GOOD EVENING AND WELCOME.

[00:00:02]

THIS REGULAR BUSINESS MEETING OF THE EDMONDS SCHOOL DISTRICT BOARD OF DIRECTORS IS NOW CALLED TO ORDER, AND IT'S NICE TO SEE LOTS OF NEW FACES AND CHILDREN IN THE GROUP AND PARENTS, SO WELCOME.

THE FIRST THING I WILL BE DOING IS HAVING ROLL CALL.

[2. ROLL CALL-6:31 pm (ALL TIMES ARE ESTIMATED)]

HERE TONIGHT.

I'M NOW GOING TO ASK DOCTOR MINER TO DO THE LAND ACKNOWLEDGMENT FOR US.

[3. LAND ACKNOWLEDGEMENT-6:32 pm]

THANK YOU, DR. KATIMS. WE ACKNOWLEDGE THE ORIGINAL INHABITANTS OF THIS PLACE, THE SNOHOMISH PEOPLE AND THEIR SUCCESSORS, THE TULALIP TRIBES, WHO SINCE TIME IMMEMORIAL HAVE TAKEN CARE OF, HUNTED, FISHED AND GATHERED ON THESE LANDS.

WE RESPECT THEIR SOVEREIGNTY, THEIR RIGHT TO SELF-DETERMINATION, AND WE HONOR THEIR SACRED SPIRITUAL CONNECTION WITH THE LAND AND WATER.

BY ACKNOWLEDGING THESE HOMELANDS, WE COMMIT TO WORKING WITH TRIBAL NATIONS TO FURTHER THE EDUCATION AIMS THEY HAVE IDENTIFIED IN OUR CLASSROOMS AND SCHOOLS. THANK YOU.

AND NOW, IF EVERYBODY WILL RISE AND JOIN ME IN THE PLEDGE TO THE FLAG.

[4. FLAG SALUTE-6:33 pm]

NEXT IS APPROVAL OF TONIGHT'S AGENDA.

[5. APPROVAL OF AGENDA-6:34 pm]

DO I HEAR A MOTION AND A SECOND? I MOVE TO APPROVE. SECOND.

I'VE HEARD A MOTION TO APPROVE AND A SECOND.

IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A VOTE.

ALL THOSE IN FAVOR OF APPROVING TONIGHT'S AGENDA AS PRESENTED, PLEASE INDICATE BY SAYING AYE.

AYE. ALL THOSE OPPOSED SAY NAY.

ANY ABSTENTIONS? AND TONIGHT'S AGENDA IS APPROVED AS PRESENTED.

NEXT, I'M GOING TO TURN IT OVER TO DR.

[6. SCHOOL PRESENTATIONS- 6:35 pm]

MINOR TO INTRODUCE OUR FAVORITE PART OF THE PROGRAM, WHICH IS OUR SCHOOL PRESENTATION.

WELL, WE ARE IN FOR A REAL TREAT TONIGHT.

WE'RE GOING TO START WITH OUR CEDAR WAY ELEMENTARY SCHOOL STUDENT PRESENTATION.

AND WE'LL LET THEM TAKE A MINUTE TO GET SET UP HERE.

AND WE ARE ALL READY FOR ALL OF YOU.

WHENEVER YOU'RE READY, WE HAVE SOME MICROPHONES FOR YOU AND WE'RE.

SO THE SCHOOL BOARD AND STUDENT ADVISORS, THANK YOU SO MUCH FOR INVITING SIDDOWAY TO BE A PART OF YOUR NIGHT TONIGHT.

AS YOU KNOW, AS YOU CAN SEE, WE'VE GOT SOME VERY EXCITED PARTICIPANTS HERE UNDER THE DIRECTION OF STACEY STERNBERG, FIRST GRADE TEACHER AT CEDAR WAY ELEMENTARY SCHOOL.

SO I'LL JUST TURN THINGS OVER TO THEM.

OKAY. HI, MY NAME IS STACY STROMBERG, AND I TEACH FIRST GRADE AT CEDAR WAY ELEMENTARY.

OUR PRINCIPAL, MR. LINDBLOM, HAD ASKED IF I WOULD COME AND SPEAK ABOUT THE POSITIVE THINGS THAT ARE HAPPENING AT CEDAR WAY, AND WE HAVE RECENTLY ESTABLISHED A LIFE LAB.

AND SO I WAS EXCITED TO COME IN.

JUST SHARE ABOUT THE LIFE LAB, WHAT IT IS.

BUT YOU'RE NOT GOING TO JUST BE HEARING FROM ME.

I BROUGHT A FEW HELPERS WITH ME THAT YOU'LL HEAR FROM AND IN JUST A LITTLE BIT.

SO JUST STARTING OUT, LIFE LAB GARDEN BASED EDUCATION IS NOT A NEW CONCEPT.

THE VERY FIRST LIFE LAB SCHOOL GARDEN WAS CREATED IN 1979 AT GREEN ACRES ELEMENTARY IN SANTA CRUZ, CALIFORNIA, AND GREEN ACRES ELEMENTARY HAD A VISION, AND THAT VISION WAS TO BREAK DOWN THE BARRIERS OF BARRIERS TO NATURAL SPACES AND EXPERIENTIAL LEARNING THAT'S OFTEN CAUSED BY SYSTEMIC RACISM AND SOCIOECONOMIC DISPARITIES.

SO NOW HERE WE ARE IN POST PANDEMIC 2023.

AND A SMALL GROUP OF CEDAR WAY TEACHERS, MYSELF INCLUDED, SAW THAT WE HAD SOME SIMILAR NEEDS IN OUR COMMUNITY.

SO HOW CAN A LIFE LAB OFFER SUCH A NEEDED PATH FORWARD IN OUR EFFORTS TO IMPROVE LEARNING EXPERIENCES AND STRENGTHEN MENTAL AND PHYSICAL WELL-BEING, WHICH WE ALL KNOW THAT THERE IS A GREAT NEED FOR AND FOSTER A GREATER SENSE OF BELONGING WITHIN THE COMMUNITY.

WELL, HERE IS HOW THE CALIFORNIA DEPARTMENT OF EDUCATION ANSWERED THAT VERY SAME QUESTION IN THEIR VISION STATEMENT.

THEY SAID THAT OFFER A GARDENS OFFER DYNAMIC, BEAUTIFUL SETTINGS IN WHICH TO INTEGRATE EVERY DISCIPLINE, INCLUDING SCIENCE, MATH, READING, ENVIRONMENTAL STUDIES, NUTRITION AND HEALTH.

I WOULD ALSO ADD ART.

SUCH INTERDISCIPLINARY APPROACHES CULTIVATE THE TALENTS AND SKILLS OF ALL STUDENTS WHILE ENRICHING THE STUDENT'S CAPACITIES OF OBSERVATION AND

[00:05:09]

THINKING. AND I WOULD ALSO ADD EMPATHY.

YOUNG PEOPLE CAN EXPERIENCE DEEPER UNDERSTANDINGS OF NATURAL SYSTEMS AND BECOME BETTER STEWARDS OF THE EARTH BY DESIGNING, CULTIVATING AND HARVESTING SCHOOL GARDENS WITH THEIR OWN HANDS.

AND AT CEDAR WAY, THIS VISION IS VERY MUCH SHARED.

WE HAVE ACTUALLY SEEN THE GREAT BENEFITS, EVEN IN JUST.

THIS IS OUR SECOND YEAR WITH THE LIFE LAB, AND WE'VE SEEN THE BENEFITS FIRSTHAND.

BUT THE MOST AMAZING THING TO SEE IN THE CEDAR WAY LIFE LAB ARE THE HUGE, BIG SMILES ON THE FACES OF EVERY YOUNG GARDENER.

AND ALSO, HOPEFULLY SOMETIMES WE CAN GET A GLIMPSE OF SCOOTER THE SQUIRREL, SORT OF OUR UNOFFICIAL OR MAYBE OFFICIAL BY THIS TIME LIFE LAB MASCOT. SO FOR MY PART, I WILL LEAVE YOU WITH THE QUOTE BY RICHARD LOVE FROM THE LAST CHILD IN THE WOODS.

HE SAYS THAT PASSION IS LIFTED FROM THE EARTH ITSELF BY THE MUDDY HANDS OF THE YOUNG.

IT TRAVELS ALONG GRASS STAINED SLEEVES TO THE HEART.

AND IF WE'RE GOING TO SAVE THE ENVIRONMENT, THAT WE MUST ALSO SAVE AN ENDANGERED INDICATOR SPECIES, WHICH IS THE CHILD IN NATURE.

SO OUR READER'S THEATER IS ENTITLED LIFE LESSONS IN THE LIFE LAB.

AND OF COURSE, THE SETTING IS THE CEDAR WAY LIFE LAB.

SO I WILL GET MY HELPERS UP HERE.

NO. YOU'RE FACING ME. FACE ME.

FACE ME. I NEED YOU TO BE IN.

SO IT WAS NUMBER ONE. NUMBER TWO.

FIVE AND FEET.

OKAY. I'M GOING TO PASS THE MICROPHONE.

DO YOU WANT ME TO HOLD IT? MY NAME IS NOAH AND I PLAY WORM ONE.

MY NAME IS ZOMBIE AND I PLAY WORM TWO.

MY NAME IS LAYNE SELLIE.

I PLAY WORM THREE.

MY NAME IS AUSTIN AND I PLAY ONE FOUR.

MY NAME IS AKBAR AND I PLAY WORM FIVE.

MY NAME IS SEBASTIAN AND I PLAY FEET.

NOT AGAIN. THAT IS THE FIFTH TIME A BALL HAS BEEN KICKED IN OUR DIRECTION.

AND THAT'S NOT THE ONLY THING HEADED ON TO THE RIGHT DIRECTION.

TAKE COVER EVERYONE! HERE COMES FEET.

THAT'S IT. IT'S A LIFE.

IT'S TIME FOR SOME LIFE LESSONS FOR THOSE FEET.

I AGREE.

THIS IS THE LIFE LAB.

WHERE DID THAT BALL GO? EXCUSE ME. FEET.

WE WOULD LIKE A WORD, PLEASE.

HAVE YOU HEARD THE SAYING? TREAD LIGHTLY.

THAT IS TWO WORDS, ACTUALLY.

WHO SAID THAT? DOWN HERE WE ARE.

YOUR FRIENDLY LIFE LAB WORMS. WOW. I DIDN'T KNOW WORMS COULD TALK.

YOU JUST NEED TO KNOW HOW TO LISTEN.

LISTENING WITH YOUR EYES IS CALLED OBSERVING.

YES. AND WHEN YOU TREAD LIGHTLY, IT MEANS THAT YOU SLOW DOWN TO NOTICE WHAT IS AROUND YOU.

THEN YOU CAN MAKE CAREFUL CHOICES ABOUT WHERE YOU STEP SO YOU DON'T STEP ON LIVING THINGS LIKE US.

OR POLLINATORS THAT NEED TO SURVIVE.

FLOWERS THAT NEED TO SURVIVE POORLY.

WHAT? POLLINATORS ARE ANIMALS, LIKE BIRDS AND INSECTS THAT HELP PLANTS BY MOVING POLLEN FROM ONE PLANT TO ANOTHER.

THE PLANT HELPS THE POLLINATOR BY PROVIDING IT FOOD.

POLLEN IS THE YELLOW POWDERY STUFF IN THE MIDDLE OF A FLOWER.

IT'S THE STUFF THAT MAKES ME SNEEZE, AH CHEW.

THAT'S HOW PLANTS AND ANIMALS CAN HELP EACH OTHER.

THERE'S ALL KINDS OF TEAMWORK HAPPENING IN THE GARDEN.

TEAMWORK IS ESSENTIAL FOR LIFE.

THE LIFE LAB HAS MANY LESSONS TO TEACH YOU.

IT SURE DOES.

LIKE. BE PATIENT.

GERMINATION DOESN'T HAPPEN OVERNIGHT.

UM, I'M AFRAID TO ASK.

GERMINATION. THAT IS WHEN.

[00:10:02]

A SEED BEGINS TO SPROUT.

THAT'S ANOTHER THING GARDENING DOES TAKE COURAGE.

LIFE IS ALWAYS CHANGING, AND SOMETIMES THINGS DON'T TURN OUT THE WAY YOU WANT THEM TO.

OH, I GET THAT.

I TRIED TO GROW A BEAN PLANT ONCE, BUT IT DIED BECAUSE I OVER WATERED IT.

WELL, IT SOUNDS LIKE YOU LEARNED SOMETHING IMPORTANT FROM YOUR MISTAKE, THEN.

YOUR FAILURES ARE JUST AS IMPORTANT AS YOUR SUCCESSES.

WOW, YOU WORMS ARE PRETTY AMAZING.

IT'S TRUE. EVEN LITTLE THINGS CAN MAKE A BIG DIFFERENCE.

UM, MANNERS ARE IMPORTANT TOO.

THANK YOU FOR THE COMPLIMENT FEET.

DO YOU THINK I COULD BE A LIFELONG GARDENER? NOW THAT IS THE BIGGEST LESSON OF ALL.

THE THING IS, WE ARE ALL GARDENERS.

WHAT DO YOU MEAN? YOUR MIND IS A GARDEN.

YOUR THOUGHTS ARE THE SEEDS.

YOU CAN GROW OUR FLOWERS OR YOU CAN GROW WEEDS.

IN THAT CASE, CALL ME HANS, BECAUSE YOU'LL BE SEEING A LOT MORE OF MINE.

LET'S GET TO WORK.

THE END.

THAT WAS AMAZING.

MAYBE IF WE COULD BRING OUR STUDENTS.

WE COULD BRING THEM BACK. THEY COULD FACE OUT THAT WAY SO WE COULD HAVE THEM WITH US.

MAYBE. DO WE WANT TO STAND UP AND KIND OF.

YEAH, THESE ARE FIRST AND SECOND.

OH, FIRST AND SECOND GRADERS.

LET'S GIVE THEM ANOTHER ROUND.

WELL, NOW, WITH THE UNENVIABLE TASK OF FOLLOWING THAT GROUP, I WILL INTRODUCE OUR CEDAR WAY ELEMENTARY PRINCIPAL, CHRIS LINDBLOM, TO DO HIS PRESENTATION FOR US, HIS PRESENTATION TONIGHT.

SO WELCOME AND THANK YOU FOR BEING HERE.

THANK YOU SO MUCH FOR HAVING US HERE.

CAN WE GIVE ONE MORE ROUND OF APPLAUSE TO OUR FIRST GRADERS, SECOND GRADERS AS THEY HEAD OUT? I JUST WANT TO SAY TO THE KIDS AND THEIR PARENTS, THANK YOU SO MUCH.

AND AND DEFINITELY TO THEIR TEACHER.

YOU HAVE BEEN THE HIGHLIGHT FOR US.

WE SO APPRECIATE THE MESSAGES AND HOW WELL YOU DID IT.

THANK YOU. THANK YOU AGAIN.

AND I'LL ONLY ADD TO THAT, THAT WHAT YOU JUST SAW WAS INDICATIVE OF THE OF THE STUDENTS AND STAFF AT CEDAR WAY ELEMENTARY SCHOOL.

I HAD I HONESTLY HAD NOTHING TO DO WITH ANYTHING THAT JUST HAPPENED.

I JUST I ASKED HER, I LOVE THE WORK THAT SHE WAS DOING WITH THE LIFE LAB AND SAW IT CONNECTING TO OUR SCHOOL IMPROVEMENT PLAN AND AND THOUGHT THERE WAS A GOOD TIE IN AND SHE TOOK IT FROM THERE TO CREATE WHAT YOU JUST SAW.

AND THE STUDENTS WERE SO INCREDIBLY PUMPED TO BE A PART OF IT.

SO, SO THANK YOU.

ALL RIGHT, WELL. THANK YOU.

I AM GOING TO DO A MORE TRADITIONAL PRESENTATION AROUND OUR SCHOOL IMPROVEMENT PLAN.

JUST LIKE ANY SCHOOL, THERE ARE MANY, MANY, MANY THINGS THAT I COULD OCCUPY YOUR ENTIRE BOARD MEETING WITH TO TALK ABOUT THE THINGS THAT ARE HAPPENING AT CEDAR WAY RELATED TO OUR SCHOOL IMPROVEMENT PLAN. BUT TO KEEP THIS BRIEF, WE'RE FOCUSING JUST ON THE ONE THAT'S ATTACHED TO WHAT THE STUDENT PRESENTATION YOU SAW, WHICH IS OUR GOAL THREE STUDENT BELONGING GOAL.

AND WITH THAT, I'M NOT GOING TO READ THIS TO YOU, BUT IF YOU LOOK AT THE ACTUAL GOAL AT THE TOP, IT'S IT'S PROBABLY VERY SIMILAR, ALMOST IDENTICAL TO MANY OF THE GOALS THAT YOU'VE SEEN.

IF YOU'VE READ THROUGH THE CIP PLANS FROM ALL THE DIFFERENT SCHOOLS, THE GOAL ITSELF IS VERY, VERY TYPICAL OF OF A GOAL IN THE EDMONDS SCHOOL DISTRICT FOR GOAL THREE.

AND GRANTED, THERE'S PROBABLY MANY, MANY SIMILARITIES TO THE APPROACHES THAT EACH SCHOOL TAKES AROUND THIS, BUT THERE'S ALSO DIFFERENCES AND AND WHAT YOU SEE BELOW. IT IS OUR THEORY OF ACTION OF THE THINGS.

[00:15:01]

IF WE DO THESE THINGS, THEN OUR OUTCOME WOULD BE IN THE BOTTOM.

AND THE ONLY KEY WORDS FROM THIS THAT I'LL PULL OUT IS TRAUMA BASED INSTRUCTION, PROBLEM SOLVING STRATEGIES, AND UNDERSTANDING AND PROCESSING EMOTIONS.

THOSE ARE THE THREE KEY ELEMENTS THAT OF THE WORK THAT WE'VE BEEN DOING THE LAST COUPLE OF YEARS RELATED TO THIS.

SO AT CEDAR WAY ELEMENTARY SCHOOL, FOR YEARS AND YEARS AND YEARS, THERE HAVE BEEN MANY, MANY THINGS THAT THAT HAVE BEEN IN PLACE AT CEDAR WAY, BOTH IN THE TIME PRIOR TO ME BEING AT CEDAR WAY AND THEN CONTINUING OR ADDING TO IN THE TIME THAT I HAVE BEEN A FEW OF THESE YOU'LL ALL PROBABLY FAMILIAR WITH IF YOU WORK IN THE SCHOOL DISTRICT OR HAVE BEEN STUDENTS IN THE SCHOOL DISTRICT, AND THEY ARE PBIS AND RESPONSIVE CLASSROOMS, REALLY PROACTIVE, POSITIVE APPROACHES TO SUPPORTING STUDENTS AND THEIR GROWTH.

AT CEDAR WAY ALL OF OUR CLASSROOMS ARE PART OF BUDDY CLASSROOM PROGRAMS, A MENTORING PROGRAM WHERE STUDENTS ARE MEETING WITH EITHER OLDER KIDS OR YOUNGER KIDS AS GRADE LEVELS AND DOING ACTIVITIES ON AT LEAST A MONTHLY BASIS.

AND ONE OF THOSE IS ONE OF THOSE ACTIVITIES IS A CAMPUS CLEANUP.

BEING A PART OF THE WORK THAT STUDENTS DO WITH THEIR BUDDIES, BEING ACTIVE AND TAKING CARE OF THE CAMPUS, AND BEING A PART OF A POSITIVE ROLE WITHIN THE CAMPUS.

ACROSS THE CAMPUS, OR EXCUSE ME, ACROSS THE SCHOOL YEAR, STUDENTS HAVE, ESPECIALLY IN THE OLDER GRADES, HAVE OPPORTUNITIES TO PERFORM SERVICE.

THAT'S ACTUALLY SOMETHING THAT STARTED WITH THAT MAN OVER THERE, HAWK KRAMER, WHEN HE ADDED SERVICE TO THE PILLARS OF PBIS, WHICH IS BEING RESPECTFUL, RESPONSIBLE AND SAFE.

CEDAR WAY HAS THE ADDITION OF PROVIDING SERVICE, AND SO THERE ARE MANY, MANY OPPORTUNITIES FOR STUDENTS TO DO THAT ON OUR CAMPUS WHERE WHETHER IT'S JUST COLLECTING BALLS AT THE END OF RECESS, HELPING KINDERGARTEN STUDENTS IN THEIR CLASSROOMS TO IF WE HAVE A STUDENT THAT'S REALLY STRUGGLING OR HAVING A BAD DAY, HAVING A PEER MENTOR INSTEAD OF AN ADULT MENTOR TO HELP THEM OUT.

THOSE ARE THINGS THAT STUDENTS CAN DO.

AND OF COURSE, THE LIFE LAB THAT YOU JUST SAW THE PRESENTATION WITH THE THINGS THAT WE'VE ADDED STARTING IN THE LAST SPRING, THAT THAT SPEAK TO THE TRAUMA INFORMED INSTRUCTION AND PROBLEM SOLVING AND AND THE IDENTIFY UNDERSTANDING STUDENTS UNDERSTANDING THEIR OWN EMOTIONS IS COMING OUT OF OUT OF COVID.

WE JUST LIKE EVERY OTHER SCHOOL IN THE COUNTRY, NOTICED.

WE EXPERIENCED THAT OUR STUDENTS WERE COMING BACK WITH MORE TRAUMA IN THEIR LIFE FOR A VARIETY OF DIFFERENT REASONS AND NEEDING SOME, SOME SUPPORT FROM THE SCHOOLS THAT THAT HADN'T BEEN IN PLACE PRIOR TO IN BUILDING UP STUDENT STAMINA, THEIR UNDERSTANDING OF PROBLEM SOLVING SKILLS, WORKING TOGETHER, AND UNDERSTANDING WHERE THEIR OWN EMOTIONS ARE TAKING THEM.

AND SO OUR SCHOOL, WE STARTED A VOLUNTARY BOOK STUDY LAST SPRING.

SORRY, LAST SCHOOL YEAR AT THE VERY BEGINNING OF THE SCHOOL YEAR, AROUND THE BOOK HELP FOR BILLY, WHICH IS A BOOK THAT JUST LOOKS AT VERY BROADLY, LOOKS AT TWO STUDENTS COMING TO A SCHOOL, ONE WHO HAS LIVED A LIFE RELATIVELY FREE OF TRAUMA, AND WHAT ARE HIS EXPERIENCES AND SKILLS THAT HE BRINGS TO TO THE SCHOOL AND HOW HE COPES IN THE SCHOOLYARD VERSUS ANOTHER STUDENT WHOSE LIFE IS FILLED WITH TRAUMA, AND THE CHANGES AND DIFFERENCES THAT THAT STUDENT BRINGS TO BECAUSE OF THOSE EXPERIENCES, HOW THEY APPROACH SCHOOL AND WHAT TO EXPECT FROM THAT.

AND IT WAS, LIKE I SAID, VOLUNTARY.

I WAS LOOKING FOR A SMALL GROUP OF TEACHERS TO, TO, TO TO TAKE THAT AND MOVE WITH IT.

AND I HAD MORE I HAD THE MAJORITY OF OUR CERTIFICATED STAFF SIGN UP TO BE A PART OF THAT.

THEY MANY FOLKS SAW THE NEED AND WANTED TO BE A PART OF THAT BOOK STUDY.

AND WE HAD A GREAT YEAR SPENDING TIME READING AND DISCUSSING THE STRATEGIES DURING THAT.

AT THE END OF THE SCHOOL YEAR, OUR THE TEAM THAT WAS MEETING ON A REGULAR BASIS AGREED THAT WE NEEDED TO TAKE IT SCHOOL WIDE.

AND SO WE ADOPTED FOR OUR LAST ACTUALLY, AND WE COULDN'T WAIT TILL THIS SCHOOL YEAR STARTED.

WE STARTED IT LAST SPRING AND WE ADOPTED AND STARTED WORKING WITH CLASSROOM 180, WHICH IS IT'S BY THE SAME AUTHOR AND REALLY JUMPS IN AND TAKES A DEEP DIVE INTO TRAUMA INFORMED INSTRUCTION AND HOW TO SUPPORT STUDENTS.

THE OTHER THING THAT WE'RE JUST GETTING OFF THE GROUND, AND I'M REALLY EXCITED ABOUT THE DIRECTION IT CAN GO AND THE POSSIBILITIES, IS A STUDENT ADVISORY OF GETTING HAVING OUR STUDENTS BE ACTIVE PARTICIPANTS IN PROBLEM SOLVING THE ISSUES THAT HAPPEN AROUND

[00:20:01]

CAMPUS. AND WE WILL WE'RE JUST GETTING OFF THE GROUND WITH THAT.

SO I CAN'T SPEAK TO ALL THE GREAT WORK WE'VE DONE WITH THAT YET, BUT MY HIGH HOPES THAT IT'LL BE A WAY FOR SPECIFICALLY OUR OLDER STUDENTS, OUR FIFTH AND SIXTH GRADE STUDENTS TO GET ENMESHED WITH THE SCHOOL AND, AND HAVE THEIR VOICE BE HEARD, IN ALL ASPECTS OF OUR SCHOOL AND HELPING MAKE NOT JUST DECISION.

WELL, BEING AN ADVISOR TO WHAT THEY THINK WOULD WORK OR NOT WORK ON A SCHOOL CAMPUS.

SO THIS IS I WON'T READ THROUGH THIS.

THESE ARE THE FIVE DOMAINS WITHIN THE CLASSROOM 180 STRUCTURES.

IF YOU HAVE QUESTIONS ABOUT IT AFTERWARDS, I'M PROBABLY GOING OVER MY TIME RIGHT NOW, SO I'LL KEEP GOING.

WE'LL BE USING PANORAMA EDUCATION.

IT IS WHAT'S AVAILABLE FOR FOR MEASURING OUR STUDENTS SENSE OF BELONGING WITHIN THE SCHOOL.

THAT'S THIRD THROUGH SIXTH GRADE SURVEY THAT'S GIVEN THREE TIMES A YEAR IN THE SCHOOL DISTRICT.

THE QUESTION THAT YOU SEE FOUR QUESTIONS THERE.

THOSE ARE THE FOUR QUESTIONS WITHIN THE SURVEY THAT RELATE TO HOW STUDENTS FEEL A SENSE OF BELONGING WITHIN THE SCHOOL COMMUNITY.

THIS IS WHAT OUR DATA LOOKS LIKE SO FAR.

IT'S NEVER LIKE A TREND LINE THAT GOES DOWN.

BUT THAT'S THE REALITY.

AND THE SAME REALITY IS THAT THAT'S THE SAME.

WE WE HAVE SCORED IN THE AVERAGE RANGE FOR OUR SCHOOL DISTRICT AND IN NATIONAL NORMS, SIMILAR TO ALL SCHOOLS THAT WE'RE NOT.

THE NUMBERS THAT YOU SEE HERE ARE DEAD AVERAGE.

THEY'RE EXACTLY WHAT TYPICAL SCHOOLS ACROSS THE COUNTRY ARE SEEING WITH.

WE WOULD LOVE IT TO BE A LOT HIGHER, BUT THAT'S ABOUT IT.

AND MY LAST SLIDE, I BELIEVE JUST SHOWS YOU COMPARATIVE TO THE DISTRICT WITH 62% OF OUR STUDENTS LAST SPRING GIVING A POSITIVE RESPONSE TO THE SENSE OF BELONGING THAT IS RIGHT IN THE AVERAGE RANGE.

THIS FALL WE OUR SCORE WAS 63%.

AND SO YEAH, WE'LL BE WORKING REALLY HARD TO HAVE THAT NUMBER GO UP.

WE HAVE NO INTEREST IN BEING AVERAGE.

WE WANT TO BE WE WANT TO EXCEL AND BE ABOVE AVERAGE AND HAVE OUR STUDENTS REALLY WANT TO SEE IT IN ALL ASPECTS.

THAT'S STUDENTS AT CEDAR WAY LOVE BEING THERE AND LOVE BEING A PART OF OUR COMMUNITY.

ALL RIGHT. I FEEL LIKE I SPOKE REALLY FAST, BUT I THINK TIME WISE THAT'S PROBABLY A GOOD THING.

BUT ANY QUESTIONS FROM ANYONE? HOW WOULD TEACHERS TEACH THE BOOK "HELP FOR BILLY"? OH, THE ACTUAL BOOK ITSELF WOULDN'T BE USED IN THE CLASSROOM, ALTHOUGH HIGH SCHOOL STUDENTS I WOULD RECOMMEND IF YOU'RE LOOKING FOR A BOOK AROUND TRAUMA INFORMED INSTRUCTION, IT'S A GOOD BOOK TO READ.

BUT IT'S DEFINITELY NOT SOMETHING FOR ELEMENTARY STUDENTS TO TACKLE.

BUT THE CONCEPTS WITHIN THE BOOK ABOUT HOW TO APPROACH STUDENTS WHO ARE FACING TRAUMA IN THEIR REGULAR LIFE.

THOSE ARE THE THINGS THAT WE WANT TO PUT INTO OUR TEACHING EVERY SINGLE DAY WITH STUDENTS AND HOW WE APPROACH THEM.

AND THE OTHER BOOK, CLASSROOM 180, JUST TAKES IT TO A MUCH HIGHER LEVEL OF DEPTH, AND IT LOOKS AT ALL FACETS OF BOTH THE CLASSROOM AND THE SCHOOL AND THE ADULTS, AND HOW THEY INTERACT WITH THE KIDS IN THE SCHOOL.

ARE THERE QUESTIONS OR COMMENTS FROM STUDENTS OR THE BOARD DIRECTORS? OH, WELL.

SO. SINCE THE SCORES WENT DOWN.

WHAT IDEAS DO YOU HAVE FOR GOING FORWARD FOR IMPROVING THAT SENSE OF BELONGING? WELL, THE OUR HOPE IS THROUGH THE WORK WE'RE DOING WITH TRAUMA INFORMED INSTRUCTION, WITH OUR STUDENTS GAINING A BETTER SENSE OF SELF WITH THEMSELVES AND BEING ABLE TO A LOT OF THE ISSUES THAT AND ACTUALLY, I COULD SAY WE'RE SEEING IMPROVEMENT ON A DAILY BASIS.

IT MAY NOT BE REFLECTIVE IN THE SCORES THAT THAT ARE PRODUCED FROM THE SURVEY WITH PANORAMA, BUT WE SEE OUR STUDENTS BETTER ABLE TO PROBLEM SOLVE THINGS AND BETTER IN TOUCH WITH HOW THEY'RE FEELING ABOUT SITUATIONS, BECAUSE THAT HAD BEEN AN ISSUE FOR OUR STUDENTS, ESPECIALLY AT THE ELEMENTARY, HIGH SCHOOL STUDENTS HERE, YOU KNEW WHAT IT WAS LIKE WHEN YOU WERE HOME FOR A YEAR, AND THEN COMING BACK AND BEING AROUND LOTS AND LOTS OF OTHER STUDENTS, ELEMENTARY KIDS, THAT WAS THEIR ONLY EXPERIENCE.

THEY DIDN'T HAVE YEARS LIKE YOU DID OF BEING IN SCHOOL PRIOR TO THAT.

ELEMENTARY KIDS, THAT WAS THE ONLY EXPERIENCE THEY HAD.

SO THEY NEEDED TIME, AND THEY NEEDED TIME BEING WITH OTHER KIDS AND BEING WITH ADULTS TO HELP GUIDE THEM THROUGH THAT.

[00:25:08]

AND THAT WORK'S NOT DONE.

WE NEED TO CONTINUE DOING THAT.

SO I, I SEE THE WORK THAT WE'RE DOING RIGHT NOW.

WHILE IT MAY NOT ALWAYS BE REFLECTED IN THE SCORES WE'RE GETTING, AND THAT'S A DIFFERENT CONVERSATION, I GUESS.

WE SEE IT HAPPENING.

I JUST SO REALLY APPRECIATE THESE UPDATES ON THE SCHOOL IMPROVEMENT PLANS, AND I APPRECIATE YOU ALSO DO THAT.

YOU DID BRING SOME STUDENTS HERE.

I KNOW THAT THEY'RE VERY HARD TO FOLLOW WITH THE GARDENERS, BUT I DO AND I REALLY DO, INCORPORATING THE STRATEGIES AND THE TRAUMA AND BASED TRAUMA BASED INSTRUCTIONAL STRATEGIES, I REALLY APPRECIATE YOU CENTERING THAT TOO, BECAUSE WE REALLY ARE NOT OUT OF COVID YET.

RIGHT? AND IT'S REALLY NICE TO HEAR IT'S INFORMATIVE TO HEAR HOW THAT YOU'RE ADDRESSING THOSE AT THE SCHOOL DISTRICT.

SO THANK YOU. THANK YOU I APPRECIATE THAT.

CHRIS, I JUST WANT TO SAY THANK YOU SO MUCH AND FOR THE HONESTY THAT YOU BROUGHT TO THIS PRESENTATION AS WELL, BECAUSE WE HAVE TO LOOK AT THE EVIDENCE WE HAVE.

BUT PART OF THE EVIDENCE THAT YOU HAVE IS WHAT WE SAW WITH THOSE KIDS THERE.

SO I MIGHT BE A DATA PERSON, BUT I GO FOR QUALITATIVE AS WELL AS QUANTITATIVE.

AND IT'S CLEAR THAT THERE ARE SOME REALLY EXCITING THINGS GOING ON THAT ARE REALLY HELPING YOUR STUDENTS.

THEY WERE ARTICULATE. THEY WERE CONFIDENT.

I CAN'T IMAGINE AT THAT AGE, MY STANDING IN FRONT OF A GROUP LIKE THIS AND USING A MICROPHONE AND READING SOMETHING.

I MEAN, IT'S JUST REALLY WONDERFUL TO SEE THAT.

AND I KNOW YOU'RE DOING THAT THROUGHOUT THE SCHOOL.

SO I THINK THE COMBINATION OF YOUR LEADERSHIP THAT YOU'RE BRINGING, THAT YOU'RE SHOWING WITH YOUR SCHOOL IMPROVEMENT PLANNING AND GOALS AND LOOKING AT DATA COUPLED WITH THE EVERY DAY BEING OUT THERE GARDENING, TALKING ABOUT WHAT THAT MEANS IS, YOU KNOW, THE KIND OF COMBINATION OF THINGS THAT WE LIKE TO SEE.

SO THANK YOU SO MUCH FOR ALL THE WORK YOU'RE DOING.

THANK YOU, DR. KATIMS. ANYTHING ELSE? OKAY. THANK YOU SO MUCH.

WE REALLY APPRECIATE IT.

THANK YOU FOR THIS OPPORTUNITY.

[7. SUPERINTENDENT REPORT-6:55 pm]

NEXT ON THE AGENDA IS THE SUPERINTENDENT REPORT.

THANK YOU, DR. KATIMS. I'D LIKE TO TURN IT OVER TO DIRECTOR SMITH THIS EVENING TO SAY A FEW WORDS TO LEAD US OFF.

SO I JUST WANTED TO APOLOGIZE TO OUR COMMUNITY.

I USED PROFANE LANGUAGE AT OUR PREVIOUS BOARD MEETING, AND THAT IS A REGRETTABLE CHOICE OF LANGUAGE THAT I USED AT THAT PARTICULAR MEETING.

IT CLEARLY SHOCKED THE CONSCIENCE OF OUR COMMUNITY AND WENT AGAINST THE COMMUNITY'S STANDARDS FOR CONDUCT.

AS SUCH, I WISH TO APOLOGIZE FOR THAT.

I'M HOPING THAT MOVING FORWARD AFTER TONIGHT, I'M SURE THERE WILL BE PLENTY OF COMMENTS DIRECTED AT ME THIS EVENING, WHICH IS COMPLETELY FINE.

I WELCOME THOSE FROM THE COMMUNITY AND I LOOK FORWARD TO HEARING FROM YOU.

MOVING FORWARD, I'M HOPING THAT WE CAN GET BACK TO THE BUSINESS OF THE DISTRICT.

THERE ARE LOTS OF IMPORTANT THINGS FOR US TO DO, AND I THINK IT'S BEST FOR US TO FOCUS ON THOSE MOVING FORWARD.

THANK YOU. NOTHING FURTHER FROM ME THIS EVENING.

OKAY. NEXT WE HAVE APPROVAL OF MINUTES AND THERE ARE TWO SETS OF MINUTES, BOTH FROM THE OCTOBER 24TH MEETINGS THAT WE HAD.

[8. APPROVAL OF MINUTES-7:00 pm]

SO. UM, I THINK.

CAN WE DO THESE TOGETHER? OKAY, SO LET'S DO THESE SEPARATELY.

DO I HEAR A MOTION AND A SECOND TO APPROVE THE MINUTES FROM OUR OCTOBER 24TH STUDY SESSION, WHERE WE DID OUR WSDDA SELF ASSESSMENT MOVE TO APPROVE . I SECOND. I'VE HEARD A MOTION TO APPROVE AND A SECOND, IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A VOTE.

ALL THOSE IN FAVOR OF APPROVING THE OCTOBER 24TH STUDY SESSION MINUTES.

PLEASE INDICATE BY SAYING AYE.

AYE. ALL THOSE OPPOSED SAY NAY.

ANY ABSTENTIONS? ABSTAIN. AND THE MINUTES FROM THE OCTOBER 24TH STUDY SESSION ARE APPROVED.

NEXT WE'LL APPROVE.

WILL IS THE APPROVAL OF THE MINUTES FROM THE OCTOBER 24TH REGULAR BUSINESS MEETING.

DO I HEAR A MOTION TO APPROVE IN A SECOND? MOVE TO APPROVE.

I SECOND, I'VE HEARD A MOTION TO APPROVE, AND A SECOND.

IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A VOTE.

ALL THOSE IN FAVOR OF APPROVING THE OCTOBER 24TH MINUTES FROM THE REGULAR BUSINESS MEETING, PLEASE INDICATE BY SAYING AYE.

AYE. ALL THOSE OPPOSED, ANY ABSTENTIONS.

AND THE MINUTES FROM THE OCTOBER 24TH REGULAR BUSINESS MEETING ARE APPROVED.

NEXT WE HAVE OUR PUBLIC COMMENTS.

[9. PUBLIC COMMENTS-7:05 pm]

[00:30:24]

THE PUBLIC COMMENT SECTION OF THE AGENDA IS AN OPPORTUNITY FOR PEOPLE TO ADDRESS THE SCHOOL BOARD.

SINCE THIS IS A BUSINESS MEETING OF THE SCHOOL BOARD, THE PURPOSE OF PUBLIC COMMENTS IS FOR THOSE INTERESTED TO COMMUNICATE WITH THE BOARD OF DIRECTORS ABOUT ITEMS ON THE AGENDA OR SPECIFIC WORK WITHIN THE SCOPE OF THE SCHOOL DISTRICT.

THIS ISN'T A TIME FOR THE AUDIENCE TO ADDRESS EACH OTHER.

PLEASE BEGIN YOUR COMMENT BY STATING YOUR NAME, YOUR CITY OF RESIDENCE, YOUR RELATIONSHIP TO THE DISTRICT, AND THE AGENDA ITEM OR SCHOOL DISTRICT TOPIC THAT YOU ARE ADDRESSING.

WE REQUEST THAT IF YOUR COMMENT CONSISTS WHOLLY OR PARTLY OF TEXT THAT'S VERBATIM FROM AN ARTICLE, AN ONLINE POST, AN EXCERPT FROM A BOOK, ETCETERA, THAT YOU SIMPLY SEND US THE LINK TO THE TEXT AND SPAN YOUR COMMENT TIME TELLING US HOW THAT INFORMATION RELATES DIRECTLY TO OUR DISTRICT WORK . ITEMS BROUGHT FORWARD DURING THIS PORTION OF THE MEETING ARE NOT TYPICALLY ACTED UPON BY THE BOARD AT THIS TIME, BUT MAY BE FOLLOWED UP BY THE BOARD, THE SUPERINTENDENT, AND OR DISTRICT STAFF AT A LATER TIME.

PEOPLE MAY SUBMIT PUBLIC COMMENTS FOR A BOARD MEETING IN THREE DIFFERENT WAYS.

YOU CAN CHOOSE TO READ YOUR COMMENT ALOUD IN PERSON.

YOU MAY CHOOSE TO READ YOUR COMMENT ALOUD VIRTUALLY, OR YOU MAY CHOOSE TO SUBMIT YOUR COMMENT IN WRITING.

TONIGHT, WE HAVE NO VIRTUAL COMMENTS AND NO PUBLIC COMMENTS SUBMITTED IN WRITING.

EXCUSE ME. THE BOARD ALSO ACCEPTS WRITTEN COMMENTS AND QUESTIONS AT ANY TIME THROUGH EMAIL.

WE READ EACH COMMENT AND EMAIL AS WE RECEIVE IT, AND WE APPRECIATE THE TIME AND EFFORT THAT IT TAKES FOR THOSE WHO WRITE THEM.

WHILE WE ENCOURAGE AND APPRECIATE PUBLIC COMMENTS, PLEASE LIMIT YOUR COMMENTS THAT ARE READ ALOUD TO THREE MINUTES.

IF A COMMENT BECOMES TOO LENGTHY, I MAY NEED TO INTERRUPT IN ORDER TO ALLOW EACH PERSON EQUAL TIME.

WE ALSO ASK THOSE WHO ARE MAKING A PUBLIC COMMENT DURING A BOARD MEETING TO PLEASE MAKE THEIR STATEMENTS IN A CIVIL MANNER, WITHOUT DISPARAGING, NAME CALLING OR OTHERWISE TARGETING ANY ONE PERSON OR GROUP IN THE DISTRICT.

SIMILARLY, WE ASK EVERYONE IN THE AUDIENCE TO PLEASE SHOW RESPECT BY LISTENING QUIETLY, WITHOUT TALKING OR WHISPERING TO EACH OTHER SO THAT EVERYONE CAN HEAR EACH COMMENT. TONIGHT, WE WILL START WITH RACHEL RAIMI.

DID I SAY YOUR NAME CORRECTLY? OKAY. AND YOU CAN COME UP HERE AND USE THIS.

HI, MY NAME IS RACHEL RAIMI, AND I'M THE SCHOOL LIBRARIAN AT SCRIBER LAKE HIGH SCHOOL, WHICH IS WHAT MY PUBLIC COMMENT IS ABOUT.

SCRIBER LAKE HIGH SCHOOL SUPPORTS SOME OF THE MOST UNDERSERVED AND UNDERREPRESENTED STUDENTS IN THIS DISTRICT, WHICH I'M SURE YOU ALL KNOW.

WHILE I'M SUPPORTIVE OF THE SCHOOL BOND PUT FORTH BECAUSE I'M SUPPORTIVE OF STUDENTS AND FAMILIES IN THIS COMMUNITY, I'M CONFUSED AND DISAPPOINTED IN THE SCHOOL BOARD'S CHOICE TO TAKE SCRIBER OFF OF THIS BOND, DESPITE RECOMMENDATIONS FROM THE PLANNING COMMITTEE.

OUR STAFF ALSO SENT YOU A LETTER TWO WEEKS AGO ON THIS VERY ISSUE, AND YOUR SILENCE AND LACK OF RESPONSE TO THAT LETTER SPEAKS VOLUMES TO US.

16 YEARS WE'VE BEEN IN A TEMPORARY BUILDING THAT'S NOT CENTRAL IN OUR DISTRICT, 16 YEARS OF BROKEN PROMISES AND FALSE STATEMENTS ABOUT EQUITY.

BECAUSE OF THE LACK OF ACTION, WE'RE NOT ABLE TO SERVE ALL STUDENTS IN THIS DISTRICT WHO WOULD OTHERWISE BENEFIT FROM OUR PROGRAMS IF WE WERE LOCATED MORE CENTRALLY.

THEY ARE FALLING THROUGH THE CRACKS OF THIS SYSTEM.

SINCE THE BOARD HASN'T WORKED TO CORRECT THIS, PERHAPS WE CAN THINK CREATIVELY.

MAYBE SCRIBER CAN MOVE HERE TO THE ESC.

THIS IS A REAL SUGGESTION.

I THINK THIS SPACE WE'RE STANDING IN WOULD MAKE A REALLY NICE LIBRARY, AS OPPOSED TO THE ONE THAT THE STUDENTS ARE IN, WHICH IS AN OLD CHEMISTRY LAB WITHOUT WINDOWS, AND IT HAS BROKEN SINKS, AND IT'S JUST NOT VERY EQUITABLE.

EQUITY ISN'T A SLOGAN ON YOUR WEBSITE OR A PIN THAT YOU WEAR.

IT'S HARD WORK. WHEN WILL YOU ROLL UP YOUR SLEEVES AND PUT THESE WORDS INTO ACTION? WE'RE WAITING, AS WE HAVE BEEN FOR 16 YEARS.

MEANWHILE, YOU'RE LOSING STUDENTS WHO DESPERATELY NEED ACCESS TO AN EQUITABLE EDUCATION.

THE TIME TO ACT HAS LONG SINCE PASSED.

PLEASE DO BETTER. THANK YOU.

RACHEL, I DON'T USUALLY RESPOND TO A COMMENT RIGHT AT THAT POINT, BUT I DO WANT YOU TO KNOW THAT WE RECEIVED AN EMAIL FROM MR. PIPER THAT I RESPONDED TO ALMOST IMMEDIATELY, AND I'M SORRY IF THAT WASN'T SHARED BACK WITH THE STAFF, BUT IT WAS VERY COMPREHENSIVE AND I WAS QUITE HONEST AND OPEN WITH THE THINKING OF THE BOARD AROUND THE DECISION THAT WE MADE.

SO IF YOU WOULD LIKE ME TO SEND THAT TO YOU, I WOULD BE HAPPY TO.

[00:35:01]

BUT YOU MIGHT ASK MR. PIPER, BECAUSE I THINK THAT SHOULD BE SHARED WITH THE WHOLE STAFF, IF IT WAS NOT.

OKAY. NEXT IS STEPHEN LYNN.

GOOD EVENING, I'M STEPHEN LYNN.

I'M A RESIDENT OF MOUNTLAKE TERRACE AND MY REASONINGS WILL BECOME QUITE EVIDENT.

GOOD EVENING. BEFORE I GET TO THE CENTRAL POINT OF MY COMMENTS, I WOULD LIKE TO QUOTE BACK WHAT WE HEAR THE PRESIDENT OF THE BOARD SAY EVERY MEETING WHILE GIVING INSTRUCTIONS TO THE GENERAL PUBLIC.

WE ALSO ASK THESE, THOSE WHO MAKE COMMENTS AT THE BOARD MEETING TO MAKE THEIR COMMENTS IN A CIVIL MANNER, WITHOUT DISPARAGING, NAME CALLING OR OTHERWISE TARGETING ANY ONE PERSON OR GROUP IN THE DISTRICT.

IT WOULD SEEM THAT THESE INSTRUCTIONS ARE INTENDED FOR THE GUIDANCE OF ONLY THE GENERAL PUBLIC, AND NOT EXPECTED TO BE FOLLOWED BY THE BOARD DIRECTORS OR THE STUDENT ADVISORS.

WHILE MOST COMMENTS FROM THE PUBLIC I HAVE HEARD OVER THE LAST YEAR, EITHER IN PERSON OR BY WATCHING ONLINE, HAVE NOT BEEN DIRECTED AT A PERSON OR GROUP, NOR BEEN THAT, WHICH WE INTERPRETED AS ATTACKING IN NATURE.

THE COMMENTS GIVEN BY THE BOARD MEMBERS AND STUDENTS HAVE QUITE OFTEN BEEN ANYTHING BUT.

THEIR COMMENTS HAVE BEEN DIRECTED SPECIFICALLY AT INDIVIDUAL PEOPLE, INFERRING THAT THEY FELT DIRECTLY ATTACKED BY THE SPEAKERS.

QUITE OFTEN, THESE COMMENTS BY THE BOARD MEMBERS AND STUDENTS HAVE BEEN VERY COLORED BY UNCIVIL AND DISPARAGING TONES RESEMBLING THE TARGETING BANNED BY THE PRESIDENT'S DIRECTIVES TO THE PUBLIC.

THIS BY ITSELF SEEMS TO BE VERY ONE SIDED.

I WOULD ASSUME THAT THE SAME DECORUM REQUIRED BY THE PUBLIC WOULD ALSO BE EXPECTED OF THE BOARD MEMBERS AND STUDENTS.

ALSO IN THE INSTRUCTIONS IT IS STATED THE PURPOSE OF PUBLIC COMMENT IS FOR THOSE INTERESTED TO COMMUNICATE WITH THE BOARD ABOUT ITEMS ON THE AGENDA OR SPECIFIC WORK WITHIN THE SCOPE OF THE SCHOOL DISTRICT.

I WOULD REMIND THE DIRECTORS THAT WE LIVE IN A REPRESENTATIVE GOVERNMENT.

YOU WORK FOR AND AT THE BEHEST OF THE CITIZENS OF THIS DISTRICT, NOT THE CENTRAL STATE GOVERNMENT NOR THE NATIONAL DEPARTMENT OF EDUCATION.

COMMENTS AND OPINIONS OF THESE CITIZENS SHOULD BE THE LEADING GUIDE BY WHICH THE DECISIONS ARE MADE BY THE BOARD.

FURTHERMORE, RESTRICTING THE COMMENTS IN ANY WAY OR FOR ANY REASON GOES AGAINST THE RIGHTS UPHELD BY THE FIRST AMENDMENT OF THE US CONSTITUTION.

THEREFORE, I WOULD LIKE TO ADDRESS THE CONDUCT AND DECORUM OF DIRECTOR KEITH SMITH.

HIS QUOTE DIATRIBE UNQUOTE, FROM THE LAST MEETING WAS OUTRAGEOUS, VULGAR, DISPARAGING, AND WITHOUT DOUBT PREMEDITATED, EVIDENCED BY HIS, QUOTE, WARNING FOR LITTLE EARS, UNQUOTE.

THIS LACK OF SELF CONTROL IS UNACCEPTABLE FOR SOMEONE WHO IS SUPPOSED TO BE GUIDING THE SCHOOL DISTRICT.

HE HAS ALSO SHOWN OVER HIS TENURE THAT HE HAS NOT BEEN GIVEN RESPECT TO THOSE FOR WHOM HE SERVES.

ONE SHOULD BE ABLE TO AT LEAST LISTEN TO SOMEONE, EVEN IF HE DISAGREES WITH THEIR POINT OF VIEW.

I HAVE HEARD HIM MAKE COMMENTS ON TALKS GIVEN BY OTHER PEOPLE AND COMPLETELY MISINTERPRET OR WORSE, INTENTIONALLY MISCONSTRUING WHAT WAS SAID.

IF DIRECTOR SMITH CANNOT EVEN GIVE THE COMMON COURTESY TO PAY ATTENTION WHEN ONE OF THE CITIZENS HE IS REPRESENTING IS EXPRESSING AN OPINION, THEN IT IS EVIDENT HE SHOULD NOT BE SITTING ON A SCHOOL BOARD.

I WOULD ASK THAT DIRECTOR SMITH IMMEDIATELY TENDER HIS RESIGNATION.

THANK YOU. NEXT UP IS ALAN CHARNLEY.

GOOD EVENING BOARD.

MY NAME IS ALAN CHARNLEY.

I WORK AT LYNWOOD ELEMENTARY AS A PROGRAM MANAGER FOR BEFORE AND AFTER SCHOOL PROGRAM THAT IS PARTNERED WITH THE EDMOND SCHOOL DISTRICT, CALLED RIGHT AT SCHOOL.

I ALSO DID MY TRAINING AT OTHER SCHOOLS AROUND THE DISTRICT, BUT RECENTLY MY STUDENTS CAME TO ME WANTING TO DO AN ACTIVITY INVOLVING GOVERNMENT.

SO WE WROTE LETTERS TO THE GOVERNOR, CITY COUNCIL, PRESIDENT OF THE UNITED STATES, BUT ALSO A COUPLE WROTE TO THE BOARD ASKING, WHAT DO YOU DO? BUT BECAUSE THEY ARE VERY SHY, THEY DID NOT WANT ME TO BRING THE LETTERS HERE IN PERSON TONIGHT.

BUT I WOULD FORMALLY INVITE YOU TO COME BY SOME TIME AND SPEAK TO MY STUDENTS AS GUEST SPEAKERS.

WE'D BE MORE THAN HAPPY TO SEE YOU THERE, AND IT WOULD BE WONDERFUL TO HAVE YOU.

I KNOW THAT SOME OF MY COLLEAGUES WHO WILL BE BENEFITING FROM THE NEW BOND WILL DEFINITELY LOOK FORWARD TO IT PASSING AT THEIR SCHOOLS, SO THEY ARE ALL LOOKING FORWARD TO THAT THIS COMING ELECTION CYCLE.

THE ONLY FINAL THING I WILL SAY THAT I HAVE NOTICED THERE'S A NEW THING THAT I NEVER HEARD IN SCHOOL CALLED GAGA AND GAGA PIT, BUT A LOT OF MY KIDS WERE THERE PLAYING. IT'S ON CONCRETE, SO I'D LIKE A STUDY DONE TO POTENTIALLY GET IT ON EITHER FIELDTURF OR SOMETHING ELSE LIKE THAT FOR GENERAL SAFETY, BECAUSE SO OFTEN DO I SEE MY

[00:40:06]

LITTLE FIRST GRADERS TRIPPING OVER A BALL AND GO RIGHT DOWN ONTO THE CONCRETE.

BUT EITHER WAY, IT WOULD BE WONDERFUL TO HAVE YOU AT ONE OF OUR AFTER SCHOOL EVENTS.

WE ARE USUALLY OUR SPEAKERS ARE AROUND 3:30 OR SO, SO PLEASE FEEL FREE TO REACH OUT TO ME.

BE HAPPY TO SHOW YOU AROUND.

BUT I'VE HAD GREAT SUPPORT FROM THE STAFF, INCLUDING THE INTERIM PRESIDENT AT LYNWOOD ELEMENTARY, JIMMY NGUYEN, SO IF YOU CAN KEEP HIM THERE, I WOULD HIGHLY RECOMMEND IT BECAUSE HE HAS BEEN A WONDERFUL PARTNER TO ME, HELPING ME WITH THE AFTER SCHOOL PROGRAM.

I'VE BEEN TO PTA MEETINGS WHERE HE'S VERY ACTIVE THERE AS WELL AS WELL AS I SEE HIM JUST INTERACTING WITH THE STUDENTS, GIVING THEM HIGH FIVES AND TALKING TO THEM AND GETTING DOWN TO THEIR LEVEL TOO. HE'S NOT JUST STANDING UP, BUT HE BENDS OVER SO HE'S LOOKING AT THEM EYE TO EYE.

SO TO ME, THAT IS A FANTASTIC ADMINISTRATOR AND I HOPE YOU ALL KEEP HIM IN SOME.

BUT THANK YOU VERY MUCH AND HAVE A WONDERFUL EVENING.

ALAN. THANK YOU FOR THAT INVITATION.

I HAVE GONE AND TALKED TO STUDENTS ABOUT WHAT IT IS TO BE A SCHOOL BOARD MEMBER.

I WOULD LOVE TO COME, SO I'LL BE FOLLOWING UP WITH YOU ON SOME OTHERS.

MAY AS WELL. THANK YOU SO MUCH FOR THE INVITATION.

DIRECTOR KATIMS, COULD I JUST LAST NAME BECAUSE I ASSUME HE HAS A DISTRICT EMAIL? I WAS GOING TO EMAIL HIM AS WELL.

CHARLIE. CHARLIE.

CHARLIE. CHARLIE. THANK YOU.

NEXT IS SARAH DILLING.

I WANTED TO SAY THANK YOU TO THE SCHOOL DISTRICT, FOR BEING A SUPPORTIVE PLACE.

THAT DOES NOT REFLECT THE OCCASIONAL HATRED THAT IS PRESENT IN OUR COMMUNITY.

THAT GIVES MY CHILDREN A PLACE TO ATTEND WHERE THEY FEEL LIKE THEY BELONG, NOT WITH EVERYONE, BUT IN THEIR OWN LITTLE NICHE.

AND THAT'S OKAY.

AND. I PARTICULARLY WANT TO SAY THANK YOU TO DIRECTOR SMITH FOR EXPRESSING THE RAGE THAT I OFTEN HAVE AT THESE BOARD MEETINGS AND ELSEWHERE IN SOCIETY, WHEN THE STOCHASTIC TERRORISM OF PEOPLE MAKING THINGS UP ABOUT SCHOOL BOARDS IS PUT OUT TO THE POINT WHERE OTHER PEOPLE START TO BELIEVE IT.

AND I ALSO FEEL THAT RAGE.

BUT I'M KEEPING IT CIVIL.

I JUST KEEP KNITTING FASTER.

BUT YES.

THANK YOU. NEXT IS JASON MOORE.

PARDON ME.

CAN I RECLAIM MY TIME? JASON MOORE.

MANY OF US ARE AFRAID TO SPEAK OUT FOR FEAR OF LOSING OUR JOBS, SEEING OUR FRIENDS TURN ON US FOR NOT GOING ALONG WITH THE LATEST THING.

I AM NOT AFRAID.

SO I SPEAK FOR ALL OF US.

WASHINGTON STATE LAW RCW 4230 STATES, THE PEOPLE OF THIS STATE DO NOT YIELD THEIR SOVEREIGNTY TO THE AGENCIES WHICH SERVE THEM. THE PEOPLE, IN DELEGATING AUTHORITY, DO NOT GIVE THEIR PUBLIC SERVANTS THE RIGHT TO DECIDE WHAT IS GOOD FOR THE PEOPLE TO KNOW, AND IS WHAT IS NOT GOOD FOR THEM TO KNOW.

WE THE PEOPLE ARE FORTUNATE ENOUGH TO HAVE COME ACROSS A PARTIALLY REDACTED EMAIL DATED OCTOBER 25TH, THE DAY AFTER DIRECTOR KEITH

[00:45:06]

SMITH'S 5.5 MINUTE TIRADE WRITTEN TO AN ANONYMOUS PARENT IN THE DISTRICT FROM MR. SMITH. AND IT READS AS FOLLOWS.

I WANT TO GIVE YOU A HEADS UP THAT I'M BEING PRESSURED TO GIVE A PUBLIC APOLOGY FOR USING A SWEAR WORD DURING MY COMMENTS.

I WANT TO LET YOU BOTH KNOW THAT I AM NOT SORRY FOR ANYTHING THAT I SAID, AND I FIND IT INCREDIBLY OUTRAGEOUS THAT THE MEMBERS OF THE PUBLIC WHO CAN'T STAND TO HEAR THE WORD F ARE TOTALLY OKAY WITH VEILED HATE SPEECH EVERY WEEK. WE THE PEOPLE WOULD LIKE THE BOARD TO PLEASE EXPLAIN TO US WHAT IS VEILED HATE SPEECH.

AND MR. SMITH, ARE YOU APOLOGIZING FOR YOUR UNFOUNDED ACCUSATIONS AND DISDAIN FOR PARENTS IN YOUR DISTRICT, OR JUST FOR USING THE F WORD ONLY? WE THE PEOPLE ARE NOT ONLY APPALLED BY DIRECTOR SMITH'S REPUGNANT CHOICE OF WORDS, BUT ALSO THE ILLOGICAL VIEWS AND ACCUSATIONS THAT HE PRESENTED DURING HIS UNHINGED DIATRIBE.

ONE OF THE WHICH BEING THE CONCERNS AND COMMENTS OF HIS CONSTITUENTS.

WE THE PEOPLE ARE A WASTE OF HIS TIME.

MR. SMITH GOES ON TO DEMAND THAT AN UNKNOWN PERSON, WHO MAY OR MAY NOT HAVE DONE SOMETHING WRONG, WITH NO EVIDENCE PRESENTED TO US, SHOULD BE BANNED FROM ANYTHING.

AND IF IT WAS APPARENT.

SORRY YOU LOST YOUR RIGHT TO COME TO ANY SCHOOL FUNCTION.

WE THE PEOPLE DEMAND THAT DIRECTOR KEITH SMITH RESIGN FROM THE BOARD IMMEDIATELY.

IF YOU AGREE WITH ME, PLEASE CONTACT US VIA SECURE ENCRYPTED EMAIL ADDRESS.

WE NEED YOUR HELP.

NEXT UP IS KAREN MOSSMAN.

KAREN MOSSMAN, MOUNTLAKE TERRACE.

ON OCTOBER 24TH BOARD MEETING, I WAS UTTERLY APPALLED BY THE COMMENTS MADE BY DIRECTOR KEITH SMITH.

TO USE PROFANITY WITH REGARD TO ANYONE'S COMMENT IS UNACCEPTABLE.

DIRECTOR SMITH HAS SHOWN CLEARLY HE IS IMMATURE AND UNPROFESSIONAL IN HIS POSITION AND NEEDS TO STEP DOWN.

WHAT EVIDENCE DID DIRECTOR SMITH HAVE EXCEPT AN EMAIL OF AN UNKNOWN PERSON AND THEN STATE IF THAT PERSON IN QUESTION IS A PARENT, YOU LOST YOUR RIGHT TO COME TO ANY SCHOOL FUNCTION.

YOU HAVE NO AUTHORITY TO TAKE THAT KIND OF ACTION, DIRECTOR SMITH, NO MATTER WHAT IS STATED DURING A PUBLIC COMMENT, WHETHER YOU AGREE OR DISAGREE, YOU HAVE TAKEN AN OATH TO UPHOLD THE US CONSTITUTION AS WELL AS THE WASHINGTON STATE CONSTITUTION.

APPARENTLY, A REFRESHER COURSE IS NEEDED TO UNDERSTAND WHAT THE FIRST AMENDMENT RIGHT MEANS.

DIRECTOR KATIMS, AS PRESIDENT OF THE BOARD, IT WAS YOUR OBLIGATION TO STOP DIRECTOR SMITH AFTER HE SPEWED OBSCENITY.

HOWEVER, YOU DID NOT CHOOSE TO OR DEMONSTRATE YOUR ABILITY.

TO BE A ROLE MODEL AND LEADER OF THE EDMONDS SCHOOL BOARD.

THE DISTRICT DOES HAVE A POLICY, NUMBER 4201P TITLED PROCEDURE CIVILITY UNDER POINT NUMBER TWO.

BUT PERHAPS THE SCHOOL BOARD IS EXEMPT.

REMEMBER, YOU, THE BOARD, ARE ALL ACCOUNTABLE TO YOUR CONSTITUENTS AND NOT THE OTHER WAY AROUND.

THANK YOU. NEXT UP IS BRIAN ROBERTSON.

HI. GOOD EVENING. I'M BRIAN ROBERTSON OF MOUNTLAKE TERRACE.

I'D LIKE TO TALK ABOUT MY SON.

SO GOOD EVENING. I'M A RESIDENT OF MOUNTLAKE TERRACE.

IN 2020, MY NOW NINE YEAR OLD BOY STARTED KINDERGARTEN VIA ZOOM THROUGH EDMONDS SCHOOLS.

HIS TEACHER DID AN EXCELLENT JOB TEACHING A CLASS OF FIVE AND SIX YEAR OLD KIDS THROUGH A SCREEN, BUT MY WIFE AND I PULLED HIM FROM EDMONDS SCHOOLS THE FOLLOWING YEAR.

I'D LIKE TO EXPLAIN WHY.

IN ZOOM KINDERGARTEN, WE LISTEN IN ONE DAY AS A TEACHER, READ THE CLASS, A BOOK ABOUT A BOY WHO LIKED TO WEAR DRESSES AND USE NAIL POLISH, LIKE HIS OLDER SISTER.

[00:50:02]

HIS FRIENDS AT SCHOOL MADE FUN OF HIM AND SINGLED HIM OUT AS SOCIALLY UNACCEPTABLE.

THE BASIC MESSAGE OF THE BOOK WAS ONE THAT ANYONE AND EVERYONE CAN AGREE ON, AND AN IMPORTANT ONE FOR KIDS TO LEARN AS THEY FIRST ENTER SCHOOL.

IT IS NOT RIGHT TO MAKE FUN OF OTHER PEOPLE OR TO OSTRACIZE THEM.

BE KIND AND OPEN HEARTED TO ALL PEOPLE, NO MATTER WHO THEY ARE OR WHAT THEY'RE LIKE.

WHAT CONCERNED US MOST WAS NOT THE OVERALL MESSAGE OF THE BOOK, BUT ITS PACKAGING, ITS DELIBERATELY UNSUBTLE POLITICAL SUBTEXT.

LOOKING MORE CLOSELY INTO THE BROADER CURRICULUM USED IN EDMONDS AND ELSEWHERE IN THE STATE, WE FOUND A SUSTAINED K THROUGH 12 PRESENTATION OF THEMES OF THE SAME SORT, POLITICALLY CHARGED, SUGGESTIVE DIVISIVELY PARTISAN THEMES RELATED TO HIGHLY FRAUGHT SOCIO POLITICAL ISSUES.

IN MANY INSTANCES, THESE THEMES AND ISSUES WE FOUND TO BE AGE INAPPROPRIATE, PEDAGOGICALLY MANIPULATIVE, AND TO BEAR A FAR STRONGER RESEMBLANCE TO POLITICAL INDOCTRINATION THAN EDUCATION.

I SAY THIS AS SOMEONE POSSESSING A DOCTORATE IN PHILOSOPHY FROM A MAJOR EUROPEAN UNIVERSITY.

I KNOW GOOD EDUCATION WHEN I SEE IT.

WE HAVE SINCE ENROLLED OUR SON IN A GRASSROOTS CLASSICAL EDUCATION CO-OP, AS WELL AS A WEEKLY FOREST SCHOOL CO-OP.

IN EACH CASE, WE FOUND A ROBUST COMMUNITY OF DIVERSELY MINDED PARENTS COMING TOGETHER TO PROVIDE A WELL ROUNDED SCHOOL EXPERIENCE FOR THEIR CHILDREN.

MANY OF THESE FAMILIES, THOUGH COMING FROM WIDELY DIVERGENT BACKGROUNDS, LEFT THE PUBLIC SCHOOLS FOR THE SAME OR CLOSELY RELATED CONCERNS.

WE HEAR THE SAME STORY TIME AND TIME AGAIN.

JUST AS YOU OFTEN RUN INTO PARENTS THESE DAYS WHO DON'T WANT GMOS OR PETROLEUM BASED CRUD IN THEIR KIDS FOOD.

SO THE PARENTS OF OUR CO-OPS DON'T WANT PARTISAN POLITICS OR IDEOLOGICAL MESSAGING IN OUR KIDS EDUCATION.

IT'S PRETTY SIMPLE.

WE WOULD EAGERLY RECONSIDER RE ENROLLING OUR SON INTO EDMONDS SCHOOLS IF PUBLIC SCHOOLS WERE TO RETURN THE FOCUS OF TEACHING TO ESSENTIAL ACADEMIC CURRICULUM, WHILE ALSO TEACHING CHILDREN TO BE KIND, OPEN HEARTED AND OPEN MINDED TOWARDS THOSE WHO DO NOT SHARE THE SAME EXPERIENCES, IDEAS OR BELIEFS WITHOUT THE USE OF DIVISIVE, POLITICIZED, CONTROVERSIAL INSTRUCTION.

THANK YOU VERY MUCH.

NEXT IS TONY SHAPIRO . GOOD EVENING.

I'D LIKE TO SPEAK ABOUT THE CULTURE OF THIS DISTRICT AND THE FACT, AND IN FACT, THE VALUES OF THIS COUNTRY'S OVERALL EDUCATIONAL INDUSTRIAL COMPLEX.

AND I USE THAT TERM PURPOSELY.

OUR WESTERN CULTURE AND CIVIL SOCIETY ORIGINATES FROM THE JUDEO-CHRISTIAN MINDSET MEANING THAT WE ARE ALL ULTIMATELY RESPONSIBLE TO GOD.

IN FACT, THE US DECLARATION OF INDEPENDENCE, NOT TO MENTION THE CONSTITUTION, IS GROUNDED ON THE BASIS THAT OUR RIGHTS DERIVE FROM GOD, NOT FROM THE GOVERNMENT, WHICH MEANS THAT WE WILL ALL ULTIMATELY ANSWER TO GOD.

THIS IS EXACTLY WHAT JOHN ADAMS MEANT WHEN HE SAID, AND I QUOTE, OUR CONSTITUTION IS MADE ONLY FOR A MORAL AND RELIGIOUS PEOPLE.

IT IS WHOLLY INADEQUATE TO THE GOVERNMENT OF ANY OTHER.

I AM GRIEVED TO SAY THIS COUNTRY'S CURRENT PUBLIC EDUCATION SYSTEM, INCLUDING THIS DISTRICT, FAILS TO TEACH THIS FACT.

NOT TO MENTION CIVICS ON HOW THIS GREAT COUNTRY GREW FROM A SERIES OF DISJOINTED COLONIES TO BECOME THE COUNTRY WE ONCE WERE.

SECONDLY, THE FAMILY UNIT IS THE BASIS OF A STABLE SOCIETY AND ULTIMATELY THE SINGLE MOST CRITICAL BUILDING BLOCK.

WITHOUT THE FAMILY UNIT, MEANING A MOTHER AND FATHER, HOPEFULLY LIVING WITH AND LOVING THE CHILDREN IS THE MOST SIGNIFICANT COMPONENT TO A STABLE SOCIETY.

WHICH I HAPPEN TO BELIEVE IS DERIVED FROM GOD.

BUT AT THE SAME TIME, ONE DOES NOT NEED TO HOLD THAT BELIEF IN ORDER TO AGREE THAT A STABLE FAMILY IS THE BASIC NECESSITY FOR A LONG STANDING SOCIETY. SO SOME OF YOU ARE PROBABLY THINKING, WHY IS THIS YAY HOO BRINGING UP THESE IRRELEVANT POINTS AT A SCHOOL BOARD MEETING? THE CONTEXT OF MY POINT REVOLVES AROUND THE DISTRICT POLICY MANUAL 32.11P, AMENDED BY THE BOARD MAY OF THIS YEAR.

AND FOR SOME REASON I DON'T RECALL THIS BEING DISCUSSED AT ANY PUBLIC MEETING.

I WILL CUT TO THE CHASE, THE RESULTS OF THE RECENT RCW THAT WE ALL ARE AWARE OF, CREATED BY OUR INFAMOUS STATE GOVERNMENT, HAS NOW BEEN GIVEN LEGS BY THIS DISTRICT, UNASHAMEDLY ENABLING GOVERNMENT TO STEP IN BETWEEN THE RELATIONSHIP OF THE FAMILY AND THUS ENABLES THE STUDENT TO BE ABDUCTED FROM THE OVERSIGHT AND CARE OF THEIR PARENTS AND PLACED IN A SAFE HOUSE, AND, SHOULD I SAY, AT A SECRET LOCATION SO THIS STUDENT CAN FOLLOW THROUGH ON WHAT IS SUPPOSED TO BE GENDER TRANSFORMING CARE. IN CLOSING, I ASKED THIS BOARD TO PONDER WHY THE EUROPEAN COUNTRIES HAVE OUTLAWED THIS PROCEDURE AND DRUGS FOR PEOPLE FOR CHILDREN UNDER THE AGE OF 18. YOU MAY ALSO WANT TO ASK OR WANT TO CONSIDER THE MANY LAWSUITS THAT ARE NOW BEING BROUGHT AGAINST PHYSICIANS, PSYCHOLOGISTS, EDUCATORS AND OTHERS WHO HAVE

[00:55:04]

SUPPORTED AND ENABLED THESE YOUNG PEOPLE TO FOLLOW THROUGH ON THIS IMPULSE OF GENDER TRANSFORMATION, ONLY TO WAKE UP YEARS LATER AND REALIZE THEY HAVE DESTROYED THEIR FUTURE.

WHAT SPECIFIC RAMIFICATIONS WILL RESULT FROM THIS MENTALITY? THE FAMILY UNIT IS THE BASIS OF A STABLE SOCIETY AND IS ULTIMATELY SINGLE MOST CRITICAL BUILDING BLOCK.

NEXT ON OUR AGENDA IS THE CONSENT AGENDA.

[10. CONSENT AGENDA-7:35 pm]

THE CONSENT AGENDA IS THE LIST OF REALLY ROUTINE TYPE OF ITEMS THAT WE TYPICALLY VOTE ON AS A BLOCK, BUT WE CAN SEPARATE AND TALK ABOUT AND OR VOTE ON SEPARATELY IF WE CHOOSE.

TONIGHT'S CONSENT AGENDA HAS EIGHT ITEMS ON IT.

THREE DEAL WITH PERSONNEL AND AGREEMENTS WITH STAFF ASSOCIATIONS.

ONE IS AN INTERLOCAL AGREEMENT AND FOUR ARE FIELD TRIPS.

DO I HEAR A MOTION TO APPROVE AND A SECOND TO A MOTION TO APPROVE, AND A SECOND FOR TONIGHT'S CONSENT AGENDA? MOVE TO APPROVE. SECOND.

SO EXCITED. I AGREE.

I HAVE HEARD A MOTION TO APPROVE, AND A SECOND.

IS THERE ANY DISCUSSION? I JUST WANT TO SAY THAT THE FIELD TRIPS CONTINUE TO MAKE ME SO HAPPY TO SEE KIDS GETTING TO DO THINGS, AND ONE OF THEM BEING THE EDMONDS-WOODWAY PLAY PRODUCTION FIELD TRIP TO NEW YORK.

MY YOUNGER SON PARTICIPATED IN THAT WHEN HE WENT TO EDMONDS-WOODWAY AND THE FIELD TRIP WITH MR. MINT, WHO IS AN AWARD WINNING, A NATIONAL AWARD WINNING DRAMA TEACHER.

I THINK HE GOT A GRAMMY OR SOMETHING AS A MAIN WHO LEADS THAT.

IT WAS AN AMAZING EXPERIENCE AND THE FACT THAT OUR KIDS GET OPPORTUNITIES LIKE THAT IS, TO ME, JUST A WONDERFUL PIECE OF THE EDUCATION THAT WE'RE ABLE TO PROVIDE. SO WITH THAT BEING SAID, ANYBODY ELSE HAVE A COMMENT? OKAY, THEN I'LL BRING IT TO A VOTE.

EVERYBODY IN FAVOR OF APPROVING TONIGHT'S CONSENT AGENDA, PLEASE INDICATE BY SAYING AYE.

AYE. ANY OPPOSITION SAY NAY.

NAY. ANY ABSTENTIONS.

AND TONIGHT'S CONSENT AGENDA IS APPROVED.

WE HAVE TWO REPORTS ON PRESENTATIONS THIS EVENING.

[11. REPORTS-7:45 pm]

THIS YEAR, WE'RE TRYING SOMETHING A LITTLE BIT NEW FOR OUR STUDENT ADVISORS, AND THAT IS TO HAVE QUARTERLY STUDENT ADVISOR PRESENTATIONS TO THE BOARD.

OUR PRESENTATION THIS EVENING IS GOING TO FOCUS ON MOUNTLAKE TERRACE HIGH SCHOOL.

SO I AM GOING TO LET VIVIAN TAKE IT AWAY.

HI. I'D LIKE TO REINTRODUCE MYSELF.

I'M VIVIAN GILLAN, I'M A JUNIOR AT MOUNTLAKE TERRACE HIGH SCHOOL, AND THIS IS MY FIRST YEAR SERVING AS A STUDENT ADVISOR TO THE BOARD, AND IT'S MY THIRD YEAR ON THE SUPERINTENDENT ADVISORY COMMITTEE.

UH, SO THIS YEAR, FIRST, I'M GONNA START OFF TALKING ABOUT THE WORK THAT WE'VE BEEN DOING IN THE SUPERINTENDENT STUDENT ADVISORY COMMITTEE.

SO IN THE YEARS PAST, WE'VE ACTUALLY STARTED AROUND FALL, OCTOBER, NOVEMBER THIS YEAR, WE ARE ABLE TO START EARLY IN AUGUST, WHICH REALLY GOT US AHEAD IN OUR WORK.

AND SO WE'VE HAD FOUR MEETINGS SO FAR, INCLUDING OUR FIRST PROFESSIONAL DEVELOPMENT MEETING.

AND WE'RE WORKING ON WHAT PROJECTS WE'RE GOING TO BE FOCUSING ON.

LAST YEAR OUR MAIN PROJECT WAS THE DRESS CODE PRESENTATION TO PRINCIPALS.

THIS YEAR, WE HAVEN'T DECIDED WHAT TOPIC WE'RE GOING TO FOCUS ON, BUT WE'RE HOPING TO MAYBE COVER TWO PROJECTS.

IT'LL DEPEND ON WHAT HAPPENS.

AND THEN ALSO I HAVE AN UPDATE FOR MOUNTLAKE TERRACE HIGH SCHOOL SPECIFICALLY.

SO TALKING ABOUT KIND OF EVENTS, STUFF HAPPENING IN THE SCHOOL LAST MONTH, OUR KEY CLUB ORGANIZED THIS OCTOBER AND AS WELL AS RIGHT NOW WE'RE HAVING A FOOD DRIVE HOSTED BY OUR ASB. PART OF THAT WAS THE VOLLEYBALL TOURNAMENT BETWEEN THE HIGH SCHOOLS ALSO WENT TOWARDS THAT, HAVING FOOD DROP OFFS AT SCHOOL AND AROUND THE CITY.

I WROTE THIS WHEN THE QUARTER WAS ALMOST OVER, BUT NOW OBVIOUSLY THE QUARTER'S ENDED.

PEOPLE ARE SEEING WHERE THEIR GRADES ARE, CHECKING IN, SEEING WHAT NEEDS TO HAPPEN BEFORE THE SEMESTER AND TALKING ABOUT INCLUSION IN OUR SCHOOL.

WE HAVE A LOT OF AFFINITY CLUBS, LSU, BSU, ASU, GSA.

JUST TODAY WE HAD A JOINT LSU AND BSU MEETING TALKING ABOUT A POTLUCK THAT WE'RE GOING TO HAVE, AND I JUST THINK IT'S GREAT HOW SUPPORTED ALL OF THESE CLUBS ARE IN OUR SCHOOL.

AND YOU KNOW THAT IT'S OPEN FOR EVERYONE.

GREAT WAY FOR PEOPLE TO GET INVOLVED.

AND THEN ALSO JUST TALKING TO PEOPLE ABOUT BEING AN ADVISOR TO THE BOARD.

AND, YOU KNOW, PEOPLE I'VE TALKED TO SEEM REALLY EXCITED THAT THIS IS AN OPPORTUNITY THAT WE GET TO HAVE.

[01:00:05]

AND I THINK IT'S AMAZING THAT THIS IS AN OPPORTUNITY THAT WE GET TO HAVE.

SO YEAH, THAT'S MY PRESENTATION AND I'M LOOKING FORWARD TO HEARING FROM OTHER SCHOOLS LATER IN THE YEAR.

COULD YOU TELL OUR AUDIENCE WHAT THE ACRONYMS IN YOUR PRESENTATION? YOU MENTIONED ASV AND LSU AND BSU AND ASU.

YES. SO THOSE ARE OUR STUDENT, SORRY.

THOSE ARE OUR STUDENT UNIONS.

SO LATINO STUDENT UNION, BLACK STUDENT UNION, ASIAN STUDENT UNION, AND GENDER SEXUALITY ALLIANCE, WHICH IS OUR LGBTQIA GROUP.

THANK YOU. ANY OTHER QUESTIONS? GO AHEAD. OH.

OH, YOUR MIC WAS ON CARIN.

SO I THOUGHT YOU WANTED TO GO.

OH, I JUST THINK THIS IS GREAT AND I CAN'T WAIT TO.

I WAS REALLY INTERESTED IN SOCKTOBER.

HOW MANY SOCKS WAS IT? I'M ASSUMING THIS WAS A SOCK DRIVE.

YES, IT WAS A SOCK DRIVE.

I DON'T HAVE THE SPECIFICS ON IT, BUT YEAH, KEY CLUB WORKING ON STUFF LIKE THAT.

THEY'RE ALSO HELPING WITH THE FOOD DRIVE AND AS A SERVICE BASED CLUB.

SO DOING ACTIVITIES LIKE THAT IS A BIG PART OF IT.

THAT'S GREAT. THANKS. SOUNDS EXCITING.

VIVIEN, THANK YOU SO MUCH FOR BEING THE FIRST ONE TO COME TO SHARE A PRESENTATION FOR THE BOARD.

WE REALLY APPRECIATE IT.

AND YOU'VE SET A VERY GOOD PRECEDENT FOR THE OTHER STUDENTS WHO WILL BE DOING THIS, AND WE'RE GOING TO BE LOOKING FORWARD TO THEM ALL YEAR LONG.

SO THANK YOU SO MUCH.

THANK YOU. OUR SECOND REPORT THIS EVENING IS A BUSINESS AND FINANCE REPORT WELCOMING FORWARD LYDIA SELLIE, EXECUTIVE DIRECTOR.

I REALIZE THAT YEAR END AND SOFTWARE CONVERSION MAKE FOR A VERY BUSY FALL.

SO HERE WE ARE.

WE HAVE COMPLETED THE 22*23 FISCAL YEAR.

MY APOLOGIES, I THINK WE'RE BOTH HITTING THE ADVANCED BUTTON.

SO WHEN I WAS IN SCHOOL, I ALWAYS WONDERED WHY THE I HAD A MATH PROBLEM, WHY THE TRAIN LEFT BOSTON AND THE TRAIN LEFT CHICAGO.

AND IN MY WORK, I HAVE FIGURED OUT THAT IT'S POSSIBLY TO MAKE YOUR BRAIN HURT, BUT IT'S A WAY OF ANALYZING DATA.

SO WHEN WE DID THE BUDGET FOR 22-23, THAT WAS WAY BACK IN JUNE OF 22, BASICALLY ABOUT 17 MONTHS AGO. AND THEN SO WE PROJECTED THE ENDING FUND BALANCE AT THAT TIME.

AND THEN WE CAME UP WITH A REVISED ENDING FUND BALANCE FOR 22-23 AS PART OF THE 23-24 FISCAL YEAR BUDGET.

AND THAT WAS DONE A YEAR LATER, LAST JUNE.

WE KNOW THAT THE ENDING FUND BALANCE FOR 22-23 BECOMES THE BEGINNING FUND BALANCE FOR 23-24.

UNFORTUNATELY, WE HAVE THE TWO PROJECTIONS ONE OF IN JUNE OF 22, ONE IN JUNE OF 23.

AND I'M NOT PARTICULARLY HAPPY TO REPORT THAT WE BASICALLY SPLIT THE DIFFERENCE.

SO THE PROJECTION IN JUNE 22ND WAS 17.775, JUNE 23RD WAS 25 MILLION, AND IT IS ROUGHLY RIGHT IN THE MIDDLE OF THOSE TWO FIGURES.

WE'VE IDENTIFIED THAT COVID RELIEF FUNDING MEASURES HAVE REALLY DISTORTED OUR PREVIOUS OUR TYPICAL STATE APPORTIONMENT AND OTHER FEDERAL REVENUES, OUR PATTERNS MAKING IT MUCH MORE DIFFICULT TO PREDICT THE ENDING FUND BALANCE. SO OUR ENDING FUND BALANCE CAME IN AT $21,339,587, WHICH REPRESENTS 2.56% OF THAT IS THE UNASSIGNED FUND BALANCE PORTION, WHICH IS JUST UNDER $10 MILLION.

TALKED A LITTLE BIT ABOUT SOME SUMMARY RESULTS.

AGAIN, THE ENDING UNASSIGNED FUND BALANCE OR ACTUALLY TOTAL FUND BALANCE DECREASED JUST UNDER 3.7 MILLION FROM OUR LATEST.

THAT'S JUNE 2023 BUDGET ESTIMATE.

OF COURSE HIGHER THAN THE JUNE 22ND ESTIMATE.

OUR BEGINNING FUND BALANCE, WHICH WE KNEW FOR A WHILE, DID COME IN HIGHER THAN WE ESTIMATED WAY BACK FOR THE 2223 BUDGET.

[01:05:06]

SO THAT IS FAVORABLE.

WE DID ANTICIPATE THAT EXPENDITURES WOULD EXCEED REVENUES BY 9 MILLION.

THE ACTUAL NUMBER IS 7.3, SO THAT IS 1.7 FAVORABLE.

WE DISCUSSED ENROLLMENT ALL THROUGHOUT THE COURSE OF THE YEAR, WITH THE FINAL ENROLLMENT BEING IN JUNE OF 23.

BUT I DID REPORT IT AGAIN ON THIS SLIDE THAT IT'S ABOUT 144 BELOW BUDGET.

NOW, THIS ONE'S A LITTLE BIT UNUSUAL.

IT'S A NEW ACCOUNTING PRONOUNCEMENT THAT CAME FORTH FOR THE 22, 23 AND BEYOND SCHOOL YEAR.

SIMILAR. WE HAD WHAT'S CALLED GASB 87 A YEAR AGO.

THAT WAS LEASES AND GASB 96 IS SOFTWARE SUBSCRIPTIONS.

YOU WILL SEE A HIGHER EXPENDITURE IN AUGUST BECAUSE IT INCLUDES ROUGHLY 2.4 MILLION OF THE FUTURE VALUE OF THE CURRENT SOFTWARE SUBSCRIPTIONS THAT WE HAVE TODAY.

SO IT IS NOT ACCOUNTANTS WOULD CRINGE A REAL EXPENDITURE, BUT A RECORDING, AND WE RECORD THE EXACT SAME AMOUNT OF REVENUES UNDER GASB 96.

SO THE NET IMPACT TO FUND BALANCE IS ZERO.

DOES NOT AFFECT FUND BALANCE, BUT YOU WILL SEE A HIGHER THAN USUAL EXPENDITURE.

WE ANTICIPATED THAT WE WOULD CARRY FORWARD UNSPENT ESSER BALANCE OF 2.5.

THE ACTUAL BALANCE IS 2.77.

SO THAT'S A LITTLE BIT HELPFUL FOR THE 23-24 FISCAL YEAR.

I'M GOING TO HAVE TO WALK AROUND BECAUSE MY VISION IS NOT AS GOOD.

HOPEFULLY THIS WILL WORK.

OKAY.

SO A YEAR AGO.

SO THE 21-22 SCHOOL YEAR ARE LABOR AND INDUSTRY CLAIMS WERE SIGNIFICANTLY DOWN BECAUSE OF THE PANDEMIC AND LESS IN-PERSON WORK.

AND OUR NUMBER OF CLAIMS AND THE SEVERITY OF OUR CLAIMS HAVE INCREASED, AND SO WE ARE REQUIRED TO SET ASIDE FUNDS TO MAKE SURE THAT IF WE HAVE ANY CLAIMS THAT INCREASE OVER TIME, THAT WE CAN PAY FOR THEM. OKAY.

MAKE SURE THIS WORKS. YES IT DOES.

ALL RIGHT, CERTIFICATED SICK LEAVE AND VACATION CASH OUTS.

AGAIN, THIS IS JUST A REMINDER OF AN UNFUNDED MANDATE.

PEOPLE WHO RETIRE, IT'S NOT JUST ANYBODY, BUT PEOPLE WHO RETIRE ARE ELIGIBLE FOR A SICK LEAVE CASH OUT OF THEIR BALANCE AT 25%.

THAT'S THROUGH THE STATE OF WASHINGTON.

IT APPLIES TO ALL OF US.

IT IS A LITTLE BIT DIFFICULT TO PREDICT.

CERTIFICATED EXTRA WORK.

WE KNEW THAT THERE WAS THAT WE WERE GOING TO FUND SUMMER SCHOOL WITH ESSER THREE B, WHICH WAS THE EXTENDED LEARNING PART OF ESSER SO I EXCLUDED THAT. I EXCLUDED A BIT OF TUITION BASED SUMMER SCHOOL BECAUSE EXPENDITURES AND REVENUES WERE EQUAL, AND THAT LEFT OVER 500,000 OF EXTRA WORK THAT WAS PERFORMED, OR AT LEAST PAID IN AUGUST.

I SHOULDN'T SAY PERFORMED IN AUGUST.

SOMETIMES TIMESHEETS COME IN LATE FROM PREVIOUS MONTHS, AND THEY'RE PAID IN AUGUST, AND THAT'S WHAT SHOWED UP.

SO THE SAME THING WITH CERTIFICATED.

WE ALSO HAD EXTRA CLASSIFIED WORK BEING PERFORMED IN THE SUMMER AND OR IN AUGUST, AND I LISTED THOSE FOOD SERVICE COMMODITIES EXPENDITURE RECOGNITION.

THIS IS A LITTLE BIT TRICKY.

WE HAD TWO NEW PEOPLE ON BOTH SIDES OF THE EQUATION, ONE IN FOOD SERVICE AND ONE IN BUSINESS SERVICES.

SO THIS WAS NOT RECOGNIZED THAT IT HAD NOT BEEN BEING BOOKED DURING THE YEAR AS USUAL.

AND SO AT THE END OF THE YEAR, WE, YOU KNOW, SCRUB THROUGH THE DATA TO MAKE SURE EVERYTHING'S BEEN RECORDED AND DID PICK UP ON THIS.

AND OF COURSE, THAT WASN'T KNOWN WHEN I WAS DOING PROJECTIONS BACK IN JULY.

UM, DID NOTE THAT WE DID HAVE A LOT OF PARAEDUCATOR VACANCIES AND THAT DID SHOW UP.

THAT WAS A LOWER EXPENDITURE THAN EXPECTED.

[01:10:02]

UTILITIES, PRIMARILY THESE THREE WE WERE UNDER UNDER PROJECTION FOR THOSE, WE DID ADD BUDGET AUTHORITY IN THE 23-24 BUDGET FOR UTILITIES BECAUSE THEY CONTINUE TO INCREASE.

AND THEN OF COURSE WE HAD THE TECHNOLOGY CYBER INCIDENT.

A PORTION WAS COVERED BY INSURANCE, BUT NOT ALL OF IT WAS.

SO. THIS IS THE REVENUE PIE.

OH, IF I COULD JUST ASK ABOUT THE SELF INSURANCE INCREASE.

WHAT WAS THE REASONING AND WHAT'S WHAT'S GOING ON THERE.

SO WE DEPARTMENT OF LABOR AND INDUSTRIES, YOU HAVE TWO CHOICES ON HOW YOU WANT TO PAY.

AND YOU CAN EITHER BE SELF INSURED.

YOU USE WHICH IS WHAT WE DO.

WE USE A THIRD PARTY ADMINISTRATOR TO MANAGE OUR LNI CLAIMS. SO THEY THEY HANDLE THE PAPERWORK.

THEY MAKE SURE EVERYTHING'S DONE PROPERLY.

SO THAT'S THAT'S ONE VERSION.

THE ALTERNATE IS THAT YOU CAN PAY MONTHLY THROUGH THE PAYROLL PROCESS DIRECT TO L&I, AND THEN L&I WILL PROCESS THE CLAIMS WHEN AN EMPLOYEE IS INJURED IN CONTEXT.

SO WHEN AN EMPLOYEE IS INJURED NOW AND SAY THEY GO TO THE DOCTOR AND THEY HAVE A SHOULDER INJURY, THEY WILL WORK WITH THE DISTRICT FOR TIME LOSS AND THINGS LIKE AND MEDICAL BILLS.

IF THEY'RE HURT ON THE JOB.

THE ALTERNATE IS TO PAY THE DEPARTMENT OF L&I THROUGH PAYROLL EVERY MONTH.

SO OUR PAYROLL COSTS WOULD GO UP AND THE MONEY WOULD GO TO L&I AND THEY'D PAY THE CLAIMS INSTEAD, WE KEEP THE CASH HERE IN OUR RESERVES.

SO. A.

LIKE I SAID, IT'S, I ASKED THE PAYROLL MANAGER AND IT'S AN INCREASE IN CLAIMS AND SEVERITY.

AND THEN SO OUR THIRD PARTY ADMINISTRATOR, WHICH IS EBERLY VIVIAN, WORKS WITH THE DEPARTMENT OF PAPERWORK AND THE DEPARTMENT OF ILLINOIS SAYS YOU HAVE TO TAKE PREVIOUS CLAIMS AND ADD KIND OF A THERE'S A 25% LINE FOR ESCALATION.

SO IF THERE'S A CLAIM TODAY, I MIGHT HAVE AN IDEA OF HOW MUCH IT'S GOING TO COST THE DISTRICT.

AND THEN THERE'S AN ESCALATION FOR UNKNOWN COSTS IN THE FUTURE.

SO. AGAIN, OUR THIRD PARTY ADMINISTRATOR WORKS WITH L&I AND THEY DETERMINE THAT AMOUNT.

THEY TELL US THAT AMOUNT AND WE BOOK IT.

SO HAVE WE HAD A THREE TIMES INCREASE IN ACCIDENTS AND CLAIMS? SO I DON'T KNOW THAT FOR SURE.

WHAT THEY'RE LOOKING AT IS AGAIN, THEY TAKE USUALLY WHAT WE'VE PAID OUT AND ADD AND THEN LOOK AT THE INDIVIDUAL CLAIMS. AND IT'S KIND OF A IT'S AN ACTUARIAL PROCESS.

SO IF I HAVE UM, A BROKEN BONE, THEY USE ACTUARIES TO DECIDE ROUGHLY HOW MUCH THAT'S GOING TO COST THE DISTRICT IN THE FUTURE.

SO IT'S THAT I'M MISSING THE WORD.

IT'S THE FUTURE COST THAT IS BEING PREDICTED AND SET ASIDE.

AND AGAIN, THAT'S WHY WE USE THAT THIRD PARTY ADMINISTRATOR BECAUSE WE DON'T HAVE ACTUARIES IN THE DISTRICT.

L AND I WOULD BE DOING THAT FOR US BY TELLING US WHAT THE RATE IS IF WE PAID THROUGH PAYROLL.

I'M CURIOUS IF YOU HAVE AN ESTIMATE OR A SENSE OF HOW MUCH WE SAVE BY GOING THE SELF-INSURANCE ROUTE, AND I REALIZE THAT MIGHT DEPEND ON THE YEAR AND THE NUMBER OF CLAIMS, BUT SORT OF ON AVERAGE.

SO, IT'S NOT NECESSARILY A SAVINGS BECAUSE YOU'RE GOING TO PAY THE CLAIM NO MATTER WHAT.

IT'S WHEN THE MONEY LEAVES THE DISTRICT.

WE MAINTAIN MORE OF THE MONEY BY NOT PROCESSING IT THROUGH THE PAYROLL PROCESS EACH MONTH.

WHEN I TALKED TO THE PAYROLL MANAGER EARLIER, SHE DID SAY THAT WE'VE BEEN SELF-INSURED FOR AT LEAST 30 YEARS, SO NO ONE'S QUITE CERTAIN.

AND THERE MAY NOT EVEN BE THE OPTION IN A SCHOOL DISTRICT TO PAY L&I DIRECTLY.

THEY PROBABLY PREFER THAT WE PROCESS THE CLAIMS. THANK YOU.

SURE. THIS IS OUR REVENUE PIE FOR THE ENTIRE YEAR.

[01:15:03]

IT LOOKS VERY SIMILAR TO A YEAR AGO, EXCEPT THAT FEDERAL REVENUES A YEAR AGO WERE 10%.

AND THAT IS ALL PREDOMINANTLY BECAUSE OF ESSER.

AS WE ARE UTILIZING ESSER AND THE BALANCE IS COMING DOWN, WE SPENT LESS.

I IMAGINE AFTER ESSER IS USED UP THAT FEDERAL REVENUES WILL BE BETWEEN 4 AND 5%, WHICH WAS ITS PRE-PANDEMIC RANGE, AND ALL THE OTHER CATEGORIES ARE BASICALLY THE SAME.

FOR EXPENDITURES, I DID EXCLUDE THOSE SOFTWARE SUBSCRIPTIONS.

THAT 2.3 MILLION.

THAT IS EXACTLY OFFSET BY THE REVENUES BECAUSE IT WASN'T A BILL THAT WE PAID ANYONE, IT'S THE RECORDING.

SO WITH THAT, SALARIES AND BENEFITS ARE JUST UNDER 88% OF OUR TOTAL EXPENDITURES, WHICH IS EXACTLY THE SAME AS LAST YEAR.

CAPITAL OUTLAY, VERY TINY PERCENT AT ONE TENTH OF 1%.

SAME WITH TRAVEL, PURCHASE SERVICES WENT UP SLIGHTLY AND SUPPLIES MATERIALS WENT DOWN A LITTLE BIT.

THEN I BROKE IT DOWN A DIFFERENT WAY.

THIS IS BY ACTIVITY, SO YOU CAN SEE THE LION'S SHARE OF THE PIE IS TEACHING AND TEACHING SUPPORT, AND EVERY CATEGORY IS ALMOST IDENTICAL TO A YEAR AGO.

OTHER SUPPORT ACTIVITIES IS 1% HIGHER.

SO IT WENT FROM 2 TO 3.

BUT REALLY THAT IS THAT 2.3 MILLION OF SOFTWARE SUBSCRIPTIONS.

AND THEN THERE HAS TO BE AN OFFSET, SO FACILITIES DECREASE BY 1%.

BUT EVERY OTHER CATEGORY IS EXACTLY THE SAME AS LAST YEAR.

IT'S VERY INTERESTING.

THIS IS THE REPORT YOU NORMALLY SEE.

TALKED A LOT ABOUT GENERAL FUND ALREADY.

SO I WANTED TO RE-POINT OUT CAPITAL PROJECTS FUND.

CAPITAL PROJECTS IS BUDGETED ON A PROJECT BASIS.

A PROJECT CAN BE ANYWHERE FROM ONE YEAR TO FIVE YEARS.

AND OSPI REQUIRES US TO TAKE A SNAPSHOT.

SO UNFORTUNATELY OR MAYBE NOT, UNFORTUNATELY, BUT USUALLY EXPENDITURES WILL LOOK A LITTLE BIT LOW BECAUSE OF THAT.

SO WE TEND TO PUT THE EXPENDITURE COSTS IN.

SO IT WAS 60 MILLION.

WE SPENT 32.

AND A LOT OF THAT IS JUST BECAUSE THOSE PARTICULAR PROJECTS NEED MORE THAN ONE YEAR.

I MENTIONED, I BELIEVE, IN JULY THAT WE WEREN'T SURE THAT WE WERE GOING TO GET ALL OUR BUSSES IN BY AUGUST 31ST, AND WE RECEIVED THREE AFTER AUGUST 31ST.

SO THEY DO END UP GETTING CHARGED TO 23-24.

BUT THAT'S OKAY BECAUSE TRANSPORTATION VEHICLE BOTH HAS THE CASH BALANCE AS WELL AS THE EXPENDITURE AUTHORITY FOR THOSE THREE BUSSES.

SO WE WON'T HAVE TO DO A BUDGET EXTENSION OR ANYTHING BECAUSE OF THAT.

THIS IS A SLIGHTLY NEW REPORT, I BELIEVE FROM WHAT YOU SEE NORMALLY.

AND IT TAKES THE EXPENDITURES AND WE IT'S CALLED SORTED BY OBJECT.

AND THEN THERE'S ANOTHER SLIDE THAT SORTED DIFFERENTLY.

SO WANTED TO POINT OUT IN REVENUES LOCAL SUPPORT NON TAX IS ONLY AT 35% OF BUDGET.

AND THAT IS BECAUSE THAT IS WHERE THE BULK OF OUR CONTINGENCY IS.

SO IF WE RECEIVE A NEW DONATION, WE WILL PULL REVENUE CONTINGENCY FROM THERE, PUT IT IN THE RIGHT CATEGORY AND INCREASE THE EXPENDITURE AUTHORITY BY THE AMOUNT OF THAT DONATION, FOR INSTANCE.

UM, TRAVEL IS PREDOMINANTLY, LIKE YOU SAID, ON THE CONSENT AGENDA.

LOTS MORE FIELD TRIPS THAN WE EXPECTED.

SO. AND A LOT MORE LIKE OPPORTUNITIES THAT I REMEMBER.

THERE WERE SEVERAL TECHNOLOGY CLUBS THAT WENT OUT OF STATE.

SO SOME GOOD THINGS.

AND THEN AGAIN, LIKE KIND OF REPEATING MYSELF.

BUT THE CAPITAL OUTLAY 2.3 MILLION OF THAT 2.698 MILLION ARE THOSE SOFTWARE SUBSCRIPTIONS THAT HAD TO BE RECORDED.

OKAY. THESE ARE REVENUES AND EXPENDITURES, BUT SORTED BY WHAT WE CALL PROGRAM.

SO YOU CAN SEE REGULAR INSTRUCTION THAT SLIGHTLY JUST ABOUT 98% OF BUDGET.

[01:20:02]

THAT LOOKS GOOD.

FEDERAL SPECIAL PURPOSE THAT IS OVER BUDGET, BUT THOSE ARE MATCHED TO REVENUES.

SO IT'S PREDOMINANTLY ESSER THAT WE SPENT A LITTLE BIT MORE ESSER.

TITLE, TITLE TWO AND, SORRY LAP SHOULD NOT BE IN THERE, BUT WE SPEND MORE AND THEN WE RECEIVE THOSE SAME REVENUES.

SO IT IS OVERSPENT, BUT THOSE REVENUES ARE ALSO HIGHER THAN WE PREDICTED.

ON NUMBER TWO, THAT'S A FLIP SIDE OF THE OTHER SCREEN.

WE ALSO HAVE A LOT OF CONTINGENCY FOR EXPENDITURES THAT ARE MATCHED BY THE REVENUES IN THESE OTHER INSTRUCTIONAL PROGRAMS. AND THEN FINALLY COMMUNITY SERVICES LOOKS VERY LARGE.

WE WHEN WE BLENDED THE PRESCHOOL MODEL WITH ECAP TUITION BASED AND SPECIAL EDUCATION FUNDS, WE PLACE THEM ALL IN ONE PROGRAM, PROGRAM 88 RATHER THAN PREVIOUSLY, THEY HAD BEEN SPLIT IN THREE CATEGORIES, SO WE LOOKED AT EACH SOURCE OF FUNDS TO MAKE SURE THAT YOU KNOW IT FIT WITHIN THE ORIGINAL BUDGET BEFORE WE COMBINED THAT BLENDED MODEL.

AND THEN FINALLY, YOU ALSO HAVE AGAIN THAT GASB 96 SHOWING UP IN DIFFERENT WAYS OF SLICING EXPENDITURES.

SO THERE'S 2.4 MILLION, THAT IS JUST A RECORDING.

SO AGAIN, SOME DISAPPOINTMENT.

YOU CAN SEE IN APRIL WE ACTUALLY EXCEEDED THE PRIOR YEAR.

WE HAD BEEN TRACKING CLOSELY.

AFTER FROM BETWEEN OCTOBER THROUGH APRIL AND THEN CAME DOWN, AND UNFORTUNATELY AUGUST DID NOT UM, COME BACK UP.

WE WERE EXPECTING A DECREASE THIS YEAR AND THE DECREASE IS A LITTLE BIT HIGHER.

PER BOARD MEMBER REQUEST.

I CAN'T REMEMBER WHICH ONE, BUT WE, IT WAS GARY, THANK YOU, DR.

NOBLE. WE PUT IN THE ASP FUND BALANCES FOR EACH SCHOOL AND LOCATION, AND THIS IS SLIGHTLY LOWER THAN IT WAS A YEAR AGO AT WHICH WAS A YEAR AGO, WAS OVER 1.7.

OKAY. WE'LL TURN TO THE AUGUST BUDGET, STATUS IS INCLUDED.

I DON'T BELIEVE YOU HAVE TO OPEN IT BECAUSE WE'RE SO USED TO.

SEEING THE REPORT, I'VE INCLUDED THE F 196. THE COMBINED.

AND YOU DON'T HAVE TO OPEN THAT EITHER.

IF YOU HAVE QUESTIONS ON ANY OF THAT, I'M HAPPY TO ANSWER THEM AT A LATER TIME, BECAUSE I KNOW IT'S LIKE 117 PAGES.

THAT BASICALLY IS OSPI AND THE STATE OF WASHINGTON'S NAME FOR THE BALANCE SHEET AND INCOME STATEMENTS.

THAT'S REALLY WHAT AN F 196 IS.

SO IF WE COULD TURN TO THE SEPTEMBER 2023 BOARD REPORT.

SO UNFORTUNATELY, SEPTEMBER 2023 IS VERY SHORT.

APOLOGIZE FOR THAT.

IF WE GO TO THE NEXT SLIDE.

SO WE HAVE A SYSTEM CALLED FORECAST FIVE.

IT'S WHAT MAKES THE VERY NICE LOOKING GRAPHS AND CHARTS.

WE CUMULATIVE WHICH IS THE THE UPGRADED SOFTWARE FROM SKYWARD.

HAS SOME CHANGES IN THE REVENUE ACCOUNT STRING THAT WE HAVE TO RECODE INTO FORECAST FIVE, AND WE WEREN'T ABLE TO GET THAT DONE BEFORE SEPTEMBER WAS DUE.

WE'RE HOPING TO GET THAT DONE BY THE OCTOBER REPORT, SO WE'RE WORKING ON IT AS OF THIS WEEK WITH THE VENDOR.

SO WE WERE ABLE TO DO THIS ONE.

IT DOES SHOW YOU THE DIFFERENCE.

YOU KNOW, SEPTEMBER TO SEPTEMBER FOR ALL THE FUNDS.

I DO HAVE TO SAY WE HAVE ANOTHER.

WE STILL HAVE THAT SAME CUMULATIVE GLITCH WITH ENCUMBRANCES.

IT'S STILL NOT RECORDING ALL OF THE ENCUMBRANCES.

SO THEY ARE ALSO HARD AT WORK AT THAT.

BUT IT WON'T BE REFLECTED IN THIS CURRENT SEPTEMBER DATA.

AND THEN THE BLACK LINE IS SEPTEMBER.

[01:25:07]

OCTOBER DOES GO UP.

IN FACT, I WROTE IT DOWN.

OCTOBER GOES UP ROUGHLY 248 STUDENTS.

109 OF THOSE ARE IN THE ALTERNATIVE LEARNING EDUCATION PROGRAM, AND 139 ARE IN THE OTHER K 12 SCHOOLS. AND WAITING ON NOVEMBER.

AND THEN REALLY QUICK IF YOU WOULD OPEN THE 09 BUDGET STATUS.

SO JUST WANTED TO POINT OUT.

I DO LIKE CUMULATIVE.

IT IS A FAR MORE ATTRACTIVE AND EASIER TO READ SYSTEM, I BELIEVE.

BUT AGAIN, THOSE ENCUMBRANCES REALLY ONLY HAVE PURCHASE ORDERS.

SO MATERIAL SUPPLIES, OPERATING COSTS.

IT DOES NOT HAVE MOST OF PAYROLL.

AND THAT'S IT.

I JUST HAD ONE QUICK QUESTION IN TERMS OF JUST THE HEADLINE OF THIS, IF I'M SEEING THIS CORRECTLY.

SO WE AUTHORIZED AT ONE OF OUR MEETINGS TO SPEND DOWN TO 2.5 FUND BALANCE, 2.5%.

IF I'M LOOKING AT THIS CORRECTLY, WE ARE BELOW WHAT WAS PROJECTED, BUT STILL OVER 2.5.

IS THAT KIND OF THE HEADLINE FROM ALL OF THESE THINGS? SO WE PROJECTED TO COME DOWN TO 2.75 AT THE END OF 23-24.

OKAY. AND WE ARE CURRENTLY BELOW THAT.

OKAY. THANK YOU.

WHICH I SHOULD SAY YOU HAD WARNED US WAS LIKELY TO HAPPEN WHEN WE DISCUSSED THAT.

SO YOU KIND OF KNEW THAT THAT WAS GOING TO HAPPEN.

I HOPED IT DIDN'T.

OTHER COMMENTS OR QUESTIONS.

THANK YOU SO MUCH.

THIS IS SO MUCH WORK.

I KNOW, PARTICULARLY WITH THE TRANSITION TO CUMULATIVE.

SO WE REALLY APPRECIATE IT.

AND ALSO THE GOING FROM ONE YEAR TO THE NEXT IS ALWAYS A HUGE AMOUNT OF WORK.

SO WE REALLY APPRECIATE IT.

THANK YOU SO MUCH.

WE HAVE ONE ITEM OF UNFINISHED BUSINESS THIS EVENING.

[12. UNFINISHED BUSINESS- 8:15 pm]

IT'S A SECOND READING OF TO APPROVE A NEW BOARD POLICY, 2421 INSTRUCTIONAL PROMOTION AND RETENTION.

AFTER A FIRST READING, THERE WERE SOME REQUESTED CHANGES BY THE BOARD WHICH WE HAVE MADE.

AND OUR RECOMMENDATION BY STAFF IS THAT THE BOARD APPROVE THIS POLICY.

DO I HEAR A MOTION AND A SECOND TO APPROVE THE NEW BOARD POLICY 2421 ON INSTRUCTION AND PROMOTION RETENTION? I MOVE TO APPROVE. SECOND.

I'VE HEARD A MOTION TO APPROVE, AND A SECOND.

IS THERE ANY DISCUSSION? I DID READ OUT A LONG STORY I GOT ABOUT THIS, AND REALLY THE ONLY THING I WANT TO SAY IS I HOPE THIS IS SOMETHING THAT IS USED VERY INFREQUENTLY.

AND I DO SEE IN THE POLICY IT SAYS THAT ABOUT STRONG LIKELIHOOD WITH MINIMUM SOCIAL AND EMOTIONAL IMPACTS, AND I'M HOPING THIS DOES NOT NEED TO BE INVOKED FREQUENTLY.

IF IT DOES, WE ARE SURE THAT THERE IS NO HARM TO THE ELEMENTARY SCHOOLS SOCIAL EMOTIONAL LEARNING.

APPRECIATE THAT. OTHER COMMENTS.

AND THANK YOU FOR MAKING.

I THINK YOU CAPTURED ALL THE CHANGES THAT WE HAD ASKED.

OKAY, SO HEARING NO FURTHER DISCUSSION, I'LL CALL FOR A ROLL CALL VOTE.

THE NEW BOARD POLICY 2421 ON INSTRUCTION, PROMOTION AND RETENTION IS APPROVED.

THANK YOU VERY MUCH. WE HAVE SEVEN ITEMS OF NEW BUSINESS THIS EVENING.

[13. NEW BUSINESS- 8:30 pm]

THE FIRST IS A SINGLE READING TO APPROVE THE 2023-2024 SCHOOL IMPROVEMENT PLANS.

TREMENDOUS GRATITUDE TO OUR PRINCIPALS AND THE STAFF WHO IN THE BUILDINGS, WHO COLLABORATE WITH THEM, AS WELL AS OUR SCHOOL SUPERVISORS WHO PROVIDE FEEDBACK ALONG THE WAY AS THESE ARE IN DRAFT AND THEN FINAL FORMS, IT TAKES A LOT OF PEOPLE TO PUT THESE TOGETHER.

A LOT OF INPUT IS GATHERED AND I'M GRATEFUL TO ALL OF THEM FOR THEIR WORK.

DO I HEAR A MOTION AND A SECOND TO APPROVE THE SCHOOL IMPROVEMENT 24? MOVED TO APPROVE.

[01:30:02]

SECOND. I'VE HEARD A MOTION TO APPROVE.

AND A SECOND. IS THERE ANY DISCUSSION? I WANT TO THANK EVERYBODY FOR ALL THEIR WORK, BUT THE REAL WORK IS TO COME.

AND WHAT I'M HOPING FOR IS THAT THEY ARE LIVING, BREATHING DOCUMENTS THAT ARE USED ON A REGULAR BASIS.

SO WE LOOK FORWARD TO THE MIDYEAR, WHICH HELPS THE PRINCIPLES DO THE REVIEW AND GIVE US BACK FEEDBACK ON HOW THEY'RE GOING.

BUT THANKS TO EVERYBODY FOR ALL THAT WORK.

ANY OTHER COMMENTS? QUESTIONS? OKAY.

I'LL CALL FOR A ROLL CALL VOTE.

23-24 SCHOOL IMPROVEMENT PLANS.

THE NEXT ITEM, SORRY ABOUT THAT.

THE NEXT ITEM THIS EVENING IS 13.2, THE BOARD TO SELECT THE PRO CON COMMITTEE MEMBERS FOR THE UPCOMING SCHOOL CONSTRUCTION, BOND AND TECHNOLOGY CAPITAL PROJECT LEVIES THAT APPEAR ON THE FEBRUARY 2024 BALLOTS.

SO I'M GOING TO TAKE THIS AS ASKING FOR TWO DIFFERENT MOTIONS.

FIRST, I'M GOING TO ASK FOR A MOTION AND A SECOND TO APPROVE THE THREE PEOPLE WHO HAVE ASKED TO BE A COMMITTEE TOGETHER FOR THE PRO STATEMENT. I MOVE TO ACCEPT THE THREE PRO COMMITTEE APPLICANTS.

I'VE HEARD A MOTION TO ACCEPT THEM, APPROVE THEM.

AND A SECOND.

IS THERE ANY DISCUSSION? I'D LIKE TO SAY, I THINK IT'S IMPORTANT THAT THEY EACH REPRESENT A DIFFERENT PART OF OUR COMMUNITY.

ONE'S FROM EDMONDS, ONE'S FROM MOUNTLAKE TERRACE, AND ONE'S FROM LYNNWOOD.

AND I THINK THAT GIVES A NICE REPRESENTATION.

HEARING NO FURTHER DISCUSSION.

I'LL CALL FOR A ROLL CALL VOTE.

WHO HAVE VOLUNTEERED TO WRITE BE A COMMITTEE FOR THE PRO STATEMENT FOR THE BOND AND LEVY ARE APPROVED.

NOW, I'M GOING TO ASK FOR A MOTION AND A SECOND TO APPROVE THE ONE PERSON WHO HAS ASKED TO BE ON THE CON COMMITTEE.

I MOVE TO APPROVE STEPHEN KEELER FOR THE CON COMMITTEE.

I SECOND. I'VE HEARD A MOTION TO APPROVE.

AND A SECOND. IS THERE ANY DISCUSSION? JUST APPRECIATE THAT HE HIS STATEMENT ON WANTING THE CON STATEMENT TO BE FACTUAL AND RELEVANT.

AND THAT'S IT.

THANK YOU. AGREED.

WHICH WE DIDN'T HAVE LAST TIME.

AND I THINK WE CAN TRUST THAT HE WILL DO IT.

SO WE APPRECIATE HIS STEPPING UP TO DO THAT.

ANY OTHER DISCUSSION? HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE.

APPROVED TO BE THE REPRESENTING OR WRITING THE CON COMMITTEE.

BE THE CON COMMITTEE TO WRITE THE CON STATEMENT FOR THE FEBRUARY 13TH MEASURES.

ITEM 13.3 IS A SINGLE READING TO APPROVE RESOLUTION 2321, CERTIFICATION OF 2024, ACCESS PROPERTY TAXES.

DO I HEAR A MOTION? MOVE TO APPROVE.

SECOND. I HEARD A MOTION TO APPROVE.

AND A SECOND. IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE.

THE RESOLUTION 2321 FOR THE CERTIFICATION OF THE 2024 EXCESS PROPERTY TAXES IS APPROVED.

ITEM 13.4 IS A SINGLE READING TO APPROVE A PROJECT AWARD TO LONG BUILDING TECHNOLOGIES.

THIS IS THROUGH THE [INAUDIBLE] CONTRACT NUMBER 1805 FOR THE DISTRICT WIDE SECURITY PROJECT.

DO I HEAR A MOTION AND A SECOND TO APPROVE? I MOVE TO APPROVE.

SECOND. IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE.

AND THE LONG BUILDING TECHNOLOGIES CONTRACT THROUGH [INAUDIBLE] CONTRACT 1805 FOR THE DISTRICT WIDE SECURITY PROJECT IS APPROVED.

ITEM 13.5.

[01:35:03]

WHY IS THERE NO DISCUSSION? WHERE ARE YOU GUYS DISCUSSING ALL OF THIS AT? ITEM 13.5 IS A SINGLE READING TO APPROVE RESOLUTION 2322 ACCEPTANCE OF PUBLIC WORKS CONTRACT FOR THE GYM BLEACHERS AT EDMONDS-WOODWAY HIGH SCHOOL.

MOVE TO APPROVE.

SECOND. IS THERE ANY DISCUSSION? I THINK THIS IS A GREAT RESOLUTION TO ACCEPT.

I HAVE REVIEWED IT ON OUR AGENDA AND I'M SATISFIED WITH THE MATERIAL THAT'S BEEN PRESENTED.

THANK YOU. THANK YOU, DIRECTOR CHASE.

ANY OTHER DISCUSSION? HEARING NO FURTHER DISCUSSION.

I'LL CALL FOR A ROLL CALL VOTE.

2322, THE ACCEPTANCE OF THE PUBLIC WORKS CONTRACT FOR THE GYM BLEACHERS AT EDMONDS-WOODWAY HIGH SCHOOL IS APPROVED.

ITEM 13.6 IS A SINGLE READING ACCEPTANCE OF COMPLETED PUBLIC WORKS CONTRACT FOR SPRUCE ELEMENTARY SCHOOL REPLACEMENT PROJECT PHASE TWO.

DO I HEAR A MOTION TO APPROVE AND A SECOND? MOVE TO APPROVE. SECOND.

I'VE HEARD A MOTION TO APPROVE.

AND A SECOND. IS THERE ANY DISCUSSION? WELL, I WOULD JUST LIKE TO ADD THAT SPRUCE ELEMENTARY SCHOOL, THE NEW SCHOOL, IS JUST BEAUTIFUL AND WHAT A GREAT SPACE FOR LEARNING IT IS.

I'M SO PROUD OF IT.

IT'S BEEN A LONG ROAD AND WE HAVE BEEN REVIEWING IT ALL THE WAY, SO I'M JUST GLAD TO PUT THE PERIOD ON IT.

WELL SAID.

THIS IS A DISGRACE TO PUBLIC MEETINGS ACT, YOU SHOULD BE ASHAMED OF YOURSELF, YOU SHOULD BE DISCUSSING..

EXCUSE ME SIR, YOU ARE DISRUPTING A BUSINESS MEETING.

I'LL CALL FOR A ROLL CALL VOTE.

PUBLIC WORKS CONTRACT FOR SPRUCE ELEMENTARY SCHOOL REPLACEMENT PROJECT PHASE TWO IS ACCEPTED.

FINAL ITEM IN THE NEW BUSINESS IS A FIRST READING, NO ACTION REQUESTED AT THIS TIME OF A NEW BOARD POLICY, 5004, INFECTION CONTROL.

THIS POLICY IS BROUGHT FORWARD.

IT'S A RECOMMENDED POLICY BY WSSDA.

IT'S A LONG ENCOURAGED WSSDA POLICY, RATHER WE'VE IMPLEMENTED THE PRACTICES AND PROCESSES DETAILED FOR MANY YEARS AS THEY ARE REQUIRED BY LAW.

BUT WE HAVEN'T HAD A BOARD PROCEDURE, EXCUSE ME, A BOARD POLICY TO CODIFY THESE.

DO I HEAR ANY DISCUSSION? THIS IS THE WSSDA RECOMMENDED PROPOSAL.

THAT'S CORRECT.

THANK YOU. I KNOW WE'VE ALL READ THIS AS WE'VE READ ALL THE BACKGROUND INFORMATION ON ALL OF THE RESOLUTIONS THAT WE VOTE FOR THAT ARE AVAILABLE TO THE PUBLIC ON OUR BOARD AGENDA AND HEARING NOTHING FURTHER THIS IS NOT A VOTE.

THIS IS JUST DISCUSSION FOR THE FIRST READ.

SO IT SOUNDS LIKE THERE ARE NO HEARING NO, UNLESS THERE'S SOME SUGGESTIONS.

WE'LL BRING THAT FORWARD TO YOU FOR A SECOND READING AT OUR NEXT MEETING, A SECOND READING AND A RECOMMENDATION FOR APPROVAL.

ARE THERE ANY FURTHER PUBLIC COMMENTS? WE HAVE ONE MORE PUBLIC COMMENT.

[14. PUBLIC COMMENTS 8:40 pm]

OKAY. I DON'T IS THAT ON MY.

YES, IT'S MELISSA BOSWELL.

OKAY THEN. GREAT. THEN I CAN CALL THE PERSON MELISSA BOSWELL.

OH, I JUST GOT RID OF IT.

HOLD ON. SORRY.

ALL RIGHT. HELLO.

MY NAME IS MELISSA BOSWELL.

I LIVE IN MOUNTLAKE TERRACE.

I HAVE AN EIGHTH GRADER AT BRIER TERRACE, A FRESHMAN AT MOUNTLAKE TERRACE, AND I WORK AT SCRIBER LAKE TO THE PLANNING COMMITTEE, WHO TOOK ALL OF LAST YEAR TO LOOK OVER OUR BUILDINGS AND MAKE REALLY HARD DECISIONS ABOUT WHAT WAS GOING ON IN THE BOND AND WHAT WAS NOT.

THANK YOU. THOSE WERE CHALLENGING CONVERSATIONS AND DECISIONS.

TO THE SCHOOL BOARD.

CONTINUAL IRREPARABLE HARM HAS BEEN HAPPENING AND BEING DONE TO OUR SCRIBER COMMUNITY.

16 YEARS OF AN UNFULFILLED PROMISE AND EQUITY IS JUST A WORD.

HARM IS THE PLANNING COMMITTEE.

SENDING YOU THREE BOND PROPOSALS AND SCRIBERS ON ALL THREE.

AND YOU AS A BOARD, REMOVE US IN JULY WITHOUT SO MUCH AS A CONVERSATION WITH US ABOUT WHY.

AND YOU'RE THINKING OF POSSIBLE ALTERNATIVE SOLUTIONS.

HARM WHEN WE FIND OUT BY CHANCE IN OCTOBER, THAT WE ARE NOT ON THE BOND.

HARM WHEN YOU'VE BEEN INVITED NOT ONCE, BUT TWICE, TO TALK TO OUR STAFF ABOUT THIS DECISION AND PLANS MOVING FORWARD, AND HAVE CHOSEN NOT TO ENGAGE WITH US.

[01:40:04]

HE DID SHARE YOUR EMAIL WITH A FEW OF US.

MY INTERPRETATION OF THE EMAIL WAS THANKS, I'LL SEE YOU ON MY ANNUAL VISIT, SO NOT TO ENGAGE WITH US ABOUT THIS ISSUE.

AND THEN ALSO ABOUT THE STEAM STEM THING, WHICH ALSO WAS LIKE, ARE YOU REPLACING US? OR LIKE I DON'T KNOW WHAT THAT LIKE ADDITION WAS ABOUT.

SO OUR ISSUE WAS THE COMMUNICATION AND TALKING WITH YOU ABOUT THESE POSSIBLE ALTERNATIVES.

SO IT'S HARD TO BE SEEN AND HEARD.

IT'S HARD TO FEEL RESPECTED WHEN THE BOARD HAS REPEATEDLY DISREGARDED US AT EVERY STEP IN THIS PROCESS.

WORDS ARE JUST THAT.

IT'S WORDS. LEADERSHIP IS DOING THE RIGHT THING, EVEN WHEN HARD, EVEN WHEN IT'S DIFFICULT AND CHALLENGING.

CONVERSATIONS ABOUT OUR MOST VULNERABLE KIDS.

THE LACK OF OWNERSHIP ABOUT THE DECISION.

IT WASN'T THE PLANNING COMMITTEE.

AND IT'S FINE THAT YOU MADE THAT DECISION.

WHAT'S NOT FINE IS THIS WHOLE LACK OF TRANSPARENCY AND LACK OF COMMUNICATION.

OUR UNION POSTED ON FACEBOOK TODAY THAT WE'RE NOT ON THE BOND BECAUSE REMODELING WOODWAY CAMPUS ISN'T FEASIBLE BECAUSE OF ITS LOCATION.

WHEN REMODELING WOODWAY NEVER BEEN ON A CONVERSATION LIKE THAT ALSO INVOLVES EDMONDS HEIGHTS LIKE.

SO TRUST IS A FRAGILE THING, AND WE'RE STRUGGLING RIGHT NOW WITH THIS DECISION WHEN WITH THE PROCESS AND LACK OF TRANSPARENCY.

TO THE EDMONDS COMMUNITY, TO MY FELLOW UNION MEMBERS, SCRIBER FULLY SUPPORTS THIS BOND.

NO DOUBT WE'RE ON BOARD, BUT WE ASK THAT YOU REACH OUT TO THE SCHOOL BOARD DISTRICT LEADERSHIP ABOUT HOW LONG THIS UNFULFILLED PROMISE HAS BEEN GOING ON AND THAT YOU SUPPORT SCRIBER.

WE ARE AN AMAZING, SPECIAL PLACE, AND WE'RE NOT REACHING EVERY KID WHO NEEDS TO BE WITH US.

REACH OUT THROUGH EMAIL AT EVERY FACE TO FACE MEETING OR EVENT.

PLEASE LET THEM KNOW YOU SUPPORT SCRIBER.

PLEASE DEMAND THE DISTRICT FULFILLS THEIR PROMISE TO DEMAND BETTER FROM OUR LEADERS AND MAKE SURE WE'RE IN THE PROCESS.

WE'RE IN CONVERSATIONS BECAUSE IT INVOLVES US AND AGAIN, OUR MOST VULNERABLE, VULNERABLE KIDS.

THANK YOU. THANK YOU.

NEXT IS OUR LEGISLATIVE UPDATE.

[15. LEGISLATIVE UPDATES]

I'LL TURN TO DIRECTOR CHASE.

SO WE HAVE THE 2024 WAS LEGISLATIVE PRIORITIES ARE HERE.

WE HAVE AND I SHARED IN AN EMAIL I THINK I BELIEVE THE STUDENT REPS GOT IT TOO.

BUT IF NOT I CAN SEND IT OUT AGAIN.

WE HAVE THE AREA.

THESE ARE THE AREAS OF PRIORITY THAT WSSDA WILL BE CENTERING ITS STRATEGIC ADVOCACY AROUND.

AND THESE POLICIES ARE THESE AREAS OF FOCUS, WHICH WERE COMPILED FROM THE PRIORITIES LISTED FROM ALL THE SCHOOL DISTRICTS ACROSS THE STATE. THEY ARE TO AMPLE, EQUITABLE AND STABLE PUBLIC EDUCATION TO ADVANCE SPECIAL EDUCATION.

THREE BUILD SAFE AND HEALTHY SCHOOLS AND FOR TRANSPORT AND FEED STUDENTS.

SO THOSE ARE THE FOUR BROAD CATEGORIES BY WHICH WSSDA WILL CENTER ITS ADVOCACY AROUND IN TRACKING BILLS THAT THAT HAVE TO DO WITH THOSE BROAD CATEGORIES.

UNDER THAT, IT INCLUDES THINGS SUCH AS STAFFING LEVELS, SAFEGUARDING THE SOCIAL, EMOTIONAL AND PHYSICAL SAFETY, AND SUPPORTING A SIMPLE MAJORITY VOTE FOR SCHOOL BONDS, INCREASING ACCESS TO SMALL SCHOOL MODERNIZATIONS, GRANT PROGRAMS AND MORE.

SO WE HAVE THE BROAD CATEGORY OF BUILD SAFE AND HEALTHY SCHOOLS SO THAT WE CAN SO THAT WSSDA CAN ADVOCATE AND TAKE POSITIONS ON ANY BILLS THAT COME UP.

IT IS ALSO ANTICIPATED THAT WE MAY RETURN SOME OF THE BILLS ON TRANSPORTATION FUNDING, MASTERY BASED EDUCATION, LIBRARY PROGRAMS, CIVIL RIGHTS FOR STUDENTS AND TEACHERS, THE PREJUDGMENT INTEREST AND POSSIBLE NEW ITEMS, TALKING ABOUT THE COUNSELOR RATIO REVISIT, AND A NUMBER OF OTHER THINGS.

IT'S IN THE EMAIL THAT I SENT.

NOW, WE DO HAVE THE OPPORTUNITY AS A BOARD OURSELVES TO PICK OUR SPECIFIC LEGISLATIVE PRIORITIES FOR OUR BOARD, AND IN THE PAST, WE HAVE COME UP WITH THREE AND I BELIEVE LAST YEAR WE HAD.

SCHOOL MEALS, FEEDING, STUDENTS, TRANSPORTATION, AND SPECIAL EDUCATION FUNDING AS I BELIEVE WERE THE THREE LAST YEAR THAT WE SPECIFICALLY CENTERED OUR FOCUS AROUND IN OUR PRIORITIES. WE WERE SENDING QUITE A BIT AROUND FUNDING, SO IT IS NOT NECESSARY FOR US TO A REQUIREMENT FOR US TO HAVE SPECIFIC LEGISLATIVE PRIORITIES FOR OUR DISTRICT.

BUT I THINK IT MIGHT BE A GOOD IDEA TO DO SO.

AND. GIVEN OUR PRIORITIES, THEY DO SOMEWHAT ALIGN WITH THESE BROAD CATEGORIES THAT WSSDA HAS.

[01:45:01]

BUT WE CAN MAKE IT PERSONALIZED FOR OUR DISTRICT.

AGAIN, WHAT WSSDA HAS IS AMPLE, EQUITABLE, AND STABLE PUBLIC EDUCATION, WHICH INCLUDES FUNDING, ADVANCING SPECIAL EDUCATION, BUILD SAFE AND HEALTHY SCHOOLS, TRANSPORT AND FEED STUDENTS.

SO JUST OPENING THAT UP FOR THE CONVERSATION ON HOW WE MIGHT WANT TO ADDRESS THAT.

AND ONE OPTION COULD BE, AS WE DID LAST YEAR, DIRECTOR CHASE, YOU AND I LAST YEAR, THEY WERE FEED STUDENTS, MEET REQUIREMENTS FOR SPECIAL EDUCATION AND PROVIDE RESOURCES FOR AMPLE, EQUITABLE AND STABLE EDUCATION, ALL OF WHICH COULD CERTAINLY STILL BE A VIABLE PLATFORMS FOR US THIS YEAR SINCE NONE OF THOSE HAVE BEEN MET.

YOU AND I COULD MEET PREPARE A DRAFT, AS WE DID LAST YEAR, A ONE PAGER THAT TELLS OUR DISTRICT STORY.

IF THE BOARD WOULD LIKE US TO PURSUE THOSE SAME ONES, WE COULD BRING IT FORWARD FOR YOU FOR YOUR APPROVAL AT A LATER TIME IF THE TWO OF US WOULD WANT TO WORK ON THAT.

WORKS FOR ME.

I'M WONDERING HOW YOU, SINCE WE ALL KNOW THAT AS A BOARD, WE'RE WORKING COOPERATIVELY TO PUT TOGETHER A SORT OF UNIFORM ADVOCACY CAMPAIGN FOR FUNDING ON A BROADER, HOLISTIC APPROACH TO THE LEGISLATURE.

WE'RE GETTING SCHOOL BOARD PRESIDENTS AND TEACHER EDUCATOR ASSOCIATION PRESIDENTS FROM ACROSS THE STATE TO JOIN US IN A PROPOSITION WHERE WE'RE ASKING FOR A MUCH BROADER APPROACH TO GIVE EVERY DISTRICT IN THE STATE AN AMOUNT OF MONEY FROM THE SURPLUS THAT'S PROJECTED.

SO AND THIS IS RIGHT NOW DRAFT.

SO I'M NOT GETTING MORE SPECIFIC.

HOWEVER THE GOAL IS TO GET THIS OUT TO LEGISLATORS.

AND I'M WONDERING, TO WHAT EXTENT DO WE WANT TO JUST MAKE THAT OUR PROPOSAL? AND IF WE DON'T DO THAT, BUT WE DO THIS, BUT THEN SEND THE LETTER, ARE WE SORT OF MITIGATING AGAINST OUR OWN, OR ARE WE SAYING, OH, WE THINK THIS IS A GREAT APPROACH, BUT OH, LET'S GO BACK TO THE OLD FASHIONED, YOU KNOW, GIVE US THESE 4 OR 5 DIFFERENT THINGS AND ALL THE POTS, BECAUSE THE APPROACH WE'VE BEEN TAKING IS ONE THAT SAYS RATHER THAN YOU DECIDING, YOU, THE STATE LEGISLATURE DECIDING WHAT OUR NEEDS ARE, WE'RE SAYING YOU GIVE IT TO US WITHOUT RESTRICTIONS FOR US TO USE.

THE WAY EQUITY IS DESIGNED.

WE ALL HAVE DIFFERENT NEEDS.

WE SHOULD BE GIVEN THE FLEXIBILITY TO MEET OUR NEEDS FOR OUR DISTRICT, AND EACH DISTRICT SHOULD GET TO MEET THEIR NEEDS.

WOULDN'T THAT BE NICE? WOULDN'T THAT BE NICE? I BELIEVE OUR SUPERINTENDENT WAS ABOUT TO JUMP IN.

I WAS JUST GOING TO SAY, IF YOU'D LIKE US TO APPROVE THAT, YOU COULD BRING IT FORWARD.

YOU COULD GIVE US A DRAFT AND WE COULD PROVIDE THAT LETTER TO THE BOARD AS A POINT OF ADVOCACY, AND THEY COULD VOTE ON THAT, AND YOU ALL COULD VOTE ON THAT AT THE NEXT MEETING, IF YOU'D LIKE TO GO IN THAT DIRECTION.

I THINK THEY'RE NOT MUTUALLY EXCLUSIVE CATEGORIES.

RIGHT. BECAUSE THIS IS WITH THE FUNDING.

THAT IS WHAT WE'RE ASKING FOR, RIGHT? WELL, I WOULD SAY IT FALLS DIRECTLY INTO THE AMPLY FUND PRIORITY.

SO WE COULD SAY THAT'S NUMBER ONE.

AND THIS IS HOW WE THINK YOU SHOULD AMPLY FUND US.

SO WE COULD COMBINE IT IN THAT WAY.

SO WE'RE USING THEIR WORDS AND WE'RE FITTING IT IN WITH WSSDA'S, YOU KNOW, RESOLUTION OR WHATEVER.

BUT BEING A LITTLE BIT MORE SPECIFIC ABOUT OR LESS SPECIFIC ABOUT.

INSTEAD OF GIVING IT, INSTEAD OF FIGURING OUT BY PARTS AND THIS, THAT AND THE OTHER AND BY DOING THE WHAT WE'RE SUGGESTING, WE'RE ALSO SUGGESTING A LONG TERM SOLUTION FOR THEM TO STEP BACK AND COMPLETELY LOOK AT THE PROTOTYPICAL SCHOOL MODEL THAT'S USED AS THE FUNDING FORMULA, AND LOOK AT HOW OTHER STATES ARE DOING IT, BECAUSE THERE'S A STUDY THAT WE'RE SENDING TO THEM, A 2022 STUDY THAT BASICALLY HAS GRADED WASHINGTON STATE FUNDING AS A C, A D, AND AN F IN THREE DIFFERENT FUNDING CATEGORIES.

AND THAT'S NOT GOOD.

SO THEY REALLY NEED TO LOOK AT THAT AS WELL.

SO WE'RE SUGGESTING THE LONG TERM STRATEGY.

AND THEN THE SHORT TERM STRATEGY FOR GIVING US THIS MONEY NOW AND EACH YEAR.

SUPPLEMENTARY. UNTIL YOU SOLVE THE BIGGER PROBLEM.

ANYWAY, I JUST FEEL LIKE BEING THAT WE ARE LEADING THIS.

EVEN THOUGH WE'VE GOTTEN GREAT RESPONSE FROM A NUMBER OF OTHER LARGE DISTRICTS AND SOME SMALL DISTRICTS AS WELL, THAT WE DON'T WANT TO SHOOT OURSELVES IN THE FOOT BY SAYING, WELL, GIVE US ALL THIS.

BUT THEN WE ALSO LIKE THIS IDEA.

I THINK WE CAN INCORPORATE THAT INTO OUR PRIORITIES IN THAT LANGUAGE.

IT DOES SEEM. OH, I'M SORRY, I DIDN'T MEAN TO INTERRUPT.

I WAS JUST GOING TO SAY THAT MY SUGGESTION IS I THINK IT FITS WITH WHAT ALL OF YOU ARE SAYING ANYWAY, IS THAT.

YOU WANT. LIKE, I THINK IT'S GOOD TO LET THE LEGISLATURE KNOW WHAT WE WANT, BUT ALSO NOT TO BE SO SPECIFIC THAT IT'S GOING TO BE HARD TO GET 48

[01:50:10]

OTHER LEGISLATIVE DISTRICTS ON BOARD WITH IT.

SO USING SOMEWHERE KIND OF IN BETWEEN THE TWO, WHERE IT'S LIKE A BIG IDEA.

AND HERE'S HOW WE AS A DISTRICT WILL USE IT.

IF THAT MAKES SENSE.

I DON'T KNOW, KEITH, IF YOU'VE READ THE DRAFT LETTER, I SAW THE ONE FROM LAST YEAR, WHICH I THOUGHT WAS GREAT, I HAVEN'T SEEN OH NO.

OH, THE ONE YOU SENT OUT. YES YES YES YES.

AND I THINK THAT'S A VERY GOOD ONE.

I JUST THOUGHT WE WERE TALKING ABOUT HERE, ABOUT GETTING A LITTLE BIT MORE SPECIFIC, AND I JUST DIDN'T WANT US TO LIKE, DRILL DOWN SUPER FAR.

MY QUESTION IS, DO WE WANT TO BE ALL THAT SPECIFIC WITH ALL THOSE DIFFERENT POTS WHEN WE ARE ALSO SENDING THEM A LETTER THAT SAYS, WE REALLY DON'T THINK YOU SHOULD DO IT THAT WAY, WE THINK YOU SHOULD JUST LET IT BE A LOT MORE FLEXIBLE, BECAUSE SOME OF US MAY NEED IT FOR TRANSPORTATION, BUT SOME OF US MAY NOT NEED IT FOR TRANSPORTATION.

SOME OF US NEED IT FOR INCREASED COSTS OF FUEL AND OTHER THINGS SOME OF US NEED IT FOR.

I MEAN, IT'S IT'S THAT KIND OF THING.

I'LL GIVE IT ANOTHER LOOK.

NOW THAT WE'VE HAD THIS CONVERSATION AND SEE, AT THE TIME IT LOOKED PRETTY GOOD.

BUT NOW THAT WE'VE HAD THIS CONVERSATION, I MIGHT HAVE A DIFFERENT LOOK ON IT.

SO I THINK THAT PERHAPS DIRECTOR CHASE AND I CAN STILL TRY TO WALK A BALANCE WITH.

THEY DO LIKE TO HEAR OUR STORY WHEN WE GO TO MEET WITH THE LEGISLATORS.

THEY LIKE IN ONE PAGE TO SEE WHAT OUR CONTEXT IS, WHICH ISN'T THE SAME THING AS SAYING, GIVE US THIS POT OF MONEY.

IT'S JUST FOR THEM TO UNDERSTAND THAT WE SPEND LITERALLY MILLIONS OF DOLLARS OUT OF OUR LOCAL LEVY FOR SPECIAL EDUCATION, FOR THEM TO UNDERSTAND OUR CONTEXT, AND THEN WE COULD INCORPORATE THAT SO WE CAN COME BACK NEXT TIME WITH SOME SORT OF A DRAFT THAT HOPEFULLY WILL WALK THAT LINE, AND THEN WE CAN ALL TAKE IT ON AS AN ACTION ITEM.

AND I THINK THAT'S A GOOD IDEA BECAUSE THE LETTER, OF COURSE, WE'VE MADE MORE GENERIC AND WE'VE INCLUDED A LOT OF DIFFERENT DISTRICTS NUMBERS AND BUT WE'VE NOT BEEN THAT SPECIFIC IN TERMS OF WHAT THE IMPACTS ARE ON, HAVE BEEN ON US WITH ALL THE FLAWS IN THE STATE FUNDING FORMULAS.

SO WE COULD BUILD A PICTURE OF FOR OUR DISTRICT, THIS IS WHERE WE ARE AND THIS IS WHAT OUR NEEDS ARE, AND THEN TIE IT TO AND OTHER PEOPLE HAVE OTHER NEEDS.

THIS IS AN APPROACH.

SO OKAY SO WE CAN TALK ABOUT THAT.

SO WE'LL MOVE FORWARD WITH THAT.

THE OTHER THING WE ALSO HAVE IS WE ARE CONTINUING.

JUST EVERYONE KNOW TO MEET WITH OUR LEGISLATORS AND ADJUST OUR SCHEDULES AS NEEDED.

AND WE HAVE COMING UP THE ANNUAL CONFERENCE THIS THURSDAY, FRIDAY AND SATURDAY IN BELLEVUE.

I BELIEVE A NUMBER OF US ARE GOING.

ARE YOU GOING? WELL, NUMBER A NUMBER OF FOLKS ARE GOING AND WE'LL COME BACK WITH GREAT REPORTS.

IT'S ALL I GOT RIGHT NOW. THANK YOU SO MUCH.

IT'S EXCITING TIMES AS WE THINK ABOUT THE BEGINNING OF A NEXT LEGISLATIVE SESSION, AND IF WE CAN GET SOME TRACTION THIS TIME.

OKAY. SOME BOARD MEMBER COMMENTS.

VIVIAN, YOU WANT TO START?

[16. BOARD MEMBER COMMENTS]

SO THIS COMMENT I PROBABLY SHOULD HAVE MADE EARLIER DURING THE PRESENTATION, BUT I JUST WANTED TO MAKE A COMMENT ABOUT THE SCHOOL IMPROVEMENT PLAN AT CEDAR WAY, TALKING ABOUT HAVING A STUDENT ADVISORY COMMITTEE, AND I THOUGHT, THAT'S AWESOME, BECAUSE THAT HAS DEFINITELY BEEN AN ITEM I'VE WANTED TO TAKE ON IN OUR OWN COMMITTEE IS GETTING MORE STUDENT VOICE INTO THE LOWER LEVEL ELEMENTARY AND MIDDLE SCHOOLS.

AND I FEEL LIKE IN THE PAST YEAR, HEARING DIFFERENT PRESENTATIONS AND HEARING FROM SCHOOLS, IT SEEMS LIKE THAT'S SOMETHING THAT'S STARTING TO BE IMPLEMENTED.

AND I THINK THAT'S GREAT.

AND I THINK IT'D ALSO BE GREAT IF, YOU KNOW, ESPECIALLY LIKE BOARD ADVISORS, IF WE FOUND SOME WAY TO BE ABLE TO, LIKE, GET IN CONTACT WITH THOSE GROUPS, TALK TO THOSE KIDS BECAUSE I THINK IT'S AWESOME.

THEY'RE KIND OF DOING WHAT WE'RE DOING, BUT AT THEIR SCHOOL LEVEL.

SO I THINK THAT'S GREAT.

THANK YOU. CARTER, DO YOU WANT TO GO NEXT? I DO SO.

YOU KNOW, RACISM ISN'T AN ISSUE.

THAT'S. I FEEL LIKE IT'S TALKED ABOUT, BUT IT'S NOT OFTEN ADDRESSED AND SEEING WHAT CEDAR WAY IS DOING BY IMPLEMENTING PROGRAMS, BY IMPLEMENTING TEACHINGS SUCH AS AROUND ISSUES SUCH AS RACISM, ENVIRONMENTAL ISSUES AND, YOU KNOW, OVERALL, JUST BEING ABLE TO SELF-ADVOCATE. I THINK IT'S REALLY AMAZING TO SEE THAT WORK DONE.

THANK YOU. KEVIN.

ALL RIGHT, SO AT THE LAST BOARD MEETING DURING THIS SECTION OF THE MEETING, I TALKED ABOUT HOW OUR ROBOTICS TEAM GOT THIRD PLACE AT BODY CHARGED AT SAMMAMISH AND SECOND PLACE AT MAPLE VALLEY FOR GIRLS GEN AND THAT WE COULD POSSIBLY GET FIRST PLACE IN THE NEXT ONE FOR PA BLOCK PARTY AT JACKSON.

AND MY FORECAST WAS CORRECT.

AND CYNTHIA MIGHT BE WATCHING LIVE ON THE LIVE STREAM.

[01:55:02]

MAYBE SHE'S GOING TO. OKAY NOW.

YEAH. AND OVER AND MEANWHILE AT OLYMPIA HIGH SCHOOLS IN THE MORNING WHEN SCHOOL STARTS, I'M SEEING VERY BACKED UP TRAFFIC SPILLING ALONG NORTH ROAD. I DON'T KNOW HOW THE OTHER HIGH SCHOOLS ARE DOING WITH TRAFFIC IN THE MORNING, BUT AT LYNWOOD HIGH SCHOOL IT GETS BACKED UP.

IT IS BACKED UP.

THANKS, HELPFUL.

DIRECTOR SMITH. I THINK ENOUGH AIR HAS BEEN USED ON ME THIS EVENING IN THIS ROOM.

THE ONLY THING I DO WANT TO DRAW REFERENCE TO IS I'M SURPRISED THAT WE HAVE SIGNERS HERE TONIGHT, BUT I THINK THAT'S GREAT FOR ACCESSIBILITY.

I'M NOT SURE WHY THEY ARE HERE, IF THIS WAS A REASONABLE ACCOMMODATION REQUEST, IF THERE'S A SPECIFIC PERSON HERE WHO NEEDED THEM OR WHATNOT.

BUT IT DOES SHOW THAT WE HAVE A LITTLE BIT MORE ACCESSIBILITY IN OUR BOARD MEETINGS.

SO I THINK THAT IS A FANTASTIC THING FOR US TO HAVE.

THANK YOU. DIRECTOR NOBLE.

YEAH, I WANTED TO MAKE A COUPLE COMMENTS.

ONE ON THE ASB FUND BALANCE.

YOU SAW THE THE CHART THAT THEY PUT UP.

THIS IS ALWAYS MY YEARLY PLEA TO YOU GUYS.

I HOPE YOU LOOKED UP YOUR SCHOOL TO SEE WHAT THE BALANCE YOUR ASB BALANCE WAS.

THAT IS BASICALLY MONEY THAT IS ALREADY BEEN COLLECTED FROM STUDENTS IN PRIOR YEARS THAT HAS NOT BEEN SPENT.

AND SO AND TO GIVE YOU A LITTLE PERSPECTIVE, WE HAVE A FUND BALANCE.

WE SHE TALKED ABOUT THE FUND BALANCE FOR THE DISTRICT.

ALSO WE HAVE FOR OUR GENERAL FUND, WE HAVE ABOUT $400 MILLION BUDGET.

AND OUR PROJECTED FUND BALANCE IS 20 MILLION, THAT'S 5%.

FOR ASB, THEY YOU HAVE A PROJECTED $3.6 MILLION BUDGET AND YOUR PROJECTED FUND BALANCE IS 1.2 MILLION.

THAT'S ONE THIRD.

YOU HAVE A 33% FUND BALANCE, WHERE OUR DISTRICT HAS A 5% AT THE END OF THE YEAR.

SO MY MY PLEA IS, LOOK AT THIS AND SPEND IT.

YOUR PREVIOUS CLASSMATES HAVE WORKED VERY HARD TO RAISE THIS MONEY.

AND NOW EVERY YEAR THE ASB SEEMS TO BUDGET THEIR EXPENDITURES EXACTLY THE AMOUNT THAT THEY RAISE AND THEY DON'T TOUCH THIS.

THREE THIS $1.2 MILLION IS JUST SITTING IN THE BANK.

SO LOOK AT THAT.

IT'S I MEAN, IT'S NOT ALL IT'S IT'S SPREAD ACROSS 35 SCHOOLS.

THERE ARE FOUR HIGH SCHOOLS.

A LOT OF THE BALANCE IS ACTUALLY CLASS ACCOUNTS WHERE THEY'RE SAVING FOR THEIR SENIOR PARTY.

SO THERE IS SOME REASON FOR IT TO BE A LITTLE HIGHER THAN NORMAL.

BUT THAT'S A LOT OF MONEY THAT HAS NOT BEEN SPENT THAT POOR KIDS HAVE REALLY WORKED HARD TO RAISE.

SO THINK ABOUT HOW TO SPEND DOWN AT LEAST THE BALANCE IN YOUR SCHOOL A LITTLE BIT.

UH HUH. AND AND THE OTHER THING I JUST WANT TO GIVE A SHOUT OUT TO MEADOWDALE HIGH SCHOOL AND LINWOOD HIGH SCHOOL.

THEIR GIRLS VOLLEYBALL TEAM BOTH MADE THE STATE.

MEADOWDALE IS 14TH SEED IN THE STATE, AND LINWOOD HIGH SCHOOL IS UNDEFEATED THROUGH ALL THEIR MATCHES, INCLUDING THE PLAYOFFS AND THEIR NUMBER TWO SEED IN THE ENTIRE STATE.

SO GOOD FOR THEM.

AND THAT'S ALL I HAVE. THANK YOU.

DIRECTOR CHASE.

THANK YOU.

YOU KNOW, IT'S NOT OFTEN THAT YOU GET A BOARD DIRECTOR OVER HERE TELLING A STUDENT ADVISOR TO GO SPEND THAT MONEY.

BUT A COUPLE THINGS. I JUST LOVE THAT.

THAT PRESENTATION WITH THE HATS AND THE WORMS AND DON'T STEP ON ME.

AND I WAS HAVING SO MUCH FUN THAT I FORGOT THAT I WAS LEARNING ABOUT POLLINATION AND GERMINATION.

AND LIFE IS ALWAYS ABOUT CHANGE AND THAT MANNERS ARE IMPORTANT.

AND SO I JUST APPRECIATED THEM SO MUCH.

THAT WAS SO FUN.

UM, I DON'T REALLY HAVE A LOT OTHER THAN A COUPLE MEETINGS AGO.

I'D MENTIONED THAT AS WE, THE BOARD DOES PROFESSIONAL DEVELOPMENT, AND PART OF THAT WAS SOME OF OUR TRAININGS, AND WE'D HAD ONE ON MICROAGGRESSIONS, AND I'D OFFERED TO A LOT OF THE AUDIENCE SOME OF THE RESOURCES WE HAD ON SPEAK UP AT SCHOOL, RESPONDING TO EVERYDAY STEREOTYPES AND BIASES.

AND I DIDN'T HAVE ENOUGH FOR EVERYBODY WHO WANTED ONE.

SO I'VE ORDERED SOME MORE.

SO WE HAVE THE SPEAK UP AT SCHOOL TO RESPOND TO EVERYDAY STEREOS AND BIASES AND BEING I'M A PERSON WHO WILL SPEAK UP AGAINST BIAS, SO I HAVE THESE RESOURCES AVAILABLE FOR ANYONE THAT NEEDS THEM. THAT'S IT.

THANK YOU, DIRECTOR KILGORE.

WELL, I HAVE HAD A BUSY FEW WEEKS.

FIRST OF ALL, I HOPE EVERYONE VOTED.

THAT'S MY FAVORITE TIME OF YEAR.

AND OF COURSE, THE SORT OF THE CULMINATION OF A RAUCOUS DEMOCRATIC PROCESS.

BUT THERE ARE OTHER WAYS THAT WE GET INVOLVED EVERY DAY IN OUR DEMOCRACY.

AND I WANTED TO POINT KEVIN TO THE COMMUNITY TRANSIT BOARD.

[02:00:04]

I HAVE BEEN TO SEE THEM A COUPLE OF TIMES, AND THEY'RE NOT VERY COOPERATIVE.

BUT BECAUSE LYNWOOD HIGH SCHOOL NEEDS A BUS STOP IN FRONT OF THEIR SCHOOL AND THEY'RE GETTING 1 IN 2024.

SO I DON'T THINK WE WE HAVE A CHANCE.

BUT I JUST WANTED YOU TO KNOW THAT I HAVE BEEN A COUPLE OF TIMES, TOO, OVER THE LAST COUPLE OF YEARS TO ASK FOR THAT.

I ALSO ASKED FOR KIDS RIDE FREE AND WE GOT IT.

AND I DON'T THINK IT WAS ME, BUT I LIKE TO THINK IT WAS.

AND SO THAT IS ANOTHER WAY THAT WE GET INVOLVED, IS WE FIND OUT WHO'S IN CHARGE AND WE GO TALK TO THEM AS PEOPLE COME TALK TO US TODAY.

LET'S SEE.

IN ADDITION, OF COURSE, THERE'S WORK GOING ON ALL OVER THE DISTRICT.

AS I MENTIONED, LAST MEETING I WAS GOING TO AND I DID ATTEND THE NORTHWEST INTERSCHOLASTIC ACTIVITIES COMMITTEE MEETING, THAT IS OUR DISTRICT ONE, MOSTLY ATHLETICS BOARD, BUT THERE THE DISTRICT ONE, WHICH EXTENDS FROM BELLINGHAM DOWN TO SHORELINE. IT'S AN ENORMOUS GEOGRAPHIC AREA, BUT STILL DWARFED BY SOME OF THE GEOGRAPHIC AREAS ON THE EASTERN SIDE OF THE STATE.

AND THESE ARE THE PEOPLE, ATHLETIC DIRECTORS WHO REPRESENT THE SCHOOLS IN OUR DISTRICT AND WHO DO VERY HARD WORK TO MAKE SURE THAT ALL YOUR ATHLETICS ARE RUNNING REALLY WELL AND OTHER ACTIVITIES THAT ARE SANCTIONED BY WIAA.

AND IN FACT, THEY WERE TALKING ABOUT SEEDING THIS TIME.

SEEDING IS AN ART AND A SCIENCE, I GUESS.

AND SO STAY TUNED FOR MORE INFORMATION.

BUT ANOTHER THING THAT DIRECTOR SMITH MIGHT BE INTERESTED IN, BECAUSE HE'S AN OFFICIAL, IS HOW SERIOUSLY THEY TAKE YOUR REPORTS.

AND WE DO A LOT OF DISCUSSION ABOUT HOW TO HANDLE DIFFERENT EJECTION REPORTS AND, AND OTHER KINDS OF REPORTS, OTHER VIOLATIONS.

AND SO YOU MAY NOT HEAR ABOUT IT, BUT EVERY REPORT YOU MAKE IS TAKEN VERY SERIOUSLY.

AND THERE'S A PROCESS THAT IS FOLLOWED.

I HAD THE OPPORTUNITY TO VISIT SHERWOOD ELEMENTARY SCHOOL AS WELL, AND WHAT A GREAT SCHOOL THAT IS.

THEIR PRINCIPAL IS JUST SO PASSIONATE, ROBIN SALTZMAN, AND SHE'S SO PASSIONATE FOR THE STUDENTS AND FOR THE TEACHERS. AND THE FIRST, PRACTICALLY THE FIRST THING SHE TOLD US WAS THEY GOT AN 11% INCREASE IN THEIR TEST SCORES, IN THEIR SBA SCORES.

SO I WAS VERY EXCITED ABOUT THAT.

BUT WE VISITED, SHE MADE SURE THAT WE VISITED AND I WENT WITH DR.

MINER. WE VISITED EVERY SINGLE CLASSROOM IN THAT SCHOOL AND I WAS HAPPY TO DO IT.

THE KIDS ARE JUST DELIGHTFUL AND HAVING A LOT OF FUN.

I THINK THE ONE THING THAT STOOD OUT FOR ME IS HOW AND SHE POINTED OUT SHE KNEW ALL THE KIDS, EVERY SINGLE KID IN THE SCHOOL.

BUT SHE POINTED OUT FOR US SOME KIDS WHO HAD COME IN WITH EXTRA CHALLENGES, YOU KNOW, WHETHER IT WAS A DISABILITY OR OR SOMETHING GOING ON AT HOME AND HOW MUCH THEY HAD GROWN AND, AND GOTTEN COMFORTABLE WITH THEIR SCHOOL ENVIRONMENT.

AND JUST, YOU KNOW, WE HAVE THEM FOR A SHORT TIME.

AND THESE WERE KIDS THAT WERE REALLY ENGAGED.

AND AND, YOU KNOW, I FELT THAT THAT THAT THERE WAS A REAL EFFORT TO ENGENDER THAT SENSE OF BELONGING.

AND I FELT THAT THESE KIDS DEFINITELY BELONGED.

I WAS ALSO, OF COURSE, AS USUAL, ABLE TO VOLUNTEER AT LYNWOOD ELEMENTARY SCHOOL.

AND THE KIDS WE SAW TONIGHT.

I AM JUST AS PASSIONATE ABOUT PUBLIC EDUCATION AS AS ONE OF OUR BEST ACHIEVEMENTS IN THE UNITED STATES.

AND IT GOES HAND IN HAND WITH DEMOCRACY.

AND SO THANK YOU AGAIN FOR THE PRIVILEGE OF PARTICIPATING IN THIS PROCESS.

GREAT. THANK YOU.

I LOVED THE PRESENTATION FROM THE CEDAR WAY KIDS AND ALSO VIVIAN, I REALLY APPRECIATED YOUR PRESENTATION.

I THOUGHT IT WAS WONDERFUL.

I DID WANT TO ALSO SHARE, AND THE REST OF THE BOARD KNOWS THIS BECAUSE WE WERE ALL TOGETHER ON THIS, BUT WE JUST HAD A STUDY SESSION ON REVIEWING OUR DISTRICT DATA.

AND MOST IMPORTANTLY, WHAT IS OUR STAFF DOING ABOUT THE AREAS WHERE WE HAVE NEED AND TO IMPROVE, EVEN WHERE WE'RE DOING FAIRLY WELL, HOW WE CAN KEEP THAT GOING.

[02:05:02]

AND I JUST WANT TO SAY HOW.

INVIGORATING IT WAS TO SEE THE WORK THAT'S GOING ON IN THE DISTRICT WHERE.

WHAT THE WHAT THE STAFF HAS DONE IS TAKEN THE OUR THREE KEY GOALS FROM OUR STRATEGIC PLAN TIED IT TO WHAT IS THE DATA LOOK LIKE SO THAT WE AS A DISTRICT, AS A BOARD CAN BE MONITORING PROGRESS TOWARD THOSE GOALS, WHICH IS PART OF A MAJOR PART OF OUR ROLE, AND THEN TO TALK WITH US ABOUT STRATEGIES THAT ARE BEING USED IN THE DISTRICT TO ADDRESS THOSE GOALS AND THE DATA THAT WE SEE, AND GIVE US A CHANCE TO INTERACT WITH THEM WITH QUESTIONS AND SUGGESTIONS AND GETTING A SENSE OF THE PROGRESS THAT'S GOING ON.

AND THAT, ACCORDING TO ALL EDUCATIONAL RESEARCH, IS A KEY PIECE OF WHAT MAKES AN EFFECTIVE DISTRICT AND EFFECTIVE SCHOOLING FOR OUR KIDS.

SO I JUST WANT TO SAY THANK YOU TO ALL THE STAFF THAT ARE WORKING VERY, VERY HARD ON BEHALF OF OUR KIDS, BECAUSE IT'S A LOT OF THE THINGS THAT ARE NOT SEEN FROM OUR CABINET LEVEL PEOPLE AND STUDENT LEARNING STAFF THAT ARE MAKING THE DIFFERENCE FOR OUR KIDS.

SO I JUST WANTED TO SAY THANK YOU FOR THAT AND TURN IT OVER TO DR.

MINER. THANK YOU VERY MUCH.

I'VE SPENT THE LAST TWO DAYS, ALONG WITH PARTNERS FROM EDMONDS COMMUNITY, I'M SORRY, EDMONDS COLLEGE AND THE FOUNDATION AT THE FIRST CONVENING FOR THE GATES GRANT. LIMITLESS GRANT, WE WERE ONE OF 25 DISTRICTS WHILE PARTNERSHIPS SELECTED FOR TO PARTICIPATE IN THAT.

IT WAS OUR FIRST CONVENING LEARNING FROM 24 OTHER SYSTEMS AND COLLABORATIONS AROUND THE STATE AND LOOKING FORWARD TO LEARNING MORE FROM THEM AS TIME GOES ON.

GREAT. WE HAVE ONE LAST ITEM ON THE AGENDA, AS ALWAYS, WHICH IS TO ASK, ARE THERE ANY TOPICS OR ITEMS THAT WE WOULD LIKE TO SEE AT A FUTURE STUDY

[17. ITEMS FOR FUTURE CONSIDERATION OR INFORMATION]

SESSION, OR ON A FRIDAY REPORT, OR AT A BOARD MEETING THAT WE HAVEN'T YET PUT ON OUR VERY LARGE LIST OF TOPICS THAT WE WANT TO TALK ABOUT THIS YEAR. ANYTHING NEW? OKAY. WELL, I THINK WITH THAT BEING SAID.

THIS REGULAR BUSINESS MEETING OF THE EDMONDS SCHOOL DISTRICT BOARD OF DIRECTORS IS ADJOURNED.
