MY NAME IS RACHEL DOWNES AND I'M THE STRATEGIC INITIATIVES MANAGER HERE AT HOUSING HOPE.

I AM JOINED TODAY BY MY TWO ESTEEMED COLLEAGUES, JEFF CHANDLER, OUR SENIOR HOUSING DEVELOPER, AND JOAN PENNY, OUR PUBLIC RELATIONS MANAGER.

SHE IS SICK TONIGHT.

SHE HAD HOPED TO BE HERE, SO YOU'RE STUCK WITH US, SO APOLOGIES THERE.

BEFORE WE GIVE AN UPDATE ON THIS EXCITING PROJECT, WE DID JUST WANT TO REMIND EVERYBODY OF THE HISTORY AND CONTEXT BEHIND THIS.

THIS IS A REALLY, REALLY EXCITING PARTNERSHIP THAT THE EDMOND SCHOOL DISTRICT IS TRULY LEADING THE WAY ON IN THE STATE.

SO WAY BACK IN 2017, THE WASHINGTON STATE LEGISLATURE TOOK ACTION TO CONFIRM THAT IT WAS NOT A GIFT OF PUBLIC FUNDS FOR SCHOOL DISTRICTS TO LEASE SURPLUS SCHOOL DISTRICT LANDS TO AFFORDABLE HOUSING DEVELOPERS FOR THE PURPOSE OF BUILDING AFFORDABLE HOUSING, AS LONG AS THAT HOUSING IS RESERVED FOR STUDENTS OF THE DISTRICT.

THIS WAS DONE IN RESPONSE AND RECOGNITION TO THE FACT THAT STUDENTS HOUSING STATUS IS VERY CLOSELY TIED TO THEIR ACADEMIC ACHIEVEMENT.

IF A STUDENT HAS UNSTABLE HOUSING, IF THEY'RE LIVING IN AN OVERCROWDED APARTMENT WITH TWO OR THREE FAMILIES IN ONE APARTMENT, IF THEY'RE SLEEPING IN A CAR, IF THEY'RE SLEEPING IN A TENT, THEY SIMPLY CANNOT SHOW UP TO SCHOOL EVERY DAY AND ACHIEVE THE WAY THAT THEIR PEERS ARE.

SO THE LEGISLATURE TOOK THAT ACTION, AND THE EDMOND SCHOOL DISTRICT, AS FAR AS WE KNOW, IN THE STATE, IS THE FIRST SCHOOL DISTRICT TO SUCCESSFULLY EXECUTE A LEASE WITH A NONPROFIT AFFORDABLE HOUSING DIVIDER.

[LAUGHTER] YES, IT'S VERY EXCITING, AND SO WE'RE TRULY TRULY EXCITED ABOUT THIS.

IT ALSO OPENS UP SOME UNIQUE OPPORTUNITIES.

HOUSING HOPE, WE PROVIDE WHAT YOU WOULD PROBABLY CONSIDER TRADITIONAL HUD-FUNDED HOUSING FOR FAMILIES EXPERIENCING HOMELESSNESS.

IN ORDER TO QUALIFY FOR OUR OTHER HOUSING DEVELOPMENTS, FAMILIES HAVE TO MEET THE HUD DEFINITION OF HOMELESSNESS, WHICH IS DIFFERENT THAN THE DEPARTMENT OF EDUCATION, MCKINNEY-VENTO DEFINITION OF HOMELESSNESS.

IN THIS PARTNERSHIP WE'RE ABLE TO USE THE DEPARTMENT OF EDUCATION DEFINITION OF HOMELESSNESS WHICH OPENS UP ELIGIBILITY TO THIS FACILITY TO STUDENTS WHO ARE DOUBLED UP OR STUDENTS WHO ARE IN OVERCROWDED HOUSING STATUSES WHO ARE NOT ELIGIBLE FOR TRADITIONAL HUD-FUNDED HOUSING.

THAT'S ABOUT 70 TO 80% OF MCKINNEY-VENTO FAMILIES ARE CONSIDERED BY HUD TO BE "SHELTERED" AND THEREFORE ARE NOT ELIGIBLE FOR OTHER HOUSING.

SO WE ARE VERY, VERY EXCITED ABOUT THIS PARTNERSHIP.

I'M GOING TO TURN IT OVER TO MY COLLEAGUE JOAN FOR THE NEXT SLIDE, IF I CAN GET THE CLICKER TO WORK HERE, MAYBE NOT.

OKAY. JUST THE NEXT SLIDE.

>> WHAT IS THE PROBLEM THAT WE'RE TRYING TO SOLVE WITH HOUSING IN GENERAL IN OUR MISSION? AS WE LOOK AT THE HOUSING SHORTAGE IN OUR COMMUNITY AND QUITE HONESTLY, ACROSS THE UNITED STATES, THE WEST COAST IS 11 TO 15% HIGHER THAN THE REST OF THE UNITED STATES IN TERMS OF HOMELESS NUMBERS.

THAT IS DIRECTLY RELATED TO THE HOUSING SHORTAGE AND THE LACK OF DIVERSITY IN HOUSING STOCK.

SPECIFICALLY, IN SNOHOMISH COUNTY, RIGHT NOW, 45.4% OF OUR RESIDENTS IN SNOHOMISH COUNTY ARE IN THE $53,000 OCCUPATIONAL MEDIAN INCOME BRACKET.

WHEN YOU TAKE THAT NUMBER AND YOU LOOK AT THE AVERAGE MEDIAN HOUSE PRICE, WHICH IS $799,793, AGAIN, KEEPING IN MIND 45% AT 53,000 AND THEN YOU LOOK AT THE REQUIRED INCOME TO BUY THAT HOUSE, WHICH IS $178,497, WE ARE LEAVING A LOT OF PEOPLE BEHIND IN THE HOUSING MARKET.

EDMOND SCHOOL DISTRICT AND HOUSING HOPE ARE IN THIS PARTNERSHIP BECAUSE THIS IS A REAL PROBLEM FOR SCHOOL DISTRICTS WITH FAMILIES EXITING AREAS WHERE THEY CANNOT AFFORD TO LIVE.

IN YOUR LEADERSHIP AND THE HARD DECISIONS YOU'VE ALL HAD TO MAKE AS A COMMUNITY IN YOUR BUDGET CUTS, THIS IS A SOLUTION, A PARTIAL SOLUTION FOR THE FUTURE AND WE'RE SO GLAD TO BE HERE WITH THE DISTRICT DOING THIS.

BY THE WAY, IT'S VERY IMPORTANT FOR TAXPAYERS TO KNOW THAT THIS PROJECT IS TOTALLY FUNDED, CONSTRUCTED, MANAGED AND MAINTAINED, AND STAFFED BY HOUSING HOPE.

THERE ARE NO DISTRICT FUNDS SHORT OF HUMAN RESOURCE AND COMMITTEE MEETINGS THAT WE SHARE WITH INPUT THAT MAKE IT A BETTER PROJECT.

THERE ARE NO SCHOOL DISTRICT FUNDS INVOLVED IN THIS PROJECT.

I'M A SENIOR HOUSING DEVELOPER WITH HOUSING HOPE, AND I'VE BEEN INVOLVED WITH THIS PARTICULAR PROJECT.

I WON'T SAY FROM THE BEGINNING BECAUSE THAT WAS 2020, BUT I THINK SINCE I'VE BEEN WITH THE AGENCY ABOUT TWO YEARS.

HERE UP ON THE SLIDE, WHAT YOU'RE GOING TO SEE WITH SOME OF THE INFORMATION ARE THE MOST CURRENT RENDERINGS OF THAT COMMUNITY.

IT'S AN INTERESTING LAYOUT.

GIVEN THE OVERALL LANDSCAPE OF THAT TRIANGULAR LOT, WE WERE ABLE TO PLACE 52 UNITS OF COMMUNITY ON THIS PARCEL.

THIS WILL ALSO INCLUDE ROOM FOR OUR SUPPORTIVE SERVICES TEAM.

IT WILL INCLUDE COMMUNITY SPACES, COMMUNITY ROOMS WHICH WILL BE TECH CENTERS OR TUTORING CENTERS, AS WELL AS ADULT EDUCATION WRAPPED INTO THAT.

GIVEN THE COLLABORATION WITH HOUSING HOPE AND THE DISTRICT, DEFINITELY CENTERED AROUND THAT MODEL OF KIDS, FAMILIES, AND DISTRICTS.

AS THIS PROGRESSES AND YOU SEE THE END PROJECT, YOU'LL LIKELY SEE THAT INTRODUCTION OF COLLABORATION ON-SITE AS WELL AS THROUGHOUT THE DISTRICT WITH THIS PARTICULAR COMMUNITY.

WE HAVE PLANNED A HEALTH SCREENING ROOM.

YOU'LL SEE LATER A PLAYGROUND IN THE CENTER OF THE COMMUNITY.

WHAT'S INTERESTING WITH THIS COMMUNITY IN COLLABORATION WITH THE DISTRICT, THIS IS THE FIRST TIME THAT WE'VE PLACED A FOUR BEDROOM UNIT IN ANY OF OUR COMMUNITIES.

THE MAJORITY OF OUR COMMUNITIES ARE STUDIO 1S, 2S, AND 3S.

THIS WITH DISTRICT INPUT GIVEN THE PROJECTED SIZE OF SOME OF THE FAMILIES THAT MAY BE PLACED HERE, WE'VE EXPANDED THAT TO A FOUR BEDROOM CAPACITY FOR THE FIRST TIME.

THIS IS THE SECOND BUILD IN SOUTH COUNTY.

WE'RE CURRENTLY UNDER CONSTRUCTION OVER JUST ADJACENT TO THE EDMONDS LUTHERAN CHURCH ON OUR MADRONA HEIGHTS, WHICH AS WELL AS A 52 UNIT BUILD FOR AFFORDABLE HOUSING THERE.

WE'RE EXCITED TO PLACE ANOTHER COMMUNITY IN COLLABORATION WITH THE DISTRICT IN SOUTH COUNTY, AND GO AHEAD AND GO FORWARD.

WE'LL JUST KIND OF TALK THROUGH THINGS.

THE TIMELINE ON THIS.

TIMELINES, AS MUCH AS I WOULD LIKE TO SAY, THEY ARE STATIC AND WE HIT EVERY ONE OF THEM.

SOMETIMES WE DON'T, SOMETIMES WE MOVE A LITTLE FASTER, SOMETIMES THEY SLIDE.

THIS IS THE MOST CURRENT TIMELINE THAT WE HAVE.

YOU'LL SEE APRIL WE WENT THROUGH THE INITIAL DESIGN.

WE PRESENTED SOME THINGS, DESIGN CONCEPT, LAND USE APPROVAL TO THE CITY.

WE RECEIVED OUR COMMENTS BACK WITHIN THIS LAST 30 DAYS, CONDITIONALLY APPROVED.

SO WE HAVE VERY FEW THINGS THAT WE NEED TO ADDRESS WITH THAT.

THE PLAN NOW IS TO GO FORWARD WITH ALL PERMITTING.

WE'VE TAKEN A LITTLE BIT MORE TIME IN PARTICULAR AROUND THE PERMITTING RATHER THAN TO PERMIT ONE OR TWO ITEMS. WE'RE LOOKING TO PERMIT ALL FOUR BUILDINGS AS WELL AS ALL MECHANICAL PLUMBING.

BASICALLY A COMPLETE PACKET IN THAT.

THAT DID TAKE A LITTLE BIT OF TIME TO GET THAT THROUGH, BUT WE'RE HOPING TO GET THAT BY THE END OF THIS MONTH.

CANDIDLY SPEAKING, THAT TIMELINE REVIEW FROM THE CITY IS LENGTHY.

WE'RE HOPING TO DO EVERYTHING IN OUR POWER, AS WELL AS WORKING WITH THE CITY AND THE DISTRICT TO MAYBE SHRINK THAT A LITTLE BIT TO GET US IN FRONT OF THAT SCHOOL YEAR OF 2025, '26.

TARGET PERMIT, END OF THIS MONTH, WE'RE LOOKING AT PERMITS APPROVED POTENTIALLY JULY CONSTRUCTION A MONTH LATER, AND THEN WITH THE TARGET COMPLETION IN THAT AUGUST, SEPTEMBER 2025 TIMELINE.

THEN THESE ARE JUST SOME OF THE CURRENT RENDERINGS.

YOU CAN SEE THIS WOULD BE OUR ENTRANCE.

WHAT WE WOULD SAY THIS FACE WOULD BE THE EAST SIDE OF THE BUILDING.

THAT WOULD BE THE TREE LINE DOWN INTO CEDAR VALLEY SCHOOL NEXT TO THE SOCCER FIELD.

WE PLAN TO KEEP THE TWO STAIRWELLS SO THAT WE CAN HAVE SOME CONNECTION DOWN THERE.

THAT IS THE MAIN ENTRY OF THAT.

TO THE RIGHT WOULD BE THE EAST SIDE OF THE SCHOOL.

WE'RE LOOKING AT IT FROM THE SOUTH INTO THE NORTH, AND THEN OFF TO THE SIDE IS THE WEST ALONG THOSE BUILDINGS THERE ON 99.

THERE'S THE TREE. WE ARE ABLE TO SAVE THE BIG MADRONE TREE.

THEY ARE DOING A MAJOR RENOVATION THROUGH THE CITY OF KIRKLAND.

A GREAT PARTNER AND A GENERAL CONTRACTOR THAT WE HAVE FOR THIS COMMUNITY.

ALL PARTIES HAVE BEEN VERY, VERY INVOLVED IN THIS EARLY DESIGN PHASE AS WELL AS EFFICIENCY OF BUILDABILITY, WHAT MAKES SENSE, AND REALLY BEING A STEWARD OF THE FUNDS THAT WE'RE GOING TO BE UTILIZING.

AS I TALKED ABOUT IN THE BEGINNING, WE ARE BREAKING NEW GROUND HERE, BOTH LITERALLY WHEN CONSTRUCTION STARTS, BUT ALSO FIGURATIVELY IN THAT THIS IS AN ENTIRELY UNCHARTED TERRITORY FOR A HOUSING DEVELOPER AND A SCHOOL DISTRICT TO WORK TOGETHER LIKE THIS.

THERE ARE OTHER SIMILAR COLLABORATIONS THAT I'LL TALK ABOUT IN A SECOND THAT WE'VE DONE SOME RESEARCH ON.

BUT IN TERMS OF SNOHOMISH COUNTY, THE WAY THAT IT TYPICALLY WORKS WHEN A FAMILY IS EXPERIENCING HOMELESSNESS, IS THAT THEY CALL 211 AND THEY COMPLETE A VULNERABILITY SCREENING ASSESSMENT AND THEY GO ONTO A COUNTY WIDE WAITING LIST, AND THEN WE AS HOUSING HOPE WE JUST SIT BACK AND WE WAIT FOR THAT REFERRAL.

WE HAVE AN OPEN UNIT, WE CALL THE COUNTY, WE SAY, SEND US THE FAMILY.

THAT'S NOT HOW THIS IS GOING TO WORK.

THIS IS GOING TO BE A TRUE PARTNERSHIP WITH THE SCHOOL DISTRICT, WITH THE MCKINNEY-VENTO STAFF TO IDENTIFY THE STUDENTS WHO ARE ELIGIBLE FOR THIS, AND THIS IS A PROCESS THAT WE ARE CO-CREATING TOGETHER.

WE HAVE FORMED AN OPERATIONAL TASK FORCE THAT CONSISTS OF HOUSING HOPE STAFF AND ASSISTANT SUPERINTENDENT GREG SCHWAB, ASSISTANT SUPERINTENDENT VICTOR VERGARA, DR. SALLY GUZMAN, [INAUDIBLE] AND OTHER MCKINNEY-VENTO STAFF, ALSO DEBORAH BRANDY FROM THE FOUNDATION.

RIGHT NOW WE'RE IN A RESEARCH PHASE.

WE HAVE BEEN TALKING WITH A COUPLE DIFFERENT ENTITIES.

FIRST IS THE TACOMA HOUSING AUTHORITY.

THEY STARTED A VERY SIMILAR PROGRAM IN TACOMA IN 2016 THAT THEY ACTUALLY HAD TO WIND DOWN.

IT WASN'T A SUCCESSFUL PROGRAM.

THEY LEARNED A LOT OF LESSONS AND SO THEY WERE VERY GRACIOUS AND SPENT A LOT OF TIME WITH US, TALKING US THROUGH THEIR LESSONS LEARNED IN THAT.

WE'VE ALSO HAD EXTENSIVE CONVERSATIONS WITH EVERETT PUBLIC SCHOOLS.

THEY ARE PARTNERING WITH EVERETT HOUSING AUTHORITY, A DIFFERENT MODEL.

IT'S NOT USING SCHOOL DISTRICT LAND, IT'S THE EVERETT HOUSING AUTHORITY BUILT A BUILDING AND DEDICATED A PORTION OF THE UNITS TO STUDENTS REFERRED FROM THE MCKINNEY-VENTO COORDINATORS.

VERY SIMILAR, NOT EXACTLY THE SAME.

EVERETT PUBLIC SCHOOLS, MCKINNEY-VENTO STAFF HAVE BEEN INCREDIBLY GENEROUS WITH THEIR TIME IN WALKING OUR TASK FORCE THROUGH ALL THE CONSIDERATIONS THAT THEY HAVE WHEN WE'RE LEASING UP THEIR BUILDING AND FILLING THEIR BUILDING.

WE ARE STILL IN THAT RESEARCH PHASE AND NOW WE ARE GOING TO BE MOVING

INTO CREATING SOME DRAFT POLICIES AND PROCEDURES FOR HOW WE IDENTIFY STUDENTS, HOW WE PRIORITIZE STUDENTS.

THEN THE NEXT PHASE WILL BE TO GATHER COMMUNITY FEEDBACK.

WE PLAN ON PRESENTING DRAFT PRIORITIZATION AND SCREENING CRITERIA FOR THE SCHOOL BOARD, FOR THE GENERAL PUBLIC, STAFF, FAMILIES, EVERYONE CAN COMMENT ON IT BECAUSE WE DO HAVE THE LUXURY OF TIME HERE.

AS JEFF SAID, THE BUILDING ISN'T GOING TO OPEN UNTIL THE 2025, 2026 SCHOOL YEAR AND SO WE WANT TO MAKE SURE THAT WE GET THIS RIGHT AND WE WANT TO MAKE SURE THAT YOU HAVE ALL THE INFORMATION THAT YOU NEED TO MAKE SURE THAT FAMILIES ARE ABLE TO ACCESS THIS RESOURCE.

THIS FACILITY WILL HAVE HOUSING VOUCHERS THROUGH THE HOUSING AUTHORITY OF SNOHOMISH COUNTY.

THEY'LL HAVE PROJECT-BASED VOUCHERS TO MAKE THE RENT AFFORDABLE.

WE'RE TALKING ABOUT FAMILIES THAT MIGHT BE UNDOCUMENTED OR HAVE MIXED DOCUMENTATION STATUS FAMILIES.

HOW DO WE MAKE SURE THAT THEY CAN ACCESS THIS BECAUSE THOSE ARE FEDERAL ASSISTANCE DOLLARS.

THESE ARE ALL THINGS THAT WE'RE SPENDING AN INCREDIBLE AMOUNT OF TIME TO REALLY MAKE SURE THAT WE DO THE RESEARCH AND WE GET THINGS RIGHT.

THAT WE'RE NOT REINVENTING THE WHEEL, THAT WE'RE BUILDING OFF OF OTHERS WHO HAVE BEEN DOWN THIS ROAD OR SIMILAR PATHS BEFORE US, AND THEN WE'RE VERY EXCITED TO HAVE THIS BE A COLLABORATIVE PROCESS WHERE EVERYBODY IS AT THE TABLE FROM THE BEGINNING.

BOTH THE MOUNTLAKE TERRACE AND LEON HIGH SCHOOL ROBOTICS TEAMS BEGAN THEIR SEASON ON SATURDAY, AND 50 HOURS LATER, THEY'RE ALREADY COMING UP WITH BRILLIANT IDEAS TO THE PRIMARY OBJECTIVE OF THE GAME.

SO I'M CONFIDENT IN BOTH TEAMS WILL BE HEADED FOR WORLD CHAMPIONSHIPS IN HOUSTON.

ALSO A MONTH AGO FOR OKHITS ELEMENTARY SCHOOL WHERE THE LON HIGH SCHOOL ROBOTICS TEAM SPONSORED A LEGAL ROBOTICS TEAM.

THEY HAD THEIR FIRST AND ONLY COMPETITION OF THE SEASON.

WHILE WE MAY HAVE NOT DONE SO WELL, I'M SURE THE KIDS HAVE LEARNED THE PRINCIPLES OF THE ENGINEERING DESIGN PROCESS AND THE PRINCIPLE OF PROBLEM SOLVING AND TEAMWORK.

IT HAS ALSO TAUGHT ME THAT KIDS CAN SOMETIMES BE ROWDY.

I'M PRETTY SURE IF WE CAN GUESS WHO THAT IS.

ALSO, EARLIER WE DID RECEIVE A PUBLIC COMMENT ABOUT THE VENDING MACHINES AT MOUNTLAKE TERRACE HIGH SCHOOL NOT WORKING OVER AT LEON HIGH SCHOOL, THEY ARE WORKING, SO EVEN THOUGH WE MAY HAVE LOST THE HOMECOMING GAME AGAINST THEM, WE ACTUALLY DO HAVE WORKING VENDING MACHINES.

I HAD A THOUGHT ABOUT THE MANY WAYS THAT STUDENTS IN OUR DISTRICT ARE EARNING COLLEGE CREDIT THROUGH NOT ONLY AP, BUT COLLEGE IN THE HIGH SCHOOL DUAL CREDIT, SOME RUNNING START OF COURSE.

OF COURSE IT IS TO SAVE MONEY.

BUT IT'S NOT MOST KIDS THOUGH WE DO HAVE SOME, MOST STUDENTS DON'T GO ALL THE WAY TO GETTING THEIR ASSOCIATE DEGREE, BUT AS A PARENT OF NOW TWO COLLEGE GRADUATES AND ONE STUDENT JUST ABOUT TO GO TO COLLEGE, IT HAS BEEN A REAL BLESSING.

IT'S GIVEN THEM AN OPPORTUNITY TO DO SOMETHING THAT I THINK MY GENERATION WAS ABLE TO DO, WHICH WAS TO SWITCH MAJORS AND TRY THINGS OUT AND THAT'S WHERE IT SAVED US, BECAUSE THEY HAD AN EXTRA SEMESTER WORTH OF CREDITS IN THEIR POCKET.

SO WHEN THEY WERE CHANGING THEIR MINDS A LITTLE BIT DURING COLLEGE, THAT'S WHERE IT REALLY CAME IN HANDY AND THEY WERE ABLE TO GRADUATE ON TIME EVEN WITH SOME OF THE CHANGES.

I THINK THAT'S WORTH POINTING OUT TO PEOPLE.

LESSON LEARNED IN MY FAMILY ANYWAY, IS IT GAVE MY KIDS A LITTLE MORE FREEDOM.

IT'S BEEN SIGNED NOT ONLY BY ANDI AND MYSELF, BUT 20 SCHOOL BOARD PRESIDENTS AND OTHER LOCAL DISTRICT WEA PRESIDENTS FROM 18 DIFFERENT DISTRICTS REPRESENTING OVER 30% OF THE KIDS IN WASHINGTON STATE.

IT'S A POWERFUL MESSAGE.

WE ENCOURAGE YOU TO PLEASE CONTACT YOUR STATE LEGISLATORS AND IT'S EASY TO CONTACT THEM IF YOU GO TO THE WASHINGTON, IF YOU JUST GOOGLE WASHINGTON STATE LEGISLATURE AND WHEN YOU'RE THERE, ONE OF THE THINGS THAT COMES UP IS DISTRICT FINDER, AND YOU PUT IN YOUR ADDRESS AND IT'LL TELL YOU WHO YOUR STATE LEGISLATORS ARE, AND YOU CAN CONTACT THEM DIRECTLY AND TELL THEM HOW IMPORTANT IT IS FOR THEM TO FULLY FUND K12 EDUCATION.

THAT IT IS ESSENTIAL, BECAUSE THE LONG TERM LOOK RIGHT NOW, BASED ON THE FLAWED PROTOTYPICAL SCHOOL MODEL THAT THEY USE RIGHT NOW FOR FUNDING WILL NOT GET US WHERE WE NEED TO BE IN TERMS OF HAVING THE STAFF, THE PAIR OF EDUCATORS, THE COUNSELORS, THE NURSES, THE TEACHERS THAT WE NEED TO MEET ALL OUR KIDS NEEDS AND TO KEEP OUR CLASS SIZES AS LOW AS POSSIBLE.

SO I ENCOURAGE YOU TO DO THAT.

I BELIEVE THAT THERE'S GOING TO BE AN OP ED IN THE SEATTLE TIMES THIS FRIDAY.

THAT IS ANDI'S IN MY FOLLOW UP TO IT, IN WHICH WE HAVE, WITH LYDIA'S HELP, ANALYZED THE GOVERNOR'S PROPOSED BUDGET, WHICH FRANKLY, I WOULD CALL THROWING CRUMBS AT OUR HUGE NEEDS AND WE'VE ANALYZED IT AND HOPE THAT THAT WILL ALSO MAKE A DIFFERENCE.

IT'S NOT THE GOVERNOR WHO MAKES THE FINAL DECISION.

I HAVE TO SAY I HAVE HIGH REGARD FOR GOVERNOR INSLEE.

IT IS THE STATE LEGISLATURE WHO MAKES THE DECISION.

THEY WILL BE MOVING QUICKLY AND WE NEED TO GET THE WORD OUT AND THE POWER THAT COMES FROM PARENTS AND TEACHERS AND COMMUNITY MEMBERS SAYING WE NEED TO HAVE THE STATE FULLY FUNDING PUBLIC EDUCATION.

IT IS OUR FUTURE AND OUR NEED, AND WE NEED TO GET THAT MESSAGE OUT STRONGLY.
