[6. CELEBRATION- 6:35 pm]
WELL, WHAT AN HONOR IT IS TO START TONIGHT BY CELEBRATING FOUR OF OUR TEACHERS WHO ARE HERE AND ANOTHER ONE WHO IS UNABLE TO ATTEND.WE'RE JUST SO THRILLED TONIGHT TO HAVE THE OPPORTUNITY TO CELEBRATE THESE TEACHERS.
FOR THOSE OF YOU WHO MAY NOT BE FAMILIAR WITH THE NATIONAL BOARD CERTIFICATION PROCESS, THIS IS A PROCESS THAT INVOLVES DEEP SELF-STUDY ON THE PART OF THE TEACHERS AND REALLY COUNTLESS HOURS OF WORK IF THEY COUNTED THEM.
I'M SURE IT'S INTO THE HUNDREDS BY FAR, BECAUSE THIS IS A HUGE PROCESS AND WE CELEBRATE THESE TEACHERS WHO UNDERTAKE THIS WORK TO IMPROVE THEIR PRACTICE ON BEHALF OF OUR STUDENTS.
SO WE'LL CALL YOU UP ONE AT A TIME AND GET YOUR PICTURE WITH THE BOARD.
AND THEN WE'LL TAKE ONE OF ALL OF OUR NEWLY CHRISTENED NATIONAL BOARD TEACHERS WITH THE BOARD.
WE'LL START THIS EVENING BY GIVING A BIG ROUND OF APPLAUSE TO ALISHA HICKMAN.
UNFORTUNATELY, MIKE HAD TO LEAVE US, SO WE WILL MOVE ON TO CYBELLE OCHIMUS.
IT'S OCHIMUS, ISN'T IT? I'M SORRY.
OH, THANK YOU. YOU CAN BE IN HERE.
AND NEXT, WE HAVE STEPHANIE GWALTNEY.
[00:05:01]
AND NEXT, PLEASE JOIN ME IN CONGRATULATING JENNIFER GINDER.AND WE HAVE A FINAL CELEBRANT THIS EVENING, AARON HOLDER, WHO WAS UNABLE TO BE HERE WITH US TONIGHT.
BUT LET'S OFFER UP A ROUND OF APPLAUSE FOR HIM AND HIS EFFORTS AS WELL.
AND NOW IF YOU'D ALL COME FORWARD, WE'LL GET EVERYBODY WITH THE BOARD IF WE COULD.
[7. PROCLAMATION- SCHOOL RETIREES APPRECIATION WEEK 6:50 pm]
FOR SCHOOLS.SCHOOL RETIREES APPRECIATION WEEK.
IT'S ALSO MY PLEASURE THIS EVENING TO SHARE THIS WITH ALL OF YOU AND WITH THOSE IN ATTENDANCE.
OUR SCHOOL RETIREES OBVIOUSLY HAVE DEVOTED THEIR CAREERS TO PUBLIC EDUCATION.
I'D LIKE TO READ THE GOVERNOR'S PROCLAMATION.
IN JUST A FEW WEEKS, I'LL HAVE THE OPPORTUNITY TO PRESENT TO THE SNOW KING RETIREES.
WHEREAS WASHINGTON STATE RECOGNIZES THE ACCOMPLISHMENTS OF ALL RETIRED SCHOOL EMPLOYEES.
AND. WHEREAS, IT IS IMPORTANT TO ACKNOWLEDGE THE IMPORTANCE OF EDUCATING AND ASSISTING ASSISTING SCHOOL RETIREES IN MEETING THE SPECIAL CHALLENGES RETIREMENT BRINGS AND WORK TO IMPROVE THEIR GENERAL WELFARE WELFARE.
AND. WHEREAS, SCHOOL RETIREES AND ORGANIZATIONS LIKE THE WASHINGTON STATE SCHOOL RETIREES ASSOCIATION AID IN ADVANCING EDUCATION BY SUPPORTING HIGH EDUCATIONAL STANDARDS. AND.

WHEREAS, RETIRED EDUCATORS ARE ENCOURAGED TO REMAIN ACTIVE IN THE EDUCATIONAL PROFESSION THROUGH VOLUNTEER ACTIVITIES ASSOCIATED WITH LEARNING, I, JAY INSLEE, GOVERNOR'S STATE OF WASHINGTON, DO HEREBY PROCLAIM MARCH 20TH THROUGH 26TH 2023 AS SCHOOL RETIREES APPRECIATION WEEK AND THE SNOW KING RETIREES DO CONTRIBUTE MANY GRANTS TO OUR TEACHERS THAT OUR TEACHERS CAN APPLY FOR.
AND IT'S ALWAYS WONDERFUL TO SEE THE LIST OF THE AMAZING PROJECTS WHICH THEY SUPPORT.
I HAVE TO SAY, AS A SCHOOL RETIREE WHO HAS DECIDED TO DEVOTE ALL OF MY VOLUNTEER TIME TO THE LEARNING OF OUR STUDENTS, I APPRECIATE THE APPRECIATION WEEK FOR SCHOOL RETIREES AND EVERYBODY ELSE WHO'S GIVEN THEIR CAREER TO THE SCHOOLS ONCE THEY GET TO RETIRE.
NEXT ON THE AGENDA IS THE SUPERINTENDENTS REPORT.
[8. SUPERINTENDENT REPORT-7:00 pm]
WELL, IT HAS BEEN A BUSY TIME, AS MANY OF YOU KNOW, WITH BUDGET IMPACTS.I WOULD ENCOURAGE THOSE OF YOU WHO HAVEN'T HAD AN OPPORTUNITY TO WATCH THE PRESENTATION, WHICH LYDIA SELLIE DID, OUR EXECUTIVE DIRECTOR OF BUSINESS AND FINANCE THAT'S AVAILABLE ON OUR WEBSITE, SO PEOPLE CAN LEARN MORE ABOUT SCHOOL FINANCE AND THAT WORK THAT WE DO.
AS YOU'VE SEEN IN THE NEWS, MANY DISTRICTS ARE BEGINNING TO SHARE HOW THEY'LL BE DEALING WITH UPCOMING CUTS IN BUDGETS, AND THAT WILL BE ON THE FUTURE HORIZON FOR US AS WELL. SO LOOK FORWARD TO WORKING THROUGH THAT WITH OUR STAFF AND COMMUNITY.
THANK YOU. NEXT WE HAVE APPROVAL OF MINUTES.
[9. APPROVAL OF MINUTES-7:10 pm]

AYE. ALL THOSE OPPOSED SAY NAY.
ANY ABSTENTIONS? AND THE MINUTES FROM THE FEBRUARY 28TH REGULAR BUSINESS MEETING ARE APPROVED.
NEXT. WE HAVE OUR PUBLIC COMMENTS.
[10. PUBLIC COMMENTS-7:15 pm]
THE PUBLIC COMMENT SECTION OF THE AGENDA IS AN OPPORTUNITY FOR CITIZENS TO ADDRESS THE SCHOOL BOARD.SINCE THIS IS A BUSINESS MEETING OF THE SCHOOL BOARD, THE PURPOSE OF PUBLIC COMMENTS IS FOR OUR STAKEHOLDERS TO COMMUNICATE WITH THE BOARD DIRECTORS ABOUT ITEMS ON THE AGENDA OR OTHER SPECIFIC WORK WITHIN THE SCOPE OF THE SCHOOL DISTRICT.
THIS IS NOT A TIME FOR THE AUDIENCE TO ADDRESS EACH OTHER.
WITH THAT IN MIND, WE ARE RETURNING TO THE CONFIGURATION THAT HAD BEEN USED FOR YEARS PRIOR TO THE PANDEMIC, WITH PUBLIC COMMENTS BEING DELIVERED DIRECTLY TO THE BOARD AT THE TABLE FACING THE BOARD.
ITEMS BROUGHT FORWARD DURING THIS PORTION OF THE MEETING ARE NOT TYPICALLY ACTED UPON BY THE BOARD AT THIS TIME, BUT MAY BE FOLLOWED UP BY THE BOARD, THE SUPERINTENDENT AND OR STAFF AT A LATER TIME.
PEOPLE MAY SUBMIT PUBLIC COMMENTS FOR A BOARD MEETING IN THREE DIFFERENT WAYS.
ONE, YOU MAY CHOOSE TO READ YOUR COMMENT ALOUD IN PERSON.
TWO, YOU MAY CHOOSE TO READ YOUR COMMENT ALOUD VIRTUALLY.
OR THREE, YOU MAY CHOOSE TO SUBMIT YOUR COMMENT IN WRITING.
WE HAD ONE COMMENT IN WRITING FOR TONIGHT AND IT'S ALREADY BEING ADDRESSED BY DR.
THE BOARD ALSO ACCEPTS WRITTEN COMMENTS AND QUESTIONS AT ANY TIME THROUGH EMAIL.
IF A COMMENT BECOMES TOO LENGTHY, I MAY NEED TO INTERRUPT IN ORDER TO ALLOW EACH PERSON EQUAL TIME.
WE ALSO ASK THOSE WHO ARE MAKING A PUBLIC COMMENT DURING A BOARD MEETING TO PLEASE MAKE THEIR STATEMENTS IN A CIVIL MANNER WITHOUT DISPARAGING NAME CALLING OR OTHERWISE TARGETING ANY ONE PERSON OR GROUP IN THE DISTRICT.
SIMILARLY, WE ASK EVERYONE IN THE AUDIENCE TO PLEASE SHOW RESPECT BY LISTENING QUIETLY WITHOUT TALKING OR WHISPERING TO EACH OTHER SO THAT EVERYONE CAN HEAR EACH COMMENT. SO TONIGHT WE HAVE.
SIX PEOPLE WHO HAVE SIGNED UP.
THE FIRST ONE IS JANET BOWERS.
SO, JANET, YOU CAN COME UP TO THE PODIUM UP HERE.
AND THE THREE MINUTES WILL BE TIMED FOR YOU.
MY STUDENT, MY FORMER STUDENT, RASHAAN FREELAND.
SO I'M NOT EMBARRASSED BY MYSELF.
ALL RIGHT. HELLO AND GOOD EVENING, BOARD AND FELLOW ATTENDEES.
MY NAME IS MRS. JANET BOWERS. I AM A FORMER TEACHER OF THE EDMONDS SCHOOL DISTRICT.
[00:15:01]
OVER THE LAST FEW YEARS, I HAVE WATCHED SEVERAL BOARD MEETINGS AND IN DOING SO, I HAVE WITNESSED MANY STUDENT PRESENTATIONS AND CELEBRATIONS.SO WITH THAT IN MIND, I AM HERE TONIGHT TO SPEAK ON BEHALF OF ONE OF MY FORMER STUDENTS, MR. RASHAAN FREELAND, AND I'M GOING TO SPELL HIS NAME JUST FOR YOU'LL REALIZE WHY LATER.
IT'S R-A-S-H-A-A-N, AND FREELAND IS F-R-E-E-L-A-N-D.
CERTAINLY A STUDENT WORTH CELEBRATING WHILE HE WAS ENROLLED WITH ESD, WHICH I AM QUITE CERTAIN PAST COLLEAGUES LIKE MR. [INAUDIBLE] VERGARA, MR. MICHAEL COOK AND A NUMBER OF OTHERS WOULD AGREE WITH IN REGARD TO WHAT A GREAT STUDENT RASHAAN WAS WHILE ATTENDING SCRIBER.
BUT HE NEVER STOPPED TRYING TO GET BACK WHEN THE SITUATION PERMITTED.
AND IN THIS INSTANCE, I DID WANT TO SAY THANK YOU TO MS. ERIN BUESCHER. I HOPE I SAID THAT RIGHT.
FOR BEING AVAILABLE TO ASSIST IN THE PROCESS THIS PAST JULY.
UNFORTUNATELY, RASHAAN, HERE I GO, WASN'T ABLE TO FOLLOW THROUGH BECAUSE HE WAS DIAGNOSED SHORTLY AFTER IN AUGUST WITH A RARE FORM OF CANCER CALLED RHABDOMYOSARCOMA, WHICH BECAME THE MORE IMPORTANT PRIORITY.
WHEN RASHAAN CONTACTED ME TO SHARE HIS CANCER DIAGNOSIS, I IMMEDIATELY GOT MY HUSBAND, MR .
YOU WERE A LITTLE YOUNGER THEN.
SINCE THAT PHONE CALL, MR. BOWERS HAS HAD THE PRIVILEGE IN HELPING RASHAAN AND HIS FAMILY TO NAVIGATE THROUGH A NUMBER OF DOCTOR'S APPOINTMENTS RADIATION TREATMENTS, CHEMOTHERAPY, WHICH I HAVE BEEN VERY GRATEFUL FOR CONSIDERING THIS IS DEFINITELY NOT MY AREA OF EXPERTISE.
IN DOING SO, I WOULD LIKE TO ENCOURAGE ANYONE LISTENING TO CONTRIBUTE THROUGH PRAYER, GOOD VIBES AND OR IF POSSIBLE, TO GO TO HIS GOFUNDME PAGE. AS WE ARE WORKING TOWARD GETTING DIFFERENT TREATMENT OPTIONS WHICH AT THE MOMENT HAPPEN TO BE IN NEW YORK AND TEXAS.
THANK YOU AND GOOD LUCK TO YOU.
30 YEARS AS A DIPLOMAT, LEARNING SIX LANGUAGES.
11 YEARS SOCIAL STUDIES TEACHER AT KING'S.
I BECAME A SUB IN THE EDMONDS DISTRICT, TAUGHT IN EVERY SCHOOL.
EDMONDS HEIGHTS SCRIBER, LAKE BEVERLEY, LINWOOD HIGH.
ELEMENTARY, JUNIOR HIGH, AND HIGH SCHOOLS, EVERY GRADE K-12.
EVERY LEARNING DISABILITY BLIND HEARING OTHER HANDICAPS.
ANOTHER GROUP UNIFORMLY OUTSTANDING FRONT OFFICE STAFF ARRIVING TO A MAELSTROM OF ACTIVITY.
BOOM, BOOM, BOOM. HERE'S THE KEYS, THE PACKET, THERE'S THE ROOM, THE RESTROOMS. CALM, TALENTED, HELPFUL, HARD WORKING.
HOW DO I TEACH ORCHESTRA? ALWAYS, THE KIDS TOOK OVER AND WERE SENSATIONAL FROM BELL TO BELL.
MAPLEWOOD, I SHIED AWAY AT FIRST, I DON'T NEED A CLASSROOM WITH SOCCER MOMS BABYING THEIR KIDS.
FINALLY DID IT, THE MOMS WERE SENSITIVE, SHARP, COOPERATIVE, ENCOURAGING.
RETURNED AFTER THE VIRUS, NO MOMS; IT WAS IFFY.
EVERY WALL COVERED IN JUNK BOOKS AND STUFF PILED UP TO THE CEILING.
WORST CASES, WINDOWS COVERED WITH SO MUCH STUFF YOU COULDN'T SEE OUT.
THE KIDS OUT OF CONTROL ALWAYS.
ANOTHER ELEMENTARY SCHOOL, I ARRIVE AT NOON, A COUPLE HUNDRED KIDS IN THE COMMON AREA.
ONE IN A SKINTIGHT, SLEEVELESS SEQUINED OUTFIT, WHICH WAS HIGHLY INAPPROPRIATE.
ONE ELEMENTARY SCHOOL, I USED THE STAFF BATHROOM, THERE'S A COPY OF THREE CUPS OF TEA, A BOOK ABOUT HELPING STARVING KIDS IN AFGHANISTAN, BUT THE AUTHORS STOLE $6 MILLION FROM THEM, MUCH OF THE BOOK'S CONTENTS MADE UP.
THE COAUTHOR COMMITTED SUICIDE BY JUMPING IN FRONT OF A TRAIN IN PORTLAND.
I WENT TO A SCHOOL OFFICIAL WHO SAID HE DIDN'T GET INVOLVED IN SUCH THINGS.
[00:20:01]
SO MUCH FOR SOCIAL JUSTICE.SAME SCHOOL WALLS DECORATED WITH POSTERS FROM THE SOUTHERN POVERTY LAW CENTER, WHICH HAS $160 MILLION IN OFFSHORE BANK ACCOUNTS, HELPING PEOPLE WHO AREN'T POOR SHOULDN'T BE THERE.
WHO DO I TELL? TWO YEARS BEFORE THE VIRUS, 80% OF THE TIME, CLASSES WERE GOOD.
ONE YEAR AFTER THE VIRUS, A MINORITY OF THE TIME CLASSES WERE GOOD.
I WAS COMING HOME EMOTIONALLY AND PHYSICALLY EXHAUSTED.
I DIDN'T RE-UP FOR THE FOURTH YEAR.
INDOCTRINATION, NOT EDUCATION.
SCHOOLS WITH LOTS OF IMMIGRANT KIDS.
MOST HAD HARD TIMES TO GET HERE FROM POOR COUNTRIES, NOTHING TO SHOW THEM THE GLORIES OF THE USA.
MARTIN LUTHER KING ON THE STEPS OF THE LINCOLN MEMORIAL.
THIS GENERATION MUST WORK HARD TO PAY THE DEBTS WE'RE RACKING UP.
THANK YOU. NEXT UP IS JENNIFER KOONS.
OUR FAMILY HAS BEEN IN THE DISTRICT FOR YEARS.
I'VE ATTENDED BOARD MEETINGS AND SEVERAL THINGS BOTH SIDES OF THIS ROOM CAN AGREE ON.
ARE EDUCATION, IMPROVING TEST SCORES AND THE SAFETY OF ALL STUDENTS.
BUT I'M NOT HERE JUST FOR OUR SON, BUT FOR ALL STUDENTS.
THE FACT THAT OUR SON DOESN'T FEEL SAFE OR COMFORTABLE AND RARELY USES THE BATHROOM BECAUSE KIDS ARE DOING DRUGS OR HAVING SEX IN THEM, OR THE TIME WHEN I GAVE ANOTHER STUDENT A RIDE HOME WHO TALKED TO ME ABOUT THEIR FEARS, KNOWING THEIR FRIEND WAS IN THE CLASSROOM WHEN THE EDMONDS POLICE ARRIVED TO ARREST THE STUDENT WHO HAD THE GUN FOR THREE DAYS AND THE OUTCOME THAT COULD HAVE AND WHAT THE OUTCOME COULD HAVE LOOKED LIKE.
IN THIS PARTICULAR CASE, POLICE SHOULD HAVE BEEN CALLED IMMEDIATELY AND NOT ON DAY THREE.
AFTER ADDRESSING MY CONCERNS, ALLISON SAID HER SCHOOL DIDN'T HAVE A SAFETY PROBLEM.
AND A FEW WEEKS AGO I WAS SHOPPING AT A LOCAL RETAIL STORE WHEN THE GRANDPARENT OF AN E-W STUDENT SHOWED ME A VIDEO OF A FIGHT THAT BROKE OUT IN THE GREAT HALL DURING LUNCH BETWEEN TWO GIRLS. ONCE AGAIN, NOT A STAFF IN SIGHT, I REALIZED DEB KILGORE VOTED TO DO AWAY WITH SROS, AND THE DISTRICT DOESN'T WANT TO CALL THE POLICE UNTIL THEY HAVE A CRISIS ON THEIR HANDS. BUT WHAT'S IT GOING TO TAKE? TEACHERS ARE THERE TO TEACH AND ADMIN NEEDS TO BE DOING ADMIN WORK.
OUR CHILDREN SHOULD FEEL SAFE, DESERVE BETTER.
AND AS A TAXPAYER AND MOM, I'M APPALLED AT WHAT I'M SEEING WITHIN OUR DISTRICT.
THERE'S NO REASON WHY I SHOULD HAVE TO PULL OUR SON AND SEND HIM BACK TO PUBLIC SCHOOL.
I'M HERE TO ASK, WHAT ARE YOUR PLANS? DO YOU REALLY CARE? AND ARE YOU TRULY FOR THE STUDENTS? BECAUSE AS I SEE IT, THE BOARD AND DISTRICT ARE FAILING OUR STUDENTS.
THANK YOU. NEXT UP IS NICOLE BRECA. HELLO.
I WANT TO TALK TO YOU ABOUT THE SCHOOL BOARD POLICY.
6700, THE NUTRITION, HEALTH AND PE THAT YOU GUYS LOOKED OVER IT A FEW WEEKS AGO.
[00:25:07]
I HAVE A FEW CONCERNS, SPECIFICALLY WITH OUR SUPPORT PERSON.LIBRARY HAS A 1.0 COORDINATOR PE HAS A 0.1 PERSON, WHICH IS JENNY MCLUHAN.
SHE ALSO SHARES THIS POSITION AS A 0.1 HEALTH.
A FEW WEEKS AGO, WE DID RECEIVE AN EMAIL SAYING THAT THERE ARE SIX OPEN POSITIONS.
AND I KNOW THAT WAS DONE THROUGH OUR BARGAINING UNIT.
BUT AGAIN, I'VE BEEN TOLD THERE'S NO MONEY TO SUPPORT PE TEACHERS.
A FEW OF THE BULLETS THAT I'M CONCERNED ABOUT IN THIS POLICY THAT WE SAID IS I BELIEVE IT WAS THE FIRST ONE SAYING THAT ALL STUDENTS SHOULD RECEIVE AN AVERAGE OF 100 INSTRUCTIONAL MINUTES PER WEEK OF PHYSICAL EDUCATION.
THAT'S GRADES ONE THROUGH EIGHT.
IN ELEMENTARY, THEY ONLY GET 60 MINUTES TWICE A WEEK.
IF IF WE'RE LUCKY BECAUSE OF ALL OF OUR FRIDAYS.
ANOTHER ONE IS THAT ALL SCHOOLS WILL HAVE CERTIFICATED PHYSICAL EDUCATION TEACHERS.
ANOTHER ONE IS ALL SCHOOLS WILL HAVE APPROPRIATE CLASS SIZES, FACILITIES, EQUIPMENT AND SUPPLIES NEEDED TO DELIVER QUALITY HEALTH AND PHYSICAL EDUCATION CONSISTENT WITH STATE STANDARDS.
WE TEACH TO OUR STANDARDS AND WE'RE WORKING HARD ON MAKING SURE THAT WE HAVE THAT.
BUT IT'S REALLY DIFFICULT WITH THE 0.1 SUPPORT PERSON FROM THE DISTRICT.
AND WE ALSO WE DON'T HAVE ENOUGH EQUIPMENT.
I HAVE MANY STUDENTS AT MY SCHOOL WHERE A 1.3 AND THAT MEANS THAT I HAVE TO HAVE ENOUGH EQUIPMENT.
AND I KNOW THAT LIBRARY IS RECEIVING, I BELIEVE IT'S $10 PER STUDENT TO SUPPORT THEM.
WE DO HAVE A NATIONAL PE WEEK, AND I HOPE THAT YOU GUYS WILL COME OUT AND SEE THE SCHOOLS AND WE'LL FIGURE OUT A WAY TO SUPPORT US WITH THE ADDITIONAL 0.9 TO EQUAL OUT AND HAVE AN EQUITABLE EDUCATION AND ALSO SUPPORT SYSTEM FOR THE PE TEACHERS LIKE YOU DO FOR PE OR FOR MUSIC AND FOR LIBRARY. THANK YOU.
I'M GOING TO CUT INTO MY TIME BY SAYING THIS, BUT MY MOM WAS A TEACHER AND IRISH, AND AS I SAT BACK THERE, I REALIZED IT'S MARCH 14TH AND IF SHE KNEW I WAS HERE TALKING TO YOU AND DIDN'T BRING YOU TREATS, ST.
PATRICK'S DAY TREATS, SHE'D BE SO UPSET.
I'M GOING TO TALK FAST BECAUSE I DID THAT.
ALL RIGHT. MY NAME IS MEGAN SCHILLINGER.
I HAVE THREE BOYS IN THE EDMONDS SCHOOL DISTRICT.
MY 16 YEAR OLD CALVIN IS AT EDMONDS-WOODWAY.
MY FOURTH AND MY FOURTH AND EIGHTH GRADERS, KIDUS AND CONNOR, ARE AT MAPLEWOOD K-8.
I'VE BEEN A PARENT AT MAPLEWOOD FOR ALMOST 11 YEARS.
I'M STILL IN THE PROCESS OF UNDERSTANDING HOW TO GO ABOUT DISMANTLING THE BLATANT INEQUITY ISSUES AT MAPLEWOOD, BUT DECIDED TO BEGIN COMMUNICATION WITH YOU SOONER RATHER THAN LATER BECAUSE OF THE TIMING OF HIRING THE NEW PRINCIPAL.
IT WOULD BE A SHAME FOR A NEW PRINCIPAL TO SUPPORT THE CURRENT DISCRIMINATORY SYSTEM.
TAX DOLLARS PAY FOR THIS PUBLIC SCHOOL THAT IS NOT ACCESSIBLE TO EVERY TAXPAYER.
THIS DISCRIMINATORY, DISCRIMINATORY SYSTEM HAS EXISTED IN OUR DISTRICT FOR TOO LONG.
EDMONDS SCHOOL DISTRICT FAMILIES AND I'M INCLUDING MYSELF HERE.
AND EMPLOYEES HAVE TURNED A BLIND EYE TO MAPLEWOOD.
BUT WE KNOW BETTER AND WE CAN DO BETTER.
WE KNOW THAT SOCIOECONOMIC STATUS FALLS ALONG RACIAL LINES.
WHY HAVE MY VOLUNTEER ROTATIONS MOSTLY BEEN ALONGSIDE WHITE WORKING PARENTS, WHITE NON WORKING PARENTS, WHITE NANNIES, AU PAIRS AND GRANDMAS? BECAUSE THAT'S WHO HEARS ABOUT MAPLEWOOD AND MADRONA AS THAT IS, WHO IS MOST AVAILABLE DURING THE DAY TO VOLUNTEER AT LEAST ONE TIME PER WEEK PER CHILD BECAUSE THAT'S WHO CAN AFFORD TO PAY ANOTHER PARENT IF
[00:30:08]
THEY ARE UNABLE TO TRADE VOLUNTEER SHIFTS AND THEY NEED THEIR SHIFT COVERED.THAT'S WHO CAN MOST EASILY AFFORD THE MONTHLY $20 PER CHILD PLEDGE.
TWO BUSSES, BUT EFFORTS ARE UNDERWAY RIGHT NOW TO RETURN TO THE.
I'VE LEARNED THAT CHANGE IS NOT GOING TO COME FROM WITHIN THE SCHOOL.
IT HOLDS UP PRIVILEGED FAMILIES AND DISCRIMINATES AGAINST MARGINALIZED FAMILIES.
IT'S BASED ON A PARENT VOLUNTEER MODEL AND THAT THIS IS NOT A SUGGESTION.
I'LL COME BACK AT ANOTHER TIME AND FINISH.
THANK YOU, MEGAN. NEXT IS SARAH DILLING.
AND THIS IS THE SECOND READING TONIGHT.
MOST OF THE PUBLIC COMMENTS THAT I SEE ARE EITHER ABOUT SOMETHING THAT HAS HAPPENED FAIRLY RECENTLY, LIKE SINCE THE LAST MEETING, LIKE THE SNOW IS PILED IN THE HANDICAPPED SPOTS OR OTHER SORTS OF THINGS LIKE THAT.
I LIKE THOSE COMMENTS. OTHER COMMENTS ARE ABOUT THE READING PROGRAM THAT WE ARE CONSIDERING.
THOSE AREN'T NECESSARILY ON THE AGENDA, BUT THEY'RE EXCELLENT COMMENTS.
SO I WOULD LOVE IT IF THE POLICY THAT IS BEING LOOKED AT TONIGHT FOR THE PUBLIC COMMENTS COULD REINFORCE THE FACT THAT IT'S SUPPOSED TO BE ABOUT ITEMS THAT ARE ON THE AGENDA FOR A BUSINESS MEETING AND NOT, YOU KNOW, THREE MINUTES OF WITNESSING IN THE PUBLIC SQUARE OR, YOU KNOW, ATTEMPTING TO INCITE OR STOKE A MORAL PANIC.
IF WE COULD AVOID THOSE, THAT WOULD BE GREAT.
AND I WOULD REALLY ENJOY THE PUBLIC COMMENTS A LOT MORE.
AND THAT CONCLUDES OUR PUBLIC COMMENTS FOR THIS EVENING.
NEXT ON THE AGENDA IS OUR CONSENT AGENDA.
THERE ARE NINE ITEMS ON OUR CONSENT AGENDA TONIGHT.
[11. CONSENT AGENDA-7:45 pm]
THREE REGARDING PERSONNEL AND MEMOS OF UNDERSTANDING WITH STAFF ASSOCIATIONS.THREE ARE REGARDING TECHNOLOGY AND THREE REGARDING FIELD TRIPS.
DO I HEAR A MOTION AND A SECOND TO APPROVE TONIGHT'S CONSENT AGENDA AS PRESENTED? SO MOVED. SECOND.
I HEAR HEARD A MOTION TO APPROVE AND A SECOND TO APPROVE TONIGHT'S CONSENT AGENDA.
IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A VOTE.
ALL THOSE IN FAVOR OF TONIGHT'S CONSENT AGENDA, PLEASE INDICATE BY SAYING AYE.
ANY ABSTENTIONS? AND TONIGHT'S CONSENT AGENDA IS APPROVED AS PRESENTED.
[12. REPORTS-8:00 pm]
MINOR. JUST ONE REPORT AND PRESENTATION THIS EVENING, WELCOMING FORWARD LYDIA SELLIE, OUR EXECUTIVE DIRECTOR OF BUSINESS AND FINANCE, WHO WILL SHARE OUR JANUARY BUDGET STATUS REPORT. WE'VE HAD BACK TO BACK BUDGET STATUS REPORTS BECAUSE WE HAD A LITTLE COMPUTER GLITCH WHERE WE COULDN'T DO ONE.SO SHE'S WITH US AGAIN THIS EVENING.
[00:35:17]
BUT. WHERE IT SAYS PRESS BUTTON.OKAY, SO IT'S JANUARY'S MONTHLY FINANCIAL REPORT.
TONIGHT, I JUST WANTED TO REMIND YOU, WHEN WE LOOK AT THIS PAGE, COMPARED TO THE ACTUAL BUDGET STATUS, THE BUDGET STATUS REPORT, THAT'S A SEPARATE ATTACHMENT, HAS ACTUAL EXPENDITURES FOR THE MONTH AND ENCUMBRANCES.
WE COMBINE THEM IN ONE PLACE ON THIS REPORT TO KIND OF SHOW YOU THE BIG PICTURE THAT WE HAVE AVAILABLE CAPACITY IN OUR EXPENDITURE BUDGETS, KNOWING WHAT WE DO TODAY, WHICH IS ALL OF OUR REGULAR PAYROLL, IS ENCUMBERED.
PURCHASE ORDERS THAT WE KNOW ABOUT.
REGULAR ONGOING CONTRACTS ARE IN THAT ENCUMBRANCE.
SO THAT'S WHY WE SHOULD ALWAYS BE UNDER 100% TO PLAN FOR THOSE THINGS THAT COME UP AS A NORMAL COURSE OF BUSINESS. SO ALL THAT SAID, I LOOK TO MAKE SURE THAT WE'RE NOT EXCEEDING OUR BUDGET CAPACITY, BECAUSE IF WE ARE, THEN I WOULD HAVE TO COME BACK BEFORE YOU AND ASK FOR MORE BUDGET AUTHORITY.
SO WE KEEP AN EYE ON TOTAL EXPENDITURES BECAUSE THAT'S WHAT YOU AUTHORIZE IN THE BUDGET EVERY YEAR.
WE HAD A LITTLE BIT OF CATCH UP ON THE FEDERAL SPECIAL PURPOSE REVENUES.
AND REMEMBER, LAST YEAR WE DID A LOT OF ESSER CLAIMS AT THE END OF THE YEAR.
JANUARY PROPERTY TAX COLLECTIONS.
I MEAN, BASICALLY JANUARY AND DECEMBER ARE ALMOST IDENTICAL.
WE PICK UP A FEW THOUSAND DOLLARS.
PEOPLE WHO ARE IN ARREARS, BUT WE DON'T SEE A BIG CHANGE IN PROPERTY TAX COLLECTIONS UNTIL APRIL.
AND I LIKE POINTING OUT THAT FOR STATE REVENUES, THE SYSTEM LOOKS AT THE TREND DATA AND SAYS YOU SHOULD COLLECT 38.76% OF YOUR BUDGET AND YOU'RE AT 38.95.
AGAIN, LOOK AT TOTAL EXPENDITURES.
THE SYSTEM, BASED ON OUR BUDGET IS PROJECTING 39.25%.
WE ARE SLIGHTLY UNDER THAT AT 38.47.
SO ALSO TRACKING WELL WITH THE BUDGET.
AND THEN I WROTE IN HERE THAT I TOLD YOU NOVEMBER WAS A LITTLE BIT LOW.
WE HAVE KIND OF PICKED UP BACK TO NORMAL LEVELS.
ONE THING I'LL GIVE KUDOS TO THE SPECIAL EDUCATION DEPARTMENT.
THEY ARE WORKING ON A SAFETY NET GRANT IN SPECIAL EDUCATION.
UNFORTUNATELY, THE STATE DOESN'T LET YOU KNOW WHAT YOUR AWARD AMOUNT IS UNTIL JUNE.
SO WE HAVE TO MAKE SOME ESTIMATES.
BUT THEY ARE SUBMITTING A LARGER GRANT THAN THEY HAVE IN YEARS PAST.
SO HOPEFULLY THAT WILL BE REFLECTED LATER ON THIS YEAR.
AND THEN ENROLLMENT IS PRETTY STABLE WITH WHERE WE WERE AT EVERY YEAR, BUT A NON PANDEMIC YEAR.
BUT UNFORTUNATELY WE HAVEN'T SEEN AMAZING GROWTH, BUT IT IS STILL CONSISTENT WITH NON PANDEMIC YEAR.
ARE THERE ANY QUESTIONS OR COMMENTS FROM THE BOARD OR THE AND THE STUDENTS? DIRECTOR CHASE.
NOPE. JUST APPRECIATE THE UPDATE.
THANK YOU SO MUCH FOR ALL YOUR WORK.
NEXT IS UNFINISHED BUSINESS, AND I'LL TURN IT OVER TO DR.
[13. UNFINISHED BUSINESS- 8:20 pm]
MINOR. THANK YOU.WE HAVE A NUMBER OF POLICIES TO RECOMMEND FOR YOU THIS EVENING.
[00:40:03]
THE FIRST READING, THE FIRST ONE, 13.1 IS A SECOND READING TO ADOPT NEW BOARD POLICY 1225 SCHOOL DIRECTOR LEGISLATIVE PROGRAM.AND WE HAD A LOT OF WORK ON THIS ON THIS ONE.
OKAY. DO I HEAR A MOTION AND A SECOND TO APPROVE THE NEW BOARD POLICY? 1225 ON SCHOOL DIRECTOR LEGISLATIVE PROGRAM.
IS THERE ANY DISCUSSION? THIS IS CARIN. I WOULD JUST LIKE TO SAY I FULLY SUPPORT IMPLEMENTATION AND PASSING THIS POLICY.
IT WILL REFLECT OUR CURRENT PRACTICE AND HELP US DEFINE THE EXPECTATIONS AS WE MOVE FORWARD IN OUR IN OUR LEGISLATIVE ADVOCACY ADVOCACY.
SO I DO SUPPORT TO DO PASS ON THIS.
ANY OTHER COMMENTS? HEARING NONE.
I'LL CALL FOR A ROLL CALL VOTE.
I DIRECTOR KILGORE I DIRECTOR KATIMS I AND THE NEW BOARD POLICY 1225 REGARDING THE SCHOOL DIRECTOR LEGISLATIVE PROGRAM IS APPROVED AND I'LL TAKE JUST A MOMENT OF PERSONAL PRIVILEGE TO ALSO THANK SUPERINTENDENT INTERN ANDREA COLLINS WHO WORKED ON THIS POLICY.
I SEE A FUTURE SUPERINTENDENT BACK THERE BECAUSE.
SO THANK YOU SO MUCH FOR YOUR WORK ON THIS.
OUR NEXT ONE. OUR NEXT ONE THIS EVENING IS A SECOND READING TO ADOPT A REVISED BOARD POLICY 1400 MEETING CONDUCT, ORDER OF BUSINESS AND QUORUM.
WE DID MAKE SOME SMALL CHANGES BETWEEN THE FIRST AND SECOND READING OF THIS POLICY AND PROVIDED ADDITIONAL CLARIFICATION ABOUT THE SCHEDULE OF REGULAR BUSINESS MEETINGS AS PER OUR BOARD SUGGESTIONS.
RECOMMENDATION BY STAFF IS THAT WE PASS THIS POLICY AT THIS TIME.
SO DO I HEAR A MOTION TO APPROVE AND A SECOND MOVE TO APPROVE? SECOND. I'VE HEARD A MOTION TO APPROVE.
AND A SECOND. IS THERE ANY DISCUSSION? I'D LIKE TO THANK MISS DILLING FOR NOTING THE CONCERN ABOUT PUBLIC COMMENTS.
OUR INTENT IS DEFINITELY TO HAVE PUBLIC COMMENTS BE DIRECTED TOWARD WHAT IS HAPPENING IN SCHOOLS THAT WE NEED TO KNOW, AND ESPECIALLY AGENDA TOPICS.
AND TONIGHT WAS A VERY NICE EXAMPLE FOR THE MOST PART OF PEOPLE TELLING US VERY INFORMATIVE THINGS THAT ARE EITHER HAPPENING IN THE SCHOOLS OR THAT WE NEED TO KNOW REGARDING POLICY.
AS A BOARD. WE HAVE DISCUSSED THIS AND IT IS ALWAYS OPEN TO OUR FUTURE DISCUSSION.
ANY OTHER COMMENTS? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE.
I DIRECTOR KILGORE I DIRECTOR KATIMS I AND THE REVISED BOARD POLICY 1400 REGARDING MEETING CONDUCT, ORDER OF BUSINESS AND QUORUM IS APPROVED.
THE MOST IMPORTANT CHANGES TO THESE TO THIS POLICY IN THE REVISIONS WAS ADDING A PURPOSE REGARDING INFRASTRUCTURE AND NETWORK OF COMPUTER AND TELECOMMUNICATIONS, UPDATING THE LANGUAGE AROUND THE VALUE OF DISTRICT OWNED PROPERTY.
DO I HEAR A MOTION TO APPROVE? AND A SECOND? I MOVE TO APPROVE.
SECOND. IS THERE ANY DISCUSSION?
[00:45:02]
HEARING NONE. I'LL CALL FOR A ROLL CALL.VOTE ON THE BOARD. POLICY 1410.
I DIRECTOR KILGORE I DIRECTOR KATIMS I AND THE REVISED BOARD POLICY 1410 ON THE EXECUTIVE AND CLOSED SESSIONS IS APPROVED. THE NEXT ONE THIS EVENING IS A SECOND READING TO ADOPT A REVISED BOARD POLICY 2411 HIGH SCHOOL EQUIVALENCY CERTIFICATE.
PER WAS THE RECOMMENDED LANGUAGE.
DO I HEAR A MOTION AND A SECOND TO APPROVE REVISED BOARD POLICY? 2411. SO MOVED.
SECOND. I'VE HEARD A MOTION TO APPROVE IN A SECOND.
IS THERE ANY DISCUSSION? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE.
DIRECTOR CHASE. I WAS JUST HELPING YOU OUT.
THANK YOU. DIRECTOR KATIMS. AYE. AND THE REVISED BOARD POLICY 2411 ON HIGH SCHOOL EQUIVALENCY CERTIFICATE IS APPROVED.
AND NEXT, 13.5 IS THE SECOND READING TO ADOPT REVISED BOARD POLICY.
3231 STUDENT RECORDS BETWEEN THE FIRST AND SECOND READING OF THIS ONE, WE DID REMOVE SOME LANGUAGE AROUND REGARDING FINES AND FEES BECAUSE IT WAS THE EXACT LANGUAGE WAS ALSO FOUND IN OUR EXISTING POLICY.
3520. STUDENT FEES, FINES AND CHARGES.
THE ONLY REASON TO HAVE KEPT IT IN THIS POLICY WOULD HAVE BEEN IF WE WERE GOING TO WITHHOLD THESE DOCUMENTS BECAUSE OF FEES AND WE'VE DECIDED NOT TO DO THAT. AND SO WE REMOVED IT FROM THIS POLICY.
THANK YOU. DO I HEAR A MOTION TO APPROVE AND A SECOND FOR REVISED BOARD POLICY? 3231 ON STUDENT RECORDS.
THIS IS TOO MUCH. MOVED AND SECONDED.
IS THERE ANY DISCUSSION? AND I WANT TO THANK YOU FOR CLARIFYING BECAUSE I WONDERED WHY THAT WAS.
TAKEN OUT AND KNOWING THAT THE FEES ARE SOMEWHERE ELSE, IT SEEMS ENTIRELY APPROPRIATE.
ANY OTHER COMMENTS? HEARING NONE. WE'LL CALL FOR A ROLL CALL VOTE.
DIRECTOR SMITH? AYE. DIRECTOR NOBLE.
I DIRECTOR KILGORE I DIRECTOR KATIMS I AND REVISE BOARD POLICY 3231 ON STUDENT RECORDS IS APPROVED.
THIS IS A NEW POLICY ON REMOTE WORK.
THERE WERE NO CHANGES BETWEEN THE SECOND, FIRST AND SECOND READING.
DO I HEAR A MOTION TO APPROVE AND A SECOND ON THE NEW BOARD POLICY 5009 ABOUT REMOTE WORK.
I'VE HEARD A MOTION TO APPROVE.
AND A SECOND. IS THERE ANY DISCUSSION? I'VE SAID IT BEFORE AND I'LL SAY IT AGAIN.
I'M VERY EXCITED THAT WE HAVE THIS REMOTE WORK POLICY.
I THINK IT BRINGS US INTO ALIGNMENT WITH THE WAY BUSINESS IS BEING DONE NOW POST COVID.
ANY OTHER COMMENTS? I AGREE WITH YOU, DIRECTOR SMITH.
I'LL CALL FOR A ROLL CALL VOTE.
I. I THINK THAT WAS AN EYE DIRECTOR.
KILGORE EYE DIRECTOR KATIMS EYE AND THE NEW BOARD POLICY 5009 ON REMOTE WORK IS APPROVED.
NEXT, I'LL TAKE THIS ONE IS A SINGLE READING TO APPROVE THE SUPERINTENDENT'S CONTRACT.
[14. NEW BUSINESS 8:30 pm]
DO I HEAR A MOTION TO APPROVE? IN A SECOND. MOVE TO APPROVE.SECOND. IS THERE ANY DISCUSSION? JUST ONCE AGAIN, WE'RE SO HAPPY YOU'RE JOINING US.
I WANT TO SHARE WITH YOU SOME IMPORTANT ASPECTS OF DR.
MINOR'S NEW CONTRACT FOR NEXT YEAR.
[00:50:03]
THEIR BASIC SALARY.SHE EVEN OPTED OUT OF SOME OF THE BENEFITS THAT OTHER ADMINISTRATORS IN OUR DISTRICT REGULARLY HAVE IN THEIR CONTRACTS, SUCH AS SET MONTHLY REIMBURSEMENTS FOR ITEMS LIKE TECHNOLOGY AND CELL PHONES.
MINOR MADE IS IN TERMS OF HOW OUR ANNUAL SALARY INCREASE WILL BE DETERMINED.
INSTEAD OF MATCHING ANNUALLY TO THE HIGHEST GROUP OF SUPERINTENDENT SALARIES IN SIMILAR DISTRICTS.
SHE HAS CHOSEN TO SIMPLY TAKE THE IPD, WHICH IS THE COST OF LIVING INCREASE THAT THE STATE STIPULATES EACH YEAR, WITH NO ADDITIONAL PERCENTAGE ADDED ON. THESE CHOICES THAT DR.
MINOR HAS MADE SHOW NOT ONLY A STRONG SENSE OF THE NEED TO HELP PROTECT OUR DISTRICT BUDGET DURING A TIME IN WHICH WE WILL BE NEEDING TO MAKE CUTS, BUT ALSO A HIGH LEVEL OF INTEGRITY TO NOT WANT TO INFLATE HER BASIC SALARY WITH SOMEWHAT COSTLY PERKS THAT ARE TYPICALLY LESS VISIBLE IN SUPERINTENDENT CONTRACTS.
THANK YOU. WE ARE FORTUNATE TO HAVE YOU.
SO WITH THAT BEING SAID, IS THERE ANY FURTHER DISCUSSION? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE.
AYE. DIRECTOR KATIMS. AYE. AND THE SUPERINTENDENT'S CONTRACT IS APPROVED.
AND THIS WILL BE FUNDED THROUGH COMMITMENTS MADE IN THE 2021 LEVY WHICH.
DO I HEAR A MOTION TO APPROVE AND A SECOND TO APPROVE THE PROJECT AWARD TO GAMETIME INC.
AND A SECOND. IS THERE ANY DISCUSSION? I JUST HAD A QUESTION.
I DIDN'T QUITE UNDERSTAND WHAT THE OMNIA CONTRACT WAS THAT IS COVERING BOTH OF THESE UPGRADES AND HOW THIS PARTICULAR COMPANY WAS CHOSEN TO DO IT.
MAYBE. I DON'T THINK WE HAVE TANE HERE TONIGHT.
DO YOU THINK YOU COULD SPEAK TO THIS FOR US? AT MY UNDERSTANDING IS THAT THROUGH A COOPERATIVE BID PROCESS.
ANY OTHER QUESTIONS OR COMMENTS? I WANTED TO POINT OUT THAT THIS IS BUDGETED THROUGH OUR 2021 LEVY, WHICH WE AGAIN, AS ALWAYS, THANK OUR COMMUNITY AND VOTERS FOR SUPPORTING SO THAT WE'RE ABLE TO CONTINUE TO PROVIDE STUDENTS THE KINDS OF SAFETY AND RECREATIONAL EQUIPMENT IN THIS CASE THAT THEY NEED AND SHOULD AND DESERVE.
ANY OTHER COMMENTS OR QUESTIONS? HEARING NONE. I'LL CALL FOR A ROLL CALL VOTE.

NEXT, DO WE HAVE ANY ADDITIONAL PUBLIC COMMENTS? OKAY. NEXT.
THEREFORE, WE CAN GO TO OUR LEGISLATIVE UPDATES.
[16. LEGISLATIVE UPDATES]
HI. THANK YOU. I'M VERY HAPPY TO BE JOINING YOU FROM ZOOM.THIS WEEK THERE HAVE BEEN SOME MOVEMENT ON THE SPECIAL EDUCATION FUNDING BILL, WHICH IS ENGROSSED SECOND SUBSTITUTE BILL 5311 THAT WE'VE BEEN TRACKING.
THIS ONE WAS SPONSORED BY SENATOR WELLMAN AND BRAUN AND PASSED OFF THE HOUSE FLOOR UNANIMOUSLY AND HAD A PUBLIC HEARING IN THE HOUSE EDUCATION COMMITTEE TODAY AT 4:00 PM.
I WAS UNABLE TO ATTEND OR VIEW THE HEARING, SO IF ANYONE HAS ADDITIONAL INFORMATION ON THAT, I WOULD BE HAPPY TO LEND THE FLOOR OVER TO LYDIA OR DOCTOR MINOR IF YOU HAPPEN TO HAVE ANY UPDATES ON HOW THAT WENT TODAY.
I CAN SEE LYDIA SHAKING HER HEAD, AND I DO NOT EITHER.
ARE YOU TALKING ABOUT THE SPECIAL ED? YEAH. SO I DID ATTEND THE WASEDA DISCUSSION, AND I WILL PROVIDE.
WE'VE GOT A VERY INTERESTING TOOL THAT WAS DEVELOPED BY ONE OF THE BOARD DIRECTORS AT IN EVERGREEN THAT SHOWS SHORTFALLS IN BUDGET BY DISTRICT.
YOU CAN CHOOSE YOUR DISTRICT OR YOUR REGION OR THE ENTIRE STATE, AND YOU CAN SEE WHERE WE FALL SHORT WITH SPECIAL ED FUNDING. AND IT IS A VERY INTERESTING TOOL.
AND YOU CAN COMPARE YOUR DISTRICT TO THE ONE NEXT DOOR.
AND SO I'M LOOKING FORWARD TO BEING ABLE TO SHARE THAT WITH SHARE A LINK WITH THE REST OF OUR BOARD MEMBERS SO YOU CAN TAKE A LOOK. MY SENSE FROM WHAT I HEARD FROM OUR COLLEAGUES ACROSS THE STATE AND YOU PROBABLY ALREADY KNOW THIS, IS THAT WE'RE NOT GOING TO GET NEARLY THE RELIEF THAT WE SEEK OR NEED, BUT MAYBE WE'LL GET SOMETHING.
HOW CLOSE WE'RE GETTING TO WHERE THERE'S GOING TO BE A LAWSUIT.
BUT SOME PEOPLE ON THE CALL WERE TALKING ABOUT A LAWSUIT.
THEY'RE GETTING A LITTLE FRUSTRATED.
THERE'S ALWAYS THAT POSSIBILITY.
I DO KNOW THAT AT THE HEARING TODAY AT 4:00, SOME OF THE TESTIMONY FROM SCHOOL DIRECTORS AND WADJDA WAS AT LEAST TRYING TO CHANGE THE CAP FROM 13 TO 15.
AND, YOU KNOW, WHILE RECOGNIZING THAT'S PROGRESS, WE REALLY DO WANT THIS CAP REMOVED ENTIRELY BECAUSE IT'S ARBITRARY AND IT REALLY DOES PREVENT THE DISTRICT FROM SERVING ALL STUDENTS. SO I DO KNOW THAT THERE WILL BE ADDITIONAL OPPORTUNITY FOR US AS A DISTRICT TO WEIGH IN.
[01:00:05]
AS ANY WE GET AN UPDATE FROM THAT, I'LL SHARE.AND I DO LOOK FORWARD TO SEEING THAT TOOL.
I HEARD THAT IT WAS PRETTY COOL FOR US TO SEE THE DISPARITY, WHICH IS, YEAH, IT IS PRETTY.
THERE'S A SENSE THAT THEY DON'T REALLY KNOW WHAT THEY'RE WHAT THEY'RE DELIBERATING ON.
UM, I DO THINK THAT THE MORE WE CAN EDUCATE OUR LAWMAKERS ACROSS THE STATE TO THE IMPACTS, THE CLOSER WE WILL GET TO EQUITABLE FUNDING.
BUT I DON'T THINK IT'S GOING TO HAPPEN THIS YEAR.
BUT STRANGER THINGS HAVE HAPPENED.
UM, SO THERE'S ALSO A TRANSPORTATION FUNDING BILL THAT WE WERE TRACKING, ATTEMPTING TO REWORK THE STUDENT TRANSPORTATION ALLOCATION REPORTING SYSTEM, WHICH IS CALLED STARS, AND IT HAS ACTUALLY BEEN SCALED BACK TO CREATE A SPECIAL PASSENGER SAFETY NET PROGRAM.
AND HOUSE APPROPRIATIONS IS GOING TO BE HEARING THIS BILL WEDNESDAY, TOMORROW AT 4:00.
I HAVE NOT CHECKED WITH TRANSPORTATION ON IF THIS IS SOMETHING WE MAY WANT TO WEIGH IN ON.
HOWEVER, WE CAN ALWAYS JUST SIGN IN AND INDIVIDUALLY AND TESTIFY PRO OR CON ON THE WEBSITE.
IT WAS SENATOR SENATOR NOBLES FROM THE 28TH WHO SPONSORED SEVERAL EDUCATION BILLS.
AND SO AS WE SEE MORE SCHOOL DIRECTORS BECOME LAWMAKERS, WE DO GET ADDITIONAL ATTENTION TO THE EDUCATION FUNDING AND RECESS ISSUES AND SCREENING.
THE OTHER IS THE PERSON THAT THEY HIGHLIGHTED THAT WAS A SCHOOL DIRECTOR TURNED LEGISLATOR, WAS REPRESENTATIVE BERG FROM THE 44TH, AND SHE FORMERLY SERVED ON THE EDMONDS SCHOOL BOARD, THEN THE EVERETT AND IS NOW A LEGISLATOR AND DOING WONDERFUL VIDEOS SUCH AS THE BERG BILL BASICS, WHICH SHOWS HOW BILLS BECOME A LAW.
AND I WOULD HIGHLY RECOMMEND PEOPLE TAKE A LOOK AT HER VIDEO TO HAVE A DEEPER UNDERSTANDING ON HOW THIS ENTIRE PROCESS WORKS, PARTICULARLY SINCE SHE USED TO BE ON OUR SCHOOL BOARD. AND THAT IS ALL I HAVE FOR RIGHT NOW.
ANY OTHER QUESTIONS OR COMMENTS ON THE LEGISLATIVE GOINGS ON? OKAY, NEXT WE HAVE BOARD MEMBER COMMENTS AND WE'LL START WITH THE STUDENTS.
[17. BOARD MEMBER COMMENTS]
KAYLA, DO YOU HAVE ANYTHING YOU'D LIKE TO SAY? UH, GOOD EVENING TO YOU ALL. I HOPE YOU HAD A GREAT WEEKEND.SORRY I WASN'T ABLE TO BE HERE FOR A WHILE, BUT I'M GLAD TO BE BACK.
UM, FIRST, I JUST WANT TO SAY SENDING OUT PRAYERS.
MR FREELAND HAVING CANCER IS ROUGH.
I KNOW THAT BECAUSE MY GRANDPA'S A CANCER RIGHT NOW, SO I KNOW WHAT THAT FEELS LIKE.
AND WHEN I SAW HIM UP THERE, HE HAD A TEARDROP FELL DOWN.
I ALMOST STARTED CRYING AND I WAS JUST LIKE, OH, THAT HIT ME SO HARD.
IT'S SO YOUNG FOR THAT, FOR A YOUNG BOY TO HAPPEN.
BUT HOPEFULLY HE HAS A BRIGHT A BRIGHT FUTURE AHEAD AND, YOU KNOW, SENDING OUT PRAYERS FOR THAT.
UM, SECONDLY, I WANT TO TALK ABOUT IS HOW I VERY MUCH AGREE WITH THE MUSIC.
AND LIKE AT TARA'S, IT'S STEM BEING THE MOST LIKE, UM, WELL, LIKE
[01:05:04]
THEY WOULD PUT MORE MONEY INTO THAT COMPARED TO ATHLETICS IN A WAY.AND I, I 100% AGREE WITH THAT BECAUSE I PLAYED TWO SPORTS.
SO I GET HOW IT IS MY COACH, MY VOLLEYBALL COACH WAS, IS A PE TEACHER.
YES STEM IS A VERY IMPORTANT MUSIC IS VERY IMPORTANT, BUT HAVING TO HAVE IT BALANCE OUT IN A WAY WHERE ALL OF THOSE CURRICULUMS SHOULD GET EQUAL AMOUNT OF MONEY FROM ALL OF THAT SO THAT EACH CHILD SHOULD NOT FEEL, I FEEL LIKE LEFT OUT MORE OR THAT KIND OF THING BECAUSE I'M I USED TO BE INTO MUSIC AND THEN I STOPPED.
IT'S IT FEELS DIFFERENT BECAUSE YOU FEEL LIKE YOU WERE SO SECURED IN ONE.
I FEEL LIKE YOU NEEDED TO BE IN ONE PLACE.
AND THEN WHEN YOU GO TO ANOTHER, THEN YOU'RE WORRIED ABOUT HOW AM I GOING TO PAY FOR THIS? HOW AM I GOING TO DO THIS? HOW AM I GOING TO GET HERE IN A WAY THAT MAKES THAT MAKES SENSE? BUT I FEEL LIKE NOW I IT'S HOPEFULLY IT GETS BETTER BECAUSE LIKE COVID, IT WAS JUST HARD WITH MONEY ISSUES FINANCIALLY.
OHANA. HELLO? IS THIS ON? OKAY. THANK YOU.
IT'S REALLY HARD TO HEAR THAT AS A SUBSCRIBER.
A KID THAT ONE OF MY ALUMNI ARE GOING THROUGH HARDSHIPS.
AND I JUST WANTED TO SAY, MY HEART GOES OUT TO YOU.
I KNOW YOU'RE NOT HERE RIGHT NOW, BUT I HOPE THAT YOU'RE ABLE TO.
MOVE ON WITH YOUR LIFE AND BE ABLE TO.
LIVE A LONG, HAPPY, HEALTHY LIFE.
SO THANK YOU FOR SHARING YOUR STORY AND I REALLY APPRECIATE IT.
I JUST WANT TO COMMENT ON HOW, LIKE, EXTRAORDINARILY BRAVE HE WAS.
MR FREEMAN COMING UP HERE FOR IT ALSO STRUCK ME BECAUSE MY PUP UP, HE HAS BEEN BATTLING CANCER AND IT'S IN HIS PANCREAS AND HIS HEART, TOO.
JUST LIKE HOW HARD AND HOW STRESSFUL AND HOW FINANCIALLY STRESSFUL IT IS FOR THE FAMILY MEMBERS AND JUST HOW LIKE YOU JUST NEVER KNOW, LIKE HOW LONG THEY'RE GOING TO LIVE OR HOW MUCH TIME YOU HAVE WITH THEM.
AND, UM, GOOD NEWS THAT HE IS CANCER FREE.
A COUPLE MONTHS AGO AND AFTER THAT, IT'S JUST BEEN SUCH A BLESSING.
UM, AND ALSO, UM, I FORGOT THE PERSON'S NAME, BUT SHE BROUGHT UP, LIKE THE SAFETY CONCERNS OF THE STUDENTS AND MOUNTLAKE TERRACE. UM, THERE'S BEEN A LOT OF THINGS WITH BULLYING AND, UM, JUST THINGS THAT ARE HAPPENING WITH, LIKE THE LGBTQ COMMUNITY AND JUST WITH PEOPLE IN GENERAL, HOW PEOPLE CAN TAKE ADVANTAGE OF OTHER PEOPLE'S INSECURITIES.
AND IT'S, IT'S REALLY HEARTBREAKING HOW PEOPLE FIND JOY IN THAT.
BUT IF WE COULD HAVE LIKE, I DON'T KNOW BECAUSE THE STUDENTS SEE MORE THAN THE TEACHERS AND THE STUDENTS FEEL LIKE INSECURE AND ALSO LIKE SCARED ABOUT WHAT'S GOING TO HAPPEN TO THEM.
AND WE CAN ONLY DO SO MUCH WITHOUT ANY ADULTS.
AND I THINK THAT MAYBE IF WE LIKE, HAVE A COMMUNITY OR A GROUP THAT ARE NOT LIKE KNOWN TO THE STUDENTS, BUT ALSO HAVE LIKE STUDENTS THAT CAN RECOGNIZE AND BE WITNESSES THAT THEY CAN LIKE HELP BRING OUT THE, UM, PEOPLE THAT ARE HURTING OTHERS AND ALSO JUST BE, UM, I DON'T KNOW, IT'S JUST BEEN REALLY CONCERNING AND JUST GETTING WORSE AS I'VE BEEN SEEING IT.
[01:10:02]
AND I CAN DO SO MUCH, BUT I JUST WISH LIKE THE IF WE COULD HAVE THAT UNITY WITH THE ADULTS AND THE STUDENTS, THAT WE COULD CREATE A MORE SAFER AND A BETTER COMMUNITY.EXCUSE ME. I HAVE TWO THINGS I WANT TO MENTION TO EVERYONE HERE.
THE FIRST ONE IS I WAS ASKED BY THE LEAGUE OF WOMEN VOTERS TO PARTICIPATE IN A ROUNDTABLE LAST WEEK.
IT'S ABOUT RUNNING FOR PUBLIC OFFICE.
I MENTIONED THIS A, BECAUSE, OF COURSE I'M IN IT, SO EVERYONE SHOULD LISTEN.
BUT ALSO I MENTIONED IT BECAUSE I ASSUME THAT IF YOU'RE AT A SCHOOL BOARD MEETING AT 8:00 AT NIGHT ON A TUESDAY, YOU'RE PROBABLY PRETTY CIVIC MINDED, WHICH MEANS THAT YOU ARE THE SORT OF PEOPLE THAT THAT HOUR WAS MADE FOR.
AND IT'S A GREAT ROUNDTABLE WITH ME, THE MAYOR OF MONROE AND AN ARLINGTON CITY COUNCIL MEMBER.
SO I REALLY RECOMMEND IT TO ANYONE HERE WHO'S THINKING ABOUT WE NEED GOOD PEOPLE TO RUN FOR OFFICE.
SO I WANT TO LET EVERYONE KNOW ABOUT THAT.
YOU CAN GO TO THEIR WEBSITE, THE LEAGUE OF WOMEN VOTERS, SNOHOMISH COUNTY.
IT'S CALLED MAGAZINE ON THE AIR.
YOU SHOULD BE ABLE TO NAVIGATE TO IT THROUGH THEIR WEBSITE.
THE OTHER THING THAT I WANTED TO MENTION WAS TO TALK ABOUT THE SCHOOL SAFETY ISSUE.
I COMPLETELY UNDERSTAND THAT WE WANT TO KEEP OUR KIDS SAFE AND THAT IS NOT FALLING ON DEAF EARS.
I ALSO KNOW THAT EVERY TIME WE BRING A LAW ENFORCEMENT OFFICIAL INTO A SCHOOL, THEY ENFORCE THE LAW, WHICH MEANS TWO KIDS GET IN A FIGHT IN THE LUNCHROOM.
NOW WE'VE GOT TWO ASSAULT CHARGES.
NOT TWO KIDS ARE GETTING THEIR PARENTS CALLED.
YOU GO OFF TO AN ICE DETENTION FACILITY.
YOU KNOW, ANY NUMBER OF THINGS.
AND THAT'S GREAT WHEN IT'S ADULTS AND IT'S DANGEROUS.
BUT WHEN IT'S KIDS, WE REALLY PROBABLY SHOULD FIND ANOTHER WAY TO DO THAT.
SO I'M NOT DOWNPLAYING THE ISSUE OF SCHOOL SAFETY, BUT I ALSO DON'T THINK PEOPLE WITH GUNS AND, YOU KNOW, FIVE YEARS OF TRAINING IN HOW TO DO TAKEDOWNS ARE NECESSARILY THE RIGHT PEOPLE TO POLICE OUR KIDS.
AND WE JUST HAVE TO KEEP AN OPEN MIND TO THAT.
AND WITH THAT, I WILL TURN IT OVER.
I DON'T HAVE MANY COMMENTS TONIGHT.
THAT'S NOT AN EASY PROCESS TO GO THROUGH AND REALLY APPRECIATE ANY TEACHER THAT'S WILLING TO PUT THEMSELVES THROUGH IT AND THEY GET A LOT OF NEW SKILLS OUT OF IT WHILE THEY GO THROUGH THE PROCESS. SO CONGRATULATIONS TO THEM.
AGAIN, MY HEART GOES OUT TO THAT SCRIBER KID THAT.
AND I REALLY APPRECIATE THAT BEING BROUGHT FORTH TO US.
WE KNOW THESE ARE IN ALL OUR HIGH SCHOOLS.
IT'S A IT'S CERTAINLY SOMETHING THAT WE'RE VERY AWARE OF, BEING AWARE OF IT AND BEING ABLE TO ADDRESS IT VERY SUCCESSFULLY IS REALLY TWO DIFFERENT THINGS. BUT BELIEVE ME, WE'RE TRYING OUR BEST TO ADDRESS THE ISSUES IN OUR HIGH SCHOOLS.
AND THANK YOU SO MUCH FOR YOUR COMMENTS.
THANK YOU. I BRIEFLY WANT TO ALSO CONGRATULATE THE BOARD CERTIFIED TEACHERS, AND THAT IS SOMETHING AN ACCOMPLISHMENT TO BE VERY PROUD OF.
AND I'M SORRY THAT I COULDN'T ATTEND THE CELEBRATION BEFORE THE MEETING TODAY.
AND I DO APPRECIATE OUR SCRIBER FAMILY AND THE FEELING OF COMMUNITY SUPPORT AND BELONGING THAT.
AND SO I APPRECIATE BEING AWARE OF THIS VERY SENSITIVE AND, YOU KNOW, VERY, VERY DIFFICULT SITUATION THAT THEY'RE IN. AND I LOOK FORWARD TO BEING ABLE TO JOIN YOU ALL IN PERSON SOON AND WITH MORE LEGISLATIVE UPDATES.
[01:15:04]
THANK YOU. THANK YOU.DIRECTOR CHASE AND DIRECTOR KILGORE.
YOU KNOW, FIRST OF ALL, WE'RE TALKING ABOUT DIFFERENT KINDS OF SAFETY.
IN SOME CASES, WE'RE TALKING ABOUT PHYSICAL SAFETY FROM VIOLENCE.
AND THEN IN OTHER CASES, WE'RE TALKING ABOUT EMOTIONAL SAFETY.
AND AND THAT'S ALSO VERY IMPORTANT.
BUT IT'S THE SOLUTIONS ARE QUITE DIFFERENT WHEN WE'RE TALKING ABOUT VIOLENCE IN THE SCHOOLS.
AND WE HAVE SEEN A CHANGE IN CONTEXT.
THERE'S AN INCREASE IN SOME OUTSIDE ACTIVITIES, GANG ACTIVITIES THAT ARE AFFECTING OUR SCHOOLS.
AND SO LIKE DIRECTOR SMITH SAID, WE HAVE BEEN LOOKING AT THIS ISSUE.
I AM I AM NOT CONVINCED THAT SROS ARE THE ANSWER.
I'M NOT I'M NOT SAYING NO, BUT.
HAS TO. BUT FOR MYSELF, IF THAT'S THE ONLY WAY THAT WE CAN GET THE FUNCTIONALITY THAT WE NEED.
AND I DO TAKE YOUR COMMENTS SERIOUSLY THAT YES, SOME JOBS ARE PRINCIPALS ARE NOT EQUIPPED TO HANDLE AND PERHAPS SHOULDN'T BE EXPECTED TO HANDLE, BUT THAT DOESN'T NECESSARILY MEAN THAT AN SRO IS THE ANSWER.
AND SO WE ARE LOOKING INTO THIS ISSUE.
WE TAKE IT SERIOUSLY WHAT THE SOLUTION WILL BE.
BUT NEEDLESS TO SAY, I AM ABSOLUTELY INTERESTED IN AN ANSWER.
AND I REALIZE THAT DOESN'T HELP YOU TONIGHT WITH YOUR CHILD GOING INTO SCHOOL TOMORROW.
BUT IT'S THE BEST WE CAN DO AT THE MOMENT IS TO CONTINUE TO LOOK AT THIS ASSERTIVELY AND AND WITH A WITH A RESOLVE FOR A RESOLUTION AND FOR A SOLUTION.
AND THAT'S SOMETHING THAT WE'RE DOING AS A BOARD.
OTHERWISE, I'M VERY HAPPY TO SEE SOME OF THE GOOD NEWS OUR NATIONAL BOARD CERTIFIED TEACHERS ARE ARE AMONG, YOU KNOW, OBVIOUSLY AMONG OUR BEST.
THEY'VE WORKED VERY HARD TO GET TO WHERE THEY ARE.
AND SO WE'RE REALLY FORTUNATE THAT WE HAVE SUCH A HIGH QUALITY STAFF FOR OUR KIDS.
AND THAT'S ALL I HAVE FOR TONIGHT.
AND LIKE DEBORAH SAID, THE MANY, MANY THAT WE HAD A VERY LARGE NUMBER WHO GOT RENEWED, WHICH IS EVERY FIVE YEARS AND IS ALSO A GREAT ACHIEVEMENT.
IT MEANS THESE TEACHERS ARE WORKING VERY HARD TO KEEP THEIR CRAFT UP TO WHAT WE KNOW ABOUT GOOD TEACHING THROUGH RESEARCH, GOOD TEACHING AND LEARNING. AND THEY SERVE AS GOOD MENTORS TO OTHER TEACHERS AS WELL.
SO WE ARE VERY, VERY FORTUNATE TO HAVE SUCH HARD WORKING AND EXCELLENT TEACHERS IN OUR DISTRICT.
THE ONLY OTHER THING I WANT TO MENTION IS I HAD A WONDERFUL EXPERIENCE THIS PAST SATURDAY.
I DID A READ ALOUD OF A BOOK AT THE PROJECT PROJECT GIRLS MENTORING PROGRAM AS PART OF THE UPCOMING WOMEN'S HISTORY MONTH CELEBRATION.
AND THIS IS A PROJECT THAT WORKS WITH GIRLS, MOSTLY MIDDLE AND HIGH SCHOOL GIRLS, BUT GIVES THEM A PLACE AFTER SCHOOL TO BE, TO BE MENTORED, TO BE ABLE TO DO, GET TUTORED, TO WORK ON HOMEWORK, TO NETWORK WITH OTHER GIRLS, HAVE FOOD AVAILABLE TO THEM. IT'S IT'S A WONDERFUL PROGRAM AND I WAS VERY IMPRESSED WITH IT AND WANT TO MAKE SURE THAT OUR COMMUNITY IS AWARE OF IT BECAUSE IT WAS CLEARLY SOMETHING THAT'S VERY SUPPORTIVE OF OUR YOUNG WOMEN IN OUR SCHOOLS THAT CAN REALLY BENEFIT FROM THAT EXTRA COMMUNITY OF WOMEN, YOUNG WOMEN.
[01:20:03]
SO I APPRECIATED BEING THERE AND DR.I JUST WANT TO SHARE TWO SPECIAL EVENTS I WAS ABLE TO ATTEND LAST WEEK.
DR. SALLY GUZMAN AND CARIN ELLIOTT AND I.
I WENT TO THE TULALIP TRIBES TO MEET WITH THEM, LEARN ABOUT THEIR PROGRAMS, TALK ABOUT PARTNERSHIPS SO THAT WE CAN SUPPORT OUR NATIVE STUDENTS IN THE DISTRICT AND FIND AS MANY WAYS AS WE CAN.
AND CARIN HAD TOLD ME SHE HOPED THAT THERE WOULD BE TEN PEOPLE THERE.
I WOULD I DIDN'T COUNT, BUT I WOULD SAY IT WAS PROBABLY CLOSER TO 45.
EVERYONE WHO ATTENDED WAS ABLE TO MAKE A TRADITIONAL MEDICINE BAG.
AND THEN THEY HAD A PEOPLE FROM THE TRIBES TALKING ABOUT THE VARIOUS NATURAL MEDICINES.
AND SO EVERYONE WAS ABLE TO PUT SOME THINGS INTO THEIR BAG AND AND TAKE IT WITH THEM.
SO IT WAS REALLY A WONDERFUL EXPERIENCE AND REALLY INDICATED HOW HARD SHE'S WORKING TO REALLY REACH OUT TO FAMILIES SUPPORTING NATIVE AMERICAN CHILDREN IN OUR DISTRICT AND TO MAKE THOSE CONNECTIONS.
EXCELLENT. THANK YOU TO EVERYBODY.
[18. ITEMS FOR FUTURE CONSIDERATION OR INFORMATION]
I'M GOING TO GO TOTALLY OUT OF ORDER HERE.I DID SOMETHING SOMEONE ELSE SAID.
SO I JUST WANT TO MAKE SURE THAT WE ACKNOWLEDGE VINCE TONIGHT.
AND DIRECTOR SMITH AND I WERE FORTUNATE ENOUGH TO BE ABLE TO BE AT THE PRESENTATION, ALONG WITH DR.
SO IT WAS FUN TO SEE ALL OF THE JOURNALISM STUDENTS KEEPING GOOD, STRONG JOURNALISM ALIVE.
IS THERE ANYTHING ELSE FOR THE GOOD OF THE ORDER? ANY OTHER TOPICS? HEARING NONE.
THIS REGULAR BOARD MEETING OF THE EDMONDS SCHOOL DISTRICT BOARD OF DIRECTORS IS NOW
ADJOURNED.
