND IF I MADE A QUICK COMMENT JUST ABOUT OUR FIRST, MR. SHAPIRO'S COMMENT THERE. I JUST, BECAUSE I THINK THAT A LOT OF PEOPLE, MYSELF INCLUDED, WHEN WE DID THE REDUCTION IN FORCE STUFF EARLIER, THAT WAS NOT OUR FINAL BUDGET. SO WE ARE STILL LATER TONIGHT, WE'RE HAVING A BUDGET HEARING. WE'RE GOING TO DO A FINAL BUDGET LATER. REALLY WHAT WE DID THERE WAS SORT OF SAY, WORST CASE SCENARIO, WE NEED TO INFORM PEOPLE THAT THERE MAY NOT BE PLACES FOR THEM. SO WE HAVEN'T REALLY FINALIZED THAT STUFF YET. SO WE DO WELCOME YOUR COMMENT AT THESE FUTURE BUDGET MEETINGS, INPUT THAT WE WILL TAKE. WE ARE GOING TO TAKE WHATEVER OUR FUNDING SITUATION IS INTO ACCOUNT. FINAL DECISIONS ON THAT STUFF WERE NOT MADE IN MAY. IT WAS JUST A PROCEDURAL STEP THAT WE HAD TO DO. [12. CONSENT AGENDA-7:35 pm] NEXT ON THE AGENDA IS THE CONSENT AGENDA. THIS IS A GROUP OF ROUTINE ITEMS THAT WE TYPICALLY VOTE ON TOGETHER, BUT WE CAN SEPARATE OUT IF WE WANTED TO. TONIGHT, THERE ARE 22 ITEMS 17 HAVE TO DO WITH PERSONNEL AND MEMORANDUMS, MEMORANDA OF UNDERSTANDINGS WITH OUR STAFF ASSOCIATIONS. ONE OF THEM IS OUR MONTHLY BILLS AND VOUCHERS THAT WE ALWAYS LOOK AT. AND FOUR HAVE TO DO WITH FIELD TRIPS. DO I HEAR A MOTION AND A SECOND TO APPROVE TONIGHT'S CONSENT AGENDA? MOVE TO APPROVE. SECOND. I HEARD A MOTION TO APPROVE AND A SECOND. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR OF APPROVING TONIGHT'S CONSENT AGENDA, PLEASE INDICATE BY SAYING AYE. AYE. ALL THOSE OPPOSED SAY NAY. ANY ABSTENTIONS? AND TONIGHT'S CONSENT AGENDA IS APPROVED. [13. REPORTS-7:45 pm] OUR NEXT ITEM ON THE AGENDA IS THE BUDGET AND FINANCE REPORTS WELCOMING FORWARD LYDIA SELLIE TO PRESENT. APRIL FOR US. [00:20:18] OKAY. SO WE ARE DOING SOME DIFFERENT TIMING OF FINANCIAL ACTIVITIES TONIGHT. SO WE HAVE THE APRIL BUDGET STATUS, BUT THEN WE ARE GOING TO ROLL INTO THE 2324 BUDGET. SO TWO THINGS HAPPENED SINCE THIS REPORT WAS PUBLISHED INTO BOARD DOCS AND THAT BOTH OCCURRED IN JUNE. AND I JUST WANTED TO POINT THEM OUT, EVEN THOUGH THEY'RE NOT WRITTEN ON THIS DOCUMENT, IS ONE WE DETERMINE THAT OSPI ONLY UPDATES THE K-3 RATIO THREE TIMES A YEAR. AND SO WE MADE OUR ADJUSTMENTS AFTER THE LAST UPDATE IN MARCH. AND SO OUR K-3 RATIO HAS FINALLY BEEN UPDATED AS OF JUNE AND IT SHOWS THAT THE TARGET OF COURSE IS 17 TO 1 AND WE'RE AT 16.89. SO THAT WAS SOME GOOD NEWS THAT I WANTED TO SHARE. THE OTHER PIECE OF GOOD NEWS THAT ISN'T REFLECTED IN APRIL IS THAT DANA GEASLEN AND TEAM WERE NOTIFIED OF THE SAFETY NET AWARD FOR THIS SCHOOL YEAR. WE I'VE BEEN HOPING AND PUTTING IN THESE PROJECTIONS 2 MILLION IS COMING IN AT 2.5. SO THAT IS REALLY GOOD NEWS. OKAY. SO I JUST WAS POINTING OUT THAT GENERAL FUND REVENUES ARE REALLY VERY CONSISTENT WITH THE PRIOR YEAR AND WE HAVE AN UNEXPECTED BUMP UP COMING IN THE TRANSPORTATION VEHICLE FUND IN AUGUST. IT'S KNOWN AS DEPRECIATION. IT'S REALLY STATE REVENUES FOR PURCHASING SCHOOL BUSSES. AND WE WILL HAVE A ONE TIME BUMP UP COMPARED TO WHAT WE WERE EXPECTING. SO THAT JUST HELPS WITH FUTURE BUS PURCHASES. OKAY, SO 21-22 ESSER FUNDS. WE DID HAVE THE FIRST SEVERAL MONTHS OF ESSER FUNDING. WE RECOGNIZED REDUCED ENROLLMENT AND WE WERE ABLE TO CLAIM ESSER FUNDS FOR REDUCED ENROLLMENT WAY BACK IN 2021 AND PART OF 21-22, YOU HAD TO REPORT IT AS AN EXPENDITURE IN CAPITAL OUTLAY BECAUSE THEY DIDN'T HAVE AN ACTUAL MECHANISM FOR UNREALIZED REVENUES. SO THAT'S JUST A LITTLE BIT OF AN ANOMALY THAT YOU'LL SEE BETWEEN THE TWO YEARS. IT'S REALLY REVENUE HAD TO BE REPORTED AS EXPENDITURE. IT'S WHEN OSPI HAS TO PUT THINGS TOGETHER REALLY QUICK WHEN DECISIONS ARE MADE. JUST TO POINT OUT, I PROBABLY HAVE DONE THAT DURING THIS YEAR FOR GENERAL FUND REVENUES. GRANTS ARE, YOU KNOW, FEDERAL GRANTS ARE A MONTH LATER. SO IF WE MAKE THE EXPENDITURES IN JUNE, YOU WON'T ACTUALLY SEE THE REVENUES UNTIL JULY. SO THERE'S ALWAYS A LAG ON FEDERAL REVENUES WHERE STATE GRANTS ARE CURRENT AS OF THE MONTH THAT WE'RE IN. AND I WILL GO THROUGH THIS PRETTY QUICKLY UNLESS YOU HAVE OTHER QUESTIONS UNTIL I GET TO THIS CHART. AND WE'VE BEEN COMING IN RIGHT AROUND 25 MILLION. I'M WORKING ON THE NEW DATA RIGHT NOW WITH THE WITH THE EXTRA SAFETY NET FUNDS. K-3 ALSO HAS TO BE BALANCED. IT'S PARTIALLY OFFSET BY THE FACT THAT WE'RE STILL NOT REALIZING ALL OF OUR ENROLLMENT. WE STILL HAVE A FEW LESS KIDS THAN WE HAD PLANNED ON FOR THIS YEAR. BUT I JUST WANTED TO POINT OUT, AS WE'RE SHIFTING INTO THE BUDGET PRESENTATION, THAT THIS $25 BILLION IS EVERY ELEMENT OF A FUND BALANCE, WHICH YOU'LL SEE IN A LITTLE BIT MORE DETAIL IN THE IN THE POWERPOINT. AND THAT IS IT FOR APRIL. SO, FRANK, I'M HOPING YOU CAN TURN TO THE 2324 THERE. PERFECT. OKAY, SO WE COVERED THIS WITH PEOPLE WHO WERE ABLE TO BE IN ATTENDANCE A WEEK AGO AT THE STUDY SESSION. SO SINCE I WENT OVER IT IN A LOT MORE DETAIL A WEEK AGO, I'LL GO THROUGH IT A LITTLE MORE QUICKLY. [00:25:07] SO THE BOARD IS REQUIRED TO BASICALLY APPROVE THREE THINGS THE EXPENDITURE AUTHORITY FOR THE FIVE FUNDS, ANY TRANSFERS BETWEEN FUNDS AND YOUR LEVY AUTHORITY. SO THE LEVY AUTHORITY IS CONTAINED IN THE BUDGET DOCUMENT CALLED THE F-195. BUT YOU CAN NEVER GUESS TO THE DOLLAR ANYMORE WHAT IT'S GOING TO BE. SO COME THIS FALL THERE'LL BE A PROCESS CALLED THE ROLLBACK. IT DOESN'T NECESSARILY MEAN WE'RE COLLECTING LESS, IT JUST MEANS WE'RE READJUSTING TO THE STATE FORMULA. SO THIS IS THE ACTUAL EXPENDITURES FOR THE FIVE FUNDS. THIS IS WHAT IS CONTAINED IN THE RESOLUTION THAT'S LATER ON THE AGENDA. AGAIN, WHEN YOU SAW THIS IN THE WINTER, THIS REFLECTS THAT THE ENROLLMENT THAT WE TOLD YOU WE WERE PROJECTING LAST WINTER AND IT HASN'T CHANGED, BUT WE HAVE BROKEN IT OUT BY GENERAL ENROLLMENT, ALTERNATIVE LEARNING EDUCATION, WHICH IS COUNTED A LITTLE BIT DIFFERENTLY, AND RUNNING START AND THE OPEN DOORS PROGRAM, WHICH IS A DROPOUT REENGAGEMENT. FOR REVENUES, WE LISTED SOME NOTABLE CHANGES FROM THE PREVIOUS YEAR. THE LEVY, OF COURSE, IS A PROJECTION. IT'S BASED ON THE ACTUAL CONSUMER PRICE INDEX FOR 2020, FOR WHICH WE WON'T KNOW UNTIL LATE FALL. THERE IS GOING TO BE A 3.7% IMPLICIT PRICE DEFLATOR. THAT'S A TERM FOR INCREASED FUNDING FROM THE STATE FOR WAGE INCREASES, WHICH WE PASS THROUGH. AND YOU'LL SEE THEM ON EXPENDITURES IN SPECIAL EDUCATION. THEY USED TO ONLY FUND US OR UP UNTIL RIGHT NOW UP TO 13.5%. AND THAT IS IF OUR SPECIAL EDUCATION POPULATION EXCEEDED 13.5% OF OUR GENERAL EDUCATION POPULATION, WE DIDN'T RECEIVE ANY ADDITIONAL FUNDING. THEY'RE RAISING THE CAP TO 15 AND TODAY WE'RE AT ABOUT 14.2. SO THAT WILL BENEFIT US. WE ARE PLANNING ON AN INCREASE IN SAFETY NET FUNDING OF UP TO 2 MILLION NEXT YEAR. SO THERE IS THAT OPPORTUNITY THAT PERHAPS WE'LL DO BETTER. THIS IS THE SECOND OF THREE YEARS THAT WILL RECEIVE ADDITIONAL FUNDING FROM OSPI FOR INCREASED STAFFING FOR COUNSELORS, NURSES, SOCIAL WORKERS AND PSYCHOLOGISTS. A LITTLE BIT OF INTEREST INCOME INCREASES, WE'RE HOPING, CONTINUES FOR A LITTLE WHILE. WE HAVE BEEN INDICATING THAT WE'RE SPENDING DOWN THE REST OF ESSER FUNDS NEXT YEAR. I GOT TO ADD THE CITY OF EDMONDS TO OUR LIST OF GRANTS, WHICH IS GREAT. SO IT IS NOT IN THE F-195 DOCUMENT BECAUSE IT WAS RECEIVED JUST RECENTLY. BUT THE GOOD THING ABOUT THE BUDGET THAT WE DO IS WE HAVE CONTINGENCY FOR UNANTICIPATED REVENUES SO THAT WE CAN SPEND THEM AND THEN AGAIN WE REDUCE THE PARAMETER, TRY TO ADJUST THE BUDGET TO REDUCE OUR FUND BALANCE PARAMETER. UM, ON EXPENDITURES. IT WAS A LITTLE BIT INTERESTING WITH, WITH THE REDUCTIONS, BUT WITH ALL THE INCREASES IN COSTS, WE'RE ALMOST EXACTLY WHERE WE WERE BUDGETING TOTAL EXPENDITURES A YEAR AGO. AGAIN, WE FLOW THROUGH THE IPAD, UTILIZE REMAINING ESSER. AS I MENTIONED, WE HAVE SOME CONTRACTS THAT ARE MOST OF THEM ARE COMPLETED, BUT THAT WAS THE ONES THAT WERE IN PROGRESS FOR THIS YEAR. AGAIN, WE ADDED PER THE BARGAIN, SOME ADDITIONAL CERTIFICATED STAFF FOR SOME OF THOSE CORE CONTENT CLASSES, A LITTLE BIT OF ADDITIONAL MUSIC AND PE FOR ELEMENTARY SCHOOLS FOR MITIGATING OR PLANNING AROUND EARLY RELEASE FRIDAYS. AND BACK TO THE EARLIER PRESENTATIONS THIS SPRING AND INCORPORATES WHAT WE DISCUSSED AND DECIDED BACK IN APRIL, INCLUDING CLOSING WOODWAY. WE ARE MOVING ONE SUPPLEMENTAL DAY FOR TECHNOLOGY TRAINING, AND SO THAT WILL USE THE TECH TECH LEVY, WHICH IS PART OF THE TRANSFER. YOU'LL SEE IN SUPPORT RECOGNIZING THAT THIS YEAR WE ARE A LITTLE BIT UNDER BUDGET IN PARAEDUCATOR, SO WE'RE RIGHT SIZING THAT BUDGET. UNFORTUNATELY, WE HAVE CONTINUED INCREASES IN UTILITIES INSURANCE THAT MOST PEOPLE SEE THAT AND THE FAMILY MEDICAL LEAVE ACT IS ALSO RECOMMENDING INCREASES IN THOSE RATES. [00:30:05] AS PART OF OUR REQUIRED BUDGET LANGUAGE, OUR BUDGET PROCESS, WE HAVE TO IDENTIFY HOW MUCH WE'RE RECEIVING FROM THE STATE FOR MATERIAL SUPPLIES AND OPERATING COSTS COMPARED TO HOW MUCH WE'RE PLANNING ON SPENDING. THIS IS THE REQUIRED FORMAT FOR THE BASIC EDUCATION PROGRAMS. NOT ALL PROGRAMS. AND IT SHOWS THAT WE ANTICIPATE RECEIVING JUST OVER 27 MILLION IN MSOC AND ANTICIPATE SPENDING JUST OVER $29 MILLION. SO WE ARE UTILIZING ALL OF THE MSOC THAT THE STATE IS PROVIDING, AND THAT'S OUR REQUIRED DISCLOSURE. SO ESTIMATED FUND BALANCE AT THE END OF THIS YEAR. SO AUGUST 31ST IS OUR ENDING FISCAL YEAR END. AND OF COURSE WE WON'T HAVE FINAL FIGURES UNTIL THE EARLY PART OF NOVEMBER, BUT WE ARE ANTICIPATING ENDING AGAIN AT 25 MILLION. WHICH OF THAT 14.1 MILLION IS UNASSIGNED AND THAT REPRESENTS ABOUT 3.65% OF THE TOTAL PLANNED EXPENDITURES. AND YOU CAN SEE THE CATEGORIES HOW WE'RE REQUIRED TO PRESENT IT IN ACCORDANCE WITH THE STATE ACCOUNTING MANUAL. THEN ONE YEAR LATER, YOU CAN SEE SOME CHANGES. FUND BALANCE. WE'RE EXPECTING COMING DOWN TO ABOUT BY ABOUT 3 MILLION TO ABOUT 11.1, WHICH BASED ON ESTIMATED EXPENDITURES, IS ABOUT 2.85%, JUST A LITTLE BIT ABOVE THE 2.75 THAT WE WERE TARGETING. ALSO, WHEN YOU LOOK AT ESTIMATED EXPENDITURES OF 390 MILLION, BUT YOU'RE AUTHORIZING 398, IT'S SOME OF THOSE CONTINGENCIES THAT ARE BUILT IN THAT WE DON'T EXPECT TO SPEND. SO MOVING ON TO THE CAPITAL PROJECTS, WE ARE GOING TO BE DISCUSSING THE POSSIBILITY OF HOLDING A BOND SALE IN 2024. AGAIN, THE POSSIBILITY. SO WE MAKE SURE THAT WE HAVE A PLACEHOLDER IN CASE WE DO SO SO THAT WE DON'T HAVE TO GET APPROVAL TO HAVE A BOND AND THEN GET APPROVAL TO CHANGE THE BUDGET TO STILL HAVE THAT BOND. SO AND IF WE DON'T NEED IT, WE DON'T JUST WE JUST DON'T HAVE TO USE IT. ON DEBT SERVICE. IT'S BEEN A WHILE BUT WE ACTUALLY MOST BONDS YOU CAN REFINANCE THEM IT'S CALLED REFUNDING IN THE BOND WORLD AFTER TEN YEARS. SO COME 2024, THE 2014 ISSUE WILL BE TEN YEARS OLD. WE WILL TAKE A LOOK AT THE INTEREST RATES IN 2024. AND THERE'S A POSSIBILITY THAT WE CAN REFINANCE AND SAVE THE TAXPAYERS SOME MONEY. TRANSPORTATION VEHICLE. WE PUT IN EXPENDITURE CAPACITY OF 2.2. WE ARE FAIRLY WELL CAUGHT UP ON OUR BUS PURCHASES RIGHT NOW, KIND OF WAITING FOR SOUND TRANSIT TO FINISH UP THEIR WORK, BUT THAT JUST GIVES US CAPACITY IF THE NEED ARISES. AND FINALLY, ASSOCIATE STUDENT BODY FUN LOOKS VERY MUCH LIKE IT DID A YEAR AGO. AGAIN, EVERY SINGLE SCHOOL, THE ADVISORS, THE STUDENTS, THEY PUT TOGETHER THEIR REVENUE AND EXPENDITURE BUDGETS SUBMITTED TO US. AND SO THIS IS A SUMMARY OF ALL THE INDIVIDUAL SCHOOL BUDGETS. TAKE A PAUSE FOR QUESTIONS, IF THERE ARE ANY. I DON'T HAVE A QUESTION, AS WE DID A THOROUGH STUDY SESSION ON THIS. SO THANK YOU FOR THE PRESENTATION AGAIN. OKAY. AND I DO HAVE ONE MORE SLIDE BEFORE I MOVE ON. IT'S GOING TO GIVE IT A LITTLE SNEAK PEEK INTO 24-25. NOW, GRANTED, IT'S THE END OF SCHOOL YEAR. LOTS OF CELEBRATIONS, BUT UNFORTUNATELY, I JUST WANTED TO MENTION THAT I'M HOPING FOR THE BEST COME FUTURE. BUT RIGHT NOW IT IS STILL LOOKING LIKE WE HAVE TO MAKE ADDITIONAL REDUCTIONS A YEAR FROM NOW AND 24=25 AGAIN, WE MADE THE DECISION TO LOWER FUND BALANCE TEMPORARILY, BUT THAT PROVIDED FOR 14.5 ADDITIONAL CERTIFICATED STAFF. BUT AGAIN, WE WON'T HAVE THE FUND BALANCE A SECOND TIME. WE'RE SPENDING DOWN THE FINAL ESSER THAT WON'T BE AVAILABLE A YEAR OUT. I'VE TALKED IN BUDGET PRESENTATIONS ABOUT HOW WE ARE. WE FLOW THROUGH THE STATE RAISES, BUT THE STATE DOESN'T FUND US FOR THE FULL COST OF THOSE RAISES. SO BASICALLY EVERY TIME THERE'S A PERCENTAGE INCREASE IN WAGES, IT COSTS ROUGHLY A MILLION DOLLARS OUT OF POCKET TO THE DISTRICT. [00:35:08] WE HAVE CONTINUED COLLECTIVE BARGAINING PROVISIONS. WE HAVE WAGE INCREASES COMING IN AROUND A LITTLE LESS THAN 6 MILLION AND PERHAPS A LITTLE HIGHER BASE BECAUSE WE HAVE SOME OF THE CONTRACTS CLOSED FOR 2425. OUR DEMOGRAPHER NOTED A SMALL BUT STILL A DECREASE FOR 24-25 IN HELPFUL TO US AS THE FINAL YEAR OF THAT PROTOTYPICAL SCHOOLS ALLOCATION BE THE LAST YEAR THE LEVY INCREASE. AGAIN THE LEVY IS A FUNCTION OF ENROLLMENT AND THE ASSESSED VALUATION IN THE DISTRICT. KIND OF AN ODD MODEL AND OUR ASSESSED VALUATION THIS YEAR GOING INTO NEXT YEAR IS STILL VERY HIGH AND IT'S OFFSETTING THAT ENROLLMENT DECREASE. BUT I DON'T EXPECT TO STAY AS HIGH AS IT DID THIS YEAR. SO EVEN THOUGH OUR VOTERS AUTHORIZED A LOT MORE, WE'RE CAPPED ON WHAT WE CAN COLLECT. THIS. 2324 WE'RE TRANSFERRING SOME CAPITAL TECHNOLOGY LEVY DOLLARS. IF WE DON'T HAVE SUFFICIENT TECH TRAINING OR DECIDE NOT TO DO IT AGAIN OR IT'S NOT, CAN'T CARVE IT OUT OF THE TECH LEVY, THEN WE MIGHT HAVE TO FIGURE OUT HOW TO RESTORE THAT. SO RIGHT NOW, JUST AN EARLY INDICATOR, YOU KNOW, NEARING $12 MILLION AND JUST WITH THOSE FIGURES. SO I DON'T WANT TO END ON GLOOM AND DOOM. I WILL HAVE FRANK TURN TO ONE OTHER DOCUMENT THAT I WANTED TO POINT OUT AND THEN I WILL ENTERTAIN. BEFORE WE GO ON, COULD I ASK A QUESTION ON ON THE BUDGET FOR NEXT YEAR? YES. I'M CURIOUS IF YOU COULD SHARE WITH US THE NUMBER OF RIFS FOR ADMINISTRATION CLASSIFIED AND CERTIFICATED STAFF AFTER WE'VE GONE THROUGH SOME MORE RESIGNATIONS AND RETIREMENT INFORMATION, I HOPE, AND HOW IT COMPARES TO WHAT WE SAW ON APRIL 18TH. SO I DO HAVE THAT INFORMATION CLASSIFIED A LITTLE BIT MORE CHALLENGING. AND IT WE'RE STILL KIND OF ONGOING, FOR INSTANCE, WITH THE CITY OF EDMONDS POSITIONS. BUT FOR CERTIFICATED, WE HAD ORIGINALLY INDICATED A RIF OF 44 FTE AND WE ARE NOW DOWN TO 9.2 THAT WE HAVEN'T PLACED AND WE CONTINUE TO GET RETIREMENTS AND RESIGNATIONS. SO WE EXPECT THAT THAT NUMBER WILL COME DOWN EVEN MORE BEFORE THE START OF SCHOOL. THAT'S WONDERFUL NEWS. THAT IS GOOD NEWS. THAT IS REALLY GOOD NEWS. AND I REALLY WANT TO THANK YOU FOR ALL YOUR HARD WORK THROUGH THIS PROCESS. I KNOW IT'S BEEN A DIFFICULT PROCESS IN A LOT OF DIFFERENT WAYS AND YOU'VE BEEN TRANSPARENT AND OPEN AND HELPFUL, AND WE ALL REALLY APPRECIATE IT. THANK YOU. IT'S VERY NICE. SO THE F-195-F IS A REQUIRED DOCUMENT. IT'S THE FOUR YEAR BUDGET PROJECTION. IT'S JUST PART OF THE PROCESS. I JUST WANTED TO POINT OUT ONE NUMBER OR ONE COMMENT. IT SAYS THAT THE BEGINNING FUND BALANCE DOESN'T MATCH THE ENDING FUND BALANCE, WHICH IS INCORRECT BECAUSE THE ENDING FUND BALANCE IS 20.6 MILLION. IN THE BEGINNING, FUND BALANCE IS 20.6 MILLION. SO WE WERE HOPING THIS WOULD GET FIXED BEFORE TONIGHT. BUT THIS IS OSPI USES WITH [INAUDIBLE] TO PRODUCE THESE REPORTS. THESE ARE NOT AT OUR DISCRETION TO FIX, SO PLEASE JUST IGNORE THAT ERROR MESSAGE BECAUSE 20.6 DOES MATCH 20.6, SO I JUST COULDN'T GET RID OF IT FOR TONIGHT. AND THAT'S IT. OKAY. THANK YOU. I'M SORRY, LYDIA, COULD YOU JUST REMIND ME WHAT WE HAD BUDGETED FOR THAT SAFETY NET AMOUNT? SO ORIGINALLY IT WAS 1.25 MILLION. HOW MUCH? 1.25. AND THEN THE LAST SEVERAL MONTHS, I HAVE ESTIMATED 2 MILLION. BASED ON WHAT DANA AND TEAM TOLD ME THAT THEY HAD APPLIED FOR. AND THEN IT CAME IN ANOTHER HALF MILLION OVER THAT. ARE THERE QUESTIONS? OKAY. WE WILL NOW RECESS THE REGULAR MEETING AND OPEN A PUBLIC HEARING TO ACCEPT TESTIMONY REGARDING THE [14. PUBLIC HEARING- 8:15 pm] 2023-2024 BUDGET. [00:40:02] PUBLIC COMMENT DURING THIS HEARING IS LIMITED TO COMMENTS FOR OR AGAINST ANY PART OF THE BUDGET. WE HAVE ONE PERSON WHO HAS SIGNED UP, CHERYL PASARGE. DID I. DO I SAY YOUR LAST NAME RIGHT. PASARGE? I TOOK FRENCH. CAN YOU HEAR ME OKAY? LYDIA WAS JUST TALKING ABOUT RETIREMENTS AND RESIGNATIONS. THOSE ARE POSITIONS THAT ARE NOT GOING TO BE FILLED. I HAVE HEARD IT SAY STAY WORKING IN A SCHOOL DISTRICT LONG ENOUGH AND YOU CAN DO YOUR JOB. PLUS FIVE OTHER PEOPLES. THIS IS NOT GOOD NEWS. PLEASE HELP ME UNDERSTAND IN YOUR REPLY TO ME, DR. KATIMS, YOU WROTE DR. MINER WILL BE WORKING ALL YEAR. TO FIND PLACES IN THE SYSTEM WHERE THERE ARE OPPORTUNITIES TO MAKE CHANGES FOR MORE EFFICIENCIES, FOR GREATER EFFECTIVENESS. THIS INCLUDES ADMINISTRATIVE LEVEL. LET'S GIVE HER A CHANCE. WHAT I DON'T UNDERSTAND IS THIS HOW IS IT THAT THE PROPOSITION TO GET TEACHERS AND OTHER DIRECT SUPPORT STAFF CAN HAPPEN SO QUICKLY, SO SWIFTLY, SO SEEMINGLY SUDDENLY, WHILE ANY VAGUE IDEA OF A POSSIBILITY OR A PROPOSITION TO TACKLE THE BUREAUCRACY OF A DISTRICT OFFICE HAS TO BE A YEAR AWAY. I APPRECIATED IN A FORMER MEETING HEARING ROB GARNER SAY ROB BAUMGARTNER SAY IT IS ALWAYS OUR GOAL TO REDUCE AS LITTLE AS POSSIBLE. BUT WHY IS THERE EVEN A REDUCED EDUCATION PROGRAM ON THE TABLE? WHEN THERE IS NOT A REDUCED SCHOOL DISTRICT OFFICE PERSONNEL PROGRAM ON THE TABLE INSTEAD OF OR FIRST. HELP ME UNDERSTAND. I UNDERSTAND, AS DR. NOBLE STATED EARLIER, WE ARE IN PRETTY DIRE STRAITS THIS YEAR. A REALLY, REALLY DIFFICULT BUDGET YEAR. AND YET THE CONSENT AGENDA WAS JUST PASSED. DOES THIS NUMBER SOUND FAMILIAR? $267,000. IT'S IN THE CONSENT AGENDA. CHECK IT OUT. I'M RE LISTENING TO THE BUDGET DISCUSSIONS THIS SPRING. I'M UNDERSTANDING THAT SCHOOL DISTRICT OFFICE ADMINISTRATION CAN ASK BUILDING ADMINISTRATION PRINCIPALS TO GIVE THEM A STAFFING PLAN. BUT THOSE PRINCIPLES CAN ONLY MAKE SUGGESTIONS FOR CUTS TO STAFF IN THEIR BUILDINGS. CUTS TO WHO? PEOPLE WHO ARE IN POSITIONS BELOW THEM. BUT PRINCIPALS CANNOT MAKE SUGGESTIONS FOR CUTS TO STAFF OUTSIDE OF THEIR BUILDINGS, LIKE, FOR EXAMPLE, IN THE SCHOOL DISTRICT OFFICE FOR PEOPLE. CUTS TO PEOPLE WHO ARE IN POSITIONS ABOVE THEM. IS THAT HOW THE BUREAUCRACY GROWS AND GROWS AND GROWS AND BECOMES SO VERY WELL PROTECTED? I THANK YOU, DR. KATIMS, FOR BEGINNING TO SPEAK WITH STATE LEGISLATORS. ADDRESSING THE STATEWIDE BUDGET SHORTFALLS FOR SCHOOL DISTRICTS. BUT I AM CONCERNED THAT THE DISTRICT. COULD BE A BETTER STEWARD OF THE BUDGET THAT WE DO HAVE. ARE THERE ANY OTHER COMMENTS FROM PEOPLE WHO HAVEN'T SIGNED UP? I ALWAYS ALLOW A LOT OF WAIT TIME JUST IN CASE. OKAY. SAYING THAT THERE ARE NO FURTHER MEMBERS OF THE PUBLIC WHO WISH TO TESTIFY CONCERNING THIS MATTER. THE PUBLIC HEARING IS NOW FORMALLY CLOSED. THANK YOU, DR. KATIMS. WE HAVE THREE ITEMS OF UNFINISHED BUSINESS THIS EVENING. [15. UNFINISHED BUSINESS- 8:45 pm] THE FIRST IS A SECOND READING TO APPROVE REVISED BOARD POLICY 5001 HIRING OF RETIRED SCHOOL EMPLOYEES BETWEEN THE FIRST AND SECOND READING. WE HAD SOME QUESTIONS ABOUT THIS POLICY, WHICH I BELIEVE WE RESPONDED TO IN A FRIDAY MEMO TO THE BOARD. SO THIS IS OUR SECOND READING AND A RECOMMENDATION THAT YOU APPROVE THIS REVISED POLICY. DO I HEAR A MOTION AND A SECOND TO APPROVE? MOVE. TO APPROVE. SECOND. I'VE HEARD A MOTION TO APPROVE AND A SECOND TO APPROVE BOARD POLICY 5001. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE. DIRECTOR SMITH? AYE. DIRECTOR CHASE. AYE. DIRECTOR KILGORE. AYE. DIRECTOR KATIMS. AYE. AND THE REVISED BOARD POLICY 5001, THE HIRING OF RETIRED SCHOOL EMPLOYEES IS APPROVED. [00:45:09] THANK YOU. OUR SECOND ITEM THIS EVENING IS A SECOND. SORRY. THANK YOU. OUR SECOND ITEM THIS EVENING IS A SECOND READING TO REVISE TO APPROVE OR REVISE BOARD POLICY. 5011 SEXUAL HARASSMENT OF DISTRICT STAFF PROHIBITED. WE PRESENTED THIS AS A FIRST READING. THIS POLICY HAS SOME SMALL BUT IMPORTANT CHANGES TO THE POLICY, BUT NO CHANGES BETWEEN THE FIRST AND SECOND READING. DO I HEAR A MOTION TO APPROVE AND A SECOND MOVE TO APPROVE? SECOND, IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE. AND REVISE BOARD POLICY 5011 ABOUT SEXUAL HARASSMENT OF DISTRICT STAFF PROHIBITED IS APPROVED. OUR FINAL ITEM UNDER UNFINISHED BUSINESS THIS EVENING IS ITEM 15.3. A SECOND READING TO APPROVE NEW BOARD POLICY 5410 HOLIDAYS. THERE WERE NO CHANGES BETWEEN THE FIRST AND SECOND READING AND STAFF'S RECOMMENDATION IS THAT THE BOARD PASSES THIS POLICY. DO I HEAR A MOTION TO APPROVE AND A SECOND ON BOARD POLICY? 5410. MOVE TO APPROVE. SECOND. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE. AND THE NEW BOARD POLICY 5410 ON HOLIDAYS IS APPROVED. THANK YOU. WE HAVE SIX ITEMS OF NEW BUSINESS THIS EVENING. [16. NEW BUSINESS 8:55 pm] THE FIRST IS RESOLUTION 2316. A FIRST READING. NOT REQUESTING ACTION THIS EVENING OF THE 2023-2024 BUDGET. HAPPY TO TAKE QUESTIONS ON THIS. QUESTIONS OR COMMENTS FROM THE BOARD. WE'VE HAD THOROUGH STUDY SESSIONS ON THIS, SO I DON'T HAVE ANY QUESTIONS AT THIS TIME. I JUST WANT TO THANK EVERYONE WHO WAS INVOLVED IN DEVELOPING THIS BUDGET. IT'S NOT MY FAVORITE BUDGET, BUT THROUGH NO FAULT OF OF MANY OF THE PEOPLE HERE, I AM VERY PLEASED. I THINK THIS IS, AT LEAST IN MY TENURE, IT'S PROBABLY THE MOST PUBLIC PROCESS THAT WE'VE HAD SINCE I'VE BEEN HERE SINCE. 20017? 18. VERY END OF 2017. SO I APPRECIATE THAT AND WE'LL CONTINUE. I KNOW TO GET BETTER AT THAT, BUT I THOUGHT IT WAS PRETTY WELL DONE THIS YEAR. THANK YOU. WITH THE PUBLIC COMMENT IN MIND, I DO WANT TO SAY I THINK THAT THE DISTRICT STAFF HAVE BEEN VERY CLEAR ABOUT WHY WE'VE HAD THE BUDGET REDUCTIONS THAT WE'VE HAD. THE REASONS BEHIND THEM, THERE WERE COMMUNITY FORUMS. THERE HAVE BEEN VERY COMPLETE FAQS ONLINE EXPLAINING WHERE THE BUDGET DEFICITS COME FROM, WHY THE DECISIONS WERE MADE AS THEY WERE. WE AS A BOARD HAVE ASKED A LOT OF QUESTIONS AND FOLLOWED UP ON A LOT OF ITEMS. I THINK THAT THE PHRASING THAT THERE WILL BE WORK DONE ALL YEAR MEANING THROUGHOUT IS THAT THERE ARE. PLACES WHERE THE BOARD HAS ASKED FOR THE MONEY THAT WAS TAKEN TO REDUCE OUR FUND BALANCE, TO BE USED AS WHAT IS CALLED PROBLEM SOLVING, WHICH IS WHERE THERE ARE OVERLOADED CLASSROOMS. WE KNOW CLASS SIZES ARE TOO LARGE. WE KNOW WE DON'T HAVE ALL THE STAFF THAT WE NEED. WE KNOW WE NEED MORE BUDGET. WE'RE GOING TO DO EVERYTHING WE CAN TO TRY TO ADVOCATE FOR IT AND FIND IT WHEREVER WE CAN. BUT I THINK THE DECISIONS THAT HAVE BEEN MADE HAVE BEEN DONE WITH CARE AND AWARENESS OF TRYING TO SET PRIORITIES AS AS WELL AS POSSIBLE FOR SUPPORT OF ALL OUR STAFF AND SUPPORT OF ALL OF OUR KIDS. THANK YOU. OUR SECOND READING THIS EVENING IS A SINGLE READING TO APPROVE PROJECT, AND AWARD FOR FIELD IMPROVEMENTS AT MOUNTLAKE TERRACE HIGH SCHOOL. STAFF ARE RECOMMENDING THAT THE BOARD OF DIRECTORS APPROVE THE CONTRACT AWARD IN THE AMOUNT OF $4,521,457 TO COAST TO COAST TURF THROUGH THE SOURCEWELL COOPERATIVE CONTRACT. NUMBER 031622-ASC FOR THE FIELD IMPROVEMENT PROJECTS AT MOUNTLAKE TERRACE HIGH SCHOOL. MOVE TO APPROVE. OH, I'M SORRY. I WAS, I'M WAY, I'M EXCITED ABOUT THIS ONE. [00:50:01] AS A FORMER GRADUATE, DO I HEAR A MOTION TO APPROVE IN A SECOND MOVE TO APPROVE? SECOND. I'VE HEARD A MOTION TO APPROVE IN A SECOND. IS THERE ANY DISCUSSION? I DO HAVE A COMMENT ON THIS ONE. THIS HAS BEEN ONE OF MY SECRET THINGS. I'VE BEEN TRYING TO FIND SOME WAY TO LIKE PUSH US TOWARDS LIKE IT WAS IN THE BACK OF MY MIND, HOW DO I MAKE THE DISTRICT FIX THE FIELDS OF MOUNTLAKE TERRACE HIGH SCHOOL? SO I'M VERY HAPPY THAT THIS IS THERE BY FAR IN MY JUDGMENT, THE FIELDS THERE ARE ACTUALLY PROBABLY THE WORST THAT WE HAVE IN THE DISTRICT. SO HAVING AN OPPORTUNITY TO TURF THEM, MAKE THEM EVEN PROBABLY GOING TO REDUCE SOME INJURIES FOR SOME OF OUR KIDS, IT'S FANTASTIC. I'M VERY EXCITED AND I'M HAPPY THAT THIS IS ON THE AGENDA. OTHER COMMENTS? MY SON WAS A GRADUATE OF MOUNTLAKE TERRACE, AND I'M VERY HAPPY THAT WE'RE MOVING FORWARD WITH IMPROVEMENTS. AND AS WE ARE GOOD STEWARDS OF THE ENVIRONMENT, ALWAYS MAKING SURE THAT WE'RE MAKING THE BEST ENVIRONMENTAL DECISIONS ON ALL PRODUCTS THAT WE USE AND ALL OF OUR BEST PRACTICES. AND I JUST WANT TO AGAIN, AS I USUALLY DO, THANK OUR VOTERS BECAUSE THIS IS BEING FUNDED OUT OF OUR TECH LEVY AND CAPITAL LEVY, AND THAT I ALSO WANT THE PUBLIC TO UNDERSTAND THAT MONEY THAT IS IN THAT BUDGET CAN'T BE MOVED INTO GENERAL FUND AND USED FOR OTHER THINGS. JUST AS THAT'S ALSO TRUE OF THE OTHER BUDGETS. EACH OF THOSE BUDGETS IS IS EARMARKED FOR SPECIFIC THINGS. SO THANK YOU TO OUR VOTERS FOR BEING ABLE TO DO THIS FOR OUR KIDS. ANY OTHER DISCUSSION. HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE. AND THE PROJECT AND AWARD FOR FIELD IMPROVEMENTS AT MOUNTLAKE TERRACE HIGH SCHOOL IS APPROVED. THANK YOU. ITEMS. THANK YOU. ITEM 16.3 IS A SINGLE READING TO APPROVE RESOLUTION 2311 DELEGATING AUTHORITY TO WIAA. WIAA IS THE WASHINGTON INTERSCHOLASTIC ACTIVITIES ASSOCIATION, AND BY ACTION OF THE 1976 LEGISLATURE, WE ARE ABLE TO DELEGATE CONTROL, SUPERVISION AND REGULATION OF EXTRACURRICULAR ACTIVITIES. TO THEM, THIS IS A STANDARD PRACTICE AND DONE ANNUALLY. THANK YOU. DO I HEAR A MOTION TO APPROVE? MOVE. TO APPROVE. SECOND. I'VE HEARD A MOTION TO APPROVE. AND A SECOND. IS THERE ANY DISCUSSION? DIRECTOR KILGORE. YOUR MAJOR INVOLVEMENT? I WOULD JUST I WOULD JUST ADD THAT WE HAVE A DIRECT LINE TO WIAA THROUGH MY PARTICIPATION IN THE DISTRICT ONE EXECUTIVE BOARD. I'LL BE JOINED BY OUR ATHLETIC DIRECTOR, ANGIE MAGUIRE, NEXT YEAR. SO WE'LL HAVE EVEN EXTRA REPRESENTATION. BUT OF COURSE SHE AND I WILL BOTH REPRESENT THE ENTIRE DISTRICT ONE, AND I DO THAT BY CONTACTING WIAA REPS THROUGHOUT DISTRICT ONE. BUT ANYWAY, SO I'M VERY EXCITED ABOUT HER JOINING US. GREAT. THANK YOU. ANY OTHER DISCUSSION, COMMENTS, QUESTIONS? OKAY. HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE. AND RESOLUTION 23-11 DELEGATING AUTHORITY TO WIAA IS APPROVED. THANK YOU. THE NEXT ITEM ON THE AGENDA IS ITEM 16.4. A SINGLE READING TO APPROVE RESOLUTION 23-12 PROCLAIMING JUNE 2023 AS PRIDE MONTH. DO I HEAR A MOTION TO APPROVE? IN A SECOND. MOVE TO APPROVE. SECOND. IS THERE ANY DISCUSSION? JUST THINK FOR THE RECORD, WE SHOULD READ THE THEREFORES. I'M GOOD WITH THAT. ALSO, I DID HAVE A COUPLE OF SMALL THINGS FOR CORRECTIONS. I DON'T KNOW IF YOU SAW I DID THEM. THANK YOU. YOU'RE SO WONDERFUL. YOU'RE LIKE MAGIC. THE FINAL PARAGRAPH READS NOW, THEREFORE, BE IT. RESOLVED BY THE BOARD OF DIRECTORS OF THE EDMONDS SCHOOL DISTRICT NUMBER 15, SNOHOMISH COUNTY AS FOLLOWS ON BEHALF OF THE STUDENTS, EDUCATORS AND FAMILY OF EDMONDS SCHOOL DISTRICT DOES HEREBY PROCLAIM JUNE 2023 AS 2S LGBTQIA+ PRIDE MONTH IN EDMONDS SCHOOL DISTRICT, AND IN THE SPIRIT OF EDMONDS THAT THE EDMONDS SCHOOL BOARD URGES ALL TO RESPECT AND HONOR OUR DIVERSE COMMUNITY AND TO BUILD A CULTURE OF INCLUSIVITY AND EQUITY NOT ONLY DURING PRIDE MONTH BUT DURING OTHER THE OTHER 11 MONTHS OF THE YEAR AS WELL. AND I HAVE TO SAY, I DRESSED FOR THE OCCASION WITH THE RESOLUTION IN MIND. I'M VERY PROUD THAT I THINK THE FIRST INITIATIVE I EVER TOOK WAS TO DRAFT UP THIS RESOLUTION WHEN I FIRST STARTED FOUR YEARS AGO. [00:55:02] AND I'M VERY PROUD OF US FOR MAKING SURE THAT THIS GROUP OF STUDENTS IS PROTECTED ALONG WITH ALL THE REST OF OUR STUDENTS. SO WITH THAT BEING SAID. ANY OTHER DISCUSSION QUESTIONS? JUST THRILLED TO BE ABLE TO SUPPORT THIS CALL FOR A ROLL CALL VOTE. AND RESOLUTION 23-12 PROCLAIMING JUNE 2023 AS PRIDE MONTH IS APPROVED. NEXT IS ITEM 16.5. A SINGLE READING TO APPROVE BID AWARD TO MOON CONSTRUCTION COMPANY, THE LOWEST RESPONSIBLE BIDDER MEETING SELECTION CRITERIA FOR THE FORMER ALDERWOOD MIDDLE SCHOOL SEISMIC UPGRADES PRODUCT. IT'S RECOMMENDED THAT THE BOARD OF DIRECTORS APPROVE THE CONTRACT AWARD IN THE AMOUNT OF $1,198,009 TO MOON CONSTRUCTION COMPANY FOR THE FORMER ALDERWOOD MIDDLE SCHOOL SEISMIC UPGRADES PROJECT. DO I HAVE A MOTION TO APPROVE? AND A SECOND. MOVE TO APPROVE. SECOND. WAS THERE A SECOND? I DID SECOND. OH, OKAY. IS THERE ANY DISCUSSION? I DO HAVE A COMMENT ON THIS ONE. SO MY PARENTS ACTUALLY SHARE PART OF THEIR PROPERTY WITH ALDERWOOD MIDDLE, AND I DIDN'T REALIZE THEY HAD SUCH STRONG OPINIONS ON WHAT THE DISTRICT SHOULD AND SHOULD NOT BE DOING WITH THIS PARTICULAR PIECE OF PROPERTY UNTIL RECENTLY. SO FOR ALDERWOOD MIDDLE BASED PROJECTS, I'M ACTUALLY GOING TO ABSTAIN FROM THEM. SO I DON'T GET MYSELF IN A WEIRD POSITION WHERE I'M ARGUING WITH MY PARENTS ABOUT WHAT WE SHOULD AND SHOULD NOT BE DOING WITH SCHOOL PROPERTY. SO THAT'S WHY I DIDN'T WANT TO SECOND IS BECAUSE I'M GOING TO GO AHEAD AND ABSTAIN FROM THIS ONE. ANY OTHER DISCUSSION? I GUESS MY QUESTION IS. WHY THE SEISMIC IMPROVEMENTS WEREN'T DONE SEVERAL YEARS AGO? WHEN I HAD UNDERSTOOD THAT ALL THE SCHOOLS HAD GONE THROUGH THE IMPROVEMENTS. BUT I GUESS THAT'S NOT THE CASE. I WOULD HAVE MET LYDIA SELLIE TO COME FORWARD WITH THAT. SHE'S GOT SOME SUPPORT MEMBERS IN THE AUDIENCE IF SHE NEEDS TO TURN TO THEM FOR TECHNICAL EXPERTISE. WHEN WE DID THE SEISMIC UPGRADES FOR ALL OF THE SCHOOLS, IT WAS AT THE SAME TIME THAT OR NOT THE SAME TIME, BUT IT WAS AT THE TIME THAT WE DIDN'T INTEND ON KEEPING FORMER ALDERWOOD MIDDLE. AND SO NOW AS THE BUILDING CONTINUES TO GET USED AND IS STARTING TO SHIFT, WE THOUGHT THIS WOULD BE AN APPROPRIATE TIME. I MEAN. THANK YOU. OTHER QUESTIONS OR COMMENTS. SO YOU SAY IT'S, LYDIA, I'M SORRY, THAT IT STARTED TO SHIFT. AND SO IT REALLY NEEDS THIS ATTENTION. OH. I BROUGHT THE EXPERTS. HI, I'M DEAN WILTON. I'M GOING TO ACTUALLY PASS IT OVER TO OUR PROJECT MANAGER BECAUSE WILL HAS BEEN INTIMATELY INVOLVED IN THIS PROJECT. BUT YEAH, IT HAS TO DO WITH THE AGE OF THE SCHOOL AND I'LL LET WILL TELL YOU MORE. YEAH, IT'S ESSENTIALLY JUST GENERIC WEAR AND TEAR ON THE FACILITY LIKE ALL BUILDINGS HAVE AND THAT THE PROJECT IS GOING TO INCLUDE SOME MINOR ROOFING REPAIRS SOME MINOR REPAIRS TO DAMAGE THAT WERE HAVE BEEN CAUSED. IN ADDITION TO THE SEISMIC SCOPE. THE SEISMIC SCOPE IS JUST THE PRIMARY SCOPE. THANK YOU. AND I CAN JUST TELL YOU THE PURPOSE OF THIS IS IT IS AN INTERIM SCHOOL AND WE'RE, FOR THE FORESEEABLE FUTURE, WE'RE USING IT AS AN INTERIM SCHOOL. AND THIS IS FOR THE SAFETY OF THE KIDS. YES. THANK YOU. OKAY. SO I'LL CALL FOR A ROLL CALL VOTE. AND THE BID AWARD TO MOON CONSTRUCTION COMPANY. THE LOWEST RESPONSIBLE BIDDER. MEETING THE SELECTION CRITERIA FOR THE FORMER ALDERWOOD MIDDLE SCHOOL SEISMIC UPGRADES PROJECT IS APPROVED. OUR FINAL NEW BUSINESS ITEM THIS EVENING IS A FIRST READING. NO RECOMMENDED ACTION AT THIS TIME. A REVISED BOARD POLICY 4218 FAMILY LANGUAGE ACCESS PLAN WAS TO HAS CHANGED THE CLASSIFICATION OF THIS POLICY PROCEDURE FROM ENCOURAGE TO ESSENTIAL. SO THAT WAS A GOOD TIME FOR US TO MAKE UPGRADES TO IT. [01:00:02] WE DID HAVE ONE QUESTION FROM A BOARD MEMBER WHICH SAID THE POLICY DISCUSSES A LANGUAGE ACCESS LIAISON/COORDINATOR AND WHETHER THAT WOULD NEED TO BE A NEW HIRE IN OUR DISTRICT. BUT THOSE DUTIES WILL BE COVERED BY THE INTERPRETATION AND TRANSLATION COORDINATOR IN OUR DISTRICT. SO IT DOESN'T REQUIRE ANY ADDITIONAL STAFFING TO BE ABLE TO SUCCESSFULLY IMPLEMENT IMPLEMENT THIS NEEDED POLICY. EXCELLENT. ANY OTHER QUESTIONS OR COMMENTS OR DISCUSSION? OKAY THEN. THIS IS NOT AN ACTION YET. THIS WAS A FIRST READING. THAT'S CORRECT. WE'LL TAKE JUST A MOMENT OF PRIVILEGE, IF I MAY, JUST TO THANK CABINET. WE'VE BROUGHT FORWARD A LOT OF POLICIES THIS YEAR. WE JUST HAD KIND OF A LIST OF THINGS THAT WE NEEDED TO GET AMENDED AND ADJUSTED THIS YEAR. APPRECIATE THE BOARD'S SUPPORT AND PATIENCE AS WE READ THROUGH A LOT OF NEW POLICIES. BUT WE'RE FEELING GOOD ABOUT OUR CONTINUED WORK TO UPDATE OUR POLICIES THIS YEAR. AND THIS WILL BE ONE OF THOSE THAT AT THE NEXT MEETING, HOPEFULLY WE WILL ADD TO THE LIST OF COMPLETERS. I WANT TO SAY I APPRECIATE YOU BRINGING THESE FORWARD. AND AS ONE WHO DID THE TWO AND A HALF YEAR LONG POLICY REVIEW A NUMBER OF YEARS AGO, THIS IS NOT SEEMED LIKE A LONG PROCESS AND IT'S BEEN VERY EFFICIENT. SO THANK YOU. AARON, DO WE HAVE ANY ADDITIONAL PUBLIC COMMENTS? I DIDN'T SEE ANY ON THE ON THE DOCK. OKAY. THEN THE NEXT IS LEGISLATIVE UPDATES AND I'LL TURN TO DIRECTOR CHASE, OUR LEADER. [18. LEGISLATIVE UPDATES] THANK YOU SO VERY MUCH. THANK YOU SO VERY MUCH. WELL, AS WE AS YOU ARE AWARE, ADVOCACY HAPPENS ALL YEAR ROUND. AND WHERE WE ARE IN THIS PROCESS RIGHT NOW AND THIS IS WITH WITH THE ADVOCACY NOT ONLY AT THE WSSDA LEVEL, THE WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION, BUT ALSO AT THE SCHOOL BOARD LEVEL. SO AT THE WSSDA LEVEL, WE'RE AT THE POINT WHERE THE COMMITTEES ARE REVIEWING IN JULY AND MAY THROUGH JULY, THE NEW PROPOSALS THAT HAVE BEEN SUBMITTED. AND ONCE THOSE PROPOSALS HAVE BEEN SUBMITTED, THEN WE AS A BOARD WILL HAVE AN OPPORTUNITY TO REVIEW AND DECIDE WHAT OUR PRIORITIES ARE. I THINK AS I LOOK THROUGH THE POWERPOINT, WE JUST HAD A LEGISLATIVE MEETING TODAY RIGHT AFTER OUR STUDY SESSION THAT IT MIGHT BE USEFUL FOR ME TO SHARE THIS POWERPOINT WITH THE BOARD SO THAT YOU CAN KIND OF GET A SENSE OF WHERE THE LEGISLATIVE COMMITTEE IS GOING WITH THINGS THAT. AS WAS TO. RIGHT. SO WE'RE WAITING FOR THE COMMITTEES TO GO THROUGH AND A GENERAL ASSEMBLY WILL BE VOTING ON FINAL POSITIONS BEFORE THAT ON ONE OF OUR MEETINGS, POSSIBLY SOMETIME IN AUGUST. WE DEFINITELY WANT TO HAVE A DISCUSSION, A THOROUGH DISCUSSION ON WHAT WE THINK OUR PRIORITIES ARE GOING TO BE AND BEFORE THAT, BEFORE WE DO THAT OFFICIALLY IN THE MEETING, IF WE REVIEW AS A GROUNDING THE POSITIONS OF 2023 THAT WE HAD, AND I'M JUST GOING TO REMIND US VERY QUICKLY THAT IT WAS OUR 2023 PRIORITIES OF FEEDING STUDENTS, MEETING REQUIREMENTS OF SPECIAL EDUCATION AND PROVIDING RESOURCES FOR AMPLE, EQUITABLE AND STABLE EDUCATION, WHICH IS ON THE WEBSITE FOR ANYONE TO TAKE A LOOK AT IF THEY'D LIKE TO HAVE SOME INPUT ON THAT. THIS ALIGNED QUITE WELL WITH THE WSSDA PRIORITIES, WHICH ARE ALSO GOING TO SEND THIS TO EVERYONE TO MEET REQUIREMENTS OF SPECIAL ED, WHICH WE ALIGNED WITH, PROVIDE NEEDED RESOURCES FOR AMPLE, EQUITABLE AND STABLE EDUCATION, WHICH WE ALIGNED WITH FEEDING STUDENTS. THEY ALSO ADDED CONSTRUCTING SAFE AND HEALTHY SCHOOLS AND TRANSPORTING EACH AND EVERY STUDENT. SO THIS IS JUST TO GIVE US A REMINDER OF WHAT WE'VE DONE IN THE LAST YEAR TO THINK ABOUT WHAT OUR NEEDS ARE GOING TO BE IN THIS COMING YEAR, GIVEN THE LEGISLATION THAT DID PASS AND THE NEW PROPOSALS THAT OUR COLLEAGUES IN OTHER SCHOOL DISTRICTS ARE BRINGING FORWARD, WHICH WE HAVEN'T SEEN, IT HASN'T GONE THROUGH THE ENTIRE PROCESS TO SEE ALL THE FINAL RESULTS FOR US AS A DISTRICT, THIS INTERIM TIME WAS LEGISLATIVE SESSION IS NOT IN PLACE IS AN OPPORTUNITY FOR US TO CONTINUE RELATIONSHIP BUILDING WITH ALL OF OUR NINE REPRESENTATIVES AND WE'VE GOT SOME PLANS FOR THAT THAT ARE IN THE WORKS FOR AUGUST. AND AS ALWAYS, I ENCOURAGE EVERYONE TO INDIVIDUALLY REACH OUT TO OUR NINE REPRESENTATIVES IF THEY SO CHOOSE. BECAUSE THIS IS THE TIME WITHOUT THOSE PRESSURES RIGHT NOW IN FRONT OF US OF A DEADLINE FOR LIKE A BUDGET MEETING. IT'S A TIME FOR US TO REALLY GET GROUNDED ON THINKING ABOUT WHAT IT IS WE WANT TO PRIORITIZE AND HOW WE WANT TO ADVOCATE THIS COMING YEAR. AND THAT IS, I THINK, ALL I'VE GOT ON THAT RIGHT NOW. AND I WILL DEFINITELY SEND OUT THIS POWERPOINT SO THAT YOU CAN ALL TAKE A LOOK AT IT. IT'S JUST KIND OF THE GENERAL WHAT WE DO EVERY YEAR. WHAT MIGHT BE USEFUL IF YOU TAKE A LOOK IS TO HELP IN THE EDUCATION OF OUR PUBLIC TO UNDERSTAND HOW THE ADVOCACY CYCLE WORKS. AND THERE'S SOME NICE GRAPHICS IN HERE ON THE YEAR ROUND ADVOCACY CYCLE THAT WE MAY WANT TO THINK ABOUT POSTING OR SHARING OUT MORE WIDELY. [01:05:09] AND THAT IS IT RIGHT NOW, I BELIEVE. GREAT. THANK YOU. YOU'RE KEEPING US RIGHT ON TRACK. YEAH, WELL, IT'S GOING TO COME. IT'S ALMOST, YOU KNOW, AUGUST IS COMING RIGHT UP, AND THEY GO INTO SESSION SO FAST, AND ONCE THEY GO INTO SESSION, IT'S LIKE, NO, NOW'S OUR TIME. YEAH. ANY QUESTIONS? COMMENTS? OKAY. OKAY. WELL, I GUESS MY GENERAL QUESTION WOULD BE, WHAT IS OUR STRATEGY FOR I MEAN, REALLY HAVING THESE HARD DISCUSSIONS? I KNOW, NANCY, DIRECTOR KATIMS, YOU'VE ALREADY HAD SOME DISCUSSIONS ABOUT ASKING WHAT IS THE STATE INTENDING TO DO WITH THE CAPITAL GAINS TAX? YOU KNOW THE, THAT THAT THEY SAID THEY WOULD BE SPENDING ON EDUCATION. AND YOU'VE BEEN TOLD STRAIGHTFORWARDLY THAT, NO, THAT WILL JUST BE SUPPLANTED. THAT IS, IT WILL GO INTO THE GENERAL FUND, I GUESS, AND WE'RE NOT GOING TO GET ANYTHING EXTRA FROM THAT. SO HOW DO WE HAVE THESE HARD CONVERSATIONS? THAT'S ONE. NUMBER TWO, SOME OF THE CONVERSATION I THINK, HAS TO BE TO SHOW THEM, YOU KNOW, FOR INSTANCE, SPECIAL ED, SHOW THEM WHAT IT TAKES. THE KINDS OF SERVICES THAT WE PROVIDE ARE PRETTY SIGNIFICANT, AS EVIDENCED BY OUR OUR SAFETY NET REFUND. SO HOW HOW CAN WE DO A BETTER JOB, I GUESS, OF OF. CONVINCING OUR LEGISLATORS OR GETTING THEM MORE KNOWLEDGEABLE ABOUT WHAT IT IS THAT GOES ON HERE. SO I CAN SHARE HOW I'VE BEEN DOING THE CONVERSATIONS AND I'VE MET WITH TWO OF OUR REPRESENTATIVES AND UPCOMING NEXT WEEK I'M MEETING WITH STATE SENATOR LIIAS AND I ASKED SOME QUESTIONS TO START WITH. AND WITH LYDIA'S HELP, WHO HAS GIVEN ME A LOT OF INFORMATION, THAT I SAT AND ASKED HER A LOT OF QUESTIONS, LOOKING AT WHERE IS THE MOST BANG FOR OUR BUCK TO TRY TO ADVOCATE WITH THEM. THAT, I THINK IS SIMPLE, STRAIGHTFORWARD AND FOR WHICH WE HAVE A LOT OF INFORMATION THAT SHOWS HOW WE'RE SUFFERING BECAUSE OF IT, IS THE PROTOTYPICAL SCHOOLS MODEL. AND SO WHAT I'VE DONE IN MY CONVERSATIONS SO FAR IS AFTER ASKING QUESTIONS ABOUT THINGS LIKE THE CAPITAL GAINS TAX AND WHAT THEY'RE THINKING IS PRIORITIES, ET CETERA. I POINT OUT THAT FROM OUR PERSPECTIVE, THERE ARE A LOT OF PROBLEMS, BUT THAT ONE OF THEM IS THE PROTOTYPICAL SCHOOLS MODEL. IT DOESN'T MATCH IN ANY WAY WHAT OUR SCHOOLS LOOK LIKE. IT'S NOT BASED ON DATA THAT REFLECTS ANYTHING. AND THEN THANKS TO DATA THAT LYDIA HAS GIVEN ME, I GIVE THEM SPECIFIC NUMBERS AS TO, FOR EXAMPLE, WE HAVE TO PAY COMPLETELY FOR 120 PARAS CLASSIFIED STAFF THAT THE STATE DOESN'T FUND AT ALL BECAUSE OF THE PROTOTYPICAL SCHOOLS MODEL THAT WE END UP I THINK AND I COULD BE QUOTING THIS WRONG BECAUSE I USUALLY DO IF MY NOTES IN FRONT OF ME, WE END UP PAYING $27,000 MORE FOR EVERY TEACHER, FOR EVERY CLASS CERTIFICATED PERSON THAT THE STATE DOESN'T COVER ON AVERAGE, BECAUSE OF THE PROTOTYPICAL MODEL THAT WE HAVE. I CAN'T REMEMBER HOW MANY MORE ESAS WHICH ARE THE COUNSELORS SITES, OCCUPATIONAL THERAPISTS, PHYSICAL THERAPISTS, ET CETERA. THAT ARE NOT FUNDED BECAUSE THEY HAVE INCREDIBLE, INCREDIBLY UNREALISTIC RATIOS OF. YEAH. AND SO THIS IS WHAT I'VE BEEN THEN ADVOCATING. AND THE RESPONSE IS THEY AGREE AND THEN THEY SUGGEST I TALK TO SOMEBODY ELSE. SO I WANT TO JUST POINT OUT SO, SO DEVELOPING OUR PERSONAL RELATIONSHIPS. BUT REMEMBER, WE'RE IN A DISTRICT THAT HAS VERY SUPPORTIVE LEGISLATORS, SO THESE AREN'T THE ONES THAT WE NEED TO CONVINCE. AND SO THAT'S WHAT WHEN WE TALK ABOUT ADVOCATING THROUGHOUT THE DISTRICT, THROUGH WHAT WE DEFINITELY NEED TO GET OUR PERSONAL STORY, WHICH IS WHY EVERY YEAR WE MEET WITH THEM, WE BRING STUDENTS DOWN, PARTICULARLY THIS LAST YEAR. BUT BUT HAVING A COLLECTIVE VOICE AS SCHOOL DIRECTORS IN ALIGNMENT WITH PRINCIPALS WITH SUPERINTENDENTS IS WHAT? WHY WE TALK ABOUT THESE PRIORITIES SO WE CAN FOCUS ATTENTION ON THESE SPECIFIC ISSUES WITH A LARGER VOICE. AND IT CAN BE FRUSTRATING WHEN OUR FOLKS ARE IN ALIGNMENT. BUT THERE ARE OTHER FOLKS IN OLYMPIA THAT FEEL THAT WE'VE GOT PLENTY OF MONEY AND WE'RE JUST NOT SPENDING IT RIGHT. [01:10:02] AND THAT'S A REAL CHALLENGE IN OLYMPIA. SO AND THAT SPEAKS TO WHAT YOU'RE SAYING. WHAT CAN WE DO? AND WHAT WE CAN DO IS HAVE THIS CONVERSATION AMONGST OURSELVES AND CONTINUE SHARING IT, BUT KNOW THAT OUR LEGISLATORS ARE FULLY SUPPORT. BUT IF THEY'RE NOT ON THE RIGHT COMMITTEE, THEY'RE NOT GOING TO BE TIPPING THIS. SO SOME OF THE ADVOCACY WE DO IS COMMITTEE DIRECTED, AND SOME OF THOSE COMMITTEE ASSIGNMENTS HAVE NOT HAPPENED YET FOR THIS NEXT YEAR. SO WE'LL HAVE A SENSE ON WHEN WE TALK TO OUR LEGISLATORS WHO IT IS THAT WE NEED TO BE TALKING TO ON THE COMMITTEES ALSO. AND THAT'S SOME OF IT'S A DIFFERENT DISTRICT. OFTEN THAT DISTRICT WILL TAKE THE LEAD AND WE SUPPORT THEM IN THAT. BUT GETTING OUR PERSONAL STORIES AND WITH STUDENTS IS, I THINK, ONE OF THE THE KEY WAYS TO DO THIS. BUT ALSO SPEAKING AS A COLLECTIVE VOICE, BECAUSE WE ARE NOT WE ARE CERTAINLY NOT ALONE IN THESE PRESSURES, AND WE KNOW THAT. AND SO. THAT SPEAKS TO WHAT CAN WE DO? WE KEEP DAYLIGHTING THIS. WE KEEP HAVING THESE CONVERSATIONS. I MEAN, SERIOUSLY, THAT'S IT'S IT'S BUT IT KNOWING THAT OUR LEGISLATORS ARE FULLY IN SUPPORT OF PUBLIC EDUCATION AND WE JUST GOT TO REMEMBER THAT IT'S NOT OUR NINE ARE THE NINE THAT ARE REALLY GOOD SUPPORTERS. IT'S NOT NECESSARILY THEM THAT WE NEED TO BE TALKING TO, TOO. I AGREE WITH YOU. AND I'D LIKE TO EXPAND A LITTLE BIT ON THE NOTION OF THE COLLECTIVE. SO AND THIS WAS SUGGESTED TO ME ALSO IN THE CONVERSATIONS WITH THE LEGISLATORS. WE NEED MORE THAN SCHOOL BOARD DIRECTORS. WE NEED AND WE NEED MORE THAN STAFF. WE NEED TEACHERS. WE NEED PARENTS. WE NEED STUDENTS. WE NEED TO BRING A VERY STRONG VOICE WAY BEYOND. AND I DON'T KNOW HOW TO SAY THIS. THERE'S A WAY THEY SAID IT, BUT THAT THEY DON'T THEY'RE NOT GOING TO LISTEN AS MUCH TO SCHOOL BOARD DIRECTORS AS THEY'RE GOING TO LISTEN. TO THE TO THE COMMUNITY, TO THE STUDENTS AND AND REALLY THE TEACHERS. THEY TALKED, YOU KNOW, REALLY BRINGING IN THE TEACHERS, THE TEACHER ASSOCIATIONS, PARENTS AND STUDENTS. ABSOLUTELY. THAT'S WHY WE, IN WSSDA, WE HAVE THAT STUDENT GROUP. SO STUDENTS DO A LOT OF TESTIMONY DOWN THERE. AND THAT'S ONE THING THAT I THINK AS WE'RE OUT OF COMING MORE OUT OF COVID, THAT AS OUR STUDENT BOARD AND OUR STUDENT STUDENTS THAT ARE MORE IMPACTED BY THESE THINGS MIGHT BE ENCOURAGED TO DO SOME TESTIMONY. AND I BELIEVE THAT THERE WAS A BIG MEETING THIS WEEK AMONG SOME OF THE OTHER PARTNERS WHO WORK WITH US ON EXACTLY WHAT YOU'RE TALKING ABOUT. DR. KATIMS THAT UNIFIED VOICES. I WAS SHOCKINGLY REMINDED OF HOW LONG IT WAS AGO NOW THAT WE PASSED THAT THE SUPERMAJORITY FOR LEVIES WAS ELIMINATED. SINCE THAT SEEMED LIKE IN MY CAREER, A BLINK OF AN EYE. BUT IT WAS A SHOCKINGLY LONG TIME AGO. BUT IT TOOK PEOPLE FROM ALL ANGLES OF THIS WORK TO GET THAT DONE, AND THAT'S WHAT IS BEING FORMULATED FOR NEXT YEAR, I THINK IS, WELL, A MORE UNIFIED PRESENCE FROM ALL OF US, EVERY DISTRICT. I MEAN, I'VE WORKED IN A VERY SMALL DISTRICT. I'VE WORKED IN BIGGER DISTRICTS. EVERY DISTRICT IS FACING CHALLENGES AND FINDING THAT COMMON GROUND THAT CAN SUPPORT ALL OF US, I THINK WILL BE A TREMENDOUS ASSET FOR US MOVING FORWARD. I THINK I WOULD JUST ADD THAT MAYBE TO DRAW A LINE FOR OUR COMMUNITY BETWEEN WHAT THE LEVY IS MEANT TO FUND AND WHAT WE END UP HAVING TO FUND, BECAUSE THE STATE, YOU KNOW, FOR INSTANCE, OUR SPECIAL ED, YOU KNOW, WHICH WE HAVE TO IT'S NOT WE DON'T BEGRUDGE IT, WE HAVE TO SPEND IT. BUT IT'S ABOUT AN $8 MILLION SHORTFALL FOR US. I DON'T KNOW WHAT IT HAS BEEN. NOW WE GOT MAYBE A MILLION BACK OR SOMETHING LIKE THAT FROM THE MOVEMENT THIS YEAR, BUT THAT COMES OUT OF OUR LOCAL LEVY, WHICH MEANS THAT WE CAN'T FUND OUR ENRICHMENT PROGRAMS THE WAY THAT WE WANT TO. AND SO I THINK OUR COMMUNITY NEEDS TO BE AWARE. ABSOLUTELY. AND THERE'S A DIRECT LINK BETWEEN MUSIC PROGRAMING AND NURSES. IF WE IF THE STATE FUNDS US FOR THREE NURSES, FOR 36 SCHOOLS OR WHATEVER IT IS, SOMETHING VERY SMALL, VERY SMALL, YEAH. THEN WE HAVE TO FILL IN AND THAT COMES BASICALLY OUT OF OUR ARTS PROGRAM. I MEAN, AT THE END OF THE DAY, IT DOES BEAR REPEATING THAT WE CANNOT COLLECT AS MUCH LEVY AUTHORIZATION AS OUR COMMUNITY VOTES IN BECAUSE THAT IS CAPPED BY THE LEGISLATURE. SO OUR COMMUNITY HAS ACTUALLY VOTED US TO HAVE MORE AUTHORITY TO COLLECT, WHICH WE THEN CAN'T COLLECT, WHICH WAS WHAT LYDIA TALKED ABOUT, ABOUT THE ROLLBACKS, BUT WE CAN'T COLLECT EVERYTHING WE'RE AUTHORIZED TO COLLECT. [01:15:03] SO THAT COULD BE ONE OF THOSE THINGS WE WANT TO PRIORITIZE THIS YEAR IS LIKE TALKING ABOUT THE LEVY AND THE CAPS. I MEAN, IT HAS IN THE PAST BEEN SOMETHING WE'VE PRIORITIZED AND THERE ARE POSITIONS THAT WE CAN ALIGN WITH WITH OTHER SCHOOLS ON IT. IT'S A COMMON CONVERSATION. SO THAT MAY BE NOT ONLY SOMETHING WE ADVOCATE FOR, BUT A GREAT OPPORTUNITY TO DAYLIGHT IT MORE FOR THE COMMUNITY MEMBERS THAT MAY NOT BE SO AWARE. YEAH, I HAVE ALSO FOCUSED ON THAT AND I'VE ACTUALLY SAID IN A NUMBER OF CASES, AND I'LL SAY IT HERE AND I'LL PROBABLY SAY IT MORE FREQUENTLY. IS, IN MY OPINION. FROM THE MCCLEARY DECISION. IN THE STATE'S QUEST TO EQUALIZE FUNDING ACROSS THE DISTRICTS IN THE STATE. THEY HAVE MADE US ALL POOR. AND THAT'S HOW THEY'VE EQUALIZED US. AND THAT'S WHY EVERYBODY'S SUFFERING AND WHY IT'S NOT RIGHT. AND THEY HAVE TO FIX THAT. SO IT'S NOT GOING TO BE THE FIRST OR THE LAST TIME YOU HEAR ME SAY THAT, BECAUSE I REALLY BELIEVE THAT STRONGLY. YOU KNOW, IT'S LIKE SAYING LET'S FIX THE ACHIEVEMENT GAP WITH OUR KIDS. AND IN SOME PLACES, THAT DOESN'T MEAN TAKING THE TOP KIDS DOWN. IT MEANS BRINGING THE KIDS WHO ARE DOWN HERE UP. AND I FEEL LIKE WHAT THEY'VE DONE IS BROUGHT EVERYBODY DOWN. OKAY, WELL, JUST REST ASSURED THAT OUR LEGISLATORS DO WANT TO HEAR FROM US. THEY DO WANT TO HEAR FROM THE COMMUNITY. AND THIS IS THE OPPORTUNITY TO DO SO. AND I THINK THAT YOU WILL FIND A WELCOMING RECEPTION FROM ALL OF OUR LEGISLATORS TO HEAR MORE ABOUT EDUCATION FUNDING AND THE COMMUNITY. AND REST ASSURED, THEY HAVE NOT. THEY HAVE BEEN CONTACTED MULTIPLE TIMES THIS YEAR, BUT MORE IS BETTER. THANK YOU FOR YOUR LEADERSHIP, DIRECTOR CHASE. WE REALLY APPRECIATE IT. AND I WISH I COULD, IN MY TENURE HERE SAY WE'RE GOING TO FIX EDUCATION FUNDING. SO THAT IS ONE REASON THAT I'M HERE, IS TO WORK ON THAT. YEAH, WE'LL WORK ON IT. OKAY. ALL RIGHT. NEXT IS BOARD MEMBER COMMENTS. [19. BOARD MEMBER COMMENTS] DR. SMITH, DO YOU WANT TO START? YEAH. SO FIRST OFF, CONGRATULATIONS TO ALL OF US AND ALL THE PARENTS THAT MIGHT BE WATCHING. WE MADE IT TO THE END OF ANOTHER SCHOOL YEAR, SO THAT'S VERY EXCITING FOR ALL OF US TO GET OUT AND ENJOY OUR SUMMERS. I PERSONALLY WANT TO THANK THE TECH TEAM HERE. YOU KNOW, I AM THE ONE BOARD MEMBER HERE THAT HAS A NORMAL 9 TO 5 JOB, AND SOMETIMES I CAN'T ALWAYS GET UP HERE AT 6:00. SO I DO APPRECIATE THE WORK THAT OUR TECH TEAM HAS GONE THROUGH TO MAKE SURE THAT I CAN ATTEND THESE MEETINGS. I KNOW IT'S A LOT OF WORK. I KNOW I'M A PAIN IN THE ASS. THANK YOU. I ALSO IT'S SAD THAT I HAVE TO SAY THIS, BUT IT'S 2023. I'M VERY HAPPY THAT WE MADE IT THROUGH ANOTHER SCHOOL YEAR WITHOUT ANY MASSIVE PROBLEMS IN TERMS OF STUDENT SAFETY. I'LL JUST PHRASE IT THAT WAY. SOME DISTRICTS AREN'T THAT LUCKY. WE HAVE MANAGED TO KEEP OUR KIDS SAFE FOR THE MOST PART ALL YEAR, AND SO THAT'S VERY EXCITING. AND THEN THE LAST THING I WANTED TO MENTION, BECAUSE I DON'T KNOW EXACTLY WHEN IN AUGUST THE PRIMARIES ARE GOING TO BE, BUT I JUST ENCOURAGE EVERYONE TO GO OUT AND VOTE IN THE COMING AUGUST PRIMARIES. WE'LL ONLY HAVE ONE MEETING BETWEEN NOW AND THEN, BUT THREE OF THE BOARD IS POSITIONS ARE OPEN OR ARE GOING TO BE VOTED UPON. SO THIS IS A BIG ONE. SO MAKE SURE YOU GO OUT AND YOU VOTE AND YOU MAKE YOUR VOICE HEARD SO THAT YOU CAN DIRECT THE SCHOOL BOARD AND THE DIRECTION THAT YOU HOPE IT GOES. AND WITH THAT, I'LL TURN IT OVER TO DIRECTOR CHASE. THANK YOU, GOT ME RIGHT WHEN I WAS DRINKING SOME WATER. I'M VERY EXCITED THAT. WELL, ACTUALLY, IT WAS A COUPLE OF THINGS. ONE WAS WE HAVE A CLIMATE POLICY STUDY SESSION COMING UP ON AUGUST 29TH, AND I'M VERY EXCITED ABOUT THAT. WE'VE GOT A LOT OF INPUT FROM PARENT GROUPS, FROM ADVOCATES WHO WANT US TO TAKE A LOOK AT HAVING A CLIMATE POLICY. AND WE'VE BEEN TALKING ABOUT THIS FOR A COUPLE OF YEARS AND NOW WE'RE GOING TO BE DOING SOME OF THE NEXT STEPS. AND SOME OF THOSE NEXT STEPS IS IN PREPARATION. I ATTENDED THE MAPLEWOOD CLIMATE SOLUTIONS CLASS EXHIBITION FAIR THIS LAST WEEK AND IT WAS PHENOMENAL AND INSPIRING TO SEE OUR STUDENTS THINKING ABOUT CREATIVE WAYS THAT WE CAN LOWER OUR IMPACT ON RESOURCES IN THE COMMUNITY, RESOURCES IN THE ENVIRONMENT GOING. AND SO I'M GOING TO BE BRINGING SOME OF THEIR SUGGESTIONS FORWARD, HAVING TO DO WITH RECYCLING AND SOME OF THE SOLAR INITIATIVES THAT THEY HAD, WHICH RELATED TO SOME OF THE SPORTS STADIUMS, WHICH I DID NOT KNOW THAT THE SPORTS STADIUMS WERE WORKING ON THESE SOLAR INITIATIVES QUITE SO MUCH. AND SO I DEFINITELY WANT TO TALK TO YOU ABOUT THAT, TOO. BUT THAT WILL BE COMING UP ON AUGUST 29TH. AND I WOULD ENCOURAGE THE PUBLIC TO KNOW THAT THESE ARE ALWAYS OPEN AND EVERYONE'S INVITED TO ATTEND THE STUDY SESSION. [01:20:04] AND I ALSO AM SO THRILLED THAT MY FAVORITE TIME OF YEAR IS GRADUATION. I WAS ABLE TO ATTEND JUST ABOUT EVERY SINGLE GRADUATION AND SO THRILLED AT THE RESILIENCY OF THE STUDENTS AND ADMINISTRATORS AND STAFF IN OUR. ROBUST CLIMATE AND WEATHER CHALLENGES THAT WE HAD. YEAH, DEFINITELY. SOPPING WET. IT STILL DID NOT DAMPEN THE ENTHUSIASM AND EXCITEMENT OF ALL THE STUDENTS THAT WERE GRADUATING GETTING THEIR DIPLOMAS. AND SO THANK YOU. 20, 23 ONWARD. THANK YOU. YES, I HAD A GREAT TIME AT THE GRADUATIONS I ATTENDED, AS WELL AS A COUPLE OF AWARD CEREMONIES. IT'S ALL MANY, MANY THINGS AND MANY WAYS TO CELEBRATE OUR STUDENTS. I'VE JUST BEEN SO IT'S MY FAVORITE TIME OF YEAR, OF COURSE, BECAUSE WE START TO SEE SOME OF THE FRUITS OF OUR LABOR. I WANTED TO THANK OUR SPECIAL ED, OUR OUR STUDENT SERVICES. THAT $2.5 MILLION IN SAFETY NET FUNDING IS A REFLECTION OF REALLY HARD WORK OVER THERE AND HARD PROFESSIONAL WORK. IT IT IS ABSOLUTELY DESERVED. WHAT THIS MEANS IS THESE THIS IS SAFETY NET. THIS IS FUNDING. CORRECT ME IF I'M WRONG, FOR EXCEPTIONAL EXPENSES FOR WHEN WE HAVE REALLY SIGNIFICANT EXPENSES FOR SPECIAL EDUCATION THAT WE CAN GET SOME REFUNDS. BUT WE HAVE TO DO SOME PRETTY SERIOUS PAPERWORK. WE HAVE TO CONVINCE OSPII TO GIVE US THOSE REFUNDS THAT WE DEFINITELY EARNED AND DESERVE FOR OUR HIGH LEVEL OF SERVICE. AND SO THANK YOU. THAT'S REALLY GOOD NEWS. I'M REALLY PLEASED TO SEE THAT OUR OUR NUMBER IS COMING DOWN SO, SO MUCH. AND AND WE'LL CONTINUE. YOU KNOW, OF COURSE, I HATE TO SEE ANYBODY GO WHO DOESN'T WANT TO GO BECAUSE EDMONDS IS SUCH A SPECIAL PLACE. AND I'VE BEEN HEARING IT ALL OVER THE PLACE. I WAS IN, OF COURSE, MY VOLUNTEER POSITION FOR THE LAST TIME LAST WEEK. AND AND TEACHERS WERE OF COURSE, THEY REALLY DESERVED THIS BREAK. AND THEY'RE MOSTLY, I THINK, PRETTY, PRETTY RELIEVED TO SEE THE END OF THE YEAR. BUT THEY WERE ALSO KIND OF, YOU KNOW, IT WAS A LITTLE BITTERSWEET, LIKE THEY'RE GOING TO MISS THEIR STUDENTS. THEY FORMED REALLY STRONG BONDS WITH THE KIDS THIS YEAR AND AS ALWAYS. AND SO THEY'LL MISS THEIR KIDS OVER THE SUMMER. LET'S SEE. OH, AND THE OTHER THING I WANTED TO POINT OUT, THE FAMILY ACCESS POLICY. I MEAN, IN JUST THE TIME I'VE BEEN HERE, WE WENT FROM, I THINK, ALMOST NO INTERPRETATION TO THIS INCREDIBLY RICH PROGRAM THAT WE HAVE. AND SO THINGS CAN CHANGE FOR THE BETTER. I'M JUST SO PLEASED TO SEE THAT. SO THANK YOU, DR. VERGARA. I KNOW THAT A LOT OF THAT HAS BEEN UNDER YOUR LEADERSHIP, AND SO I APPRECIATE THAT. AND FINALLY, EVERYBODY GETS SOME REST BECAUSE WE'LL BE BACK HERE. WELL, WE'LL BE BACK HERE A COUPLE TIMES THIS SUMMER, BUT WE'LL BE BACK HERE IN THE FALL, READY TO DO THIS ALL AGAIN. SO ENJOY YOUR SUMMER. GREAT. I WANT TO THANK ALL OF YOU GUYS, YOUR GREAT COLLEAGUES. AND WE ALL HAVE BEEN WORKING HARD, SO EVERYBODY CONGRATULATES EVERYBODY ELSE. YOU DON'T GET TO HEAR IT OFTEN ENOUGH. I WANT TO ALSO REITERATE CONGRATULATIONS TO VINCE DEMURO AND HIS JOURNALISM STUDENTS FOR FOR THE 10TH TIME IN A ROW, WINNING THE FIRST AMENDMENT FREEDOM PRESS AWARD, WHICH IS AMAZING. AND WE'RE REALLY PROUD OF THEM BECAUSE MAKING SURE THAT OUR CHILDREN ARE MEDIA LITERATE AND UNDERSTAND THE POWER AND IMPORTANCE OF LOCAL JOURNALISM AS WELL AS JOURNALISM ACROSS THE BOARD IS SO IMPORTANT. SO IT'S GREAT TO SEE IT ALIVE AND WELL IN OUR IN OUR CLASSROOMS. I ALSO WANT TO. SHARE IF YOU DIDN'T READ THIS IN THE LOCAL NEWS. A BIT OF REALLY POSITIVE SUPPORT FROM A COMMUNITY PARTNER THAT THE EDMOND CITY COUNCIL UNANIMOUSLY VOTED TO FUND OUR THREE STUDENT INTERVENTION OR THREE SCHOOLS IN EDMONDS WHO DID NOT BECAUSE OF THE BUDGET CUTS, HAVE A STUDENT INTERVENTION COORDINATOR, AND THEY FUNDED $210,000 TO COVER THOSE THREE SMALLEST SCHOOLS. SO NOW ALL OF OUR SCHOOLS HAVE AT LEAST A HALF TIME STUDENT INTERVENTION COORDINATOR OR A FULL TIME STUDENT INTERVENTION COORDINATOR. [01:25:04] AND THAT'S THE KIND OF PARTNERSHIP THAT WE SO APPRECIATE. WE'RE SO GRATEFUL TO THEM. THEY ARE USING THEIR ARPA FUNDS, WHICH ARE THE EQUIVALENT OF OUR ESSER FUNDS, MEANING IT WAS ITS MONEY THAT WAS GIVEN TO THEM FROM THE FEDERAL GOVERNMENT TO HELP MITIGATE IMPACTS FROM COVID. AND THEY RECOGNIZE AND APPRECIATED OUR EXPLAINING THAT WE STILL HAVE STUDENTS WHO ARE SUFFERING FROM THOSE IMPACTS AND THAT TO HAVE OUR STUDENT INTERVENTION COORDINATORS IS SO IMPORTANT FOR SUPPORTING OUR TEACHERS AND OUR OTHER STAFF SO THEY CAN GET ON WITH THE BUSINESS OF THE DAY WITH THEIR REGULAR STUDENTS, WHILE OTHER STUDENTS WHO NEED THAT EXTRA ATTENTION CAN GET IT. SO THANK YOU. CITY COUNCIL EDMONDS CITY COUNCIL. AND I'M JUST GOING TO SAY CONGRATULATIONS TO EVERYBODY FOR MAKING IT THROUGH ANOTHER SCHOOL YEAR. IT'S BEEN ROUGH IN SOME WAYS. EVERYBODY DESERVES REST AND RELAXATION AND A GREAT SUMMER, AND I WISH THAT TO EVERYBODY AND TURN IT OVER TO DR. MINER. THANK YOU SO MUCH. BUILDING UPON WHAT YOU SAID ABOUT THE CITY COUNCIL FROM EDMONDS, I WOULD ALSO ADD THAT OUR EDMONDS PRINCIPALS ASSOCIATION, EDMONDS MANAGERS ASSOCIATION AND PROFESSIONAL TECHNICAL GROUP ALSO GAVE UP SOME OF THE THINGS THEY WERE ENTITLED TO IN THEIR CONTRACT IN ORDER TO ALSO SUPPORT THE FUNDING OF SYNCS IN OUR DISTRICT. WE WOULDN'T HAVE GOTTEN TO EVERYONE HAVING AT LEAST A HALF IF IT WASN'T FOR SOME CUTS THAT THOSE OR OR THINGS. THE BEST WAY TO PUT IT IS THINGS THAT THEY GIVE UP ENTITLEMENTS IN THEIR CONTRACT THAT THEY SORT OF PUT INTO THE POOL ONE YEAR ONLY BUT STILL HELPING TO AS IS THE EDMONDS GRANT, BUT HELPING US TO GET ANOTHER YEAR FURTHER PAST THE PANDEMIC IN SUPPORT OF OUR STUDENTS. GRADUATION IS AN EXCITING TIME. I WAS ABLE TO ATTEND SIX OF THE GRADUATIONS AND IT'S JUST SUCH A TREMENDOUS CELEBRATION FOR FAMILIES AND FOR STUDENTS AND FOR STAFF BECAUSE AT GRADUATION, SOMEONE WALKING ACROSS THE STAGE REPRESENTS THE WORK OF EVERYONE IN OUR DISTRICT, NOT JUST THOSE WHO SERVE THOSE STUDENTS THEIR SENIOR YEAR, ALTHOUGH THAT CAN BE A HEAVY LIFT SOMETIMES. AND WE APPRECIATE EVERYONE WHO CONTRIBUTED TO THOSE STUDENT SUCCESS. FINALLY, I WOULD SAY I HAVE A NEW BADGE IN MY POSSESSION. I WON'T SWITCH OVER FOR ANOTHER THREE DAYS. I'M STILL PROUDLY SPORTING MY INTERIM BADGE, BUT I DO HAVE THE SUPERINTENDENT BADGE IN MY POSSESSION. SO SYMBOLICALLY, PROBABLY NOT AT ACTUAL MIDNIGHT, BUT SYMBOLICALLY. SOMETIME ON I GUESS I WON'T BE UP AT MIDNIGHT AT THE END OF A SCHOOL YEAR, BUT SOMETIME ON THE 30TH I WILL SWITCH OVER. VERY HONORED TO BE CONTINUING MY SERVICE TO THE DISTRICT FOR THE NEXT YEAR. SO THANK YOU. THAT'S WONDERFUL. WE'VE BEEN THINKING OF YOU AS THE SUPERINTENDENT ALL ALONG, SO IT WAS GOOD TO REMIND US. BUT I DON'T OFTEN DISREGARD OR DISOBEY A BOARD MEMBER'S REQUEST. WHEN YOU SAY YOU SHOULD JUST CALL YOURSELF THE SUPERINTENDENT. I WAS LIKE, I'M THE INTERIM SUPERINTENDENT FOR A FEW MORE DAYS. I'M GOING TO STICK WITH THAT. SO I WILL SWITCH IT OVER. ALTHOUGH I HAVE SEEN LETTERHEAD THAT'S BEEN CHANGED NOT OF MY VOLITION, BUT I HAVE SEEN SOME SOME LETTERHEAD AROUND THAT HAS ME AS SUPERINTENDENT AT THIS POINT. YOU ARE THE SUPERINTENDENT. THANK YOU. THE LAST IS ANY ITEMS OR TOPICS FOR FUTURE BOARD MEETINGS THAT WE HAVEN'T ALREADY DISCUSSED. [20. ITEMS FOR FUTURE CONSIDERATION OR INFORMATION] YEAH. SO WE, WHEN WE WERE IN EXECUTIVE SESSION EARLIER, THERE WAS SOME QUESTION I KNOW THAT YOU HAD A QUESTION ABOUT SOME STUDENT DISCIPLINE THINGS, AND I DID TOO. AND I KNOW THAT THERE LIKE WE HAVE A ROLE SOMEWHAT IN THE APPEALS PROCESS AND ALL OF THAT. WOULD IT BE POSSIBLE FOR THE DISTRICT, DR. MEYER, THROW TOGETHER A STUDY SESSION LIKE WHAT WHAT DOES THE TYPICAL LIKE FLOWCHART OF DISCIPLINE LOOK LIKE AND WHERE DO WE STEP IN AND WHAT IS OUR ROLE IN THAT SO THAT I CAN HAVE A MORE HOLISTIC UNDERSTANDING OF WHEN IT GETS TO US WHAT I'M ACTUALLY SUPPOSED TO BE DOING. WE CAN DEFINITELY DO THAT. I THINK AT OUR RETREAT, MUCH LIKE WE DID LAST YEAR, WE'LL PRIORITIZE WHAT YOU'RE INTERESTED IN FOR STUDY SESSIONS. WE CAN ADD THAT TO THE LIST OF THINGS FOR CONSIDERATION, AND THEN YOU'LL HAVE THE CHANCE TO BRAINSTORM SOME OTHER THINGS AND WE'LL PRIORITIZE ACCORDING TO THE DATES WE'VE SET, AND WE CAN ABSOLUTELY PUT THAT TOGETHER. ANYTHING ELSE? WITH THAT. THANK YOU. AND THIS REGULAR SCHOOL BOARD MEETING OF THE EDMONDS SCHOOL DISTRICT BOARD OF DIRECTORS IS ADJOURNED. * This transcript was compiled from uncorrected Closed Captioning.
