TODAY WE HAD OUR SPECIAL EDUCATION STAFF TRAINING.

SO REALLY FEELING LIKE THINGS ARE GETTING UNDERWAY AND VERY EXCITED ABOUT THAT.

IN FACT, I REACHED OUT TO PRINCIPALS TODAY TO GET MY SCHOOL VISITS SCHEDULED FOR THE YEAR.

SO LOOKING FORWARD TO THOSE.

AND AS SOON AS I GET THAT CALENDAR PUT TOGETHER, I'LL REACH OUT AND SHARE THAT WITH BOARD MEMBERS SO THAT THEY CAN CHOOSE TO ATTEND WITH ME.

THE CONSENT AGENDA IS OUR GROUP OF FAIRLY ROUTINE ITEMS THAT WE VOTE ON AS A BLOCK, BUT WE'RE ABLE TO TAKE APART AND VOTE SEPARATELY IF WE SO CHOOSE.

TONIGHT WE HAVE 12 ITEMS. THREE ARE PERSONNEL AND AGREEMENTS WITH OUR STAFF ASSOCIATIONS.

TWO HAVE TO DO WITH APPROVING OUR BILLS AND VOUCHERS.

ONE HAS TO DO WITH SURPLUS AND CHROMEBOOKS, WHICH WE HAVE AN AGREEMENT WHERE WE'RE ABLE TO GET CREDIT BACK AS PART OF OUR TECH MONEY TO THE DISTRICT FOR PARTS FOR OUTDATED EQUIPMENT.

AND SIX OF THEM ARE AGREEMENTS WITH VARIOUS ORGANIZATIONS AND SERVICE PROVIDERS WHO GIVE SPECIALIZED SERVICES TO OUR STUDENTS.

THIS IS THE 49TH YEAR.

WE'VE HAD AN AGREEMENT WITH THE ROTARY CLUB OF LYNWOOD TO ACTUALLY USE OUR STUDENTS IN THE CARPENTRY CLASSES AT ALL FOUR OF OUR HIGH SCHOOLS TO CONSTRUCT A REAL HOUSE, A WHOLE HOUSE. AND THEY DO.

THEY DO THIS EVERY YEAR.

THE ROTARY CLUB PURCHASES A LOT, AND THE PLANS THE STUDENTS DO THE FRAMING AND A LOT OF THE INTERIOR WORK.

AND THEN THE ROTARY SELLS THE COMPLETED HOUSE AND USES THE FUNDS TO PURCHASE THE MATERIALS FOR THE FOLLOWING YEAR AND USES THE EXCESS FUNDS FOR THEIR COMMUNITY PROGRAMS. SO IT'S A WIN WIN FOR BOTH.

AND IT'S A REALLY FANTASTIC PROGRAM GOING ON FOR 49 YEARS.

SO JUST WANTED TO SHOUT OUT TO ROTARY.

WE'RE REALLY PROUD OF YOU AND REALLY APPRECIATE YOUR HELP.

I DIDN'T KNOW WHAT WAS GOING ON FOR THAT LONG.

ITEM 10.1, THE JUNE BUDGET STATUS REPORT.

LYDIA SELLIE WILL SHARE THAT WITH US.

IT'S BEEN SO LONG, I.

SO EVEN THOUGH WE ARE CLOSING OUT THE FISCAL YEAR BECAUSE OF THE GAP, WE ARE AT JUNE OF THIS LAST YEAR. SO WANTED TO BRING YOUR ATTENTION AND I'LL ACTUALLY SHOW YOU ON THE BUDGET STATUS SLIDE, WHICH I DON'T USUALLY BRING UP, BUT I WILL HAVE FRANK DO THAT AFTER THIS, IS THAT OUR ENCUMBRANCES ARE A WAY FOR US TO DETERMINE IF OUR BUDGET IS IN CHECK.

SO I LOOK AT WHAT SAYS ACTUAL AS OF JUNE ON THIS PARTICULAR REPORT IS TRUE ACTUAL PLUS THE AMOUNT OUTSTANDING YET TO BE PAID THAT'S ENCUMBERED.

SO THINGS LIKE JULY AND AUGUST PAYROLL THAT WE KNOW ARE POSITIONS ITEMS THAT HAVE BEEN ORDERED AND RECEIVED BUT MAYBE NOT YET PAID FOR. SO WHEN CHRIS COULSON AND I, MY FINANCE DIRECTOR LOOKED AT THIS AND NOTICED THAT OUR PERCENT OF BUDGET IS OVER, WHICH IS USUALLY A LITTLE BIT OF CAUSE FOR CONCERN, AND WE WHEN WE DUG INTO IT, WE DISCOVERED THAT FOR SOME REASON ENCUMBRANCES DIDN'T UPDATE AFTER JUNE WAS POSTED.

BUT BY THE TIME WE SPOTTED IT AND DETERMINED THAT'S WHAT LIKELY HAPPENED, WE WERE IN THE MIDST OF THE CUMULATIVE CONVERSION.

SO WE JUST CLOSED JULY TODAY AND IT LOOKS LIKE UNFORTUNATELY ENCUMBRANCES ARE NOW ZERO.

BUT WE WILL GET THIS WE WILL GET THIS WORKING IN TIME FOR NEXT YEAR.

AND HONESTLY, OUT OF THE SEVERAL REPORTS I'VE LOOKED AT AND CUMULATIVE, I AM PRETTY EXCITED BECAUSE THEY ARE MUCH MORE SOPHISTICATED LOOKING AND I THINK IT WILL BE REALLY GOOD.

I MEANT TO ASK DIRECTOR MOUNT THIS EVENING WHEN OUR OTHER BUSSES WERE RECEIVED AND I WAS REMISS IN DOING SO, BUT WE HAD ORDERED 13 AND ARE STILL WAITING FOR THE LAST FIVE, BUT THEY COULD HAVE BEEN RECEIVED RECENTLY.

SO WHEN I LOOK AT THE ENDING FUND BALANCE FOR JUNE COMING IN AT A LITTLE BIT AT AROUND 11 MILLION, I GET A LITTLE PAUSE.

BUT THEN I REALIZE TREND WISE, THAT'S THAT'S VERY NORMAL BECAUSE WE RECEIVE, YOU KNOW, THE BULK OF OUR SPRING LEVY COLLECTIONS IN APRIL AND MAY.

SO JUNE APPORTIONMENT FROM THE STATE IS MUCH LOWER THAN WHAT THEY PROVIDE IN JULY AND AUGUST.

SO THAT'S A TYPICAL CURVE TRENDING WITH WHAT WE EXPECT THE YEAR TO END AT.

SO NO SIGNIFICANT CHANGES IN REVENUE IN JUNE.

AGAIN, JUST A REMINDER THAT STATE APPORTIONMENT AND THE LEVY ARE OUR TOP TWO REVENUE SOURCES FOR THE DISTRICT.

EXPENDITURES. NO SIGNIFICANT CHANGES.

AND HERE BASIC EDUCATION AND SPECIAL EDUCATION ARE OUR TOP TWO EXPENDITURE CATEGORIES.

AND AGAIN, HERE'S THE SLIDE THAT SHOWS TOTAL FUND BALANCE IS JUST OVER 11, BUT WE ARE STILL EXPECTING A TOTAL OF 25, WHICH CONTAINS ALL COMPONENTS OF FUND BALANCE, INVENTORY ASSIGNMENTS, AND FINALLY, THE UNASSIGNED PORTION.

ENROLLMENT IN JUNE DROPPED A LITTLE BIT MORE THAN I WAS EXPECTING, JUST ABOUT 64 FTE IN THAT MONTH.

SO OUR TOTAL FTE WAS 144 BELOW OUR BUDGET, WHICH WE'VE PREDOMINANTLY MADE UP FOR THROUGHOUT THE YEAR.

AND WE ARE MONITORING THIS YEAR'S ENROLLMENT, EARLY ENROLLMENT VERY CAREFULLY RIGHT NOW.

AND COULD YOU PULL UP THE OTHER ATTACHMENT? THANK YOU. SO THIS IS THE GENERAL FUND.

AND AGAIN, WHAT WE DO FOR THAT FIRST PAGE REPORT IS WE TAKE THE ACTUAL FOR THE YEAR $320 MILLION AND ADD THE $85 MILLION IN ENCUMBRANCES TO SHOW YOU THAT FIRST SLIDE.

AND THIS IS WHERE OUR ENCUMBRANCES ARE OVERSTATED.

SO JUST KIND OF ANOTHER VISUAL.

THAT WE WILL WORK ON CORRECTING.

AND THEN WE HAVE HAD SOME STAFF TURNOVER, VERY POSITIVE STAFF TURNOVER. AND THE FACT THAT WE WERE ABLE TO HIRE A BRAND NEW ACCOUNTING SUPERVISOR AND WE PAID OUR INTEREST PAYMENT FOR JUNE ON OUR BONDS BUT DID NOT GET IT POSTED BEFORE THE CUMULATIVE CONVERSION.

SO IT IT IS IN THERE.

WE DID PAY OUR BILLS ON TIME AND THAT WILL BE REFLECTED IN THE FUTURE.

12.1 IS A SINGLE READING TO APPROVE AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF LYNNWOOD AND THE EDMONDS SCHOOL DISTRICT REGARDING THE REDEVELOPMENT OF 204TH STREET SOUTHWEST, WITH CONTRIBUTIONS FROM EDMONDS SCHOOL DISTRICT FOR ADDITIONAL RIGHT OF WAY.

SOMETIMES YOU'LL SEE INTERLOCAL APPEAR IN OUR CONSENT AGENDA.

BUT BECAUSE THIS WAS A UNIQUE ONE AND NOT ONE THAT WE DO ANNUALLY OR REGULARLY, WE DID INCLUDE THIS HERE.

WE CONSIDER THIS TO BE A MUTUALLY BENEFICIAL PROJECT TO IMPROVE PEDESTRIAN SAFETY ADJACENT TO COLLEGE PLACE ELEMENTARY SCHOOL, AND THEY INTEND TO FUND AND CONSTRUCT IMPROVEMENTS TO THAT SPACE REQUIRING A SLIGHT ADJUSTMENT TO

A FIRST READING WITH NO ACTION REQUESTED AT THIS TIME OF A NEW BOARD POLICY, 3117 STUDENTS IN OR RELEASED FROM AN INSTITUTIONAL EDUCATION FACILITY.

IT IDENTIFIES STRATEGIES TO INCREASE GRADUATION RATES FOR YOUTH RELEASED FROM INSTITUTIONAL FACILITIES IN ALIGNMENT WITH THE HOUSE BILL 1295.

THIS IS A FIRST READING, SO WE WOULD ASK THE BOARD TO REVIEW IT AND SHARE ANY QUESTIONS WITH US AND WE WILL BRING THAT FORWARD FOR A SECOND READING AT A FUTURE MEETING. OKAY.

WAS THIS A MODEL POLICY FROM MAZDA? YES. AND IT'S A NEW STATE REQUIREMENT THAT.

IT'S IN ALIGNMENT WITH IT'S SUPPORTIVE OF THE PROVISIONS IN OUR CW 28A FOR STUDENTS IN OR FROM INSTITUTIONAL FACILITIES.

WE HAVE AT OUR NEXT MEETING, I BELIEVE WE CAN TALK ABOUT SOME OF THE PROPOSALS.

LET ME JUST PULL THIS UP REAL QUICK THAT HAVE COME FORWARD HAVING TO DO WITH LEARNING LIKE ACHIEVEMENT AND OPPORTUNITY GAPS, POSITIONS, WHICH I BELIEVE WE VOTED ON EARLIER THIS YEAR TO PRESENT TO THIS TO GENERAL ASSEMBLY.

YEAH, I JUST WANTED TO MENTION WE HAD A REALLY GOOD BOARD RETREAT LAST WEEK AT LYNNWOOD ELEMENTARY SCHOOL.

BUT I HAVE TO SAY, THE VERY BEST PART OF THIS RETREAT WAS THE FACT THAT JUMP START WAS GOING ON IN THE SCHOOL.

AT THE SAME TIME, THIS IS WHERE WE BRING THE THE NEW KINDERGARTNERS IN TO MEET THEIR KINDERGARTEN TEACHER AND JUST TO HAVE A GOOD TIME IN THE SCHOOL TO GET THEM READY FOR KINDERGARTEN STARTING THE FIRST WEEK IN SEPTEMBER.

SO IT WAS GREAT TO SEE THE KIDS.

I DON'T KNOW WHO WAS HAVING MORE FUN, THE KIDS OR THE TEACHERS, BUT A LOT OF A LOT OF REALLY FUN, HAPPY VOICES DOWNSTAIRS FROM US.

SO THAT WAS MY HIGHLIGHT.

SEEING JUMP START. DIRECTOR CHASE.

WELL, WE'RE JUST WORKING ON CONNECTING WITH ALL OF OUR LEGISLATORS BEFORE SESSION STARTS IN JANUARY.

SO WE'LL CONTINUE MOVING FORWARD ON THAT WITH SOME MEETINGS AS WELL.

OKAY. I HAVE TO SAY, I REALLY MISS HAVING OUR STUDENT ADVISORS.

I DO TOO. TOMORROW WE'RE HAVING A RETREAT WITH THE STUDENT COMMITTEE, THE STUDENT ADVISORY COMMITTEE FOR THE SUPERINTENDENT, AND I'LL BE GOING AND TALKING TO THEM ABOUT CREATING A SOMEWHAT DIFFERENT MODEL WHERE WE'LL HAVE SOME OF THEM REPRESENTING EACH SCHOOL COME AND BE THE STUDENT ADVISORS.

AND SO SORT OF BEING A LIAISON BETWEEN THE SUPERINTENDENT STUDENT ADVISORY COMMITTEE AND THE BOARD.

SO WE'LL WE WILL WE'RE WE'RE ON IT.

AND I'M EXCITED TO MEET THE STUDENTS TOMORROW AND HAVE THE DISCUSSION.

I DON'T WANT MAKE SURE THAT THEY KNOW THAT'S WELCOME AND GOOD ENVIRONMENT FOR THEM, THAT WE WANT TO SUPPORT ALL THEIR AMBITIONS.

SO I JUST WANTED TO LET YOU GUYS KNOW WHERE WE WERE.

AND I ALSO WANTED TO SHARE THAT, AS GARY DID, THAT WE HAD A BOARD RETREAT.

WE TALKED ABOUT OUR BOARD GOALS, MONITORING WHERE WE THOUGHT WE WERE DOING A GOOD JOB, WHERE WE WANTED MORE INFORMATION ALIGNMENT BETWEEN OUR GOALS AND THE DISTRICT'S STRATEGIC PLAN, AS WELL AS WSSDA STANDARDS.

THE THE WASHINGTON STATE SCHOOL DIRECTORS ASSOCIATION STANDARDS.

WE SET UP OUR STUDY SESSION SCHEDULE FOR NEXT YEAR TO MAKE SURE THAT WE'RE GETTING DATA ON A REGULAR BASIS SO WE CAN MONITOR OUR GOALS. SO WE ARE, I THINK, REALLY DOING A GOOD JOB AS A BOARD TO SELF ASSESS OUR PROGRESS IN ALIGNMENT WITH THE DISTRICT GOALS.

SO I THOUGHT THAT THAT WAS AN EXCELLENT RETREAT.

WE ALSO DISCUSSED THE POSSIBILITY OF A BOND FOR 2024, WHICH WE WILL BE COMING BACK TO AS WELL AS A BOARD TO DISCUSS.

SO I WANTED TO THANK DR.

MINER FOR HELPING TO CREATE AND FACILITATE OUR RETREAT ALONG WITH THE THINGS THAT WE HAD ASKED THAT WE WANTED TO TALK ABOUT.

SO I THOUGHT THAT WAS REALLY GREAT.

I ALSO WANTED TO PUBLICLY THANK THE LYNNWOOD CITY COUNCIL FOR AND MAYBE YOU'RE GOING TO MENTION THIS FOR FUNDING OUR JOINT PROPOSAL IN TERMS OF MENTAL HEALTH PROFESSIONALS, BECAUSE IT'S WONDERFUL TO SEE OUR CITY PARTNERS STEPPING UP AND HELPING US, PARTICULARLY AS WE HAVE MORE NEEDS BUDGET WISE.

AND I HOPE EVERYBODY HAD A GREAT SUMMER AND WE'RE ALL READY TO ROCK AND ROLL BACK WITH OUR WITH OUR KIDS.

BUT I REALLY APPRECIATE IT.

I THINK I GOT SO MUCH GOOD INFORMATION AND FEEDBACK ABOUT OUR WORK TOGETHER FOR THIS YEAR AS A TEAM, AND I'M VERY MUCH LOOKING FORWARD TO MOVING FORWARD WITH THAT AND LOOKING FORWARD TO THE WORK THIS YEAR.
