[1. CALL TO ORDER-6:30 pm] [00:00:04] GOOD EVENING AND WELCOME THIS REGULAR BUSINESS MEETING OF THE EDMONDS SCHOOL DISTRICT. BOARD OF DIRECTORS IS NOW CALLED TO ORDER. [2. ROLL CALL-6:31 pm (ALL TIMES ARE ESTIMATED)] I'LL DO A ROLL CALL. WE ARE ALL HERE. [3. LAND ACKNOWLEDGEMENT-6:32 pm] NEXT, I'LL ASK DOCTOR MINOR TO DO THE LAND ACKNOWLEDGMENT. THANK YOU, DOCTOR KATIMS. WE ACKNOWLEDGE THE ORIGINAL INHABITANTS OF THIS PLACE. THE PEOPLE AND THEIR SUCCESSORS, THE TULALIP TRIBES, WHO SINCE TIME IMMEMORIAL HAVE TAKEN CARE OF, HUNTED, FISHED AND GATHERED ON THESE LANDS. WE RESPECT THEIR SOVEREIGNTY, THEIR RIGHT TO SELF-DETERMINATION, AND WE HONOR THEIR SACRED SPIRITUAL CONNECTION WITH THE LAND AND WATER. BY ACKNOWLEDGING THESE HOMELANDS, WE COMMIT TO WORKING WITH TRIBAL NATIONS TO FURTHER THE EDUCATION AIMS THEY HAVE IDENTIFIED IN OUR CLASSROOMS AND SCHOOLS. [4. FLAG SALUTE-6:33 pm] NEXT, IF EVERYONE WILL RISE AND JOIN ME IN THE FLAG SALUTE.ALLEGIANCE]. [5. APPROVAL OF AGENDA-6:34 pm] NEXT IS APPROVAL OF TONIGHT'S AGENDA. I WOULD LIKE TO REQUEST A CHANGE TO THE AGENDA. WE'RE NOT QUITE READY TO GO WITH ITEM 10.4 FOR FIRST READING OF REVISED BOARD POLICY 6215. SO I'D LIKE TO WITHDRAW THAT FROM THE AGENDA FOR A FUTURE DATE. DO I HEAR A MOTION TO REVISE THE AGENDA, AS DOCTOR MINER HAS SUGGESTED? SO MOVED. SECOND. IT'S BEEN MOVED AND SECONDED TO REMOVE ITEM 10.4 FROM TONIGHT'S AGENDA. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR SAY AYE. AYE. ALL THOSE OPPOSED? NAY. ANY ABSTENTIONS? AND THE AMENDMENT IS APPROVED. NEXT, WE WILL APPROVE THE AGENDA, AS AMENDED. DO I HEAR A MOTION AND A SECOND? I'D LIKE TO APPROVE THE AGENDA, AS AMENDED. IS THERE A SECOND? SECOND. THERE'S BEEN A MOTION AND A SECOND TO APPROVE THE AGENDA, AS AMENDED. IS THERE ANY DISCUSSION? ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE. ALL THOSE OPPOSED? ANY ABSTENTIONS? AND THE AMENDED AGENDA IS APPROVED. [6. SUPERINTENDENT REPORT-6:35 pm] NEXT, WE'LL HAVE THE SUPERINTENDENT'S REPORT. WELL, THEY SAY THAT A PICTURE IS WORTH A THOUSAND WORDS. SO I WILL SAY A FEW WORDS TONIGHT AND WHILE YOU HAVE THE OPPORTUNITY TO ENJOY A VIDEO PUT TOGETHER FOR US BY KURTIS CAMPBELL, WITH PICTURES TAKEN BY OUR COMMUNICATIONS TEAM, AS WELL AS SOME OF OUR PRINCIPALS TO CELEBRATE OUR JOYOUS FIRST DAY OF SCHOOL. [MUSIC]. [00:05:25] THAT WAS LOVELY. YES, FELT LIKE I WAS THERE. GOOD REPORT. THANK YOU. GREAT REPORT, THEY SHOULD ALL BE IN PICTURES. [7. APPROVAL OF MINUTES-6:40 pm] NEXT WE HAVE APPROVAL OF OUR MINUTES. WE HAVE ONLY ONE ITEM, WHICH IS APPROVAL OF THE MINUTES FROM THE AUGUST 27TH SCHOOL BOARD REGULAR BUSINESS MEETING. DO I HEAR A MOTION TO APPROVE IN A SECOND? SO MOVED. SECOND. I'VE HEARD A MOTION TO APPROVE. AND A SECOND. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR OF APPROVING THE AUGUST 27TH MINUTES FROM THE SCHOOL BOARD REGULAR BUSINESS MEETING, PLEASE INDICATE BY SAYING AYE. ALL THOSE OPPOSED SAY NAY. ANY ABSTENTIONS? I'LL ABSTAIN. I WASN'T HERE OR WAS I? NO, I WAS HERE. YOU WERE HERE, I WERE HERE. NEVERMIND. I WAS ON ZOOM, I WAS ON ZOOM. OKAY. THANK YOU. SO THAT WAS UNANIMOUS AND THE MINUTES FROM THE AUGUST 27TH, 2024 SCHOOL BOARD REGULAR BUSINESS MEETING ARE APPROVED. NEXT, WE HAVE PUBLIC COMMENTS. [8. PUBLIC COMMENTS-6:45 pm] WE HAVE TWO TWO PEOPLE WHO'VE SIGNED UP. GIVE ME A SECOND HERE. OKAY. THE GUIDELINES REGARDING THE PUBLIC COMMENTS ARE ON THE DISTRICT WEBSITE. ON EACH BOARD MEETING AGENDA AND THERE'S A COPY ON THE TABLE WHERE YOU SIGN IN TO MAKE A COMMENT. WE ASK THAT YOU LIMIT YOUR COMMENT TO THREE MINUTES. A TIMER WILL BE RUNNING SO THAT YOU CAN MONITOR YOUR TIME. PLEASE BE SURE TO TELL US YOUR NAME, YOUR CITY OF RESIDENCE, YOUR RELATIONSHIP TO THE DISTRICT, AND THE AGENDA ITEM OR SCHOOL DISTRICT TOPIC YOU'RE ADDRESSING TONIGHT. PUBLIC COMMENTS WERE MADE FROM THE FRONT PODIUM FACING US. FIRST UP IS JASON MOORE. JASON MOORE LINWOOD. HERE TO TALK ABOUT THE STUDY SESSIONS. I WAS ABLE TO MAKE THE STUDY SESSION TODAY, WHICH WAS ABOUT THE START TIME COMMITTEE THAT THE DISTRICT HAS GOING. LET'S TALK ABOUT STUDY SESSION. WHAT IS A STUDY SESSION? THE DISTRICT SAYS IT'S A SPECIAL MEETING, BUT IF WE REVIEW THE PUBLIC MEETINGS ACT, THAT'S IN THE RCW FOR THE STATE LAW THAT SAYS THAT A SPECIAL MEETING IS A NON REGULAR MEETING, WHICH WOULD BE DIFFERENT, YOU KNOW, ON A NON-REGULAR SCHEDULE, WHICH I DON'T THINK STUDY SESSIONS QUALIFY BECAUSE THEY ARE REGULAR. THEY ARE EVERY WEEK BEFORE THE THIS BUSINESS MEETING HERE AND SO WHY IS IT THAT THE DISTRICT WON'T ACKNOWLEDGE THIS SPECIAL STUDY SESSION AS A REGULAR MEETING IF IT'S HELD REGULARLY AND THESE STUDY SESSIONS ARE NOT BEING RECORDED. SO THAT'S WHY I'M TAKING THE INITIATIVE TO MAKE IT TO ALL OF THESE, TO RECORD IT. SO THE PUBLIC HAS AN IDEA OF WHAT'S GOING ON THERE, BECAUSE MOST PEOPLE WILL NOT ATTEND THOSE MEETINGS. THE POWERPOINTS THAT ARE USED DURING THE STUDY SESSIONS, THEY ARE NOT AVAILABLE ON THE DISTRICT WEBSITE. SO WE WOULD REQUEST THAT THE DISTRICT POST THOSE POWERPOINTS OR PDFS HOWEVER YOU WANT TO DO IT, SO THE PEOPLE CAN REVIEW WHAT YOU GUYS ARE WORKING ON AT THOSE MEETINGS. LAND ACKNOWLEDGMENT I NOTICED. I KNOW THE DISTRICT LOVES THEIR LAND ACKNOWLEDGMENT AND IF THIS STUDY SESSION IS HELD REGULARLY, WHICH I WOULD CALL A REGULAR [00:10:03] BUSINESS MEETING, THEN THE WHY DO NOT WHY DOES THE DISTRICT OR THE BOARD NOT DO THE PLEDGE, BUT THEY DO THE LAND ACKNOWLEDGMENT. THAT DOESN'T MAKE SENSE. THE PRIORITIES OF THIS COMMITTEE OR SOME CHANGES THAT WAS BEING DISCUSSED FOR THE START TIMES. THE NUMBER ONE PRIORITY IS EQUITABLE. SAFETY IS NUMBER FOUR AND DIRECTOR KATIMS PRESIDENT BROUGHT IT UP THAT THERE WAS NO PRIORITIES LISTED FOR ACHIEVEMENT OR ACADEMICS IN THIS COMMITTEE, WHICH I THOUGHT WAS INTERESTING. AND ANOTHER THING THAT WAS INTERESTING IS THEY USED AN AI CHAT GTP TO SUMMARIZE THESE COMMENTS FROM THE PEOPLE AND I SAW AT THE BOTTOM OF ONE OF THE PAGES, IT SAID SOME RESPONDENTS REPORTED THEY BELIEVED THE SURVEY WAS DESIGNED TO PRODUCE A DESIRED OUTCOME, BUT THE STAFF DIDN'T HAVE ANY COMMENTS ABOUT IT AND THE BOARD JUST OVERLOOKED IT. SO I THOUGHT THAT WAS TROUBLING. THANK YOU. NEXT UP IS CHERYL [INAUDIBLE]. GOOD EVENING FOLKS. CAN YOU HEAR ME? SHOULD I MOVE THIS? YEAH. OKAY. GOOD EVENING FOLKS, I'M CHERYL, I LIVE IN SEATTLE, WASHINGTON, AND I AM A PROUD PARAEDUCATOR IN THE EDMONDS SCHOOL DISTRICT, AND I'M A PROUD ASSISTANT PRESCHOOL TEACHER IN OUR FABULOUS PRESCHOOL PROGRAM AND MY PHONE IS BLOWING UP RIGHT NOW WITH MY TEAM'S TEXT MESSAGES SAYING HOW GREAT OUR OPEN HOUSE JUST WAS. SO WE'RE VERY EXCITED TO WELCOME OUR LITTLE LEARNERS. I AM A PROUD MEMBER OF THE PS PUBLIC SCHOOL EMPLOYEES OF WASHINGTON, SEIU, 1948 SERVICE EMPLOYEES INTERNATIONAL UNION AND CSEA CLASSIFIED STAFF. CLASSIFIED SUPPORT STAFF OF WASHINGTON. MY QUESTION IS, WHEN IS $5,000 $5,000? I WAS JUST LOOKING AT THE SALARY SCHEDULE OF ALL OF THE. EMPLOYEES OF THE SCHOOL DISTRICT, AND NOTICING THAT PRINCIPALS AND VICE PRINCIPALS, IF THEY HAVE A PHD, GET A $5,000 BONUS. THIS IS SUPER COOL AND MY WONDERING IS WHEN WILL PARAEDUCATORS GET RECOGNIZED FOR HAVING HIGHER EDUCATION? THERE ARE MANY OF US WHO HAVE BACHELOR'S DEGREES AND MASTER'S DEGREES, AND THIS IS NOT REFLECTED IN OUR SALARY. I UNDERSTAND THAT. THE DISTRICT'S IDEA IS THAT THIS DEGREE IS NOT NECESSARY FOR THE WORK THAT WE DO. MY OPINION IS THAT OUR HIGHER EDUCATION BETTER EQUIPS US TO DO THE WORK THAT WE DO AND I UNDERSTAND THAT WE ARE IN TIGHT BUDGET TIMES. BUT I'M HOPEFUL THAT AFTER OUR OCTOBER 23RD SESSION AND OUR JANUARY, FEBRUARY, MARCH TIME IN OLYMPIA, THAT THE STATE OF WASHINGTON IS GOING TO FULLY FUND PUBLIC EDUCATION AND I THINK THAT I WOULD GUESS THAT IF YOU ALL COULD WAVE YOUR MAGIC WANDS PARAEDUCATORS WOULD GET ACKNOWLEDGED FOR THEIR COLLEGE DEGREES. SO I'M HOPEFUL FOR THAT DAY. THANK YOU. [9. CONSENT AGENDA-7:15 pm] NEXT ON OUR AGENDA IS OUR CONSENT AGENDA. THERE ARE SIX ITEMS TONIGHT. FOUR RELATE TO PERSONNEL AND STAFF AGREEMENTS. ONE IS A COOPERATIVE AGREEMENT FOR US TO EXPEDITE GETTING COMPETITIVE BIDS AND ONE IS FOR A FIELD TRIP. DO I HEAR A MOTION AND A SECOND TO APPROVE TONIGHT'S CONSENT AGENDA? MOVE TO APPROVE. SECOND. I'VE HEARD A MOTION TO APPROVE AND A SECOND. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR OF APPROVING TONIGHT'S CONSENT AGENDA AS PRESENTED, PLEASE INDICATE BY SAYING AYE. ALL THOSE OPPOSED SAY NAY. ANY ABSTENTIONS? [00:15:01] AND TONIGHT'S CONSENT AGENDA IS APPROVED. YOU WERE A LITTLE QUICK THERE. MOVING ON. I DID HAVE ONE QUESTION FOR SUPERINTENDENT MINER. BASED ON MR. MOORE'S COMMENT, WE DO POST THOSE POWERPOINTS ONLINE FROM STUDY SESSIONS, DO WE NOT? I JUST WANT TO CONFIRM THAT WE DO NOT POST THE STUDY SESSIONS FOR THE POWERPOINTS. OKAY. I MEAN, THEY MAY BE. IT DEPENDS LIKE I DID FOR AIR. IT DEPENDS ON THE STUDY SESSION. IT MAY BE IN ANOTHER PLACE, BUT WE DON'T ROUTINELY PUT THEM UP. OKAY. NEXT IS NEW BUSINESS. [10. NEW BUSINESS- 7:30 pm] THIS EVENING WE HAVE THREE ITEMS OF NEW BUSINESS WITH THE AMENDMENT TO THE AGENDA. THE FIRST IS A SINGLE READING TO APPROVE A LEGISLATIVE PRIORITIES. SO I WILL TURN THIS OVER TO DIRECTOR CHASE. THANK YOU, DIRECTOR KATIMS. WELL, I AM THRILLED THAT WE ACTUALLY HAVE EXACTLY TEN PRIORITIES WE NEED TO APPROVE AND WE HAVE EXACTLY TEN PRIORITIES THAT HAD THREE OR MORE OF THE SCHOOL BOARD MEMBERS AGREE WITH OUR PRIORITIES. YOU KNOW, STARTING WITH, OF COURSE, AMPLY FUNDING STAFFING LEVELS AND GOING DOWN THROUGH FUNDING AND FISCAL NOTES. I CAN READ ALL OF THEM RIGHT NOW IF WE'D LIKE, BUT I THINK IT'S ALREADY BEEN POSTED, AND I AM THRILLED THAT WE DON'T NEED TO DO ANY WORK TO WHITTLE DOWN, AND THAT WE HAVE THESE TEN THAT I WOULD LIKE TO PUT UNDER CONSIDERATION FOR US TO ADOPT TONIGHT. WOULD YOU LIKE TO MAKE A MOTION? I WOULD CERTAINLY LIKE TO MAKE THAT MOTION. I MOVE THAT THE EDMONDS SCHOOL DISTRICT ADOPT THE WSSDA POSITIONS CATALOG AS PRESENTED IN TONIGHT'S AGENDA. I SECOND. I'VE HEARD A MOTION TO APPROVE AND A SECOND. CAN I JUST MAKE DISCUSSION? I'LL JUST MAKE A QUICK NOTE ABOUT THAT DURING THE DISCUSSION. WE'RE SAYING WE'RE GOING TO APPROVE ANYTHING THAT HAS TWO OR MORE. YOU KNOW, THE WAY IT'S POSTED, THE ONES THAT SAY TWO OR MORE. SO THE ONES IN YELLOW, ORANGE AND RED, NOT THE BLUE. CORRECT. WHICH WERE THE ONES WHO RECEIVED ONE? OKAY. SO THE TOP TEN THERE AS LISTED ON THE SHEET. YES. THANK YOU FOR CLARIFYING THAT AND I'D LIKE TO ALSO MAKE SURE THAT EVERYBODY KNOWS WE ALL DID THIS INDEPENDENTLY. THIS WAS NOT DISCUSSED AMONG US AT ALL. WE WERE SIMPLY SENT THIS BY AARON AND WE EACH SENT AARON WHAT OUR VOTES WERE FOR THIS, SO THAT WE COULD THEN BRING IT TO THE BOARD MEETING TO DISCUSS ANY OTHER. ANY QUESTIONS? COMMENTS? MAKE ONE COMMENT ON HERE. IT'S ONE THAT WE WANT TO PROVE, BUT THAT'S OKAY. IT HAS TO DO. I WANT TO TOOT OUR OWN HORN WHENEVER WE GET AN OPPORTUNITY TO ONE OF THE WASSDA POSITIONS ON HERE WAS THE EXPANSION OF WORK BASED LEARNING OPPORTUNITIES. AND I THINK AS A DISTRICT, WE DO A VERY GOOD JOB WITH THAT. SO EVEN IF WE'RE NOT MOVING IT FORWARD AS A WSSDA POSITION, I THINK THAT WE ARE A GOOD TRENDSETTER IN THAT AND I JUST WANTED TO GO AHEAD AND CALL OUT OUR DISTRICT ON ALL THE GREAT WORK WE DO WITH THE WORK BASED LEARNING STAFF AND I'D LIKE TO SAY ALL OF THESE THINGS ARE IMPORTANT EVEN BEYOND. HOWEVER, WHAT I'M REALLY PLEASED TO SEE IS THAT OUR FOCUS IS ON FUNDING AND AT THE MOMENT, I THINK THAT'S OUR LARGEST CHALLENGE IN TERMS OF HELPING TO MEET THE OPPORTUNITY GAPS FOR ALL OF OUR STUDENTS AND SO SINCE WE HAVE TO CHOOSE THE HIGHEST PRIORITIES, THERE'S ONLY SO MUCH CAPACITY THAT WSSDA HAS AND THAT WE HAVE FOR ADVOCATING FOR WHAT MATTERS MOST AND I THINK FROM THE STATE RIGHT NOW, WHAT MATTERS MOST IS AMPLY FUNDING OUR SCHOOLS. SO I WAS REALLY PLEASED TO SEE THAT WE ARE IN CONSENSUS THAT FUNDING IS ABSOLUTELY THE TOP PRIORITY AND NEEDS TO BE UNTIL THE STATE, BECAUSE IT'S HARD FOR US TO MEET ANY OF OUR OTHER PRIORITIES WITHOUT THAT KIND OF FUNDING AND TO PIGGYBACK OFF OF THAT, AS I WAS LOOKING AT THIS, THE ONE THAT I REALLY DO LIKE IN HERE IS REQUIRING THE FISCAL NOTES FOR THE UNFUNDED MANDATES. I THINK THAT IS SOMETHING THAT WE JUST IT JUST SORT OF HAPPENS. THE LEGISLATURE PASSES STUFF AND SAYS, HEY, YOU GUYS NEED TO TAKE CARE OF IT. WE'RE NOT GOING TO GIVE YOU MONEY FOR IT AND REALLY MAKING THAT GET CALLED OUT, I THINK, IS IMPORTANT. THAT WAY WE CAN REALLY POINT TO THOSE THINGS AND SAY, YOU TOLD US TO DO IT. WE NEED TO FIND THE MONEY SOMEWHERE. YOU'RE NOT GIVING IT TO US AND IT REALLY MAKES THE LEGISLATORS GRAPPLE WITH THAT A LITTLE BIT. SO THAT'S ONE THAT I REALLY LIKE THAT'S ON HERE. WELL, THEY SHOULDN'T BE ALLOWED TO DO IT AND I THINK THERE'S ACTUALLY A LAW ON THE BOOKS THAT SAYS THEY'RE NOT SUPPOSED TO MAKE LAWS THAT ARE UNFUNDED MANDATES, BUT THEY SEEM TO DO IT ANYWAY, AND THEY SEEM TO TRY TO HOLD US TO IT. YEAH. I MEAN, ONE RECENT ONE THAT JUST EVERY TIME IT COMES UP THAT WE HAVE A STATE AUDIT, THE WE EVERY DISTRICT HAS TO PAY FOR THAT STATE AUDIT, WE'RE REQUIRED TO HAVE IT. WHY ISN'T THE STATE PAYING FOR THEIR STATE AUDITORS TO DO THE AUDIT? JUST JUST A SMALL EXAMPLE. IT'S NOT I DON'T REMEMBER HOW MUCH IT IS, BUT $100,000 IS, YOU KNOW, ANOTHER PERSON WE COULD BE HIRING INSTEAD OF HIRING THEIR STATE [00:20:09] AUDITOR TO DO THE WORK. ANY OTHER DISCUSSION? I JUST HAD A QUESTION ABOUT THE FACT THAT THESE ARE ALL FINANCIAL ONES AND FUNDING ONES AND WHETHER GIVEN THAT THE STATE WILL HAVE ONLY SO MUCH CAPACITY, WHETHER WE COULD HAVE EFFECTIVELY ADDED SOME OTHER ITEMS THAT WERE LESS COSTLY TO THIS LIST. BECAUSE I THINK THERE ARE SOME, THERE ARE A FEW I HAVE THAT ARE DOWN IN THE BLUE THAT I THOUGHT WERE IMPORTANT FOR STUDENTS. THE GRADUATION REQUIREMENTS AND PATHWAYS, DIFFERENT WAYS TO ACHIEVE THAT STATUS PREVENTING SELF-HARM AND SUICIDE AND CLIMATE MITIGATION. I THINK THESE ARE ALL REALLY SIGNIFICANT THINGS. I DON'T KNOW THAT THEY HAVE THE FINANCIAL IMPACT OF THE OTHER THINGS AND I KNOW THAT OBVIOUSLY, YOU KNOW, I TOTALLY AGREE WITH, YOU KNOW, FUNDING THE STAFFING LEVELS AND GET DRIVING MORE MONEY INTO THE SYSTEM. THIS IS ESSENTIAL. I JUST DIDN'T KNOW IF WE'RE ASKING FOR IT FOR MSOC, AND WE'RE ASKING IT FOR FREE MEALS, AND WE'RE ASKING IT FOR CTE, AND WE'RE ASKING IT FOR BASIC ED, AND WE'RE ASKING IT FOR STAFFING, LIKE. CAN THE STATE FUND ALL THOSE THINGS, OR SHOULD WE BE FOCUSING ON SOME OF THOSE THAT COVER THE FUNDING, COVER THE FUNDING ISSUE, AND THEN ADDING SOME OTHER PRIORITIES? I UNDERSTAND WHAT YOU'RE SAYING. LAST YEAR WE TOOK, IF YOU RECALL, WHEN ANDY NOFZIGER AND I TOOK A LEAD IN PUTTING TOGETHER A CROSS DISTRICT LETTER TO THE STATE LEGISLATORS, WE OPTED FOR ONE FOCUS. WE SAID FIX THE PROTOTYPICAL SCHOOLS MODEL NUMBER ONE AND TWO. GIVE US THE PERCENT OF THE SURPLUS THAT YOU HAVE, THAT WOULD BE THE PERCENT OF THE STATE BUDGET. BECAUSE I AGREE WITH YOU. I THINK THERE ARE TOO MANY IMPORTANT FOCUSES. RIGHT. BUT THAT BEING SAID, I WATCHED THEN THE LEGISLATIVE SESSION AND THEY HAD THEIR EVERYTHING YOU MENTIONED THEY'RE GOING TO BE TALKING ABOUT IN SOME WAY. THEY'RE GOING TO BE TALKING ABOUT CLIMATE. THEY'RE GOING TO BE TALKING ABOUT HOMELESSNESS. THEY'RE GOING TO BE TALKING ABOUT MENTAL HEALTH. THEY'RE GOING TO BE TALKING ABOUT BECAUSE THERE ARE PEOPLE ALL OVER THE STATE WHO ARE LOBBYING FOR EVERY POSSIBLE OTHER THING. IF IF I WERE GOD OF WSSDA, I WOULD SAY ONE ONE PRIORITY, AND MAZDA SHOULD PUT ALL THEIR RESOURCES IN 1 OR 2 PERIOD, AND IT SHOULD BE THE ONE WE ALL AGREED ON, WHICH IS AMPLY FUNDING STAFFING LEVELS, PERIOD. FIX THE PROTOTYPICAL SCHOOLS MODEL. IT'S THE BIGGEST THING 100% AGREE. THAT BEING SAID, THAT'S NOT THE WAY IT WAS TO OPERATE. THEY WANT TEN PRIORITIES, SO WE'RE GIVING THEM TEN PRIORITIES. BUT I THINK THE MESSAGE HAS TO BE THERE ABOUT FUNDING. WE CAN'T HELP OUR KIDS BECOME CLIMATE SCIENTISTS WITHOUT MONEY TO TO HAVE THE RIGHT CURRICULUM AND TO BE HAVING CLASS SIZES LOW ENOUGH AND HAVING STAFF FOR DOING THAT, WE CAN'T DO THE MENTAL HEALTH THAT WE I MEAN, EVERYTHING YOU MENTION, WE CAN'T DO WITHOUT MORE FUNDING AND THEY'RE JUST TYING OUR HANDS MORE AND MORE. SO I REALLY FEEL LIKE THE MORE WE CAN AT LEAST TAKE THESE TEN AND SAY THEY ALL DIVERGE INTO THIS ONE THING, WHICH IS FUNDING. MAYBE THEY'LL PAY ATTENTION, TO ANSWER YOUR QUESTION. YES, THEY CAN FUND ALL THESE THINGS AND EVERY SINGLE THING ITEM ON THIS LIST IS IMPORTANT. WE JUST ARE IN A SITUATION WHERE WE HAVE TO PICK THE TOP TEN. THAT'S ALL. WELL, I LIKE THAT. I HOPE THAT'S TRUE. WELL, BECAUSE THEY'RE SAYING THEY CAN'T FUND IT. OKAY. ANY OTHER DISCUSSION? IF ONLY WE WERE SITTING ON THE STATE LEGISLATURE. ANY OTHER DISCUSSION? WELL, I APPRECIATE THAT WE CAME TO CONSENSUS SO. WELL. SO THERE'S BEEN A MOTION AND A SECOND TO HAVE US TO APPROVE THE TOP [00:25:07] TEN ITEMS ON OUR POSITIONS CATALOG THAT WERE GIVEN TWO OR MORE VOTES BY US THROUGH THE SYSTEM. HOW DID I RECEIVE THAT? THAT WAS TOO LONG A THING. DO YOU WANT TO ROLL CALL VOTE. LET'S DO A ROLL CALL. VOTE. AND IT'S APPROVED FOR US TO SEND THE TOP TEN POSITIONS THAT WE HAVE HERE THAT WE'VE AGREED UPON TO WSSDA AS THE POSITIONS FROM OUR BOARD. THE NEXT ITEM IS A SINGLE READING TO APPROVE THE UPDATES TO THE BOARD OF DIRECTORS. NORMS AND PROTOCOLS. DO I HEAR A MOTION TO APPROVE AND A SECOND TO ACCEPT THE REVISED VERSION OF OUR BOARD OF DIRECTORS? NORMS AND PROTOCOLS. SO MOVED. SECOND. I'VE HEARD A MOTION TO APPROVE. AND A SECOND. IS THERE ANY DISCUSSION? I JUST WANT TO MENTION, BECAUSE I MADE A POINT AT THE LAST MEETING TO MENTION THAT I DIDN'T MAKE IT TO THE RETREAT WHERE THESE WERE DISCUSSED. PRESIDENT KATIMS AND I WERE ABLE TO HAVE A PRODUCTIVE MEETING LAST WEEK. I THINK IT WAS WHERE WE DID TALK ABOUT THESE. SO I AM BRIEFED ON THESE WHEN I DO MAKE A VOTE ON IT AND THEN JUST KIND OF GET OUT THERE THAT I WAS ABLE TO GET UP TO SPEED ON ALL OF THOSE THINGS THAT WERE DISCUSSED AT THAT RETREAT. SO THANK YOU FOR TAKING THE TIME TO DO THAT WITH ME. YOU'RE VERY WELCOME. ANY OTHER DISCUSSION? I WANT TO THANK YOU ALL BECAUSE I THINK THAT THE DISCUSSION WE HAD ABOUT THIS AND THE FACT THAT WE HAVE NORMS AND PROTOCOLS AND THAT WE REALLY TRY HARD TO FOLLOW THEM, HELP US WORK BETTER AS A TEAM. EVEN WHEN WE DISAGREE THAT WE ARE ABLE TO COME TO CONSENSUS AND LISTEN TO WHAT EACH OTHER THINKS AND TAKE IT INTO ACCOUNT AS WE MAKE DECISIONS, I THINK IT'S REALLY IMPORTANT AND MAKES US STRONGER AS A TEAM. SO I THANK YOU ALL. WITH NO OTHER DISCUSSION, I'LL CALL FOR A ROLL CALL VOTE. AND THE UPDATE TO THE BOARD OF DIRECTORS. NORMS AND PROTOCOLS IS APPROVED. THE FINAL ITEM OF NEW BUSINESS THIS EVENING IS ITEM 10.3. A SINGLE READING TO APPROVE RESOLUTION 2424. INTENT TO COMPLY WITH THE REVISED CODE OF WASHINGTON RCW CHAPTER 39.10 ALTERNATIVE WORKS CONTRACTING FOR THE NEW COLLEGE PLACE ELEMENTARY AND COLLEGE PLACE MIDDLE SCHOOL REPLACEMENT. GENERAL CONTRACTOR. CONSTRUCTION MANAGER GCCM PROJECT. DO I HEAR A MOTION TO APPROVE AND A SECOND FOR RESOLUTION 2424. SO MOVED. SECOND. I'VE HEARD A MOTION TO APPROVE AND A SECOND. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE. INTEND TO COMPLY WITH THE REVISED CODE OF WASHINGTON, CHAPTER 3910. ALTERNATIVE PUBLIC WORKS CONTRACTING FOR THE NEW COLLEGE PLACE. ELEMENTARY AND MIDDLE SCHOOLS. REPLACEMENT GENERAL CONTRACTOR. CONSTRUCTION MANAGER PROJECT IS APPROVED. [11. LEGISLATIVE UPDATES] OKAY. NEXT WE HAVE OUR LEGISLATIVE UPDATE. IS THERE ANYTHING? I'M SURE THERE IS SOME OTHER STUFF TO TALK ABOUT. JUST QUICKLY, THE GENERAL ASSEMBLY SEPTEMBER 30TH IS COMING RIGHT UP. WSSDA HAS A NUMBER OF PREP SESSIONS THAT ARE AVAILABLE TO ANYONE TO TO VIEW. IT'S ON THE WSSDA WEBSITE. THEY'RE DOING WEEKLY TOPICS. I WAS NOT ABLE TO ATTEND THE ONE TODAY, WHICH HAD TO DO WITH FUNDING, BUT I'LL FORWARD ALONG THE RECORDING WHENEVER IT'S AVAILABLE, AND IT'S IS PUBLICLY AVAILABLE ON THE WSSDA WEBSITE WITH ALL THE MATERIALS. THANK YOU. YEAH. OKAY AND I THINK ALSO A REMINDER THAT IT'S GOOD FOR ALL OF US TO REGISTER FOR THE GENERAL ASSEMBLY TO HAVE A PRESENCE THERE. ABSOLUTELY. BUT THEY, CARIN WILL BE OUR DELEGATE. YEAH AND IF YOU NEED US TO HELP YOU, I INTEND THAT LONG TIME YOU'LL. IT'S IN SEATAC, SO I INTEND TO GO DOWN THERE IN PERSON. SO I THINK WE SHOULD BE FINE. OKAY, GREAT. THANK YOU SO MUCH. THANK YOU FOR THE OFFER. ALWAYS TALK ABOUT THIS STUFF. OKAY. THAT'S SUPER AND NEXT WE HAVE BOARD MEMBER COMMENTS. [12. BOARD MEMBER COMMENTS] DIRECTOR GERARD, YOU WANT TO START? SURE. I WANT TO THANK DOCTOR MINER FOR HAVING ME, LETTING ME RIDE ALONG ON THE FIRST DAY OF SCHOOL. SO WE GOT TO VISIT FIVE SCHOOLS, CAPTURE A LITTLE BIT OF THAT EXCITEMENT. FOUND ONE OFFICE MANAGER WHO WAS A FORMER OR WAS A PARENT OF A FORMER STUDENT AT HILLTOP, AND [00:30:10] SHE IMMEDIATELY NOTICED THAT I HAVE A TIE, HAD A TIE ON THAT WAS APPROPRIATE FOR THE FIRST DAY OF SCHOOL. I HAVE WAS KNOWN THERE FOR HAVING MORE TIES THAN THERE WERE DAYS OF SCHOOL IN THE SCHOOL YEAR AND SO AND TONIGHT, BECAUSE OUR STUDY SESSION WAS ON SCHOOL START TIMES, I WORE SALVADOR DALI'S TIME WARP TIE TONIGHT. I APPRECIATED THAT. WE'RE TALKING ABOUT THAT WE'RE STUDYING THE ISSUE THAT WE'RE TAKING THE TIME TO MAKE THAT TRANSITION AS SMOOTH AS POSSIBLE. REALIZING THAT CHANGE TO SOMETHING AS FUNDAMENTAL AS THE START TIME OF SCHOOLS IS, IS DIFFICULT. I BELIEVE THAT THE RESEARCH IS REALLY CLEAR. IT PROMPTED CALIFORNIA TO PASS A STATE LAW THAT DOESN'T ALLOW HIGH SCHOOLS TO START BEFORE 8:30 AND I THINK THERE'S SOME REALLY STRONG EVIDENCE THAT'S THE BEST THING TO DO. BUT I THINK WE HAVE TO DO IT RIGHT. SO APPRECIATE DOCTOR SCHWAB AND THE TIME THAT THEY'RE TAKING TO WORK WITH THAT COMMITTEE AND STUDY THAT. THANK YOU DOCTOR. DIRECTOR CRAMER. THANK YOU. I JUST I'M SORRY. THANK YOU. I WANTED TO JUST SORT OF SECOND WHAT YOU HAD SAID ABOUT OUR BOARD NORMS AND HOW JUST SORT OF EMPHASIZE HOW IMPORTANT IT IS TO HAVE DISAGREEMENT AND DEBATE ON THE BOARD, BECAUSE I THINK THAT HELPS TO FINE TUNE POSITIONS AND SO I APPRECIATE A BOARD THAT IS WILLING TO FLOAT ALTERNATIVE IDEAS AND FOR THOSE IDEAS TO BE DEBATED IN CIVIL WAYS SO THAT WE CAN WEIGH THE PROS AND CONS AND MOVE FORWARD. SO I APPRECIATE THAT, AND I APPRECIATE BEING ABLE TO DO THAT FREELY WITH THIS BOARD. TODAY OR THIS HAS BEEN THE START OF THE YEAR FOR ME AS WELL AS A TEACHER AND IT'S SUPER EXCITING IN MIDDLE SCHOOL WHEN YOU GET THE SEVENTH GRADERS COMING IN AND THEY ARE ALL DEER IN THE HEADLIGHTS AND TERRIFIED BUT THEY AND I WAS SHARING THIS WITH SOME OTHER FOLKS. THEY ALL SEEM TO BE LESS EMOTIONALLY NEEDY THIS YEAR THAN THEY HAVE IN YEARS PAST. SO WE'RE SEEING INCREASED STRENGTH IN THEIR ABILITY TO KIND OF MANAGE THEMSELVES, WHICH WE HAVE BEEN STRUGGLING WITH FOR A WHILE. SO THAT'S EXCITING. THERE'S STILL SOME REALLY OBVIOUS HOLES IN THEIR EDUCATION, AND SO IT'S GOING TO BE A CHALLENGING YEAR IN THAT REGARD. BUT IT'S THE GOOD FIGHT. THANKS. GREAT. DIRECTOR SMITH. I WILL JUST HAVE A FEW QUICK HITTERS HERE. THE FIRST ONE I WANTED TO SAY WAS THANK YOU TO DOCTORS MINER AND SCHWAB. WE HAD I REACHED OUT TO THEM EARLIER THIS WEEK. THERE WAS A LITTLE TRAFFIC ISSUE AT ONE OF OUR SCHOOLS, AND THEY WERE QUICK TO HANDLE THAT AND SO I LIKE TO GIVE SHOUT OUTS TO OUR TEAM WHEN THEY HANDLE ISSUES AS THEY ARE BROUGHT TO THEIR ATTENTION AND I ALWAYS APPRECIATE THAT THE QUICK RESPONSES AND ALL OF THAT. SO THANK YOU TO BOTH OF YOU FOR THAT. FOR ONE OF OUR COMMENTERS, I'M SORRY THAT I DON'T REMEMBER YOUR NAME OFF THE TOP OF MY HEAD. BUT AS IT HAS TO DO WITH PARAEDUCATORS AND BONUSES AND WHATNOT, I BELIEVE THAT'S A CBA ISSUE. WHAT I DO LIKE ABOUT OUR DISTRICT IS WE DO SEEM TO BE REWARDING OF PEOPLE WHO DO ACHIEVE HIGHER LEVELS OF EDUCATION. SO I WOULD JUST ENCOURAGE AS YOU GUYS GO THROUGH NEGOTIATIONS, IF THAT IS A THING AND IF IT'S NOT NEGOTIATION BASED, THEN I GUESS HELP ME OUT, EDUCATE ME A LITTLE BIT MORE ON IT. BUT I DO WANT TO SAY THAT WE DO APPRECIATE EVERYTHING THAT ALL OF OUR PARENTS DO AND I DO APPRECIATE THAT OUR DISTRICT HAS A HIGH LEVEL OF EDUCATION FOR ALL OF OUR SUPPORT STAFF, AND I DO AGREE THAT WE SHOULD REWARD THAT AS A DISTRICT, BECAUSE THAT IS IMPORTANT. THAT'S HOW WE'RE ABLE TO PROVIDE QUALITY EDUCATION TO OUR PEOPLE. THIS WEEKEND I WAS AT ONE OF THE FEW JUNIOR COLLEGES IN THE STATE THAT HAS A FOOTBALL PROGRAM, PACIFIC NORTHWEST CHRISTIAN COLLEGE AND WHAT I THOUGHT WAS COOL. WHAT JUMPED OUT AT ME IS ONE OF OUR ALUMS IS THERE AS A PLAYER, SOMEONE FROM LYNNWOOD HIGH SCHOOL AND YOU KNOW, I JUST THINK IT'S COOL TO BE ABLE TO SEE OUR STUDENTS CONTINUE TO FOLLOW THEIR DREAMS, NO MATTER WHERE IT TAKES THEM. THIS SCHOOL IS LOCATED IN KENNEWICK, WASHINGTON, AND SO I MADE SURE TO GO UP AND SAY HI TO THEM AFTER THE GAME AND YOU KNOW, I JUST, I THINK IT'S GREAT THAT WE HAVE THESE [00:35:01] OPPORTUNITIES FOR OUR STUDENTS AS THEY CAN MOVE ON. I DON'T KNOW WHAT LANDED THEM AT PACIFIC NORTHWEST CHRISTIAN. I DIDN'T ASK ABOUT IT. IF IT WAS A DESIRE TO BE AT A CHRISTIAN COLLEGE, IF THEY WERE, YOU KNOW, THEY DO THEOLOGY THERE, IF THAT WAS THE GOAL OR WHAT IT WAS. BUT HE WAS JUST EXCITED TO BE ABLE TO BE OUT THERE AND PLAY AND I THINK THAT HE MAY HAVE GOTTEN SOME LEVEL OF SCHOLARSHIP FROM IT AND SO YOU NEVER KNOW WHERE YOU'RE GOING TO END UP. BUT I THOUGHT IT WAS A REALLY EXCITING EXPERIENCE. A FEW MONTHS AGO, WE HAD SOMEONE HERE COMMENTING ON START TIMES. WE OBVIOUSLY HAD OUR STUDY SESSION FOR IT. I REMEMBER AT THE END OF THAT MEETING, I HAD MENTIONED THAT WE WEREN'T QUITE TO A POSITION WHERE WE WERE MAKING FINAL DECISIONS ON START TIMES YET AND I ENCOURAGED INDIVIDUALS WHO HAD A STAKE IN THAT TO KIND OF HOLD THEIR WATER A LITTLE BIT AND NOW I THINK WE ARE GETTING TO A POINT WHERE WE ARE GETTING TO NEXT STEPS AND FINAL DECISIONS BEING CLOSE TO BEING MADE. SO FOR THOSE WHO ARE MAYBE OUT HERE A FEW MONTHS AGO AND HAD OPINIONS ON OUR START TIMES, I THINK NOW IS THE RIGHT TIME FOR YOU TO MAKE YOUR OPINIONS KNOWN. I KNOW THAT A SURVEY WENT OUT. DOCTOR SCHWAB HAD MENTIONED THAT THERE'S GOING TO BE SOME MORE OUTREACH TO THE COMMUNITY. SO DEFINITELY IF YOU WERE SOMEONE WHO HAD AN OPINION ON THAT ISSUE AT THAT TIME, NOW IS PROBABLY THE BEST TIME FOR THAT AND THEN THE LAST THING I WANTED TO HIT ON WAS OUR STATE FUNDING. OBVIOUSLY, WE HAD OUR LAST TWO PRIORITIES THAT PRIMARILY SIT AROUND STATE FUNDING. IT'S A LONG SESSION. WE'VE TALKED TO EVERYBODY MULTIPLE TIMES AT THESE MEETINGS ABOUT BEING SURE THAT WE GET OUT THERE AND BE GOOD ADVOCATES FOR MAKING SURE THAT EDUCATION IS AMPLY FUNDED. YOU'RE GOING TO HEAR A LOT THIS YEAR ABOUT COMPETING PRIORITIES. AS A STATE EMPLOYEE, THERE'S A LOT OF CBA GOING ON, A LOT OF COLLECTIVE BARGAINING GOING ON NOW FOR STATE EMPLOYEES. AND WITH THEIR SALARIES, I KNOW I HAVE A COUPLE OF COWORKERS WHO ARE NEWLY HIRED TO THE STATE AND THE PAY FOR STATE EMPLOYEES. NOT GREAT. SORT OF NOT ABLE TO AFFORD THEIR RENT, GOING TO FOOD BANKS, STUFF LIKE THAT. SO THERE'S GOING TO BE SO THE STATE HAS A LOT OF AREAS WHERE THEY HAVE NOT DONE THEIR JOB RECENTLY WITH FUNDING STUFF. SO MY POINT THERE IS JUST YES, THERE ARE A LOT OF PLACES FOR THE STATE TO DO A LOT OF WORK, THINGS THAT THEY SHOULD HAVE BEEN FUNDING A LONG TIME AGO. BUT NO, DON'T LET THE LEGISLATORS OFF THE HOOK BY SAYING TO YOU, YOU KNOW, WE HAVE COMPETING PRIORITIES. YEAH YOU DO AND YOU KICKED A LOT OF THEM DOWN THE ROAD AND NOW IT'S TIME FOR YOU TO STEP UP. SO DEFINITELY HOLD THEIR FEET TO THE FIRE. THIS IS THEIR LONG SESSION AND AS WE GET CLOSER TO THAT STUFF, I THINK THAT THERE MIGHT BE MORE OPPORTUNITIES FOR PEOPLE IN OUR COMMUNITY TO STEP UP AND AND DO SOME LEGISLATIVE WORK. ALL RIGHT. THANK YOU, DIRECTOR CHASE. YEAH. FIRST, I WANT TO APPRECIATE THE THE WORK OF STAFF AND THE STUDY SESSION. I'M REALLY EXCITED ABOUT THIS TOPIC AND SO LOOK FORWARD TO GETTING UPDATES AS WE MOVE FORWARD. I ALSO REALLY APPRECIATE HAVING THE ZOOM OPTION WHEN I WAS UNABLE TO ATTEND. I MEAN, IT'S REALLY, YOU KNOW, ANYTHING THAT COMING OUT OF THIS, HAVING THAT OPTION WHEN YOU ARE COVID POSITIVE IS VERY HELPFUL. BUT STILL ABLE TO PARTICIPATE AND I REALLY AM LOOKING FORWARD TO OUR STUDENT ADVISORS. IT'S LIKE I'M FEELING LIKE IT'S LIKE I CAN'T WAIT FOR US TO DO STUDENT ADVISORS TO COME UP. I THINK THAT THE LONG LEGISLATIVE SESSION COMING UP, I THINK YOU HIT ALL THOSE POINTS AND I'M REALLY GETTING EXCITED ABOUT GENERAL ASSEMBLY. IF ANYBODY WANTS TO TALK ABOUT LEGISLATIVE POSITIONS, FEEL FREE TO EMAIL ME AT MY SCHOOL DISTRICT WEBSITE AND I LOVE TALKING ABOUT THIS STUFF AND WE'D LOVE TO HEAR YOUR THOUGHTS. THAT'S IT. THANK YOU. SO THANKS FOR THAT OPENING OF SCHOOL VIDEO AND I ALSO KNOW THAT THE STAFF AT THE SCHOOLS REALLY THANK YOU AND I KNOW IT WAS YOUR PERSONAL EXPENSE TO TAKE FLOWERS TO EVERY SCHOOL, BUT I THINK IT WAS A REALLY LOVELY GESTURE THAT THEY APPRECIATED, AS LONG AS THEY KNOW IT DIDN'T COME OUT OF THE DISTRICT BUDGET. I REALLY WANT TO WELCOME ALL OUR NEW STAFF FROM CABINET THROUGH EVERY LEVEL. WE HAD A WONDERFUL, VERY LONG LIST OF PEOPLE WHO'VE SIGNED ONTO CONTRACTS THIS YEAR. SO I WANT TO WELCOME EVERYBODY WHO'S NEW. I WANT TO THANK ALL OF OUR CONTINUING STAFF FOR STAYING WITH US. I WANT TO ALSO GIVE BEST WISHES TO ALL OF OUR FOLKS WHO HAVE RETIRED THIS YEAR IN THE SUMMER AND RECENTLY, AND THANK THEM FOR THEIR SERVICE. I ALSO, YOU KNOW, DIRECTOR CRAMER, AS YOU TALK ABOUT THE SEVENTH GRADERS COMING IN, I GET THE SENSE WE'RE MORE NORMALIZED POST-PANDEMIC NOW. WE'RE FINALLY FEELING TALKING TO PARENTS AND KIDS AND STAFF. THE OPENING OF SCHOOL IS MORE LIKE IT'S NOW THE OPENING OF SCHOOL, AND EVERYBODY IS A LITTLE BIT MORE INTO A NORMALIZED SITUATION. WHICH ISN'T TO SAY THAT OUR KIDS AREN'T STILL NEEDY FROM THE TWO YEARS OR SO THAT THEY HAD TO DEAL WITH THAT. [00:40:03] WE ALL HAD TO DEAL WITH THAT SITUATION. BUT I DO HAVE A SENSE OF NORMALCY, AND IT FEELS GOOD. THANK YOU. WELL, I WILL JUST ADD TO DIRECTOR CHASE'S EXCITEMENT THAT OUR STUDENTS WILL BE RETURNING NEXT WEEK. SO WE WILL HAVE REPRESENTATIVES STILL WORKING ON A COUPLE OF OUR SITES, BUT REPRESENTATIVES FROM MOST OF OUR SCHOOLS AND I LOOK FORWARD TO HAVING YOU GREET SOME OF OUR RETURNING STUDENTS, MEET SOME OF OUR NEW STUDENTS, AND HEAR THEIR INSIGHTS THROUGHOUT THE YEAR. THANK YOU. AND THIS REGULAR BUSINESS MEETING OF THE EDMONDS SCHOOL DISTRICT BOARD OF DIRECTORS IS ADJOURNED. * This transcript was compiled from uncorrected Closed Captioning.
