[1. CALL TO ORDER-6:30 pm] [00:00:19] WORKING. YEAH, OKAY. I THINK MINE'S WORKING. WE'RE ALL. WE'RE ALL GOOD. HELLO? MINE'S NOT WORKING. OKAY. IT IS OKAY. OKAY. NEXT, I'LL ASK DOCTOR MINER TO DO THE LAND ACKNOWLEDGMENT. [3. LAND ACKNOWLEDGEMENT-6:32 pm] THANK YOU, DOCTOR KATIMS, WE ACKNOWLEDGE THE ORIGINAL INHABITANTS OF THIS PLACE, THE SNOHOMISH PEOPLE AND THEIR SUCCESSORS, THE TULALIP TRIBES, WHO SINCE TIME IMMEMORIAL HAVE TAKEN CARE OF, HUNTED, FISHED AND GATHERED ON THESE LANDS. WE RESPECT THEIR SOVEREIGNTY, THEIR RIGHT TO SELF-DETERMINATION, AND WE HONOR THEIR SACRED SPIRITUAL CONNECTION WITH THE LAND AND WATER. BY ACKNOWLEDGING THESE HOMELANDS, WE COMMIT TO WORKING WITH TRIBAL NATIONS TO FURTHER THE EDUCATION AIMS THEY HAVE IDENTIFIED IN OUR CLASSROOMS AND SCHOOLS. THANK YOU. NOW, IF EVERYBODY WILL RISE AND JOIN ME FOR THE PLEDGE TO THE FLAG. [4. FLAG SALUTE-6:33 pm] I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. NEXT WE HAVE APPROVAL OF THE AGENDA. [5. APPROVAL OF AGENDA-6:34 pm] DO I HEAR A MOTION AND A SECOND TO APPROVE THE AGENDA AS PRESENTED? MOVE TO APPROVE. I SECOND. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR OF APPROVING THE TONIGHT'S AGENDA AS PRESENTED, PLEASE INDICATE BY SAYING AYE. AYE. ALL THOSE OPPOSED SAY NAY. ANY ABSTENTIONS. AND TONIGHT'S AGENDA IS APPROVED AS PRESENTED. NEXT I'LL TURN IT OVER TO DOCTOR MINER FOR A VERY SPECIAL EVENT. [6. CELEBRATION- 6:35 pm] OUR FALL SPORTS RECOGNITION. WELL, AND THIS IS A SPECIAL EVENT, AND IT'S, I THINK, GOING TO BE AN EXCITING EVENING AS THE BOARD GETS TO LEARN A LITTLE BIT ABOUT SOME OF OUR REPRESENTATIVES, SPECIAL ATHLETES TONIGHT. WE HAVE SO MANY WONDERFUL ATHLETES, AND THESE WERE SOME ATHLETES CHOSEN TO REPRESENT ALL OF THEIR PEERS TONIGHT HERE AT THE BOARD MEETING. AND ONE GROUP IN PARTICULAR WILL HAVE YOU'LL GET TO LEARN ABOUT. BUT I AM JUST THRILLED THAT THEY'RE HERE. I HOPE THAT THIS WILL BE THE BEGINNING OF OUR SEASONAL, EACH SEASON, RECOGNITION OF SOME ATHLETES IN OUR SCHOOLS TO CELEBRATE THEIR ACCOMPLISHMENTS. SO I'M GOING TO TURN IT OVER TO ANGIE MCGUIRE, WHO? OH, THERE SHE IS TO ANGIE MCGUIRE TO KICK US OFF. WELL, FIRST OF ALL, I WANT TO SAY THANK YOU TO THE SCHOOL BOARD AND DOCTOR MINER FOR GIVING US THE OPPORTUNITY TO BE HERE TONIGHT FOR OUR STUDENTS HERE, RAISE YOUR HAND IF THIS IS YOUR FIRST SCHOOL BOARD MEETING. IT'S PRETTY COOL, ISN'T IT? SO WE HAD AN AMAZING FALL SPORTS SEASON AND AS DOCTOR MINER MENTIONED, THIS IS JUST A REPRESENTATION OF THE GREAT THINGS THAT HAVE HAPPENED IN ALL OF OUR PROGRAMS. AND SO I WANTED TO RECOGNIZE I'M GOING TO BRING SOME INDIVIDUAL STUDENT ATHLETES UP HERE IN A FEW MINUTES, AND THEN WE'LL RECOGNIZE A TEAM. AND WE HAVE ONE STUDENT ATHLETE WHO COULDN'T BE HERE TONIGHT, EVEN THOUGH HE HAD JUST HAD AN OUTSTANDING FALL SEASON BECAUSE HE'S PLAYING IN A BASKETBALL GAME FOR MOUNTLAKE TERRACE HIGH SCHOOL UP IN STANWOOD. SO HIS PARENTS ARE HERE AND I WANT TO RECOGNIZE ZAVEON JONES'S PARENTS CANTINA AND ENRICO, CAN YOU STAND UP REAL QUICK? SO THANK YOU FOR BEING HERE TONIGHT. [APPLAUSE] AND I WANTED TO RECOGNIZE ZAVEON FIRST BECAUSE THEY ARE GOING TO DRIVE UP TO STANWOOD. YEAH, YOU'RE WELCOME TO COME ON UP AND GET THE CERTIFICATE FROM DOCTOR MINER. THEY'RE GOING TO LEAVE HERE AND THEY WON'T MAKE IT BY THE START OF THE GAME BECAUSE THAT'S AT 7:15. BUT THEY WILL BE THERE TO CHEER HIM ON. AND SO IF YOU WOULD LIKE TO STAND UP HERE FOR A MINUTE, BECAUSE WE'RE GOING TO RECOGNIZE THE GREAT SEASON THAT YOUR SON HAD, IT'S AWESOME. AND IF ANY OF YOU HAVE EVER SEEN ZAVEON JONES COMPETE, AND IF YOU DIDN'T SEE FOOTBALL, YOU STILL HAVE A CHANCE TO GET OUT THERE AND SUPPORT HIM ON THE BASKETBALL COURT. BUT HE'S JUST A TREMENDOUS TALENT AND A TREMENDOUS COMPETITOR. HE WAS RECOGNIZED AS FIRST TEAM ALL WESCO THIS FOR THIS LAST SEASON ON OFFENSE AND DEFENSE. AT THE RUNNING BACK POSITION AND ON DEFENSIVE LINE. SO HE BASICALLY PLAYED THE WHOLE GAME. AND HE FINISHED THIS HIS OUTSTANDING SENIOR SEASON, SECOND IN STATE IN RUSHING WITH OVER 1500 YARDS. HE WAS TIED FOR FOURTH IN THE STATE IN TOUCHDOWNS WITH 20. HE PASSED THE 4000 YARD MARK IN CAREER RUSHING IN THAT GAME AGAINST, I BELIEVE IT WAS STANWOOD. UH, IT WAS A MOMENT WHEN THEY ANNOUNCED IT DURING THE GAME THAT HE HAD PASSED THAT 4000 YARD MARK, WHICH IS JUST SUCH A HUGE ACHIEVEMENT AND, JUST DID AN [00:05:04] OUTSTANDING JOB OF REPRESENTING HIS SCHOOL AND DISTRICT FOR THE WHOLE SEASON. SO WE'D JUST LIKE TO RECOGNIZE THE OUTSTANDING SEASON ZAVEON HAD. AND GOOD LUCK TO HIM TONIGHT AND GOOD LUCK UP IN STANWOOD. THANK YOU FOR BEING HERE. [APPLAUSE] AND I WILL SAY AS YOU'RE LEAVING, IT'S A LOT OF FAMILY SUPPORT FOR TO IT TAKES A LOT TO RAISE A HIGH SCHOOL ATHLETE START TO FINISH AND YOU KNOW IT. SO THANK YOU FOR BEING HERE. WE REALLY APPRECIATE YOU. HAVE A GOOD NIGHT. GO HAWKS. [APPLAUSE] OKAY IF I CAN HAVE MY INDIVIDUAL STUDENT ATHLETES COME ON UP. AND WOULD YOU LIKE THEM TO FACE? DO YOU WANT THEM TO FACE THE BOARD? DO WE KNOW IF WE HAVE A. OKAY. YOU CAN FACE THE AUDIENCE. OKAY. AND GO AHEAD AND LINE UP, AND I'M JUST GOING TO GO THROUGH ONE AT A TIME. AND THANK YOU FOR THE FAMILIES FOR BEING HERE TONIGHT, TOO. AND WE COULDN'T RECOGNIZE EVERY SINGLE OUTSTANDING FALL STUDENT ATHLETE. SO WE JUST HAVE SOME ONES TO START REPRESENT YOUR SCHOOLS AND YOUR PROGRAMS HERE TONIGHT. AND WE HAVE TWO STUDENT ATHLETES FROM EACH SCHOOL, EXCEPT FOR LYNNWOOD. AND WE'LL GET TO THAT IN A LITTLE BIT. WE HAVE ONE UP HERE FROM LYNNWOOD. SO I'M GOING TO START WITH NATALIE CARDIN FROM MOUNTLAKE TERRACE. IF YOU WANT TO JUST STEP FORWARD WHEN I'M TALKING ABOUT YOU. NATALIE IS A SENIOR FROM MOUNTLAKE TERRACE GIRLS SOCCER TEAM. SHE WAS RECOGNIZED AS BEING FIRST TEAM ALL WESCO THIS FALL AT THE FORWARD POSITION. AND WHAT A FORCE ON THE FIELD FOR SURE FOR THE HAWKS. SHE HAS STARTED AT MOUNTLAKE TERRACE ALL FOUR YEARS, HAS OVER 55 CAREER GOALS AND 40 ASSISTS AND IS JUST A GREAT TEAMMATE AND TEAM CAPTAIN. SHE LED MOUNTLAKE TERRACE TO THE PLAYOFFS FOR THE LAST THREE YEARS, INCLUDING LAST YEAR'S TRIP TO STATE, WHICH SOME OF YOU MIGHT REMEMBER WAS THE FIRST TIME THAT MOUNTLAKE TERRACE SOCCER TEAM WENT TO STATE IN 30 YEARS. [APPLAUSE] SO IT'S PRETTY SAFE TO SAY THAT SHE'S HAD AN IMPACT ON THAT PROGRAM, AND SHE'LL BE PLAYING SOCCER NEXT YEAR FOR WESTMINSTER UNIVERSITY IN SALT LAKE CITY. SO CONGRATULATIONS ON A GREAT SENIOR SEASON NATALIE. WE ARE PROUD OF YOU. UP NEXT WE HAVE SIMONE BENNETT, JUNIOR EDMONDS WOODWAY HIGH SCHOOL SWIM TEAM. AND IF YOU HAVEN'T BEEN OUT TO A SWIM MEET AT THE LYNNWOOD POOL, PLEASE MAKE SURE THAT SIMONE IS A JUNIOR SO SHE'LL BE SWIMMING NEXT SEASON AS WELL. SHE WAS RECOGNIZED AS RECEIVING ALL WESCO FIRST TEAM HONORS IN THE 100 BACKSTROKE THIS SEASON. SHE ALSO WON A DISTRICT CHAMPIONSHIP. AND THAT'S NOT EDMONDS SCHOOL DISTRICT. THAT'S DISTRICT FROM SHORELINE ALL THE WAY UP TO MOUNT VERNON DISTRICT CHAMPIONSHIP FOR THE SECOND TIME IN THE 100 BACKSTROKE. AND SHE'S ALSO THE SCHOOL RECORD HOLDER. AND THERE HAVE BEEN SOME PHENOMENAL SWIMMERS COME THROUGH THAT PROGRAM. SO IT'S PRETTY THAT'S AN OUTSTANDING STATISTIC. SO ALONG WITH HER TEAMMATES, SHE REPRESENTED THE EDMONDS AWAY GIRLS SWIM TEAM DOWN AT THE STATE SWIM MEET IN FEDERAL WAY. AND CONGRATULATIONS ON A GREAT SEASON SIMONE. WE'RE PROUD OF YOU. [APPLAUSE] AND ALSO JUST THE DEDICATION THAT ALL OF THESE ATHLETES, THEY STARTED IN AUGUST, THEY STARTED AUGUST FOOTBALL, AUGUST 16TH, FALL SPORTS, AUGUST 21ST. SO THEY COMPETED FOR REALLY IT'S A LONG SEASON. UP NEXT WE HAVE DIEGO ESCANDON FROM EDMONDS-WOODWAY HIGH SCHOOL FOOTBALL. DIEGO RECEIVED FIRST TEAM ALL WESCO HONORS. AND I HAVE BEEN I THINK THIS IS MY 27TH EIGHTH YEAR IN HIGH SCHOOL SPORTS AND AROUND HIGH SCHOOL SPORTS. I'M NOT SURE I'VE EVER SEEN SOMEBODY DO WHAT YOU DID THIS YEAR, DIEGO. HE RECEIVED FIRST TEAM WESCO HONORS IN THREE DIFFERENT POSITIONS FOR FOOTBALL ON OFFENSE AS A WIDE RECEIVER AND DEFENSE, AS A DEFENSIVE BACK, AND THEN AS SPECIAL TEAMS AS A PUNT RETURNER. SO WHAT THIS MEANS IS THAT DIEGO WAS ON THE FIELD ALL THE TIME, AND HE WAS MAKING THINGS HAPPEN THE ENTIRE GAME. AND SO WHAT TREMENDOUS WORK YOU PUT INTO YOUR SEASON, DIEGO. HE FINISHED THE SEASON WITH 54 CATCHES, 774 TOTAL YARDS, NINE TOUCHDOWNS AND SIX INTERCEPTIONS. CONGRATULATIONS. [APPLAUSE] AND UP NEXT WE HAVE JOHN PATTERSON. HE'S A JUNIOR FROM MEADOWDALE HIGH SCHOOL CROSS COUNTRY TEAM. AND JOHN ALSO EARNED FIRST TEAM ALL WESCO HONORS THIS FALL. AND I KNOW I SAW DOCTOR MINER OUT AT THE EDMONDS SCHOOL DISTRICT MEET OUT AT LINDALE PARK. IT WAS A RARE SUNNY DAY IN OCTOBER. DO YOU REMEMBER THAT RARE SUNNY DAY? GREAT RUNNING CONDITIONS AND JOHN WON THE EDMONDS SCHOOL DISTRICT MEET. NOT ONLY THAT, BUT HELPED HIS TEAM WIN THAT COVETED ESD TROPHY THAT TRAVELS EVERY YEAR WITH THE WINNER OF THE TEAM WINNER OF THAT MEET. [00:10:05] SO THAT'S YOU'VE GOT BRAGGING RIGHTS FOR THE NEXT YEAR. SO CONGRATULATIONS ON THAT. JOHN PARTICIPATED IN THE STATE CROSS COUNTRY MEET THIS FALL, AND HE HAS THE LAST THREE YEARS. SO EVERY YEAR HE'S PARTICIPATED IN STATE. HE'S JUST A JUNIOR. SO HE HAS NEXT YEAR TO LOOK FORWARD TO AS WELL. SO CONGRATULATIONS ON A GREAT SEASON, JOHN. [APPLAUSE] AND UP NEXT WE HAVE RACHEL REITZ, SENIOR MEADOWDALE HIGH SCHOOL SOCCER. AND RACHEL IS ANOTHER SOCCER. WE'VE GOT A COUPLE SOCCER PLAYERS UP HERE. RACHEL IS REALLY FUN TO WATCH. HAS A HUGE IMPACT ON THE GAME WHEN SHE'S IN. SHE RECEIVED FIRST TEAM ALL WESCO HONORS AT THE MIDFIELDER POSITION, AND SHE HAS ALSO BEEN ON VARSITY FOR FOUR YEARS, SO SHE'S BEEN PLAYING VARSITY SINCE HER FRESHMAN YEAR. SHE FINISHED HER SEASON WITH 14 GOALS, 14 ASSISTS AND LED MEADOWDALE GIRLS SOCCER TO THE DISTRICT PLAYOFFS FOR THE FIRST TIME IN SEVEN YEARS AND HAD A REALLY PIVOTAL WIN AGAINST EDMONDS-WOODWAY, WHERE SHE SCORED THE WINNING GOAL. VERY EXCITING. IT WAS VERY COLD IN THE STADIUM, BUT NOT ON THE COURT, NOT ON THE FIELD BECAUSE SHE WAS AWESOME FOR THAT TEAM. SHE HAD A GREAT SEASON. SHE SIGNED TO PLAY SOCCER AT UTAH STATE UNIVERSITY. CONGRATULATIONS, RACHEL. [APPLAUSE] AND THEN LAST BUT CERTAINLY NOT LEAST, IS VICTOR ALVAREZ, A SOPHOMORE FROM LYNNWOOD HIGH SCHOOL FOOTBALL TEAM. YEAH, YOU'VE GOT SOME LYNNWOOD FOLKS IN THE HOUSE. [APPLAUSE] SO VICTOR JUST HAS A SUPER COOL STORY AND CONGRATULATIONS ON A GREAT FOOTBALL SEASON. IT WAS HIS. HE'S A SOPHOMORE AT LYNNWOOD. IT WAS HIS FIRST YEAR PLAYING VARSITY FOOTBALL AND HE STARTED ON THE OFFENSIVE LINE. HE PLAYED FOR THE DEFENSIVE LINE AND THEN HE WAS ALSO THEIR PUNTER. AND THAT'S WHERE KIND OF WHAT BROUGHT HIM HERE TONIGHT WAS IN HIS ROLE AS A PUNTER FOR THE FOOTBALL TEAM. HE RECEIVED FIRST TEAM ALL WESCO HONORS AS A PUNTER FOR LYNNWOOD, AND JUST COULDN'T HAVE MADE THAT COMMUNITY OR THE FOOTBALL PROGRAM MORE PROUD. AND I WAS CERTAINLY SUPER EXCITED WHEN I SAW YOUR NAME ON THAT LIST. WELL DESERVING, JUST SUPER GRITTY, SUPER GRITTY YEAR THAT YOU HAD. VICTOR, CONGRATULATIONS. [APPLAUSE] CAN WE SEE THE BOARD BEHIND? OKAY, LET'S GIVE ONE MORE ROUND OF APPLAUSE FOR THESE WONDERFUL STUDENT ATHLETES. [APPLAUSE] THANK YOU SO MUCH. AND LET'S HAVE OUR SECOND GROUP OF STUDENT ATHLETES COME ON UP. SO LYNNWOOD HIGH SCHOOL VOLLEYBALL TEAM. [APPLAUSE] YES. AND THE COACHES? AND I DO REALIZE WE'VE TAKEN OVER THE SCHOOL BOARD MEETING. SO THANK YOU AGAIN, EVERYBODY, FOR LETTING US DO THIS. SO I'M GOING TO TALK A LITTLE BIT ABOUT THE TEAM. AND THEN WE'LL READ ALL THE NAMES AND HAND OUT CERTIFICATES. AND I'LL SAY A FEW MORE THINGS AFTER I'M DONE HERE. BUT I'M REALLY EXCITED, ALONG WITH THE SCHOOL BOARD AND DOCTOR MINER, TO RECOGNIZE THE LYNNWOOD VOLLEYBALL TEAM. WHAT A TREMENDOUS SEASON THAT YOU YOUNG WOMEN HAVE HAD. IT WAS JUST SO MUCH FUN TO WATCH AND BE A PART OF. AND EVEN AS YOU SAW WITH THE PHOTO THAT DOCTOR MINERS SHOWED OF HER CAT IN FRONT OF THE STREAMING VERSION OF A GAME FROM THE STATE TOURNAMENT, THERE WERE YOU HAD A LOT OF FANS, EVEN IF YOU DIDN'T KNOW THAT THEY WERE WATCHING AND ROOTING YOU GUYS ON AN EASY TEAM TO ROOT FOR. YOU WON THE WESCO CHAMPIONSHIP OUTRIGHT UNDEFEATED. YOU WON THE DISTRICT ONE CHAMPIONSHIP OUTRIGHT, UNDEFEATED IN THREE STRAIGHT SETS. VERY EXCITING. SORRY I HAD TO GET THAT ONE IN. AND THEN YOU WENT OVER TO YAKIMA FOR THE 3A STATE TOURNAMENT AND PLACED THIRD IN STATE, WHICH IS THE HIGHEST FINISH OF ANY EDMONDS SCHOOL DISTRICT VOLLEYBALL TEAM IN HISTORY. [00:15:01] IT'S A PRETTY EXCITING. [APPLAUSE] AND I THINK THAT WHEN YOU'VE BEEN AROUND AS LONG AS SOME OF US HAVE IN HIGH SCHOOL SPORTS, YOU REALIZE HOW RARE IT IS TO SEE TEAMS COME TOGETHER AND PLAY HOW YOU DID AND IN REALLY CHALLENGING SITUATIONS, AND EVEN WINNING A FIVE SET MATCHES BY TWO AND THREE POINTS TO ADVANCE ANOTHER LIKE SUPER GRITTY PERFORMANCE AT THE STATE VOLLEYBALL CHAMPIONSHIPS. SO I'M WE'RE GOING TO GO AHEAD AND AS I READ YOUR NAME, IF YOU COULD STEP FORWARD AND RECEIVE YOUR CERTIFICATE. OLIVIA DAHL. [APPLAUSE]. EVANGELINE SUM. [APPLAUSE] ABBIE ORR [APPLAUSE]. PAIGE GESSEY. [APPLAUSE] ADY MORGAN. [APPLAUSE] JORDYN HIGA.[APPLAUSE] TARYN DILLON. [APPLAUSE] CHARLIE THOMAS. [APPLAUSE] AUDREY WILLIAMS. [APPLAUSE] ADIA WEIGHTER. [APPLAUSE] HARMONY JOHNSON. [APPLAUSE] HANNAH JOHNSON. [APPLAUSE] MAKENA KALEO. [APPLAUSE] AND SAMMY HOLMER. A FEW HIGHLIGHTS FROM THE SEASON. AND IF I CALL YOUR NAME, JUST STEP FORWARD REAL QUICK. I THINK I'M STILL GOOD ON TIME. A FEW HIGHLIGHTS PAIGE GESSEY, IF YOU COULD STEP FORWARD REAL QUICK. PAIGE HAD 225 KILLS, 152 DIGS AND 37 ACES ON THE SEASON. [APPLAUSE] SHE FOR THAT PERFORMANCE WAS RECOGNIZED AS FIRST TEAM ALL WESCO. CONGRATULATIONS, PAIGE. JORDYN HIGA SHE TOTALED 278 DIGS AS LIBERO, JUST A FORCE IN THE BACK COURT FOR LYNNWOOD. SHE WAS RECOGNIZED AS FIRST TEAM ALL WESCO THIS SEASON. CONGRATULATIONS. [APPLAUSE] SETTER CHARLIE THOMAS TOTALED 845 ASSISTS, 175 DIGS AND SERVED 95% FROM THE SERVICE LINE. REALLY IMPRESSIVE TO DO. I WOULD LOVE TO TAKE CREDIT FOR THAT STAT, BUT YOU HAVE TO THANK ANNALISE BECAUSE SHE DID THAT. SO CONGRATULATIONS ON YOUR FIRST TEAM. ALL WESCO RECOGNITION. [APPLAUSE] AND THAT LEADS ME TO VERY QUICKLY RECOGNIZING OUR COACHES, OUR COACH HEAD COACH ANNALISE MUDALIAR RIGHT HERE. STEP FORWARD ANNALISE. [APPLAUSE] SO ANNALISE WAS RECOGNIZED AS THE COACH OF THE YEAR IN WESCO. AND I BELIEVE ALL AREA, EVEN THOUGH IT HASN'T COME OUT YET. UM, WHICH I JUST THINK IS A TRIBUTE. ANNALISE IS ALSO A LYNNWOOD HIGH SCHOOL GRAD. SHE PLAYED VOLLEYBALL AT LYNNWOOD. SHE CAME BACK TO COACH THERE, THINKS SHE REALLY REPRESENTS THE BEST OF OUR COMMUNITY. WHEN YOU GIVE BACK TO THE COMMUNITY THAT YOU'RE FROM AND YOU'RE PASSIONATE ABOUT IT, AND I CAN'T SAY ENOUGH ABOUT WHAT SHE HAS DONE WITH THIS TEAM AND HER ASSISTANT COACHES THAT ARE HERE. EMILY AND SYDNEY, THANK YOU FOR BEING PART OF THIS CREW. AND I THINK THE LAST THING I WOULD JUST SAY TO THIS GROUP OF, OF YOUNG WOMEN IS, YOU KNOW, WHAT YOU ACCOMPLISHED TOGETHER REALLY IS SUCH SO IMPORTANT. AND THINK ABOUT THE YOUNG GIRLS IN YOUR COMMUNITY WHO WATCHED WHAT YOU DID AND HOW YOU DID IT, AND HOW YOU WORKED TOGETHER AND LIFTED EACH OTHER UP WHEN IT WAS SUPER CHALLENGING, AND THAT THEY WILL KNOW THAT THEY CAN DO IT. AND THERE IS NOTHING MORE POWERFUL THAN WHAT YOU HAVE DONE. AND I KNOW WE WE GIVE STATS AND WINS AND LOSSES AND WE TALK ABOUT ALL THESE THINGS. BUT WHAT YOU HAVE ACHIEVED TOGETHER IS SO MUCH BIGGER THAN THAT. SO THANK YOU FOR ALL YOUR HARD WORK AND CONGRATULATIONS EVERYBODY. [00:20:03] [APPLAUSE] [APPLAUSE] SO THANK YOU AGAIN TO THE SCHOOL BOARD FOR ALLOWING US TO KIND OF TAKE OVER THE BEGINNING OF THE MEETING. REALLY APPRECIATE IT. AND STUDENT ATHLETES, YOU HAVE THE SCHOOL BOARD'S PERMISSION. IN FACT, DOCTOR KATIMS SAID THIS THE OTHER DAY, YOU DON'T HAVE TO STAY FOR THE WHOLE MEETING SO YOU CAN BE FREE TO GO, OR YOU CAN CHOOSE TO STAY IF YOU'D LIKE TO. BUT THANKS FOR BEING HERE. AND I'D JUST LIKE TO SAY YOU DON'T NEED TO THANK US. WE WERE THRILLED TO HAVE OUR STUDENTS HERE. IT WAS AN HONOR TO BE HERE WITH THEM. SO I'M LOOKING FORWARD. I'M COUNTING THE DAYS TILL THE WINTER SPORTS RECOGNITION. SO THANK YOU FOR THANK YOU FOR ORGANIZING THIS AND BRINGING THEM HERE.[APPLAUSE] ANGIE, THANK YOU AND FOR BRINGING ALL THE PERSONAL STORIES WITH IT. IT WARMED MY HEART AND BROUGHT TEARS TO MY EYES. GREAT. NEXT IS THE SUPERINTENDENT'S REPORT. WHILE IN CONTINUING WITH OUR CELEBRATION THEME TONIGHT, I HAVE THE BOARD CERTIFICATES FOR BEING RECOGNIZED AS A BOARD OF DISTINCTION. THIS HONOR WAS GIVEN TO 34 BOARDS THROUGHOUT THE STATE. OUT OF 294 BOARDS, THERE WAS A RIGOROUS APPLICATION PROCESS, AND OUR BOARD WAS SELECTED AS ONE OF 14 LARGE DISTRICT BOARDS TO BE CELEBRATED IN THIS WAY. SO I WOULD LOVE TO GIVE YOU YOUR CERTIFICATES AND THEN GET A PICTURE OF ALL OF YOU WITH THOSE CERTIFICATES, IF WE COULD. SO LET'S GO DOWN AND I'LL HAND THESE TO YOU. ALL RIGHT. MIC] THANK YOU. IN 20 YEARS, WHEN ONE OF YOU RETIRE, WE'LL PUT THAT. [7. SUPERINTENDENT REPORT-6:50 pm] AND FOR THE REST OF MY TIME TONIGHT, I WOULD LIKE TO TURN IT OVER TO DIRECTOR NOBLE FOR A FEW REMARKS, WHICH HE WOULD LIKE TO SHARE AT THE TOP OF OUR MEETING TONIGHT. YEAH, THANK YOU VERY MUCH, DOCTOR MINER. SINCE THIS IS MY LAST BOARD MEETING AFTER 20 YEARS, I JUST WANTED TO THANK THE VOTERS WHO PUT THEIR TRUST IN ME, ALLOWING ME TO WIN FIVE PRIMARIES AND FIVE GENERAL ELECTIONS. 20 YEARS IS A LONG TIME TO BE ON THE BOARD. DURING THAT TIME, I HAVE WORKED WITH FIVE SUPERINTENDENTS, 16 DIFFERENT BOARD MEMBERS. I'VE ATTENDED OVER A THOUSAND MEETINGS AND I'VE APPROVED, SPENDING OF SEVERAL BILLION. I SAID BILLION DOLLARS IN THE 20 YEARS I'VE BEEN HERE. SO IT'S BEEN QUITE A RIDE. BUT THROUGHOUT IT'S BEEN CHALLENGING THESE CHALLENGING CONDITIONS. WE'VE MANAGED TO HAVE, BALANCED BUDGETS AND WE'VE CONTINUED TO CONCENTRATE OUR FOCUS ON STUDENT ACHIEVEMENT. RECENTLY, SOMEBODY ASKED ME WHAT I WAS PROUD OF ON THE BOARD AND THINKING ABOUT IT, ONE OF THE THINGS WAS MODERNIZING OUR SCHOOLS. WHEN I STARTED IN 2003, THE VAST MAJORITY OF OUR SCHOOLS WERE ALREADY APPROACHING 40 YEARS OLD. DURING MY TIME, WE HAVE REPLACED EIGHT SCHOOLS AND HAVE ANOTHER NINTH SCHOOL, OAK HEIGHTS, IN THE PLANNING STAGE, AND WE APPROVED A BOND MEASURE FOR NEXT FEBRUARY, WHICH WILL REBUILD FOUR MORE SCHOOLS. THAT'S A THIRD OF THE OVER A THIRD OF THE SCHOOLS IN OUR DISTRICT. ANOTHER THING I'M PROUD OF IS OUR SUPPORT FOR THE INCREASING DIVERSITY IN OUR DISTRICT. [00:25:04] WE'VE EMBRACED GROWTH AS AN OPPORTUNITY AND HAVE CREATED WHAT I CONSIDER ONE OF THE MOST DIVERSE AND CULTURALLY RICH COMMUNITIES IN THE STATE. AND I WOULD BE REMISS IF I DIDN'T THANK MY COLLEAGUES ON THE BOARD. I TRULY BELIEVE THAT WE'VE WORKED SO WELL TOGETHER, BECAUSE IN THE END, WE'VE ALL, USED THIS VERY POWERFUL, SIMPLE, BUT POWERFUL FILTER WHAT'S BEST FOR KIDS. SO I WANT TO THANK YOU. IT'S BEEN MY HONOR TO SERVE YOU. SO THANK YOU VERY MUCH. WAS THERE ANY MORE TO YOUR REPORT? NO. THAT'S IT. AS FAR AS I'M CONCERNED. THAT WAS A GREAT REPORT. THANK YOU. NEXT IS APPROVAL OF MINUTES. BUT IF I COULD INVITE, DIRECTOR KATIMS AND DIRECTOR CHASE TO PLEASE JOIN ME, WE'LL GO OVER THE OATH OF OFFICE. I THINK WE'LL GO AHEAD AND HAVE YOU DO IT TOGETHER, IF YOU WILL. OKAY. YEAH. I STATE YOUR NAME. DO SOLEMNLY SWEAR. I CARIN CHASE. DO SOLEMNLY SWEAR. THAT I WILL SUPPORT THE CONSTITUTION. THAT I WILL SUPPORT THE CONSTITUTION. AND LAWS OF THE UNITED STATES. ARE THERE ANY OTHER NOMINATIONS? HEARING NONE. I WILL NOW CALL FOR A ROLL CALL VOTE TO ELECT KAREN CHASE AS BOARD LEGISLATIVE REPRESENTATIVE. REPRESENTATIVE CHASE. THANK YOU VERY MUCH, DOCTOR KATIMS, I APPRECIATE THE TRUST AND OF THAT. THIS BOARD HAS SHOWN ME IN THIS POSITION AND WE ARE A GREAT TEAM. I APPRECIATE EVERYBODY IN THIS GROUP. THANK YOU SO MUCH. AND DIRECTOR CHASE DOES HAVE A PREEXISTING CONFLICT, SO SHE IS GOING TO LEAVE AT THIS TIME. BUT WE APPRECIATE YOU BEING HERE THIS EVENING. NEXT WE HAVE PUBLIC COMMENTS. [11. PUBLIC COMMENTS-7:15 pm] EXCEPT IT'S NOT OPENING, SO THAT'S OKAY. THAT'S ALL RIGHT. I HAVE IT HERE. UM, INTRODUCTIONS TO PUBLIC COMMENTS. THE PUBLIC COMMENT SECTION OF THE AGENDA IS AN OPPORTUNITY FOR PEOPLE TO ADDRESS THE SCHOOL BOARD. SINCE THIS IS A BUSINESS MEETING OF THE SCHOOL BOARD, THE PURPOSE OF PUBLIC COMMENTS IS FOR THOSE INTERESTED TO COMMUNICATE WITH THE BOARD OF DIRECTORS ABOUT ITEMS ON THE AGENDA OR SPECIFIC WORK WITHIN THE SCOPE OF THE SCHOOL DISTRICT. THAT THIS IS NOT A TIME FOR THE AUDIENCE TO ADDRESS EACH OTHER. PLEASE NOTE THAT WE ASK PEOPLE TO PLEASE BEGIN YOUR COMMENT BY STATING YOUR NAME, YOUR CITY OF RESIDENCE, YOUR RELATIONSHIP TO THE DISTRICT, AND THE AGENDA ITEM OR SCHOOL DISTRICT TOPIC THAT YOU ARE ADDRESSING. WE REQUEST THAT IF YOUR COMMENT CONSISTS WHOLLY OR PARTLY OF TEXT, VERBATIM FROM AN ARTICLE, ONLINE POST, OR EXCERPT FROM A BOOK, ETC., THAT YOU SIMPLY SEND US THE LINK TO THAT AND SPEND YOUR COMMENT TIME TELLING US HOW THIS INFORMATION RELATES DIRECTLY TO DISTRICT WORK. ITEMS BROUGHT FORWARD DURING THIS PORTION OF THE MEETING ARE NOT TYPICALLY ACTED UPON BY THE BOARD AT THIS TIME, BUT MAY BE FOLLOWED UP BY THE BOARD, THE SUPERINTENDENT, AND OR STAFF AT A LATER TIME. PEOPLE MAY SUBMIT PUBLIC COMMENTS FOR A BOARD MEETING IN THREE DIFFERENT WAYS. ONE IS TO READ YOUR COMMENT ALOUD IN PERSON. ONE IS YOU MAY CHOOSE TO READ YOUR COMMENT ALOUD VIRTUALLY, OR YOU MAY CHOOSE TO SUBMIT YOUR COMMENT IN WRITING. THE BOARD READS ALL WRITTEN COMMENTS WHICH ARE LATER ATTACHED TO THE MEETING AGENDA AND AVAILABLE TO THE PUBLIC ON THE BOARD DOCS WEBSITE. [00:35:05] THE BOARD ALSO ACCEPTS WRITTEN COMMENTS AND QUESTIONS AT ANY TIME THROUGH EMAIL. WE READ EVERY COMMENT AND EMAIL WE RECEIVE, AND WE APPRECIATE THE TIME AND EFFORT THAT IT TAKES FOR THOSE WHO WRITE THEM. WHILE WE ENCOURAGE AND APPRECIATE PUBLIC COMMENTS, PLEASE LIMIT YOUR COMMENTS THAT ARE READ ALOUD TO THREE MINUTES. IF A COMMENT BECOMES TOO LENGTHY, I MAY NEED TO INTERRUPT IN ORDER TO ALLOW EACH PERSON EQUAL TIME. WE ALSO ASK THOSE WHO ARE MAKING A PUBLIC COMMENT DURING A BOARD MEETING TO PLEASE MAKE THEIR STATEMENTS IN A CIVIL MANNER, WITHOUT DISPARAGING NAME CALLING OR OTHERWISE TARGETING ANY ONE PERSON OR GROUP IN THE DISTRICT. SIMILARLY, WE ASK EVERYONE IN THE AUDIENCE TO PLEASE SHOW RESPECT BY LISTENING QUIETLY WITHOUT TALKING OR WHISPERING TO EACH OTHER AS SO THAT EVERYONE CAN HEAR EACH COMMENT. AM I CORRECT THAT WE HAVE NO VIRTUAL COMMENTS TONIGHT AND WE HAD NO WRITTEN COMMENTS? WE HAVE THREE UM, PEOPLE HERE WHO ARE SIGNED UP TO MAKE A COMMENT. FOUR AND FOUR. FOUR. THANK YOU. UH, THE FIRST ONE IS CYNTHIA NELSON. AND, CYNTHIA, YOU CAN COME TO THE PODIUM HERE. I THINK YOU'VE BEEN HERE BEFORE. NOW. DOES IT WORK? OKAY. HI, I'M CYNTHIA NELSON, AND I LIVE IN LYNNWOOD. I'VE BEEN A COMMUNITY MEMBER OF THIS SCHOOL DISTRICT FOR 30 YEARS NOW, AND I'M A PROUD PARENT OF THREE GRADUATES AND TWO GRANDKIDS WHO ARE CURRENTLY IN THE DISTRICT. UH, TONIGHT I'M SPEAKING IN FAVOR OF THE TWO PROPOSITIONS THAT YOU GUYS VOTED ON. THAT'S GOING TO BE ON THE FEBRUARY 13TH BALLOT TO SUPPORT THE PASSAGE OF A CAPITAL BOND, AS WELL AS A CAPITAL TECHNOLOGY LEVY. I WORKED FOR THE DISTRICT FOR 26 YEARS AS THE TECHNOLOGY DIRECTOR RETIRED. UM, BUT IN THAT ROLE, I WAS ABLE TO SEE THE AMAZING CHANGES THAT OCCURRED OVER THE YEARS AS OUR OLDER SCHOOL BUILDINGS LIKE LYNWOOD HIGH SCHOOL, UM, HAVE BEEN CAREFULLY REPLACED WITH NEW BUILDINGS THAT ARE SAFER AND HEALTHIER AND MORE CONDUCTIVE TO EFFECTIVE LEARNING. I'VE ALSO SEEN FIRSTHAND THE HUGE POSITIVE IMPACT THAT STUDENTS AND STAFF GET FROM KEEPING THEIR TECHNOLOGY UP TO DATE. SO THIS THREE MINUTES THAT I HAVE DOESN'T GIVE ME TIME TO GO INTO DETAILS ABOUT THESE TWO PROPOSITIONS, BUT I ENCOURAGE EVERYONE TO GO TO THE DISTRICT WEBSITE TO SEE THE INFORMATION AVAILABLE. THEY ARE DOING A GREAT JOB TO EXPLAIN WHAT IS THE MONEY GOING TO BE SPENT ON, AND HOW WILL IT AFFECT ALL OF THE PROPERTY OWNERS IN THE DISTRICT. I'VE LEARNED THAT THE STATE DOESN'T PROVIDE FUNDS FOR EITHER REBUILDING SCHOOLS OR BUYING TECHNOLOGY FOR OUR STUDENTS AND STAFF, SO THE DISTRICT HAS TO ASK THE COMMUNITY VOTERS FOR SUPPORT. AND I'VE ALSO LEARNED THAT HOW THE LOCAL PROPERTY TAX STRUCTURE IS SET UP IN WASHINGTON STATE, THAT THESE TWO PROPOSITIONS WON'T REALLY BE ADDING TO THEIR TAX LOAD. AND AGAIN, TELLING PEOPLE, YOU SHOULD GO TO THE DISTRICT WEBSITE TO SEE THE DETAILS OF WHY IS THAT POSSIBLE? OKAY, SO I'M GOING TO ENCOURAGE EVERYBODY PLEASE VOTE YES FOR BOTH PROPOSITIONS BY FEBRUARY 13TH BECAUSE IT'S IMPORTANT FOR TO SUPPORT OUR STUDENT LEARNING. SO THANK YOU. OKAY. NEXT CAROLYN GASKILL. GOOD EVENING. MEMBERS OF THE BOARD, DOCTOR MINER, STUDENT REPRESENTATIVES. THANK YOU FOR THE OPPORTUNITY TO BE HERE TONIGHT TO SHARE MY THOUGHTS ON PROPOSITIONS ONE AND TWO. MY NAME IS CAROLINE GASKILL AND I LIVE IN EDMONDS. MY SON WILL BE IN KINDERGARTEN AT WESTGATE ELEMENTARY NEXT YEAR, AND I'M A CERTIFICATED TEACHER WORKING AS A TEACHER ON SPECIAL ASSIGNMENT FOR THE EDMONDS SCHOOL DISTRICT. I'M ALSO A VOLUNTEER FOR YES FOR ESD KIDS, WHICH IS A COMMUNITY ORGANIZATION COMMITTED TO THE PASSING OF BONDS AND LEVIES FOR OUR SCHOOL DISTRICT. [00:40:01] I'M HERE THIS EVENING TO ASK FOR YOUR SUPPORT FOR PROPOSITIONS ONE AND TWO, AS COMMUNITY MEMBERS AND VOTERS, AND TO SUPPORT OUR CAUSE IN ANY WAY THAT YOU ARE ABLE, INCLUDING VISITING OUR WEBSITE. YESFORESDKIDS.ORG. MY SON IS CURRENTLY IN PRE-K, AND TO SAY THAT HE LOVES SCHOOL WOULD BE AN UNDERSTATEMENT. EVERY TIME WE DRIVE BY WESTGATE HE ASKS, MOM, WHEN DO I GET TO GO TO SCHOOL HERE? WESTGATE IS A WONDERFUL SCHOOL WITH DEDICATED TEACHERS, ADMINISTRATORS, STAFF AND FAMILIES. WE ARE REALLY LOOKING FORWARD TO JOINING THE COMMUNITY NEXT FALL. MY HUSBAND, SEAN AND I ARE SUPPORTING PROPOSITION ONE, THE CONSTRUCTION BOND, BECAUSE MANY OF OUR SCHOOLS NEED TO BE BROUGHT UP TO ACCESSIBILITY COMPLIANCE TO BE MADE MORE ENERGY EFFICIENT, AND MOST IMPORTANTLY, TO MY FAMILY AND ME TO MEET OUR HIGHER SAFETY STANDARDS. OUR BUILDINGS NEED SINGLE ENTRY POINTS AND THEY NEED TO BE MOVED AWAY FROM BUSY STREETS. THEY NEED INDOOR HALLWAYS AND WALKWAYS. THE PASSING OF PROPOSITION ONE WOULD ENSURE THAT MANY SCHOOLS IN OUR DISTRICT WOULD RECEIVE NECESSARY SAFETY AND ENERGY UPGRADES THAT WOULD BENEFIT OUR COMMUNITIES FOR YEARS TO COME. PROPOSITION TWO, THE TECHNOLOGY LEVY IS JUST AS IMPORTANT FOR OUR COMMUNITY. OUR DISTRICT NEEDS TO CONTINUE TO PROVIDE MODERN TECHNOLOGY FOR STUDENTS AND STAFF. BUT IT'S NOT JUST ABOUT MY SON HAVING A COMPUTER. IT'S ABOUT CREATING A CULTURE OF DIGITAL CITIZENSHIP, OF ACCESS TO LEARNING FOR ALL STUDENTS. OF PROVIDING STUDENT CHOICE AND CREATIVITY IN HOW THEY DEMONSTRATE THEIR LEARNING, AND ABOUT TEACHING STUDENTS HOW TO NAVIGATE THROUGH A WEALTH OF INFORMATION. OUR DISTRICT INCORPORATES TECHNOLOGY IN A WAY THAT MAKES LEARNING INTERACTIVE, AND THAT ALLOWS STUDENTS TO BE AGENTS OF THEIR LEARNING. STUDENTS ALSO GET TO WORK COLLABORATIVELY TO DO PROGRAMING WITH ROBOTICS, WHICH PROVIDES ACCESS TO ALL STUDENTS AND ALLOWS THEM TO DEVELOP 21ST CENTURY SKILLS SUCH AS COMMUNICATION AND PROBLEM SOLVING. THESE ARE EXPERIENCES THAT ALL STUDENTS, INCLUDING MY SON, SHOULD BE ABLE TO HAVE IN ELEMENTARY SCHOOL. AS A PARENT, TEACHER AND MEMBER OF YES FOR SD KIDS. I URGE YOUR SUPPORT FOR PROPOSITIONS ONE AND TWO. OUR SCHOOLS ARE INTEGRAL TO OUR COMMUNITY, AND THE CONSTRUCTION BOND AND TECHNOLOGY LEVY ARE CRUCIAL FOR MEETING THIS COMMUNITY'S NEEDS. I INVITE YOU TO JOIN OUR CAUSE. EXPLORE MORE DETAILS ON YES FOR SD KIDS ORG AND CONSIDER THE LASTING IMPACT YOUR SUPPORT CAN HAVE ON OUR STUDENTS, TEACHERS, AND COMMUNITIES. TOGETHER, LET'S BUILD A FUTURE WHERE EVERY CHILD, INCLUDING MY SON, HAS ACCESS TO A SAFE, INNOVATIVE AND ENRICHING EDUCATIONAL ENVIRONMENT. THANK YOU. NEXT UP IS KALI SPEAR. HELLO. UH, I WAS WAITING FOR IT TO GO. OKAY. UM, THANK YOU FOR HAVING ME HERE TONIGHT. MY NAME IS KELLY SPEAR, AND I LIVE IN EDMONDS. AND I'M THE PARENT OF SAM SPEAR, WHO'S A FIRST GRADER AT EDMONDS ELEMENTARY. AND MY DAUGHTER ELYSE, WHO WILL BE ATTENDING NEXT YEAR AS A KINDERGARTNER. MANY YEARS AGO, I ATTENDED BRIER TERRACE MIDDLE SCHOOL. UM, AND THEN I WENT ON TO GRADUATE FROM MOUNTLAKE TERRACE HIGH SCHOOL. I DID PLAY SOCCER. WE DID NOT WIN STATE, IF THAT GIVES YOU A TIME FRAME. UM, TODAY I'M HERE TO SPEAK IN FAVOR OF PROPOSITION ONE AND PROPOSITION TWO. UH, GIVEN MY EXPERIENCE, EXPERIENCE ATTENDING SCHOOL IN A BUILDING BUILT IN THE 1960S WITH THAT LOVELY CALIFORNIA BUILD STYLE TO THEN ATTENDING A HIGH SCHOOL IN A NEW BUILDING. UM, I BELIEVE IN THE IMPORTANCE OF PROVIDING OUR STUDENTS THE ABILITY TO LEARN IN SPACES THAT ARE MEANT FOR BUILDING 21ST CENTURY SKILLS. I'M ALSO AN ADMINISTRATOR IN A NEIGHBORING DISTRICT, AND CAN SEE THE DISPARITIES BETWEEN THE LEARNING SPACES IN OUR BRAND NEW BUILDINGS AND THOSE FROM OUR OLDER BUILDINGS. WHILE STUDENTS HAVE ACCESS TO THE SAME STANDARDS AND CURRICULUM, THEY DON'T HAVE MODERN SCIENCE LABS, THEY DON'T HAVE COLLABORATIVE SPACES. AND THE SAFETY FEATURES THAT NEW BUILDS HAVE, THOSE OLD BUILDINGS JUST ARE NOT UP TO THE SAME STANDARD. IF THE BOND PASSES, SAM WOULD BE THE FIRST CLASS OF SIXTH GRADERS TO ATTEND THE NEW COLLEGE PLACE MIDDLE SCHOOL. THIS WOULD GIVE HIM AN OPPORTUNITY TO ATTEND SCHOOL IN A BUILDING THAT IS UP TO STANDARD SAFETY PRACTICES AND BUILDING CODES. IT WOULD HAVE CLASSROOM SPACES THAT MEET THE NEEDS OF TODAY'S LEARNERS, AND WOULD PROVIDE AN OPPORTUNITY FOR A THREE YEAR MIDDLE SCHOOL EXPERIENCE. THE BOND AND LEVY WILL ALSO PROVIDE MUCH NEEDED UPDATES TO SPACES FOR COMMUNITY USE. BOTH SAM AND ELLIS PLAY BASKETBALL. SEASON IS STARTING RIGHT NOW, AND LAST YEAR WE HAD THE OPPORTUNITY TO PLAY GAMES AT MEADOWDALE MIDDLE AND AT ALDERWOOD MIDDLE AND THOSE FACILITIES ARE SO BEAUTIFUL. EVEN JUST FOR THE GYM SPACE, WHICH YOU KNOW FOR PREKINDERGARTEN AND BASKETBALL IS REALLY NOT NECESSARY, BUT IT'S SUPER COOL. SO I JUST THINK ABOUT THAT FOR COMMUNITY USE BECAUSE THAT BOND AND LEVY PROVIDE UPDATES TO OTHER SPACES LIKE FIELDS ACROSS THE DISTRICT. SO THINKING ABOUT SOFTBALL, BASEBALL, SOCCER AND FOOTBALL COMING UP AS WELL. AS A PARENT AND COMMUNITY MEMBER, I HAVE A VESTED INTEREST IN ENSURING STUDENTS IN EDMONDS SCHOOL DISTRICT HAD THE BEST FACILITIES POSSIBLE. NOT ONLY WILL MY CHILDREN BENEFIT, BUT THOUSANDS OF KIDS ACROSS OUR DISTRICT AND AND AS A MEMBER OF THE CITIZENS GROUP. [00:45:05] YES, FOR ESD KIDS, I WOULD INVITE YOU TO JOIN OUR EFFORTS TO SUPPORT THIS BOND AND LEVY. WE WOULD LOVE YOUR HELP IN GETTING OUT THE VOTE. UM, WE ARE WE'RE GOING TO BE DOING PHONE BANKING DOOR BELLING. IF YOU LIKE OUR SOCIAL MEDIA, CHECK OUT OUR WEBSITE. BUT PLEASE JOIN OUR EFFORTS IN SUPPORTING THIS CAUSE FOR ALL OF OUR STUDENTS. AND THANK YOU SO MUCH FOR YOUR TIME. AND NEXT UP IS JASON MOORE. JASON MOORE. LINWOOD. UH, I WOULD LIKE TO THANK THE OR CONGRATULATE THE, UH, BOARD MEMBERS WHO JUST TOOK THEIR OATH OF OFFICE. UM, CONGRATULATIONS. AND WE WILL BE HOLDING YOU ACCOUNTABLE TO THOSE OATHS THAT YOU JUST TOOK. NEXT, UH, STUDY SESSIONS I WOULD LIKE TO COVER. UM. WE WOULD LIKE TO KNOW WHY OUR STUDY SESSIONS SCHEDULED AT 4:30 P.M., WHEN MOST PEOPLE, MOST, UH UH, COMMUNITY MEMBERS, MOST PARENTS WOULD EITHER STILL BE WORKING AT THAT TIME OR STUCK IN TRAFFIC AT THAT TIME. ALSO, THESE MEETINGS ARE NOT BEING RECORDED. SO HOW IS A MEMBER OF THE PUBLIC SUPPOSED TO REVIEW WHAT WAS DISCUSSED AT THESE MEETINGS? BECAUSE FROM MY EXPERIENCE AT THESE MEETINGS, HEAR, NO DISCUSSION IS BEING DONE. AND THAT'S WHY I WALKED OUT OF THE LAST MEETING. AND EVERYBODY VOTES YES ON EVERYTHING. SO WHERE ARE THESE DISCUSSIONS TAKING PLACE? ARE THEY TAKING PLACE AT THE STUDY SESSIONS WHEN MEMBERS OF THE PUBLIC ARE UNABLE TO ATTEND, UNABLE TO REVIEW WHAT WAS DISCUSSED? THIS IS POINTING TOWARDS A LACK OF TRANSPARENCY THAT THIS BOARD HAS, AND IT'S UNACCEPTABLE TO THE PUBLIC. NEXT, UH, THE GOOGLE DOC SIGN IN PROCESS. THE PUBLIC SHOULD NOT BE SUBMITTED TO FILL OUT A A GOOGLE DOCS TO COME AND MAKE A PUBLIC COMMENT. THERE'S ASK THAT PROTECT CITIZENS RESIDENTS PEOPLE FROM BEING SUBMITTED TO REQUIREMENTS TO PARTICIPATE IN A PUBLIC MEETING. IF WE WANT TO COME AND INSTRUCT OUR PUBLIC SERVANTS, WE SHOULD NOT BE REQUIRED TO SIGN IN TO SOME DOCUMENTS AND LEAVE ALL OF OUR PRIVATE INFORMATION IF WE DO NOT WISH TO DO THAT. NEXT THE ZOOM MEETINGS. UM, YOU KNOW, WE'VE HAD SEASONED PUBLIC COMMENTERS THAT ARE UNABLE TO ACCESS THE ONLINE SYSTEM FROM THE DISTRICT. UM, THESE ARE PEOPLE WHO ARE VERY KNOWLEDGEABLE ABOUT PUBLIC COMMENTS USING ZOOM TO MAKE PUBLIC COMMENTS, AND THEY ARE UNABLE TO FIGURE OUT HOW TO USE THE DISTRICT SYSTEM. THAT IS A BIG FLAW IN THE SYSTEM, AND IT'S IT'S OBSTRUCTING THE PUBLIC FROM MAKING PUBLIC COMMENTS. THEN I WOULD JUST LIKE TO REMIND THE PEOPLE WATCHING THIS. OR MAYBE IF THEY'RE HERE AND THEY'RE AFRAID TO SPEAK OUT AGAINST THE DISTRICT, THEY COULD CONTACT US AT PARENTS FOR SAFE SCHOOLS AT PROTON DOT ME PARENTS FOR SAFE SCHOOLS AT PROTON DOT ME. THANK YOU. NEXT WE HAVE OUR CONSENT AGENDA. [12. CONSENT AGENDA-7:45 pm] THIS IS THE SET OF ITEMS THAT ARE TYPICALLY PRETTY ROUTINE ITEMS THAT WE TEND TO VOTE ON AS A BLOCK, BUT WE CAN SEPARATE THEM OUT IF WE SO CHOOSE TO FOR VOTING SEPARATELY. UM, TONIGHT'S CONSENT AGENDA CONSISTS OF. 12 ITEMS. ONE OF THEM HAS TO DO WITH PERSONNEL. ONE OF THEM IS AN INTERLOCAL AGREEMENT WITH THE WASHINGTON STATE ARTS COMMISSION, AND TEN OF THEM ARE FIELD TRIPS, WHICH IS GREAT FOR OUR KIDS. DO I HEAR A MOTION AND A SECOND FOR APPROVING TONIGHT'S CONSENT AGENDA? I MOVE TO APPROVE. SECOND. I'VE HEARD A MOTION TO APPROVE. AND A SECOND. IS THERE ANY DISCUSSION? SO I DO HAVE TO POINT OUT THAT SOMEWHERE IN THE PROCESS THAT GOT LOST WAS THE LYNN HIGH SCHOOL FIRST ROBOTICS FIELD TRIP FOR THE DISTRICT CHAMPIONSHIP IN PORTLAND, OREGON. BUT OTHER THAN THAT, BECAUSE I DO HAPPEN TO HAVE A STAKE IN THAT FIELD TRIP, PLEASE SAY YES. ANY OTHER DISCUSSION. AND I SHOULD MENTION THAT OFTEN WHEN WE DON'T HAVE DISCUSSION, WE HAVE A GREAT DEAL OF BACKGROUND INFORMATION THAT'S AVAILABLE TO US AND THE PUBLIC ON THE [00:50:07] AGENDA WITH ALL KINDS OF BACKGROUND INFORMATION, AND WE ALL STUDY THAT. AS DOCTOR DIRECTOR NOBLE POINTED OUT, HOW MANY HOURS OF PREPARATION GO INTO OUR PREPARING FOR THE MEETING? SO WE DON'T DISCUSS AMONG OURSELVES, BUT WE DO DO OUR HOMEWORK OURSELVES, AND WE'RE GIVEN A LOT OF INFORMATION FROM STAFF. UM, SO ON ALL OF THESE THINGS, WE DO OUR DUE DILIGENCE IN THAT WAY. ANY OTHER DISCUSSION ON THE CONSENT AGENDA? HEARING NONE. I'LL CALL FOR A VOTE. ALL THOSE IN FAVOR OF APPROVING TONIGHT'S CONSENT AGENDA AS PRESENTED, PLEASE INDICATE BY SAYING AYE. ALL THOSE OPPOSED SAY NAY. ANY ABSTENTIONS AND TONIGHT'S CONSENT AGENDA IS APPROVED AS PRESENTED. WE JUST HAVE ONE REPORT THIS EVENING. [13. REPORTS-7:50 pm] ITEM 13.1, THE BUSINESS AND FINANCE REPORT, BROUGHT TO US BY EXECUTIVE DIRECTOR LYDIA SELLIE. GOOD EVENING. SO WE WERE ABLE TO WORK WITH OUR SOFTWARE VENDOR AND MAKE THE CONVERSION FROM SKYWARD TO CUMULATIVE, SO THAT OUR SOFTWARE VENDOR COULD READ THE DATA FOR THIS REPORT. SO IF YOU GO. DO. OH, SORRY. YOU GAVE ME THE CLICKER. OKAY, SO WHEN I WROTE THIS REPORT, I NOTED THAT THE GENERAL FUND BALANCE IS 5.7 MILLION BELOW LAST OCTOBER. WE ACTUALLY HAVE A NEGATIVE CAPITAL PROJECTS, UM, REVENUE. IT'S AN ACCRUAL BACK TO LAST YEAR. SO THAT NUMBER REALLY SHOULD SAY 4.8. AND THAT WILL BE CORRECTED SHORTLY. UM, FOR THE REST OF THIS YEAR, WHEN YOU LOOK AT THE CAPITAL PROJECTS FUND REVENUE BUDGET AT $306 MILLION, THAT INCLUDES CAPACITY IN CASE THE BOND IS SUCCESSFUL. AND WE WOULD, UM, SELL A PORTION OF THOSE BONDS HOPEFULLY BEFORE THE FISCAL YEAR CONCLUDES AT THE END OF AUGUST. AND THEN I MENTIONED THIS A COUPLE MONTHS AGO. OUR BUS VENDORS WERE A LITTLE BIT LATE ON, UM, THE BUSSES WE ORDERED IN 2223. SO WE DID RECEIVE THE FINAL THREE BUSSES FROM LAST YEAR'S ORDER. THEY'VE BEEN RECEIVED AND PAID. SO THEY WILL SHOW UP IN THIS YEAR'S FINANCIAL REPORT. UM, BUT WE ARE NOT PLANNING ON SPENDING ALL OF OUR EXPENDITURE CAPACITY THIS YEAR, SO THAT WILL BE FINE. WHEN YOU LOOK AT LOCAL NON TAX, WHAT'S CHALLENGING HERE IS YOU'RE COMPARING A LOCAL NON TAX BUDGET TO CURRENT YEAR TO DATE. BUT WHEN YOU LOOK AT LAST YEAR YOU GET TO SEE THE ENTIRE YEAR'S COLLECTIONS. SO IT LOOKS A LITTLE BIT SKEWED. UM LOCAL NON TAX INCLUDES CONTINGENCY BUDGET ON BOTH REVENUES THIS SIDE AND EXPENDITURES THAT ARE EXACTLY EQUAL. AND THAT GIVES US THE ABILITY IN CASE WE GET ANY LOCAL GRANTS THAT WE DIDN'T ANTICIPATE AT THE TIME OF THE BUDGET ADOPTION THAT WE CAN ACTUALLY RECEIVE ON THOSE GRANTS. UM, FEDERAL REVENUES, AGAIN, BECAUSE OF THE ACCRUAL PROCESS THROUGH OSP. UM, THEY ARE CURRENTLY LOOK NEGATIVE, BUT THAT IS NORMAL FOR THIS TIME OF YEAR. AND THEN WHAT IS A LITTLE UNUSUAL WAS UM, WE ALSO DID THAT FOR THE CAPITAL PROJECTS TRANSFERS. AND THAT WILL ALSO BE, UH, RATED BY THE END OF THIS CALENDAR YEAR. IF YOU LOOK AT OUR TOP TEN SOURCES OF REVENUES, THERE ARE OVER 100%. AND THE MATH WORKS BECAUSE OF THOSE NEGATIVE NUMBERS. SO AGAIN, WHEN FEDERAL REVENUES IN THAT TECHNOLOGY TRANSFER ARE COMPLETED FOR THIS FISCAL YEAR, THAT WILL REPORT CORRECTLY. UH, OCTOBER IS TWO MONTHS OUT OF 12. THAT'S 16.67% OF THE SCHOOL YEAR OR THE FISCAL YEAR. AND EXPENDITURES ARE BASICALLY RIGHT AT THAT SAME DOLLAR AMOUNT. HERE IS OUR GRAPH. IF YOU GO BACK TO THE, UH, LIGHT GREEN. ISH LINE WHICH SAYS PRIOR YEAR THREE UM BEFORE ESSER FUNDS, WHICH ARE PANDEMIC RELIEF FUNDS. THAT IS THAT TYPICAL PATTERN IS THAT WE HISTORICALLY DON'T GO UP IN AUGUST BECAUSE OF THE WAY REVENUES AND EXPENDITURES, [00:55:04] REVENUES COME IN AND EXPENDITURES GO OUT. AND SO, UM, SINCE WE ARE ALMOST COMPLETE WITH ESSER FUNDING, YOU ARE GOING TO SEE, UH, WE EXPECT THAT AUGUST LINE TO FLATTEN OUT BACK TO PRE-PANDEMIC TYPE DATA. SO I DO HAVE SOME GOOD NEWS. I HAVE SOME GREAT NEWS, ACTUALLY. UM, WHEN I WAS WORKING ON THIS CHART AND NOTICED THE TWO BLACK BARS ARE HIGHER THAN THE TWO BLUE BARS FROM THE PREVIOUS YEAR, THAT IS, THE BLUE BARS ARE LAST YEAR. AND SO RIGHT NOW ENROLLMENT IS ACTUALLY HIGHER THAN IT WAS A YEAR AGO. SO THAT IS VERY, VERY POSITIVE. AND UM, WHEN WE DO A LITTLE BIT OF A DEEPER DIVE ON NOVEMBER, WE'LL UM, COME UP WITH A NEW ESTIMATE. BUT IT'S LOOKING MUCH CLOSER TO THE ENROLLMENT BUDGET FOR THE YEAR. SO THAT'S FANTASTIC. AND THEN ON THE OTHER REPORT. THAT'S CORRECT. SO JUST WANTED TO POINT OUT, UM, WE BELIEVE THAT, UM, ENCUMBRANCES ARE WORKING PROPERLY, BUT I WOULD LIKE ANOTHER MONTH JUST TO KIND OF VERIFY THAT DATA SINCE WE HAVE THE CONVERSION. SO, YOU KNOW, WE HAD A LITTLE BIT OF HICCUPS ON RECORDING PAYROLL EXPENDITURES, ALTHOUGH, UM, UH, OR EXCUSE ME, ENCUMBRANCES THOUGH, VENDOR ENCUMBRANCES WERE WORKING PROPERLY. SO, UM, WE'LL DO ANOTHER LOOK IN NOVEMBER. BUT OTHERWISE, UM, THE ACTUAL IS DEFINITELY CORRECT. SO ANY QUESTIONS FOR OCTOBER? I THINK WE'RE GOOD. THANK YOU SO MUCH. APPRECIATE ALL THE WORK THAT GOES INTO THAT. NEXT WE HAVE UNFINISHED BUSINESS. [14. UNFINISHED BUSINESS- 8:10 pm] I'LL TURN IT OVER TO DOCTOR MINER FOR AN INTRO. THANK YOU SO MUCH. WE HAVE ONE ITEM OF UNFINISHED BUSINESS THIS EVENING. IT'S A SECOND READING TO APPROVE NEW BOARD POLICY 5004 INFECTION CONTROL. AND THERE ARE NO CHANGES BETWEEN THE FIRST AND SECOND READING OF THIS POLICY. DO I HEAR A MOTION AND A SECOND TO APPROVE THE NEW BOARD POLICY? 5004 ON INFECTION CONTROL MOVED TO APPROVE. I SECOND, I'VE HEARD A MOTION TO APPROVE. AND A SECOND. IS THERE ANY DISCUSSION? THIS IS THE WSSDA POLICY, CORRECT? IF I REMEMBER FROM LAST, FROM WHEN WE FIRST LOOKED AT IT, UH, IT'S A LONG AND IT'S A LONG ENCOURAGED POLICY BY WSSDA. WE, UM, IT IS CONSISTENT WITH WSSDA. THERE MAY BE SOME SMALL TWEAKS. I ACTUALLY CAN'T REMEMBER FROM THE FIRST READING. IF THERE ARE, THEY'D BE MINOR, BUT IT'S BASICALLY WHAT WE'VE BEEN DOING ANYWAY? CORRECT, IT, WE'VE BEEN IMPLEMENTING THE PRACTICES AND PROCESSES, BUT HAD NOT CODIFIED THOSE IN OUR POLICY. ANY OTHER QUESTIONS OR COMMENTS? OKAY, I'LL CALL FOR A ROLL CALL VOTE. 5004 ON INFECTION CONTROL IS APPROVED. WE HAVE FOUR ITEMS OF NEW BUSINESS THIS EVENING. [15. NEW BUSINESS- 8:15 pm] THE FIRST IS A SINGLE READING WITH A RECOMMENDATION BY STAFF TO APPROVE THE BUILDING COMMISSION REPORT FOR PHASE TWO OF THE REPLACEMENT OF SPRUCE ELEMENTARY SCHOOL. DO I HEAR A MOTION TO APPROVE, AND A SECOND FOR THE BUILDING COMMISSIONING REPORT FOR PHASE TWO OF THE REPLACEMENT OF SPRUCE ELEMENTARY SCHOOL? I MOVE TO APPROVE. SECOND. I'VE HEARD A MOTION TO APPROVE. AND A SECOND. IS THERE ANY DISCUSSION? IT'S JUST A LOVELY BUILDING AND I'M VERY PROUD OF IT. IT IS A LOVELY BUILDING AND THERE'S GOOD THINGS GOING ON THERE. ANYTHING ELSE? I'LL CALL FOR A ROLL CALL VOTE. AND THE BUILDING COMMISSIONING REPORT FOR PHASE TWO OF THE REPLACEMENT OF SPRUCE ELEMENTARY SCHOOL IS APPROVED. THE SECOND ITEM IS 15.2. SINGLE READING RECOMMENDATION BY STAFF TO APPROVE A CONTRACT TO SECURITY SOLUTIONS FOR THE PURCHASE AND INSTALLATION OF ACCESS AND INTRUSION [01:00:02] CONTROL SYSTEMS. THIS IS PART OF THE 2023 SECURITY UPGRADES PROJECT, AND THIS CONTRACT IS A PART OF THE WASHINGTON LEARNING SOURCE CONTRACT. DO I HEAR A MOTION AND A SECOND TO APPROVE THE CONTRACT AWARD TO SECURITY SOLUTIONS FOR PURCHASE AND INSTALLATION OF ACCESS AND INTRUSION CONTROL SYSTEMS. MOVE TO APPROVE. SECOND. I'VE HEARD A MOTION TO APPROVE, AND A SECOND. IS THERE ANY DISCUSSION? AND I WANT TO POINT OUT THIS IS SUPPORTED BY THE 2020 LEVY. AND WE ALWAYS APPRECIATE THAT OUR VOTERS APPROVED THAT AND GAVE US THEIR SUPPORT SO WE CAN KEEP THIS TECHNOLOGY UP TO DATE. UM, ANY OTHER DISCUSSION OR QUESTIONS? HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE. SOLUTIONS FOR PURCHASE AND INSTALLATION OF ACCESS AND INTRUSION CONTROL SYSTEMS. ITEM 15.3 IS A SINGLE READING AUTHORIZATION FOR CONTRACT AWARD. PROGRESSIVE DESIGN BUILD TEAM FOR THE MOUNTLAKE TERRACE HIGH SCHOOL. HEATING, VENTILATION AND AIR CONDITIONING HVAC REPLACEMENT PROJECT. DO I HEAR A MOTION AND A SECOND? I MOVE TO APPROVE. SECOND. IS THERE ANY DISCUSSION? I WANTED TO.. OH GO AHEAD. I GUESS I HAD A QUESTION ABOUT, UM, GENERALLY SPEAKING, WHAT IS THIS ENTIRE PROJECT LIKELY TO, UM, COST? IS THERE SOMEONE FROM CAPITAL PROJECTS WHO COULD COME TO THE MICROPHONE AND ADDRESS THAT ISSUE, PLEASE? I HAD, IT'S KIND OF A TWO PART QUESTION. ONE WAS, YOU KNOW, I UNDERSTAND THAT THIS IS THE DESIGN PART AND THAT THERE'S GOING TO BE FURTHER COSTS DOWN THE DOWN THE LINE. IS THERE ANY, YOU KNOW, BALLPARK. AND SO THE TOTAL PROJECT COST FOR MOUNTLAKE TERRACE HIGH SCHOOL HVAC REPLACEMENT IS 10 MILLION. TEN? 10 MILLION. YES. OKAY. AND SO THAT'S INCLUDING THE DESIGN, THE CONSTRUCTION, THE PERMITS, ALL OF IT. OKAY. AND MY SECOND QUESTION WAS, UM. I UNDERSTAND THAT THERE WILL BE THIS PHASE, THIS HALF MILLION DOLLAR PHASE WITH POTENTIALLY THIS, UM, THIS CONTRACTOR. UM, WHAT DO WE HAVE PROTECTIONS IN PLACE FOR IF WE DON'T LIKE THE JOB THEY DID? I MEAN, BECAUSE THE WAY IT READS NOW TO ME IS THAT, UM. WE'RE GOING TO DO ALL THIS EXPLORATORY WORK, AND WE DON'T KNOW EXACTLY WHAT IT'S GOING TO COST YOU, AND I GET THAT. UM, WHAT HAPPENS AT THE HALF MILLION MARK WHERE THEY SAY, OKAY, HERE'S OUR FINAL PRICE, BUT WE DON'T NECESSARILY WANT THEM ANYMORE. POTENTIALLY. SO IN THIS PROGRESSIVE DESIGN BUILD MODEL WE DO HAVE, THEY HAVE VERY CUTE TERMS. THEY HAVE AN OFF RAMP AND WE CAN TAKE THE OFF RAMP. WE IT'S NOT RECOMMENDED. SO WE HAVE VETTED UH, WE BELIEVE THIS IS THE BEST CONTRACTOR FOR THE PROJECT. BUT IF IN THE EVENT, AS YOU SAID, WE SOMEHOW, YOU KNOW, CAME TO LOGGERHEADS AND WE DIDN'T AGREE, UH, WE COULD GO WITH THE NEXT MOST QUALIFIED, UM, CONTRACTOR THAT WE ALREADY INTERVIEWED SO WE WOULDN'T HAVE TO GO START ALL THE WAY AGAIN. WE WOULD GO BACK TO THE NEXT HIGHEST RANKING. AND I BELIEVE WE HAD THAT AS AN ATTACHMENT, SO. THANK YOU WOULD SEE THAT. THANK YOU. AND I'M CORRECT. THIS IS COVERED UNDER OUR 2021 LEVY. IS THAT RIGHT. THE COST OF THIS. YES OKAY. WHAT I APPRECIATED IN THE BACKGROUND INFORMATION IS THE ATTENTION FOR CHOOSING AN APPROACH THAT REDUCE COSTS IN TERMS OF SUBCONTRACTORS VERSUS OVERALL CONTRACTORS. HAVING WORKED WITH CONTRACTORS AND SUBCONTRACTORS FOR JUST REMODELING PARTS OF MY HOUSE, I GET THAT. AND SO I WAS REALLY APPRECIATIVE OF SEEING THE DISTRICT BEING VERY AWARE OF THAT AND CHOOSING THE MORE COST EFFECTIVE WAY. THANK YOU. YES. THANK YOU. DO YOU WANT TO MENTION HERE THAT THIS IS ONE OF THOSE SITUATIONS WHERE I THINK AS A COMMUNITY, WE SHOULD KEEP IN MIND, MOUNTLAKE TERRACE HIGH SCHOOL IS, I BELIEVE, 50 YEARS OLD NOW. UM, IT I THINK IT'S THE OLDEST OF OUR HIGH SCHOOLS. OH, AM I WRONG? WHEN WAS IT BUILT? SO IT'S IT'S ACTUALLY WHAT WE CONSIDER ONE OF THE NEWER OLD SCHOOLS OR THE OLD, HOWEVER YOU SAY IT. [01:05:06] YEAH, I WOULD SAY IT'S LIKE 30 YEARS OLD. 30 YEARS OLD. OKAY. UM, BUT MY LARGER POINT TO THIS IS I WAS IN THERE RECENTLY. IT LOOKS LIKE THE SAME SCHOOL IS WHEN I WENT THERE. UM, AND SO, YOU KNOW, THESE ARE THE SORTS OF THINGS THAT HAPPEN WITH OLDER SCHOOLS. MOUNTLAKE TERRACE IS NOT THE NICEST NEWEST OF OUR HIGH SCHOOLS. LIKE WE THAT IS THE NEXT SCHOOL, IN MY OPINION, WHEN WE'RE LOOKING AT HIGH SCHOOLS, IT PROBABLY SHOULD GET THE WORK DONE ON IT. SO, UM, THIS DOES FEEL LIKE A BIG, LIKE A BIG OUTLAY OF MONEY, BUT I THINK IT GOES BACK TO SOMETHING THAT I'VE HEARD DIRECTOR NOBLE SAY A FEW TIMES, WHICH IS WE WANT TO BE ON A ROLLING SCHEDULE OF UPDATING OUR SCHOOLS SO THAT WE CAN, YOU KNOW, TAKE CARE OF THESE THINGS, HAVE THEM THE MOST UP TO DATE. WE DON'T HAVE THESE LIKE LITTLE, LITTLE PROJECTS THAT MAYBE ARE EXPENSIVE WHEN THE REALITY IS WHAT WE NEED IS POSSIBLY A NEW BUILDING. SO, UM, YOU KNOW, I JUST WANT TO POINT THAT OUT AS THIS IS A GOOD EXAMPLE OF A TIME WHERE PERSONALLY, TO ME, I THINK THAT THE SCHOOL ITSELF, YOU KNOW, WOULD BENEFIT FROM FROM A FULL UPGRADE. SO I WILL SUPPORT THIS. BUT I THINK THE SCHOOL ITSELF NEEDS, NEEDS A LOT. AND THAT'S JUST. YEAH. ANY OTHER QUESTIONS OR COMMENTS? UM, HEARING NONE. I'LL CALL FOR A VOTE. UM, A ROLL CALL VOTE. TEAM. UH, THE THE CONTRACT AWARD FOR THE PROGRESSIVE DESIGN BUILD TEAM FOR THE MOUNTLAKE TERRACE HIGH SCHOOL. HEATING, VENTILATION AND AIR CONDITIONING HVAC REPLACEMENT PROJECT IS APPROVED. FINAL ITEM UNDER NEW BUSINESS IS A FIRST READING NO ACTION THIS EVENING OF REVISED BOARD POLICY 3241 STUDENT DISCIPLINE. THIS IS A RELATIVELY SMALL CHANGE TO THIS POLICY. THE CHANGES ARE LIMITED TO REVISING THE TERME EMERGENCY, EXPULSION TO THE TERME EMERGENCY REMOVAL. AND THAT WAS ALL WE WERE CHANGING IN THIS ONE. EMERGENCY REMOVAL IS A MORE ACCURATE DESCRIPTION OF A SCHOOL DISTRICT'S AUTHORITY. AND THIS CHANGE IN VERBIAGE IS STATUTORILY MANDATED. SO THIS IS A FIRST READING. IT'S TIME FOR IF THERE ARE ANY COMMENTS OR QUESTIONS FOR US TO DISCUSS THAT. WELL, I DID HAVE A COUPLE OF QUESTIONS. ONE WAS, UM, IF THE PROCEDURES ARE SIMPLY GOING TO FOLLOW IF, IF THERE'S A THE PHRASE EMERGENCY EXPULSION THAT WOULD BE REPLACED WITH EMERGENCY REMOVAL. IS THAT RIGHT? THAT THAT GO WITH THIS. CORRECT. OKAY. AND SECONDLY, IF SO I UNDERSTAND WHY WE WOULD WANT TO CHANGE IT. UM, I WAS WONDERING THOUGH, SAY WE EMERGENCY, YOU KNOW, REMOVE A STUDENT FROM THE SCHOOL AS A PRECAUTION. UM, TYPICALLY WE DO THAT BECAUSE WE'RE WORRIED ABOUT SOME KIND OF THREAT, SOME KIND OF, UM, UH, DANGER. UH, BUT WHAT HAPPENS IF, UPON DISCOVERY THAT. NO, THERE WAS NO THREAT OR THE STUDENT WASN'T, YOU KNOW, THERE WASN'T ANYTHING WRONG? DOES THAT GO ON THEIR RECORD THEN? ANYWAY, SO THIS WON'T BE A CHANGE IN PRACTICE. SO I'LL GO AHEAD AND LET DOCTOR SCHWAB ADDRESS HOW WE'VE HANDLED THAT. IT WILL BE THE SAME PRACTICE WE USED, WHETHER IT WAS CALLED AN EMERGENCY EXPULSION OR AN EMERGENCY REMOVAL. BUT PART AT THE HEART OF THE QUESTION YOU'RE ASKING IS WHY WE ARE CHANGING THAT TO REMOVAL AS OPPOSED TO EXPULSION. BUT I'LL GO AHEAD AND TURN IT OVER TO DOCTOR SCHWAB. UM, SO THE WHEN A STUDENT IS IS REMOVED UNDER EMERGENCY CIRCUMSTANCE LIKE THIS, IT DOES REMAIN ON THEIR RECORD. BUT A DISCIPLINE RECORD IS CONFIDENTIAL. NOBODY SEES IT. IT'S PROTECTED UNDER FERPA. AND SO THE ONLY PEOPLE THAT CAN LEGALLY SEE WHAT IS IN A STUDENT'S DISCIPLINE FILE ARE THE STUDENT, THE PARENTS ADMINISTRATOR, AND THE STUDENT'S COUNSELOR. NO ONE ELSE IS ALLOWED TO SEE THAT INFORMATION. SO AND THAT INFORMATION DOES NOT FOLLOW THE STUDENT. WHEN A STUDENT LEAVES A SCHOOL. BUT WE DO TRACK THAT INFORMATION. WE HAVE TO REPORT IT TO THE STATE. WE'RE REQUIRED TO REMOVE ANY. WE'RE REQUIRED TO REPORT ANY KIND OF REMOVAL OF A STUDENT FROM SCHOOL TO OSPI EACH YEAR AS PART OF OUR YEARLY DISCIPLINE REPORTING, SO THAT WOULD STAY ON A STUDENT'S DISCIPLINE RECORD. EVEN SO, LET'S SAY WE EMERGENCY REMOVED A STUDENT FROM SCHOOL. WE DID OUR INVESTIGATION. WE DETERMINED THAT IT WAS NOT SUBSTANTIATED. WE WOULD RETURN THE STUDENT TO SCHOOL, WE WOULD END THE EMERGENCY REMOVAL, AND THE STUDENT WOULD RETURN TO SCHOOL. BUT THAT WOULD STILL STAY ON THE STUDENT'S DISCIPLINE FILE. AH, YEAH. IS THAT A LEGAL REQUIREMENT THEN THAT. YEAH, WE LIKE WE ARE REQUIRED TO REPORT THOSE. SO YEAH. OKAY. SO I READ THE RATIONALE FOR THE CHANGE ABOUT HOW THE TERME EMERGENCY EXPULSION COULD TARNISH THE STUDENT'S REPUTATION, AND THE LAW IS TO SERVE THE ENTIRE STATE, BUT WITHIN THE LOCAL SCOPE OF THE EDMONDS SCHOOL DISTRICT HAS THE RATIONALE FOR THE CHANGE ACTUALLY HAPPENED [01:10:07] HERE IN THE DISTRICT. WHICH IN THE PAST LIKE PREJUDICIALLY HAS LIKE HAS THE HAS AN EMERGENCY EXPULSION ACTUALLY TARNISHED A STUDENT HERE IN THIS DISTRICT? I THINK THE WAY TO THINK ABOUT THAT IS PROBABLY DIFFERENT. I THINK TO YOUR POINT, AGAIN, WE DON'T DISCLOSE. WE'RE NOT ALLOWED TO DISCLOSE WHAT HAPPENS TO A STUDENT WHEN WE TAKE A DISCIPLINARY ACTION FOR THAT STUDENT. HOWEVER, I THINK THIS IS MORE A CASE OF REALLY HELPING A STUDENT AND FAMILY WHO ARE FACING THE DISCIPLINE, UNDERSTAND THAT THIS IS AN EMERGENCY REMOVAL FROM SCHOOL AS OPPOSED TO AND IT HAS TO DO WITH THE WORD EXPULSION. THAT SOUNDS REALLY BAD WHEN YOU SAY, I'M GOING TO EMERGENCY EXPEL YOU FROM SCHOOL, DESPITE ALL THE EXPLAINING THAT WE TRY TO DO WHEN WE'RE WORKING WITH STUDENTS AND FAMILIES, THERE'S JUST THIS LIKE THIS, YOU KNOW, THE RED LIGHTS ARE FLASHING. IT'S LIKE EXPULSION, EXPULSION, I'M NEVER GOING TO GET TO COME BACK TO SCHOOL AGAIN WHEN THAT'S NOT THE CASE. THIS WAS A CASE OF A REALLY BADLY NAMED DISCIPLINARY ACTION. AND I THINK EMERGENCY REMOVAL IS FAR MORE APPROPRIATE FOR WHAT WE WANT TO DO. SO IT'S REALLY MORE ABOUT HELPING THE STUDENT AND FAMILY THAT YOU'RE WORKING WITH FEEL LESS, UM, LESS OF AN WE WANT THEM TO UNDERSTAND WE NEED TO REMOVE THE STUDENT FROM SCHOOL, BUT WE DON'T WANT THEM TO SEE THAT WORD EXPULSION AND GET FOCUSED ON THAT. YEAH. THANK YOU FOR CLARIFYING. AND I WILL SAY TO DOCTOR SCHWAB'S POINT ALSO A BIT TO YOUR QUESTION IS THAT THE FIRST WE HAD ONE OF THESE AS AN APPEAL, I THINK MY FIRST YEAR AND I SAW EMERGENCY EXPULSION, I LEGITIMATELY THOUGHT THE KID WAS NOT GOING TO BE ALLOWED TO COME BACK, LIKE I HAD NO IDEA WHAT WE WERE ACTUALLY TALKING ABOUT. SO WE GOT INTO THE PROCESS. SO I CAN COMPLETELY UNDERSTAND HOW THIS WOULD BE BENEFICIAL TO FAMILIES. ABSOLUTELY. IF THERE ARE NO OTHER COMMENTS, WE WILL BRING THAT FORWARD FOR A SECOND READING AND A RECOMMENDATION FOR APPROVAL AT THE NEXT MEETING IN JANUARY. THANK YOU. UM, DO WE HAVE ANY ADDITIONAL PUBLIC COMMENTS? OKAY, SO NEXT IS OUR LEGISLATIVE UPDATE. [17. LEGISLATIVE UPDATES] DID I BELIEVE, YES. IN THE ABSENCE OF, UH, DIRECTOR KATINS IN THE ABSENCE OF DIRECTOR CHASE THIS EVENING. UH, I'M JUST GOING TO PRESENT A BRIEF UPDATE. DIRECTOR CHASE AND I HAVE MET, AND WE LOOKED AT THE BOARD'S LEGISLATIVE PRIORITIES FROM LAST YEAR, AND WE'RE RETOOLING THOSE A BIT, AND THEN WE'LL BRING THEM FORWARD TO YOU FOR YOUR CONSIDERATION AT THE JANUARY MEETING. GREAT. THANK YOU SO MUCH. SO NEXT WE HAVE BOARD MEMBER COMMENTS. [18. BOARD MEMBER COMMENTS] WE'LL START WITH THE STUDENTS. NEHA, DO YOU WANT TO START? NO. OKAY. THAT'S GREAT. UM, KEVIN, DO YOU WANT TO MAKE A COMMENT? YEAH, AND I HOPE IT WON'T TAKE LONG. OKAY, SO, UM, I'VE COME ON TO THIS BOARD TO TALK ABOUT STUDENT ENGAGEMENT AND MAKING SURE THAT STUDENTS ARE DOING WHAT SHOULD BE DONE. AND SOMETIMES IT THEY MIGHT NOT RECEIVE THE SUPPORT THAT THEY NEED. LIKE THE WEEK OF THANKSGIVING ON A MONDAY MORNING, UH, SOMEONE CAME IN FOR TUTORING AT THE EDMONDS COLLEGE LEARNING SUPPORT CENTER FOR QUICKBOOKS ONLINE, AND I HAPPEN TO BE THE ACCOUNTING TUTOR AVAILABLE. AND IT'S IRONIC BECAUSE I COULD NOT UNDERSTAND THE FINANCIAL REPORT THAT WAS JUST PRESENTED EARLIER. UM, SO I TENDED TO HER, I HELPED HER WITH WHAT YOU NEED TO DO. AND DURING THE SESSION, SHE TALKED ABOUT HOW SHE WAS NOT RECEIVING THE SUPPORT FROM HER INSTRUCTOR AND THAT THE COMMUNICATION WAS SUBPAR AND ABSENT. AND AS A RESULT, THAT SHE WOULD NOT CONTINUE TO LEARN AT EDMONDS COLLEGE. SO NOW, IF WE TAKE THIS IN THE CONTEXT OF THE EDMOND SCHOOL DISTRICT HIGH SCHOOLS, I THINK THAT THIS OPENS UP A NEW PERSPECTIVE TO ME, IN THAT THE STUDENTS WHO DO WANT, ARE ENGAGED AND WANT TO LEARN MIGHT NOT ACTUALLY BE RECEIVING THAT THEY NEED AND SHOULD RECEIVE MORE STUDENT TEACHER COMMUNICATION THAT BACK AND FORTH SO THAT THEY CAN ACTUALLY FEEL CONNECTED AND INCLUDED WITH THE ACADEMIC ENVIRONMENT. OKAY, DIRECTOR SMITH. ALL RIGHT. UM, I JUST WANTED TO DO A FEW ODDS AND ENDS HERE. UM, DON'T HAVE ANYTHING BIG TO TALK ABOUT, BUT I DID WANT TO TOUCH JUST BRIEFLY. WE DID HAVE A PUBLIC COMMENTER SAY THERE WERE SOME ISSUES LOGGING ON TO ZOOM. I KNOW THAT IN THE PAST WE DID HAVE SOME ISSUES WITH ZOOM. I HOPE THAT IF COMMITTEE MEMBERS HAVE THESE ISSUES, THERE ARE PEOPLE ON STAFF WHO CAN HELP THEM. UM, YOU KNOW, LET YOU KNOW THAT, UM, AND I TRUST THAT, YOU KNOW, THE DISTRICT WILL WORK WITH THOSE PEOPLE TO GET THEM ON IF THEY ARE HAVING PROBLEMS MAKING COMMENTS VIA ZOOM. WE DEFINITELY KEEP THOSE COMMENTS OPEN, BECAUSE WE DO WANT TO HEAR FROM THE PEOPLE WHO CAN'T MAKE IT TO OUR MEETINGS. SO, UM, PLEASE REACH OUT IF YOU'RE STILL HAVING PROBLEMS. I'M SURE THAT THAT WILL BE TAKEN CARE OF. IF IT ISN'T, COME BACK, LET US KNOW IT'S NOT, AND WE'LL WORK WITH THE DISTRICT SOME MORE TO MAKE IT HAPPEN FOR YOU, BECAUSE IT'S IMPORTANT. [01:15:06] UM, I ALSO WANTED TO MENTION THAT, UM, I DIDN'T SAY IT DURING THE STUDENT PRESENTATIONS, THE SPORTS PRESENTATIONS. UM, I'M VERY PROUD OF ALL OF OUR STUDENTS, ALL OF OUR STUDENT ATHLETES. I, AS A FOOTBALL OFFICIAL, HAVE GOTTEN TO SEE THE THREE WHO ARE UP HERE FOR FOOTBALL. AND THEY DID HAVE GREAT SEASONS. THEY DID EACH STAND OUT THIS YEAR, UM, IN THE GAMES THAT I WORKED AND UM, ESPECIALLY ZAVEON WAS A VERY, VERY GOOD RUNNING BACK AND I AM VERY EXCITED. I'M SURE THAT HE WILL BE MOVING TO A LARGER STAGE NEXT YEAR, AND I'M EXCITED TO KEEP TRACK OF HIS CAREER. HE'S A VERY, VERY GOOD ATHLETE AND A VERY STRONG ATHLETE. I ALSO WANTED TO MENTION THAT I UM, WHEN I DO OFFICIATE IN FOOTBALL, IT'S KING COUNTY, SO I DON'T SEE AS IT'S MAINLY LIKE ADULTS WHO WANT SOMETHING TO DO WHEN I DO BASKETBALL IN SNOHMISH COUNTY, A LOT OF THOSE ARE TEACHERS AND ADMINISTRATORS THAT COME OUT AND OFFICIATE WITH US. SO I GET AN OPPORTUNITY TO TALK TO SOME OTHER DISTRICTS IN A WAY THAT I DON'T GET TO A LOT OF THE TIME. AND, UM, I'VE BEEN HEARING SOME REAL TOUGH STORIES BUDGET WISE, FROM A LOT OF DISTRICTS. IT'S NOT JUST US, UM, SOME DISTRICTS WHO ARE TALKING ABOUT NOT BEING ABLE TO OFFER ATHLETICS ANYMORE, SOME DISTRICTS WHO ARE WORRIED ABOUT THEIR PAYROLL SITUATION, UM, DISTRICTS WHO ARE WORRIED ABOUT LAYING OFF TEACHERS OR CLOSING SCHOOLS OR OPENING BARGAINING LIKE REAL DIRE STUFF FOR THEM. UM, AND IT'S A BLESSING FOR US THAT WE'RE NOT THERE, BUT IT'S ALSO A CAUTIONARY TALE. YOU KNOW, THEY DIDN'T GET THERE OVERNIGHT. THEY JUST SLOWLY LOST FUNDING OR SLOWLY SPEND IT ON CERTAIN THINGS. AND NOW THEY'RE IN A POSITION WHERE IT'S REALLY TOUGH FOR THEM. UM, SO AS THIS HOLIDAY SEASON, I HOPE THAT EVERYONE GETS TO GO HOME AND SPEND TIME WITH THEIR FAMILY, ENJOY IT. AND IF YOU ARE SOMEONE WHO HAS A MAYBE DOESN'T HAVE A CHILD IN THIS DISTRICT, BUT HAS A FAMILY MEMBER WHO DOES SPARE A THOUGHT FOR US, ASK THEM HOW. HOW IS YOUR SCHOOL? HOW ARE THINGS FOR YOU? JUST KEEP THAT IN THE BACK OF YOUR MIND. WE HAVE A LOT OF BUDGET TALKS COMING UP HERE IN THE EARLY PART OF NEXT YEAR. THE LEGISLATURE GOES INTO SESSION BY THE TIME WE HAVE OUR NEXT MEETING. UM, SO THERE'S A LOT OF STUFF, A LOT OF WORK FOR WHEN WE GET BACK. SO I DO HOPE EVERYONE HAS A VERY ENJOYABLE HOLIDAY SEASON. UM, AND I HOPE THAT YOU GET AN OPPORTUNITY TO TALK TO SOME OF THE PEOPLE IN OUR DISTRICT THAT HAVE FIRST HAND, UM, EXPERIENCE WITH WHAT'S GOING ON SO YOU CAN GET A GOOD VIEW ON WHAT'S HAPPENING. THANKS. DIRECTOR NOBLE. YEAH. JUST ONE, ONE MORE TIME TO THANK THE VOTERS AND CITIZENS OF OUR DISTRICT FOR SUPPORTING ME. IT'S CERTAINLY BEEN A FANTASTIC HONOR TO SERVE YOU. AND I THANK YOU VERY, VERY MUCH. AND WE THANK YOU AGAIN. DIRECTOR KILGORE. OH. THANK YOU. AND YES, THANK YOU, DIRECTOR. UH NOBLE. UH, IT'S BEEN SUCH A WONDERFUL HONOR AND PLEASURE TO SERVE WITH YOU, AND I WISH YOU THE BEST. UM, I ALSO WAS THINKING, AS THE STUDENT ATHLETES CAME IN SO THAT WE COULD HONOR THEM, I REALIZED HOW MUCH THEY HONOR US. YOU KNOW, THAT'S THAT'S WHERE I REALLY GET MY. MY BEST FEELINGS IS SEEING THEM EXCEL. AND SO IT'S THANK YOU, DOCTOR MINER, FOR BRINGING THEM IN, AND I, OF COURSE, TRY TO GET OUT THERE AND SEE THEM, UM, AT THE SCHOOLS AS WELL. THEY HONOR US EVERY DAY. UM, I'LL ADD MY VOICE TO THOSE WHO ARE SPEAKING OUT IN FAVOR OF THE, UH, THE CAPITAL BOND. I THINK I'M ALLOWED TO SAY THAT I'M A RIGHT. I'M A I WOULD NOT DO IT. UH, IN. YOU'RE WEARING YOUR BOARD MEMBER HAT. YOU ARE A PRIVATE CITIZEN IN YOUR OFF HOURS. OKAY, WELL, I WILL JUST SAY THEN. NEVER MIND. UM. NEVER MIND. I'LL DO THAT. DO OTHER THINGS ELSEWHERE. BUT, UM, I CAN SAY THAT AGAIN, I DO GET OUT TO THE SCHOOLS, AND THERE IS SUCH A DIFFERENCE BETWEEN ONE AND THE NEXT. AND THERE'S ALSO SUCH A DIFFERENCE IN HOW THE SCHOOL, HOW THE KIDS ARE, UM, ARE LEARNING IN THOSE VARYING ENVIRONMENTS. AND SO I'LL JUST SAY THAT, UM, ALSO, I GUESS I'VE HAD THE CHANCE TO BE OUT IN THE SCHOOLS SINCE LAST WE MET. I'VE ALSO HAD THE CHANCE TO BE OUT IN THE COMMUNITY CELEBRATING THE UPCOMING HOLIDAYS, AND I WISH EVERYONE JUST THE VERY BEST HOLIDAY. THANKS. THANK YOU. TONIGHT WAS REALLY AN INTERESTING EVENING, BOTH THE CELEBRATORY PIECE OF IT AND ALSO THE FACT THAT WE RECOGNIZE THAT WE'RE FACING CHALLENGES AND WE KNOW THAT THAT'S HAPPENING. UM, THE CELEBRATION OF THE STUDENT ATHLETES WAS WONDERFUL. I TEARS COME TO ME EASILY WHEN IT'S GREAT THINGS FOR KIDS, AND IT WAS SUPER TO SEE THAT WE I THINK THIS YEAR, THIS IS THE FIRST TIME WE'VE BEEN ABLE TO REALLY CELEBRATE ATHLETES. WE'VE CELEBRATED OTHER GROUPS, BUT IT WAS VERY DELIGHTFUL. I ALSO SAY, YAY US, I CELEBRATE US! THIS IS THE FIRST TIME THE EDMONDS SCHOOL BOARD HAS RECEIVED. [01:20:02] I THINK IT'S THE FIRST TIME THE SCHOOL BOARD HAS EVER EVEN APPLIED TO BE A BOARD OF DISTINCTION, AND THE FACT THAT WE WERE THAT WE EARNED IT, WE WERE AWARDED. THIS SHOWS THE FACT THAT AS A GROUP, WE HAVE ALL REALLY WORKED HARD. AND WE HAVE TO REALLY ALSO THANK DOCTOR MINER FOR HER ROLE IN HELPING US TO MAKE SURE THAT WE HAVE STRONG GOALS, THAT WE STICK WITH, THE GOALS THAT WE ALIGN OUR GOALS WITH, THE STRATEGIC PLAN, THAT WE ALIGN OUR GOALS WITH STANDARDS, THE ADA STANDARDS, ALL OF THESE THINGS ARE WHAT THEY'RE LOOKING FOR. AND WE HAD WE HAD TO SHOW EVIDENCE, AND WE SHOWED EVIDENCE THAT WE WERE DOING ALL OF THE THINGS THAT THEY WERE LOOKING FOR, FOR A BOARD OF DISTINCTION. AND I'M VERY PROUD OF US FOR, FOR DOING THAT. UM, HOPEFULLY WE CAN CONTINUE DOING THAT YEAR AFTER YEAR. UM, AND I'M GLAD WE DID IT WHILE DIRECTOR NOBLE WAS STILL ON THE BOARD SO HE COULD SAY HE ALSO SERVED ON A BOARD OF DISTINCTION. I WANT TO THANK MY BOARD COLLEAGUES FOR THEIR YOUR CONFIDENCE AND TRUST IN ME CONTINUING TO BE PRESIDENT. BUT IT DOES TAKE A VILLAGE AND WE WORK WELL AS A VILLAGE, EVEN WHEN WE DISAGREE, WE WORK WELL AS A VILLAGE. AND I REALLY APPRECIATE EVERYBODY'S ROLE ON THIS BOARD. UM, I DO WANT TO ALSO SHARE, AS WE THINK ABOUT THE BUDGET WOES, AS DIRECTOR SMITH BROUGHT UP, UM, I KNOW IN PREVIOUS MEETINGS I HAVE MENTIONED THAT I HAVE PARTNERED WITH ANDY NOFZIGER, WHO IS THE PRESIDENT OF THE TEACHERS ASSOCIATION FOR THE EDMONDS SCHOOL DISTRICT, ON A FUNDING ADVOCACY LETTER THAT WE. FINALIZED AFTER GOING THROUGH MANY, MANY, MANY REVISIONS WITH OTHER SCHOOL BOARD PRESIDENTS AND OTHER EDUCATORS. DISTRICT EDUCATION ASSOCIATION PRESIDENTS ACROSS THE STATE. UM, WHO PARTNERED WITH US ON THIS? UM, WE ENDED UP WITH 25 COSIGNERS OF A LETTER THAT WE SENT TO THE LEGISLATORS, ALL THE LEGISLATORS WE SEND TO THE GOVERNOR AND WE SENT TO CHRIS REYKDAL. UM, OF THE 25, A COMBINATION OF SCHOOL BOARD PRESIDENTS AND UH, LOCAL EDUCATION ASSOCIATION PRESIDENTS REPRESENT 18 DISTRICTS, AND WE SERVE OVER 30% OF STUDENTS IN WASHINGTON STATE. AND WE MADE IT QUITE CLEAR THAT THIS, AS DIRECTOR SMITH POINTED OUT, IS NOT A PROBLEM JUST FOR US. THIS IS A PROBLEM ACROSS THE STATE, WHICH IS WHY ANDY AND MY PARTNERSHIP WAS SO STRONG, BECAUSE IT WAS CLEAR IT'S NOT EDMONDS. IN FACT, COMPARED TO THE OTHER DISTRICTS, WE LOOK LIKE WE'RE DOING FAIRLY WELL. UM, BUT THAT THIS IS IT'S NOT A PROBLEM OF LACK OF BUDGET MANAGEMENT. IT IS A PROBLEM WITH STATE FUNDING. I'VE GOTTEN SOME VERY GOOD RESPONSES. AND ACTUALLY, JUST BEFORE COMING TO THIS MEETING, GOT NOTICE THAT THE GOVERNORS SUGGESTED BUDGET IS COMING OUT TOMORROW AND IT WILL HAVE ENHANCEMENTS FOR PRE-K 12 EDUCATION. I DON'T KNOW THE DETAILS, SO WE ALL NEED TO SORT OF LOOK AT THAT AND SEE TO WHAT EXTENT IT MAY BE HELPING US. BUT IT'S VERY POSITIVE BECAUSE I THINK PART OF THIS ADVOCACY CAMPAIGN THAT I PROMISED LAST SPRING THAT I WAS GOING TO DO SOMETHING BECAUSE OUR BUDGET CUTS WERE SO UPSETTING. UM, THAT I HAVE, UH, JUST. STUDIED WHAT THE PROBLEM IS, AND DONE A LOT OF HOMEWORK FOR TRYING TO GET A REASONABLE SOLUTION SUGGESTED TO HELP THE WHOLE STATE, AND TO HELP THE LEGISLATURE AND THE DECISION MAKERS UNDERSTAND THAT THE FUNDING FORMULAS ARE FLAWED AND NEED TO BE FIXED SO THAT THIS DOESN'T CONTINUE YEAR AFTER YEAR. SO WE'RE HOPING TO HAVE SOME LOCAL MEDIA COVERAGE OF THE LETTER COMING OUT SOON. SO I ENCOURAGE EVERYONE TO LOOK FOR THAT, AND WE WILL START ENCOURAGING ALL OF OUR CONSTITUENTS TO WRITE TO THE LEGISLATORS TO TRY, BECAUSE IT'S THE LEGISLATORS WHO WILL BE MAKING THE FINAL DECISIONS ON WHAT WE'RE ASKING FOR. UM, WE NEED A GRASSROOTS ADVOCACY CAMPAIGN TO CONTINUE TO FOLLOW UP ACROSS THE STATE. AND I KNOW OTHER DISTRICTS THAT SIGNED ON ARE ALREADY ON THE WAY DOING THAT. UM, BECAUSE I'VE SEEN IT POSTED ON SOME OTHER DISTRICT WEBSITES OF SOME MAJOR, UH, DISTRICTS. SO, UM, I JUST WANTED TO MAKE SURE EVERYBODY WAS UP TO DATE ON THAT, HOPEFULLY. UM. PEOPLE WILL UNDERSTAND THAT THE THE BOND AND LEVY HAS TO BE VOTED BY OUR LOCAL VOTERS BECAUSE THE STATE DOES NOT GIVE US MONEY FOR THAT. [01:25:02] SO WE HAVE TO LOOK TO OUR LOCAL VOTERS FOR THAT. HOWEVER, WE HAVE TO LOOK FOR TO THE STATE FOR HELPING TO FILL IN ON THE REST OF OUR BUDGET. UM, SO THAT'S WHERE WE ARE ON THAT. THAT'S THE CHALLENGE PART. BUT WE'RE GOING TO THINK ABOUT THE CELEBRATION PART. I WISH EVERYBODY A WONDERFUL HOLIDAY. UM, WE'LL MISS YOU, GARY. THANK YOU FOR ALL OF THE YEARS YOU'VE GIVEN US. JUST A COUPLE OF QUICK UPDATES FOR THOSE WHO MIGHT BE LOOKING FOR A LITTLE SOMETHING TO DO. WHILE THERE'S NO BOARD MEETINGS TO WATCH OVER THE NEXT FEW WEEKS, WE DO HAVE OUR BOND AND LEVY PRESENTATION AVAILABLE ON THE WEBSITE, AND I HOPE THAT PEOPLE WILL TUNE IN. THAT IS AN INFORMATIONAL PRESENTATION WHERE PEOPLE CAN LEARN BOTH FROM WATCHING THE VIDEO AND ALSO FROM THE WRITTEN MATERIALS THERE. YOU CAN ALSO SUBMIT QUESTIONS IF YOU'RE LISTENING AT HOME AND YOU MIGHT HAVE ADDITIONAL QUESTIONS. I WANT TO JUST TALK ABOUT ONE REALLY LOVELY EVENT I WENT TO, AND I'VE BEEN HAD THE OPPORTUNITY TO BE OUT IN OUR BUILDING SEEING A LOT OF GREAT THINGS, BUT ONE WAS A FUNDRAISER FOR, WELL, TWO I WILL SHARE. ONE IS UM, LYNWOOD HIGH SCHOOL, UH, COLLECTED 20,000 POUNDS OF FOOD, UM, FOR A LOCAL FOOD BANK. IF YOU SEE OUR PRINCIPAL FROM LINWOOD HIGH SCHOOL, THAT IS WHY HE HAS, UM, PINKER THAN THIS JACKET HAIR AT THIS TIME. BECAUSE THAT WAS, UH, THE DARE HE MADE WITH THE STUDENTS, AND THEY, UM, I DON'T THINK THEY THOUGHT HE WOULD ACTUALLY ALLOW THEM TO DO PERMANENT DYE. BUT I SAW HIM ONE DAY AND HE WAS BLOND, AND THE NEXT DAY HE HAD BRIGHT PINK HAIR. BUT THAT WAS THEIR REWARD FOR, UM, DEEP GENEROSITY FOR OUR COMMUNITY, THE LOVE AND EMPATHY AND CARE THAT OUR STUDENTS HAVE SHOWN FOR OUR ENTIRE COMMUNITY AND THOSE WHO MAY BE IN NEED IN OUR COMMUNITY. ANOTHER EVENT, UM, WAS ONE AT MEADOWDALE HIGH SCHOOL WHERE, UM, THEY HAVE A FUNDRAISER WHERE YOU CAN PAINT A BOWL, A POTTERY BOWL, AND THEN THEY HAVE A SOUP DINNER ALTOGETHER WITH THE, UM, PROCEEDS FROM THAT ALSO GOING TO SUPPORT THOSE WHO MAY BE EXPERIENCING HUNGER DURING THIS SEASON. SO BOTH AND THAT WAS A LOVELY EVENT. UM, I FELT EXTREMELY INTIMIDATED BY THE ART. THEY WERE TRULY PIECES OF ART THAT OUR STUDENTS WERE DOING, AND I WAS LARGELY DOING WHAT I WOULD CALL A DAB TECHNIQUE OF GETTING PAINT ONTO MY BOWL. BUT IT WAS A REALLY FUN EXPERIENCE, AND I'M JUST SO THRILLED BY OUR STUDENTS. UM, A NUMBER OF OUR STAFF VOLUNTEERED AT THE, UM, HOLLY HOUSE EVENTS TO HELP THEM GET ORGANIZED FOR THEIR DISTRIBUTION CENTER FOR FAMILIES WHO MIGHT BE NEEDING A LITTLE EXTRA DURING THIS HOLIDAY. SO I'M SEEING JUST THE LOVE AND CARE THAT OUR STUDENTS AND STAFF ARE SHOWING FOR OTHER MEMBERS IN OUR COMMUNITY. UH, DIRECTOR NOBLE, IT'S BEEN AN HONOR AND A PLEASURE TO SERVE WITH YOU. I'M SO GRATEFUL TO HAVE BEEN HERE FOR A VERY SMALL PERCENTAGE. I DIDN'T WORK THE TIME UP THAT WE WORKED TOGETHER, BUT A VERY SMALL PERCENTAGE OF YOUR TIME HERE. I'VE LEARNED A LOT FROM YOU AND BEEN GRATEFUL TO WORK SIDE BY SIDE WITH YOU, SO THANK YOU VERY MUCH. THANK YOU, DOCTOR MINER. AND LASTLY, ARE THERE ANY ITEMS OR TOPICS THAT WE WANT TO HAVE ADDED ON TO OUR ALREADY VERY LENGTHY LIST OF THINGS WE'LL BE WORKING ON NEXT YEAR? NO. AND WITH NO MORE. THIS REGULAR BUSINESS MEETING OF THE EDMONDS SCHOOL DISTRICT BOARD OF DIRECTORS IS ADJOURNED. THANK YOU EVERYBODY. * This transcript was compiled from uncorrected Closed Captioning.
