DO I HEAR A MOTION AND A SECOND TO APPROVE TONIGHT'S AGENDA AS PRESENTED?

    >> I MOVE TO APPROVE THE AGENDA.

    >> SECOND.

    >> I'VE HEARD A MOTION TO APPROVE AND A SECOND.

IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A VOTE.

ALL THOSE IN FAVOR. PLEASE INDICATE BY SAYING AYE.

    >> AYE.

    >> ALL THOSE OPPOSED SAY NAY.

ANY ABSTENTIONS, AND TONIGHT'S AGENDA IS APPROVED AS PRESENTED.

TONIGHT, WE HAVE A WONDERFUL CELEBRATION.

    [6. CELEBRATION- 6:35 pm]

I'LL TURN IT OVER TO DR. MINER.

    >> I HAD THE PRIVILEGE OF WORKING WITH A BOARD MEMBER ONCE WHO SAID GRADUATIONS ARE LIKE YOUR BIRTHDAY AND YOUR ANNIVERSARY AND YOUR FAVORITE DAY ALL MIXED INTO ONE.

TONIGHT, WE HAVE THE OPPORTUNITY TO CELEBRATE SOME OF OUR GRADUATING STUDENTS FROM EDMOND SCHOOL DISTRICT.

THEY'RE HERE WITH US TONIGHT, SO WE'RE GOING TO CELEBRATE.

WE'RE GOING TO TAKE SOME TIME TO GIVE THEM THEIR DIPLOMAS AND TAKE SOME PHOTOS AND GENERALLY CELEBRATE THESE AMAZING STUDENTS WHO HAVE ACHIEVED THIS IMPORTANT EVENT THIS EVENING.

I'LL TURN IT OVER TO DR. SCHWAB.

    >> GOOD EVENING, EVERYONE. TONIGHT, WE'RE HERE TO CELEBRATE AN AMAZING GROUP OF STUDENTS WHO HAVE WORKED HARD TO EARN THEIR HIGH SCHOOL DIPLOMAS THROUGH THE OPEN DOORS PROGRAM, GRADUATION ALLIANCE EDMONDS.

EACH OF THESE STUDENTS WHO ARE HERE TONIGHT, AND A FEW OTHERS WHO COULDN'T MAKE IT HAVE SHOWN DETERMINATION, PERSEVERANCE, AND A COMMITMENT TO THEIR FUTURE.

THEIR PATH MAY HAVE LOOKED A LITTLE DIFFERENT, BUT THEY NEVER GAVE UP, AND THAT'S WHAT TRULY MATTERS.

THEY'VE OVERCOME CHALLENGES, STAYED FOCUSED, AND PROVED THAT SUCCESS COMES IN MANY FORMS. OUR OPEN DOORS PROGRAM IS ABOUT CREATING NEW OPPORTUNITIES FOR STUDENTS, AND TONIGHT'S GRADUATES ARE A PERFECT EXAMPLE OF WHY THIS PROGRAM IS SO IMPORTANT.

THEIR JOURNEYS REMIND US THERE'S NO SINGLE WAY TO REACH YOUR GOALS.

WHAT MATTERS IS THAT YOU KEEP GOING.

TO OUR GRADUATES WHO ARE HERE TONIGHT, THIS MOMENT IS A HUGE ACHIEVEMENT FOR YOU, AND YOU SHOULD BE VERY PROUD.

THIS IS JUST THE BEGINNING OF AMAZING THINGS AHEAD OF YOU.

I HOPE THIS EXPERIENCE HAS TAUGHT YOU THAT NOTHING SHOULD STAND IN YOUR WAY, AND THAT YOU SHOULD KEEP PUSHING FORWARD AND BELIEVE IN YOURSELVES AND KNOW THAT WE WANT NOTHING BUT SUCCESS FOR YOU IN THE YEARS TO COME.

LET'S GIVE OUR GRADUATES A ROUND OF APPLAUSE.

[APPLAUSE] I WILL NOW INTRODUCE THE FOUR STUDENTS WHO ARE HERE TONIGHT TO RECEIVE THEIR DIPLOMAS.

    FIRST, XAVIER GLENN. [APPLAUSE]

    >> I'M SORRY THE NEW FORM [INAUDIBLE]. [LAUGHTER] CONGRATULATION. [APPLAUSE]

    >> OUR SECOND STUDENT TONIGHT IS JACKLINE FEZA.

[APPLAUSE] THE THIRD STUDENT WE'RE RECOGNIZING TONIGHT IS HOLLY HANG.

[APPLAUSE] OUR FOURTH STUDENTS TONIGHT IS CHANDLER OLDS. [APPLAUSE] [INAUDIBLE]

    >> LET'S HAVE ANOTHER A

    [00:05:40]

    ROUND OF APPLAUSE. [APPLAUSE].

    >> CONGRATULATIONS AGAIN.

    WE'RE VERY PROUD OF YOU.

I'M SURE YOUR FAMILIES ARE, TOO.

YOU SHOULD BE VERY PROUD OF YOURSELVES.

    >> BEFORE WE MOVE ON, I WILL SAY THAT WHILE YOU ARE WELCOME TO STAY FOR THE ENTIRE MEETING, YOU'VE HAD A LOT OF SCHOOL OVER THE COURSE OF AND YOU'VE ACHIEVED SOMETHING GREAT TONIGHT.

SO IF YOU WANT TO HEAD OUT AND ENJOY YOUR EVENING AND TEXT YOUR FRIENDS AND FAMILY AND GET SOME MORE PHOTOS AND TELL THEM THAT YOU HAVE ARRIVED, FEEL FREE TO DO THAT.

YOU DO NOT HAVE TO STAY FOR THE WHOLE MEETING. THANK YOU FOR BEING HERE.

    >> NEXT ON OUR AGENDA IS OUR SCHOOL PRESENTATIONS.

    [7. SCHOOL PRESENTATIONS- 6:50 pm]

    >> IT IS MY PLEASURE THIS EVENING TO REALLY CELEBRATE SOME MORE OF OUR STUDENTS AND THEIR WORK IN SCHOOL WITH THE BRIER TERRACE MIDDLE SCHOOL STUDENT PRESENTATION TO KICK US OFF.

I'LL LET THEIR PRINCIPAL, TULANI FREEMAN INTRODUCE THEM.

    >> THESE WONDERFUL STUDENTS ARE GOING TO INTRODUCE THEMSELVES IN A MOMENT.

    >> HI, MY NAME IS MICHELLE, AND I AM A CURRENT EIGHTH GRADER AND PART OF THE WEB PROGRAM.

    >> I AM KEVIN. I'M AN EIGHTH GRADER, AND I'M ALSO PART OF THE WEB PROGRAM.

    >> MY NAME IS ALYSSA.

I'M THE FORMER SECRETARY AND CURRENT PRESIDENT OF BRIER TERRACE.

    >> HI. MY NAME IS PIPER.

I'M THE CURRENT SECRETARY OF BRIER TERRACE MIDDLE SCHOOL. ASB.

    >> MY NAME IS SOLOMON AND I'M A CURRENT EIGHTH GRADER AT BRIER TERRACE MIDDLE SCHOOL, AND A CURRENT VICE PRESIDENT OF BRIER TERRACE MIDDLE SCHOOL.

    >> OUR STUDENT BELONGING GOAL FOR THIS YEAR IS FOR THE PERCENTAGE OF STUDENTS REPORTING A POSITIVE SENSE OF BELONGING ON THE STUDENT SURVEY OF PERCEPTIONS TO INCREASE FROM 70%-85%.

THIS PROGRESS WILL BE MONITORED ANNUALLY WITH IMPROVEMENTS TRACKED FROM THE 2024/2025 TO THE 2026/'27 SCHOOL YEAR.

NEXT SLIDE. OUR WEB PROGRAM AT BTMS HAS HELPED STUDENTS FEEL MORE WELCOMED.

WEB LEADERS ARE A GROUP OF EIGHTH GRADERS WHO MENTOR SEVENTH GRADERS THROUGHOUT THE YEAR.

EACH MONTH SEVENTH GRADERS RECEIVE A VISIT FROM THEIR WEB LEADER.

THESE VISITS ALLOW THE STUDENTS TO TALK TO SOMEONE THEY CAN TRUST AND RELATE TO AND DON'T FEEL SO LOST AT SCHOOL.

NEXT SIDE. OUR CBAS IN THE SCHOOL ARE COMMUNITY BELONGING AND ACCOMPLISHMENT.

FOR ME, COMMUNITY IS WHEN STUDENTS HELP EACH OTHER, NOT JUST THEIR FRIENDS, BUT ALSO THEIR FELLOW CLASSMATES.

    >> SORRY. BRIER TERRACE HAS HELPED ME FEEL LIKE I BELONG IN THE SCHOOL WITH STAFF HELPING ME NAVIGATE MY SCHOOL YEAR, AS I TAKE AN ADVANCED MATH COURSE AT THE HIGH SCHOOL ALGEBRA 2.

ALL THE STAFF THAT I AM IN CLASS WITH HAS HELPED ME SOLVE ALL THE PROBLEMS THAT MAY ARISE, AND THEY'RE JUST VERY ACCEPTING AND HELPFUL TOWARDS ME.

I BELIEVE THAT THEY ARE FOR EVERY OTHER STUDENT IN BRIER TERRACE MIDDLE SCHOOL.

THE SCHOOL HAS MANY FORMS OF RECOGNIZING ACCOMPLISHMENT FROM POPCORN TICKETS YOU MAY RECEIVE AFTER YOU'VE DONE WELL IN SCHOOL TO THE HONOR SOCIETY WHERE YOU CAN JUST BE CELEBRATED FOR DOING WELL IN SCHOOL, AS WELL AS, LIKE, JUST AWARDS IN SPORTS TRACK, CROSS COUNTRY AND WRESTLING.

I'VE BEEN A PART OF ALL OF THOSE TEAMS. THE SCHOOL HAS JUST DONE A VERY GOOD JOB AT MAKING ME FEEL ACCOMPLISHED AND MAKING ME FEEL LIKE I BELONG TO THE SCHOOL.

    >> NEXT SLIDE.

    >> WEB, SIMILARLY TO MICHELLE SAID, IS JUST A PROGRAM WHERE WE CAN HELP

    [00:10:01]

EVERYBODY FEEL LIKE THEY BELONG, ESPECIALLY NEWCOMERS, WHERE, AS YOU CAN SEE, MISS LEE, THE HEAD OF THE WEB PROGRAM, IS HELPING NEW SEVENTH GRADERS TO JUST FEEL MORE AT HOME AS THEY START THEIR SCHOOL YEAR.

    >> NEXT SLIDE, PLEASE.

    >> IN MY TWO YEARS OF ASB, I'VE LEARNED SO MUCH.

EVERYONE HAS A LEADER, ESPECIALLY TEENAGERS, AND THAT'S WHAT ASB IS.

WE ARE PROOF THAT YOUNG PEOPLE CAN DO BIG THINGS.

WE ARE THERE FOR OTHERS, WHETHER IT'S TO GUIDE THEM OR JUST TO HAVE A CONVERSATION.

SOMETIMES TEENAGERS FEEL MORE COMFORTABLE TALKING TO THEIR PEERS INSTEAD OF ADULTS.

WE LEARN LIFE SKILLS LIKE SOCIAL INTERACTIONS.

ASB BRINGS PEOPLE TOGETHER WITH OUR EVENTS.

WE WORK HARD FOR OUR PEERS AND TO BUILD A BETTER OVERALL COMMUNITY.

    >> ADDING ON TO WHAT ALYSSA SAID, ASB IS LIKE PEOPLE THAT STUDENTS CAN GO TO WHEN THEY NEED HELP OR LIKE WE HELP STUDENTS CONNECT, WE LEAD ASSEMBLIES.

SOMETIMES, WE DO COMMUNITY EVENTS, LIKE DANCES AND PARTIES.

SOME OF THE NEW THINGS THAT WE HAVE DONE IS PENNY WARS, WHICH IS LIKE A GAME TO HELP RAISE MONEY FOR PEOPLE THAT NEED IT, LIKE IN THE HOLIDAYS TO GIVE GIFTS TO THEIR FAMILIES.

    >> NEXT SLIDE, PLEASE.

    >> CHARACTERSTRONG IS A NEW PROGRAM THAT GIVE US OPPORTUNITIES TO CONNECT WITH OUR CLASSMATES.

EVERY MONDAY DURING ADVISORY, WE HAVE THIS SYSTEM.

WE CONVERSATE ABOUT TOPICS THAT WE WOULDN'T USUALLY WITHOUT CHARACTERSTRONG.

EVERYONE IS HEARD AND EVERYONE GETS THE CHANCE TO SPEAK UP.

STUDENTS ALSO GET TO BUILD A RELATIONSHIP WITH THEIR TEACHERS AND LEARN SOMETHING THAT THEY DIDN'T KNOW BEFORE ABOUT THEM.

IT'S A FUN AND INTERACTIVE WAY OF CONNECTING.

SOME OF OUR CORE VALUES AT OUR SCHOOL ARE COMMUNITY AND BELONGING, AND THIS ENCOURAGES AND HELPS TO BUILD THAT.

    >> NEXT SLIDE, PLEASE.

    >> I PLAYED CROSS COUNTRY, BOYS BASKETBALL AND TRACK AND FIELD FOR OUR SCHOOL.

IF I WERE TO SAY WHICH PART OF OUR SCHOOL WAS MOST COMFORTABLE AND MADE ME FEEL LIKE I BELONG, IT WOULD BE THE BRIER TERRACE MIDDLE SCHOOL COACHING STAFF.

ON ALL THE TEAMS I WAS ON, I'VE ALWAYS FELT SUPER COMFORTABLE WITH COACH BURTON FOR CROSS COUNTRY.

SHE CAN BE TOUGH ON ME WITH HER CRITIQUES, BUT SHE WAS ALWAYS THE FIRST ONE TO CONGRATULATE ME AFTER A RACE.

ONE PERSONAL ANECDOTE OF MINE WOULD BE, AFTER MY FIRST PLACE FINISH AT A MEET, SHE GAVE ME SOME REALLY SOLID ADVICE, AND MOST OF ALL, SHE SMILED AT ME, WHICH MADE ME FEEL BELONGING TO THE TEAM AND SCHOOL.

IT'S BECAUSE OF THIS BELONGING, I'VE BEEN ABLE TO SUCCEED AND EVEN EARN RIBBONS FOR MY CHAMPIONSHIP MEET BOTH YEARS OF CROSS COUNTRY.

OUR COACHES REALLY DO THEIR BEST TO CREATE A BELONGING ENVIRONMENT FOR US TO SUCCEED AND EVEN THRIVE.

    >> OUR PRINCIPAL, MR. FREEMAN WANTED US TO NOTE THAT OUR ATTENDANCE HAS IMPROVED THIS SEMESTER BY 81%.

EVEN DURING THE FLU SEASON, WHEN STUDENTS OFTEN FEEL TIRED AFTER THE FIRST SEMESTER, MANY ARE STILL EAGER TO BE IN SCHOOL.

THEY APPRECIATE THAT BTMS IS A SAFE AND ENJOYABLE PLACE TO BE IN.

NEXT SLIDE. THAT IS OUR PRESENTATION.

THANK YOU FOR YOUR TIME IF YOU HAVE ANY QUESTIONS, NOW'S THE TIME. [APPLAUSE]

    >> THANK YOU SO MUCH.

WE DON'T TAKE QUESTIONS FROM THE AUDIENCE.

    IT'S REALLY FROM US.

[LAUGHTER] YOU'RE WELCOMED TO MAKE A COMMENT DURING PUBLIC COMMENT IF YOU WANT TO.

ANY COMMENTS OR QUESTIONS FROM THE STUDENTS OR FROM THE OTHER BOARD DIRECTORS?

    >> I'D LIKE TO COMMENT.

I GO TO MOUNTLAKE TERRACE HIGH SCHOOL, AND I WENT TO BRIER TERRACE MIDDLE SCHOOL.

WHEN I WAS THERE, THERE WAS A PROGRAM THAT WAS DOG SQUAD.

DOES THAT STILL EXIST, OR IS THAT WHAT HAS TRANSITIONED INTO WEB?

    >> LAST YEAR AT OUR SCHOOL, WE HAD DOG SQUAD, BUT WE DIDN'T FEEL THE USE FOR IT, SO WE SWITCHED TO WEB LEADERS BECAUSE WE FEEL LIKE IT WOULD BE MORE HELPFUL FOR THE WHOLE SCHOOL AND ESPECIALLY THE SEVENTH GRADERS.

    >> THANK YOU.

    >> ANY MORE QUESTIONS?

    >> I HAVE A QUESTION. ON THE ASB SLIDE, ONE OF THE THINGS THAT YOU LISTED WAS SUPPORTING INCLUSIVE CLUBS.

I'M WONDERING, WHAT ARE SOME OF THE CLUBS THAT YOU ALL PARTICIPATE IN? WE HEARD ABOUT SPORTS, BUT ANY OTHER CLUBS YOU PARTICIPATE IN OR WHICH ONES ARE THE MOST POPULAR?

    [00:15:02]

    >> WE HAVE A PLETHORA OF CLUBS AT OUR SCHOOL, ONE OF WHICH BEING STUDY CLUB, SOME OTHERS, I THINK, BEING LGBQT+ CLUB AND CREATIVE WRITING CLUB AND D&D CLUB.

WE ALL SUPPORT THESE CLUBS STRONGLY, AND ALL OF OUR STUDENTS AT BRIER TERRACE MIDDLE SCHOOL ARE WELCOME TO JOIN THESE CLUBS.

    >> GREAT. THANK YOU VERY MUCH.

    >> CAN WHOEVER HAS THE POWERPOINT GO BACK.

THERE WAS A CBAS IN THE CLASSROOM ONE.

BECAUSE I HAVE A QUESTION ABOUT THAT. THERE WE GO.

ONE OF THE THINGS THAT WE TALK ABOUT A LOT AS A BOARD IS WHAT DO WE MEAN WHEN WE ASK STUDENTS IF THEY FEEL A SENSE OF BELONGING.

I SEE THAT THERE'S SOMETHING HERE, BUT DO ANY OF YOU HAVE ANYTHING YOU WANT TO ADD? WHAT DO YOU THINK OF WHEN YOU THINK OF BELONGING IN YOUR SCHOOL?

    >> WHEN WE THINK OF BELONGING, WE THINK OF PEOPLE BEING THERE FOR EACH OTHER, HELPING EVERYONE FEEL WELCOMED.

AT BRIER TERRACE, WE TRY TO DO OUR BEST TO HELP EVERYONE FEEL WELCOMED AND NOT BE MEAN OR HARSH.

WE TRY TO USE NICE LANGUAGE.

WE TRY TO MAKE EVERYONE FEEL LIKE THEY BELONG, AND THAT BRIER TERRACE IS A SAFE PLACE TO BE.

    >> THANK YOU.

    >> I JUST WANTED TO SAY THAT I REALLY APPRECIATED THE PERSONAL ANECDOTE AT THE END ABOUT HOW WHEN YOU FEEL SUPPORTED BY THE TEACHERS, AS WELL.

I THINK THAT'S SUPER IMPORTANT BECAUSE WITH PEERS AT SCHOOL, ESPECIALLY IN MIDDLE SCHOOL, IT'S SO OFTEN THAT PEOPLE HAVE DISAGREEMENTS.

WHEN YOU KNOW THAT YOU'RE SUPPORTED BY YOUR INSTRUCTORS, THAT'S ALWAYS REALLY VALIDATING, AND I LIKE THE WAY THAT YOU GUYS HIGHLIGHTED ON THAT. THANK YOU.

    >> I ALSO WANT TO THANK YOU FOR THE PRESENTATION.

    YOU'RE TALKING ABOUT THE BELONGING.

I FEEL LIKE I BELONG TO YOUR COMMUNITY NOW.

THAT WAS A REALLY GOOD PRESENTATION BECAUSE I REALLY FEEL THE SENSE OF BELONGING AND THE COMMITMENT THAT YOU ALL HAVE TO THAT.

    >> THANK YOU SO MUCH.

    >> YOU GUYS ARE CLEARLY LEADERS.

YOU SEE OUR STUDENT ADVISORS ON HERE, OUR JUNIORS AND SENIORS IN HIGH SCHOOL.

WHEN YOU GET TO BE THERE, YOU MIGHT HAVE AN INTEREST IN THAT AND/OR SERVING ON THE SUPERINTENDENT'S STUDENT ADVISORY COMMITTEE BECAUSE I THINK YOUR IDEAS ABOUT BELONGING ARE IMPORTANT FOR ALL SCHOOLS.

IT'S PARTICULARLY IMPORTANT AT THE MIDDLE SCHOOLS WHERE WE HAVE RIGHT NOW FOR TWO YEARS, LIKE YOU SAID, YOUR SEVENTH GRADERS ARE NEWCOMERS AND YOUR EIGHTH GRADERS ARE ON THEIR WAY OUT.

WITH ONLY TWO YEARS, I THINK THE WORK YOU'RE DOING TOWARD HELPING ALL KIDS FEEL LIKE THEY BELONG IS EXTREMELY VITAL.

SEEING THE IMPACT, AND I LOVE THAT YOU HAVE SHOWN THE ATTENDANCE BECAUSE IF KIDS AREN'T AT SCHOOL, THEY'RE NOT GOING TO BE ABLE TO LEARN.

THE WORK YOU'RE DOING TOWARD BELONGING SHOULD BE DIRECTLY LINKING AS WELL TO BETTER ACHIEVEMENT FOR STUDENTS.

BRAVO, AND THANK YOU SO MUCH FOR A GREAT JOB.

    >> THANK YOU.

    >> THANK YOU. [APPLAUSE]

    >> NEXT, WE WILL TURN IT OVER TO TULANI FREEMAN, PRINCIPAL, HIS FIRST YEAR THIS YEAR AT BRIER TERRACE MIDDLE SCHOOL, AND HE WILL BE SHARING ABOUT HIS SIT PRESENTATION.

    >> GOOD EVENING, DIRECTORS, MEMBERS, SUPERINTENDENT MINER, AND AUDIENCE. I'M TULANI FREEMAN.

I'M THE PROUD PRINCIPAL OF BRIER TERRACE MIDDLE SCHOOL, AND I'M HERE TO SHARE PART OF OUR STUDENT IMPROVEMENT PLAN FOR THIS COMING YEARS.

OUR LONG-TERM MATH GOAL FOR THE COMING YEARS IS AS FOLLOWS.

BY THE END OF THE 2026-'27 SCHOOL YEAR, 62% OF STUDENTS WILL DEMONSTRATE GRADE-LEVEL PROFICIENCY IN MATH AS MEASURED BY THE MATH SMARTER BALANCED ASSESSMENT, IMPROVING FROM THE BASELINE OF 52% IN THE 2023-'24 SCHOOL YEAR.

THIS MATH GOAL IS IMPORTANT TO US BECAUSE WE KNOW THAT WE HAVE A HIGHER LEVEL OF STUDENTS ACHIEVING READING, THAT'S IS IMPROVED.

WE WANT TO IMPROVE OUR MATH PROFICIENCY AS WELL TO BE MORE THAN JUST SLIGHTLY OVER HALF OF STUDENTS AT GRADE LEVEL.

OUR THEORY OF ACTION IS AS FOLLOWS.

IF STUDENTS CONSISTENTLY PARTICIPATE IN TARGETED MATH INTERVENTIONS, SUCH AS I-READY LESSONS AND MATH SUPPORT CLASSES, WHILE ALSO RECEIVING HIGH-QUALITY CORE INSTRUCTION, AND IF MATH TEACHERS PRIORITIZE STUDENT GROWTH AND ALGEBRAIC EXPRESSIONS, INCLUDING SYSTEMS OF EQUATIONS, THEN MORE STUDENTS WHO ARE BELOW GRADE LEVEL WILL ACHIEVE GRADE LEVEL PROFICIENCY.

    [00:20:01]

I WANT TO SPEAK TO SOME OF OUR STRATEGIES THAT WE'VE DONE AS A SCHOOL TOGETHER.

FOR THEIR TEAM'S STUDENT GROWTH GOAL, OUR MATH DEPARTMENT HAS CHOSEN TO FOCUS ON STUDENT GROWTH IN THE AREAS OF SYSTEMS OF EQUATIONS.

THAT AFFECTS STUDENTS IN MATH 7 CLASSES, PRE-ALGEBRA CLASSES, AND ALGEBRA CLASSES.

IF STUDENTS GROW IN MASTERING THIS SOMEWHAT ABSTRACT CONCEPT, WE BELIEVE THAT THEY WILL BE BETTER PREPARED FOR HIGH SCHOOL MATH.

WE FINISHED THE I-READY DIAGNOSTIC IN FEBRUARY, AND THAT GIVES US AN IMPORTANT WINDOW ON STUDENT PROGRESS FROM THE FALL.

THIS YEAR, MATH STUDENTS ARE DOING TWO I-READY LESSONS PER WEEK FOR INDIVIDUALIZED DIFFERENTIATED INSTRUCTION.

WE ALSO HAVE ONE MATH SUPPORT CLASS FOR THOSE STUDENTS WHO ARE NOT STUDENTS WITH SPECIAL NEEDS, BUT WHO ARE TWO OR MORE GRADE LEVELS BEHIND IN MATH.

WE'VE ALSO FOCUSED PARA-EDUCATOR SUPPORT ON MULTILINGUAL LEARNERS WHO HAVE BEEN STRUGGLING TO FIND SUCCESS.

AS FAR AS ASSESSMENTS GO, ALL MATH TEACHERS USE JOINTLY CONSTRUCTED FORMATIVE AND SUMMATIVE ASSESSMENTS.

THEY COLLABORATE REALLY WELL AS A TEAM.

THEY DO A GREAT JOB OF THAT AND SHARING COMMON LESSONS FOR A COMMON EXPERIENCE IN MATH CLASSES ACROSS THE SCHOOL.

WE ALSO HAVE A LARGE NUMBER OF HIGH SCHOOL MATH LEARNERS IN OUR BUILDING, AND OUR TEAM DOES A GREAT JOB OF COLLABORATING WITH HIGH SCHOOL MATH TEACHERS AT MOUNTLAKE TERRACE HIGH SCHOOL TO ALSO GET A COMMON EXPERIENCE IN MATH CLASSES.

    OTHER ASSESSMENTS THAT WE HAVE.

I MENTIONED THE I-READY MATH DIAGNOSTIC THAT OCCURS THREE TIMES A YEAR FOR ALL STUDENTS.

THE CLASSROOM ASSESSMENTS I SPOKE TO ALREADY AT END OF UNITS THAT'S ONGOING THROUGHOUT THE YEAR.

THE WIDA TEST, WHICH IS ACTUALLY HAPPENING RIGHT NOW FOR OUR MULTILINGUAL LEARNERS.

THAT HAPPENS AGAIN, NOW THROUGH THE NEXT COUPLE OF WEEKS AS WE SEE HOW STUDENTS PROGRESS IN SPEAKING, READING, WRITING, AND LISTENING IN ENGLISH PROFICIENCY, AND THAT HELPS US DETERMINE IF THEY DO NEED ADDITIONAL SUPPORT WITHIN ALL CLASSES, ESPECIALLY READING AND MATH.

THEN THE SBA FOR MATH OCCURS IN THE SPRING AGAIN FOR ALL STUDENTS.

HERE'S A HISTORICAL SNAPSHOT OF OUR SBA MATH PROGRESS ACROSS THE PAST THREE YEARS AT BRIER TERRACE MIDDLE SCHOOL.

JUST THREE SCHOOL YEARS AGO, THE STUDENTS AT GRADE LEVEL WAS ONLY 43%.

IT WENT UP TWO YEARS AGO TO 45%, AND IT WENT UP AGAIN LAST YEAR TO 52%.

THAT'S SOME GOOD GROWTH, BUT AGAIN, WE WANT TO CONTINUE THAT TRAJECTORY.

HERE'S SOME I-READY PROGRESS TO SHARE.

RED INDICATES THE SEVENTH-GRADE STUDENTS THIS YEAR.

YELLOW INDICATES THE EIGHTH-GRADE STUDENTS THIS YEAR, THAT'S OUR SCHOOL COLORS AS WELL.

RED AND YELLOW. WE THOUGHT WE'D HAD BLUE FOR PRIMARY, BUT I THINK WE'LL PROBABLY HOLD OFF, GET ALL THREE PRIMARY COLORS.

BUT WE'RE HAPPY TO SEE THAT SEVENTH-GRADE STUDENTS HAVE PROGRESSED UP TO 57% OF STUDENTS AT GRADE LEVEL PROFICIENCY AS INDICATED BY I-READY.

THAT DOESN'T ALWAYS TRANSLATE AUTOMATICALLY INTO SUCCESS IN THE SBA, BUT IT CERTAINLY DOES NOT HURT.

IT'S THE TARGETED LESSONS THAT REALLY GET TO THE SPECIFIC AREAS OF THEIR NEEDS, SPECIFICALLY IN NUMBERS AND OPERATIONS, ALGEBRA AND ALGEBRAIC EXPRESSIONS, MEASUREMENT, AND GEOMETRY.

THAT REALLY HELPS THE I-READY LESSONS.

ALL OF OUR MATH TEACHERS SHOW REALLY GOOD FIDELITY AT HAVING STUDENTS DO THOSE TWO LESSONS PER WEEK, MAYBE NOT ON THE WEEKS WHEN THEY HAVE TESTS, BUT CERTAINLY ON THE REST OF THE WEEKS, AND HELPING THEM SHOW GROWTH.

EIGHTH GRADERS HAVE GONE FROM 49% IN THE FALL TO 60% AT GRADE LEVEL FOR MATH.

THAT BEATS OUR GOAL I-READY OF 59% FOR BOTH GRADES.

WE JUST NEED TO GET SEVENTH GRADERS THERE AS WELL.

I'M PRETTY CONFIDENT WE'LL GET THERE IN THE SPRING WHEN WE DO THE THE THIRD DIAGNOSTIC.

THAT CONCLUDES MY PRESENTATION, AND IF YOU HAVE QUESTIONS, I'LL BE GLAD TO ADDRESS THEM. THANK YOU.

    >> THANK YOU SO MUCH. QUESTIONS OR COMMENTS?

    >> CAN YOU HEAR ME?

    >> YEAH.

    >> THANK YOU FOR THE HELPFUL INSIGHT.

I JUST HAVE A QUESTION OF CLARIFICATION.

YOU SAID IN 2023-2024, THE PERCENTAGE OF STUDENTS WHO MET GRADE LEVEL MATH IS 52%, AND THIS YEAR, YOU'RE HOPING TO INCREASE IT TO 62%.

IN THE THEORY OF ACTION PLAN, YOU MENTIONED I-READY LESSONS AS A PART OF IT.

I'M WONDERING IF THE TWO LESSONS PER WEEK IS SOMETHING THAT'S THE SAME AS LAST YEAR OR IF LAST YEAR, THE AMOUNT OF LESSONS WERE DIFFERENT.

    >> HAVING SPENT LAST YEAR AT MEADOWDALE MIDDLE SCHOOL, I KNOW IT'S PRETTY COMMON THAT WE ALL ARE DOING TWO LESSONS PER WEEK.

    [00:25:04]

THERE ARE DIMINISHING RETURNS OF STUDENTS SPEND TOO MUCH TIME ON I-READY IS MY UNDERSTANDING STUDENTS WERE YOU DOING TWO LESSONS LAST YEAR IN MATH AS WELL, EIGHTH GRADERS?

    >> FOR ALGEBRA.

    >> FOR ALGEBRA, YES, SO IT WAS TWO LESSONS PER WEEK LAST YEAR AS WELL.

    >> THANK YOU.

    >> I JUST WANTED TO MAKE THE COMMENT THAT WHEN I SEE THESE THE MATH SCORES, AND I THINK DISTRICT-WIDE, AND I SEE THIS IN OTHER DISTRICTS, TOO.

I'VE NEVER BEEN PARTICULARLY HAPPY WITH THE MATH AS AN AREA WHERE LAW STUDENTS LAG BEHIND.

I THINK YOUR BASELINE NUMBERS SHOW THAT THERE WAS SOME LAGGING THERE, BUT I'M ACTUALLY VERY IMPRESSED TO SEE THAT LEVEL OF GROWTH.

I KNOW THAT A LOT OF OTHER SCHOOLS HAVE COME BEFORE US, AND THERE'S BEEN SOME GROWTH, IT'S LIKE THAT'S VERY GOOD, BUT THIS MIGHT BE THE MOST IMPRESSIVE ONES THAT I'VE SEEN.

I JUST WANTED TO GIVE YOU KUDOS FOR THAT, BECAUSE WHATEVER YOU'RE DOING THERE DOES SEEM TO BE MAKING A REAL IMPACTFUL DIFFERENCE, AND I DON'T KNOW TO WHAT EXTENT THERE MIGHT BE THE ABILITY FOR COLLABORATION WITHIN THE DISTRICT, BUT I DEFINITELY THINK THAT WHATEVER YOU GUYS ARE DOING IS SOMETHING THAT WE NEED TO BE LOOKING AT BECAUSE IT DOES SEEM TO BE SHOWING SOME GROWTH.

THANK YOU FOR ALL THE WORK YOU DO.

    >> THANK YOU FOR THAT. I DO WANT TO ACKNOWLEDGE, MY PREDECESSOR, SCOTT MORRISON, THE PRIOR LEADER AT THE BUILDING.

HE DID SOME GREAT WORK IN GETTING STUDENTS TO SHOW THEIR TALENTS ON, NOT JUST I-READY BUT THE SBA, AND WE'RE HAPPY WITH THE GROWTH THAT WE'VE HAD THIS YEAR IN BOTH READING AND MATH.

    >> CAN I JUST FOLLOW UP ON SCARLETT'S QUESTION? SHE WAS ASKING WHETHER THE I-READY TWO LESSONS PER WEEK WAS SOMETHING DIFFERENT THIS YEAR.

WHAT ABOUT THE OTHER THREE STRATEGIES? MATH DEPARTMENT FOCUS ON SYSTEMS OF EQUATIONS, THE MATH SUPPORT CLASS, AND THE PARAEDUCATOR SUPPORT.

ARE THOSE NEW STRATEGIES OR THE SAME STRATEGIES CONTINUED?

    >> IT IS A NEW TEAM STUDENT GROWTH GOAL FOR THE MATH DEPARTMENT.

THAT IS A NEW GOAL TO FOCUS ON SYSTEMS OF EQUATIONS.

IT IS A NEW MATH SUPPORT CLASS THAT WAS THERE BEFORE, AND IT CONTINUES TO BE THERE.

WE ONLY HAVE ONE SECTION, AND IT'S CAPPED AT APPROXIMATELY 16 STUDENTS SO THAT THEY CAN GET SOME MORE INDIVIDUALIZED ATTENTION FROM THEIR TEACHER.

WE HAVE AN OUTSTANDING TEACHER, SHANNON RASMUSSEN, WHO DOES A FANTASTIC JOB OF MOVING KIDS AND GETTING KIDS WHERE THEY NEED TO GO AND HOPEFULLY GRADUATING THEM OUT OF MATH SUPPORT INTO JUST GENERAL EDUCATION MATH.

THE PARAEDUCATOR SUPPORT FOCUSING ON MULTILINGUAL LEARNERS THAT IS NEW THIS YEAR.

THAT'S SOMETHING WE DECIDED COLLABORATIVELY AS A TEAM WITH EDUCATORS TO WHERE TO DIRECT THAT STAFFING.

    >> DO YOU THINK THE I-READY ASSESSMENT THAT THE INCREASED UNDERSTANDING OF SYSTEMS OF EQUATIONS IS SOMETHING THAT'S PART OF WHAT IS BEING ASSESSED THAT THEY'RE NOW ABLE TO DO THAT THEY WEREN'T BEFORE?

    >> I HOPE SO. WITH THE NEW TWEAKS TO OUR STUDENT GROWTH GOAL, TEACHER EVALUATION SYSTEM, IT'S SOMETHING THAT THE DEPARTMENT CHOSE TO FOCUS ON AND THAT WE WORKED ON TOGETHER, AND DOVETAILS NICELY WITH OUR STUDENT IMPROVEMENT PLAN.

    THEN WE COLLABORATED ON THAT.

I THINK CERTAINLY WE'D LOVE TO SEE THAT SIMPLE SOLVING FOR EQUATIONS, Y = MX+B.

THAT PIECE IS SO FOUNDATIONAL TO HIGH SCHOOL MATH AND THAT HIGH SCHOOL MATH SUCCESS IS REALLY IMPORTANT.

AS WE KNOW, THE SBA ONLY TESTS UP THROUGH 10TH-GRADE MATH.

I THINK IT'S IMPORTANT TO GET SOME GREAT FOUNDATIONS FOR THOSE FIRST TWO YEARS OF HIGH SCHOOL MATH.

    >> GREAT. THERE'S SOME GREAT RESULTS SO FAR, AND I REALLY APPRECIATE YOUR WORK AND THE WORK OF YOUR STAFF TO GET KIDS MORE PROFICIENT IN MATH. THANK YOU.

    >> I WAS JUST GOING TO ASK YOU MENTIONED THAT YOU HAVE STUDENTS THAT ARE NOT NEURODIVERGENT, BUT THAT ARE TWO YEARS OR SO BEHIND IN MATH.

IF YOU COULD JUST RE-EXPLAIN HOW YOU GUYS GO ABOUT DEALING WITH THAT BECAUSE I WAS WONDERING, DO THOSE STUDENTS FEEL SLIGHTLY OSTRACIZED IF THEY ARE SPENDING SO MUCH MORE TIME ON MATH THAN THE STUDENTS THAT ARE AT GRADE LEVEL? IF YOU COULD JUST EXPLAIN.

    >> IT'S A COMMUNICATION PIECE THAT WE SHARE WITH STUDENTS AND PARENTS THAT YES, THEY'RE GIVING UP EITHER INTELECTIVE OR PE TO COME TO THIS MATH SUPPORT CLASS, BUT WE REALIZE WE RECOGNIZE THAT IT'S SO IMPORTANT TO GET TO CATCH UP, AND TO REALLY SHOW MORE SUCCESS ON AND GET THEM READY BECAUSE I THINK I'VE READ STUDIES THAT MATH IS THE NUMBER 1 BARRIER TO HIGH SCHOOL GRADUATION, AND I THINK IT'S IMPORTANT FOR STUDENTS TO REALLY BE PROFICIENT IN HIGH SCHOOL LEVEL MATH OR GET CLOSER TO GRADE LEVEL, AND EVEN IF THEY GET A LITTLE LESS BEHIND THAT

    [00:30:03]

MIGHT PROVIDE THEM WITH THE SUCCESS TO PASS ALGEBRA AS A FRESHMAN.

EVERY YEAR THEY TAKE IT. WE COMMUNICATE WELL WITH PARENTS AND STUDENTS SO THAT LET THEM KNOW HOW IMPORTANT IT IS, AND STUDENTS HAVE GOOD BUY-IN, AND WE HAVE A GREAT TEACHER AS WELL. THAT NEVER HURTS.

    >> THAT'S AWESOME. THANK YOU.

    >> MR. FREEMAN, THANK YOU SO MUCH.

THERE'S SO MUCH GOOD ABOUT WHAT YOU JUST WENT THROUGH ON YOUR SIP PRESENTATION.

ONE IS, THANK YOU FOR YOUR FOCUS ON MATH.

I KNOW ONE OF OUR COMMUNITY MEMBERS, WHO'S AT JUST ABOUT EVERY ONE OF OUR BOARD MEETINGS AT THE LAST BOARD MEETING SAID, OVER THE LAST HOWEVER MANY YEARS, HE HASN'T SEEN ONE SIP PRESENTATION ON MATH, AND I SAID HE WAS GOING TO BE VERY HAY TONIGHT, AND I KNOW HE IS.

I'M VERY HAPPY AS WELL BECAUSE YOU'RE RIGHT, MATH IS A MAJOR BARRIER TO HIGH SCHOOL GRADUATION.

WHEN WE'VE BEEN LOOKING AT THAT, AND WE'LL BE LOOKING AT IT TONIGHT.

AGAIN, ALGEBRA AND GEOMETRY CLASSES HAVE VERY HIGH NUMBERS OF FAILURES IN THEM.

HIGHER PERCENTAGES THAN WE SHOULD BE HAVING.

IN ADDITION, YOU WERE SO CLEAR IN YOUR PRESENTATION, AND YOUR THEORY OF ACTION IS CLEAR AND FOCUSED, YOUR STRATEGIES, WHAT YOU'RE DOING, WHERE YOU STARTED, WHERE YOU CAME FROM.

IT'S CLEAR THAT YOU HAVE A FULL TRAJECTORY FROM YOUR THEORY OF ACTION THROUGH YOUR STRATEGIES.

    YOU HAVE GREAT STAFF.

YOU HAVE GREAT KIDS WORKING ON THE BELONGING.

ANYWAY, THANK YOU FOR MAKING MY DAY AND GIVING US A REALLY GREAT PRESENTATION.

I WISH EVERYTHING LOOKED LIKE THAT.

THANK YOU SO MUCH FOR YOUR HARD WORK.

    >> THANK YOU. APPRECIATE THAT. THANKS, DIRECTOR, WILLIAMS.

    >> BEFORE YOU LEAVE TONIGHT, I WOULD JUST LIKE TO ALSO INTRODUCE YOUR PARTNER IN THIS WORK, RON STEELE WILLIAMS, WHO IS ALSO NEW TO THE BUILDING THIS YEAR AND THE ASSISTANT PRINCIPAL AT BRIER TERRACE MIDDLE SCHOOL.

THANKS FOR COMING TONIGHT, MR. STEELE WILLIAMS. THANK YOU VERY MUCH.

    >> THANK YOU ALL. [APPLAUSE]

    >> [APPLAUSE] NEXT IS THE SUPERINTENDENT'S REPORT.

    [8. SUPERINTENDENT REPORT-7:10 pm]

    >> I JUST WANTED TO SHARE A LITTLE BIT OF ADDITIONAL INFORMATION ABOUT AN ITEM THAT WILL BE COMING UP TONIGHT ON UNFINISHED BUSINESS WHICH IS 13.1 OUR SECOND READING TO RETRACT THE NEW VERSION OF POLICY 3205.

JUST TO A LITTLE BIT OF CLARIFICATION OF THIS, THERE'S BEEN SOME CONFLATION OF A RECENT DEAR COLLEAGUE LETTER THAT ALLEGEDLY ROLLED BACK SOME PROTECTIONS AND SOME ACTIVITIES IN SCHOOLS.

CHRIS RAY DALL, YOU MAY HAVE SEEN HIS REPORT, WHICH WAS VERY CLEAR ON NOT ROLLING THOSE BACK, AND WE'RE FOLLOWING THAT GUIDANCE.

BUT THIS IS UNRELATED TO THIS.

WE ADOPTED THIS POLICY IN AUGUST.

WE KNEW AS IT WAS PLAYING OUT IN THE COURTS FOR SOME MONTHS NOW THAT THERE WOULD LIKELY BE A CHANGE AND THEN WE WERE DIRECTED TO CHANGE THIS POLICY.

IT DOES MEAN THAT THIS POLICY HAS CHANGED BUT STUDENTS CONTINUE TO HAVE PROTECTION UNDER WASHINGTON STATE LAWS AGAINST DISCRIMINATION, STATE SPECIFIC STUDENT PROTECTION LAWS, THOSE INCLUDE RCW 28A 640 AND 28A 642 AS WELL AS SCHOOL DISTRICT POLICIES AND CODES OF CONDUCT.

WE'VE ADDED SOME OF THOSE TO THE BACKGROUND OF THIS POLICY THIS TIME TO HOPEFULLY LEND SOME CLARITY TO WHERE STUDENTS ARE STILL PROTECTED EVEN WITH THE GUIDANCE ON TITLE 9 CHANGING AS A RESULT OF SOME COURT ACTIONS.

BUT THIS PRECEDED THE DEAR COLLEAGUE LETTER, WHICH CAME OUT RELATIVELY RECENTLY.

ROB WILL BE AVAILABLE TO TAKE QUESTIONS AND ANSWER ANYTHING THAT THE BOARD MAY HAVE IN ADVANCE OF PASSING OR CONSIDERING THAT POLICY THIS EVENING.

    >> THANK YOU FOR THAT CLARIFICATION.

NEXT IS APPROVAL OF MINUTES FROM THREE OF

    [9. APPROVAL OF MINUTES-7:15 pm]

OUR MEETINGS AND I'M GOING TO DO THEM ALL THREE AT THE SAME TIME.

DO I HEAR A MOTION AND A SECOND TO APPROVE THE MINUTES FROM THE FEBRUARY 4TH, 2025 SPECIAL MEETING, WHERE WE LOOKED AT GRADING PRACTICES, THE FEBRUARY 11TH, 2025 SPECIAL MEETING, WHERE WE LOOKED CLOSELY AT THE BUDGET, AND THE MINUTES FROM THE FEBRUARY 11TH, REGULAR BUSINESS MEETING?

    >> SO I MOVED.

    >> SECOND.

    >> I'VE HEARD A MOTION TO APPROVE AND A SECOND.

IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A VOTE.

ALL OF THOSE IN FAVOR OF APPROVING THOSE THREE SETS OF MINUTES THAT I JUST MENTIONED, PLEASE INDICATE BY SAYING AYE.

    >> AYE.

    >> AYE. ALL THOSE OPPOSED NAY, AND NAY ABSTENTIONS.

THE MINUTES FROM THE FEBRUARY 4TH SPECIAL MEETING, THE FEBRUARY 11TH SPECIAL MEETING AND THE FEBRUARY 11TH REGULAR BUSINESS MEETING ARE APPROVED.

NEXT, WE HAVE OUR PUBLIC COMMENTS.

    [10. PUBLIC COMMENTS-7:20 pm]

THE GUIDELINES REGARDING PUBLIC COMMENTS ARE ON THE DISTRICT WEBSITE.

    [00:35:04]

THEY ARE ON EACH BOARD MEETING AGENDA AND THERE'S A COPY ON THE TABLE WHERE PEOPLE SIGN UP TO MAKE A COMMENT.

WE ASK THAT YOU LIMIT YOUR COMMENT TO THREE MINUTES AND A TIMER WILL BE RUNNING SO THAT YOU CAN MONITOR YOUR TIME.

PLEASE BE SURE TO TELL US YOUR NAME, YOUR CITY OF RESIDENCE, YOUR RELATIONSHIP TO THE DISTRICT, AND THE AGENDA ITEM OR SCHOOL DISTRICT TOPIC THAT YOU'RE ADDRESSING TONIGHT, AND THE PUBLIC COMMENTS WERE MADE FROM PODIUM FACING US AND THE FIRST PUBLIC COMMENT TONIGHT IS FROM JASON MOORE.

    >> HELLO. JASON MOORE, LYNNWOOD.

I'M SURE EVERYBODY HAS HEARD BY NOW ELON MUSK IS ASSISTING THE PRESIDENT WITH THE DOGE INVESTIGATIONS AND I'M HAPPY TO REPORT THAT SOME LOCAL RESIDENTS HAVE DECIDED TO TAKE IT UPON THEMSELVES TO DO THEIR OWN WASHINGTON DOGE.

SOME CITIZEN RESEARCHERS HAVE BEEN REPORTED TO DISCOVER BY ARI HOFFMAN THAT $8.6 MILLION OF TAXPAYER MONEY FROM WASHINGTON STATE WAS GIVEN TO THE WEA, WASHINGTON EDUCATION ASSOCIATION TEACHERS UNION PAC.

I'M NOT SURE IF IT WAS THE PAC EXACTLY, BUT IT WAS THE WEA.

THIS MONEY SAW TO HELP GET DEMOCRATS ELECTED AND TO PUSH LEFTIST POLICIES ON SOME BILLS.

THAT MONEY DOES NOT GO INTO THE CLASSROOMS FOR THE STUDENTS.

THAT MONEY IS USED FOR POLITICAL CAUSES, IT COMES FROM THE POLITICAL ACTION COMMITTEE.

WHY ARE POLITICIANS GIVING TAX MONEY TO TEACHERS UNIONS WITH PACS, POLITICAL ACTION COMMITTEES? I'D LIKE TO DO A LITTLE INTERACTIVE PART HERE.

IF THE BOARD MEMBERS COULD PLEASE FOLLOW WITH ME AND WITH A SHOW OF HANDS, WHICH ONE OF YOU BOARD MEMBERS HERE HAS ACCEPTED MONEY FROM THE WEA, THE EEA OR AFFILIATED PACS? NONE?

    >> BOARD MEMBERS DON'T RESPOND TO QUESTIONS DURING THESE SESSIONS.

    >> WELL, LET ME HELP THEN BECAUSE PRESIDENT NANCY KATIMS IN 2019, YOU ACCEPTED $2,000 FROM THE WEA-PAC AND $1,469.44 FROM THE WA DEMOCRATS.

VICE PRESIDENT CHASE, YOU HAVE ACCEPTED $950 IN 2015 FROM THE WEA, AND IN 2019, $1,000 FROM THE WEA-PAC, AND RECENTLY IN 2023, $1,200 FROM THE WEA-PAC.

BOTH OF YOUR LARGEST CONTRIBUTIONS HAVE BEEN FROM UNIONS AND PACS.

DON'T YOU THINK THIS IS A CONFLICT OF INTEREST TO DO A NON BIASED JOB ON THIS BOARD? THANK YOU.

    >> NEXT UP IS STEVE KEELER.

    >> THANK YOU. GOOD EVENING.

    MY NAME IS STEVEN KEELER.

A RESIDENT OF EDMONDS TAXPAYER WITH NO STUDENTS IN SCHOOLS.

I SPEAK TONIGHT ON SCHOOL RESOURCE OFFICERS AND I'D LIKE TO READ ONE SENTENCE FROM THE PUBLICATION, MY EDMONDS NEWS.

THE ARTICLE IS TITLED THE EDMONDS POLICE BLOTTER.

ON FEBRUARY 7TH, THERE'S AN ENTRY ON THE 7600 BLOCK OF 212TH STREET SOUTHWEST.

POLICE RESPONDED TO A PHYSICAL ALTERCATION THAT OCCURRED IN LYNNWOOD WITH

    [00:40:04]

    STUDENTS FROM EDMONDS-WOODWAY HIGH SCHOOL.

I READ THIS TO YOU NOW SIMPLY BECAUSE SUPERINTENDENT MINER, DURING YOUR TENURE, I HAVE NOT MADE THIS REQUEST, BUT I WILL MAKE IT TONIGHT.

I WISH YOU WOULD MAKE IT A BUDGET PRIORITY TO GET UNIFORMED POLICE OFFICERS BACK INTO EDMONDS DISTRICT, HIGH SCHOOLS, AND MIDDLE SCHOOLS.

I UNDERSTAND YOU HAVE MANY BUDGETARY CHALLENGES, BUT I CAN ONLY SIMPLY ASK TO ELEVATE THIS AS A PRIORITY.

    THANK YOU. [APPLAUSE]

    >> [NOISE] EXCUSE ME. NEXT UP IS DERICA ESCAMILLA. DID I SAY THAT RIGHT?

    >> YES.

    HELLO. GOOD EVENING.

I'M JUST HERE TO ACTUALLY THANK YOU GUYS.

IS IT NOT ON? HOW DOES IT TURN? IT'S LIKE OURS.

YOU HAVE TO KISS IT TO BE HEARD.

I'M JUST HERE TO GIVE YOU GUYS AN UPDATE AND REALLY JUST APPRECIATE YOU GUYS.

I SENT A CALL A TASK FOR VOLUNTEERS, AND SUPERINTENDENT MINER RESPONDED RIGHT AWAY ALONG WITH A COUPLE OF OTHERS.

WE HAD OUR FIRST YOUTH ADVISORY TASK GROUP MEETING LAST WEEK AND SCHOOL BOARD MEMBER, MR. GERARD WAS PRESENT, AS WELL AS YOUR FAMILY RESOURCE ADVOCATE SALLY GUZMAN AND MANY OTHER STAKEHOLDERS.

WE ENDED UP HAVING 12 AND SO REALLY I JUST WANTED TO THANK YOU GUYS FOR ANSWERING THE CALL AND JUST COMING HERE WITH EXCITEMENT AND STARTING THIS CONVERSATION.

I KNOW THAT YOU HAVE ALSO RECENTLY MET WITH THE MAYOR AND I FEEL LIKE THIS IS VERY IMPORTANT TO BOTH ENTITIES AND I'M JUST SO EXCITED THAT WE ARE GOING TO BE HOPEFULLY WORKING TOGETHER TO ALIGN BOTH YOUTHS IN THE SCHOOL BOARD AND THE CITY AND JUST HAVE A BETTER UNDERSTANDING FOR OUR COMMUNITY.

I JUST HEARD ABOUT SOMETHING ELSE TODAY THAT I WASN'T AWARE OF.

IF THERE WAS EVER A TIME TO SUPPLEMENT THE GREAT THING THAT YOU GUYS HAVE GOING ON HERE WITH THESE KIDS, WHICH INSPIRE ME EVERY SINGLE TIME I COME HERE, AND THEN LISTENING TO THE PRESENTATIONS FROM THE MIDDLE SCHOOLS.

    THESE ARE THE LEADERS.

    THESE ARE THE FUTURE.

    THIS IS WHAT WE WANT.

THIS IS WHAT WE WANT TO HEAR FROM.

AGAIN, THANK YOU GUYS SO MUCH FOR ANSWERING THE CALL AND I LOOK FORWARD TO WORKING WITH YOU GUYS IN THE FUTURE. THANK YOU.

    >> THANK YOU. NEXT IS BOB DANSON.

    >> IS THAT WORKING? THERE WE GO. HOW'S THAT? GOOD EVENING, PRESIDENT KATIMS, VICE PRESIDENT CHASE, AND MEMBERS OF THE SCHOOL BOARD.

    MY NAME IS BOB DANSON.

I'M THE GENERAL MANAGER OF OLYMPIC VIEW WATER AND SEWER DISTRICT.

I'M HERE TONIGHT TO ENSURE THAT YOU'RE FULLY AWARE OF AN ONGOING PFAS CONTAMINATION CONCERN AT THE MADRONA K-8, AND ASK THAT YOU SUPPORT IN FINDING A SOLUTION AS SOON AS POSSIBLE.

PFAS CONTAMINATED STORM WATER CONTINUES TO DRAIN INTO THE UIC WELLS AT MADRONA.

INFILTRATING INTO THE AQUIFER BEARING SOILS THAT PROVIDE DRINKING WATER TO THE SCHOOL AND SURROUNDING COMMUNITY.

PFAS CHEMICALS ARE PERSISTENT IN THE ENVIRONMENT AND HAVE BEEN LINKED TO SERIOUS HEALTH CONCERNS, INCLUDING DEVELOPMENTAL EFFECTS ON CHILDREN, IMMUNE SYSTEM IMPACTS, AND INCREASED RISK OF CERTAIN CANCERS.

THE LONGER THIS ISSUE REMAINS UNADDRESSED THE GREATER THE RISK TO THE COMMUNITY'S HEALTH AND DRINKING WATER SUPPLY.

OLYMPIC VIEW'S REQUESTS TO ACCESS THE PROPERTY FOR ADDITIONAL GROUNDWATER AND STORM WATER TESTING HAVE BEEN DENIED BY YOUR STAFF, AND HAS OUR REQUEST TO PARTICIPATE IN THE SCHOOL DISTRICTS TESTING, ONCE AGAIN, BEEN DENIED.

OLYMPIC VIEW HAS ALSO PROVIDED SCHOOL DISTRICT STAFF WITH PRELIMINARY ENGINEERING FOR TWO DRAINAGE ALTERNATIVES THAT COULD IMMEDIATELY ELIMINATE THE RISK TO THE WATER SUPPLY BUT NEITHER HAS BEEN IMPLEMENTED.

ADDITIONALLY, WHILE DISCUSSIONS HAVE BEEN TAKING PLACE BETWEEN THE SCHOOL DISTRICT AND THE DEPARTMENT OF ECOLOGY, OLYMPIC VIEW HAS NOT BEEN INCLUDED IN THESE CONVERSATIONS.

WE STRONGLY BELIEVE THAT BRINGING ALL STAKEHOLDERS TO THE TABLE WHICH WOULD BE ECOLOGY, THE DEPARTMENT OF HEALTH, THE SCHOOL DISTRICT, AND OLYMPIC VIEW IS THE BEST WAY TO FIND AN EFFECTIVE SOLUTION AND TO FIND IT QUICKLY.

WE ASK THE SCHOOL BOARD TO STAY ENGAGED IN THIS ISSUE, AND WE ENCOURAGE SCHOOL DISTRICT STAFF TO WORK COLLABORATIVELY WITH US TO QUICKLY

    [00:45:04]

FIND SOLUTIONS THAT ELIMINATE THE RISK OF WATER SUPPLY CONTAMINATION.

IF THE WATER AQUIFER IS COMPROMISED, IT WOULD CAUSE SIGNIFICANT IMPACTS FOR BOTH THE SCHOOL DISTRICT AND THE COMMUNITY, SO INCLUDING POTENTIAL LEGAL AND FINANCIAL LIABILITIES.

IT'S IN ALL OF OUR BEST INTERESTS TO TAKE PROACTIVE STEPS NOW.

OLYMPIC VIEW IS COMMITTED TO BEING A RESOURCE AND WORKING TOGETHER ON A SOLUTION THAT PROTECTS US DRINKING WATER SOURCE FOR THE LONG TERM, AND WE LOOK FORWARD TO CONTINUED DISCUSSIONS AND ACTION ON THIS CRITICAL ISSUE, SO THANK YOU FOR HEARING ME TONIGHT.

    >> NEXT IS TERESA BURNS.

    >> HELLO, LET ME SEE IF I CAN PULL THIS UP.

I'M NOT GOING TO READ THE WHOLE SPEECH BECAUSE I WROTE IT OUT, LIKE YOU SAID, YOU GUYS CAN READ IT.

TONIGHT I WANT TO TALK FROM THE HEART.

I JUST HAVE A FEW THINGS THAT I WANTED TO ADD.

I'M HERE ABOUT THE SROS AND THEY WERE TAKEN OUT IN 2020. IS THIS WORKING? GOOD. I HAVE TALKED TO TWO OFFICERS, A COMMANDER, AND A SERGEANT ABOUT THE SROS AND IF THEY CAN MAKE A DIFFERENCE, AND WAS TOLD EVERETT SCHOOL HAS IMPLEMENTED SROS AND THEY ARE SEEING AMAZING RESULTS AND POSITIVE CHANGES.

NOW I'M GOING TO PUT MY PAPER DOWN.

TIMES HAVE CHANGED, AND AS YOU CAN SEE, I'M WEARING MY WOODWAY WARRIOR SHIRT AND I WANT TO THANK HIM AND WHAT HE'S DOING AT THAT SCHOOL.

I'VE ALWAYS FELT THAT THE BRIER MIDDLE SCHOOL HAS BEEN AN AMAZING SCHOOL AND A GREAT COMMUNITY OF TEACHERS WORKING THERE.

I DID VOLUNTEER WORK THERE YEARS AGO AND THOUGHT IT WAS A VERY SPECIAL PLACE.

WHAT THEY'RE DOING WITH THEIR WEB PROGRAM, I WOULD LOVE TO SEE THAT IN ALL THE MIDDLE SCHOOLS AND EVEN THE HIGH SCHOOLS.

THE REAL REASON WHY I'M HAVING THIS STAND AND I'M GOING TO TRY TO STAY STRONG.

IT'S LIKE WHEN I PICKED UP MY CHILD FROM EDMONDS-WOODWAY, WHEN I'M DRIVING HOME, SOME KIDS AT THE BUS, NOT THE SCHOOL BUS, BUT THE LOCAL BUS AND I'M LIKE, THOSE ARE GANG MEMBERS, AREN'T THEY? I CONFIRM.

IT BREAKS MY HEART BECAUSE WHEN I SEE THESE BOYS, I SEE SONS, I SEE GRANDCHILDREN.

I SEE BOYS THAT FELL THROUGH THE CRACKS, EVEN AS LOW AS MIDDLE SCHOOL WHEN THEY DON'T FEEL LIKE YOU HAVE A PLACE TO BELONG.

THE ONES THAT USUALLY MAKE IT ARE THE ONES THAT JOIN CLUBS, THE ONES THAT ARE IN SPORTS, THOSE KIDS SEEM TO MAKE IT.

WHEN I WAS LISTENING TO THAT WEB PROGRAM, I WAS JUST LIKE, ALL WELD UP, SO I RAISED MY HAND.

OH, MY GOSH, CAN WE DO THIS MORE? HOW CAN WE SPREAD THIS? HOW CAN WE LEAVE THIS AS YOU'VE SEEN IN MY LAST THING, NO KIDS LEFT BEHIND, AND THE KIDS THAT ARE TARGETED ARE THE KIDS THAT ARE LOST, THE KIDS THAT DON'T FEEL BELONG.

THAT'S ONE OF THE REASONS AND THE RESEARCH THAT GOES BACK TO EVEN HAVING SROS IN SCHOOLS AND MAKING THE KIDS FEEL LIKE THEY HAVE A MENTOR THEY CAN TALK TO.

I BELIEVE IT'S NOT THE ONLY SOLUTION.

I BELIEVE IT IS ONE SOLUTION, TIMES HAVE CHANGED.

IF YOU LOOK AT THE END OF MY SPEECH, I'M GOING TO WATCH MY MINUTES TODAY.

I HAVE GONE THROUGH AND TAKEN OUT A LIST OF ALL THE VIOLENCE AND GUNS WITH TEENAGERS IN TODAY THAT WERE NOT THERE BEFORE AND IT'S SCARY, AND WE'RE NOT HEARING EVERYTHING THAT HAPPENS IN SCHOOL.

LITERALLY I DON'T KNOW HOW MANY OF YOU KNOW THAT THERE WAS A LOCKDOWN AT WESTGATE ELEMENTARY YESTERDAY BECAUSE ONE KID THREATENED ANOTHER KID.

IT WAS A PICTURE OF A GUN, BUT THE POLICE WERE THERE, WE DON'T GET TO HEAR ABOUT EVERYTHING THAT'S GOING ON IN THE SCHOOL DISTRICTS, LIKE PARENTS.

ALL THE PARENTS DON'T KNOW WHAT HAPPENS FROM ONE SCHOOL TO THE OTHER.

I JUST HAPPENED TO HAVE A GRANDDAUGHTER THAT GOES THERE SO I KNEW ABOUT IT AND THEN COULD FIND OUT.

    BUT NOT EVERYTHING'S TOLD.

THE OTHER THING I'M GOING TO MENTION, THERE'S GANG GRAFFITI IN THE BATHROOMS AT SCHOOL.

YOU USED TO WORK AT MEADOWDALE. YOU KNOW WHAT IT'S LIKE.

I GOT TO GO. [NOISE] [APPLAUSE] NEXT UP IS CHERYL PASSAGE.

GOOD EVENING, SCHOOL BOARD MEMBERS AND DISTRICT SUPERINTENDENT, AND OUR ESTEEMED STUDENT ADVISORS.

THANKS YOU GUYS FOR BEING HERE TONIGHT.

MY NAME IS CHERYL, AND I'M JUST HERE TO REPORT PROUDLY THAT THREE OF YOUR PAY EDUCATORS SPENT THE LONG WEEKEND IN TACOMA WITH THE PUBLIC SCHOOL EMPLOYEES OF WASHINGTON AND HUNDREDS OF OTHER EDUCATION SUPPORT PROFESSIONALS FROM ACROSS THE STATE.

THEY WERE PAIR EDUCATORS AND BUS DRIVERS AND NURSES AND OFFICE PERSONNEL, CUSTODIANS, AND ALL OF THE EDUCATION SUPPORT STAFF.

THEN THAT WAS FRIDAY, SATURDAY, SUNDAY, AND THEN ON MONDAY, WE HOPPED ON TO FOUR SCHOOL BUSES AND WENT DOWN TO OLYMPIA AND SPOKE WITH

    [00:50:05]

OUR STATE LEGISLATORS ABOUT ARTICLE 9 SECTION 1 OF THE WASHINGTON STATE CONSTITUTION.

WE REMINDED THEM THAT IT IS THE PARAMOUNT DUTY TO FULLY FUND EDUCATION.

IF THERE'S ANYBODY WATCHING, WHERE'S THE MAGIC CAMERA, PLEASE CALL YOUR STATE SENATORS AND YOUR STATE REPRESENTATIVES THIS WEEK BECAUSE BILLS ARE EITHER PASSING THROUGH COMMITTEE OR THEY'RE DYING IN COMMITTEE I'M PLEASED THAT THIS MORNING HOUSE BILL 1356 PASSED THROUGH THE HOUSE FINANCE COMMITTEE AND IT ADDRESSES THE STATE PROTOTYPICAL SCHOOLS FUNDING MODEL.

MY TIME. I WAS NOT GOING TO SPEAK TO THIS, BUT SINCE I'M HERE, I JUST WANT TO SAY THAT AS SOMEBODY WHO'S IN THE SCHOOLS, WHAT IS NEEDED IS NOT UNIFORMED OFFICERS.

    WE DON'T NEED POLICE OFFICERS.

    WE NEED STUDENT INTERVENTION COORDINATORS.

I LOOK FORWARD TO APRIL WHEN THE STATE LEGISLATURE IS DONE WITH ITS BIENNIAL FISCAL SESSION, AND WE HEAR THAT THE STATE IS GOING TO FULLY FUND PUBLIC EDUCATION AND YOU'RE GOING TO HAVE A BUDGET TO BRING BACK SOME STUDENT INTERVENTION COORDINATORS.

    THANK YOU.

THANK YOU. NEXT, WE HAVE LEILA NORAKO.

GETTING MY PAPERS TOGETHER. MY NAME IS LEILA NORAKO., PROFESSOR AT UNIVERSITY OF WASHINGTON, SEATTLE.

I HAVE TWO SCHOOL AGE CHILDREN, TEN AND SIX, AND I'M A CITIZEN OF EDMONDS, AND I TEACH A GOOD NUMBER OF THE WONDERFUL STUDENTS THAT COME THROUGH THE SCHOOL DISTRICT.

SOME OF THE MOST BRILLIANT STUDENTS THAT I'VE HAD HAVE COME FROM EDMONDS AND FROM ALL OVER THE STATE.

I AM HERE TO ADDRESS AGENDA ITEM 13.1.

I WAS ALARMED TO HEAR THE BOARD'S DECISION OR PROPOSAL TO ERASE THE SEXUAL HARASSMENT POLICIES PUT INTO PLACE, RECENTLY THAT PROTECT LGBTQIA+ STUDENTS.

ACCORDING TO THE 2021 NATIONAL SCHOOL CLIMATE SURVEY, 76% OF LGBTQ STUDENTS EXPERIENCE VERBAL HARASSMENT, 31 PHYSICAL HARASSMENT, 13 PHYSICAL ASSAULT, 54 SEXUAL HARASSMENT, AND 30-37 OF STUDENTS WERE HARASSED ONLINE BASED SOLELY ON THEIR SEXUAL ORIENTATION, GENDER OR GENDER EXPRESSION.

IN WALKING BACK THESE HARASSMENT POLICIES, EVEN AS WE DO HAVE STATE LAWS IN PLACE, THE BOARD IS PERFORMING THE ANTICIPATORY OBEDIENCE THAT TOM SNYDER, AN EXPERT IN THE RISE OF AUTHORITARIAN REGIMES CAUTIONS AGAINST.

YOU SAY IN YOUR UPDATED JUSTIFICATION THAT YOU MUST MAKE THIS CHANGE, BUT THAT ISN'T TRUE, AT LEAST FROM MY VANTAGE POINT.

IN THE VERY NEXT SENTENCE OF THAT EXPLANATION, YOU SAY THAT YOU'VE MERELY BEEN ADVISED TO DO SO BY THE WSSDA, AND YOU FEEL YOU MUST COMPLY BECAUSE OF THE RECEIPT OF THIS RECENT DEAR COLLEAGUE LETTER.

THAT LETTER ISN'T LAW, THOUGH, AS FAR AS I KNOW, AND IN TREATING IT AS SUCH AND IN COMPLYING PREEMPTIVELY TO A DIRECTIVE FROM A DEPARTMENT THAT IS SOON TO BE RUN BY A FORMER PRO-WRESTLING EXEC WITH NO ADMINISTRATION EXPERTISE IN EDUCATION, AND WHO HAS RECENTLY GONE ON THE RECORD SAYING THAT SHE WHOLEHEARTEDLY AGREES WITH TRUMP'S PLANS TO DISMANTLE THE DOE.

THAT'S SENDING A VERY MIXED MESSAGE, I FEEL THAT'S IN DIRECT CONTRAST TO THE PURPORTED PROTECTIONS THAT QUEER STUDENTS HAVE IN THE STATE.

I WOULD ASK THE BOARD TO CONSIDER THE IMPLICATIONS AND THE IMPACT OF ITS ANTICIPATORY OBEDIENCE AS A RESULT.

WE ARE IN A STATE WITH, AS FAR AS I CAN DISCERN PLENTY OF GUARDRAILS IN PLACE TO DEFEND NON COMPLIANCE WITH THIS DIRECTIVE.

AS THE STUDENTS DEMONSTRATED IN THEIR WONDERFUL PRESENTATION EARLIER, THIS IS A SCHOOL DISTRICT THAT WANTS TO SUPPORT AND FOSTER A SENSE OF BELONGING SO THAT STUDENTS DON'T GET LEFT BEHIND, ESPECIALLY THE MOST MARGINALIZED AMONG OUR CONSTITUENTS.

I KNOW THE INTENTIONS ARE THERE, BUT IT'S HARD TO TRUST IN THAT IF WE'RE ALSO SIMULTANEOUSLY WITNESSING THE STRIPPING AWAY OF PROTECTIONS FROM MARGINALIZED STUDENTS.

I WOULD JUST URGE THE BOARD TO FOLLOW THE MODEL OF GOVERNOR JANET MILLS, WHO IN CONTRAST TO COMPLYING IN ADVANCE, OFFERED A MODEL OF HOW TO DO THE DIRECT OPPOSITE AND CALL THEIR BLUFF, BECAUSE THAT'S WHAT WE SHOULD DO IN THE FACE OF BULLIES. THANK YOU FOR YOUR TIME.

THANK YOU. NEXT. WE HAVE OUR CONSENT AGENDA.

    [11. CONSENT AGENDA-7:50 pm]

    [00:55:05]

THIS IS THE GROUP OF REGULAR ROUTINE ITEMS THAT WE USUALLY VOTE ON TOGETHER AT ONCE, BUT WE CAN DISCUSS SEPARATELY OR TOGETHER AS WE LIKE.

THERE ARE 11 ITEMS ON TONIGHT'S CONSENT AGENDA.

THREE HAVE TO DO WITH PERSONNEL AND STAFFING.

ONE HAS TO DO WITH PURCHASING WIPE BOARDS.

ONE HAS TO DO WITH THE MONTHLY BILLS AND VOUCHERS THAT WE SEE REGULARLY, AND SIX ARE FIELD TRIPS.

DO I HEAR A MOTION TO APPROVE IN A SECOND FOR TONIGHT'S CONSENT AGENDA AS PRESENTED? I LOOK TO APPROVE.

    I LOOK TO APPROVE.

DOES THAT COUNT AS A SECOND.

    SECOND.

GOT IT. THANKS. I'VE HEARD A MOTION TO APPROVE AND A SECOND.

IS THERE ANY DISCUSSION? I WOULD JUST LIKE TO THANK OUR VOTERS FOR HAVING APPROVED OUR 2024 LEVY, SINCE THAT IS WHAT'S FUNDING OUR INTERACTIVE WHITEBOARDS, WHICH CAN BE SUCH A REALLY POWERFUL SOURCE OF INSTRUCTIONAL TECHNIQUES TO HELP OUR KIDS.

AGAIN, THAT'S ANOTHER GREAT USE OF THE LEVY THAT OUR COMMUNITY APPROVED. ANY OTHER COMMENTS? JUST CONGRATULATE THE GROUPS THAT ARE TAKING A FIELD TRIP BECAUSE THEY'RE COMPETING AT A STATE LEVEL.

GOOD POINT. HEARING NO MORE DISCUSSION.

    I'LL CALL FOR A VOTE.

ALL THOSE IN FAVOR OF APPROVING TONIGHT'S CONSENT AGENDA AS PRESENTED, PLEASE INDICATE BY SAYING AYE.

    AYE.

    ALL THOSE OPPOSED NAY.

ANY ABSTENTIONS AND THE CONSENT AGENDA IS APPROVED AS PRESENTED.

WE HAVE TWO REPORTS THIS EVENING.

    [12. REPORTS-7:55 pm]

THE FIRST IS THE DECEMBER BUDGET STATUS REPORT.

WELCOMING LYDIA SULLI, EXECUTIVE DIRECTOR OF BUSINESS AND FINANCE FORWARD FOR THIS REPORT.

GOOD EVENING. WE'RE REPORTING ON DECEMBER.

IF YOU LOOK AT DECEMBER 2023, YOU'LL THINK, GOSH, WE ARE CONSIDERABLY AHEAD OF WHERE WE WERE AT A YEAR AGO.

DECEMBER 2023 FUND BALANCE WAS ARTIFICIALLY LOW BECAUSE OF SR CLAIMING.

BUT IF I TURN BACK TO DECEMBER 2022, IT'S NOT LISTED ON THIS SLIDE, BUT IT WAS 23 MILLION, SO 24 25 IS TRENDING WELL, BUT VERY COMPARABLE TO TWO YEARS PRIOR.

THEN GET TO TALK A LITTLE BIT ABOUT MATH.

WE'VE GOT THE DEBT SERVICE FUND.

WE MADE OUR SEMI-ANNUAL PRINCIPAL AND INTEREST PAYMENTS.

BUT YOU MAY ASK, GOSH, WE'VE ALREADY EXPENDED 67% OF OUR BUDGET. ARE WE IN TROUBLE? WE PAY PRINCIPAL AND INTEREST IN DECEMBER AND JUST INTEREST IN JUNE EVERY YEAR.

OUR BUDGET IS GOOD FOR THE PAYMENTS THAT NEED TO BE MADE.

THIS SLIDE CAN BE A LITTLE TRICKY BECAUSE IT LOOKS AT PRIOR YEAR TO DATE, COMPARED TO PRIOR YEAR'S TOTAL ACTUAL AND THIS YEAR TO DATE AGAINST THE BUDGET.

WITHIN SUPPLIES AND MATERIALS, WE HAVE A CONTINGENCY FOR ANY NEW REVENUES.

IF WE DO RECEIVE THOSE REVENUES, WE WOULD INCREASE THE SUPPLY BUDGET, BUT AT THIS POINT, WE DON'T ANTICIPATE SPENDING ALL OF IT.

THAT'S WHY IT'LL LOOK A LITTLE BIT ODD COMPARED TO THE PRIOR YEAR.

BUT IF WE GO TO THE NEXT SLIDE, IT SHOWS ACTUAL TO ACTUAL.

YOU CAN SEE THAT IT'S JUST A TICKUP FROM WHERE IT WAS A YEAR AGO.

THAT'S JUST ANOTHER WAY FOR ME TO TRACK HOW EXPENDITURES ARE LOOKING COMPARED TO LAST YEAR AND COMPARED TO EXPECTATIONS.

WHEN I LOOKED AT THIS MONTH COMPARED TO NOVEMBER, IT WAS ALMOST IDENTICAL.

I HAD NO CONCERNS THERE AS ANOTHER MONTH HAS GONE BY, BUT OTHER THAN THAT, THE PERCENTAGES ARE COMING IN WHERE YOU WOULD THINK THEY WOULD BE.

WE HAVE A SLIGHT INCREASE IN SPECIAL EDUCATION FUNDING BECAUSE OUR ENROLLMENT IS SLIGHTLY ABOVE WHERE WE BUDGETED SPECIAL EDUCATION ENROLLMENT, BUT IT IS STILL WITHIN THE STATE CAP THAT'S IMPOSED.

NOT ON THIS SLIDE, BUT I ALSO WANTED TO NOTE THAT ON MONDAY, WE RECEIVED EARLY INDICATION ON FEBRUARY APPORTIONMENT, AND I'M HAPPY TO SAY THAT OUR TRANSPORTATION ALLOCATION,

    [01:00:02]

WHICH AGAIN, ISN'T KNOWN UNTIL FEBRUARY APPORTIONMENT IS ABOVE WHERE WE PROJECTED.

I CAN BREATHE A LITTLE BIT EASIER WITHIN TRANSPORTATION THAT THE FUNDS HAVE COME THROUGH STRONGER, WHICH IS REALLY GOOD NEWS.

THEN FINALLY, ENROLLMENT, THERE IS A DECREASE OF 53 FULL TIME EQUIVALENT STUDENTS FROM NOVEMBER.

BUT IF I'M LOOKING AHEAD, I'M SEEING A LITTLE BIT OF AN INCREASE, PARTICULARLY IN THOSE YOUNGER GRADES, SO I THINK IT'S PROBABLY SETTLING OUT, AGAIN, STILL CLOSE TO THE BUDGET.

    THAT'S IT FOR DECEMBER.

ANY QUESTIONS OR COMMENTS? ANOTHER GREAT JOB, LYDIA.

THANK YOU FOR KEEPING US SOLVENT AND KNOWLEDGEABLE.

OUR NEXT PRESENTATION THIS EVENING IS ON GRADUATION RATES.

WELCOMING FORWARD, DR. GREG SCHWAB ASSISTANT SUPERINTENDENT.

GOOD EVENING, BOARD. I'M HERE TONIGHT TO SHARE AN UPDATE WITH YOU ON THE GRADUATION REPORT FOR THE CLASS OF 2024.

TONIGHT, WE'RE GOING TO TAKE A LOOK AT OUR OVERALL 2024 GRADUATION RATE TRENDS.

WE'LL ALSO TAKE A LOOK AT OUR EXTENDED GRADUATION RATES.

WE'LL LOOK AT COMPARISON TO OTHER DISTRICTS IN OUR AREA.

WE'LL ALSO TAKE A LOOK AT GRADUATION RATES BY DEMOGRAPHIC GROUPS AND THEN GRADUATION RATES BY EACH SCHOOL.

THEN FINALLY, WE'LL TALK ABOUT SOME OF THE THINGS IN EDMONDS THAT WE'RE DOING TO FOCUS ON CONTINUING TO INCREASE OUR ON TIME GRADUATION RATES FOR OUR STUDENTS.

FIRST OFF, IS JUST OUR TREND WHICH SHOWS THAT THE FOUR YEAR GRADUATION RATE FOR EDMONDS IN 2024 IS 85%, WHICH IS A 2% INCREASE FROM THE PREVIOUS THREE COHORTS.

ALSO, OF NOTE, OUR DROPOUT RATE DECREASED FROM 11% IN 2023 TO 9% IN 2024.

WE HAVE STUDENTS THAT ARE CONTINUING ON BEYOND FOUR YEARS, AND THAT WE CALL THOSE STUDENTS OUR PERSISTERS AND THAT GROUP OF STUDENTS HAS REMAINED STABLE AT ABOUT 7% OF OUR STUDENTS CONTINUING ON TO 5, 06, AND 7 YEAR GRADUATION RATES.

WE ALSO PAY ATTENTION TO THE 5, 6 AND 7 YEAR GRADUATION RATES.

WE BELIEVE THIS IS AN IMPORTANT DATA POINT.

IT'S SOMETHING THE STATE KEEPS TRACK OF AS WELL.

BECAUSE WE KNOW THAT FOR SOME STUDENTS, THE PATH TO GRADUATION DOES NOT LOOK LINEAR AND SO THERE ARE STUDENTS THAT PERSIST BEYOND FOUR YEARS.

AND YOU CAN SEE THAT OUR FIVE YEAR GRADUATION RATE GOES UP 85-87%.

OUR SIX YEAR GRADUATION RATE GOES UP TO 88%, AND FINALLY, OUR SEVEN YEAR GRADUATION RATE GOES UP TO 90%.

AGAIN, THAT MEANS THAT STUDENTS ARE STICKING WITH IT.

SOME OF THE STUDENTS THAT YOU MET TONIGHT WHEN WE HANDED OUT SOME DIPLOMAS TO OUR GRADUATION ALLIANCE STUDENTS ARE THOSE STUDENTS THAT HAVE PERSISTED BEYOND FOUR YEARS.

WE ALSO WANT TO TAKE A LOOK AT OUR COMPARISON TO OTHER SCHOOL DISTRICTS, AND YOU CAN SEE THAT WHAT WE SEE HERE IN EDMONDS IS THAT THERE'S TWO DISTRICTS THAT WERE HIGHER THAN AND THERE'S SIX DISTRICTS THAT WERE LOWER THAN IN ONE DISTRICT THAT IS COMPARABLE TO US, AND WE ARE ALSO ABOVE THE STATE AVERAGE.

IT'S ALSO IMPORTANT TO NOTE THAT WHEN YOU LOOK AT INCREASES IN GRADUATION RATES IN A YEAR, MOST DISTRICTS ARE MAKING ABOUT TWO TO 3% IN INCREASES IN GRADUATION RATES OVER THAT PERIOD OF TIME.

WE ALSO WANT TO TAKE A LOOK AT OUR GRADUATION RATES BY DEMOGRAPHIC GROUPS AND SO YOU CAN SEE THAT SOME OF THE MOST NOTABLE PIECES OF DATA THAT STOOD OUT TO US WERE OUR DECREASE IN OUR BLACK AFRICAN AMERICAN STUDENTS WHO GRADUATED.

    THAT WAS A 4% DECREASE.

AS WELL AS STUDENTS WITH DISABILITIES, WE SAW A 10% DECREASE FOR THOSE STUDENTS.

THE IMPORTANT THING TO NOTE, HOWEVER, ABOUT THESE COHORT GROUPS IS THAT THEY'RE MORE VOLATILE IN TERMS OF CHANGES AND SO A TWO OR THREE STUDENTS MAKES A SIGNIFICANT DIFFERENCE IN ANY ONE OF THESE COHORT GROUPS.

    >> YOU CAN SEE THAT OUR GRADUATION RATES BY RACE ETHNICITY.

OUR AMERICAN INDIAN, ALASKA NATIVES REMAIN CONSTANT.

    OUR ASIAN STUDENTS INCREASE SLIGHTLY.

BLACK AFRICAN AMERICAN STUDENTS DECREASED 4%, AS I MENTIONED.

OUR HISPANIC LATINO STUDENTS INCREASED BY 1%.

OUR NATIVE HAWAIIAN PACIFIC ISLANDERS INCREASED BY 27%, AND TWO OR MORE RACES 4% AND WHITE STUDENTS 2%.

    AND OVERALL INCREASE OF 2%.

BUT AGAIN, KEEP IN MIND THAT THOSE GROUPS ARE VERY SMALL, SO YOU'LL SEE PRETTY SIGNIFICANT CHANGES WITH JUST ONE OR TWO STUDENTS GRADUATING OR NOT GRADUATING.

THE SAME IS TRUE FOR OUR GRADUATION RATE BY PROGRAM, OUR MULTILINGUAL LEARNERS DECREASE SLIGHTLY.

    MCKINNEY-VENTO STUDENTS ALSO DECREASED SLIGHTLY.

THOSE ARE OUR STUDENTS WHO ARE EXPERIENCING HOMELESSNESS.

OUR STUDENTS WHO ARE IN THE FREE AND REDUCED MEAL PROGRAM REMAIN CONSTANT AT 76%,

    [01:05:03]

AND OUR STUDENTS WITH DISABILITIES, AS I MENTIONED, DECREASED BY 10%.

FINALLY, I WANT TO LOOK JUST QUICKLY AT OUR GRADUATION RATES BY SCHOOL.

YOU CAN SEE THAT OUR E LEARNING PROGRAM INCREASED 10% GRADUATION RATE.

EDMONDS HEIGHTS DECREASED BY ABOUT 3%.

EDMONDS-WOODWAY SAW AN INCREASE OF 5%.

LYNNWOOD HIGH SCHOOL, 1% AND MEADOWDALE AND TERRACE BOTH DECREASED BY 2%.

BUT AGAIN, OUR OVERALL INCREASE IN GRADUATION RATES WAS 2% FROM 83-85%.

SO I WANT TO SPEND A LITTLE BIT OF TIME TALKING ABOUT THE SPECIFIC WORK WE'RE DOING HERE IN EDMONDS TO FOCUS AND CONTINUE TO INCREASE OUR GRADUATION RATES.

ONE OF THE FIRST THINGS THAT WE DO IN THE DISTRICT IS MAKE SURE THAT ALL OF OUR HIGH SCHOOLS HAVE A SCHOOL IMPROVEMENT GOAL THAT IS FOCUSED SPECIFICALLY ON ON TIME GRADUATION WITH STRATEGIES TO SUPPORT THAT GOAL.

AND WE'VE REALLY TAKEN THE MOVE THIS YEAR OF FOCUSING ON THE INDIVIDUAL STUDENT.

IMPROVING HIGH SCHOOL GRADUATION, WHILE IT IS ABOUT SYSTEMS AND STRUCTURES, IT REALLY, TRULY IS ALSO ABOUT KNOWING THE PLAN FOR EACH SPECIFIC STUDENT WHO NEEDS THAT SUPPORT TO GET TO GRADUATION.

I'VE TOLD OUR BOARD AND OUR SUPERINTENDENT THAT YOU MAY GO INTO ANY HIGH SCHOOL AND ASK THE PRINCIPAL OF THAT HIGH SCHOOL TO SHOW YOU THE LIST OF STUDENTS THAT THEY'RE TRACKING AND MONITORING WHAT THE PLAN IS FOR EACH STUDENT, AND WHO IS THE PERSON RESPONSIBLE FOR MONITORING THAT STUDENT'S PROGRESS TO GRADUATION.

WE REALLY BELIEVE THAT'S THE GOAL THIS YEAR IS TO FOCUS ON THAT INDIVIDUAL STUDENT, MAKE SURE THAT EVERY STUDENT HAS A PLAN AND IS KNOWN BY A STAFF MEMBER AT THAT SCHOOL.

WE ALSO HAVE ACCESS TO CREDIT RECOVERY COURSES DURING THE SCHOOL DAY WITH STAFF TO SUPPORT STUDENTS IN MAKING PROGRESS AND RECOVERING THOSE CREDITS.

WE HAVE A VERY ROBUST SUMMER SCHOOL CREDIT RECOVERY PROGRAM.

LAST YEAR, WE SERVED ABOUT 800 STUDENTS, AND WE EXPECT TO SERVE ABOUT THAT MANY AGAIN THIS SUMMER.

WE HAVE AN ON TIME GRADUATION TASK FORCE THAT HAS BEEN MEETING FOR ABOUT 3.5 YEARS THAT FOCUSES ON BUILDING SYSTEMS AND STRUCTURES AND DEVELOPING DATA SYSTEMS TO HELP OUR PRINCIPALS GATHER THE DATA THAT THEY NEED TO BE ABLE TO SUPPORT STUDENTS TOWARD ON TIME GRADUATION.

THE STUDENTS YOU MET TONIGHT WERE PART OF OUR GRADUATION ALLIANCE EDMONDS-OPEN DOORS PROGRAM.

IT'S A PROGRAM THAT ALLOWS STUDENTS WHO HAVE FALLEN SIGNIFICANTLY OFF TRACK FOR GRADUATION TO ENGAGE IN A SCHOOL PROGRAM THAT WILL HELP THEM GET CAUGHT BACK UP IN THEIR CREDITS AND ULTIMATELY EARN THEIR HIGH SCHOOL DIPLOMAS.

WE ARE WORKING TO DEVELOP PERFORMANCE BASED PATHWAYS IN ELA AND MATH BECAUSE ONE OF THE REQUIREMENTS, IN ADDITION TO NEEDING TO MEET 24 CREDITS TO GRADUATE FROM HIGH SCHOOL, OUR SENIORS NEED TO ALSO MEET A GRADUATION PATHWAY IN BOTH ENGLISH LANGUAGE ARTS AND MATH, AND SO WE'RE WORKING TO DEVELOP THAT SO THAT THOSE WILL BE IN PLACE FOR OUR STUDENTS BY THIS SUMMER.

AND LASTLY, TWO MORE THINGS TO MENTION.

ONE, WE'VE ALSO DEVELOPED MASTER BASED CREDIT OPPORTUNITIES IN OUR ENGLISH LANGUAGE ARTS COURSES, MATH, SCIENCE, SOCIAL STUDIES, AND THE ARTS, AND PE AND HEALTH.

AGAIN, THE THEORY BEHIND MASTER BASED CREDIT IS THAT IF A STUDENT CAN PASS THE NEXT HIGHER COURSE IN A SEQUENCE OF COURSES.

AND BUT THEY FAILED THE LOWER COURSE IN THAT SEQUENCE, WE CAN GO BACK AND USE MASTER BASED CREDITING TO AWARD THEM CREDIT FOR A CLASS BECAUSE THEY PASSED THE NEXT HIGHEST LEVEL COURSE IN A SEQUENCE.

AND FINALLY, WE'RE ENGAGING IN WORK ON GRADING PRACTICES THROUGH OUR GRADING PRACTICES TASK FORCE.

AND I BELIEVE THIS IS REALLY IMPORTANT WORK THAT WE NEED TO ENGAGE IN BECAUSE WE KNOW THAT CONSISTENT FAIR GRADING PRACTICES AT ALL OF OUR HIGH SCHOOLS, ENSURE THAT OUR STUDENTS ARE HELD TO THE SAME STANDARD, REDUCE CONFUSION FOR OUR STUDENTS, AND ENSURE THAT EVERYONE HAS ACCESS TO A FAIR AND EQUITABLE GRADING SYSTEM IN OUR HIGH SCHOOLS.

SO WE REALLY ARE EXCITED ABOUT THE WORK OF THE GRADING TASK FORCE, AND WE LOOK FORWARD TO SEEING WHAT COMES OUT OF THAT AS WELL, BECAUSE WE BELIEVE THAT'S ANOTHER THING THAT'S GOING TO HELP US TO CONTINUE TO IMPROVE OUR GRADUATION RATES.

SO WITH THAT, I WILL STOP AND ASK IF THERE ARE ANY QUESTIONS FROM THE BOARD.

    >> WELL, AS YOU KNOW, WE HAD A STUDY SESSION ABOUT AN HOUR AND A HALF AGO ON THIS SUBJECT, AND YOU ANSWERED SO MANY OF OUR QUESTIONS.

SO I REALLY APPRECIATE THE WORK THAT HAS BEEN DONE BY THE COLLECTIVE ON THIS AND YOUR PRESENTATION, AND ALSO THE POINTING OUT OF THE NEED FOR CONSISTENT GRADING PRACTICES ACROSS OUR SYSTEM.

SO I LOOK FORWARD TO THE CONTINUED WORK ON THIS.

    >> STUDENTS, ANY COMMENTS OR QUESTIONS?

    >> I WAS JUST GOING TO SAY THAT AT THE END, YOU NOTED ON HOW STUDENTS, ONCE THEY COMPLETE THE NEXT LEVEL COURSE, THEY GAIN MASTERY IN THE COURSE THAT'S BEFORE IT.

AND I THINK THAT THAT'S REALLY IMPORTANT TO MOTIVATE STUDENTS NOT TO FALL BEHIND.

I DON'T KNOW IF IT'S ALWAYS BEEN THAT WAY.

BUT THAT'S JUST A BIG MOTIVATOR TO KNOW THAT, ONCE YOU GET TO THE NEXT POINT, YOU'RE NOT HELD BACK FOR THE WAY THAT YOU MAYBE THOUGHT OR WERE EVEN A YEAR OR TWO AGO. SO YEAH.

    >> IT GIVES YOU THE OPPORTUNITY TO STUMBLE AND MAKE IT UP.

    >> DIRECTOR KRAMER WASN'T ABLE TO BE HERE TONIGHT, BUT HE ASKED ME TO SHARE A STATEMENT FROM HIM.

HE SAID, PLEASE THANK ALL THE HIGH SCHOOL STAFF,

    [01:10:04]

TEACHERS, PAIRS, OFFICE PERSONNEL, ADMINISTRATORS, COUNSELORS, CUSTODIANS, EVERYONE, WHO IS GOING THE EXTRA DISTANCE FOR THESE KIDS WHO NEED THAT EXTRA SUPPORT TO HELP THEM GRADUATE.

THEY ARE OFTEN THE HARDEST ONES BUT HELPING A SENIOR GRADUATE IS A LIFE CHANGING EVENT.

    WE CAN'T UNDERESTIMATE THIS IMPACT.

IT IS TRULY HEROES WORK, AND THEY DESERVE OUR RECOGNITION AND THANKS.

THEY CERTAINLY HAVE MY ADMIRATION AND RESPECT, AND THEY CERTAINLY HAVE MINE AS WELL.

SO THAT COMES FROM DIRECTOR KRAMER.

AND I WANT TO THANK YOU FOR ALL THE WORK, AND I SAID THIS IN THE STUDY SESSION, BUT I WANT TO SAY IT AGAIN THAT I THINK THE LEADERSHIP THAT DR.

MINER IS PROVIDING WORKING WITH THE CABINET WITH ALL OF THE PRINCIPALS WHO ARE INVOLVED AND ALL THE OTHER STAFF AND KEEPING A FOCUS ON THIS, WHICH WE AS A BOARD IDENTIFIED AS ONE OF OUR MAJOR HIGH PRIORITIES FOR THIS YEAR, AND UNTIL WE'VE SOLVED IT AND SO HER LEADERSHIP IS A KEY PIECE BECAUSE ALL THE RESEARCH ON EFFECTIVE SCHOOLS SAYS HAVING A SINGLE OR VERY INTENTIONAL, CLEAR FOCUS AND DOING THE WORK NECESSARY IS WHAT MAKES A DIFFERENCE.

I'M GOING TO ADD YOU TO ALL OF THAT, THANKS.

    >> THANK YOU.

    >> I THINK WE SHOULD HAVE ADDED, AND I'LL PUT A PLUG IN IN FOR IT NOW.

WE ARE ALSO STUDYING LATER SHIFTED START TIMES FOR SECONDARY STUDENTS.

A SURVEY WILL BE GOING OUT.

WE FORGOT TO ADD THAT, I JUST REALIZED IT JUST NOW DR. SCHWAB.

THAT IS SHOWN TO HAVE SOME RESEARCH IMPACTS ON STUDENTS.

WE ARE ONE OF THE EARLIER STARTING DISTRICTS.

I THINK I'VE SAID BEFORE, WHEN I WAS A SUPERINTENDENT IN A NEIGHBORING DISTRICT, SOMETIMES WHEN WE TALKED ABOUT IT THERE, I'D SAY, WELL, WE DON'T START NEARLY AS EARLY AS EDMONDS.

    [LAUGHTER] HERE I'M TODAY.

LOOKING AT START TIMES AT EDMONDS, A SURVEY WE'LL BE GOING OUT TO FAMILIES, STUDENTS, AND STAFF REGARDING POSSIBLE SHIFTS IN THE VERY NEAR FUTURE.

THAT'S ANOTHER THING WE'RE LOOKING AT.

    >> THAT'S GREAT NEWS. THANK YOU AND THANKS TO DR. SCHWAB, BECAUSE I KNOW HE ALSO BROUGHT LEADERSHIP IN THAT AREA, TOO.

YOU'VE BEEN DOING GREAT WORK ACROSS MAJOR KEY INITIATIVES THAT WILL BE HELPING OUR KIDS.

NEXT ON THE AGENDA IS UNFINISHED BUSINESS.

    [13. UNFINISHED BUSINESS- 8:25 pm]

    >> THREE ITEMS OF UNFINISHED BUSINESS.

I'LL ASK DR. BAUMGARTNER TO COME FORWARD FOR 13.1 A SECOND READING TO RETRACT 2024 VERSION OF 3205 AND ADOPT THE PREVIOUS VERSION AND MAYBE HE CAN GIVE US A SUMMARY BEFORE THE BOARD CONSIDERS ACTION ON THIS ONE.

    >> JUST A SUMMARY OF THE PROCESS? WELL, I THINK IT'S IMPORTANT TO UNDERSTAND A LITTLE BIT ABOUT HOW TITLE 9 HAS WORKED OVER THE LAST EIGHT YEARS.

IT'S BEEN VERY REACTIVE WAY THAT ADMINISTRATIONS HAVE ADDRESSED THINGS LIKE SEXUAL DISCRIMINATION AND SEXUAL HARASSMENT AND SO IF YOU PAID ATTENTION TO THE LAST FOUR YEARS AROUND TITLE 9, THERE WERE RULES DEVELOPED WHEN THE BIDEN ADMINISTRATION TOOK OVER, THOSE RULES SAT IN COMMITTEE AND UNDER REVIEW FOR SEVERAL YEARS, AND SO LONG THAT IT WASN'T IMPLEMENTED UNTIL AUGUST 1ST OF 2024.

BECAUSE THIS HAS BECOME A POLITICAL ISSUE, AS SOON AS THE TRUMP ADMINISTRATION CAME IN, THEY ISSUED A LETTER, LETTING US KNOW THAT WE WEREN'T SUPPOSED TO DO THAT.

BUT THAT WAS NOT THE PRECIPITATING ACTION.

IT WAS ACTUALLY THESE TITLE 9 REGULATIONS WERE HELD UP IN SEVERAL COURTS AROUND THE COUNTRY, AND IT WAS A COURT BACK EAST THAT ACTUALLY SET THAT WE WERE SUPPOSED TO DO SOMETHING DIFFERENT THAT THEY WOULD BE HELD UP.

THAT'S ALL TO SAY THAT THIS WAS IN PROCESS BEFORE WE GOT THE DEAR COLLEAGUE LETTER.

THERE IS A CLARIFICATION TO MAKE.

WE'RE ACTUALLY TALKING ABOUT TWO DIFFERENT DEAR COLLEAGUE LETTERS.

THERE WAS ONE DEAR COLLEAGUE LETTER THAT WAS SPECIFICALLY ABOUT DEI.

THAT'S THE ONE THAT SEEMS TO BE THE LATEST.

THERE WAS A DIFFERENT SPECIFIC LETTER THAT WE'RE TALKING ABOUT THAT ADDRESSED TITLE 9.

I WAS ACTUALLY VERY EXCITED ABOUT THE NEW RULES THAT CAME ABOUT IN THE 2024 VERSION.

THE EXPANSION OF PROTECTIONS FOR GENDER EXPANSIVE CITIZENS, THE EXTRA PROTECTIONS FOR PEOPLE THAT MIGHT FACE SEX BASED DISCRIMINATION IN SCHOOLS, I THINK WE'RE OUTSTANDING.

    [01:15:03]

    THERE'S NOTHING WRONG WITH THEM.

ADDS A LOT OF PROTECTIONS IN TERMS OF APPEAL RIGHTS AND SUPPORTS FOR SOMEONE THAT MIGHT HAVE EXPERIENCED THOSE THINGS IN OUR SYSTEM.

BUT WHAT I THINK IT'S IMPORTANT TO REMEMBER IS WHILE WE WERE REVIEWING THOSE RULES THAT WE'RE SITTING IN COMMITTEE AND OPEN TO PUBLIC COMMENT FOR I THINK 13 MONTHS, IT WAS AN INCREDIBLY LONG TIME.

ALL THE WHILE, WE WERE STILL RESPONDING TO INSTANCES OF SEX BASED HARASSMENT, SEX BASE DISCRIMINATION, REALLY IN HIGHLY RESPONSIVE WAYS, BECAUSE EVEN WITH THE EXCITEMENT AROUND THE NEW RULES WITH THE 2024 RULES, WHAT WE HAVE IN WASHINGTON STATE IT'S ALWAYS BEEN STRONGER.

I THINK AS A TITLE 9 COMPLIANCE OFFICER, AS YOUR CIVIL RIGHTS COMPLIANCE OFFICER, I'M VERY DISAPPOINTED IN THE CHANGES THAT HAVE HAPPENED SO ABRUPTLY.

BUT MY ALARM ISN'T AS GREAT BECAUSE I HAVE A LOT OF CONFIDENCE THAT WHAT WE HAVE IN PLACE IN WASHINGTON STATE IS STRONG ENOUGH TO CONTINUE TO SUPPORT OUR STUDENTS AND OUR FAMILIES IN THE WAYS THAT WE NEED TO.

I THINK THAT ONE WAY TO MAYBE TALK ABOUT THIS WOULD BE TO LOOK AT SOME OF THE KEY DIFFERENCES THAT WERE IN THE 2020 RULES VERSUS THE 2024 RULES AND HOW THEY SHOW UP AND ARE PROTECTED WITH STATE LAWS.

I HAVE TO ADMIT, I'VE ONLY BEEN PREPARED TO SPEAK TO THIS FOR A COUPLE OF HOURS.

DR. MEYER AND I HAD SOME THOUGHTS ABOUT THIS, BUT I'VE BEEN THINKING ABOUT IT FOR A LONG TIME.

WHEN IT COMES TO LGBTQ+ PROTECTIONS, THE 2020 RULES WERE NOT EXPLICIT.

    THE 2024 RULES WERE.

THEY EXPLICITLY PROTECT GENDER IDENTITY AND SEXUAL ORIENTATION.

WITH THOSE GOING AWAY, THAT'S NOT GREAT.

    THAT'S NOT WHERE WE STAND.

BUT IF WE LOOK AT WHAT WE HAVE IN PLACE IN WASHINGTON STATE, WASHINGTON LAW AGAINST DISCRIMINATION, PROHIBITS DISCRIMINATION BASED ON GENDER IDENTITY, GENDER EXPRESSION, AND SEXUAL ORIENTATION, AND EMPLOYMENT, PUBLIC HOUSING, PUBLIC ACCOMMODATIONS, AND EDUCATION, IT'S STRONG.

WHEN WE THINK ABOUT THE DIFFERENT CONSTITUENCIES, THE DIFFERENT RULES, THE DIFFERENT LAWS THAT WE'RE RESPONSIVE TO, WE'RE RESPONSIVE TO ALL OF THEM.

AGAIN, WHILE THERE'S DISAPPOINTMENT THAT WE'RE MOVING AWAY FROM THE 2024 RULES, I FEEL VERY CONFIDENT THAT WE'LL BE CONTINUE TO PROTECT OUR STUDENTS HERE.

    THERE ARE SOME OTHER CHANGES.

I WON'T GO THROUGH ALL OF THEM, BUT A COUPLE OF THEM ARE FAIRLY IMPORTANT.

ONE OF THE KEY PROVISIONS OF TITLE 9 IS THE CONCEPT OF SUPPORTIVE MEASURES AND THAT'S IF SOMEONE HAS EXPERIENCED SOME HARASSMENT, THAT IT'S INCUMBENT ON THE INSTITUTION TO PROVIDE SUPPORT FOR THAT STUDENT.

THAT COULD COME IN THE FORM OF COUNSELING.

IF THEY'RE BEING HARASSED BY STUDENTS IN THEIR CLASS, IT MIGHT PRECIPITATE A SCHEDULE CHANGE, MEANING THAT THE STUDENTS MIGHT NOT BE IN THE SAME CLASS ANYMORE, OR WE WOULD PUT SOME OTHER SAFETY MEASURES IN PLACE.

    WAYS TO SUPPORT THEM.

THOSE SUPPORTIVE MEASURES ACTUALLY EXTEND TO BOTH THE COMPLAINANT, THE ALLEGED VICTIM, AND THE RESPONDENT, THE ALLEGED PERPETRATOR.

EVEN WITH THOSE GOING AWAY, THE RULES WERE THAT WE HAD TO PROVIDE SUPPORTIVE MEASURES.

THE EXPANDED ONES GAVE THE ABILITY TO DO SOME REMOVALS OF STUDENTS AND SOME THINGS LIKE THAT.

THE REMOVALS PIECE COULD BE CONSIDERED A PROTECTIVE MEASURE.

BUT WE ACTUALLY ALREADY HAVE THAT IN PLACE.

IF WE HAVE A STUDENT THAT'S BEEN AGGRESSIVE, AND EVEN IN CURRENT SITUATIONS WHERE WE STILL HAVE TO INVESTIGATE AND FIND OUT WHAT HAPPENED, WE HAVE THE OPTION TO EMPLOY AN EMERGENCY REMOVAL, WE CAN ACTUALLY REMOVE A STUDENT FROM THE ENVIRONMENT UNTIL WE'RE ABLE TO DETERMINE ONE, IF WE NEEDED TO DO THAT, OR THE STUDENT NEEDS TO FACE SOME OTHER DISCIPLINE, OR IT GIVES US TIME TO PUT A SAFETY PLAN OR SAFETY MEASURES INTO PLACE.

EVEN THOUGH THERE'S BEEN SOME CHANGES, WE STILL HAVE STRONG GUIDELINES THAT ARE IN POLICY AND OUR PRACTICES THAT WILL CONTINUE TO PROVIDE THAT SUPPORT FOR STUDENTS.

ONE PLACE THAT IS A SIGNIFICANT DIFFERENCE, IS THE PROTECTIONS THAT ARE EXTENDED TO PREGNANT OR PARENTING STUDENTS.

    >> THAT WAS PRETTY NON-EXISTENT IN THE 2020 RULES, IT WAS MORE EXPLICIT IN THE 2024 RULES.

WHEN WE LOOKED AT THOSE, THE WAY THAT WE'VE IMPLEMENTED IT HERE IS REALLY APPRISING ANYONE THAT WE KNOW TO BE A PARENT, A STUDENT THAT'S A PARENT OR A STUDENT THAT'S PREGNANT,

    [01:20:02]

    OUR OBLIGATIONS TO THEM.

THOSE DON'T CHANGE WHETHER WE'RE UNDER 2020 OR 2024 RULES.

WE'RE ALWAYS GOING TO MAKE SURE THAT THEY'RE ACCOMMODATED IN THEIR EDUCATION.

WE'RE GOING TO MAKE SURE THAT THEY HAVE THE SUPPORT THAT THEY NEED, THOSE KINDS OF THINGS.

WHEN WE'RE PROCESSING THESE, AND IF WE WERE TO BE IN A PLACE WHERE LET'S SAY WE HAD A COMPLAINANT WHO DIDN'T AGREE WITH OUR DECISION, GOES TO THE BOARD, GOES TO SPI, GOES TO CIVIL RIGHTS, GOES ON UP THE CHAIN.

AS SO LONG IT'S WITHIN THE STATE, WE'RE LARGELY GOING TO BE GOVERNED BY THE RULES OF WASHINGTON.

WHEN THEY GO TO CHECK WHETHER WE'VE IMPLEMENTED TITLE 9, THEY'RE GOING TO CHECK THE FEDERAL LAWS THAT ARE IN EFFECT.

WE COULD GET DINGED POTENTIALLY ON NOT FOLLOWING SOME COMPLIANCE FEATURE OF TITLE 9.

BUT ULTIMATELY, THAT'S GOING TO BE RELATED TO THE 2020 RULES, NOT THE 2024 RULES.

FRANKLY, I'M NOT THAT WORRIED ABOUT THAT BECAUSE OUR COMMITMENT IS TO FOLLOW THE LAW AND MAKE SURE THAT OUR STUDENTS ARE PROTECTED.

WE HAVE A LONG HISTORY HERE PUTTING SOLID PROCEDURES AND POLICIES AND PROCEDURES IN PLACE TO DO THAT.

SPECIFICALLY, WE WERE OUT FRONT IN TERMS OF THE GENDER INCLUSIVE SCHOOLS WORK, AND THAT'S ONGOING.

WE'RE GOING TO KEEP DOING THAT.

THAT'S A CORE VALUE OF OURS, AND WHILE IT'S NOT NECESSARILY REPRESENTED IN TITLE 9, 2024, IT'S SOLIDLY REPRESENTED IN OUR ONGOING EQUITY AND SUPPORT WORK.

    >> THANK YOU FOR THAT VERY COMPREHENSIVE ANALYSIS, ROB, REALLY APPRECIATE THAT.

    QUESTIONS, COMMENTS?

    >> I HAVE A COUPLE OF COMMENTS.

ROB, I WANT TO SAY, THANK YOU VERY MUCH.

AS SOMEONE WHO IS IN ENFORCEMENT, ENFORCEMENT AROUND THIS, SOMETIMES I WANT TO GRAB PEOPLE BY THE SHOULDERS AND BE LIKE, DO YOU NOT KNOW WHAT THE LAW IS, DO YOU NOT KNOW WHAT YOU HAVE TO DO? I THINK THAT SOME OF THAT CAME OUT IN OUR LAST MEETING.

WITH THE WAY YOU JUST DESCRIBED THAT, THAT LIGHTENS MY HEART A LOT, BECAUSE I WANT TO HIRE YOU TO EXPLAIN TO OTHER PEOPLE.

YOU DID SUCH A GREAT JOB WITH THAT.

    I REALLY, REALLY APPRECIATE THAT.

ANY CONCERNS FOR THE PEOPLE WHO ARE LISTENING THAT I HAD AT THE PREVIOUS MEETING ABOUT WHAT WE WERE DOING, ROB, JUST ADDRESSED THEM SQUARE ON.

I TOTALLY BELIEVE IN WHAT THE DISTRICT IS DOING WITH THAT.

IT'S IN OUR BACKGROUND THERE, AND YOU CAN SEE IT THERE.

ONE OF MY OTHER CONCERNS ON THIS WAS JUST THAT WE WOULD ERASE THE GENDER IDENTITY PIECE FROM ANY OF OUR POLICIES, BUT 3211 DOES COVER THAT ALSO EXPLICITLY.

IF YOU ARE A PARENT AND THERE'S SOMETHING GOING ON AND YOU GO TO OUR POLICIES AND YOU TYPE THAT IN, YOU WILL FIND POLICY 3211.

THAT IS NOT BEING ERASED FROM ANYTHING.

PIECE 1 IS THIS REALLY ADDRESSES EVERYTHING THAT I WAS REALLY CONCERNED ABOUT.

THANK YOU FOR YOUR WORK, AND I REALLY APPRECIATE THE DISTRICT FOR UNDERSTANDING THAT THESE ARE THE REQUIREMENTS UNDER THE LAW.

THE OTHER THING THAT IS TANGENTIALLY RELATED THAT I WANTED TO GET INTO THIS LITTLE CONVERSATION WAS WHEN WE HAD OUR SPEAKER EARLIER TALK ABOUT, NOT CHANGING OUR POLICIES IN RELATION TO THE FEDERAL GOVERNMENT.

THE ONE THING THAT I DO WANT TO SAY ABOUT THAT IS BECAUSE OF THIS.

WE HAVE SUCH STRONG STATE LAW PROTECTIONS THAT LESS CONCERNED WITH THINGS LIKE THAT.

WHILE IT MAY FEEL LIKE A CAPITULATION AS SOMEONE WHO I AM HONESTLY ON THE PHONE WITH, HUD ALL THE TIME, SEND EMAILS, EVERYTHING, THERE'S NOT EVEN ANYONE TO ANSWER THE PHONE THERE RIGHT NOW.

IF YOU THINK US, MAKING FEDERAL LAW ON THE STRONG PIECE IS GOING TO DO SOMETHING, IT'S NOT GOOD.

THE FACT THAT WE HAVE THIS HERE, AND IT'S IN COMPLIANCE WITH STATE LAW, I LOVE THIS, AND THANK YOU.

    >> GO AHEAD.

    >> AT THE FIRST READING OF THIS, I ALSO EXPRESSED SOME GRAVE CONCERNS ABOUT IT.

I APPRECIATE YOUR EXPLANATION, AND I'M GLAD THAT WE HAVE THE STATE LAW TO GUIDE US.

IF IT TURNS OUT THAT OUR POLICIES DON'T COVER SOMETHING THAT THEY NEED TO COVER, THEN WE'LL DEVELOP ANOTHER POLICY AND WE'LL ADD IT MORE POLICIES AND PROCEDURES ON ANY OF THESE RELATED TOPICS THAT ARE WHERE THIS IS OPENING A HOLE OR A GAP OF SOME KIND.

I APPRECIATE YOUR EXPLANATION, I THINK BETWEEN OUR EXISTING POLICIES AND THE STATE LAW THAT WE'RE GOING TO BE OKAY IN THIS AREA.

    [01:25:01]

    >> THANK YOU, ROB. I APPRECIATE THE EXPLANATION AND THE CLARITY BECAUSE I WAS HOPING THAT WE WOULD START WITH THAT.

NOW, I'M VERY COMFORTABLE AND AGREE WITH MY COLLEAGUES IN TAKING THIS ACTION.

BUT WE'RE TALKING A LOT ABOUT OUR GENDER INCLUSIVE SCHOOLS POLICY.

I'M GOING TO INVITE EVERYONE TO TAKE A LOOK AT IT ON OUR WEBSITE.

IT IS 3211, AND THIS IS HOW IT GOES.

THIS IS WHAT IS IN PLACE, AND THIS IS WHAT THE BOARD BELIEVES, REGARDLESS OF WHATEVER LETTER WE GET.

THE BOARD BELIEVES IN FOSTERING AN EDUCATIONAL ENVIRONMENT THAT IS SAFE AND FREE OF DISCRIMINATION FOR ALL STUDENTS, REGARDLESS OF GENDER EXPRESSION, GENDER IDENTITY OR SEX.

TO THAT END, THE BOARD RECOGNIZES THE IMPORTANCE OF AN INCLUSIVE APPROACH TOWARDS TRANSGENDER AND GENDER EXPANSIVE STUDENTS WITH REGARD TO KEY TERMS, COMMUNICATIONS, THE USE OF NAMES, AND PRONOUNS, STUDENT RECORDS, CONFIDENTIAL HEALTH AND EDUCATION INFORMATION, COMMUNICATION, RESTROOM AND LOCKER ROOM USE AS AND ACCESSIBLE SPORTS AND PHYSICAL EDUCATION, DRESS CODES, AND OTHER SCHOOL ACTIVITIES.

IN ORDER TO PROVIDE THESE STUDENTS WITH AN EQUAL OPPORTUNITY FOR LEARNING AND ACHIEVEMENT.

THIS POLICY IS A COMPONENT OF THE DISTRICT'S RESPONSIBILITY TO MAINTAIN A SAFE, CIVIL, RESPECTFUL AND INCLUSIVE LEARNING COMMUNITY, AND WILL BE IMPLEMENTED IN CONJUNCTION WITH COMPREHENSIVE TRAINING FOR STAFF AND VOLUNTEERS, AND I AM VERY PROUD THAT I HAVE APPROVED THIS POLICY.

THIS POLICY IS IN PLACE, AND JUST WANTED TO REITERATE THAT, THAT IT IS ON OUR WEBSITE, IF ANYONE WOULD CARE TO TAKE A LOOK AT IT. THANKS.

    >> THANK YOU.

    >> I'M WONDERING IF, JUST AS A POINT OF ORDER, IF WE WANT TO MAKE A MOTION, HAVE A SECOND.

THEN IF THERE'S ANY ADDITIONAL DISCUSSION [OVERLAPPING]

    >> I WAS ABOUT TO DO THAT.

    >> I INVITED ROB UP, AND IT GOT US DEEP INTO DISCUSSION, BUT MAYBE WE COULD.

    >> IT SEEMED LIKE A REPORT.

BUT I'VE BEEN SITTING HERE THINKING, OH, WE'RE, BUT THAT'S OKAY.

    >> MOVE TO APPROVE.

    >> WAIT. I GOT TO GO THROUGH THIS.

    >> DO I HEAR A MOTION AND A SECOND TO RETRACT 2024 VERSION OF POLICY 3205 REGARDING SEXUAL HARASSMENT OF STUDENTS, PROHIBITED AND ADOPT THE PREVIOUS VERSION OF POLICY 3205?

    >> MOVE TO APPROVE.

    >> SECOND.

    >> I'VE HEARD A MOTION TO APPROVE AND A SECOND.

IS THERE ANY FURTHER DISCUSSION? I WOULD LIKE TO WEIGH IN.

I ALWAYS TRY TO WAIT TILL THE END.

AS THE PARENT OF AN LGBTQ CHILD WHO UNCONDITIONALLY LOVES AND SUPPORTS HIM AND APPROVES COMPLETELY OF HIS LIFESTYLE AND KNOWING I HAVE TWO COLLEAGUES ON THE BOARD WHO ALSO HAVE CHILDREN WHO ARE LGBTQ, I LOOKED VERY CLOSELY AT ALL OF THE INFORMATION ABOUT THIS BECAUSE I WAS OBVIOUSLY CONCERNED.

WHILE MY CHILD IS NOT IN THE SCHOOL DISTRICT ANYMORE, I AM A STRONG ALLY.

I READ THROUGH ALL OF THIS, AND I REALLY DID GET TO A PLACE WHERE I FELT LIKE WE HAVE VERY STRONG, DESPITE THIS PARTICULAR, WHATEVER VERSION WE USE OF THIS PARTICULAR POLICY.

WE, I BELIEVE, HAVE VERY STRONG SAFEGUARDS IN PLACE TO PROTECT ALL OUR KIDS FROM SEXUAL HARASSMENT, INTIMIDATION, AND BULLYING, AND THAT WE WON'T ALLOW ANY OF THAT FOR ANY KIDS OF ANY TYPE.

AS YOU SAY, IF FOR SOME REASON, SOMETHING HAPPENS THAT REQUIRES US TO PUT SOMETHING ELSE IN A POLICY TO MAKE IT MORE CLEAR.

I DON'T KNOW HOW WE CAN MAKE IT MORE CLEAR, WE WILL DO THAT.

WE SUPPORT ALL OUR CHILDREN AND MAKE SURE THAT THEY ARE SAFE.

IT IS UNACCEPTABLE FOR ANY CHILD TO EXPERIENCE IT NO MATTER WHO THEY ARE, I DON'T CARE WHAT THEIR BACKGROUND IS.

THAT'S MY LITTLE SPEECH, MY FEELINGS.

ANYTHING ELSE? HEARING NONE, I'M GOING TO CALL FOR A VOTE, AND I THINK ON THIS, WE'LL CALL FOR A ROLL CALL VOTE.

    >> I'D LIKE TO TAKE JUST A MINUTE TO INTRODUCE CHRISTI CAMP, WHO BROUGHT THIS FORWARD, CHRISTI, IF YOU CAN GIVE THE BOARD A WAIVE, CHRISTI IS OUR DIRECTOR OF K-FOLD PROGRAMS, AND THIS WAS WORK THAT SHE COMPLETED FOR US.

THE NEXT ONE IS A FIRST READING NO ACTION REQUESTED OF REVISED POLICY 6970, NAMING OF SCHOOLS.

WHAT I'VE DONE ON THIS ONE IS HAS LONG BEEN THE STRUCTURE IN THIS DISTRICT, AT LEAST, BY WHAT I CAN TELL, MAYBE FOREVER, THAT WE HAVE NAMED OUR SCHOOLS AND OUR FACILITIES AFTER GEOGRAPHIC CHARACTERISTICS OF AN AREA.

I'M NOT GOING TO LIE, THIS DOES LEAD TO SOME CONFUSION FOR ME ON OCCASION.

    >> NOT SO MUCH NOW AS WHEN I FIRST GOT HERE,

    [01:35:02]

AND WE HAVE SO MANY TERRACES AND MEADOWS AND CEDARS.

BUT I THINK I'M FULLY ON IT NOW, BUT I WOULD LIKE THE BOARD TO CONSIDER, WE WILL BE NAMING A NEW FACILITY THIS YEAR THAT WE CONTINUE IN THAT TRADITION AND ELIMINATE THE SE ON AFTER PERSONS OF LOCAL OR NATIONAL PROMINENCE.

    >> ANY DISCUSSION, QUESTIONS, COMMENTS?

    >> THE ONE THING THAT I WANTED TO MENTION ON THIS, AND IT WAS SOMETHING THAT DR. MEYER SAID TO ME AND IT MADE A LOT OF SENSE, AND THAT'S WHY I THINK THIS IS A GOOD IDEA.

YOU JUST NEVER KNOW WHO SOMEONE'S GOING TO BE LONG AFTER THEIR DEATH.

WE MAY THINK TODAY SOMEONE IS AMAZING, FANTASTIC.

WE NAME SOMETHING AFTER THEM, 100 YEARS LATER, THEIR JOURNAL COMES OUT, YOU GO, THIS ISN'T WHAT WE WANT TO BE ASSOCIATED WITH.

THERE'S A LITTLE PIECE OF ME THAT'S A LITTLE SAD BECAUSE I DO LIKE HISTORICALLY NAMED PLACES, AND MAYBE THERE'S SOMEONE WHO DID SOMETHING GREAT, BUT I DEFINITELY UNDERSTAND THAT THIS IS PROBABLY A VERY GOOD POLICY TO HAVE.

    I DO SUPPORT THIS.

    >> I THINK THE CONSISTENCY WITH OUR CURRENT SYSTEM IS IMPORTANT THAT WE DON'T HAVE ONE SCHOOL STANDING OUT THAT'S NEW THAT HAS A DIFFERENT NAMING SYSTEM, SO I THINK THIS IS A SMART MOVE.

    >> IT'S ALWAYS NICE TO HAVE OUR PRACTICE ALIGNED WITH OUR POLICY.

    >> I COMPLETELY AGREE WITH DIRECTOR GERARD'S THINKING.

I DON'T SEE ANY REASON TO ALL OF A SUDDEN HAVE ONE SCHOOL THAT'S NAMED AFTER A PERSON.

I WOULD LIKE TO MAKE A REQUEST, HOWEVER, WE DON'T NEED TO PUT IT IN THE POLICY, BUT COULD WE ENSURE THAT WHATEVER WE CHOOSE AS THE NAME HAS AN ACRONYM THAT ISN'T ANOTHER SCHOOL'S ACRONYM OR ISN'T CLOSE TO ANOTHER SCHOOL'S ACRONYM? I CAN'T TELL YOU HOW MUCH TIME I SPENT WHEN I STARTED WORKING IN THE DISTRICT, LEARNING THE EQUIVALENT ACRONYMS IN THE SCHOOLS.

    JUST A LITTLE ASIDE.

    >> WE WILL DO THE BEST WE CAN.

[LAUGHTER] WE WILL DO THE BEST WE CAN.

IF I DON'T HEAR ANY OTHER FEEDBACK, I WILL BRING THIS FORWARD TO YOU FOR A SECOND READING AT THE NEXT MEETING.

    >> GREAT. THANK YOU SO MUCH AND FOR BEING PROACTIVE, SO WE DON'T HAVE TO WORRY ABOUT THIS WHEN THE TIME COMES TO NAME THE NEW SCHOOL, SINCE WE'RE CURLING CALLING IT THE NEW SCHOOL.

    >> WHICH IS ACTUALLY AN IMPROVEMENT OVER WHAT WE HAD BEEN CALLING IT, WHICH WAS FORMER ALDERWOOD MIDDLE SCHOOL.

[LAUGHTER] I FEEL LIKE AT LEAST WE'RE MOVING IT FORWARD BY CALLING IT THE NEW SCHOOL NOW.

    >> TNS, THE NEW SCHOOL.

WE DON'T HAVE ANY SCHOOL THAT SOUNDS LIKE THAT.

    [15. LEGISLATIVE UPDATES]

NEXT IS OUR LEGISLATIVE UPDATE, AND I'LL TURN IT OVER TO DIRECTOR CHASE.

    >> THANK YOU SO VERY MUCH.

WELL, AS IT IS THINGS ARE MOVING RIGHT ALONG.

LAST WEEK, THE LEGISLATURE PASSED ITS FIRST MILESTONE, LAST FRIDAY THAT BILLS, IF THEY FAILED TO BE ADOPTED BY THE HOUSE OF ORIGIN, AS IN THE HOUSE BILLS OUT OF THE HOUSE POLICY SENATE OUT OF THE SENATE POLICY, THEY WERE CONSIDERED DEAD.

LET'S SEE, HUNDREDS OF THE NEARLY 01,800 BILLS INTRODUCED QUICKLY DIED AN UNREMONIOUS DEATH.

THE NEXT MILESTONE IS THIS FRIDAY, WHERE BILLS WITH FISCAL IMPLICATIONS HAVE TO BE ADOPTED BY THE ORIGINAL HOUSE FISCAL COMMITTEE IN THE HOUSE THAT IS APPROPRIATIONS, AND IN THE SENATE, IT'S WAYS AND MEANS.

    THAT'S BY THIS FRIDAY.

TODAY'S TUESDAYS. WE HAVE A FEW MORE DAYS.

I DID A QUICK COUNT, AND THERE ARE 17 EDUCATION BILLS IN THE WAYS AND MEANS COMMITTEE.

WE KNOW AT LEAST 17 HAVE BEEN SCHEDULED FOR EXECUTIVE ACTION, THAT EXECUTIVE ACTION IS YET TO BE DETERMINED.

WE ARE CLOSELY TRACKING THE BILLS THAT ARE OF INTEREST TO US. I'M SORRY, NEXT SLIDE.

WE ARE STILL IN THE AS THE RED THING SAYS THE INTERACTIVE DURING THE LEGISLATIVE SESSION.

WE CAN GO TO THE NEXT SLIDE, PLEASE.

OF THESE BILLS, BOTH THE SPECIAL EDUCATION BILL AND THE MSOC BILLS HAVE ALL BEEN SCHEDULED IN THEIR RESPECTIVE COMMITTEES FOR EXECUTIVE SESSION.

I AM UNCERTAIN ABOUT THE TRANSPORTATION BILL 5187.

I DO KNOW THAT IT WAS REFERRED BUT I HAVEN'T SEEN IT SCHEDULED YET.

OF THESE BILLS, WE'VE BEEN TRACKING THESE, AND WE ARE HOPING THAT OUR LEGISLATORS WILL BE MAKING MOVEMENT ON THESE BILLS BUT AS THEY HAVE COMMITTEE HEARINGS THIS ON THE 27TH, SO THAT'S THURSDAY.

WE'LL HAVE A LOT MORE TO TALK ABOUT FRIDAY MORNING, I THINK, ON THIS.

REALLY, THAT IS A LOT OF HURRY UP AND WAIT.

I AM REALLY PLEASED TO HEAR THAT WE HAVE A LOT OF FOLKS GOING DOWN, ADVOCATING AND SUPPORT OF PUBLIC EDUCATION. THANK YOU VERY MUCH.

I ALSO WANT TO MENTION THAT OUR STUDENT REPS HAVE ALL BEEN BUSY.

    [01:40:03]

SCARLETT WAS DOWN, TESTIFYING ON A BILL OF INTEREST FOR HER ON 5574, AND IT WAS ONE OF THE BEST PUBLIC TESTIMONIES I'VE SEEN BY STUDENTS, SO I WANT TO CONGRATULATE YOU FOR YOUR ADVOCACY.

    REVENUE FORECASTS ARE OUT.

I'M NOT SURE I HAVE A WHOLE LOT TO INPUT ON THIS ONE.

THINGS ARE BEING CONSIDERED FROM THE HOUSE, THE SENATE, THE GOVERNOR, OSPI.

I DO NOT HAVE ANY UPDATES ON THIS OTHER THAN THINGS ARE IN CONSIDERATION.

AS WE ARE RUSHING TO THE NEXT CUT OFF IS THE TIME WHERE IT'S IMPORTANT THINGS WILL BE MOVING QUICKLY, AND I URGE EVERYONE, YOU CAN FOLLOW THESE PARTICULAR BILLS THAT WE HAVE THE LINK.

IF YOU CLICK ON THE BILL, IT WILL TAKE YOU TO THE STATUS OF THE BILL AS IT MOVES FORWARD.

THANK YOU ALSO FOR THAT UPDATE ON 1356.

I HAVE SEEN IT'S BEEN REFERRED, BUT I DON'T SEE ANYTHING SCHEDULED YET, SO WE'LL SEE.

THAT'S HONESTLY ALL I'VE GOT FOR THIS RIGHT NOW.

WE CAN GO TO THE NEXT SLIDE REAL QUICK.

WE HAVE HAD MET WITH A NUMBER OF OUR REPRESENTATIVES AND SENATORS, AND WE ARE STILL CONTINUING TO WORK ON SCHEDULING WITH THE REST OF THEM, KNOW THAT THEY ARE VERY BUSY ALSO, BUT INFORMATION ON WHAT YOU THINK THEIR PRIORITIES AND SHOULD BE AS THEY RELATE TO EDMONDS, I'M SURE ARE ALWAYS IMPORTANT FOR THEM TO HEAR FROM YOU AND US.

    >> THANK YOU. IF I'M RIGHT ON THIS FRIDAY, THE 28TH, THREE IMPORTANT BILLS ARE GOING TO THE SENATE WAYS AND MEANS EXECUTIVE SESSION.

    IT'S IN THAT EXECUTIVE SESSION.

    >> THERE'S 17 OF THEM,17 ARE SCHEDULED FOR 17 EDUCATION-RELATED.

    >> THERE ARE THREE THAT I KNOW WE CARE ABOUT BECAUSE THOSE ARE THE ONES I KEEP GETTING E-MAILS ON.

    >> THE ONES THAT ARE ON THE LIST.

ALL THOSE ON OUR LIST ARE SCHEDULED.

    >> BUT AM I RIGHT THAT IN THE EXECUTIVE SESSION IS WHERE EITHER GOOD THINGS OR BAD THINGS HAPPEN, AND WE NEVER FIND OUT WHY OR EXACTLY WHAT UNTIL AFTER THE TERRIBLE OR MAYBE GOOD THINGS HAVE HAPPENED?

    >> CORRECT.

    >> BUT WE CAN GIVE INPUT.

    >> YES, WE CAN.

    >> BEFORE THEN. THAT'S A GOOD OPPORTUNITY TO LET THEM KNOW BEFORE THEY GO INTO THEIR EXECUTIVE SESSION BECAUSE I KNOW NUMBERS MATTER.

    >> WE ALSO HAVE ON THIS REPORT, THE EDMOND SCHOOL DISTRICT PRIORITIES, AS WELL AS THE WASA PRIORITIES, WHICH, AS YOU'RE THINKING ABOUT HOW YOU'D LIKE TO MAKE COMMENTS, IT'S WORTH CONSIDERING HOW THESE THINGS ALIGN.

    >> THESE BILLS ARE IN THE HOUSE OF ORIGIN AT THIS POINT?

    >> YEAH.

    >> THAT MEANS THAT THERE'S GOING TO BE MAYBE HEARINGS OR OPPORTUNITIES TO SIGN IN PRO WHERE THEY'RE HEARD IN THE OTHER CHAMBER.

    >> YES. THEN WE START ALL OVER IN THE OTHER CHAMBER WITH THOSE THAT HAVE MADE IT THROUGH THESE PARTICULAR DEADLINES.

    >> IF WE GET A BILL, ALL THE WAY THROUGH BUT IT HAS A FINANCIAL IMPACT THEN THAT MEANS THAT REALLY IT COMES DOWN TO THE BUDGET.

THEY COULD PASS A BILL AND THEN SAY, BUT WE CAN'T FUND THIS COMPLETELY, OR THE BUDGET NEGOTIATIONS THAT HAPPENS CLOSER TO THE END OF THE SESSION? IS THAT WHERE WE'RE REALLY GOING TO KNOW?

    >> THEY'RE GOING TO BE STARTING PRETTY SOON.

YES TO ALL THOSE THINGS THAT YOU'RE SAYING BECAUSE A GREAT BILL, THEN IT WILL COME DOWN TO A POINT WHERE, WE HAVE THIS BILL, WHICH ONE DO YOU WANT TO FUND? THAT'S HOW THE CONVERSATION GETS PUSHED.

YOU BE PREPARED FOR THOSE CONVERSATIONS.

NOW, THERE'S A LOT OF MOVING PIECES WITH INCREASED REVENUE THAT MAY COME THROUGH.

IT'S HARD TO SAY RIGHT NOW, TODAY, HOW THOSE CONVERSATIONS ARE GOING TO GO, BUT YOU ARE CORRECT IN THE PROCESS.

    >> IF THE BILL JUST GETS THROUGH LIKE THE SENATE, THERE'S STILL OPPORTUNITIES FOR PUBLIC. [OVERLAPPING]

    >> ABSOLUTELY. THERE WILL BE.

ALSO, WHEN I SAY BILL HAS DIED, NOTHING IS EVER OFF THE TABLE UNTIL THE VERY END OF THE SESSION SO 11TH-HOUR THINGS CAN HAPPEN AT ALL TIMES.

    >> PLEASE STAY ENGAGED.

    >> YES, ABSOLUTELY.

THANK YOU FOR THAT CLARIFICATION, DIRECTOR OF GERARD.

    >> I JUST WANTED TO SHARE SOMETHING WITH THE COMMUNITY THAT OCCURRED FOR ME WHEN I WAS AT WORK THERE TODAY, I WORKED DOWN AT THE CAPITOL.

I DON'T KNOW IF ALL LEGISLATORS ARE DOING THIS OR WHAT IS GOING ON, BUT I DID SEE THERE WERE SOME LEGISLATORS WHO NOW SEEM TO BE BECAUSE THEY KNOW THERE'S A BUDGET CRUNCH, GOING TO THE AGENCIES THAT THEY LIKE AND TALKING TO THEM ABOUT HOW THEY MIGHT BE ABLE TO SNEAK A COUPLE OF EXTRA BUCKS TO THEM OR SOMETHING.

    [01:45:03]

WHAT ENDED UP HAPPENING WAS THERE WAS ONE LEGISLATOR WHO WAS TALKING ABOUT A PROGRAM THAT HE WANTED IN A CERTAIN AGENCY, AND I JUST POINT BLANK LOOKED TO THEM AND I SAID BUT, WHAT ARE YOU GOING TO DO ABOUT EDUCATION? I GOT A DEER-IN-HEADLIGHTS, LOOK.

THEN, WELL, WE'RE WORKING ON THAT ONE UP.

BUT THE POINT IS THAT FUNDING RIGHT NOW SEEMS LIKE IT'S ALWAYS ON LEGISLATOR'S MIND.

BUT RIGHT NOW, I THINK A LOT OF THEM ARE TRYING TO FIND OUT HOW THEY'RE GOING TO GET THEIR STUFF TAKEN CARE OF THAT THEY WANT TO GET TAKEN CARE OF.

NOW MAY BE A REALLY GOOD TIME TO PUT THAT LITTLE PIECE OF EDUCATION PRESSURE ON THEM SO THAT WHEN THEY'RE TALKING TO SOMEONE ABOUT WHERE THEY MIGHT PUT MONEY, YOU CAN SAY, IF YOU'RE GOING TO PUT MONEY THERE, WHAT ARE YOU GOING TO DO OVER HERE? I JUST ENCOURAGE PEOPLE THAT NOW MIGHT BE A REALLY GOOD PRESSURE POINT.

    >> ABSOLUTELY. THE LEGISLATIVE COMMITTEE FOR WASDA AND OUR SCHOOL DIRECTORS WILL BE MEETING ON THURSDAY AND MAY HAVE SOME INSIGHT ON SOME OF THE BUDGET CONVERSATIONS THEN TOO.

    >> KAREN, WHEREIN THE PROCESS WHEN THERE ARE COMPANION BILLS DO THEY GET TOGETHER AND CREATE A JOINT BILL?

    >> IT'S HAPPENING RIGHT NOW. ONE OF THE BILLS WILL USUALLY MOVE FORWARD AND THE OTHER ONE DOESN'T.

THAT'S HAPPENING RIGHT NOW IN SOME OF THESE MEETINGS.

    >> EVEN THOUGH THEY'RE HAPPENING IN THEIR RESPECTIVE PLACES WHERE THEY STARTED?

    >> FOR INSTANCE, SENATE BILL 5307 AND HOUSE BILL THEY'RE COMPANION BILLS BUT ONLY THE HOUSE BILL IS MOVING FORWARD.

THE SENATE BILL IS NOT GETTING A HEARING, BUT 1310 IS MOVING FORWARD.

    >> THAT IMPLIES THAT THE SENATE SAID, YOURS IS OKAY.

IF IT COMES TO THE FLOOR, THEN WHAT'S FOR?

    >> THAT IS IMPLIED.

    >> THANK YOU. I'VE ALWAYS WONDERED ABOUT THAT.

    >> THERE'S A LOT.

    >> ANY OTHER QUESTIONS OR COMMENTS? THANK YOU SO MUCH FOR KEEPING US ON TRACK ON THIS.

    >> I WISH I HAD MORE INFORMATION ON THE BUDGET, WE'VE GOT PLENTY OF MONEY, BUT HOPEFULLY, WE'LL HAVE SOMETHING SOON.

    >> I LOOK FORWARD TO THAT REPORT.

    [LAUGHTER]

    >> LET'S HOPE WE'RE ALL LOOKING FORWARD TO IT.

    >> YES. NEXT, WE HAVE BOARD MEMBER COMMENTS.

    [16. BOARD MEMBER COMMENTS]

    WE'LL START WITH OUR STUDENTS.

    TATIANA, YOU WANT TO START?

    >> SURE. HI, EVERYONE.

I'M TATIANA, AND I REPRESENT EBBENS HEIGHTS, JUST FOR THOSE OF YOU THAT WOULD LIKE TO KNOW.

CURRENT UPDATE, WE HAD A POWER OUTAGE, AND TODAY, THERE WAS NO SCHOOL, BUT ROBOTICS STILL MET OVER ZOOM, WHICH WAS REALLY LOVELY.

YESTERDAY, I WAS AT AN ADVANCED MUSICAL THEATER REHEARSAL, AND THE LIGHTS WERE FLICKERING.

I'M GLAD THAT THEY DIDN'T GO OUT LAST NIGHT AND THAT THEY WAITED TILL THE MORNING, SO I GOT TO SLEEP IN.

ADDITIONALLY, OUR SCHOOL HAD A SUCCESSFUL DANCE ON FEBRUARY 14TH, WHICH WAS REALLY FUN.

WE HAD MIDDLE AND HIGH SCHOOL STUDENTS THAT PARTICIPATED, AND IT WAS REALLY GREAT. IT WENT REALLY WELL.

WE ALSO HAVE A SUBSTITUTE PRINCIPAL CURRENTLY BECAUSE OUR PRINCIPAL IS OUT, BUT THAT'S GOING REALLY GREAT.

HE HAD HIS FIRST DAY, I THINK A FEW DAYS AGO, AND THAT WAS REALLY COOL TO SEE HIM WALKING AROUND AND GETTING USED TO STUFF, AND WE ARE EVENTUALLY GOING TO HAVE A NEW PRINCIPAL.

THAT IS PRETTY COOL, AND A LOT OF STUDENTS ARE LOOKING FORWARD TO THAT.

GREG, ACTUALLY, SCHWAB WENT TO AN LC MEETING AT MY SCHOOL AND TALKED ABOUT IT, AND I HEARD A LOT OF BUZZ.

PEOPLE WERE TALKING ABOUT THAT, AND IT'S NICE TO SEE PEOPLE IN THE COMMUNITY ADVOCATING FOR WHAT IS IMPORTANT IN A NEW PRINCIPAL, EVENTUALLY, WHICH IS REALLY EXCITING.

    THAT SO MANY PEOPLE CARE.

ADDITIONALLY, I WANTED TO SAY THAT I'M REALLY THANKFUL FOR THE BOARD'S ATTITUDE AND THE WAY THAT THEY FEEL ABOUT QUEER PEOPLE, ESPECIALLY FEELING SAFE AT SCHOOL.

I FEEL LIKE THERE'S A LOT OF SCHOOL DISTRICTS AND STUDENTS PROBABLY IN THE STATE AND IN THE COUNTRY THAT DEFINITELY DON'T HAVE THAT SAFETY AND SECURITY RIGHT NOW.

I WANTED TO JUST MENTION THAT YOU CANNOT STOP OR PREVENT QUEER STUDENTS FROM EXISTING BY MAKING THEM FEEL UNSAFE IN SCHOOLS.

YOU CAN ONLY MAKE THEM COME OUT.

I WANTED TO SAY THAT BECAUSE THAT'S REALLY IMPORTANT TO ME.

I FEEL REALLY GRATEFUL TO BE A PART OF THIS DISTRICT. THANK YOU.

    >> THANK YOU. SCARLETT, YOU WANT TO GO NEXT?

    >> I JUST WANT TO ADD ON TO TON TATIANA'S LAST POINT.

I FEEL SUPER GRATEFUL TO BE A PART OF THIS DISTRICT, TOO, AND ESPECIALLY BE A PART OF THE BOARD AND WORK WITH YOU GUYS.

IT INSPIRES ME EVERY SINGLE TIME I'M HERE, AND I LOOK FORWARD TO IT.

FORTUNATELY, OUR LIGHTS DIDN'T GO OUT AT MY SCHOOL.

[LAUGHTER] UNFORTUNATELY, WE DIDN'T GET TO SLEEP IN, BUT YOU KNOW WHAT? IT IS WHAT IT IS. I JUST WANT TO SHARE A HIGHLIGHT FROM TODAY.

I WAS IN MY IB ENGLISH CLASS AND DR.

MINER, DR. ADAMS, AND MR. GERARD WALKED IN.

    THAT WAS DEFINITELY A SURPRISE.

I THOUGHT I WAS SEEING THINGS, BUT IT MADE MY DAY. [LAUGHTER]

    [01:50:02]

    >> FOR OUR SCHOOL DATES, THE BOY'S WRESTLING TEAM IS RANKED NINTH IN THE STATE, AND THE FIRST GIRLS' WRESTLING TEAM STATE CHAMPION HAPPENED OVER THE WEEKEND.

SHE COMPETED AND IT WAS REALLY GREAT.

ALSO, THE BOY'S BASKETBALL TEAM WILL BE COMPETING FOR THE 3A STATE CHAMPIONSHIP OR STATE TOURNAMENT, WHICH IS EXCITING.

THE BOY'S SWIM PLACED 15TH FOR THE MEDLEY RELAY AT OF STATE COMPETITION FOR ONE OF THEIR SWIM GROUPS.

AND I WAS IN SPOKANE TWO WEEKS AGO, I THINK, FOR THE EDMONDS-WOODWAY PHILHARMONIC ORCHESTRA ATTENDING THE NATIONAL ASSOCIATION FOR MUSIC EDUCATORS CONFERENCE.

I DON'T THINK THAT'S HAPPENED TO OUR SCHOOL FOUR, SO IT WAS REALLY COOL TO BE A PART OF THAT.

THEN, AS MISS CHASE SAID EARLIER, I GOT A HEARING FOR MY BILL, WHICH IS REALLY EXCITING.

I WAS IN OLYMPIA ON TUESDAY TO GIVE A TESTIMONY.

LIKE I SAID IN MY TESTIMONY, THE ASIAN AMERICAN FOUNDATION SHOWED THAT TWO IN FIVE ASIANS IN THE GREATER SEATTLE AREA EXPERIENCED ASIAN HATE IN THE PAST YEAR.

I STRONGLY BELIEVE THAT THIS HATE COMES FROM IMPROPER EDUCATION.

LIKE I SAID, I'M IN US HISTORY RIGHT NOW AND I HAVE NOT LEARNED A SINGLE THING THAT MY ANCESTORS DID OR CONTRIBUTED TO MAKE AMERICA WHAT IT IS TODAY.

I REALLY THINK THAT'S IMPORTANT TO HAVE.

THOSE ARE MY UPDATES. THANK YOU.

    >> THANK YOU. IT WAS FUN SEEING YOU IN YOUR SCHOOL ENVIRONMENT TODAY.

    THAT WAS FUN. VIVIAN NEXT.

    >> I'D LIKE TO START OFF BY BASICALLY REPEATING WHAT YOU GUYS HAVE BOTH SAID ABOUT REALLY BEING APPRECIATIVE OF THIS DISTRICT.

OVER THE COURSE OF THIS SCHOOL YEAR AND PAST SCHOOL YEARS, I WOULD SAY THE COMMON THEME OF EVERY SINGLE ONE OF THOSE SCHOOL PRESENTATIONS HAS BEEN THE IMPORTANCE OF BELONGING.

I ALSO THINK THAT THAT IS A BIG CENTER FOCUS ACROSS THE WHOLE DISTRICT, AND I THINK THAT'S REALLY IMPORTANT, ESPECIALLY IN A TIME WHERE MARGINALIZED GROUPS ARE BEING ATTACKED FROM THE FEDERAL LEVEL.

I REALLY APPRECIATE THAT EVEN IF THERE ARE GOING TO BE CHANGES THAT WE'RE HAVING TO MAKE, EVEN THOUGH WE DON'T LIKE IT, THAT WE STAY TRUE TO OUR VALUES, AND I REALLY APPRECIATED WHAT EVERYONE SAID TODAY, THAT NO MATTER WHAT HAPPENS, THESE ARE THE THINGS THAT WE BELIEVE IN.

THEN ON A BRIGHTER NOTE AT MOUNTLAKE TERRACE HIGH SCHOOL, THIS WEEK, OUR BSU, WHICH IS OUR BLACK STAN UNION, ORGANIZED A BLACK HISTORY MONTH SPIRIT WEEK.

TODAY WAS POP CULTURE ICON DAY.

I DID NOT BRING MY FIANCE HAT TO THE BOARD MEETING.

[LAUGHTER] TOMORROW IS DENHAM DAY. THAT'S EXCITING.

    >> GREAT. THANKS FOR THAT UPDATE. DIRECTOR GERARD?

    >> WELL, I'M SO GLAD TO HEAR OUR STUDENTS SAYING HOW MUCH THEY GET THAT SENSE OF BELONGING, IT MEANS THAT THE WORK THAT'S BEING DONE IS TRANSLATING INTO ACTION AT THE SCHOOL LEVEL.

THIS LAST WEEK, I WAS ABLE TO ACCOMPANY SUPERINTENDENT MINER TO SEE VIEW FOR A STAFF MEETING.

GOT TO DISCUSS THEIR SIP PROGRESS WITH THE SECOND-GRADE TEACHERS.

THEN TODAY, GOT TO GO TO EDMONDS-WOODWAY HIGH SCHOOL AND SEE SCARLETT IN ACTION.

SHE MADE A VERY INTELLIGENT COMMENT IN HER CLASS.

THE OTHER THING, THIS RELATES TO GREG'S PRESENTATION ON THE GRADUATION RATES.

BUT I DON'T KNOW IF THE PUBLIC IS AWARE THAT THE PRINCIPALS ARE TRACKING EVERY SINGLE STUDENT.

WE LOOK AT THE GRADUATION RATES, AND IT'S THE COMPENDIUM, THE SUM TOTAL OF ALL THE STUDENTS IN OUR DISTRICT.

BUT THEY HAVE BUT THAT'S THE SUM OF A BUNCH OF LITTLE PARTS.

    THEY TRACK EVERY STUDENT.

THEY KNOW IF THEY'RE ON TRACK.

THEY KNOW IF THERE'S CERTAIN INTERVENTIONS OR CERTAIN ASSISTANCE THAT THE STUDENTS NEED IN ORDER TO BE SUCCESSFUL.

THAT IS JUST SO IMPRESSIVE, AND APPRECIATE THE HARD WORK OF THE EDUCATORS, INCLUDING THE PAIR EDUCATORS, THE TEACHERS, ALL OF OUR STAFF.

    THAT HELP THEM TO SUCCEED.

I WANT TO APPRECIATE THE PAIR EDUCATORS AGAIN FOR GOING TO THE LOBBY, AS WELL AS OUR STUDENTS IN OLYMPIA.

FINALLY, I JUST SAY TO COUNCIL MEMBER ESKAMA.

THANK YOU SO MUCH FOR THE INVITATION TO

    [01:55:03]

PARTICIPATE WITH ORGANIZING THE LINWOOD YOUTH ADVISORY COUNCIL, OR I FORGET IF THAT'S WHAT WE DECIDED TO CALL IT, IT IS OKAY.

[LAUGHTER] WE DISCUSSED WHAT TO CALL IT.

I'M REALLY LOOKING FORWARD TO SEEING WHAT DEVELOPS WITH THAT.

I THINK THAT HAVING STUDENT INPUT AND PERSPECTIVE ON THEIR ISSUES IN THE CITY IS SIMILAR TO THINGS THAT WE'RE TRYING TO ACCOMPLISH, AND THERE'S A LOT OF OVERLAP, SO I'M GLAD THAT WE ARE WORKING TOGETHER ON THAT.

REALLY APPRECIATE THAT BEING INCLUDED. THANK YOU.

    >> DR. SMITH.

    >> THE FIRST THING I WANTED TO MENTION, I WASN'T PLANNING ON MENTIONING IT.

I WAS VERY SAD TO HEAR SCARLETT'S COMMENT THAT SHE DOESN'T HAVE A LOT OF HISTORY REGARDING ASIAN INDIVIDUALS IN AMERICA.

I WOULD REALLY HOPE THAT AS A DISTRICT, THAT IS SOMETHING FOR EVERY GROUP.

WE MAKE SURE THAT WE HAVE SOME STUFF ABOUT THAT GROUP SO PEOPLE CAN SEE THEMSELVES IN OUR HISTORY CLASSES.

AT A MINIMUM FOR ASIAN PEOPLE GENERALLY, WE WOULDN'T HAVE THE RAILROADS, IF NOT FOR THE CHINESE COMING OVER.

THAT WAS A HUGE IMPACT ON AMERICA.

JUAN KIM ARC BIRTHRIGHT CITIZENSHIP, THAT'S THE CASE THAT ESTABLISHED THAT.

THERE'S SO MANY THINGS THAT WE CAN LOOK AT FOR ASIAN CULTURE GENERALLY AND HOW THEY IMPACTED, AND ESPECIALLY IN THE PACIFIC NORTHWEST.

DEFINITELY THINK WE'RE MISSING THE BOAT ON THAT.

I DEFINITELY HOPE THAT WE CAN, AS A DISTRICT, FIND SOME WAY TO ADDRESS THAT DEFICIENCY.

THE OTHER THING THAT WAS A BIG TOPIC OF CONVERSATION THIS EVENING, SROS.

I JUST WANT TO MAKE A QUICK COMMENT ON IT.

    I HAVE NEVER BEEN A HARD NO-TO.

I KNOW OTHER PEOPLE ARE HARD NOS ON THAT, AND SOME PEOPLE REALLY WANT THEM IN OUR SCHOOLS.

I KNOW I'M ACQUAINTED WITH AN INDIVIDUAL WHO'S AN SRO IN MAKATI.

I KNOW THE WORK SHE DOES.

SHE REALLY TRIES TO GET WITH THE STUDENTS AND MAKE THEM FEEL WELCOME.

I KNOW THAT A LOT OF POLICE FORCES HAVE THIS THING CALLED COMMUNITY POLICING WHERE THEY'LL SEND PEOPLE INTO NEIGHBORHOODS THAT ARE HISTORICALLY BEEN MARGINALIZED, AND THE OFFICERS AREN'T ALLOWED TO DO ANY ENFORCEMENT THERE.

THE WHOLE IDEA IS, THEY GO IN AND THEY SHAKE HANDS AND THEY GET TO KNOW THE PEOPLE.

    STUFF LIKE THAT IS GREAT.

BUT WHAT I CAN'T HELP BUT NOTICE IS THAT EVERY TIME WE HAVE THIS CONVERSATION, THE ONLY PEOPLE WHO ARE SPEAKING ARE THE WHITE VOICES.

THERE IS NO WAY I COULD SUPPORT SROS IN OUR SCHOOLS WITHOUT HEARING FROM OUR STUDENTS AND PARENTS OF COLOR.

I WOULD NEED TO KNOW THAT WHATEVER WE'RE DOING IS RESPECTFUL OF THEM.

I AM ALWAYS WILLING TO HEAR THESE THINGS OUT, BUT AGAIN, I WANT TO MAKE SURE THAT ALL OF OUR PEOPLE FEEL SAFE AND HEARD.

ONE OF THE OTHER THINGS AND I'LL END ON THIS IS I WOULD ENCOURAGE PEOPLE THE FBI DOES RELEASE CRIME REPORTS EVERY YEAR, THE UCR AND WHAT I CALLED NIBRS WHEN I WAS IN SCHOOL, THE NATIONAL INCIDENT BASED REPORTING SYSTEM.

IF YOU LOOK AT THOSE, VIOLENT CRIME IN THIS AREA IS NOT UP. IT'S JUST NOT.

THE PEOPLE WHO ARE MOST LIKELY TO BE VICTIMS OF VIOLENT CRIME ARE NOT SCHOOL-AGE. THEY JUST AREN'T.

WHEN WE TALK ABOUT I'M NOT SAYING THAT THERE AREN'T SAFETY CONCERNS IN OUR SCHOOLS, BUT I'M ALSO NOT TOTALLY SOLD ON THIS IDEA THAT OUR STUDENTS ARE LIVING IN A WAR ZONE, EITHER.

WHEN WE LOOK AT THIS STUFF, I THINK WE JUST NEED TO BE REALLY MEASURED, AND WE NEED TO MAKE SURE THAT WHATEVER WE'RE DOING DOESN'T CAUSE HARM TO OUR MARGINALIZED GROUPS AND MAKE SURE THAT THEY FEEL RESPECTED, WHILE ALSO KEEPING OUR STUDENTS SAFE. THANK YOU.

    >> THANK YOU. DIRECTOR CHASE.

    >> OH, WELL, I'M REALLY PAYING ATTENTION TO THE LEGISLATURE RIGHT NOW.

AS THINGS KEEP GOING, IT'S GOING TO GIVE A PLUG FOR WATCHING TV W. YOU CAN ALSO WATCH THESE HEARINGS AND SEE HOW THEY GO WHILE YOU'VE GOT DINNER GOING OR LAUNDRY GOING YOUR MORNING COFFEE, TV W, JUST JUMP ON IN THERE.

YOU CAN HEAR THAT EIGHT O'CLOCK HEARING.

I AM REALLY, REALLY HONORED TO BE PART OF THIS DISTRICT, AND I REALLY APPRECIATE THE PUBLIC FORUM THAT WE HAVE, THAT PEOPLE COME ABLE TO MAKE COMMENTS, THAT OUR STUDENTS ARE INCLUDED IN OUR DISCUSSIONS AND OUR DECISION-MAKING.

AS WE JUST KEEP MOVING FORWARD TOGETHER AS A DISTRICT, THAT'S ALL I'VE GOT RIGHT NOW.

    >> SOUNDS GOOD. THANK YOU ALL FOR YOUR COMMENTS.

I REALLY APPRECIATE ALL OF THEM.

I'LL JUST DO A QUICK UPDATE.

I'VE HAD A BUSY COUPLE OF WEEKS SINCE WE LAST MET.

I WAS WITH DIRECTOR GERARD AND DR.

MINER AT SEA VIEW'S FACULTY MEETING, AND I REALLY APPRECIATED IT THEY WERE DOING GRADE-LEVEL DATA ANALYSES, LOOKING KID BY KID.

    [02:00:02]

WHAT'S GOING ON AT THE HIGH SCHOOLS, THEY WERE DOING AT THE ELEMENTARY LEVEL, AND TALKING SPECIFICALLY ABOUT STUDENTS WHO WEREN'T MAKING THE GROWTH THAT THEY WANTED TO SEE AND TALKING ABOUT AND SHARING STRATEGIES TO HELP THEM.

THOSE ARE THE CONVERSATIONS THAT ARE SO IMPORTANT.

THIS WAS A MID-YEAR REVISE AND REFLECT ACTIVITY, BUT I APPRECIATED THAT.

FOR THE 18TH YEAR IN A ROW, I'VE ATTENDED WITH MY HUSBAND, THE PTA SPONSORED EDMOND'S COMEDY NIGHT, AND I AM SO THANKFUL I HAVE WATCHED THIS GROW FROM HAVING SUPPORTED ONE SCHOOL TO SUPPORTING ALL THE SCHOOLS AND A LOT OF ORGANIZATIONS IN THE DISTRICT.

THAT WHEN YOU BUY A TICKET TO THE COMEDY NIGHT AND ALL THE COMEDIANS WHO ARE EXCELLENT, DO A PROBONO.

THERE ARE SPONSORS WHO ARE APPRECIATED BY THE COMEDIANS [LAUGHTER] IN GREAT WAYS.

BUT WHEN YOU BUY YOUR TICKET, YOU CAN SAY WHAT SCHOOL YOU WOULD LIKE A PORTION OF YOUR TICKET TO GO TO.

I WANT TO REALLY THANK THE PTA FOR ALL THE WORK THAT THEY DO BECAUSE I KNOW THAT THAT'S BROUGHT A LOT OF MONEY IN THAT WITH COMMUNITY ENTERTAINMENT AT THE SAME TIME, AND APPRECIATE ALL OF THE PEOPLE WHO WORK ON THAT BECAUSE THERE ARE A LOT OF PEOPLE WHO DO THAT COMPLETELY TO HELP SUPPORT THE PTAS ACROSS OUR DISTRICT.

    TODAY, I ALSO JOINED DR.

MINER AND DIRECTOR GERARD AT EDMONDS-WOODWAY.

WE SAW MANY CLASSROOMS, NOT ALL OF THEM. WE SAW SCARLETT.

THAT'S ALL WE NEEDED TO SEE.

[LAUGHTER] VERY ENJOYABLE, LEARNED A LOT.

THEN TOMORROW, I'VE BEEN PLANNING FOR A PRESENTATION THAT I'M GOING TO BE DOING WITH THE GRADING PRACTICES TASK FORCE.

TO REALLY HELP THEM UNDERSTAND WHY THE BOARD MADE THIS RESOLUTION, WHY WE SEE THE TRAJECTORY OR HOW WE SEE THE TRAJECTORY FROM GRADING PRACTICES TO THE GRAD RATE.

HELP TALK ABOUT SOME OF THE WHY IT'S SO IMPORTANT TO HAVE CONSISTENCY IN GRADING ACROSS THE SECONDARY.

I APPRECIATE THE CONVERSATIONS WE'VE HAD, AND I KNOW THE STUDENTS HAVE GIVEN VERY NICE INPUT THAT I WILL TAKE AS WELL ABOUT HOW YOU GO FROM CLASS TO CLASS AND HAVE NO IDEA IN THE NEXT CLASS, HOW YOU'RE GOING TO BE GRADED BECAUSE THEY'RE ALL DIFFERENT.

I'LL REPORT BACK ON THAT NEXT TIME, AND I'LL TURN IT OVER TO DR. MINER.

    >> MANY YEARS AGO, WHEN I WAS AN UNDERGRADUATE, A PROFESSOR SAID, IT'S SOMEWHAT DISCOURAGING TO BE IN A CAREER WHERE NO MATTER HOW HARD YOU WORK TO PREPARE A LESSON, NO MATTER HOW STEEP YOU ARE IN YOUR SUBJECT AREA.

THE THING THAT WILL MAKE STUDENTS HAPPIEST IS A NOTE ON THE DOOR THAT SAYS CLASS IS CANCELED TODAY.

[LAUGHTER] I FIND MYSELF AS A SUPERINTENDENT, SAME THING.

I FEEL LIKE WHEN THERE'S A LATE START AT A SCHOOL BECAUSE OF POWER OUTAGES, ETC., IF WE WERE TO TEST MY APPROVAL RATINGS AT THOSE SCHOOLS, MAYBE THROUGH THE ROOF.

HAVING SAID THAT, I WANT TO EXTEND DEEP CONGRATULATIONS.

PEOPLE ARE UP VERY EARLY IN THE MORNING COMMUNICATING TO FAMILIES, TRYING TO FIGURE OUT WHAT WE'RE GOING TO DO ABOUT FOOD, TRYING TO FIGURE OUT WHAT WE'RE GOING TO DO ABOUT BUS ROUTES, ETC.

THESE ARE VERY COMPLICATED DAYS WHERE WE HAVE LATE STARTS AT SOME SCHOOLS AND NOT AT OTHERS.

BUT OUR GOAL IS IF THE POWER COMES ON, THAT WE GET STUDENTS THERE JUST AS SOON AS WE CAN.

TODAY WAS A VERY COMPLICATED DAY, AND I APPRECIATE EVERYONE WHO PUT EFFORTS IN ON THAT FROM MAINTENANCE TO FOOD SERVICE TO COMMUNICATION TO THE STAFF AND STUDENTS WHO ARE VERY PATIENT WITH US.

I'M JUST GOING TO TAKE A MOMENT FEBRUARY 28TH, MARKS THE END OF MY 30TH YEAR IN PUBLIC EDUCATION.

[APPLAUSE] THIS HAS REALLY LEFT ME VERY REFLECTIVE RIGHT NOW.

IT'S HITTING ME IN A DIFFERENT WAY THAN I EXPECTED TO.

I WANT TO SAY THAT THESE ARE VERY 30 YEARS.

IT'S A LONG TIME, VERY, VERY TRYING TIMES IN PUBLIC EDUCATION BETWEEN BUDGETS AND ASSAULT ON THE WORK THAT WE ARE TRYING TO DO WITH STUDENTS.

HOWEVER, I JUST WANT TO TAKE A MOMENT, AND I HOPE I CAN MAKE EYE CONTACT WITH EACH OF YOU WITH THE STAFF MEMBERS WHO I AM FORTUNATE ENOUGH TO WORK WITH EVERY DAY.

IT IS A GREAT BLESSING IN MY LIFE TO BE ABLE TO WORK WITH YOU.

YOU INSPIRE ME TO KEEP COMING BACK TO DO THIS WORK DAY AFTER DAY AND YEAR AFTER YEAR.

I'M SO HAPPY AND GRATEFUL TO BE WORKING WITH SUCH A TALENTED STAFF.

ADDITIONALLY, JUST A TALENTED, PASSIONATE, DEDICATED, KNOWLEDGEABLE BOARD.

I CAN'T SAY ENOUGH ABOUT HOW MUCH I APPRECIATE YOU WORKING ON BEHALF OF STUDENTS, STAFF AND FAMILIES IN THIS DISTRICT, AND I'M VERY GRATEFUL TO BE HERE IN EDMONDS WORKING ON BEHALF OF OUR COMMUNITY.

    >> THANK YOU. WE'RE GLAD YOU'RE HERE AND HAPPY ANNIVERSARY A LITTLE EARLY.

THAT BEING SAID THIS REGULAR BUSINESS MEETING

    [02:05:02]

OF THE SCHOOL BOARD OF THE EDMOND SCHOOL DISTRICT.

    WE'RE SOMEBODY IS NOW ADJOURNED.
