[APPLAUSE] >> THANK YOU. >> CONGRATULATIONS, DIRECTOR GARRARD. FOR THE REST OF THE MEETING, YOU WILL BE PART OF THE VOTING. >> WITH THE RESIGNATION OF DIRECTOR KILGORE IN DISTRICT 4, [9. BOARD REORGANIZATION- 6:50 pm] THERE'S AN OPENING FOR VICE PRESIDENT ON THE BOARD, WHICH MUST BE FILLED. IT'S THE POLICY OF THE EDMOND SCHOOL DISTRICT THAT THE BOARD WILL ELECT FROM ITS MEMBERS A PRESIDENT, VICE PRESIDENT, AND A LEGISLATIVE REPRESENTATIVE ANNUALLY. A NEWLY APPOINTED BOARD MEMBER WILL NOT BE ELIGIBLE TO SERVE AS AN OFFICER UNLESS THE MAJORITY OF THE BOARD HAS BEEN APPOINTED. WE WILL BEGIN BY TAKING A CALL FOR NOMINATIONS FOR VICE PRESIDENT TO SERVE FOR THE REMAINDER OF THE CALENDAR YEAR. DO I HAVE ANY NOMINATIONS FOR VICE PRESIDENT? >> YOU HAVE TO LIKE TO NOMINATE CARIN CHASE FOR VICE PRESIDENT. >> I SECOND THAT. >> CARIN CHASE HAS BEEN NOMINATED. ARE THERE ANY OTHER NOMINATIONS? HEARING NONE, I WILL NOW CALL FOR A ROLL CALL VOTE TO ELECT DIRECTOR CARIN CHASE AS BOARD VICE PRESIDENT. >> DIRECTOR GARRARD? >> FOR MY FIRST VOTE, I AM PLEASED TO VOTE. YES. >> DIRECTOR KRAMER? >> AYE. >> DIRECTOR SMITH? >> AYE. >> DIRECTOR CHASE. >> WELL, I AM HONORED TO ACCEPT THE [OVERLAPPING], AND I WILL VOTE YES. >> DIRECTOR KATIMS. >> AYE. THANK YOU, DIRECTOR CHASE FOR TAKING ON THIS RESPONSIBILITY. WE REALLY APPRECIATE IT. I DO WANT TO CONFIRM YOUR WILLINGNESS TO THEN SERVE IN BOTH THAT POSITION AND THE POSITION OF LEGISLATIVE REPRESENTATIVE FOR THE REST OF THE CALENDAR YEAR. >> YES, I AM WILLING TO SERVE IN THOSE TWO CAPACITIES FOR THE REST OF THE CALENDAR YEAR. >> THANK YOU. I DO HAVE ROBERT'S RULES OF ORDER FOR YOU WHEN YOU'RE [LAUGHTER] BACK IN PERSON. >> CONGRATULATIONS, VICE PRESIDENT KILGORE. THANK YOU. [OVERLAPPING] >> THANK YOU VERY MUCH IF IT WERE NOT FOR COVID, I WOULD BE THERE WITH ALL OF YOU IN PERSON. >> WE KNOW YOU WOULD. I HOPE YOU HAVE MILD SYMPTOMS. >> SO FAR. >> GOOD. [LAUGHTER] NEXT, [10. PUBLIC COMMENTS-7:00 pm] WE HAVE PUBLIC COMMENTS. THE GUIDELINES REGARDING PUBLIC COMMENTS ARE ON OUR DISTRICT WEBSITE ON EACH BOARD MEETING AGENDA, AND THERE'S A COPY ON THE TABLE WHERE YOU SIGN UP TO MAKE A COMMENT. WE ASK THAT YOU LIMIT YOUR COMMENT TO THREE MINUTES AND A TIME OR WILL BE RUNNING SO THAT YOU CAN MONITOR YOUR TIME. PLEASE BE SURE TO TELL US YOUR NAME, YOUR CITY OF RESIDENTS, YOUR RELATIONSHIP TO THE DISTRICT, AND THE AGENDA ITEM OR SCHOOL DISTRICT TOPIC YOU'RE ADDRESSING TONIGHT. PUBLIC COMMENTS ARE MADE FROM THIS FRONT PODIUM THAT IS FACING US. DO YOU HAVE I DON'T HAVE THEM RIGHT UP YET. LET ME SEE. >> I DO. THE FIRST PUBLIC COMMENT THIS EVENING IS JASON MOORE. >> THANK YOU. [00:10:05] >> JASON MOORE LINWOOD. THREE THINGS. FIRST, WE ARE INVITING AND REMINDING OTHER PARENTS AND THE COMMUNITY MEMBERS TO CONSIDER RUNNING FOR THE SCHOOL BOARD DIRECTOR POSITIONS FOR NEXT FALL, 2025. THE DEADLINE FOR REGISTERING IS MAY 2025. WE NEED DESPERATELY DIVERSITY OF THOUGHTS AND OPINIONS ON THIS BOARD. CURRENTLY, WHAT WE ARE DEALING WITH IS LIKE A BORG HIVE MIND WHO ARE ALL IN AGREEMENT ABOUT EVERYTHING, NEVER VOTE, NO ON ANYTHING, NEVER DISCUSS ANY AGENDA ITEMS IN A PUBLIC MEETING, AND ACT AS A UNANIMOUS RUBBER STAMP FOR ALL OF THE WISHES AND AGENDAS OF MISSES MINER, THE SUPERINTENDENT AND HER STAFF. THIS IS APPARENT ON THE SELECTION OF THE NEWEST BOARD MEMBER. YOU GUYS HAD A CHANCE TO SHOW THE PUBLIC THAT YOU'RE WILLING TO, LOOK AT OTHER OPINIONS AND HAVE OTHER THOUGHTS ON THIS BOARD. WELL, APPARENTLY NOT. SECOND, WITH THE RISE IN VIOLENCE AND ASSAULTS IN THE SCHOOLS IN THE DISTRICT AND LACK OF TRANSPARENCY REGARDING THEM, WE RECOMMEND THE BOARD CREATE A PLAN ON HOW TO REINSTATE THE SCHOOL RESOURCE OFFICERS, SROS, TO HELP MAKE OUR SCHOOLS SAFER FOR OUR STUDENTS AND THE DISTRICT STAFF. THIRD, GENDER CONFUSION OR OUR CREATOR GOD CREATED MALES AND FEMALES. THIS IS BASIC BIOLOGY. CHILDREN ARE BORN AS BOYS OR GIRLS. THERE IS NO CHANGING THOSE SCIENTIFIC FACTS. TO BELIEVE OR SUGGEST OTHERWISE IS UNSCIENTIFIC AND A LIE. GENDER CONFUSION OR DYSPHORIA WAS CONSIDERED A MENTAL ILLNESS UNTIL RECENT YEARS AND SHOULD BE DIAGNOSED AND TREATED ACCORDINGLY. SCHOOLS HAVE NO BUSINESS, ENCOURAGING, SUPPORTING, SUGGESTING OR TEACHING HARMFUL TRANSSEXUAL PROPAGANDA OR LIES TO OUR INNOCENT CHILDREN. SEX CHOICES ON WHO CHILDREN WOULD CHOOSE TO HAVE SEX WITH OR WHAT TO HAVE SEX WITH ARE NOT PROPER SUBJECTS TO BE TAUGHT IN SCHOOLS. I CANNOT BELIEVE I EVEN HAVE TO STATE THAT, BUT HERE I AM. IN THE FUTURE, MANKIND WILL LOOK BACK AT THIS TIME IN HISTORY AND HORROR COMPREHENDING ALL OF THE MISERY AND DESTRUCTION AND DEATH THIS DECEPTION AND LIE HAS CAUSED OUR CHILDREN. THEREFORE, WE BEG AND PLEAD IN FRONT OF THIS SCHOOL BOARD. JOIN US ON THE RIGHT SIDE OF HISTORY. SEE THIS VILE DESTRUCTION OF OUR INNOCENT CHILDREN FOR WHAT IT IS, EVIL AND BAN IT FROM EVERY PART OF THE DISTRICT NOW. >> NEXT IS KATHERINE WARD. >> GOOD EVENING, KATHERINE WARD EDMUNDS. IT'S THE BEGINNING OF A NEW SCHOOL YEAR. IT'S A FRESH START, NEW OPPORTUNITIES, AND IT'S A CHANCE TO LOOK BACK AT THINGS THAT HAVEN'T BEEN WORKING AND TO MAKE CHANGES. LAST SCHOOL YEAR, WE LEARNED AT ONE OF THE BOARD MEETINGS BY A GRANDMOTHER WHO MADE A PUBLIC COMMENT THAT HER GRANDDAUGHTER HAD BEEN BEATEN UP IN THE BATHROOM. AT THAT SAME MEETING, WE LEARNED FROM THE COMMENTS MADE BY ONE OF THE STUDENT ADVISORS THAT THERE HAD BEEN ANOTHER ASSAULT AT A DIFFERENT SCHOOL WHERE A GIRL WAS BEATEN UP IN THE BATHROOM. HOW MANY MORE WERE THERE THAT THE PUBLIC DOESN'T KNOW ABOUT? WE HAVE SO MANY UNANSWERED QUESTIONS. ARE THOSE VICTIMS OKAY? ARE THEY STILL ENROLLED IN SCHOOL? WHAT WERE THE CONSEQUENCES FOR THE PERPETRATORS? WHAT EXTRA SAFETY MEASURES HAS THE DISTRICT TAKEN TO ENSURE THIS DOESN'T HAPPEN AGAIN? AT ONE POINT IN THE '22/'23 SCHOOL YEAR? THE POINT WAS MADE THAT THE DISTRICT CHOSE TO DISCONTINUE THE SROS. I'M NOT SURE IF IT'S BASED ON BUDGET, BUT I DO SPECIFICALLY RECALL COMMENTS THAT THE STUDENTS OF COLOR WEREN'T COMFORTABLE WITH THEM. WHY WEREN'T THEY COMFORTABLE WITH THEM? IF YOU'RE NOT DOING ANYTHING WRONG, THERE'S NO REASON FOR YOU TO BE IN ANY TROUBLE. I'VE HEARD FROM PARENTS THAT THEIR CHILDREN DON'T DRINK ANY LIQUID DURING THE DAY, SO THEY WON'T HAVE TO GO TO THE BATHROOMS BECAUSE THEY'RE AFRAID OF WHAT MIGHT HAPPEN TO THEM WHEN THEY GO IN THERE. WHAT DO YOU SAY TO THOSE PARENTS? HOW ARE YOU KEEPING THEIR KIDS SAFE? THESE KIDS ARE GETTING MORE AND MORE VIOLENT. THEY'RE COMING FROM HOUSEHOLDS WHERE THEY'RE REALLY NOT PARENTED. THEY'RE EXPOSED TO MORE AND MORE VIOLENCE ON TV AND MOVIES, VIDEO GAMES, AND THE INTERNET FROM VERY YOUNG AGES WHEN THEIR MINDS ARE STILL DEVELOPING. [00:15:02] THEY'RE ALLOWED TO DO WHAT THEY WANT. THEY'RE COMING INTO THE SCHOOLS, THINKING THEY CAN DO WHATEVER THEY WANT AND THERE ARE NO CONSEQUENCES. THIS IS NOT THE SCHOOL'S FAULT, BUT IT IS YOUR PROBLEM. YOU CAN'T RISK THE SAFETY OF ALL FOR THE FEELINGS OF A FEW. YOU NEED TO BRING BACK SROS AND YOU NEED TO PUT IN EXTRA SAFETY AND SECURITY MEASURES TO KEEP ALL STUDENTS SAFE. >> NEXT IS ELIZABETH LUNSFORD. >> HELLO, ELIZABETH LUNSFORD 98037. HAPPY SUMMER, EVERYONE. I THOUGHT THAT TODAY WAS GOING TO BE AT SEVEN O'CLOCK. WHERE THE PUBLIC SAID THAT THERE'S GOING TO BE A CELEBRATION FOR SOME KIND OF HISTORIC MOMENT. CONGRATULATIONS TO YOU BOARD. I'M STILL DRESSED IN SUMMER. GOT MY SHORTS ON. I'VE BEEN BUSY WORKING SINCE MY LAST TWO TIMES, I'VE COME HERE. MY FIRST TIME I CAME HERE WAS PLEADING FOR JUMPSTART. DIDN'T GET THAT HAPPEN FOR THE KIDDOS. BRACE FOR IMPACT. YOU KNOW, EVERYBODY. THAT'S GONNA BE HARD. THEN I FOUND OUT ABOUT THE REMOVAL OF SINKS, AND I ADVOCATED FOR SINKS. IT'S BEEN HARD. WELL, IN MY LAST COMMENTS, I ADVOCATE FOR FIELD TRIPS, AND THAT'S WHY I'M HERE TO TALK ABOUT. I IMPLEMENTED, SUGGEST THIS IDEA OF A METRIC OF CORE MEMORY MATRIX TO HELP CLOSE THE INEQUALITIES, EXPERIENCE, TO HELP BRING JOY INTO THE CLASSROOM, TO HELP MAKE KIDS HAPPIER AND WHATNOT. I WOULD LOVE FOR THE DISTRICT TO BE STARTING TO DO THIS. UNFORTUNATELY, I DON'T BELIEVE THE DISTRICT CAN RIGHT NOW. I'M GOING TO DO IT, AND I'VE BEEN DOING IT. I FOUND STAKEHOLDERS WITHIN DIFFERENT SCHOOLS AT KINDERGARTEN, AND I'M STARTING IN THE FIRST LEVEL OF IDENTIFYING WHICH KINDERGARTENS GO TO A PUMPKIN PATCH. IT WOULD BE CUTE. SORRY, I'M GOING TO GET EMOTIONAL. I AM SO UPSET THAT MY FIRST CHILD, I GOT TO GO TO THE PUMPKIN PATCH AT PRESCHOOL, AND THEN THE PANDEMIC CAMPING. SO MUCH WAS ROBBED FROM ME FROM THE PANDEMIC IN MY EARLY CHILDHOOD, AND I'M SO NERVOUS WITH HER GOING TO KINDERGARTEN. THAT SHE HAS NOT HAD THE EXPERIENCE LIKE MY FIRST CHILD FOR MANY REASONS. THE IDEA THAT THERE'S THE POSSIBILITY THAT SHE CAN EVEN GET A PUMPKIN PATCH IS UNCLEAR. THE TIME THAT MY OLDEST SON EXPERIENCE WAS IN SCHOOL IS DRASTICALLY A DIFFERENCE FROM VERY YOUNGER ONE. EVEN THOUGH MY KIDS SCHOOL IS LOW ON THE BUCKET LIST FOR RESOURCES, IT'S NOT THE LOWEST. WE HAVE KIDS IN THE SCHOOL THAT HAVE GONE UP TO THIRD GRADE WITHOUT A SINGLE FREAKING FIELD TRIP, WHERE WE HAVE KIDS ON THE OTHER OF FIELD TRIPS IN KINDERGARTEN, THEY GO ON THE MONTHLY. THAT IS UNACCEPTABLE. I AM WORKING INDEPENDENTLY WITH A TEAM OF ME AND MYSELF AND I. I'M GOING TO BRING THE DATA TO ADDRESS THIS TO BE TO CLOSE THESE INEQUALITIES. EVERY KID DESERVES TO HAVE SOME FREAKING JOYFUL MOMENTS IN THE CLASSROOM. I DO HAVE STAKEHOLDERS. I KEEP THEM QUIET BECAUSE I DO HAVE AN ALTERNATIVE PLAN. I WANT TO BRING THESE KIDS TO THE STATE LEGISLATION AND HAVE THE LEGISLATORS WHO FAIL THEM LOOK THEM IN THE EYE AND TELL THEM THEIR EXPERIENCE. IT SEEMS LIKE A LOT, BUT THERE'S A LOT OF BARRIERS. I'M DOING IT, AND I HOPE TO HAVE SOME ALLAYS HERE TO HELP ME ACCOMPLISH THAT. THANK YOU. >> THAT'S THE END OF THE SIGN UPS FOR PUBLIC COMMENTS. THANK YOU. NEXT ON THE AGENDA IS OUR CONSENT AGENDA. [11. CONSENT AGENDA-7:30 pm] TONIGHT, WE HAVE 10 ITEMS. FIVE HAVE TO DO WITH PERSONNEL AND STAFF AGREEMENTS. TWO ARE BILLS AND VOUCHERS FOR JUNE AND JULY. THREE HAVE TO DO WITH CONTRACTS AND AGREEMENTS WITH OUTSIDE COMPANIES OR AGENCIES. DO I HEAR A MOTION AND A SECOND TO APPROVE OUR CONSENT AGENDA? >> BEFORE WE DO THAT, I'D LIKE TO MAKE AN AMENDMENT TO THE CONSENT AGENDA, IF THAT'S POSSIBLE. I'D LIKE TO REMOVE FROM THE CONSENT AGENDA, THE ITEM INVOLVING APPROVING FUNDING FOR I-READY FOR SOME DISCUSSION. >> WE CAN DISCUSS IT NOW AS PART OF THE CONSENT AGENDA WITHOUT REMOVING IT. SO THE CONSENT AGENDA IS SET UP SO THAT WE CAN VOTE ON IT AS A BLOCK, OR WE COULD SEPARATE IT IF WE WANTED TO VOTE ON IT SEPARATELY THAN THE CONSENT AGENDA, AND WE CAN DISCUSS ANY ITEM ON IT. ARE YOU OKAY IF WE LEAVE IT ON THE CONSENT AGENDA AND DISCUSS IT AS PART OF THE CONSENT AGENDA OR DO YOU WANT TO PULL IT? >> WE CAN DISCUSS IT AS PART OF THE CONSENT AGENDA. DO WE HAVE THAT DISCUSSION NOW? >> LET'S HAVE A MOTION FIRST AND THEN WE GET TO DISCUSSION. [00:20:05] DO WE HAVE A MOTION TO APPROVE THE CONSENT AGENDA AND A SECOND? >> THAT I SECOND. >> I HAVE A MOTION TO APPROVE. [OVERLAPPING] >> WELL, THEN I MOVED TO APPROVE, AND I'LL SECOND. >> THAT SOUNDS LIKE A PLAN. NOW, WE'VE HAD A MOTION TO APPROVE THE CONSENT AGENDA AND A SECOND. IS THERE ANY DISCUSSION? >> YEAH. I JUST WANT TO DISCUSS THE APPROVAL FOR THE FUNDING FOR I-READY, AND I UNDERSTAND THIS IS A DIFFICULT TIME TO REVERSE THIS, BUT WE HAVE MADE A COMMITMENT TO USING I-READY TO HOPEFULLY IMPROVE STUDENT ACHIEVEMENT. AND IT'S A SIGNIFICANT EXPENSE. IT'S AN INCREDIBLE TOOL THAT TEACHERS CAN HAVE TO USE TO HELP STUDENTS THAT ARE STRUGGLING WITH READING AND/OR MATH. HOWEVER, HAVING SEEN THE INITIAL, DATA FOR HOW STUDENTS PERFORM THIS LAST YEAR ON THE SBA, I DON'T SEE ANY VISIBLE IMPROVEMENT OVER THE LAST THREE YEARS, ANY NOTICEABLE IMPROVEMENT. I SEE THAT IT'S CLOSE TO A HALF A MILLION DOLLARS, AND I HAVE GRAVE CONCERNS OVER THIS, AND I'D LIKE TO PERHAPS HEAR WHAT THE PLAN WOULD BE IF I WERE TO VOTE, YES ON THIS, HOW WE'RE GOING TO ENSURE THAT THIS IS WORTH THE EXPENSE. >> THANK YOU. I CAN ADDRESS THAT A LITTLE BIT, OR JASON IS HERE AS WELL. ONE OF THE THINGS THAT JASON AND I HAVE TALKED ABOUT IS THAT IN A THIRD YEAR OR A FOURTH YEAR, IF YOU HAVEN'T DONE IT, OF IMPLEMENTATION, IT'S TIME TO TAKE A LOOK AT ANY INITIATIVE, SEE HOW IT'S DOING, SEE WHAT ITS UTILIZATION IS, SEE HOW MANY TEACHERS ARE USING THE MATERIALS WHICH COME WITH I-READY. WITHOUT USING THE MATERIALS, IT IS SIMPLY A DIAGNOSTIC, IT'S LIKE GETTING A BLOOD TEST. THE DOCTOR'S OBVIOUSLY, IT'S NOT GOING TO DO ANYTHING TO IMPROVE YOUR HEALTH IF YOU'RE NOT DOING THE EXERCISE AND THE EATING RIGHT AND THE OTHER THINGS, BUT IT DOES HAVE WITH IT THOSE INSTRUCTIONAL MATERIALS. WHICH, IF USED CORRECTLY CAN MEET A STUDENT WHERE THEY ARE. BUT IT IS TIME FOR US TO DO A LITMUS TEST ON THIS, CHECK OUR IMPLEMENTATION. I'VE ASKED JASON TO ARRANGE A MEETING WITH ME WITH THE I READY TEAM BECAUSE I'M SEEING SOME OF THE SAME THINGS YOU ARE, DIRECTOR KRAMER IN TERMS OF POTENTIAL LACK OF IMPACT. I HAVE ALSO SEEN IT HAVE A POSITIVE IMPACT IN OTHER PLACES. I THINK IT'S A COMBINATION OF SETTING, OUR IMPLEMENTATION I-READY, WHERE THE DISCONNECTS MAY BE, BUT I HAVE LET JASON, OUR EXECUTIVE DIRECTOR OF STUDENT EARNING KNOW THAT THAT'S GOING TO HAVE TO BE ONE OF OUR EARLY ON THIS YEAR PROBLEMS OF PRACTICE TO EXAMINE THAT. THIS YEAR, OUR SIPS AND MANY OF OUR TEACHERS ARE DEPENDENT ON THIS WORK, OUR PARENTS HAVE COME TO UNDERSTAND SOME OF THE WAY IT UTILIZE THE REPORTS THEY GET, ETC. CHANGING GEARS NOW WOULD BE CHALLENGING FOR US, BUT I DO THINK WE NEED TO PREPARE VERY SOON IN THE FALL INTO THE EARLY WINTER IF WE WERE GOING TO CHANGE COURSE. >> I HEAR THE CHALLENGE IN CHANGING COURSE, LIKE, RIGHT NOW, IT FEELS LIKE IN THE MIDDLE OF THE STREAM. BUT I STILL HOLD THAT THIS IS AN ENORMOUS EXPENSE, AND WE HAD MANY PEOPLE LAST YEAR COME TO THE PODIUM AND SAY, WELL, WE NEED OUR SINKS BACK. WE NEED OUR OFFICE STAFF IS WE DON'T HAVE ENOUGH OFFICE STAFF, THINGS LIKE THIS. THIS WOULD REPRESENT A SIGNIFICANT AMOUNT OF STAFFING. I UNDERSTAND THAT MIGHT NOT NECESSARILY BE USED FOR THIS YEAR, BUT IT COULD BE HELD IN RESERVE FOR NEXT YEAR TO BRING BACK SOME OF THESE SERVICES, AND I DO BELIEVE THAT WHAT WE'RE SEEING IN OUR STUDENT ACHIEVEMENT, WE NEED A MAJOR COURSE CORRECTION. WHERE WE ARE NOW WITH WHERE OUR DISTRICT IS FAR I GET THE PANDEMIC AND ALL THAT, BUT WE HAVEN'T REBOUNDED AS WELL AS OTHERS. >> I WHOLEHEARTEDLY AGREE. I WILL SAY THAT IT IS IMPORTANT THAT WE BE INCREDIBLY GOOD STEWARDS OF ALL FUNDS. THIS IS FUNDED THROUGH TECH LEVY. IT WILL NOT REPLACE SINKS. IT WILL NOT REPLACE CLASSROOM TEACHERS. IT WOULD NEED TO BE USED IN ANOTHER TECHNOLOGICAL USE, WHETHER IT'S A REPLACEMENT PRODUCT LIKE THIS OR SOMETHING ELSE IN TECH. IT WOULDN'T BE USED, WE CAN'T HOLD $500,000 AND NEXT YEAR GET SINKS BACK. JUST BECAUSE OF THE FUNDING SOURCE FOR THIS. [00:25:02] >> DIRECTOR KRAMER, I AGREE WITH YOU. IN FACT, I'D LIKE TO POINT OUT THAT I VOTED NO ON I-READY WHEN IT FIRST CAME UP, AS WELL AS DIRECTOR CHASE VOTED NO ON IT. IT'S NOT THE ONLY TIME I HAVE VOTED NO. WE WERE IN THE MINORITY AT THE TIME. [OVERLAPPING] >> IF WE COULD ASK OUR COMMENTERS IN THE AUDIENCE TO PLEASE KEEP YOUR COMMENTS. YOU'RE WELCOME TO STEP OUTSIDE IF YOU HAVE COMMENTS IS DISTRACTING TO THOSE OF US IN THE MEETING WHEN YOU'RE COMMENTING. >> I AGREE WITH YOU WE NEED AN EVALUATION, AND SUPERINTENDENT MINER AND I HAVE DISCUSSED THE NEED FOR AN EVALUATION. I UNDERSTAND WE NEED TO HAVE HAD THIS PAST YEAR AS ANOTHER DATA POINT TO SEE. I HAVE SEEN SINCE I WORKED ON MANY PROGRAM EVALUATIONS IN MY LIFE IN EDUCATION, I HAVE SEEN WHERE VERY FREQUENTLY, PROGRAMS LIKE THIS THAT HAVE AN INSTRUCTIONAL PIECE AS WELL AS AN ASSESSMENT PIECE THAT THERE'S SORT OF AN OPTIMUM PLACE THAT IF ENOUGH HOURS WITHIN A WEEK OR A MONTH OR WHATEVER, ARE SPENT ON IT, IT MAKES A DIFFERENCE, AND BELOW THAT, IT DOESN'T AND ABOVE THAT, IT DOES, AND AN EVALUATION CAN SHOW US THAT. OR MAYBE WITH THIS, THERE ISN'T AN OPTIMUM AMOUNT, AND IT REALLY ISN'T MAKING A DIFFERENCE. I AM WILLING TO GIVE IT ANOTHER YEAR KNOWING THAT WE NEED TO EVALUATE IT AND IT WILL BE EVALUATED. BUT I DO ABSOLUTELY UNDERSTAND HOW YOU FEEL. I THINK THERE'S NOT ONLY THE FINANCIAL COST, BUT THERE'S THE COST OF THE INSTRUCTIONAL TIME. ON THE OTHER HAND, MANY TEACHERS RELY ON IT, I BELIEVE, AND I THINK TO PULL IT AT THIS POINT IN THE YEAR WOULD BE VERY CHALLENGING FOR OUR STAFF BECAUSE THEY HAVE BUILT IT INTO SIPS. THERE IS AN EXPECTATION. THIS IS THE KIND OF THING THAT WE NEED TO HAVE THE DISCUSSION EARLIER THAN RIGHT AT THIS POINT IN TIME. BUT I DEFINITELY APPRECIATE WHAT YOU'RE SAYING. >> DURING MY BRIEF TIME OF TEACHING, A COUPLE OF YEARS, I FOUND I-READY ACTUALLY VERY HELPFUL BECAUSE IT GAVE ME SOMETHING WHEN I LOOKED AT THE KIDS, LIKE, IT GAVE ME A MEASURABLE. I DO WANT TO KNOW WHAT OTHER TEACHERS ARE DOING. WE HAVE A IT MIGHT JUST BE THAT AS A NEW TEACHER, THAT WAS LIKE, WHAT I KNEW, HOW I COULD DO IT. WE HAVE A LOT OF VERY VETERAN TEACHERS IN THIS DISTRICT. SO I DON'T KNOW HOW THEY'RE USING I-READY IF THEY FIND IT USEFUL OR NOT. MAYBE OUR YOUNGER TEACHERS DO AND OUR OLDER TEACHERS DON'T, I JUST DON'T HAVE INFORMATION ON THAT. BUT WHAT I CAN SAY FIRSTHAND IS I DID FIND IT HELPFUL AS A WAY OF KNOWING WHICH OF MY STUDENTS WERE PARTICULARLY FAR BEHIND AND WHICH OF MY STUDENTS WEREN'T AS FAR BEHIND, AND NOBODY WAS REALLY UP TO SPEED SINCE IT WAS LITERALLY THE YEAR AFTER COVID. BUT IT GAVE ME SOMETHING, AND IT GAVE ME WAYS TO STRUCTURE LIKE, THIS READING GROUP WOULD DO THIS AND THIS READING GROUP WOULD DO THAT. I FOUND IT VERY HELPFUL. TO WHAT DR. MINER WAS SAYING, LIKE IT WAS A DIAGNOSTIC. I DIDN'T USE THE CURRICULUM THAT WAS THERE. WE HAD DIFFERENT CURRICULUM. MAYBE I DON'T KNOW IF IT WOULD HAVE BEEN BETTER IF WE'D USE IT OR NOT, BUT I DID VERY MUCH USE IT AS A DIAGNOSTIC, AND I WAS ABLE TO USE IT TO HELP THE KIDS, BECAUSE I WAS LIKE, WELL, HERE'S WHERE YOU WERE, AND LOOK AT, YOU'VE PUT IN THIS WORK, AND HERE'S WHERE YOU ARE, AND THAT WAS HELPFUL TO GET THE KIDS MOTIVATED BECAUSE THEY WERE LIKE, NOW I SEE THE PROGRESS. I DON'T KNOW. I APPRECIATE I-READY FOR WHAT IT IS IN THAT RESPECT. BUT IS THAT A GOOD USE OF MONEY? I DON'T KNOW. WE SHOULD TALK AND FIGURE OUT WHAT THE USE IS AND HOW THAT'S GOING. BUT I DEFINITELY DON'T WANT TO THROW THE BABY OUT WITH THE BATHWATER HERE. >> ALSO, I DO BELIEVE IF OUR EVALUATION SHOWS THAT IT WOULD BE SENSIBLE THAT WE COULD HAVE THE ASSESSMENT WITHOUT THE INSTRUCTIONAL PIECE AND SAVE MONEY. STILL IF TEACHERS WANT THAT INFORMATION, AND THAT'S USEFUL TO THEM, BUT THEY FEEL MORE WANTING TO PROVIDE THE INSTRUCTION THEMSELVES, GIVEN WHERE THE INFORMATION THAT THEY'RE GETTING FROM THAT, THAT'S ANOTHER ALTERNATIVE TO THE PROGRAM. DIRECTOR GERARD, I KNOW THAT HAVING WORKED AS A LIBRARIAN, YOU PROBABLY HAVE EXPERIENCE WITH THIS? >> I ACTUALLY DID NOT INTERACT WITH THE PROGRAM MUCH IN MY TIME. I WOULD SHARE THE CONCERN ABOUT THE AMOUNT OF FUNDS. [00:30:01] I ALSO UNDERSTAND THAT IT'S KIND OF TOO LATE TO MAKE A CHANGE FOR THIS YEAR. BUT I THINK WE SHOULD BE PREPARING BY LOOKING FOR DATA, LOOKING FOR INPUT TO SEE WHETHER THIS IS SOMETHING THAT A YEAR FROM NOW THAT WE'RE DOING THIS AGAIN OR NOT. >> DIRECTOR CHASE, IS THERE ANYTHING YOU'D LIKE TO WEIGH IN ON? >> NO, I WOULD JUST REALLY APPRECIATE THE CONVERSATION. AS WE WERE INTENDING TO USE IT ALREADY, AS A DIAGNOSTIC TOOL THAT WAS UNIFORM ACROSS THE DISTRICT, IT SOUNDS LIKE WE'RE RIGHT IN THE TIME FRAME OF DOING AN EVALUATION. I APPRECIATE THAT BEING BROUGHT UP TODAY. I PERSONALLY AM WILLING TO FUND THIS IN THIS CONSENTED AGENDA SO WE CAN GET GOOD DATA FOR US TO EVALUATE THE PROGRAM, AND THE EFFICACY. >> THANK YOU. OTHER COMMENTS? >> WE'RE STILL IN THE CONSENT AGENDA, SO I CAN MOVE ON TO SOMETHING ELSE. [LAUGHTER] >> WE CAME TO TALK ABOUT OTHER THINGS AS WELL. >> I WANTED TO TALK ABOUT 11.10, 11.11, JUST COMMENTS, ACTUALLY. 11.10 IS ABOUT WORKING WITH THE NORTHWEST SCHOOL FOR DEAF AND HARD-OF-HEARING. I KNOW THAT PROGRAM FOR US HAS HAD SOME CUTS. I HAVE BEEN DISTRACTED WITH MY OWN STUFF GOING ON, SO I DIDN'T DO MY HOMEWORK COMING INTO THIS MEETING, UNFORTUNATELY. BUT THIS IS I THINK A GOOD SIGN. IT'S SOMETHING THAT I WAS REALLY PUSHING FOR WHEN WE WERE TALKING ABOUT THE CUTS AS HAVING AN ADDITIONAL OUTSIDE LIKE, PEOPLE WHO ARE FAMILIAR WITH THE COMMUNITY BEING INVOLVED IN HOW OUR SCHOOLS LOOK. I WANT TO FOR OUR DEAF AND HARD-OF-HEARING STUDENTS. DURING OUR NEXT CHECK IN, I DEFINITELY WOULD LIKE TO TALK TO DR. MINER A LITTLE BIT MORE ABOUT AND JUST SEE HOW WE PLAN ON UTILIZING THE DEAF AND HARD-OF-HEARING SCHOOL TO HELP US OUT WITH THAT STUFF GOING ON. IT'S JUST VERY ENCOURAGING TO ME TO SEE THAT WE AT LEAST HAVE THAT IN HERE AS SOMETHING. MAYBE IT'S AN ONGOING THING THAT WE'VE HAD BEFORE, BUT IT JUST MAKES ME FEEL BETTER ABOUT THE FACT THAT WE STILL HAVE PEOPLE FROM THAT COMMUNITY WHO ARE THERE. THEN THE OTHER THING WAS 11.11, HAVING TO DO WITH THE CITY OF EDMONDS POLICE GIVING COVERAGE AT DISTRICT EVENTS. THIS IS SOMETHING ACTUALLY THAT I THINK I BROUGHT UP WITH GUSTAVO WHEN HE WAS STILL HERE. BECAUSE AS I WOULD LEAVE SOME OF THE FOOTBALL GAMES, AND IT USUALLY WAS SCHOOLS OUTSIDE OF THIS DISTRICT, THERE WOULD BE INSTANCES OF CONFLICT, AND IT DEFINITELY DID NOT FEEL LIKE THE PEOPLE THAT WE HAD THERE PROVIDING SECURITY WERE EQUIPPED TO HANDLE IT COMPLETELY. I DON'T THINK ANYTHING EVER BROKE OUT, BUT I DEFINITELY WALKED OUT OF EDMONDS STADIUM A COUPLE OF TIMES GONE. THIS DOESN'T FEEL GOOD. I'M GLAD ALSO THAT WE HAVE THAT JUST AS A WAY IF SOMETHING WERE TO BREAK OUT, WE KNOW THAT THERE'S AN OFFICER THERE WITH A RADIO, CAN GET SOME HELP AND KEEP THINGS IN LINE. DON'T THINK THAT WE NECESSARILY NEED IT, BUT I DO THINK IT'S A GOOD STEP TO THE POINT THAT PEOPLE ARE MAKING AS A WAY TO MAKE SURE THAT WE HAVE SECURITY THAT IS APPROPRIATE FOR THE SIZE OF THE THINGS THAT WE ARE DOING TO KEEP PEOPLE SAFE. I THINK THIS IS A GOOD STEP FOR THAT. >> I BELIEVE THIS IS AN ONGOING CONTRACT THAT WE'VE HAD. >> GOOD. THERE HAVE BEEN SOMETIMES WHERE I SAW SOME NAUGHTY EDMONDS PD. >> AM I CORRECT THAT THIS IS NOT NEW? >> CERTAINLY, WE'VE HAD EDMONDS PD AT EVENTS THERE BEFORE LAST YEAR. LAST YEAR, I DON'T REMEMBER THE YEAR BEFORE, I ASSUME IT'S BEEN PRIOR TO THAT, AS WELL, YES. >> I HAVE JUST A PROCESS POINT OF ORDER QUESTION BECAUSE I'M JUST NEW AT THIS. IF I STILL CAN'T SUPPORT AFTER DISCUSSION, STILL NEED TO SAY NO TO THIS, HOW DO WE REMOVE THIS FROM THE AGENDA? I DO WANT TO SAY YES TO EVERYTHING ELSE, BUT I CAN'T SAY YES TO THIS. >> WE CAN JUST VOTE ON THIS SEPARATELY. WE CAN VOTE ON ALL THE ITEMS EXCLUDING THAT AND THEN VOTE ON THAT ONE AS A STAND-ALONE. >> AS A SEPARATE ITEM. >> LET'S DO THAT. >> I WAS ACTUALLY GOING TO JUST ASK THAT QUESTION. WOULD YOU WANT US TO DO THAT OR NOT? >> THANK YOU. >> IS THERE ANY OTHER DISCUSSION ON ANY OF THE ITEMS ON THE CONSENT AGENDA? FIRST, I'M GOING TO SAY, LET'S CALL FOR AND LET'S DO A ROLL CALL VOTE ON THIS BOTH WAYS, SO THE CONSENT AGENDA WITH ALL THE ITEMS EXCEPT FOR 11.9. >> DIRECTOR GARRARD? >> YES. >> DIRECTOR KRAMER? >> AYE. >> DIRECTOR SMITH? >> AYE. >> DIRECTOR CHASE? >> AYE. >> DIRECTOR KATIMS. >> AYE. THE CONSENT AGENDA WITH ALL THE ITEMS, EXCEPT FOR 11.9 IS APPROVED. NEXT, I'D LIKE TO HAVE A ROLL CALL VOTE ON ITEM 11.9. [11.9 Single Reading, approve renewal of i-Ready contract] >> DIRECTOR GARRARD? [00:35:02] >> AYE. >> DIRECTOR KRAMER? >> NAY. >> DIRECTOR SMITH. >> AYE. >> DIRECTOR CHASE. >> AYE. >> DIRECTOR KATIMS. >> AYE. THE RENEWAL OF THE [INAUDIBLE] CONTRACT IS APPROVED FOR ONE MORE YEAR. >> THANK YOU. THE NEXT ITEM ON OUR AGENDA IS OUR SINGLE REPORT THIS EVENING, [12. REPORTS-7:35 pm] THE BUSINESS AND FINANCE REPORT FROM JUNE 2024, WELCOMING FORWARD LYDIA SELI EXECUTIVE DIRECTOR OF BUSINESS AND FINANCE. >> I'M GOING TO APOLOGIZE IN ADVANCE. THIS IS ON ME AND ONLY ON ME. WHEN YOU SOMETIMES TAKE YOUR COMPUTER HOME AND DO WORK THERE, AND THEN YOU PLUG IN ON THE DISTRICT NETWORK, SOME OF YOUR WORK PERHAPS DOESN'T GET SAVED, WHICH IS WHY THERE ARE VERY FEW NOTES THIS MONTH, BECAUSE THERE WERE A LOT MORE NOTES. WHEN I LOOKED AT IT, DIRECTOR KATIMS ASKED ME, CAN YOU DO A LITTLE BIT MORE EXPLANATION ON THIS PARTICULAR TOPIC? I THOUGHT, WELL, THAT'S INTERESTING BECAUSE I RECALL WRITING A NOTE AND THEN I DISCOVERED THAT THE NOTE IS GONE, SO I WILL DO IT VERBALLY. THANK YOU FOR BRINGING THAT TO MY ATTENTION, AND AGAIN, I APOLOGIZE. THE BIGGEST HIGHLIGHT FOR JUNE WAS THAT WE POSTED THE $200 MILLION BOND SALE. OF COURSE, WE PUT A BUDGET. IT WAS BASICALLY A PLACEHOLDER WAY BACK WHEN THE BUDGET WAS ADOPTED ALMOST A YEAR BEFORE THE BOND SALE. WE PUT A PLACEHOLDER OF 250. WE DID AN ANALYSIS ON WHAT OUR CASH FLOW NEEDS ARE, LOOKED AT, THE IRS REQUIREMENTS, WORKED WITH OUR BOND COUNSEL AND FINANCIAL ADVISOR AND DECIDED FOR THE $200 MILLION BOND SALE AT THIS TIME. THEN ALL PRINCIPAL AND INTEREST PAYMENTS ARE MADE FOR '23, '24. THE REASON THAT THE BUDGET LOOKS CONSIDERABLY OFF IS BECAUSE IN ORDER TO RECORD THE BOND PROCEEDS IN AND OUT, THAT'S HOW YOU HAVE TO RECORD THEM. BUT IT IS NOT A TRUE EXPENDITURE OUT. WE DIDN'T EXCEED THE BUDGET. IT IS AN OTHER FINANCING USE. MORE ACCOUNTING SPEAK. BUT IT'S A FLOW THROUGH OF THE BOND SALE. ANY QUESTIONS BECAUSE IT'S AGAIN, MORE ACCOUNTING SPEAK. THEN I WILL TURN TO SOME OF YOUR QUESTIONS ON THE NEXT SLIDE. >> DO WE ANTICIPATE THEN ANOTHER $50 MILLION BOND SALE AT SOME POINT IN FUTURE? >> WE DO ANTICIPATE SO WE HAVE BOND AUTHORIZATION FOR 594 MILLION. THIS IS THE FIRST ISSUANCE, 200 OF THE 594? WHEN WE EXAMINE OUR CASH FLOW ON OUR CONSTRUCTION SCHEDULE, IT COULD BE 18 MONTHS TO 24 MONTHS FROM NOW THAT WE ANTICIPATE ANOTHER BOND SALE FROM OUR FEBRUARY AUTHORIZATION. >> WOULD IT BE POSSIBLE THEN THAT THE INTEREST RATES HAVE COME DOWN ON THESE BONDS? >> YES. THE INTERESTING THING IS THAT YOU CANNOT MAKE INTEREST ON THIS MONEY IN EXCESS OF WHAT YOU'RE PAYING YOUR BOND HOLDERS. THE SIMPLER THING WOULD BE TO ISSUE IT ALL UP FRONT, BUT THE IRS PREVENTS YOU FROM DOING THAT, SO THAT'S WHY WE ISSUE THEM IN SEGMENTS BASED ON WHEN WE THINK WE CAN SPEND THE MONEY IN A REASONABLE AMOUNT OF TIME. THIS IS THE PAGE THAT I NOW HAVE SOME VERBAL NOTES. THE FIRST QUESTION IS ON TRAVEL, AND DIRECTOR KATIMS ASKED WHY TRAVEL WAS CONSIDERABLY OVER BUDGE. THE BULK OF THE TRAVEL APPROXIMATELY 215,000 OF THE 353,000 YEAR TO DATE FOR JUNE IS IN CAREER AND TECHNICAL EDUCATION FIELD TRIPS. THAT'S PREDOMINANTLY THE TECHNOLOGY STUDENT ASSOCIATION TRIPS THAT WENT OUT OF STATE. CERTAINLY THINGS LIKE POST SEASON PLAY, ACADEMIC COMPETITIONS THAT THIS IS, THE BUDGET OFFICE CAN'T PREDICT THOSE CLUBS AND ORGANIZATIONS GOING OUT OF STATE. [00:40:02] >> THAT'S NOT PART OF ASP MONEY, THAT'S PART OF GENERAL FUND? >> THIS IS DIRECT THIS IS CTE, SO IT IS GENERAL FUND. THERE ARE SOME FIELD TRIPS THAT ARE CERTAINLY ASP. THERE ARE PLENTY OF FIELD TRIPS LIKE DECCA AND THIS TSA ORGANIZATION THAT'S CTE CURRENT TECHNICAL EDUCATION. >> THERE'S SOME CLUBS OR ORGANIZATIONS THAT ARE SPECIFICALLY IDENTIFIED AS CTE THAT WOULD COME UNDER THAT, AND THEREFORE GENERAL FUND. >> YES. >> BUT IT'S REALLY IT'S CTE FUNDS. >> YES. >> THANK YOU. >> THEN IN THE EQUIPMENT ACCOUNT, AGAIN, CTE IS ALMOST 200,000, THEY RECEIVE ADDITIONAL MATERIAL SUPPLIES AND OPERATING COSTS SPECIFICALLY FOR EQUIPMENT, THAT COULD BE, ANYTHING YOU CAN THINK OF FROM A HOSPITAL BED FOR ONE OF THEIR PROGRAMS. A LOT IS SPENT ON CERTAIN COMPUTERS THAT ARE USED IN SOME OF THE TECHNOLOGY PROGRAMS. WE CAN'T ALWAYS DEFINE WHAT IS GOING TO BE WHAT WE CALL CAPITALIZABLE. IF IT CAN BE CAPITALIZED AND THEN, AGAIN, ANOTHER ACCOUNTING TERM, THAT MEANS WE PUT IT INTO A FIXED ASSET INVENTORY, AND WE TRACK IT CAREFULLY. IF IT DOESN'T MEET THAT THRESHOLD, IT'S CONSIDERED A SUPPLY, WHICH IS A DIFFERENT LINE ITEM. I KNOW, LOTS OF ACCOUNTING SPEAK. IT'S OFTEN DIFFICULT TO DECIDE IF IT'S GOING TO BE A SUPPLY OR BE ONE OF THOSE ASSET ITEMS THAT WE BAR CODE AND GO AROUND EVERY TWO YEARS AND MAKE SURE IT'S STILL IN THE DISTRICT. THE OTHER LINE SHARE WAS FOOD SERVICE, PURCHASED SOME NEEDED VEHICLES THIS YEAR, A FORD EXPLORER AND A TWO FORD F 650S, WHICH I IMAGINE ARE LARGE TRUCKS. THEN THE REST IS HERE AND THERE. THEN DIRECTOR KATIMS ASKED A YEAR AGO, ONE OF THE THINGS WE DO IS WE BUY COPIERS, CHARGE THEM TO THAT ACCOUNT, AND THEN CHARGE OUT THE COST OF THAT COPIER TO THE DEPARTMENT OR SCHOOL THAT'S PURCHASING THE COPIER. THEY USUALLY HAVE, ABOUT FOUR YEARS TO PAY OVER TIME, BUT IT HAS TO HIT AN ACCOUNT IN THE INITIAL. THEN FINALLY, IS THAT TRICKY NEGATIVE YEAR TO DATE TOTAL ON TRANSFERS OUT. I WAS ABLE TO DO SOME RESEARCH ON THIS AFTER OUR LAST BOARD MEETING. THERE ARE THE TECHNOLOGY LEVY STAFF. ANYBODY WHO'S CAPITAL FUNDED HAS TO BE CHARGED TO THE GENERAL FUND FIRST BECAUSE OF THE MECHANICS OF PAYROLL. THEN THOSE COSTS ARE THEN REIMBURSED OR TRANSFERRED OUT. THIS IS A TIMING ISSUE. I APOLOGIZE. I KEEP SQUEALING. THIS IS A TIMING ISSUE. IT WILL BE ZERO OR CLOSE TO ZERO YEAR END. IT'S JUST WHEN WE CATCH THE REPORT. THEN AGAIN, I APOLOGIZE. I'VE LOST SOME NOTES, SO I WILL GO QUICKLY AND JUST HIGHLIGHT THAT JUNE, AGAIN, OUR TOTAL ENROLLMENT FOR THE SCHOOL YEAR WAS HIGHER THAN '22 '23, SO THAT IS VERY GOOD NEWS. WE'RE KEEPING A VERY CLOSE EYE ON ENROLLMENT AND KIDS SIGNING UP FOR SCHOOL AS THEY'RE COMING IN THIS WEEK AND BEFORE. JULY WE'LL HAVE MANY MORE NOTES. >> THANK YOU. I APPRECIATE YOUR RESPONSE TO MY QUESTIONS. SOME THINGS JUST JUMP OUT. I WAS LIKE, YEAH, WHY. I UNDERSTAND THERE'S A LOT OF COMPLEXITIES TO THE WORK THAT YOU DO, AND WE REALLY APPRECIATE HOW YOU TAKE CARE OF US. ARE THERE ANY QUESTIONS OR COMMENTS FOR LYDIA? >> ONE COMMENT, THEN A QUICK QUESTION FOR YOU. TO ECHO WHAT PRESIDENT KATIMS WAS SAYING, I REALLY DO APPRECIATE YOU DOING THE JOB THAT YOU DO ON THIS. [00:45:05] SPORTS OFFICIALS WE ARE INDEPENDENT CONTRACTORS, SO WE ARE BUSINESSES. THE AMOUNT OF BY ACCOUNTANT, I HAD TO HIRE AN ACCOUNTANT AND IT'S LIKE, YOUR CAR FOR THIS, AND IT DEPRECIATED THIS MUCH. I'M LIKE, WHAT ARE YOU EVEN TALKING ABOUT? WHEN YOU WERE TALKING ABOUT THAT AND, LIKE, SUPPLIES VERSUS THIS OR THAT I'M JUST LIKE, YEAH, I'VE HEARD ALL THIS. I DON'T UNDERSTAND ANY OF IT, BUT I'VE HEARD IT ALL BEFORE. I APPRECIATE THAT YOU CAN KEEP TRACK OF ALL OF THAT. YOU KEEP PEOPLE LIKE ME IN LINE, PEOPLE LIKE YOU KEEP PEOPLE LIKE ME IN LINE. I DID, AND I'M SORRY, I DIDN'T GET A CHANCE TO ASK YOU THIS OFFLINE. LIKE I SAID, IT'S BEEN A BUSY COUPLE OF WEEKS FOR ME, BUT SOMEONE ASKED ME A COUPLE OF WEEKS AGO, IF I KNEW THE AMOUNT THAT WE SPEND PER CHILD AND THE AMOUNT THE STATE GIVES US PER CHILD BECAUSE IT'S A HEAD COUNT IS HOW WE GET FUNDING BECAUSE I WAS TRYING TO EXPLAIN TO THEM THAT THERE WAS A DIFFERENCE IN THAT NUMBER, AND THEY WERE LIKE, WELL, HOW BIG OF A DEAL IS THAT? I WAS LIKE, I DON'T REMEMBER. I WAS JUST CURIOUS IF OFF THE TOP OF YOUR HEAD, YOU REMEMBERED HOW MUCH WE SPEND VERSUS HOW MUCH WE GET. IF NOT, YOU CAN SEND ME AN EMAIL, THAT'S FINE. >> I KNOW THAT THE AMOUNT OF FUNDING FROM OSPI IS NOT QUITE 11,000 PER CHILD, WHICH IS ROUGHLY APPORTIONMENT IS I THINK THIS YEAR, LESS THAN 200 MILLION. IF YOU LOOK WE'RE SPENDING CLOSE TO 400, THEY'RE ROUGHLY MAYBE HALF. >> ROUGHLY 50%. >> THE HARDEST THING ABOUT THAT ANALYSIS IS THAT INCLUDES FOOD AND NUTRITION SERVICES, WHETHER A CHILD EATS A SCHOOL MEAL OR NOT, TRANSPORTATION, WHETHER THEY NEED A BUS OR NOT. THEN ONE LAST THING SINCE AGAIN, IT WAS GOING TO BE ON MY NOTES IS WE ARE RECEIVING OUR JANUARY FREEZE, OUR AWFUL FREEZE DAMAGE, PARTICULARLY MADODALE ELEMENTARY, BUT A FEW OTHER THERE IS A SIGNIFICANT INCREASE IN EXPENSES OF ABOUT 1.6 MILLION THAT'S OFFSET BY THE INSURANCE RECOVERY OF ABOUT 1.6 MILLION. THEY'RE BOTH GOING UP THE SAME. IT'S GREAT THAT WE HAVE INSURANCE, BUT WE'RE NOT MAKING NEW MONEY, BUT IT IS PAYING FOR THE DAMAGE. >> I JUST HAVE A COMMENT ABOUT THIS CHART. THIS CHART IS A GOOD TIME FOR ME TO SAY, AS WE LOOK AT THOSE LINES GROWING FROM 2021 WITH SUCH AN UNUSUAL YEAR, 2020-2021. NOTE WHAT A LARGE JUMP WE GENERALLY SEE BETWEEN SEPTEMBER AND OCTOBER. IT'S NOT GREAT FOR A COUPLE OF REASONS. NUMBER 1, STUDENTS WHO START AFTER FOURTH DAY COUNT, JUST TAKE THEM A LITTLE LONGER. TEACHERS SPEND A LOT OF TIME ORIENTING KIDS TO THE SCHOOLS, LEARNING ABOUT THE PLAYGROUND, LEARNING ABOUT THE HALLWAYS, ALL THE THINGS ABOUT OUR SCHOOL. IF YOU MISSED THE FIRST WEEK OR TWO, IT'S REALLY HARD TO FEEL IF YOU'RE A LITTLE GUY OR GIRL, GET YOUR FEET UNDER YOU, AND FEEL LIKE YOU KNOW WHAT YOU'RE DOING. ALSO IT DOES IMPACT OUR ANNUAL AVERAGE STUDENT ENROLLMENT, AND WE TYPICALLY GROW BY ABOUT 100 STUDENTS BETWEEN THOSE FIRST. YOU'LL SEE NEXT WEEK, WE'RE DEFINITELY GETTING SOCIAL MEDIA CAMPAIGN OUT THERE. WE'VE BEEN TRYING TO DO IT ALL YEAR, BUT GET TO SCHOOL, WE OPEN ON WEDNESDAY. WE'RE OPEN FOR BUSINESS, AND WE CAN'T WAIT TO SEE OUR STUDENTS. THEIR TEACHERS ARE LOOKING FORWARD TO GETTING TO KNOW THEM, AND JUST HAVING THE OPPORTUNITY TO ORIENT THEM WITH THEIR CLASSES. >> THAT AFFECTS OUR FUNDING AS WELL. >> IT AFFECTS OUR FUNDING BECAUSE IT BRINGS OUT OUR MONTHLY ANNUAL AVERAGE IN SEPTEMBER. >> FOURTH DAY COUNT IS CRITICAL. >> EVERY MONTH, AND SEPTEMBER BEING SO LOW DOES IMPACT US, ABSOLUTELY. FOURTH DAY COUNT IS A TIME WHEN WE'RE LOOKING AT ADJUSTING CLASSES, ETC, SO IT'S JUST A COMPLICATED TIME IN HOW WE'RE TRYING TO STAFF OUR CLASSES. REALLY, MOST IMPORTANTLY, I'M THINKING ABOUT THE INDIVIDUAL CHILD WHO MAYBE MISSES OUT ON A LOT OF ORIENTATION. I WANT THEM ALL TO GET THERE AND HAVE THAT OPPORTUNITY, AND IT DEFINITELY IMPACTS OUR FUNDING. >> IT COULD ALSO IMPACT OUR NEED FOR STAFFING. >> CORRECT. >> EVERYBODY, GET YOUR KIDS IN ON THE FIRST DAY OF SCHOOL. >> BEFORE YOU GO THERE, THERE WAS ONE MORE THING THAT POPPED INTO MY MIND. I THINK IT WAS THE SEATTLE TIMES, WHERE SOME OF THE PEOPLE IN OUR COMMUNITY MAY HAVE SEEN IT, MARYSVILLE IS THE DISTRICT WHERE THEY HAD THEIR AUDIT. I THINK IT SAID THEY HAD NEGATIVE 11 DAYS WORTH OF PAYROLL, AN ACCOUNTING TRICK. I DON'T EVEN KNOW HOW YOU MANAGE THAT, SO MORE OF A COLLABORATIVE COMMENT BETWEEN US. HOW DOES OUR DISTRICT LOOK LIKE? [00:50:01] I WANT TO PUT PEOPLE'S MIND AT EASE THAT WE ARE NOT WHERE WE WANT TO BE, BUT WE'RE NOT MARYSVILLE LEVEL RIGHT NOW. WE ARE STILL DOING OKAY. WE WILL STAY OPEN FOR BUSINESS. [LAUGHTER] >> MARYSVILLE HAD AN UNFORTUNATE DOUBLE LEVY FAILURE, WHICH MEANS THEY WERE UNABLE TO COLLECT THEIR LEVY FOR AN ENTIRE 12 MONTHS, SO IN REFERENCE TO US, ROUGHLY, THAT WOULD BE US NOT COLLECTING $62 MILLION OF 400. I OFTEN USE THE WORD NUCLEAR. UNFORTUNATELY, THAT WOULD BE VERY CHALLENGING TO COME BACK FROM, SO WE ARE LEAN BUT HEALTHY. >> THANK YOU. >> ANY OTHER QUESTIONS OR COMMENTS? THANK YOU SO MUCH. NEXT ON THE AGENDA IS OUR PUBLIC HEARING THAT'S REGARDING [13. PUBLIC HEARING- 7:50 pm] THE 2024-2029 CAPITAL FACILITIES PLAN. IN ORDER TO DO THIS, WE WILL NOW OFFICIALLY RECESS THE REGULAR MEETING AND OPEN A PUBLIC HEARING TO ACCEPT TESTIMONY REGARDING THE 2024-2029 CAPITAL FACILITIES PLAN. PUBLIC COMMENT DURING THIS HEARING IS LIMITED TO COMMENTS FOR OR AGAINST ANY PART OF THIS PLAN. I HAVE ON MY LIST TWO PEOPLE, IS THAT CORRECT, ERIN? THE FIRST PERSON WHO SIGNED UP TO MAKE A COMMENT SPECIFICALLY ON THIS PLAN IS JASON MOORE. >> JASON MOORE, LYNNWOOD. MY COMMENT IS REGARDING, I WAS REVIEWING THE DOCUMENT ON PAGE 7 THAT WAS POSTED ON THE WEBSITE. IT WAS ABOUT SECTION ON ENROLLMENT, AND IT SAID ENROLLMENT WAS DECLINING BECAUSE OF COVID-19. I THINK THERE'S A LITTLE MORE TO THAT, BECAUSE WHAT HAPPENED DURING COVID-19 WAS STUDENTS WERE FORCED TO LEARN AT HOME, ALONG WITH A LOT OF PARENTS WERE FORCED TO WORK FROM HOME. WHAT HAPPENED WAS, MOM AND DAD WOULD BE WORKING IN THIS ROOM, STUDENTS WERE WORKING IN THIS ROOM, AND ALL OF A SUDDEN, MOM OR DAD LOOKS OVER AND SAYS, WHAT IS THAT? THE MORE THAT PARENTS LEARNED WHAT WAS BEING TAUGHT IN THE SCHOOLS, THEY REALIZED WE DON'T WANT OUR CHILDREN LEARNING THIS STUFF. PARENTS BEGAN REMOVING THEIR STUDENTS FROM PUBLIC SCHOOLS AND BEGAN PRIVATE SCHOOL AND HOME SCHOOL. NOW, LAST YEAR, I BELIEVE IT WAS WHEN I HAD A CHANCE TO ASK ABOUT, IF THE STUDENTS WERE CITIZENS OR NOT CITIZENS IN THE DISTRICT, AND REBECCA MINER SAID THAT, WE DON'T ASK THEM THAT. I THOUGHT THAT WAS STRANGE THAT, IF I GO TO GET A JOB SOMEWHERE, I HAVE TO FILL OUT A WHOLE ADDITIONAL SHEET TO PROVE THAT I'M A CITIZEN. WHY IS IT THAT WE ARE PAYING FOR ILLEGALS THAT COME HERE, NOT THAT THEY COME HERE FOR THAT REASON, THAT WE ARE PAYING FOR THEM TO GET INDOCTRINATED AT THESE SCHOOLS. >> I'M SORRY THE COMMENTS ARE SUPPOSED TO RELATE TO FACILITIES PLAN. >> IT IS RELATED TO ENROLLMENT. THIS WAS COVERED IN THE ENROLLMENT, THE DOCUMENT THAT WAS THERE. THANK YOU. I DON'T SUPPORT THIS. I THINK IF WE'RE LEFT TO PAY FOR ALL THE ILLEGALS THAT ARE COMING HERE, THAT PARENTS IN THIS DISTRICT WILL BE PAYING FOR THIS, AND THEY'LL ALSO BE PAYING TO SEND THEIR CHILDREN TO PRIVATE SCHOOLS BECAUSE, WE CAN'T RELY ON THIS DISTRICT OR ANY DISTRICT IN THIS STATE TO PROPERLY EDUCATE OUR STUDENTS BECAUSE THE RESULTS ARE HORRIBLE. WE SHOULD BE FOCUSING BACK TO THE BASICS ON MATH, ENGLISH, WRITING, SCIENCE, WHAT'S WRONG WITH THAT? WELL, I CAN ASSURE THE DISTRICT HAS NO PLANS TO ADDRESS THIS PROBLEM BECAUSE WHEN I ASKED, I JUST ASKED THE QUESTION AGAIN TODAY, AND I WAS HANDED A COURT DECISION THAT I HAVE TO LOOK UP. [NOISE] WE SHOULD BE KNOWING IF THESE STUDENTS ARE CITIZENS OR NOT, IF OUR TAXPAYER MONEY IS BEING SPENT ON IT. [00:55:01] >> THANK [NOISE] YOU. THE NEXT COMMENT IS ELIZABETH LUNSFORD. >> HI, ELIZABETH LUNSFORD, 98037 IN LYNNWOOD. GREAT JOB PUTTING THIS TOGETHER. THIS SEEMS DAUNTING, BIG PERSON WORK, OFFICIAL STUFF. BUT ONCE YOU GET DO THIS MANY TIMES, IT GETS A LITTLE MORE SIMPLER. THERE'S A LEARNING CURVE TO THESE PROJECTS, TO THESE THINGS, BUT THEY PACK A LOT, AND THERE'S A LOT OF MISINFORMATION. I WANTED TO TAKE THIS OPPORTUNITY AS THEY EXECUTE THIS PLAN TO MAKE IT A LEARNING OPPORTUNITY FOR THE CHILDREN. WHAT ARE THESE PROJECTS THEY ARE DOING, AND HOW WHEN WE FOLLOW IT THROUGH IN REAL LIFE. TAKE THIS AS ONSITE OR EXPERIENCE FOR THE CHILDREN, PARTICULARLY I'M THINKING OF THE HIGH-SCHOOL STUDENTS. HIGH-SCHOOL STUDENTS IN OTHER STATES HAVE, [NOISE] LET'S SAY, A LOT OF INFLUENTIAL PEOPLE THAT RUN BUSINESSES, AND THEY CAN COLLABORATE WITH CLASSROOMS ON NEW BUSINESS INFRASTRUCTURE. DO WE HAVE ANYTHING LIKE THAT HERE? THIS IS A LOT OF MONEY, A LOT OF THINGS GOING ON, AND THE ONE THAT I'M STILL LEARNING, GIVE ME GRACE, IS I BELIEVE THERE IS A PROJECT WITH THE HIGH-SCHOOL BUILDING A FACILITY IN A BEHAVIORAL HEALTH FACILITY THAT'S GOING TO BE GOING UP THERE THAT WE GOT THROUGH GRANT MONEY. IT'S GOING TO BE RIGHT BY THE HIGH-SCHOOL. I DON'T KNOW MUCH ABOUT IT, BUT WHAT A GREAT OPPORTUNITY TO HAVE WORK WITH THE COUNTY, WHICH I BELIEVE IS A PARTNERSHIP WITH THE COUNTY WITH THIS PROGRAM. TO HAVE THEM COME IN AND HELP TEACH STUDENTS WHO WOULD BE INTERESTED IN THAT LINE OF WORK, IF THIS MAKES SENSE. IF PEOPLE WHO ARE INTERESTED IN THE CAPITAL FACILITIES PLAN AND PROJECTS THAT'S IN IT, CAN WE USE THIS AS REAL LIFE EXAMPLE TO OUR STUDENTS WHO WOULD SEEK A CAREER OR WOULD LIKE TO KNOW, BECAUSE AS DEMONSTRATED, THERE'S A LOT OF JARGON THAT SEEMS A LITTLE COMPLICATED AS DEMONSTRATED IN THE MEANING. IT DOESN'T HAVE TO BE THAT WAY. WE CAN GET EXPOSURE SLOWLY AND SLOWLY OF BIG TERMS, FOR EXAMPLE, THESE BIG DOCUMENTS, A TERM LIKE BOILERPLATE. I ASSUME EVERYBODY KNOWS WHAT BOILERPLATE IS, BUT I ALSO HAVE A LAW DEGREE. JUST EXPOSURE LIKE THAT WHEN WE DO THESE BIG THINGS, OF HOW CAN WE BREAK THE BARRIERS OF WHAT WE'RE DOING HERE, TO TEACH IT TO THE STUDENTS, AND YES, WE HAVE STUDENT COUNSELS WHO ARE IN HERE. IT'S JUST A GOOD OPPORTUNITY TO HOPEFULLY MAXIMIZE THE IMPACT OF WHAT YOU'RE STUDYING OR SPENDING. THANK YOU. >> THANK YOU. IS THERE ANYONE ELSE WHO WOULD LIKE TO MAKE A COMMENT REGARDING THIS FACILITY'S PLAN? ARE THERE ANY COMMENTS FROM MY BOARD COLLEAGUES? WE CAN ALSO DISCUSS THIS WHEN IT COMES UP FOR APPROVAL. >> TRUE. >> HEARING NO MORE COMMENTS WHO WISH TO TESTIFY CONCERNING THIS MATTER, THE PUBLIC HEARING IS NOW FORMALLY CLOSED, AND WE WILL RETURN TO THE REGULAR BOARD MEETING. [NOISE] NEXT ON THE AGENDA IS OUR NEW BUSINESS, [14. NEW BUSINESS- 8:00 pm] AND I'LL LET DIRECTOR MINER GIVE US THE BACKGROUND ON THE FIRST ONE. >> THANK YOU SO MUCH. THE FIRST ITEM ON THE AGENDA IS A SINGLE READING FOR THE ADOPTION OF THE 2024-2029 CAPITAL FACILITIES PLAN, WHICH WAS PROVIDED TO YOU IN YOUR BOARD PACKETS, AND WAS ON THE AGENDA. >> THANK YOU. DO I HEAR A MOTION AND A SECOND TO APPROVE THE ADOPTION OF THE 2024-2029 CAPITAL FACILITIES PLAN? >> MOVE TO APPROVE. >> I'LL SECOND. >> I'VE HEARD A MOTION TO APPROVE AND A SECOND. IS THERE ANY DISCUSSION? I'D LIKE TO THANK THE FOLKS WHO PUT THIS TOGETHER. IT'S VERY COMPREHENSIVE. THE ONE THING I FOUND INTERESTING ABOUT THE ENROLLMENT PIECE IS, AS WE ARE READING ALL ABOUT LIGHT RAIL AND THE HUGE NUMBERS OF APARTMENTS, AND OTHER AFFORDABLE HOUSING THAT'S BEING BUILT NEAR LIGHT RAIL, THAT I EXPECTED MORE OF A BUMP. BUT I DID FIND IT INTERESTING ALSO IN THE PLAN THAT THEY REFERENCED THAT, AND FELT THAT THE DECLINE IN BIRTH RATE IS OFFSETTING, WHATEVER THAT WILL BE, BUT NOBODY REALLY KNOWS. [LAUGHTER] THIS IS A LONG-TERM PLAN. THAT WAS THE THINKING ABOUT THAT PIECE. [01:00:02] I JUST FOUND THAT INTERESTING. >> I ACTUALLY AGREE WITH YOU ON THAT. I DON'T KNOW WHY IT ACTUALLY, MAKES IT SEEM LIKE I DON'T AGREE WITH YOU ON OTHER THINGS. [LAUGHTER] BUT NO, I AGREE WITH YOU ON THAT, AND MY OPINION IS AS GOOD AS ANYONE ELSE IS, BUT I HAVE A SUSPICION THAT WHAT'S GOING TO HAPPEN IS A LOT OF YOUNGER PROFESSIONALS WHO ARE PUSHED OUT OF BEING ABLE TO AFFORD LIVING IN SEATTLE TO COME UP HERE, AND SO IT WON'T BE AS MUCH OF A BUMP AS WE WOULD HOPE FOR. BUT FINGERS CROSSED. >> WE'LL SEE. >> PEOPLE HAVE TO SETTLE DOWN SOMEWHERE, AND IF THEY'RE ALREADY HERE, THEN SETTLE DOWN AND HAVE YOUR FAMILIES SEND THEN TO SCHOOL DISTRICTS. >> WE'LL SEE. I THINK THE REPORT FROM LYDIA ON THE ENROLLMENT IS VERY HEARTENING TO SEE THAT THROUGHOUT THIS YEAR, WE'VE SEEN THAT GROWTH, SO MAYBE WE'LL CONTINUE TO SEE IT. I THINK THAT THANKS TO THE BOND THAT OUR VOTERS SUPPORTED, I THINK WE'RE IN A GOOD PLACE IN TERMS OF BEING ABLE TO ADDRESS THE ENROLLMENT THAT MAY BE HAPPENING. ANY OTHER COMMENTS? HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE. >> DIRECTOR GARRARD? >> AYE. >> DIRECTOR KRAMER? >> AYE. >> DIRECTOR SMITH? >> AYE. >> DIRECTOR CHASE? >> AYE. >> DIRECTOR KATIMS? >> AYE, AND ADOPTION OF THE 2024-2029 CAPITAL FACILITIES PLAN IS APPROVED. >> ITEM 14.3 IS A SINGLE READING RECOMMENDED APPROVAL FOR THE INTER LOCAL AGREEMENT WITH SNOHOMISH COUNTY FOR CORONAVIRUS [OVERLAPPING] >> YOU'VE SKIPPED OUR BOARD GOALS. >> I SKIPPED YOUR BOARD GOALS, [LAUGHTER] MY GOODNESS. THE GOAL IS THAT THE SUPERINTENDENT READS THINGS IN ORDER. THAT'S THE PRIMARY ONE THIS YEAR. SORRY ABOUT THAT. 14.2 IS A SINGLE READING TO APPROVE BOARD GOALS FOR 24/25. THE BOARD SPENT SOME TIME ON THESE, AS YOU KNOW, AT OUR RECENT RETREAT. THEY HAVE REMAINED LARGELY UNCHANGED FROM THE YEAR BEFORE WITH SOME IDENTIFICATION OF FOCUS AREAS OF GOALS 1, 3, AND 9 FOR THE COMING YEAR. THANK YOU, DR. KATIMS. >> I'M PARTICULARLY TIED TO OUR [LAUGHTER] BOARD GOALS. >> I KNOW. >> I ALWAYS DO THAT. DO I HEAR A MOTION TO APPROVE AND A SECOND FOR THE SCHOOL BOARD GOALS FOR 2024/25? >> I MOVE TO APPROVE. >> MOVE TO APPROVE. >> I SECOND. >> GARRARD JUMPED IN THERE. [LAUGHTER] GOOD FOR YOU. I'VE HEARD A MOTION TO APPROVE AND A SECOND. IS THERE ANY DISCUSSION? >> I'LL JUST SAY THAT I'M GOING TO ABSTAIN FOR THIS ONE BECAUSE I WASN'T HERE. I'LL WAIT UNTIL I GET THE FULL RUNDOWN FROM DIRECTOR KATIMS, BUT I DO TRUST MY COLLEAGUES TO HAVE THOUGHT THIS THROUGH PRETTY FULLY IF THERE ARE ISSUES, WHATEVER, THAT I IDENTIFY DURING IT, THEN I HAVE NO DOUBT THAT I'LL BE ABLE TO BRING THOSE UP ON A FUTURE AGENDA. BUT I THANK YOU ALL FOR YOUR WORK ON THIS, [NOISE] AND I LOOK FORWARD TO SEEING EXACTLY WHAT IT IS. I'M PRETTY FAMILIAR WITH WHAT IT IS, BUT I LOOK FORWARD TO SEEING WHAT THE DISCUSSION WAS. >> THANKS. OTHER COMMENTS? >> I REALLY LIKE THAT WE DECIDED TO REALLY PUT A FOCUS ON THREE OF THEM. I ALWAYS THINK THAT LESS IS MORE IN TERMS OF WHEN YOU HAVE GOALS, TO BE VERY INTENTIONAL IN TERMS OF FOCUS AND ATTENTION, RESOURCES TOWARD THE THINGS THAT YOU HAVE THE HIGHEST PRIORITY ON. I THINK THOSE THREE THAT WE CHOSE ARE VERY IMPORTANT, NOT THAT THE OTHERS AREN'T. THEY'RE STILL GOING TO BE GOALS THAT WE REGULARLY DO. I LIKE HOW THEY ARE ALIGNED BOTH TO OUR STRATEGIC PLAN AND TO THE WSSDA STANDARDS, THE WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION STANDARDS. I LIKE THAT ALIGNMENT AND THAT WE'VE KEPT WITH THAT, BUT I ALSO THINK HAVING THOSE THREE FOCUS AREAS IS IMPORTANT AS WE DISCUSSED IN THE RETREAT THAT I'LL BE TELL YOU MORE ABOUT, IS WE ALSO PUT A REAL EMPHASIS ON THAT IN TERMS OF OUR STUDY SESSIONS THIS YEAR. THAT WE WILL BE REALLY MONITORING THAT CLOSELY AND TALKING ABOUT ANY KIND OF ADJUSTMENTS THAT ARE NEEDED. ANYTHING ELSE FOR THE GOOD OF THE ORDER? HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE. >> DIRECTOR GARRARD? >> AYE. >> DIRECTOR KRAMER? >> AYE. >> DIRECTOR SMITH? >> ABSTAIN. >> DIRECTOR CHASE? >> AYE. >> DIRECTOR KATIMS? >> AYE. THE SCHOOL BOARD GOALS FOR 2024-25 ARE APPROVED. >> BACK TO 14.3, THIS IS A SINGLE READING TO APPROVE AN INTER-LOCAL AGREEMENT WITH SNOHOMISH COUNTY FOR CORONA LOCAL FISCAL RECOVERY FUNDS, CLFR, IN THE AMOUNT OF $1.3 MILLION. THESE FUNDS WILL ALLOW US TO PURCHASE A MODULAR BUILDING TO EXPAND THE SCHOOL-BASED HEALTH CENTER AT MEADOWDALE HIGH SCHOOL WITH CONSTRUCTION TO BE COMPLETE BY 8/31/26. >> THANK YOU. DO I HEAR A MOTION TO APPROVE AND A SECOND? >> I MOVE TO APPROVE. >> I'LL SECOND. >> I'VE HEARD A MOTION TO APPROVE AND A SECOND. IS THERE ANY DISCUSSION? I THINK THIS IS REALLY EXCITING THAT WE'VE GOTTEN THE SUPPORT AT THIS LEVEL FROM THE COUNTY. [01:05:02] IT'S PARTICULARLY NICE BECAUSE ONE OF THE THINGS THAT I'VE FELT WHEN I HAVE VISITED THE SCHOOL-BASED HEALTH CENTERS IS BECAUSE THEY'VE BEEN FOCUSED ON SERVING THE STUDENTS AT, IN THIS CASE, MEADOWDALE HIGH, BUT ALSO, MOUNTLAKE TERRACE HIGH WHERE WE HAVE ONE, THAT I WANTED TO SEE IT BEING ABLE TO BE ALSO AVAILABLE TO OTHERS. IT SOUNDS LIKE FROM THE DESCRIPTION THAT THIS WILL NOW ALLOW FOR BEING ABLE TO MEET MORE THE NEEDS MORE OF OUR STUDENTS. >> THEY DON'T HAVE TO ENTER INTO THE SCHOOLHOUSE OR GET VISITORS BADGES OR THAT KIND OF THING AS THEY'RE GOING THROUGH THE WAY. EXACTLY. >> MAKES IT EASIER. >> THE OTHER PIECE THAT IT'S GREAT ABOUT IS THAT IT KEEPS KIDS IN SCHOOL MUCH MORE. IT'S JUST GOING TO DRIVE UP OUR ATTENDANCE, AND YOU WOULD THINK IT WOULD ALSO DRIVE UP GRADUATION RATES AND PERFORMANCE. >> HOPEFULLY. LEGISLATIVE UPDATES] DIRECTOR CHASE. >> DIRECTOR CHASE, WOULD YOU LIKE ME TO TAKE A STAB AT THIS TO SAVE YOUR VOICE AND I CAN COVER SOME OF THE HIGH POINTS, AND MAYBE YOU CAN ADD IN? >> THAT SOUNDS ABSOLUTELY WONDERFUL. >> I'LL DO MY BEST, AND THEN WE'LL WAIT FOR YOU TO WEIGH IN ON SOME OTHER THINGS. COUPLE OF THINGS GOING ON RIGHT NOW, AS A REMINDER, YOU HAVE SOME HOMEWORK IN ADVANCE OF OUR SEPTEMBER 10TH MEETING. I WOULD BE REMISS IF I DIDN'T PUT MY TEACHER HAT ON AND TELL YOU THAT PLEASE REVIEW THOSE PROPOSALS. DIRECTOR CHASE WILL BE LEADING US THROUGH A PROTOCOL TO SEE IF THERE ARE SOME OF THOSE THAT YOU WANT TO ELEVATE. THAT'S KIND OF A BIG THING FOR US COMING UP AT OUR SEPTEMBER MEETING. ANOTHER ONE IS, JUST DUE TO SCHEDULING CONFLICTS, ETC, WE WERE UNABLE TO MEET DURING OUR SPRING LEGISLATIVE CHATS WITH A COUPLE OF OUR FOLKS. WE'RE WORKING ON RESCHEDULING THEM NOW SO THAT WE HAVE A CHANCE TO TALK TO THEM, GET TO KNOW THEM A LITTLE BIT BETTER, AND MAKE THEM AWARE OF CURRENT THINGS GOING ON IN THE DISTRICT, OUR CURRENT FISCAL LANDSCAPE, ETC. ADDITIONALLY, WE ALSO HAVE OTHER THINGS THAT FOLKS ARE WORKING ON IN THE BACKGROUND RIGHT NOW, INCLUDING DR. CHASE AND I ARE WORKING ON A DRAFT OF OUR DISTRICT LEGISLATIVE PRIORITIES THAT WE WILL HAVE READY TO SHARE WITH THEM FOR ANY UPCOMING EVENTS THIS FALL AS THEY HEAD INTO A REGULAR SESSION JUST A NORMAL SESSION, WHICH DOES INCLUDE BUDGET THIS YEAR, WHERE WE WILL BE REALLY TRYING TO PAINT AN ADEQUATE PICTURE OF OUR FUNDING AS IT STANDS AT THIS TIME. I'LL TURN IT OVER TO YOU, DIRECTOR CHASE, FOR ANYTHING YOU MIGHT LIKE TO ADD. >> THANK YOU, DR. MINER, I THINK YOU'VE COVERED EVERYTHING THAT NEED TO BE HIGHLIGHTED TODAY. JUST A LITTLE REMINDER THAT THE 2025 SESSION BEGINS JANUARY 13TH, AND IT'S EXPECTED TO LAST 105 DAYS. WE WILL HAVE A LITTLE BIT MORE TIME TO DO OUR ADVOCACY, WHICH, AS WE KNOW, WAS YEAR-LONG ADVOCACY. WE'RE WORKING ON THAT RIGHT NOW WITH CONTINUING TO DEVELOP THESE RELATIONSHIPS WITH OUR LEGISLATORS. I LOOK FORWARD TO GOING OVER OUR HOMEWORK ASSIGNMENT AT OUR NEXT MEETING. >> THANK YOU. I'D LIKE TO ADD AN INITIATIVE THAT I'M WORKING ON WITH ANDY NAFZIGER, WHO IS PRESIDENT OF OUR TEACHERS ASSOCIATION, ALONG WITH DISTRICT LEADERS AND EEA LEADERS FROM NORTH SHORE SCHOOL DISTRICT AND SHORELINE SCHOOL DISTRICT. WE ARE PLANNING, IT IS CALLED A FUNDING CRISIS TOWN HALL. IT WILL BE OCTOBER 23RD FROM 6:00-7: 30. IT WILL BE HELD AT EDMONDS-WOODWAY HIGH SCHOOL IN THE GYM. WE WILL BE INVITING AND HAVE ALREADY GOTTEN ACCEPTANCES FROM A VAST MAJORITY OF NOT ONLY THE LEGISLATORS WHO SERVE US, BUT ALSO, WE SHARE SOME WITH THE OTHER DISTRICTS, BUT THERE ARE SOME EXTRA LEGISLATORS WHO SERVE NORTH SHORE AND SHORELINE WHO DON'T SERVE US, SO THERE'S MORE THAN OUR NINE, WHO WILL BE COMING. THE PUBLIC IS INVITED. EVERYBODY WHO HAS SAID THEY'D LIKE TO HELP WITH ADVOCACY, WE WOULD ENCOURAGE PEOPLE TO COME TO BE PART OF THIS. THERE WILL BE BOTH DISCUSSION ABOUT WHAT THE FUNDING SITUATION [01:15:01] IS AND OPPORTUNITY FOR PEOPLE TO TALK INDIVIDUALLY TO THE LEGISLATORS THAT THEY WOULD LIKE TO TALK TO. WE WILL BE INVITING THE MEDIA. THIS IS JUST PART OF THE ONGOING ADVOCACY THAT WE'RE TRYING TO DO MORE CROSS DISTRICT IN THE STATE TO BRING ATTENTION TO THE HUGE FUNDING CRISIS. WE'RE TIMING THIS TO TRY TO BE LATE ENOUGH INTO THE YEARS THAT THEY'LL START PAYING ATTENTION AGAIN BECAUSE IN THE SUMMER, PEOPLE WEREN'T, BUT ALSO, WITH ENOUGH TIME BEFORE THE LEGISLATIVE SESSION THAT PERHAPS THERE WILL BE SOME DISCUSSION AMONG LEGISLATORS ABOUT BILLS OR WAYS TO TRY TO ADDRESS THIS, AND CERTAINLY TO INCREASE THE AWARENESS. I THINK OUR COMMUNITY NOW IS WELL-EDUCATED IN TERMS OF THE FACT THAT ALL OF THE BUDGET WOES ACROSS THE STATE ARE COMING FROM LACK OF ADEQUATE STATE FUNDING. IN ADDITION TO ALL OF THIS, WE HAVE ANOTHER SIMILAR KIND OF CROSS DISTRICT ADVOCACY SIMILAR TO OR STEPPING IT UP, I'M HOPING, THAT ANDY AND I STARTED LAST YEAR. I'LL KEEP EVERYBODY APPRISED WITH THAT. DIRECTOR CHASE IS WELL AWARE OF IT. DR. MINER IS WELL AWARE OF IT. FROM ALL FRONTS, WE'LL SEE WHAT WE CAN DO. ANYTHING ELSE ON LEGISLATION? >> NOT RIGHT AT THE MOMENT. >> THANK YOU SO MUCH. THANKS AGAIN, DIRECTOR CHASE, FOR BEING WILLING TO CONTINUE YOUR ROLE ON THIS, AS WELL AS TO BE VICE PRESIDENT. WE REALLY APPRECIATE THAT. NEXT, WE HAVE BOARD COMMENTS. [16. BOARD MEMBER COMMENTS] WE'LL START WITH DIRECTOR GARRARD, AND THIS IS A TIME FOR YOU TO BE ABLE TO REALLY REPORT ON ANY ACTIVITIES YOU'VE BEEN DOING REGARDING THE BOARD, THE SCHOOL DISTRICT, ETC. >> THANK YOU. WELL, IT'S BEEN A INTERESTING COUPLE OF MONTHS SINCE YOU-ALL SELECTED ME TO FILL THE VACANCY. ALTHOUGH I HAVE HAD A LONG CAREER IN EDUCATION, THERE ARE MANY ASPECTS OF RUNNING A SCHOOL DISTRICT THAT I'M NOT REALLY THAT WELL-VERSED IN, SO I REALLY APPRECIATE THE INFORMATION FROM THE WSSDA, THE SCHOOL DIRECTORS ASSOCIATION, BUT ALSO, FROM DR. MINER, THE TIME SHE SPENT TALKING TO ME AND ALSO THE SIX CABINET MEMBERS THAT MET WITH ME AND EXPLAINED MORE ABOUT THEIR AREAS OF EXPERTISE, AS WELL AS AARON FOR COMMUNICATING EVERYTHING THAT I'VE NEEDED TO KNOW, SO STILL A WORK IN PROGRESS, BUT I REALLY APPRECIATE ALL THE SUPPORT AND THE KNOWLEDGE THAT I'VE GAINED JUST IN THIS TIME. >> THANK YOU. WE ARE REALLY HAPPY TO HAVE YOU. YOU BRING AN IMPORTANT PERSPECTIVE OF SOMEONE WHO'S BEEN A TEACHER AND HAS WORKED IN DIFFERENT DISTRICTS AS WELL WITH A REAL EDUCATIONAL CLASSROOM-BASED PERSPECTIVE THAT I THINK WILL BE REALLY HELPFUL. WE REALLY APPRECIATE. WE APPRECIATE YOUR STEPPING UP. DR. KRAMER. >> THANK YOU. THANKS. I WANT TO PUBLICLY WELCOME TOM TO THE SCHOOL BOARD. I HAVE A TREMENDOUS AMOUNT OF RESPECT FOR THE WORK THAT YOU HAVE DONE AND LOOK FORWARD TO WORKING WITH YOU ON THE BOARD. I WANT TO SAY HOW EXCITED I AM FOR THE SCHOOL YEAR TO BEGIN. AS A TEACHER MYSELF, WE'RE ALREADY BACK INTO THE SCHOOLS, AND WE ARE GETTING OUR PROFESSIONAL DEVELOPMENT THINGS. I'M ACTUALLY WAS SENT TO ATTEND A, IT'S CALLED THE PBL WORKSHOP, WHICH IS PROJECT-BASED LEARNING, AND FIND MYSELF IN THE MIDDLE OF TOSSING OUT EVERYTHING THAT I HAVE PLANNED FOR THIS COMING YEAR, AND I'M IN THE MIDDLE OF PIVOTING TO REFOCUS ON HOW I CAN MAKE ALL MY CLASSES MUCH MORE ENGAGING AND MORE AUTHENTIC AND MORE RELEVANT WHILE ALSO TIED VERY CLOSELY TO THE STATE STANDARDS. IT'S VERY DIFFICULT WORK BEING A TEACHER AND ANYONE OUT HERE WHO IS A TEACHER KNOWS THIS. MANY OF YOU WHO AREN'T TEACHERS, YOU'VE HEARD IT, BUT YOU REALLY DON'T KNOW IT. I WOULD ENCOURAGE ANYONE WHO WOULD STEP UP TO CRITICIZE WHAT GOES ON IN THE CLASSROOM TO FIRST FIND OUT EXACTLY WHAT'S GOING ON FROM THE TEACHER'S PERSPECTIVE. THAT SAID, I ALSO WANT TO REMIND PEOPLE THAT I'M ALSO A PARENT OF A STUDENT IN THIS DISTRICT AND I'M DEEPLY INVESTED IN THE STUDENT EXPERIENCE, [01:20:02] AS EXPERIENCED BY ALL FOUR OF MY DAUGHTERS. MY YOUNGEST ONE IS THE LAST ONE TO GO THROUGH. AS A FORMER PRINCIPAL, I ALSO AM DEEPLY AWARE OF HOW CHALLENGING IT IS TO RUN A BUILDING AND HOW CHALLENGING IT IS TO DEAL WITH CHANGING HORSES IN THE MIDDLE OF THE STREAM. I ALSO BELIEVE IT'S IMPORTANT TO DO SO WHEN THE TIME IS DEMANDING OF IT. THAT'S WHY I BROUGHT UP WHAT I BROUGHT UP EARLIER WITH THE FUNDING. I HAVE TREMENDOUS RESPECT FOR EVERYONE ON THIS BOARD, AS WELL AS ALL OF OUR TEACHERS AND OUR PRINCIPALS, AND I KNOW THAT NONE OF US FEELS GOOD ABOUT HOW OUR STUDENTS ARE PERFORMING NOW. WE ALL RECOGNIZE THAT WE NEED A COURSE CORRECTION. IT'S A MATTER OF HOW WE BOND TOGETHER TO DO THAT. I'M LOOKING FORWARD TO WORKING WITH THIS BOARD AND WITH OUR SCHOOL DISTRICT AT LARGE, OUR PRINCIPALS, AND OUR TEACHERS ON HOW WE CAN PULL TOGETHER TO FIGURE OUT HOW WE CAN WRITE THE SHIP OR NOT WRITE THE SHIP. THE SHIP'S STILL FLOATING, BUT HOW TO COURSE CORRECT. THANK YOU. >> THANK YOU, DIRECTOR KRAMER, AND YOUR PERSPECTIVES ARE ALSO SO INVALUABLE TO US IN TERMS OF THE MAKEUP OF THE BOARD. NOT ONLY BEING A CURRENT PRACTICING TEACHER, BUT A FORMER PRINCIPAL AND A CURRENT PARENT, CAUSE I THINK YOU'RE THE ONLY ONE WHO HAS A CHILD CURRENTLY IN THE DISTRICT. MANY OF US HAVE CHILDREN WHO GRADUATED FROM THE DISTRICT OR PARTICIPATED IN THE DISTRICT. EXTREMELY IMPORTANT IN TERMS OF THE MAKEUP OF THE BOARD. THOSE PERSPECTIVES ARE SO CRITICAL, AND WE THANK YOU ALSO. I'M THRILLED WITH EVERYBODY, BUT YOU TWO ARE THE NEWEST, SO [LAUGHTER] I GOT TO SAY THAT. THANK YOU. DIRECTOR SMITH. >> A COUPLE OF THINGS I WANT TO HIT ON HERE THAT CAME UP DURING OUR MEETING. THE FIRST ONE IS I HAVE BEEN ON THE BOARD FOR THREE YEARS. I'VE HEARD MANY COMPLAINTS ABOUT THE CURRICULUM IN THAT TIME. EVERY SINGLE TIME THAT COMES UP, I SAY THE SAME THING. FIND AN EXAMPLE, SEND ME AN EMAIL, AND I WILL DISCUSS IT WITH DR. MINER. IN MY THREE YEARS, I'VE RECEIVED EXACTLY ZERO EMAILS THAT HAVE TAKEN ME UP ON THAT OFFER. HAPPY TO TAKE ANYBODY'S EMAIL ABOUT SOMETHING THEY ARE CONCERNED ABOUT. IF THERE IS A CURRICULUM PROBLEM, I WILL TAKE A LOOK AT IT, SEE IF IT'S APPROPRIATE FOR OUR STUDENTS. MAYBE THERE'S SOMETHING GOING ON I DON'T KNOW ABOUT, BUT NO ONE HAS BROUGHT ME A SPECIFIC EXAMPLE. EVERY TIME WE BRING NEW CURRICULUM, IT'S SET UP OUTSIDE. PEOPLE ARE TOLD TO COME IN AND LOOK AT IT. I'VE RECEIVED ZERO COMPLAINTS AFTER THOSE ABOUT SOMETHING FROM THE CURRICULUM WE HAVE ADOPTED. THERE'S A SPECTER THAT WE ARE TEACHING SOMETHING SOMEWHERE, BUT NOBODY KNOWS WHAT IT IS. NOBODY KNOWS HOW TO FIND IT. IT JUST IS THERE. AGAIN, IF ANYONE HAS AN EXAMPLE, I AM HAPPY TO LOOK AT IT, BUT BRING ME AN EXAMPLE. THE OTHER THING I WANTED TO MENTION, WE HAD SOMEONE SPEAKING ABOUT CITIZEN STATUS FOR OUR STUDENTS. MY JOB IS TO ENFORCE WASHINGTON STATE LAW 49.60 WHICH IS THE WASHINGTON LAW AGAINST DISCRIMINATION. IT IS EXPLICITLY ILLEGAL TO NOT HIRE SOMEONE OR OFFER PUBLIC ACCOMMODATION TO THEM BECAUSE OF THEIR CITIZENSHIP STATUS. IF YOU KNOW OF A JOB SITE THAT IS ASKING PEOPLE OF THEIR CITIZENSHIP STATUS AND NOT OFFERING THEM A JOB BECAUSE OF THAT, PLEASE CALL MY OFFICE TOMORROW. WE WILL FILE A DIRECTOR INITIATE A COMPLAINT, WE WILL GO AFTER THAT BUSINESS FOR VIOLATING THE LAW. WE CAN'T ASK STUDENTS ABOUT CITIZENSHIP STATUS. IT IS ILLEGAL. HARD STOP. IT'LL BE MY OFFICE THAT INVESTIGATES IT. IT'LL BE MY OFFICE THAT FINES AGAINST THE DISTRICT. IT'LL BE THE DISTRICT THAT PAYS MY OFFICE THE FINES. SORRY, CAN'T DO IT. WE ALSO HAD SOME TALK ABOUT MENTAL ILLNESSES AND HOW SPECIFICALLY GENDER DESPAIR HAS BEEN TAKEN AWAY AS DSM RECOGNIZED MENTAL ILLNESS. I AM HERE TO TELL YOU I AM NOT A MENTAL HEALTH PROFESSIONAL. I DON'T KNOW WHAT SHOULD BE OR SHOULDN'T BE IN THE DSM. I TRUST THE PEOPLE WHO WRITE THE DSM TO KNOW WHAT A MENTAL ILLNESS IS OR IS NOT. BUT IF WE'RE TURNING BACK THE CLOCK, WE CAN ALWAYS BRING BACK THE VAPORS, LUNACY, THE MOON, CAUSING PEOPLE TO GO CRAZY. HOMOSEXUALITY IS A MENTAL ILLNESS. WE CAN GO WAY BACK. WE CAN START PUTTING PEOPLE ON THE RACK. WE DO LEECHES. I JUST DON'T KNOW WHY WE LISTEN TO SCIENCE AT ALL IF WE'RE LIKE, [01:25:03] LET'S JUST TURN IT BACK, IGNORE WHAT WE DON'T LIKE. THE FACT OF THE MATTER IS, WE HAVE DETERMINED AS A SOCIETY, THE PEOPLE WHO KNOW THESE THINGS, THAT THAT IS NOT A MENTAL ILLNESS. I'M NOT GOING TO TREAT IT LIKE A MENTAL ILLNESS. I'M NOT GOING TO TELL OUR STUDENTS THAT THEY HAVE A MENTAL ILLNESS. FIND ME A DOCTOR IN THE COUNTRY WHO'S WILLING TO PERFORM THESE SURGERIES WITHOUT ACTUALLY HAVING SOMEONE GO THROUGH ALL THE NECESSARY STEPS, TALK TO MENTAL HEALTH PROFESSIONALS, DO THAT WORK. THAT'S WHAT HAPPENS. AGAIN, IT'S A SPECTRA OF THINGS WE'RE CONCERNED ABOUT THAT JUST AREN'T HAPPENING. ON A MORE PERSONAL NOTE, THE THING THAT I ACTUALLY WANTED TO SAY BEFORE THE MEETING STARTED, I GET AN OPPORTUNITY TO LIVE MY DREAM COMING THIS FALL. IF SOMEONE ASKED ME TODAY IF THEY COULD WAVE A MAGIC WAND TO GIVE ME ONE THING, IT WOULD BE TO BE A COLLEGE FOOTBALL OFFICIAL, AND THIS FALL, I GET TO START DOING THAT. UNFORTUNATELY, NOT A LOT OF OPPORTUNITIES LOCALLY FOR THAT, SO I HAVE TO TRAVEL TO THE EAST COAST. A LOT OF MY MEETINGS, THEREFORE ARE GOING TO BE HELD VIRTUALLY. I WILL STILL BE AVAILABLE VIA EMAIL TO ANY ONE OF OUR CONSTITUENTS, TO ANYONE ON THE BOARD. I WILL STILL ATTEND THE MEETINGS VIRTUALLY. BUT I UNFORTUNATELY WON'T BE ABLE TO BE HERE IN PERSON. I'VE BEEN VERY BLESSED TO GET THIS OPPORTUNITY. I THINK THAT EVERYONE SHOULD HAVE AT LEAST ONE THING IN THEIR LIFE THAT THEY GET TO PURSUE WITHOUT HAVING TO JUSTIFY TO OTHER PEOPLE, NO MATTER HOW CRAZY IT IS. THIS IS MY ONE THING, AND I HOPE OTHER PEOPLE ALSO HAVE THAT PRIVILEGE IN LIFE. THAT'S ALL. >> THANK YOU. AGAIN, YOUR PERSPECTIVE IS VERY HELPFUL. CONGRATULATIONS ON GETTING TO FOLLOW YOUR DREAM, BUT ALSO HELP CONTINUING TO DO YOUR WORK HERE. WE APPRECIATE YOU'RE DOING THAT BECAUSE I KNOW WITH THE TIME DIFFERENCE IT'LL BE. BUT WE APPRECIATE THAT. DIRECTOR CHASE. >> THANK YOU, DIRECTOR KATIMS. I'LL KEEP IT BRIEF, BUT I WANT TO WELCOME THOMAS GARRARD TO YOUR FIRST MEETING AS A EDMONDS SCHOOL BOARD DIRECTOR. I AM ALSO VERY HUMBLED AND APPRECIATIVE OF YOUR VOTE OF CONFIDENCE IN ME TO SERVE AS VICE PRESIDENT FOR THE EDMONDS SCHOOL BOARD FOR THIS UPCOMING SCHOOL YEAR. I AM ALSO VERY GRATEFUL THAT WE HAVE ZOOM AVAILABLE. AS WE KNOW, COVID IS SURGING NOW AND ENCOURAGING EVERYONE TO REMEMBER THEIR MASKS AS THEY'RE GOING ABOUT THEIR BUSINESS. THAT'S ALL I HAVE RIGHT AT THE MOMENT. >> THANK YOU, AND WE HOPE THAT YOU FEEL BETTER SOON. >> THANK YOU VERY MUCH. I'M SURE I WILL. >> CONGRATULATIONS ON BECOMING VICE PRESIDENT. I'VE ALREADY WELCOMED DIRECTOR GARRARD, WE'RE REALLY THRILLED TO HAVE YOU. WE'RE NOW ALL SET UP FOR THE COMING YEAR. I KNOW THAT THE CABINET HAS BEEN WORKING REALLY HARD. ALL OUR STAFF HAVE BEEN WORKING REALLY HARD DOING PROFESSIONAL DEVELOPMENT. OUR TEACHERS HAVE BEEN WORKING VERY HARD, SETTING UP THEIR CLASSROOMS AND DOING THE TRAINING THAT THEY ALWAYS HAVE TO DO EACH YEAR. DIRECTOR KRAMER, I WAS THRILLED TO HEAR THAT YOU'RE GOING TO DO PROJECT-BASED LEARNING. I'M A HUGE PROPONENT OF IT. MY HUSBAND TAUGHT IN A SCHOOL THAT WAS ALL PBL, ALL PROJECT-BASED LEARNING. IT'S EXTREMELY ENGAGING AND VERY IMPORTANT FOR KIDS LEARNING. I'D LIKE TO SEE MORE OF IT EVERYWHERE. HEARING YOUR JOURNEY AS YOU GO THROUGH IT, BECAUSE THERE'S A LOT OF WORK INVOLVED IS GREAT, BUT GOOD FOR YOU. IT JUST SHOWS HOW ALL OF OUR EDUCATORS ARE WORKING SO HARD TO GET THE SCHOOL YEAR UNDERWAY, AND WE ARE REALLY APPRECIATED. I KNOW DR. MINER HAS BEEN WORKING HER BUNS OFF. I'M I ALLOWED TO SAY THAT? IN TERMS OF GETTING EVERYTHING READY. I ALSO WANT TO THANK THE BOARD FOR OUR FULL DAY SCHOOL BOARD RETREAT, WHICH WAS OUR PROFESSIONAL DEVELOPMENT AND WORK, PUTTING TOGETHER GOALS, DISCUSSING OUR LEGISLATIVE PLANNING AND REALLY THINKING ABOUT OUR PLANNING FOR NEXT YEAR AND THE KINDS OF IMPORTANT PRIORITIES THAT WE WANT TO MAKE SURE THAT WE SEE, AND I THINK WE'RE GOING TO BE VERY INTENTIONAL ABOUT THE WORK THAT WE DO. THE NEW SCHOOL YEAR GIVES US A LOT OF OPPORTUNITY. THEY START MOVING THINGS IN A VERY POSITIVE WAY FOR ALL OF OUR STUDENTS BECAUSE WE VALUE ALL OF OUR STUDENTS AND WANT THEM ALL TO BE SUCCESSFUL. >> WELL, I WANT TO SHARE A BUTTON. I HAD TO DIG IN MY PURSE. I CAN'T BELIEVE I TOOK IT OFF. I WEAR IT ALMOST EVERYWHERE IN THE COMMUNITY. MY BUTTON SAYS, ASK ME HOW YOU CAN DRIVE STUDENT SUCCESS. IT HAS A SCHOOL BUS ON IT. WE ARE LOOKING FOR SCHOOL BUS DRIVERS. THANK YOU TO CURTIS CAMPBELL, OUR NEW DIRECTOR OF COMMUNICATION WHO CREATED THIS. IT HAS A QR CODE. IF I AM IN A RESTAURANT SOMEWHERE AND SAYS, HOW CAN I HELP DRIVE STUDENT SUCCESS? THEY SCAN THAT. TAKE SOME RIGHT TO THE BUS DRIVER APPLICATION PAGE OF OUR WEBSITE. WE MADE 50 OF THESE. ALL OF OUR BUS DRIVERS HAVE THEM. [01:30:02] AS THEY'RE OUT AND ABOUT, MEETING PARENTS, ETC, WE'RE REALLY HOPING TO GET SOME MORE DRIVERS. WE CAN ALWAYS USE SUBSTITUTE BUS DRIVERS. IT'S A VERY FLEXIBLE SCHEDULE. IF YOU KNOW SOMEONE WHO'S GOING TO EDMONDS COLLEGE OR OTHER AREAS, WHERE THEY GET PAID TRAINING, SO WE'RE ALWAYS LOOKING FOR BUS DRIVERS. IT IS PROBABLY ONE OF OUR AREAS OF GREATEST NEED. IT DOES PRESENT A PROBLEM FOR FIELD TRIPS AS WELL, AND OUR STAFF MEMBERS, OUR TEACHERS WILL TELL YOU THIS. THEY HAVE TO TAKE FIELD TRIPS AT TIMES THAT DO NOT CONFLICT WITH TO AND FROM TRANSPORTATION, BECAUSE WE SIMPLY DON'T HAVE ENOUGH BUS DRIVERS TO MANAGE ADDITIONAL TRANSPORTATION, SO THAT CAN GET SO SHORT THAT IT CAN BE HARD TO GET SOMEWHERE THEY WANT TO GO. THE OTHER THING I WANTED TO TALK ABOUT TONIGHT WAS ON FRIDAY, WE HAD A VERY EXCITING CELEBRATION OF OUR ON THE JOB TRAINING STUDENTS. IT'S COLLABORATIVE WITH OUR CTE, AS WELL AS OUR FOUNDATION. ABOUT 40 STUDENTS WERE HERE IN THIS ROOM, ALONG WITH THEIR JOB SITE FOLKS. THOSE RANGED FROM, ACTUALLY, SOMEONE FROM THE HEALTH DEPARTMENT DID HAVE STUDENTS WORKING WITH THEM, A PERSON WHO'S A VIDEOGRAPHER OF A WHOLE VARIETY OF BUSINESSES HERE IN TOWN WHERE STUDENTS GET TO DO THEIR INTERNSHIPS AND HAVE THE OPPORTUNITY TO LEARN BOTH JOB SKILLS AS WELL AS TECHNICAL SKILLS IN SOME WAYS, SO SOFTER AND MORE TECHNICAL SKILLS. IT WAS A REALLY EXCITING CELEBRATION. AS I INTERACTED WITH THE STUDENTS, PROBABLY ONE OF THE THINGS THEY SAID OVERALL WAS, I NEVER WOULD HAVE HAD THE CONFIDENCE TO JUST TALK TO YOU TO TALK TO ADULTS IN THIS ROOM IF I HADN'T GONE THROUGH THIS INTERNSHIP. NOW I FEEL REALLY PLEASED THAT I CAN JUST APPROACH AN ADULT BECAUSE I HAD US DO A GO ROUND AND TALK TO THE STUDENTS, AND I FEEL CONFIDENT THAT I CAN APPROACH ADULT, HAVE A CONVERSATION, AND TALK WITH THEM ABOUT MY EXPERIENCES. IT WAS A REALLY EXCITING EVENT. >> THAT'S GREAT. THE LAST THING I WANT TO MENTION IS TO GIVE YOU AN UPDATE ON STUDENT ADVISORS. I KNOW WE SIT HERE AND WE WANT OUR STUDENT ADVISORS. WE'RE FORTUNATE THAT A NUMBER OF OUR STUDENT ADVISORS FROM LAST YEAR WERE JUNIORS, AND WILL BE SENIORS AND WANT TO CONTINUE SERVING. AM I RIGHT? FOUR OR FIVE OF THEM, I THINK. >> THAT IS CORRECT, I THINK FOUR. THEN I'M MEETING WITH MY STUDENT ADVISORY BOARD TOMORROW. THAT'S OUR FIRST MEETING, AND WE'LL BE LOOKING TO FILL A COUPLE OF SPOTS IN THE SCHOOLS WHERE WE DON'T HAVE REPRESENTATION. LUCKILY, THE FOUR ARE FAIRLY WELL DISTRIBUTED, BUT WE DO HAVE A COUPLE OF SCHOOLS THAT AREN'T REPRESENTED YET. >> PERFECT. I CORRECT THAT THE MEETING, THEY'LL BE HERE SEPTEMBER 27TH? >> YES. THE SECOND MEETING IN SEPTEMBER. WE'RE DOING A LITTLE BIT OF ONBOARDING WITH THEM IN ADVANCE OF THAT. >> WE'LL MISS THEM FOR ABOUT ANOTHER MONTH, AND THEN WE GET THEM. >> WHICH SCHOOLS AREN'T REPRESENTED? IS IT LYNNWOOD? >> NO LYNNWOOD IS REPRESENTED. CURRENTLY, WE DON'T HAVE ANYONE FROM EDMONDS-WOODWAY SCRIBER, E-HIDES OR E-LEARNING. IF YOU KNOW OF A JUNIOR OR SENIOR. BUT YOU'RE WORKING WITH THE PRINCIPALS AND COUNSELORS THERE. >> GREAT. I THINK WE'VE COVERED FOR THE GOOD OF THE ORDER. >> I WAS WAITING. DR. MINER'S COMMENT DID SPRING SOMETHING IN MY MIND ABOUT BUS DRIVERS. I KNOW QUITE A FEW PEOPLE WHO ACTUALLY HAVE RETIRED FROM THEIR JOBS, BUT DIDN'T WANT TO BE TOTALLY OUT OF THE WORKFORCE. BUS DRIVER WAS ONE OF THE JOBS THAT THEY SAID THAT THEY WERE LOOKING AT OR ENJOYED DOING. IF YOU WERE SOMEONE THAT MEETS WHO'S LOOKING TO FINISH WHATEVER THEIR FIRST ACT IN LIFE WAS AND LOOKING FOR SOMETHING TO DO FLEXIBLE SCHEDULES, I DON'T KNOW THE EXACT HOURS, BUT I DON'T IMAGINE IT'S A 40-HOUR A WEEK THING. YOU GET SOME FLEXIBILITY THERE AND JUST SOMETHING TO DO TO GET OUT OF THE HOUSE, SOMETHING TO KEEP IN MIND. >> HAVE THEM COME HERE. GREAT. THIS REGULAR BUSINESS MEETING OF THE EDMONDS SCHOOL DISTRICT BOARD OF DIRECTORS IS NOW ADJOURNED. * This transcript was compiled from uncorrected Closed Captioning.
