EACH YEAR WASHINGTON MUSIC EDUCATORS ASSOCIATION SPONSORS HONOR ORCHESTRAS, BANDS AND CHOIRS, AND JAZZ GROUPS THAT COME TOGETHER AND REHEARSE AND PERFORM AND IT GIVES STUDENTS AN OPPORTUNITY TO MEET WITH COLLEAGUES, MUSICIANS FROM ACROSS THE STATE EVERY OTHER YEAR.

THIS IS THE FIRST TIME IN FOUR YEARS WE'VE BEEN ABLE TO DO IT.

THE NATIONAL ASSOCIATION FOR MUSIC EDUCATORS SPONSORS OUR NORTHWEST DIVISION HONOR GROUPS.

THESE INCLUDE STUDENTS FROM WASHINGTON, OREGON, MONTANA, IDAHO, ALASKA, AND WYOMING.

BETWEEN THESE TWO GROUPS, THERE'S ABOUT 5,000 STUDENTS THAT AUDITION TO BE A PART OF THESE HONOR GROUPS AND ONLY ABOUT 1,000 OF THE STUDENTS ARE SELECTED TO BE A PART.

WE'RE VERY HONORED TO RECOGNIZE THOSE FROM OUR DISTRICT TONIGHT WHO WILL BE PARTICIPATING IN BELLEVUE THIS FEBRUARY.

AT THIS POINT, I'LL ASK THEM TO COME FORWARD.

WE'VE GOT CERTIFICATES. DR. MINER, COULD YOU HELP ME PRESENT THE CERTIFICATES?

>> THEY USED TO PUT CANDY DOWN THERE.

>> BEING THE PARENT OF A FORMER BAND KID I KNOW HOW MUCH WORK GOES INTO PRACTICING AND LEARNING EVERYTHING THAT'S INVOLVED AND THE LEVEL OF EXCELLENCE THAT IT TAKES TO GET TO STATE AND THE ALL NORTHWEST IS EXCEPTIONAL AND WE'RE VERY PROUD OF THESE STUDENTS.

NEXT, WE HAVE A SCHOOL PRESENTATION AND I'LL AGAIN LET DR.

[7. SCHOOL PRESENTATION- 6:55 pm]

MINER DO AN INTRODUCTION.

>> WELL I'M SO HAPPY THIS EVENING TO BE INVITING OUR STUDENTS AND ADMINISTRATORS UP FROM ALDERWOOD MIDDLE SCHOOL TO SHARE INFORMATION ABOUT THEIR CIP PLAN AND THE WORK THAT THEY'RE DOING IN THEIR SCHOOLS.

>> I'M GOING TO SAY WHAT AVID STANDS FOR.

WELL, FIRST OF ALL, MY NAME IS ANGELIE.

THIS IS AVID, A-V-I-D.

IT STANDS FOR ADVANCEMENT VIA INDIVIDUAL DETERMINATION.

AVID IS A SPECIAL PLACE TO GET SOME INFORMATION ABOUT COLLEGE, COLLABORATION IN GROUPS AND WE GET TO USE PLANNERS AND PORTFOLIOS.

[00:10:07]

>> HELLO, I'M NOAH RATHBURN ALDERWOOD MIDDLE SCHOOL AND PART OF THE AVID COMMUNITY.

THIS YEAR WE TOOK A FOCUS NOTE-TAKING PROJECTS THAT LET STUDENTS CHOOSE WHAT THEY WANTED TO LEARN ABOUT THE RESEARCH, INTERVIEWS AND NOTE-TAKING.

WHAT I CHOSE WAS WHAT IS INSIDE A COMPUTER.

OTHER PUPIL IN OUR CLASS CHOSE HOW TO DO NEW BASKETBALL MOVES, HOW TO BAKE/COOK, A RECIPE, AND ETC.

>> MY NAME IS OLGA.

NOT ONLY HAS AVID HELPED ME PREPARE FOR MY ACADEMIC FEATURE, IT HAS ALSO HELPED ME UNDERSTAND WHO I AM AS A STUDENT, AND AS PEER.

TO TRFS AND TUTORIAL GROUPS, I LEARNED STRATEGIES THAT ARE RIGHT FOR ME.

I USE THOSE STRATEGIES I LEARNED FROM AVID DURING TESTS, CLASSES, AND OUTSIDE OF SCHOOL AS WELL.

AVID HAS TAUGHT ME THAT WITH THE CRACK LEARNING TECHNIQUES THAT FIT MY ACADEMIC PREFERENCES AND SUPPORT FROM MY TEACHERS, I CAN DO ANYTHING I SET MY MIND TO EVEN IF I THINK IT'S IMPOSSIBLE TO LEARN.

>> HI, MY NAME IS FAITH KASHU FROM ALDERWOOD MIDDLE SCHOOL.

APPLYING AVID STRATEGIES TO LESSONS THE CENTER STUDENTS EXPERIENCES.

PRACTICE DIFFERENT FORMS OF FOCUS NOTE-TAKING, USING HOW-TO VIDEOS AND SPEECHES ABOUT THINGS THAT MATTERS.

HOW TO BRAID HAIR, HOW TO MAKE KOREAN DOUGHNUTS, HOW TO DO A PRIDE MAKEUP LOOK, HOW TO PLAN BETTER, HOW TO TIE A TIE. THANK YOU.

>> HI, MY NAME IS SAM ROSLER AND IN AVID WE DO SOMETHING CALLED TUTORIALS WHICH HELP US BUILD SUPPORTIVE AND MOTIVATING RELATIONSHIPS AND YOU'RE WONDERING, WHAT OUR TUTORIALS? THERE WHERE YOU MAKE MANY PRESENTATIONS ON YOUR POINT OF CONFUSION LIKE SOMETHING GOT WRONG ON YOUR MATH TEST AND MANY COLLABORATIVE GROUPS, WHERE YOUR PEERS DON'T JUST GIVE YOU AN ANSWER, BUT RATHER THE NEXT STEP. THANK YOU.

>> AVID REALLY HELP STUDENTS WORK ON THEIR GRADES AND BEHAVIORS, HELPING ME WITH MY UNDERSTANDING OF SCHOOL.

>> AVID IS A REALLY COOL CLASS WITH MS FRARY, I RELEASED BY HER NAME WRONG, BUT IT DOESN'T MATTER AND MS. ANDERSON, THEY CHEER ME UP WHEN I FEEL LIKE I'M NOT MYSELF OR WHEN I'M DONE.

THEY TAKE ME INTO THEIR WINGS AND I'M THANKFUL FOR THAT.

>> BEFORE WE LEAVE, I'D LIKE YOU TO KNOW ONE MORE THING.

AVID HAS BEEN THERE FOR ME WHEN I FIRST CAME AND I'LL ADMIT, I DIDN'T LIKE IT AT FIRST, BUT IT MADE ME FEEL LIKE I BELONG AND NOW I LOVE AVID, TELL ME SO MUCH THIS YEAR.

AVID IN THIS CLASS IS WHERE I MET MY TWO BEST FRIENDS.

THANK YOU AND GOODNIGHT. [APPLAUSE]

>> AS YOU CAN SEE, AVID IS ABOUT PRESENTING STUDENTS A CLEAR VIEW AND ABOUT CHALLENGES AND PROBLEMS THAT WE CONFRONT EVERY DAY.

THANK YOU AND HAVE A GOOD NIGHT.

[APPLAUSE].

>> DID YOU HAVE SOME QUESTIONS FOR THE STUDENTS?

>> I'M JUST REALLY THRILLED TO HEAR YOUR EXPERIENCE WITH AVID SO THANK YOU SO MUCH FOR SHARING THAT.

>> WELL, THANK YOU SCHOOL BOARD DIRECTORS AND DR.

MINER, MY NAME IS CHRISTY FRARY AND I'M THE PRINCIPAL AT ALDERWOOD MIDDLE SCHOOL AND THIS IS.

>> I'M DAVID FRIEDLE I'M THE ASSISTANT PRINCIPAL AT ALDERWOOD MIDDLE SCHOOL.

>> WE CHOSE GOAL 3, ROUND ENGAGEMENT SPECIFICALLY BECAUSE ACCORDING TO THE PANORAMA SURVEY DATA THAT IS GATHERED OVER THE PAST YEAR, STUDENTS AT ALDERWOOD MIDDLE SCHOOL HAVE NOT FELT CONNECTED TO OUR SCHOOL COMMUNITY AT ALDERWOOD, SO WE WANTED ALL OUR STUDENTS TO FEEL SAFE AND A SENSE OF BELONGING TO OUR SCHOOL.

THIS YEAR, WE'VE INTENTIONALLY BEEN WORKING TO PROVIDE OPPORTUNITIES FOR OUR STUDENTS TO CONNECT WITH EACH OTHER AND WITH STAFF MEMBERS BOTH IN THEIR ACADEMIC CLASSES,

[00:15:05]

IN ADVISORY, AND DURING UNSTRUCTURED TIMES.

WHEN STAFF WORK INTENTIONALLY WITH STUDENTS TO HELP STUDENTS COMPREHEND THE CURRICULUM, UNDERSTAND THE EXPECTATIONS, AND POSITIVELY CONNECT WITH THE ADULTS AT ALDERWOOD, THEN THE STUDENTS WILL BE MORE ENGAGED IN THE LEARNING PROCESS.

STAFF WHO HELP MAKE THESE CONNECTIONS WILL BE MORE LIKELY TO HAVE STUDENTS WHO FEEL VALUED AND CONNECTED.

IF STUDENTS FEEL VALUED AND CONNECTED, THEY WILL BE MORE LIKELY TO LEARN AND FEEL THEY BELONG AND VALUED AND ENGAGED IN THEIR CLASS LEARNING.

IF WE WORK TO UNDERSTAND WHO THEY ARE AND WHERE THEY ARE, BOTH ACADEMICALLY AS WELL AS SOCIALLY AND EMOTIONALLY.

THIS WILL INCREASE THEIR STUDENT ENGAGEMENT.

>> WE HAVE A NUMBER OF STRATEGIES THAT WE'VE BEEN WORKING ON FROM MULTIPLE PARTS OF THE SCHOOL TO TRY AND ACTUALIZE THIS GOAL.

WE'LL START WITH THE COUNSELORS AND THE SUPPORT STAFF RECOGNIZING, OF COURSE, THE INCREASED NEED FOR SOCIAL, EMOTIONAL HEALTH IN OUR STUDENT POPULATION.

THEY'VE REALLY TAKEN A LEAD IN THIS AREA.

WHEN WE DO THE PANORAMA SURVEYS, WHICH CHRISTY FRARY WILL TALK ABOUT IN A MOMENT, THEY REALLY SEE A LOT OF DATA THAT COMES BACK THAT TELLS US WHERE NEEDS ARE AND SO OUR COUNSELORS REALLY SPEND SOME TIME POURING THROUGH THAT DATA AND FINDING, TRACKING DOWN KIDS SPECIFICALLY WHO ARE EXHIBITING ADDITIONAL HELP OR NEED IN SOCIAL EMOTIONAL HEALTH.

WE ALSO ARE RUNNING A COGNITIVE BEHAVIORAL INTERVENTION FOR TRAUMA IN SCHOOLS OR IT'S THE CIP PROGRAM.

WE'RE LOVING THE RESULTS THAT CAN HAPPEN FROM THAT AND THAT'S BASICALLY IDENTIFYING STUDENTS WHO ARE MAYBE HAVE EXPERIENCED SIMILAR TRAUMAS AND LETTING THEM CONNECT AND TALK ABOUT THOSE ISSUES A LITTLE BIT AND FINDING SOME KINDRED SHIP THERE AND CONNECTEDNESS TO THE SCHOOL.

OF COURSE, WE DO EVERY YEAR PROGRAM CALLED SIGNS OF SUICIDE AND THAT TAKES A LOT OF ENERGY FOR US TO MAKE SURE WE'RE POURING THROUGH THAT DATA AND CONNECTING WITH AS MANY OF THOSE STUDENTS WHO ARE SHOWING SIGNS WHERE THEY COULD USE SOME ADDITIONAL HELP.

THEN OF COURSE, OUR COUNSELING STAFF IS DOING A LOT OF WORK IN HELPING EMBED SOCIAL EMOTIONAL LEARNING LESSONS INTO OUR ADVISORY LESSONS.

OUR TEACHING STAFF, OF COURSE, IS WORKING REALLY HARD TO UNDERSTAND EVERY SINGLE STUDENT BY THEIR STORY, THEIR STRENGTH, AND THEIR NEED AND WE UNDERSTAND THE PREMISE THAT NO STUDENT CARES HOW MUCH YOU KNOW, UNTIL THEY KNOW HOW MUCH YOU CARE AND THE IDEA HERE IS, LEADING BY CONNECTING WITH STUDENTS FIRST BEFORE DOING ANYTHING ELSE.

THEY OF COURSE ARE DELIVERING THE SOCIAL EMOTIONAL LEARNING LESSONS IN ADVISORY AND THEN WE'RE ALSO DOING A FAIR BIT OF WORK AROUND ZARETTA HAMMOND'S BOOK, CULTURALLY RESPONSIVE TEACHING AND THEN ULTIMATELY, A FAIR NUMBER OF OUR TEACHERS ARE MAKING THE MOVE AWAY FROM TRADITIONAL GRADING PRACTICES, WHICH WE FEEL ARE OFTEN INEQUITABLE AND DO CREATE A SENSE OF DISCONNECTION BETWEEN TEACHING AND ACTUAL LEARNING AND SO THEY'RE MOVING TOWARDS AN OUTCOME-BASED GRADING PRACTICES WHICH ARE HAVING REALLY GREAT SUCCESS.

THEN THE ADMINISTRATIVE TEAM, OF COURSE, ALONG WITH OUR STUDENT INTERVENTION COORDINATOR AND OUR OTHER SUPPORT STAFF ARE REALLY TAKING A LOT OF WORK AND LOOK INTO OUR DISCIPLINE PRACTICES AND MAKING SURE THAT THEY ARE EQUITABLE.

STUDENTS CAN GET PRETTY DISCONNECTED FROM A SCHOOL IN A HURRY IF THEY FEEL THAT THE DISCIPLINE, POLICIES, AND PROCEDURES ARE NOT ALIGNED AND ARE NOT FAIR AND EQUITABLE, SO WORKING HARD THERE.

WE'RE ALSO MAKING SURE THAT TEACHERS, BASICALLY, ALL ADULTS IN THE BUILDING, RESPOND QUICKLY TO ANY INTIMIDATION OR BULLYING OR ANY BEHAVIORS THAT CAN OFTEN DISCONNECT STUDENTS QUICKLY SO WE ARE ALL HANDS ON DECK AND TRYING TO MINIMIZE THAT BEHAVIOR, WHICH OF COURSE IS VERY DISCONNECTING FROM A SCHOOL ANYTIME A STUDENT FEELS THAT.

THE LAST THING WAS BRINGING COMMUNITY ENGAGEMENT EVENTS.

I KNOW CHRISTY IS DOING A COFFEE WITH THE PRINCIPAL WE HAVE POTLUCKS GOING ON AND THEN WE HAD AN IDIOMA ULUA, VERY AWESOME AFRICAN-AMERICAN ACTIVIST AND ANTI-RACISM COME SPEAK TO WITH OUR STUDENTS WHO ARE TRYING TO BRING THOSE EVENTS IN AS WELL. THANK YOU.

>> THE ASSESSMENTS THAT WE'RE USING AROUND FOLLOWING OUR GROWTH,

[00:20:04]

WE GIVE SURVEYS IN ADVISORY, WORKING MOST CLOSELY WITH OUR COUNSELING STAFF.

ONE EXAMPLE WOULD BE JUST FINDING OUT DO THE STUDENTS FEEL LIKE THEY ARE CONNECTED TO AN ADULT IN THE BUILDING? IN THE MOST RECENT SURVEY, WHEN WE ASKED THAT QUESTION, THE STUDENTS THAT RESPONDED, THEY ALL HAD AT LEAST ONE PERSON IN THE BUILDING THAT THEY FELT LIKE THEY COULD CONNECT WITH.

WE ALSO USE THE PANORAMA SURVEYS SPECIFICALLY LOOKING AT SENSE OF BELONGING.

WHEN WE DIVE INTO THAT DATA, SOME OF THE AREAS THAT WE'RE REALLY FOCUSING ON ARE AROUND MAKING SURE THAT STUDENTS ARE SEEN AS INDIVIDUALS WITH THEIR OWN DREAMS AND GOALS.

WE WANT TO MAKE SURE THAT WE'RE HELPING OUR STUDENTS FEEL CONNECTED TO AT LEAST ONE ADULT IN THE BUILDING, AND THEN OVERALL HELPING STUDENTS UNDERSTAND THAT EACH AND EVERY ONE OF THEM MATTERS TO US AT ALDERWOOD.

OUR CURRENT UPDATE FOR OUR CURRENT PROGRESS, WE'RE LOOKING FORWARD TO OUR DATA IN FEBRUARY.

THE NEXT PANORAMA SURVEY IS COMING OUT IN FEBRUARY, SO WE'RE LOOKING FORWARD TO SEEING GROWTH IN OUR MID-YEAR MEASUREMENT.

WE'RE CURRENTLY IN THE PROCESS WITHIN OUR EQUITY TEAM SETTING UP FAMILY FOCUS GROUPS BECAUSE WE WANT TO GET MORE INFORMATION FROM OUR FAMILIES, WE'RE BRINGING BACK STUDENT EVENTS SUCH AS ASSEMBLIES, SCHOOL DANCES, WHICH WE'RE HAVING OUR FIRST DANCE THIS WEEK, AND WE'RE REALLY EXCITED, OUR STUDENTS ARE REALLY EXCITED TOO, AS WELL AS INCREASING FAMILY AND COMMUNITY ENGAGEMENT BECAUSE WE FEEL THAT WHEN WE BRING THE FAMILIES IN, THAT CAN ONLY HELP BRING OUR STUDENTS INTO THE BUILDING AS WELL.

THANK YOU. QUESTIONS.

>> I HAVE TWO QUESTIONS, ONE FOR YOU, COULD YOU ELABORATE A LITTLE BIT ON WHAT YOU MEAN BY OUTCOMES-BASED GRADING PRACTICES, IS THAT WHAT YOU SAID?

>> YES, OUR TEACHERS ARE LOOKING AT ALTERNATIVE GRADING FORMATS.

ONE OF THE THINGS THAT MANY OF THEM ARE LOOKING AT IS LOOKING MORE AT STANDARDS-BASED OR OUTCOME-BASED.

OUTCOME-BASED WOULD BE LOOKING AT, WHERE ARE THE STUDENTS IN TERMS OF THE STANDARDS, AND ARE THEY MEETING THE STANDARD? ARE THEY EXCEEDING THE STANDARD? BUT IN THE CONVERSATIONS THAT WE'VE HAD, IT'S REALLY HARD TO SAY THAT YOU CAN MEET THE STANDARD RIGHT OFF, SO WE'RE LOOKING AT AS A PENDULUM SWING AS THEY'RE MOVING TOWARDS THE STANDARD.

>> SECONDLY, I HEARD FROM SEVERAL OF THE HARVARD STUDENTS, THAT YOU'VE GOT AN INCREASED SENSE OF BELONGING FROM PARTICIPATING IN HARVARD, AND IF ANY OF YOU WOULD LIKE TO ANSWER THIS QUESTION, IT WOULD BE GREAT.

HOW DOES THAT INCREASED SENSE OF BELONGING HELP YOUR ACADEMIC GROWTH?

>> OVERALL, THE INCREASED SENSE OF BELONGING HELPS ME FEEL MORE BELONG BASICALLY, BY PARTICIPATING IN TEAMWORK WITH OTHER FELLOW CLASSMATES, AS IN HUGE PROJECTS, OR JUST HELPING OUT ANOTHER CLASSMATE FOR THEM TO GET AN A PLUS TOO.

>> PERSONALLY, MY TEACHERS ARE REALLY SUPPORTIVE, AND I LEARNED A LOT OF HARVARD STRATEGIES, AND THAT REALLY BOOST MY CONFIDENCE, AND I FEEL IT MAKES MY GRADES GO UP AS WELL BECAUSE I'M MORE CONFIDENT AND AS A RESULT, I HAVE BETTER OUTCOMES.

>> WITH SENSE OF BELONGING AT THE SCHOOL, WITH ME PERSONALLY, I FELT THAT I COULD DO BETTER IN GROUP PROJECTS THAN I USED TO BECAUSE I DIDN'T FEEL LIKE I BELONGED, AND I DIDN'T KNOW WHAT I WAS DOING WITH THOSE PEOPLE.

>> FOR ME, IT HELPS BECAUSE BEING AROUND PEOPLE THAT I KNOW MAKES ME MORE CONFIDENT, MAKES ME WANT TO SPEAK UP MORE, SO I WAS ASKING MORE QUESTIONS, RAISING MY HAND, PARTICIPATING MORE, AND THAT MADE MY GRADES GO UP.

[00:25:08]

>> I HAVE A BETTER SENSE OF BELONGING IN HARVARD BECAUSE EVERY TIME I WALKED THROUGH THAT DOOR, MS. ANDERSON, OR MS. JUAREZ WOULD GREET ME, OR ANYONE.

>> WHAT WAS THE QUESTION? [BACKGROUND] IT HELPS ME REALLY GREAT BECAUSE I KNOW THAT IF I'M STRUGGLING WITH A CLASS, OR IF I DON'T UNDERSTAND ANYTHING, I CAN RUN TO MS. ANDERSON AND JUAREZ TO HELP ME OUT, AND THEY'RE THE BEST. THANK YOU.

>> THANK YOU. THOSE WERE GREAT ANSWERS AND VERY INFORMATIVE FOR ME AND THE REST OF THE BOARD.

>> THANK YOU.

>> DO ANY OF OUR STUDENT ADVISORS HAVE ANY QUESTIONS OR COMMENTS ABOUT THE PRESENTATIONS? I'M WONDERING IF ANY OF YOU ARE FAMILIAR WITH HARVARD AT YOUR SCHOOLS.

>> AT MEADOWDALE, WE DO HAVE AN HARVARD PROGRAM, BUT I DIDN'T KNOW MUCH OF IT, BUT I KNOW A LOT OF UNDERCLASSMEN, BECAUSE IT'S JUST LIKE A NEW PROGRAM THAT'S BEEN IMPLEMENTED, HAVE STARTED TAKING IT.

BUT SEEING THAT MIDDLE-SCHOOLERS ARE TAKING IT IS SUCH A GOOD THING BECAUSE STARTING COLLEGE PREPARATION STARTS FIRST DAY OF FRESHMAN YEAR, AND KNOWING THAT IN MIDDLE SCHOOL AND HAVING THAT MENTALITY GOING INTO FRESHMAN YEAR, WE'LL JUST SET YOU UP SO MUCH BECAUSE WHEN I TALK TO SENIORS NOW THEY'RE LIKE, I WISH I WOULD'VE KNOWN CERTAIN THINGS ABOUT PREPARING FOR COLLEGE THE FIRST DAY OF FRESHMAN YEAR, BECAUSE I WOULD HAVE TOTALLY DONE A WHOLE ANOTHER THING DIFFERENTLY, AND THAT JUST A REALLY GOOD WAY TO SET KIDS UP KNOWING THAT IF THEY'RE CHOOSING TO GO TO COLLEGE, THERE'S A WAY TO START PREPARING FOR IT AT SUCH A YOUNG AGE, AT THE MIDDLE SCHOOL AGE, WHICH IS AWESOME.

>> THANKS.

>> I'M ACTUALLY AN HARVARD TUTOR AT LYNNWOOD.

IT'S REALLY GREAT BECAUSE I KNOW THAT WITH THE STUDENTS I TUTOR, THEY HAVE A REALLY WONDERFUL SENSE OF BELONGING WITH EACH OTHER, AND THAT HELPS THEM FEEL MORE CONFIDENT IN THEIR CLASSES TO ASK QUESTIONS, AND IT GIVES THEM THE CONFIDENCE THAT THEY NEED IN ORDER TO ASK FOR HELP WHEN THEY NEED IT.

I THINK THAT'S A SUPER IMPORTANT SKILL, ESPECIALLY AS YOU'RE GOING INTO HIGH SCHOOL AND LEARNING ABOUT YOUR COLLEGE SEARCH, WHICH I'M SURE IT WILL GO GREAT WITH HOW GREAT YOU GUYS ALL ARE ALREADY.

>> THANK YOU. ANY OTHER QUESTIONS OR COMMENTS? I'D LIKE TO THANK YOU GUYS, AS WELL AS YOUR WONDERFUL STUDENTS, WHO CAME AND GAVE US A SENSE.

CERTAINLY THE WORK TOWARD FEELING BELONGING IS CRUCIAL AS A FOUNDATION FOR ACADEMIC SUCCESS, AS WELL AS LIFE SUCCESS.

I WAS PARTICULARLY IMPRESSED WHEN YOU ASKED IF THE KIDS HAD SOMEBODY, AT LEAST ONE PERSON ADULT THEY FELT CONNECTED WITH AT SCHOOL, THAT EVERYONE IN THE SCHOOL SAID THEY HAD AT LEAST ONE BECAUSE THAT IS SUCH A KEY PIECE THAT EVERY KID FEELS LIKE THEY HAVE SOMEONE TO GO TO.

I ALSO THINK IT'S GREAT TO SEE ALL THE KIDS IN THE AUDIENCE TODAY, I JUST WANT TO THANK YOU ALL FOR COMING.

BUT WE APPRECIATE ALL THE HARD WORK YOU'RE DOING AND WANT TO THANK YOU VERY MUCH AND YOUR STUDENTS VERY MUCH FOR COMING AND SHARING.

>> THANK YOU. [APPLAUSE]

>> NEXT ON THE AGENDA IS THE SUPERINTENDENT'S REPORT.

[8. SUPERINTENDENT REPORT-7:15 pm]

I'LL TURN IT OVER TO DR. MINER.

>> WELL, IN KEEPING WITH OUR THEME OF THE CELEBRATION THIS EVENING, I RECEIVED A LETTER OF RECOGNITION FOR ONE OF OUR BOARD MEMBERS TONIGHT, SO I WOULD LIKE TO OFFER CONGRATULATIONS AND THIS CERTIFICATE TO DR. DEBORAH KILGORE ON FIVE YEARS OF SERVICE TO THE BOARD.

CONGRATULATIONS ON BEHALF OF WSSDA AND THANK YOU FOR YOUR COUNTLESS HOURS OF SERVICE TO OUR STUDENTS AND OUR COMMUNITY.

[APPLAUSE] I ALSO HAVE JUST A QUICK UPDATE ON OUR AMERICAN INSTITUTE FOR RESEARCH STUDY PROJECT ON OUR STUDENT SERVICES PROGRAMMING.

WE WRAPPED UP OUR SURVEY ON MONDAY NIGHT AT ABOUT 9:00 AND WE RECEIVED OVER 1,300 STAFF RESPONSES TO THAT SURVEY.

AIR IS LOOKING AT THOSE DATA AND IS BEGINNING TO COMPLETE THEIR REPORT ON THAT INFORMATION.

THEY HAVE JUST A FEW SMALL PARTS OF THE RESEARCH TO FINISH UP, AND THEN THEY'LL REALLY BEGIN DEVELOPING THEIR REPORT AND GETTING

[00:30:02]

READY TO SHARE THAT [INAUDIBLE] CAN LEARN FROM THE MANY INSIGHTS.

THANK YOU TO ALL WHO PARTICIPATED.

IT WAS ABOUT A 20-MINUTE SURVEY.

WHEN YOU THINK ABOUT THE FACT THAT WE HAD SO MANY PEOPLE WHO WERE WILLING TO PARTICIPATE, WHO WERE WILLING TO SHARE THEIR INSIGHTS, THAT IS A TREMENDOUS INVESTMENT ON BEHALF OF ALL THOSE FOLKS WHO PARTICIPATED, AND OUR STUDENTS, AND OUR STAFF, AND OUR SYSTEM.

GRATITUDE TO ALL OF THEM AS WELL.

>> GREAT REPORT. THANK YOU.

WE LOOK FORWARD TO SEEING THE RESULTS OF THAT.

I DON'T KNOW IF AIR EXPECTED THAT MANY RESULTS, [LAUGHTER] BUT THEY'RE GOOD AT WHAT THEY DO.

NEXT ON THE AGENDA IS APPROVAL OF MINUTES.

[9. APPROVAL OF MINUTES-7:20 pm]

THIS IS APPROVAL FOR THE MINUTES FROM THE JANUARY 10TH REGULAR BUSINESS MEETING.

DO I HEAR A MOTION AND A SECOND TO APPROVE THOSE MINUTES?

>> I MOVE TO APPROVE.

>> SECOND.

>> I'VE HEARD A MOTION TO APPROVE AND A SECOND.

IS THERE ANY DISCUSSION? I DO WANT TO MAKE A NOTE THAT EARLIER THERE WAS A GLITCH IN THE AGENDA.

THAT THE MINUTES THAT WERE SHOWN WERE FROM THE JANUARY 17TH MEETING, THANKS TO BOARD DOCS.

AARON, IT LOOKS LIKE YOU'VE FIXED IT AND WE APPRECIATE THAT.

IF ANYBODY HAD SEEN THOSE MINUTES EARLIER AND THEY DIDN'T LOOK LIKE THEY JIVED, THEY JIVE NOW.

THAT'S A MUSIC TERM. [LAUGHTER] HEARING NO DISCUSSION, I'LL CALL FOR A VOTE ON THE MINUTES FROM JANUARY 10TH.

ALL THOSE IN FAVOR, PLEASE INDICATE BY SAYING AYE.

ALL THOSE OPPOSED SAY NAY.

ANY ABSTENTIONS? THE MINUTES FROM THE JANUARY 10TH REGULAR SCHOOL BOARD MEETING ARE APPROVED.

WE SHOULD HAVE SOMEONE MOVED THERE.

>> MADAM PRESIDENT?

>> YES.

>> WOULD YOU LIKE TO EXCUSE SOME OF OUR STUDENTS IF THEY'D LIKE TO GO AND THEIR FAMILIES?

>> SURE. EVERYBODY HAS THE CHANCE TO LEAVE. ANY TIME.

[LAUGHTER] NEXT ON THE AGENDA

[10. PUBLIC COMMENTS-7:25 pm]

IS THE TIME FOR PUBLIC COMMENTS.

I'LL WAIT TILL THOSE WHO ARE LEAVING.

[BACKGROUND] [LAUGHTER] YES, FOR SURE. THEY'RE VERY SWEET.

NEXT ON THE AGENDA IS OUR INTRODUCTION TO THE PUBLIC COMMENTS.

THE PUBLIC COMMENTS SECTION OF THE AGENDA IS AN OPPORTUNITY FOR CITIZENS TO ADDRESS THE SCHOOL BOARD.

SINCE THIS IS A BUSINESS MEETING OF THE SCHOOL BOARD, THE PURPOSE OF PUBLIC COMMENTS IS FOR OUR STAKEHOLDERS TO COMMUNICATE DIRECTLY WITH THE BOARD OF DIRECTORS ABOUT ITEMS ON THE AGENDA OR OTHER SPECIFIC WORK WITHIN THE SCOPE OF THE SCHOOL DISTRICT.

THIS IS NOT A TIME FOR THE AUDIENCE TO ADDRESS EACH OTHER.

WITH THAT IN MIND, WE ARE RETURNING TO THE CONFIGURATION USED FOR YEARS PRIOR TO THE PANDEMIC, WITH PUBLIC COMMENTS BEING DELIVERED DIRECTLY TO THE BOARD AT THE TABLE FACING THE BOARD.

ITEMS BROUGHT FORWARD DURING THIS PORTION OF THE MEETING ARE NOT TYPICALLY ACTED UPON BY THE BOARD AT THIS TIME, BUT MAYBE FOLLOWED UP BY THE BOARD, THE SUPERINTENDENT, AND OUR STAFF AT A LATER TIME.

PEOPLE MAY SUBMIT PUBLIC COMMENTS FOR A BOARD MEETING IN THREE DIFFERENT WAYS.

ONE, YOU MAY CHOOSE TO READ YOUR COMMENT ALOUD IN PERSON, AS I JUST DESCRIBED.

TWO, YOU MAY CHOOSE TO READ YOUR COMMENT ALOUD, VIRTUALLY.

OR THREE, YOU MAY CHOOSE TO SUBMIT YOUR COMMENT IN WRITING.

THE BOARD READS ALL WRITTEN COMMENTS WHICH ARE LATER ATTACHED TO THE MEETING AGENDA AND AVAILABLE TO THE PUBLIC ON THE BOARD DOCS WEBSITE.

TONIGHT, WE HAVE NO VIRTUAL COMMENTS OR WRITTEN COMMENTS.

THE BOARD ALSO ACCEPTS WRITTEN COMMENTS AND QUESTIONS AT ANY TIME THROUGH EMAIL.

WE READ EACH COMMENT AND E-MAIL THAT WE RECEIVE AND WE APPRECIATE THE TIME AND EFFORT THAT IT TAKES FOR THOSE WHO WRITE THEM.

WHILE WE ENCOURAGE AND APPRECIATE PUBLIC COMMENTS, WE ASK THAT YOU PLEASE LIMIT YOUR COMMENTS THAT ARE READ ALOUD TO 3 MINUTES AND THEY WILL BE TIMED.

IF A COMMENT BECOMES TOO LENGTHY, I MAY NEED TO INTERRUPT IN ORDER TO ALLOW EACH PERSON EQUAL TIME.

WE ALSO ASK THOSE WHO ARE MAKING A PUBLIC COMMENT DURING A BOARD MEETING TO PLEASE MAKE THEIR STATEMENTS IN A CIVIL MANNER WITHOUT DISPARAGING, NAME-CALLING OR OTHERWISE TARGETING ANY ONE PERSON OR GROUP IN THE DISTRICT.

SIMILARLY, WE ASK EVERYONE IN THE AUDIENCE TO PLEASE SHOW RESPECT BY LISTENING QUIETLY, WITHOUT TALKING OR WHISPERING TO EACH OTHER,

[00:35:03]

SO THAT EVERYONE CAN HEAR EACH COMMENT.

TONIGHT, I CLICKED THE WRONG THING, HERE WE GO, WE HAVE SEVEN PEOPLE WHO HAVE SIGNED UP.

THE FIRST IS CHRISTY ROBERTSON.

CHRISTY, IF YOU'LL COME FORWARD TO THE FRONT PODIUM, WE APPRECIATE THAT.

>> I'M GOING TO CHOOSE TO POSTPONE.

>> OKAY. NEXT THEN IS STEVE KEELER.

>> GOOD EVENING TO ALL.

MY NAME IS STEVEN KEELER, AND I'M A RESIDENT OF EDMONDS, AND A TAXPAYER.

I HAVE NO CHILDREN IN THE SCHOOL'S SYSTEM.

I'D LIKE TO THANK THE BOARD PRESIDENT FOR THE UPDATE ON PROGRESS TO HIRE A SUPERINTENDENT.

IN THE PAST, THE DISTRICT HIRED A SUPERINTENDENT.

THIS PREVIOUS HIRE LASTED TWO YEARS.

HE BROUGHT WITH HIM A HISTORY OF PERFORMANCE.

THE TOP PAGE YOU'RE LOOKING AT IS ONE CATEGORY OF PERFORMANCE DATA FOR HIS ADMINISTRATION IN THE OREGON SCHOOL DISTRICT THAT HE CAME FROM.

THERE WERE 24 PAGES OF SUCH DATA AVAILABLE FOR INSPECTION AT THE TIME HE WAS HIRED.

DURING HIS CANDIDACY WAS THIS DATA CAREFULLY CONSIDERED BY THE THEN BOARD? THE SECOND PAGE YOU HOLD REFLECTS THE STATE OF EDMONDS SCHOOL DISTRICT AT THAT TIME.

HE WAS HIRED DESPITE THE BLEAK PERFORMANCE REFLECTED BY BOTH SETS OF DATA, THE FIRST AND SECOND PAGE.

WHO COULD CONCLUDE THAT HE WAS GOING TO PRODUCE SOLID IMPROVEMENTS OF ESD STUDENT COMPETENCY GIVEN THE LEVELS OF SAME AT HIS PRIOR EMPLOYER? HOW COULD ANY PARENT EXPECT ANY ESD IMPROVEMENTS? I HAVE TO ASSUME THE BOARD WERE ASKING SUCH QUESTIONS AT THAT TIME.

IF YOU LOOK THEN AT THE LAST PAGE YOU HAVE, THE MOST CURRENT STATE OF ESD STUDENT COMPETENCY IS AVAILABLE.

AT THIS TIME, I HAVE LITTLE CONFIDENCE THE BOARD UNDERSTANDS THE IMPORTANCE OF READING, WRITING, AND MATHEMATICS.

I HAVE LITTLE CONFIDENCE THAT THE BOARD CAN HIRE A SUPERINTENDENT WHO WILL MAKE ANY IMPROVEMENT IN THE NUMBER SHOWN ON THE CURRENT ESD REPORT CARD, THAT IS THE LAST PAGE YOU'RE LOOKING AT.

I OFFER AN ALTERNATIVE.

I HAVE IDENTIFIED THREE ESD SCHOOL DISTRICT EMPLOYEES, AND MR. SCHWAB, MS. GISLON, EXCUSE ME IF I'M MISPRONOUNCING, AND A MISS SALLY.

THESE THREE SHOULD BECOME A SUPERINTENDENT COMMITTEE FOR THE 2023 AND '24 YEAR.

DIVIDE DUTIES AMONGST THEM.

LET THEIR KNOWLEDGE AND HISTORY GROW A SINGLE CANDIDATE FOR THE FUTURE.

A CANDIDATE WHO HAS ON THIS JOB TRAINING, A CANDIDATE THAT WILL ALREADY HAVE BEEN HERE.

THANK YOU [APPLAUSE]

>> NEXT IS BOB FRITZ.

>> MARTIN LUTHER KING ONCE SAID, "TO THINK INCISIVELY AND FOR ONESELF IS DIFFICULT." HE ALSO SAID THE FUNCTION OF EDUCATION IS TO TEACH US TO THINK INTENSIVELY AND CRITICALLY.

A KEY ASPECT OF CRITICAL THINKING IS TO CONSIDER ALTERNATIVE IDEAS, WHICH I DOUBT BLACK LIVES MATTER MONTHS OF ACTION DO.

BLM IS AN INFLUENTIAL ORGANIZATION WITH ONE OF MANY COMPETING VIEWS IN RACE ON THE AFRICAN-AMERICAN EXPERIENCE.

KING WOULD BE PLEASED FOR MORE LEARNING ABOUT AFRICAN-AMERICANS.

OUR ACCOMPLISHED AND INFLUENTIAL BLACK POPULATION IS THE WORLD'S RICHEST AND EIGHTH LARGEST, BUT DISMAYED, THE DISTRICT CHOOSES A POLITICAL ORGANIZATION WITH ONLY ONE VIEW.

THE PATENT AND TRADEMARK OFFICE DENIED BLACK LIVES MATTER

[00:40:01]

A TRADEMARK AS THE WORDS DON'T IDENTIFY OR DISTINGUISH THEM.

THE PHRASE EXPRESSES SUPPORT, BUT DOES NOT TELL THE LISTENER WHAT THE ORGANIZATION DOES.

EVEN TRUMP'S MAKE AMERICA GREAT AGAIN, QUALIFIED FOR A TRADEMARK.

WHEN YOUR WORDS ARE JUDGED LESS COHERENT THAN DONALD TRUMP'S, YOU SHOULDN'T BE TEACHING ANYBODY ANYTHING.

ONE IDEA, DEDICATE A MONTH TO EACH RACE, WHY NOT? OR TO DIFFERENT SCHOOLS OF THOUGHT ON OUR RACE ISSUE, OR DEDICATE THE TIME TO THE PHILOSOPHY OF OUR GREATEST CIVIL RIGHTS LEADER.

I VISITED DR. KING'S BURIAL SITE IN ATLANTA, THE LORRAINE MOTEL IN MEMPHIS WHERE HE WAS MURDERED, AND HIS HOME IN MONTGOMERY.

IT'S NOWHERE NEAR THE $6,000,000 HOME BLM LEADERS BOUGHT THEMSELVES IN LA.

I SAT AT HIS KITCHEN'S FORMICA TABLE.

THE TURQUOISE DIAL PHONE THERE WAS A MEMORABLE.

KING WAS A CIVIL RIGHTS LEADER, AND PASTOR OF A CHURCH, SO IF THE PHONE RANG, THIS WAS BEFORE CALLER ID OR ANSWERING MACHINES, HE HAD TO ANSWER.

IT WAS OFTEN RACIST DEATH THREATS.

IF HE COMPLAINED TO THE PHONE COMPANY OR THE COPS, THEY DO NOTHING, STILL HE ANSWERS.

WOULD BLM LEADERS STAY IN A MOTEL LIKE THE LORRAINE, AS HE DID, OR TRAVEL TO ANOTHER CITY TO SUPPORT TRASH MEN EARNING $0.65 AN HOUR IN THEIR FIGHT FOR JUSTICE? I DOUBT IT. DR. KING'S ACHIEVEMENTS AND CIVIL RIGHTS WERE MONUMENTAL, AND HE CHANGED THIS WORLD.

WHY NOT STUDY HIM AND HIS CONTEMPORARIES? I WANT OUR KIDS TO BE PREPARED FOR LIFE IN AMERICA, NOT FOR LIFE IN A BLUE STATE.

THE LAST FOUR ELECTIONS SHOW THAT WE ARE A 50/50 COUNTRY.

THEY NEED CRITICAL THINKING AND TO LEARN TO WEIGH ALTERNATE IDEAS.

BLM FAILS TO DO THAT.

TEACHING ONE NARROW VIEW OF THE COMPLEX RACE ISSUE IS INDOCTRINATION NOT EDUCATION.

HERE'S WHERE BLM COULD GO, SELMA, ALABAMA.

I'VE BEEN TO SELMA.

I WANTED TO SEE THAT ICONIC BRIDGE MLK AND OTHERS WALKED OVER, AND VISIT THE GRAVE OF WILLIAM KING, OUR FIRST GAY VICE PRESIDENT, AND HIS PLANTATION, WHERE HE ENSLAVED SOME 500 BLACK PEOPLE.

SELMA IS SHOCKING.

THE POVERTY IS OVERWHELMING.

IT HAS ALABAMA'S HIGHEST UNEMPLOYMENT RATE.

IT'S PUBLIC SCHOOLS ARE 99.3 PERCENT BLACK, MORE SEGREGATED THAN IN THE 1950S, 22 PERCENT OF ITS GRADUATES GRADUATED GRADE LEVEL.

THE NUMBER OF ENGLISH LANGUAGE LEARNERS ZERO, NO ONE CARES, NOT BLM, THEY COULD MOVE THERE FROM LA, ROLL UP THEIR SLEEVES AND GET TO WORK, BUT THEY'RE GOING TO EDMONDS INSTEAD.

THANK YOU [APPLAUSE]

>> NEXT IS SIRI SHAPIRO.

>> GOOD EVENING. BEING A RETIRED TEACHER LIBRARIAN, I FIND I MISS ASSIGNING HOMEWORK AND HELPING KIDS UNDERSTAND LITERATURE.

BLACK HISTORY MONTH IS COMING UP, NOW CALLED BLACK LIVES MATTER MONTH, AS ADOPTED BY THE ESD SCHOOL BOARD.

I THOUGHT I'D GIVE THE BOARD A READING ASSIGNMENT, AND ANYONE ELSE IN THE ROOM, OR LISTENING ONLINE, WHO WANTS TO TAKE UP THE CHALLENGE.

A FAVORITE UW ENGLISH PROFESSOR CHARLES JOHNSON FIRST INTRODUCED ME TO THIS POWERFUL, HEARTFELT PIECE OF WRITING IN MY SOPHOMORE YEAR OF COLLEGE, IN A BLACK LITERATURE CLASS.

A LETTER FROM BIRMINGHAM JAIL BY DR. MARTIN LUTHER KING WAS WRITTEN IN 1963, FIVE YEARS BEFORE HE WAS KILLED, AND WAS INSTRUMENTAL IN BRINGING ABOUT THE CIVIL RIGHTS ACT OF 1964.

GOOGLE IT. THERE ARE NUMEROUS AUDIO RECORDINGS, EVEN ONE IN DR. KING'S OWN VOICE.

DR. KING IS RIGHTEOUSLY ANGRY AS HE ANSWERS HIS CRITICS RESPECTFULLY, WITH HUMILITY, PATIENCE, CIVILITY, AND LONG SUFFERING PASSION.

WE CAN ALL LEARN SOMETHING FROM THIS MAN WHOSE LIFE WAS CUT SHORT WHEN I WAS ONLY 10 YEARS OLD.

STAY TUNED FOR NEXT MONTH'S RENDITION OF DR. KING.

THANK YOU [APPLAUSE]

>> NEXT IS MONICA WHEATON.

>> HELLO. HI, MY NAME IS MONICA WHEATON.

I'M A HIGHLY INVOLVED PARENT IN THE SCHOOL DISTRICT.

I WANT TO LET YOU ALL KNOW THAT I DO LISTEN TO EVERY SINGLE BOARD MEETING.

I'M NOT ALWAYS PRESENT.

I SPECIFICALLY WANTED TO COME HERE TODAY TO THANK OUR BOARD, OUR TEACHERS, AND OUR ADMINISTRATION FOR FOCUSING ON WHAT MATTERS; EQUITY, ENGAGEMENT AND EXCELLENT FOR EVERY STUDENT, EVERY DAY.

I ALSO WANTED TO SAY THAT I REALLY APPRECIATE YOU FOR FOCUSING ON WHAT REALLY MATTERS; BELONGING AND ACCEPTANCE SO THAT OUR STUDENTS CAN LEARN.

THOSE STUDENTS THAT CAME AND SPOKE ABOUT AVID, SO HEARTWARMING,

[00:45:04]

AND SO WONDERFUL TO SEE THAT EVERY SINGLE ONE OF THEM STOOD UP TO ANSWER YOUR QUESTION, MRS. KILGORE, THAT WAS AMAZING AND AWESOME.

I SPECIFICALLY WANT TO TALK TO OUR STUDENTS HERE, THAT ARE ON THE BOARD.

THE PEOPLE IN THIS AUDIENCE AND THE PEOPLE THAT SHOW UP HERE EVERY MONTH DO NOT REPRESENT THE VOICE OF THE PARENTS IN THIS DISTRICT, WE DO.

WE ARE HERE WITH YOU.

WE ARE NOT IN THIS BOARDROOM, BUT WE'RE AT YOUR EVENTS, WE'RE AT YOUR CONCERTS, WE'RE AT YOUR GAMES, WE'RE PLANNING YOUR CEREMONIES, WE'RE HELPING IN THE CLASSROOM, WE'RE TEACHING YOU HOW TO READ, WE'RE TEACHING YOU THE MATH FACTS.

WE ARE THERE WITH YOU, WE'RE SUPPORTING YOU.

WE HAVE OUR HANDS ON YOUR BACK, WE HAVE OUR HANDS ON YOUR SIDE, AND WE'RE THERE TO HELP YOU FIGHT THESE THINGS THAT SHOULDN'T BE ARGUMENTS THAT YOU NEED TO EVEN HEAR ABOUT, LISTEN TO OR FIGHT.

WE KNOW WHO YOU ARE, AND WHO YOU WANT TO BE, AND IT'S AWESOME THAT EDMONDS SCHOOL DISTRICT SUPPORTS THAT AS WELL.

THANK YOU VERY MUCH FOR THE TIME TODAY, AND THANK YOU ALL FOR SITTING HERE, AND FOR LISTENING TO THAT, AND FOR BEING RESPECTFUL, AND JUST KNOW THAT WE HAVE YOU.

WE'RE HERE FOR YOU. THANK YOU [APPLAUSE]

>> NEXT UP IS EMILY FRANCISCO.

>> HI, MY NAME IS EMILY FRANCISCO AND I GO TO [INAUDIBLE] MIDDLE.

LAST TIME I CAME HERE, I TALKED ABOUT PLASTICS.

TODAY I WANTED TO BRING ATTENTION TO SOMETHING ABOUT MY SCHOOL MORE SPECIFICALLY, MY PRINCIPLE HAS BEEN TALKING ABOUT AFTER-SCHOOL CLUBS SINCE 7TH-GRADE ORIENTATION.

THAT IS NOT THE ISSUE.

THE PROBLEM IS THAT THERE IS NO AFTER-SCHOOL CLUB BUS.

WE HAVE ONE FOR SPORTS, BUT THAT'S IT. NOTHING ELSE.

LET'S FIRST SEND STUDENTS WHO WANTS TO PARTICIPATE IN AFTER-SCHOOL ACTIVITIES TO HAVE A SAFE WAY HOME.

WITHOUT THE BUS, SUCH AS THE RIDE OR AN EASY WALK.

THIS IS NOT FAIR NOR SAFE.

THIS IS WHY THINGS LIKE HOMEWORK CLUBS AND OTHER CLUBS AREN'T AVAILABLE TO PEOPLE WHO COULD NEED IT.

IT'S NOT LIKE MY SCHOOL WANTS TO VALUE SPORTS OVER OTHER AFTER-SCHOOL ACTIVITIES, BUT IT'S THE FACT THAT THEY DON'T HAVE THE RESOURCES TO MAKE BOTH HAPPEN OR GO.

THEY HAVE TO CHOOSE AND THEY CHOSE SPORTS.

THE SPORTS FIRSTLY IS 45 MINUTES AFTER TEACHERS' CONTRACTS TIME END, SO THERE IS NO TIME TO WATCH CLUBS STUDENTS UNTIL ONE SPORTS END.

THE DISTRICT COULD HELP US WITH THE ISSUE BY TRYING TO HIRE MORE BUS DRIVERS.

I UNDERSTAND THAT IT'S HARD TO DO SO, BUT IF THE OUTCOME IMPACTS OUR NEXT GENERATION'S FUTURE, I THINK IT WOULD BE WORTH WORKING ON.

THANK YOU FOR YOUR TIME. [APPLAUSE]

>> NEXT IS VANITA FRANCISCO.

>> HELLO. THANK YOU FOR LETTING US SPEAK AND FOR LISTENING TO OUR STUDENTS AND HEARING THEIR VOICES.

I REALLY APPRECIATE IT. I READ THIS ARTICLE IN THE MOUNTLAKE TERRACE NEWS AND I WANTED TO SHARE WITH YOU AND MAKE AN ASK.

A REFEREE INITIATING A JUNIOR VARSITY BASKETBALL GAME AT MOUNTLAKE TERRACE HIGH SCHOOL ON JANUARY 6TH EXPERIENCED A CARDIAC EMERGENCY AND COLLAPSED.

THEY WERE TAKEN TO THE HOSPITAL BY AID CAR.

ACCORDING TO A LETTER EMAILED TO THE PARENTS FROM MOUNTLAKE TERRACE HIGH SCHOOL PRINCIPAL, THE INCIDENT OCCURRED NEAR THE BEGINNING OF THE BASKETBALL GAME.

THE MEDICAL TEAM BEGAN CPR AND AED MACHINES WERE USED, GYM MANAGERS CLEARED EVERYONE FROM THE GYM INTO THE HALLWAY SO THAT THE MEDICAL TEAM COULD ASSIST THE REFEREE.

THE PRINCIPAL ACKNOWLEDGED THAT IT'S A DIFFICULT EVENT FOR STUDENTS AND SPECTATORS TO WITNESS.

ESPECIALLY COMING JUST FIVE DAYS AFTER A PLAYER WENT INTO CARDIAC ARREST ON MONDAY NIGHT FOOTBALL.

COUNSELING WAS MADE AVAILABLE TO THE STUDENTS ON MONDAY MORNING.

EDMOND SCHOOL DISTRICT ATHLETIC DIRECTOR SAID THE REFEREE WAS IN THE HOSPITAL AND RECOVERING.

IT WORKED. WE KNOW THAT THESE WORK.

THAT'S WHY WE HAVE ATHLETIC TRAINING TEAMS AT OUR SCHOOL EVENTS.

FIRST AID AND EMERGENCY PROCEDURES HELP SAVE LIVES.

I ENCOURAGE EVERYONE AGES 12 AND UP TO TAKE A FIRST AID CPR AED CLASS.

I'M A VOLUNTEER RED CROSS INSTRUCTOR FOR GIRL SCOUTS AND I'M TEACHING TWO SESSIONS IN EARLY FEBRUARY.

THERE ARE CLASSES ONLINE THROUGH THE RED CROSS, THE AMERICAN HEART ASSOCIATION, AND OTHERS.

PLEASE JOIN EMERGENCY RESPONDERS AND BECOME CERTIFIED.

[APPLAUSE]

>> THANK YOU. NEXT ON THE AGENDA IS OUR CONSENT AGENDA.

[11. CONSENT AGENDA-7:55 pm]

[00:50:02]

THIS IS A GROUP OF ITEMS THAT ARE ROUTINE ITEMS THAT WE TEND TO VOTE ON AS A GROUP.

IF ANY OF THE BOARD MEMBERS WANTED TO SPEAK TO ANY OF THEM SEPARATELY OR VOTE ON THEM SEPARATELY.

WE CAN DO THAT. TONIGHT WE HAVE 18 ITEMS ON OUR CONSENT AGENDA.

I'LL LET THE FOLKS WHO ARE LEAVING LEAVE.

[BACKGROUND] OF THE 18 ITEMS, FOUR OF THEM DEAL WITH PERSONNEL OR MEMOS OF UNDERSTANDING WITH STAFF ASSOCIATIONS.

ONE IS AN RFP FOR IMPROVED WIRELESS CONNECTIVITY FOR OUR STUDENTS AND STAFF, WHICH IS THANKS TO OUR VOTERS TOO, FOR THEIR SUPPORT THROUGH THE 2020 CAPITAL TECH LEVY, WHICH ALLOWS US TO BE ABLE TO CONTINUE TO KEEP OUR TECHNOLOGY UPDATED.

ONE HAS TO DO WITH SURPLUSING VEHICLES, ONE HAS TO DO WITH PAYING OUR MONTHLY BILLS AND VOUCHERS, AND 11 OF THEM ARE FIELD TRIPS FOR OUR KIDS.

DO I HEAR A MOTION AND A SECOND TO APPROVE OUR CONSENT AGENDA FOR TONIGHT?

>> MOVE TO APPROVE.

>> SECOND.

>> I'VE HEARD A MOTION TO APPROVE AND A SECOND.

IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A VOTE.

ALL THOSE IN FAVOR OF TONIGHT'S CONSENT AGENDA, PLEASE INDICATE BY SAYING AYE.

>> AYE.

>> AYE. ALL THOSE OPPOSED SAY NAY.

ANY ABSTENTIONS? THE CONSENT AGENDA IS APPROVED AS PRESENTED.

NEXT IS WE HAVE OUR NOVEMBER BUDGET STATUS REPORT.

[12. REPORTS-8:00 pm]

>> THANK YOU SO MUCH. JUST THE ONE REPORT THIS EVENING AND I'D LIKE TO WELCOME FORWARD, LYDIA SALLY, EXECUTIVE DIRECTOR IN BUSINESS AND FINANCE.

TO SHARE THIS UPDATE WITH US.

>> GOOD EVENING. WE'RE ON THE NOVEMBER REPORT AND GET THE CLICKER TO WRITE.

I HAVE TO CONFESS THERE IS A MISTAKE.

I AM EMBARRASSED.

I INDICATED THAT BOTH GENERAL FUND REVENUES AND EXPENDITURES ARE SLIGHTLY ABOVE LAST YEAR'S PERCENTAGE AND REVENUES ARE JUST A TINY BIT BEHIND.

I LOOKED AT IT BACKWARDS.

THEY'RE BOTH JUST OVER 23 PERCENT.

WE ARE AT 25 PERCENT OF THE YEAR ELAPSED, SO ON TARGET, BUT I WROTE IT BACKWARDS.

THE GOOD NEWS, INTEREST RATES ARE AVERAGING BETWEEN 1.9 AND 3.7.

WE ARE REQUIRED TO INVEST WITH THE COUNTY TREASURER.

THIS IS CONSIDERABLY UP FROM LAST YEAR WHEN WE WERE HOPING TO ACHIEVE ABOUT HALF A PERCENT INTEREST.

IT BENEFITS ALL FUNDS, BUT YOU CAN REALLY SEE THE DIFFERENCE YEAR OVER YEAR IN THE TRANSPORTATION VEHICLE FUND.

LOCAL NON-TAX, WHICH WAS VERY FLAT DURING THE PANDEMIC BECAUSE WE DIDN'T HAVE RENTALS.

WE DIDN'T HAVE MEAL CELLS, ALL MEALS WERE FREE, FORTUNATELY FOR STUDENTS.

AGAIN, THE INTEREST INCOME THAT IS UP AS A PERCENTAGE.

THAT CATEGORY HAS INCREASED SIGNIFICANTLY OVER THE LAST TWO YEARS.

[NOISE] REVENUES.

WE HAVE NOT RECEIVED THE JANUARY APPORTIONMENT REPORT.

I EXPECT THAT ANY DAY.

REVENUES ARE RECEIVED A LITTLE LESS PREDICTABLY THAN EXPENDITURES, BUT IF I AM LOOKING AT PRIOR YEAR TRENDS, WE ARE IN LINE.

AGAIN IN TWO MONTHS' REPORTS, WE'LL SEE THE IMPACT OF SLIGHTLY LOWER ENROLLMENT ON THE JANUARY APPORTIONMENT, BUT I HAVE BEEN TRYING TO MAKE PREDICTIONS ABOUT THAT SO YOU WON'T SEE A DROP.

I'VE TRIED TO INCORPORATE THAT IN OUR TREND LINE.

EXPENDITURES ARE MUCH MORE PREDICTABLE AGAIN BECAUSE 87 PERCENT OR SO OF OUR EXPENSES ARE FOR SALARIES AND BENEFITS AND THEY ARE MUCH MORE PREDICTABLE AS A TREND THAN REVENUE.

WE'RE SO FAR IN LINE WITH PROJECTIONS AND EXPECTED ENDING FUND BALANCE FOR THE YEAR IS STILL SIMILAR TO THE PROJECTIONS THAT WERE MADE IN SEPTEMBER AND OCTOBER.

WE'RE AVERAGING ABOUT NOT QUITE 100 FULL-TIME EQUIVALENT STUDENTS BELOW BUDGET,

[00:55:06]

WHICH WE DISCUSSED DURING OUR BUDGET PRESENTATION, WHICH I THINK WAS JUST LAST WEEK.

[NOISE] THAT'S IT.

THAT IS IT FOR NOVEMBER UNLESS YOU HAVE ANY QUESTIONS.

>> I THINK WE'RE GOOD. THANKS, LYDIA AND THANK YOU AGAIN FOR ALL OF THE INFORMATION THAT YOU'VE BEEN GIVING US ABOUT THE BUDGET.

WE APPRECIATE THE UPDATES.

>> THANK YOU.

>> NEXT IS UNFINISHED BUSINESS.

[13. UNFINISHED BUSINESS- 8:20 pm]

I'LL TURN THAT OVER TO DR. MINER.

>> THANK YOU, PRESIDENT KATEMS WE HAVE TWO ITEMS OF UNFINISHED BUSINESS THIS EVENING.

13.1 IS A SECOND READING TO ADOPT REVISED POLICY 4115 ON VOLUNTEERS.

THANK YOU TO HARMONY WEINBERG, COMMUNICATION MANAGER FOR FIRST PRESENTING A FIRST READING ON JANUARY 10TH.

AT THIS TIME, THIS IS A SECOND READING AND WE DO RECOMMEND APPROVAL BY THE BOARD.

>> DO I HEAR A MOTION AND A SECOND TO APPROVE POLICY 4115 ON VOLUNTEERS.

>> I MOVE TO APPROVE.

>> SECOND.

>> I'VE HEARD A MOTION TO APPROVE IN A SECOND.

IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE.

>> DIRECTOR SMITH?

>>AYE.

>> DIRECTOR NOBLE?

>> AYE.

>> DIRECTOR CHASE?

>> AYE.

>> DIRECTOR KILGORE?

>> AYE.

>> DIRECTOR KATEMS?

>> AYE.

>> THE REVISED POLICY 4115, IS ADOPTED.

>> THANK YOU. THE SECOND ONE THIS EVENING IS 13.2.

A SECOND READING OF ADOPTING NEW BOARD POLICY 2047, HEALTH AND PHYSICAL EDUCATION, MASTERY-BASED CREDIT.

THIS ONE WAS FIRST PRESENTED AS A FIRST READING ON JUNE 14TH, ALONG WITH A NUMBER OF OTHER ONES AROUND MASTERY-BASED CREDIT.

UNFORTUNATELY, WE NEGLECTED WHEN WE SHIFTED THEM FROM FIRST READINGS TO SECOND READINGS AND APPROVAL TO GET THIS ONE ON FOR APPROVAL.

THANK YOU TO GREG SCHWAB FOR PREPARING THIS INFORMATION AND PRESENTING THAT FIRST READING.

AT THIS TIME, THE RECOMMENDATION OF STAFF IS TO ADOPT NEW BOARD POLICY 2407.

DO I HEAR A MOTION TO APPROVE IN A SECOND TO ADOPT THE NEW BOARD POLICY 2407.

>> MOVE TO APPROVE.

>> I SECOND.

>> I'VE HEARD A MOTION TO APPROVE AND A SECOND.

IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE.

>> DIRECTOR SMITH?

>> AYE.

>> DIRECTOR NOBLE?

>> AYE.

>> DIRECTOR CHASE?

>> AYE.

>> DIRECTOR KILGORE?

>> AYE.

>> DIRECTOR KATEMS?

>> AYE.

>> THE NEW BOARD POLICY 2407 ON THE HEALTH AND PHYSICAL EDUCATION MASTERY-BASED CREDIT IS APPROVED.

NEXT IS NEW BUSINESS, AND I'LL HAVE DR.

[14. NEW BUSINESS 8:30 pm]

MINER LEAD THE BACKGROUND INFORMATION.

>> THANK YOU SO MUCH THIS EVENING.

WE HAVE FIVE ITEMS OF NEW BUSINESS, NONE OF THESE PRESENTED FOR ACTION AT THIS TIME.

THE FIRST THREE, WHICH WE CAN TALK ABOUT INDIVIDUALLY.

UNFORTUNATELY, GREG SCHWAB COULD NOT BE WITH US THIS EVENING.

I'LL HAVE TO TAKE ANY NOTES OR QUESTIONS AND GET BACK TO YOU IN WRITING IF THERE ARE QUESTIONS ON THESE.

THE FIRST, 14.1 IS A FIRST READING.

NO ACTION OF REVISED POLICY 2418, WAIVER OF HIGH SCHOOL GRADUATION CREDITS.

HAPPY TO TAKE ANY QUESTIONS OR COMMENTS THAT ANYONE HAS AND RESPOND TO THOSE IN WRITING? ANY COMMENTS, QUESTIONS FROM THE STUDENTS AS WELL? ALWAYS INTERESTED, NO. THANK YOU.

WE'LL BRING THAT FORWARD AT OUR NEXT REGULAR BOARD MEETING FOR REQUEST FOR APPROVAL.

THE SECOND ONE IS 14.2 FIRST READING NO ACTION OF REVISED POLICY 4200, PARENT ACCESS AND SAFE AND ORDERLY LEARNING ENVIRONMENTS.

>> ANY QUESTIONS OR COMMENTS? I HAD A FEW EDITORIAL COMMENTS, BUT NOTHING SUBSTANTIVE AND I HAD SHARED THAT.

ANYTHING ELSE, DIRECTOR SMITH, YOU GOOD.

>> I AM GOOD.

>> EXCELLENT. THE THIRD OF THESE IS REVISED POLICY 4210, REGULATIONS OF DANGEROUS WEAPONS ON SCHOOL PREMISES.

ANY COMMENTS OR QUESTIONS ON THAT HEARING? NONE. I THINK WE CAN GO ON.

>> THANK YOU. THE NEXT AND WE DO HAVE LYDIA SALLY WITH US THIS EVENING IS A FIRST READING OF REVISED POLICY 60700 NUTRITION, HEALTH AND PHYSICAL EDUCATION.

>> ANY COMMENTS OR QUESTIONS?

[01:00:02]

>> WE ONLY NEEDED TO CHANGE A SMALL SECTION OF THIS POLICY.

THE FINAL ONE THIS EVENING IS BROUGHT TO US BY LISA GONZALEZ, EXECUTIVE DIRECTOR FOR TEACHING AND LEARNING AND THIS IS AN AMENDMENT TO THE LEARNING ASSISTANCE PROGRAM POLICY SPECIFICALLY INCLUDING IMPLICATIONS FOR STUDENTS AFFECTED BY COVID-19 PANDEMIC.

>> ANY QUESTIONS OR COMMENTS ON THAT? NO. I JUST WANT TO SAY I THINK IT'S A GOOD THING TO BE ABLE TO EXPAND WHAT WE DO TO MEET THOSE SOCIAL EMOTIONAL LEARNING PIECE AS WELL.

>> THANK YOU. WE LOOK FORWARD TO BRINGING THESE ALL BACK TO YOU FOR APPROVAL AT THE NEXT REGULAR BOARD MEETING.

>> GREAT. THANK YOU.

NEXT ON THE AGENDA, AARON,

[15. PUBLIC COMMENTS 9:00 pm]

I'M ASSUMING THERE ARE NO ADDITIONAL PUBLIC COMMENTS SO WE HAVE

[16. LEGISLATIVE UPDATES]

OUR LEGISLATIVE UPDATE AND I'LL TURN IT OVER TO DIRECTOR CHASE. THANK YOU.

>> THANK YOU SO MUCH. WELL, WE ARE IN WEEK 3 OF THE LEGISLATIVE SESSION AND WE ARE TRACKING OR WSSDA IS TRACKING WITH THE LEGISLATIVE COMMITTEE 111, EDUCATION-RELATED BILLS.

THERE ARE ABOUT I JUST DID A QUICK COUNT.

IT LOOKED LIKE THERE WERE ABOUT 48 THAT ARE BEING IN ONE CHAMBER, THE OTHER CONSIDERED THIS WEEK AND OF INTEREST I THOUGHT FOR US, PARTICULARLY BECAUSE IT ALIGNS WITH OUR LEGISLATIVE PRIORITIES AS A HOUSE BILL 1238, REQUIRING FREE SCHOOL MEALS FOR ALL SCHOOL DISTRICTS, AND SO THAT HAD A HEARING TODAY.

THERE'S A COMPANION BILL COMING IN THE SENATE.

WHAT IT DOES IS REQUIRES SCHOOL DISTRICTS IN 2324 TO PROVIDE SCHOOL LUNCHES AND OSPI IS IT PROPOSES THAT WE GET REIMBURSED AND ALWAYS BE I CAN READ THE WORK GROUP THAT MEETS BY SEPTEMBER WITH INFORMATION COMING BACK TO THE LEGISLATIVE THINK IT'S JUNE AND I BELIEVE I KNOW THAT WSSDA AND I BELIEVE I ASSIGNED IMPRO I DIDN'T TESTIFY ON THIS.

DID YOU TESTIFY, DID YOU SIGN IT? ONE OF THE THINGS YOU SIGN IN TO HAVE YOUR POSITION IF YOU'RE NOT GOING TO BE ABLE TO TESTIFY AND SO WE HAD A LOT OF PRO TESTIMONY SUBMITTED FROM OUR DISTRICT AND SO WE'LL SEE WHAT HAPPENS IF IT GOES TO LEGISLATIVE SESSION.

I THINK THERE'S A LOT OF INTEREST BECAUSE WE KNOW THAT SO MANY STUDENTS YOU CAN'T LEARN IF YOU'RE HUNGRY AND SO THIS IS A KEY INTEREST.

THERE'S MANY OTHERS BILLS THAT WE'RE SEEING THIS WEEK.

THERE IS ONES REGARDING RECORDING SCHOOL MEETINGS.

NOW WE'RE DOING THAT ALREADY.

THERE'S A LOT OF DISCUSSION ON THE LEGISLATIVE COMMITTEE.

SORRY NOT TO TURN THIS WAY ON YOU GUYS TO ABOUT WE'RE GOING TO REQUIRE AUDIO RECORDINGS, VIDEO RECORDINGS, AND IT'S WITH COVID A LOT OF THE DISTRICTS HAVE ALREADY FIGURED OUT SOME RECORDS, BUT NOT ALL OF THEM, PARTICULARLY A LOT OF SMALL SCHOOL DISTRICTS.

JUST KEEPING IN MIND THAT LEGISLATION.

WELL, FOR US, IT MAY BE MUCH OF AN IMPACT BUT IT CAN'T HAVE A REAL IMPACT ON SOME OF THE DISTRICTS THAT DON'T HAVE THE SUPPORTS THAT WE'VE GOT ALREADY SET UP.

EXPANDING. LET'S SEE.

I'M GOING TO SHARE WITH EVERYONE AGAIN THE WEEK 3 SCHEDULE, BECAUSE THERE ARE MANY BILLS THAT WE CAN SIGN IN AND THE PUBLIC CAN SIGN IN AND EXPRESS AN OPINION, TESTIFY REMOTELY, TESTIFY IN PERSON AND WE'VE GOT LET'S SEE.

FOR INSTANCE, COMING UP ON WEDNESDAY, WE HAVE A PUBLIC HEARING INCREASING THE MAXIMUM PER PUPIL LIMIT FOR ENRICHMENT LEVY AUTHORITY.

THAT'S GOING TO BE SOMETHING INDUSTRIES IN HOUSE APPROPRIATIONS TOMORROW, EXCUSE ME.

REGIONAL APPRENTICESHIP PROGRAMS, MINIMUM EMPLOYMENT REQUIREMENTS FOR PARA EDUCATORS, THESE ADDRESSING SCHOOL BUS SAFETY, THOSE ARE SOME OF THE ISSUES AND THE LEGISLATIVE COMMITTEE IS GOING TO BE MEETING THIS THURSDAY TO TAKE A LOOK AT THE REST OF THEM COMING THROUGH.

I'VE BEEN KEEPING AN EYE TO SEE WHAT ALIGNS WELL WITH OUR LEGISLATIVE PRIORITIES.

ANY OTHER BILLS THAT I'M NOT SURE WHERE WE MAY WANT TO HAVE A POSITION AS A DISTRICT.

I'M GOING TO BE SENDING FORWARD.

THERE'S A BILL ON TRANSITIONAL KINDERGARTEN THAT'S COMING UP, WHICH SEEMS TO HAVE GOOD INTENT, BUT THERE'S SOME CONCERNS ABOUT THE RESTRICTIVE ACCESS THAT THIS MAY BE CAUSING, SO THERE'LL BE PROBABLY SOME DISCUSSION ON THAT ONE.

IT'S OFF TO THE RACES RIGHT NOW.

THE MEETINGS WITH LEGISLATORS, WHICH ARE SCHEDULED FOR FEBRUARY 27TH, INVITATIONS HAVE GONE OUT.

WE WILL SEE HOW MANY OF OUR LEGISLATORS HAVE TIME TO TALK TO US ON

[01:05:03]

THE 27TH FOR ALL OF THOSE OF US THAT ARE COMING DOWN AND THAT'S ALL I'VE GOT RIGHT NOW.

I'D BE HAPPY TO ANSWER QUESTIONS AND IF I DON'T HAVE QUESTIONS, I CAN GIVE YOU A LINK THAT'S GOT THE ANSWER.

[LAUGHTER] I'M GOING TO FORWARD THOSE LINKS TO YOU ALL.

>> THANK YOU SO MUCH.

>> I WONDER IF WE CAN PUT THE LINKS IN MINUTES.

>> SURE.

>> POTENTIALLY THAT WAY.

>> THAT'D BE GREAT.

>> IT ALSO WEIGHS IN. THAT'S A REALLY GOOD IDEA BECAUSE HALF THE TIME IT'S LIKE WHERE DO I GO TO TESTIFY? WE'VE GOT OUR COLLEAGUES IN SHORELINE PUT TOGETHER A LITTLE VIDEO ON HOW TO TESTIFY AND SO THAT'S POSTED AROUND AND ABOUT.

IT'S REALLY EASY BECAUSE YOU JUST DRILL DOWN, CLICK HERE IF YOU WANT TO DO IT REMOTELY CLICK HERE IF YOU WANT TO BE APPROACHED AND CLICK HERE, THAT THING.

I WILL MAKE SURE THAT'S AN EMAIL THAT'S EASY TO FORWARD.

>> THANK YOU AS ALWAYS AND THIS IS A HARD TIME IN THE LEGISLATURE.

>> IT'S A HARD TIME, AND IT'S AN IMPORTANT TIME TO GIVE INPUT, AND IT IS IN THE START OF THE FINAL DECISIONS.

>> AS THINGS WE'LL BE TRACKING, IT'S WEEK 3, LIKE THINGS HAVE BEEN TO THE RACES AND IT'S WEEK 3, SO AS WE TRACK THINGS THAT GO THROUGH EXECUTIVE SESSION FOR FURTHER ACTION WILL BE ABLE TO SEE WHERE WE REALLY WANT TO WEIGH IN.

BECAUSE NOT ALL THESE BILLS ARE GOING TO MAKE IT THROUGH.

>> NO. SOMETIMES PEOPLE ARE GRANDSTANDING.

>> THANK YOU. NEXT IS BOARD MEMBER COMMENTS AND SO WE'LL START WITH THE STUDENTS.

[17. BOARD MEMBER COMMENTS]

PETER, DO YOU WANT TO START TONIGHT?

>> I JUST WANTED TO SAY IN RESPONSE, WE LOVE OUR PARENTS TOO AND A LOT OF THE THINGS THAT WE DO WITHIN OUR SCHOOL AND WITHIN, ESPECIALLY LIKE WITH ASP WE CAN'T DO WITHOUT PARENTS' SUPPORT, SO WE THANK YOU FOR YOUR CONTINUED SUPPORT.

>> GREAT. HANNAH? NO. SADIE?

>> I JUST WANT TO AGREE WITH PETER THAT LIKE PARENTS BECAUSE SUCH A BIG DEAL AND A BIG PART OF MY LIFE THAT MY MOM IS A TEACHER AND A LIBRARIAN AND SHE'S BEEN THROUGH MY WHOLE SCHOOL LIFE WITH ME AND IT'S HONESTLY BEEN A BLESSING. IT'S JUST GOOD TO BE HERE.

>> THANK YOU. ELIZABETH?

>> THAT WAS A REALLY NICE MESSAGE FOR YOU TO COME OUT AND TELL US THAT EVEN THOUGH YOU GUYS AREN'T ALWAYS IN THE ROOM WITH US AND EVEN TO THE PEOPLE WHO ARE LIKE COMING AND BEING PRESENT AND SHARING NICE MESSAGES TOWARDS US, THANK YOU.

AND IT WAS REALLY AWESOME TO SEE ALL THE AVID KIDS COME OUT.

I HAVE SEEN SOME AVID PRESENTATIONS TO THE STAFF AT MEADOWDALE TALKING ABOUT CORNELL NOTES AND HOW THE TEACHER SHOULD IMPLEMENT IT MORE IN THEIR CLASSROOMS AND I THINK AVID IS A REALLY INTERESTING PROGRAM JUST BECAUSE I'M A SENIOR, I'M NOT IN IT BECAUSE I'M ALREADY GOING TO COLLEGE BUT I THINK I REALLY WOULD HAVE BENEFITED FROM IT AT A YOUNGER AGE.

I THINK THAT'S REALLY COOL THAT THEY'RE STARTING TO ADD THE MIDDLE SCHOOL LEVEL.

>> THANK YOU. KAYLA?

>> EXCUSE ME. IT'S GREAT TO SEE MOST PARENTS COME OUT AND JUST SAY THAT THEY'RE HERE FOR US BECAUSE IT MEANS A LOT BECAUSE SOME KIDS, THEY DON'T GET THAT SUPPORT FROM THE PARENTS AT HOME SO REALLY MEANS A LOT AND ALSO ABOUT THE FIRST AID AND CPR.

I WAS ACTUALLY AT THAT BASKETBALL GAME.

I AM ONE OF THE ATHLETIC TRAINERS AND TRAINING.

I'M IN THE SPORTS MEDICINE CLASS AND IT WAS A VERY CHAOTIC DAY FOR ALL OF US AND THE ATHLETIC TRAINER SUPPORTING ONE OF MY FAVORITE TEACHERS EVER, NOT TO BE FEARED IS OUT THERE, BUT SHE'S LIKE A SECOND MOM TO ME AND I JUST REMEMBER HER.

SHE WAS JUST TERRIFIED AND SCARED AND THERE WAS MULTIPLE US THERE AND WE WERE TRYING TO GET THE AID.

WE GOT THE AD.

WE WERE ALL LIKE THEY WERE JUST TRYING TO GET EVERYONE OUT OF THE GYM AND IMAGES CHAOTIC AND WE'RE JUST GLAD THAT HE'S OKAY.

BUT TRYING TO GET MORE KIDS BE EVOLVED WITH FIRST AID AND CPR IS A VERY BIG DEAL BECAUSE YOU NEVER KNOW WHAT HAPPENS IN A SECOND IF SOMEONE ALL OF A SUDDEN COLLAPSES ON THE FLOOR AND YOU HAVE TO GIVE CPR.

IF YOU DON'T KNOW WHAT YOU'RE DOING, THAT'S A SCARY MOMENT BECAUSE YOU'RE DEPENDING ON THAT PERSON'S LIFE AND YOU NEVER KNOW WHAT'S GOING TO HAPPEN IN THAT SECOND.

THAT MOMENT WAS A LOT OF US THAT WERE THERE WAS A BIT TRAUMATIC AND NOT KNOWING WHAT TO DO AND A BIT PANIC.

BUT AT THE END OF IT ALL, AT LEAST EVERYONE IS SAFE AND OKAY.

BUT I'M VERY GLAD THAT YOU SHARED THAT OUT THERE BECAUSE IT'S A VERY IMPORTANT THING THAT EVERYONE NEEDS TO HEAR ABOUT. THANK YOU.

>> THANK YOU. DIRECTOR SMITH?

[01:10:01]

>> I'M GOING TO USE MY TIME TONIGHT TO JUST SHARE SOME GRATITUDE BECAUSE I'M VERY THANKFUL THAT I AM INVOLVED IN THE ADMIN SCHOOL DISTRICT AND ALL THE HARD WORK THAT WE DO HERE THAT ALL THE STAFF DOES.

IT'S VERY MUCH APPRECIATED FROM MY END.

I'LL START WITH THE CALL FOR FIRST AID TONIGHT, I THOUGHT THAT WAS VERY NICE FOR PARENTS TO COME OUT.

I MENTIONED THAT'S A REALLY IMPORTANT THING FOR US TO ALL BE FOCUSED ON.

I WILL SHARE THAT THE OFFICIAL WHO HAD THAT CARDIAC INCIDENT IS AT HOME RECOVERING NOW AND HE DID ALSO WANT TO MAKE SURE THAT EVERYONE ABOUT LIKE MOUNT LAKE TERRACE HIGH SCHOOL KNEW HE WAS VERY THANKFUL FOR THEIR QUICK WORK THERE.

I ALSO WANT TO SAY THAT WE DID A REVIEW WITH DR.

MINER RECENTLY AND IT GAVE US A CHANCE TO REFLECT ON WHAT AMAZING JOB SHE HAS DONE SO FAR THIS YEAR AS AN INTERIM.

IT DEFINITELY HAS NOT BEEN MAILED IN ANY WAY.

SHE HAS BEEN WORKING HER BUTT OFF ALL YEAR AND I REALLY APPRECIATE THAT.

I DON'T HAVE TO COME INTO MY OFFICE VERY OFTEN ON TUESDAYS, BUT I DID THIS WEEK AND SO VERY THANKFUL TO OUR TECH DEPARTMENT TO GET ME SETUP.

I'M GLAD THAT WE HAVE THIS TECHNOLOGY SO I CAN STILL PARTICIPATE AND WITHOUT STEALING PRESIDENT CADENCE THUNDER TOO MUCH HERE, I'M VERY THANKFUL THAT WE HAVE A WONDERFUL CROP OF SUPERINTENDENT APPLICANTS THAT WE WERE LOOKING AT EARLIER THIS WEEK AND I'M VERY EXCITED FOR THAT PROCESS TO MOVE FORWARD. THANK YOU.

>> DIRECTOR NOBLE?

>> FIRST, I'D LIKE TO REALLY THANK THE STUDENTS THAT WERE HERE FOR THE AVID PRESENTATION.

IT'S JUST SO REFRESHING TO SEE SYSTEM THAT IT IS WORKING AND HEAR FROM STUDENTS HOW IT'S ACTUALLY WORKING FOR THEM INSTEAD OF JUST ADULT SAY, THIS IS A GOOD SYSTEM FOR US, SO I REALLY APPRECIATE THAT AND JUST REALLY BRIEFLY ON THE WHOLE FIRST AID ISSUE.

I'M SO HAPPY THAT THE ABOUT LINK TERRORS INCIDENT, IT TURNED OUT POSITIVE IN THE END AND I JUST WANT EVERYBODY IN THE AUDIENCE TO KNOW THAT WE HAVE AEDS IN EVERY BUILDING IN OUR SCHOOL DISTRICT AND MOST BUILDINGS ALLOW THOSE LARGER BUILDINGS HAVE MULTIPLE AEDS SPREAD THROUGHOUT THEM.

IF YOU ARE EVER IN ANY OF OUR BUILDINGS AND WITNESS A HEART ATTACK, THERE IS VERY LIKELY AN AED VERY CLOSE TO YOU, CALL 911 AND THEN FIND OUT WHERE THE AED IS AND USE IT. THAT'S ALL I HAVE.

>> THANKS. DIRECTOR CHASE?

>> THANK YOU SO MUCH.

I'M REALLY GLAD THAT WE STARTED THE TRADITION OF HAVING SCHOOL REPORTS AT THE BEGINNING OF EACH.

I DON'T REMEMBER WHEN THAT STARTED, BUT WE WEREN'T DOING IT WHEN I FIRST GOT ON THE BOARD AND IT REALLY HELPS GET A CONNECTION TO THE SCHOOLS TO SHOW THE PROGRESS AND I'M JUST SO THRILLED THAT WE KEEP DOING THIS.

AS ALWAYS, THINKING ABOUT THAT AND THINKING ABOUT SOME OF OUR PUBLIC COMMENT IN THE BEGINNING OF BLACK HISTORY MONTH, IT REMINDED ME OF THE WHERE STUDENTS HAVE BEEN ENGAGED FOR A LONG TIME.

IN 2010, THE BUNCH OF FOURTH, FIFTH, AND SIXTH GRADERS OF THE CIVIL RIGHTS CLUB AT MADRONA K8 WERE PREPARING FOR THEIR MARTIN LUTHER KING ASSEMBLY DAY.

THEY WATCHED IN THEIR AFTER-SCHOOL CLASS, THE CHILDREN'S MARCH ON BIRMINGHAM IN 1963.

FROM THAT, THEY FELT EMPOWERED AND WHAT CHILDREN CAN DO AND WHAT DIFFERENCES CAN BE MADE AND THEY DECIDED THAT THEY WANTED TO DO SOMETHING TO MAKE A DIFFERENCE.

WELL, I HAPPEN TO BE ONE OF THE PARENTS IN THAT ROOM AND THEY SAID, WELL, WAIT, WHAT ABOUT A BILL? THIS STUDENT GROUP HELPED TO DRAFT A BILL.

IT'S CALLED SENATE BILL 5174.

THEY CRAFTED IT. THEY TOOK IT DOWN TO OLYMPIA.

THEY TESTIFIED REMOTELY.

THEY TESTIFIED AT THE SENATE IN PERSON, AND THE HOUSE REMOTELY AND THEY SUCCESSFULLY LOBBIED FOR THE PASSAGE OF SENATE BILL 5174 TO ENCOURAGE IN WASHINGTON STATE THE TEACHING OF CIVIL RIGHTS EDUCATION.

THESE STUDENTS HAVE NOW GRADUATED AND ONE OF THE THINGS THAT I'VE BEEN IN TOUCH WITH A FEW OF THEM, THEY'RE VERY PROUD THAT THEY WERE ABLE TO, IN THEIR RESEARCH, EMPOWER THEMSELVES TO UNDERSTAND THAT CHILDREN CAN MAKE SUCH A BIG DIFFERENCE IN THIS WORLD AND BY PARTICIPATING IN THE PROCESS OF MAKING A LAW THEY REALIZED HOW IMPORTANT THEIR VOICES AND HOW IMPORTANT IT IS THAT WE SHARE THE TEACHINGS OF CIVIL RIGHTS AND THE LEGACY OF DR. MARTIN LUTHER KING JUNIOR.

THIS BILL WAS PRESENTED, DROPPED ON MARTIN LUTHER KING JUNIOR'S BIRTHDAY, AND IT WAS PASSED INTO LAW IN 2011.

[01:15:01]

I'M SO PROUD OF THE CONTINUING LEGACY THAT COMES FROM THE EDMOND SCHOOL DISTRICT AND THRILLED THAT THAT SOME OF THIS CONVERSATION REMINDED ME OF THAT WONDERFUL EXPERIENCE THAT WAS BROUGHT FORTH BY THE CHILDREN PURSUING THEIR PASSIONS AND JUST THINGS BEING ALIGNED.

SO HAPPY BLACK HISTORY MONTH COMING UP.

THERE WE GO. KEEP IT GOING.

>> THANK YOU. DIRECTOR KILGORE.

>> WELL, I AM READING SOMETHING OFF MY FACEBOOK PAGE, BECAUSE THAT'S WHERE I POSTED IT.

BUT I HAD THE PRIVILEGE AND OPPORTUNITY TO VISIT COLLEGE PLACE ELEMENTARY LAST WEEK, WITH DR. KATEMS AND DR.

MINER, AND I WAS STRUCK BY ONE OF OUR MURALS THAT WERE AT THE SCHOOL.

IT SAYS, "I AM SOMEBODY.

I WAS SOMEBODY WHEN I CAME, I'LL BE A BETTER SOMEBODY WHEN I LEAVE.

I AM POWERFUL, AND I AM STRONG.

I DESERVE THE EDUCATION THAT I GET HERE.

I HAVE THINGS TO DO, PEOPLE TO IMPRESS, AND PLACES TO GO".

BUILDING ON THE THEME THAT WE HAVE IN THIS ROOM A LOT, TALKING ABOUT BELONGING, AND TALKING ABOUT HOW STUDENTS MATTER, I'VE BEEN THINKING A LOT ABOUT WHAT STUDENTS DESERVE.

SOMETIMES I TELL STUDENTS, "YOU DESERVE TO LEARN TO READ," WHEN THEY'RE GIVING UP THEMSELVES, "YOU DESERVE THIS," IT'S NOT A JOB, THIS IS A PRIVILEGE AND A RIGHT.

I HOPE THAT WE CAN ADD THAT TO OUR LIST OF THINGS WE REALLY WANT STUDENTS TO FEEL HERE.

WE HEARD FROM THESE WONDERFULLY ARTICULATE AVID STUDENTS.

JUST AS A REMINDER, THESE ARE SEVENTH GRADERS, I LOVE OUR SENIORS, BUT THESE ARE SEVENTH GRADERS.

I ASKED THEM, "LET'S CONNECT, WHAT DOES THIS MEAN WHEN YOU FEEL LIKE YOU BELONG IN SCHOOL? WHAT DOES THAT MEAN FOR YOUR ACADEMIC OUTCOME?" I HEARD, AMONG OTHER THINGS, INCREASED SELF-CONFIDENCE, COMFORT IN WORKING IN GROUPS, ENCOURAGEMENT FROM TEACHERS, KNOWING THAT TEACHERS WILL HELP, AND THEREFORE, I'M ASKING MORE QUESTIONS, I'M PUTTING MYSELF OUT THERE, I'M LEARNING MORE AND I'M GETTING BETTER GRADES.

WE CAN SEE THE CONCRETE RESULTS WHEN WE THINK ABOUT MAKING SURE THAT EVERY KID FEELS LIKE THEY BELONG, FEELS LIKE THEY MATTER, AND THAT THEY DESERVE TO LEARN. THANK YOU.

>> WOW, THESE HAVE BEEN GREAT COMMENTS TONIGHT FROM EVERYBODY.

I LOVE THE CELEBRATORY FEEL, THE GRATITUDE, THE MUSIC STUDENTS WHO SHOW EXCELLENCE AT THE STATE LEVEL, THE STUDENTS WHO COME HERE LIKE EMILY, AND SHARE THEIR CONCERN.

I SHARE YOUR CONCERN AS WELL FOR AFTER-SCHOOL BUSES FOR EQUITY REASONS.

FOR THE PARENTS WHO ARE ALWAYS SUPPORTIVE OF THE SCHOOLS, WE NEED YOU AND APPRECIATE YOU.

THERE ARE TWO ANNOUNCEMENTS, ONE, I WANT TO MAKE SURE THAT EVERYBODY KNOWS THAT THIS SATURDAY, THERE'S A DIVERSITY CULTURAL FAIR, THAT'S GOING TO BE SATURDAY, FROM 11:00 -2:00, AT CHASE LAKE ELEMENTARY.

THIS IS CELEBRATING ALL CULTURES IN OUR DISTRICT, AND THERE ARE BOOTHS THAT ARE BEING DONE BY FAMILIES AND THEIR KIDS, AND I ENCOURAGE EVERYBODY TO GO.

SECONDLY, AS DIRECTOR SMITH MADE A NOTE THAT I WAS GOING [LAUGHTER] TO GIVE YOU AN UPDATE, BECAUSE IT'S MY JOB TO GIVE YOU AN UPDATE ON THE SUPERINTENDENT SEARCH.

WE DID MEET AS A BOARD AND WE SELECTED SEMI-FINALISTS.

WE THANKFULLY HAVE A WONDERFUL GROUP OF VERY CAPABLE, EXCELLENT CANDIDATES.

IT SEEMS THAT OUR DISTRICT IS HIGHLY ATTRACTIVE, WHICH IS A VERY NICE THING FOR US TO KNOW.

WE WILL BE DOING SEMI-FINALISTS INTERVIEWS ON THURSDAY, FEBRUARY 2ND, AND FRIDAY, FEBRUARY 3RD.

THESE WILL NOT BE PUBLIC, HOWEVER WE WILL HAVE OBSERVERS BE PART OF A PANEL THAT WILL INCLUDE SOME STUDENTS THAT ARE ON THE BOARD, STUDENT ADVISORS, SOME PARENTS IN THE DISTRICT, SOME PRINCIPALS, AND SOME TEACHERS, TO GIVE EXTRA PERSPECTIVE TO THE BOARD.

WE'RE NOT A VERY DIVERSE BOARD, AND SO WE WANT TO MAKE SURE WE HAVE DIVERSE PERSPECTIVES AND VOICES TO HELP US.

AT THE END OF THAT ROUND OF INTERVIEWS WE WILL SELECT FINALISTS.

[01:20:02]

WE'LL BE DOING FINALIST INTERVIEWS ON TUESDAY, FEBRUARY 7TH, AND WEDNESDAY, FEBRUARY 8TH, AND THE NAMES OF THE FINALISTS WILL BE PUBLIC, AND THEY WILL HAVE THE OPPORTUNITY DURING THAT PERIOD OF TIME, TO VISIT SOME OF OUR SCHOOLS, TO MEET WITH SOME KEY GROUPS, STAFF ASSOCIATION GROUPS, AND OTHER GROUPS WITHIN THE DISTRICT TO BETTER GET TO KNOW THE COMMUNITY, AS WELL AS INTERVIEWING WITH THE BOARD.

THEN WE WILL BE MAKING OUR DECISION AS TO THE NEXT SUPERINTENDENT, EITHER AT THE END OF THE DAY ON WEDNESDAY, FEBRUARY 8TH, OR THE FOLLOWING THURSDAY MORNING.

THAT IS ALL LAID OUT IN TERMS OF TIMES.

A VERY IMPORTANT DATE I WANT TO ADD, IS ON TUESDAY NIGHT OF FEBRUARY 7TH, WE ARE HAVING A COMMUNITY FORUM, IT IS OPEN TO EVERYBODY IN THE COMMUNITY, WHERE YOU'LL HAVE A CHANCE TO MEET THE FINALISTS, THEY WILL DO A SHORT PRESENTATION, THERE WILL BE SOME Q&A, AND EVERYBODY WHO ATTENDS THAT COMMUNITY FORUM WILL BE ABLE TO GIVE US, THE BOARD, YOUR INPUT.

IT WILL ALSO BE LIVE-STREAMED, BUT WE WILL NOT HAVE VIRTUAL FEEDBACK AS AN ALTERNATIVE.

IF YOU WANT TO BE ABLE TO GIVE FEEDBACK, YOU NEED TO BE THERE, SO WE KNOW THAT YOU'VE LISTENED TO ALL FINALISTS, AND ARE BASING YOUR INPUT ON ALL OF THE INFORMATION.

THAT'S TUESDAY NIGHT, FEBRUARY 7TH, AT MOUNTLAKE TERRACE HIGH SCHOOL THEATER.

THAT'S AN UPDATE THERE.

I WANT TO THANK EVERYBODY, ON THE BOARD, ON THE STAFF, DR.

MINER, FOR ALL OF THE HARD WORK THAT EVERYBODY DOES TO HELP MAKE THESE BOARD MEETINGS, AND EVERYTHING BEHIND IT GO WELL, SMOOTHLY, AND MEETING THE NEEDS OF OUR KIDS.

I'LL TURN IT OVER TO DR. MINER.

>> THANK YOU. WELL THERE ARE NO SHORTAGE OF OPPORTUNITIES TO LEARN ABOUT THINGS IN THE DISTRICT UPCOMING.

WE'RE GOING TO BE DOING THREE BUDGET PRESENTATIONS BETWEEN NOW AND FEBRUARY 14TH, THE LAST ONE ON FEBRUARY 13TH.

THIS WILL PROVIDE OUR COMMUNITY WITH AN OPPORTUNITY EITHER IN PERSON OR VIRTUALLY, TO LEARN ABOUT OUR CURRENT BUDGET OUTLOOK, AND ALSO TO PROVIDE INPUT ABOUT KEY FUNCTIONS OF THE DISTRICT, AS THEY HELP TO ADVANCE OUR STRATEGIC PLAN.

I COULD MENTION THE DATES, BUT THEY'RE ALL UP ON OUR WEBSITE, AND I'D BE RATTLING OFF A LOT OF DATES.

WE'VE PUBLISHED THE EDMOND SCHOOL DISTRICT NEWS TODAY, THEY'RE ALL AVAILABLE THERE.

THE OTHER THING THAT WE'RE GOING TO BE DOING IS SAFETY PRESENTATIONS, TWO DIFFERENT ONES, IN PERSON.

ONE OF THOSE WILL BE TAPED SO THAT PEOPLE CAN WATCH IT LATER.

THOSE WILL MIRROR THE STUDY SESSION WE DID ON SAFETY WITH THE BOARD EARLIER TO TALK AND SHARE WITH OUR COMMUNITY ABOUT THE THINGS WE'RE PUTTING INTO PLACE, PREVENTATIVE AND RESPONSIVE, AND SAFETY IN OUR COMMUNITY.

ASSISTANT SUPERINTENDENT SCHWAB AND I WILL BE OUT FOR THOSE.

THE FINAL ONE I'M REALLY EXCITED ABOUT, I'M EXCITED ABOUT ALL OF THEM, BUT KINDERGARTEN FARE IS GOING TO BE A NEW ADDITION TO OUR DISTRICT, FEBRUARY 25TH, FROM 10:00 -12:00, AT MEADOWDALE HIGH SCHOOL.

WE DON'T USE THE TERM FAIR LIGHTLY, WE'RE GOING TO HAVE A LOT OF FUN OPPORTUNITIES FOR OUR STUDENTS, THEIR FAMILIES CAN LEARN A LOT.

THERE WILL BE A TABLE WHERE YOU GET TO PRACTICE OPENING MILK CARTONS, FACE PAINTING, TAKEAWAYS THAT PARENTS CAN USE TO HELP PREPARE THEIR CHILDREN FOR KINDERGARTEN, OUR FOUNDATION IS SUPPORTING WITH THAT.

WE ARE OPENING KINDERGARTEN REGISTRATION EARLIER THIS YEAR, SO FAMILIES WILL HAVE COMPUTER SETUP, AND FAMILIES CAN GET HELP REGISTERING FOR KINDERGARTEN RIGHT THERE.

WE'RE REALLY EXCITED.

A POSTCARD WILL BE GOING HOME, AND ANY OF YOU WHO LIVE ANYWHERE WITHIN OUR DISTRICT BOUNDARIES WILL GET THAT, BECAUSE WE'RE SENDING THAT TO ALL 76,000 HOUSEHOLDS, BECAUSE WE KNOW THAT FAMILIES WITH CURRENT FOUR-YEAR-OLDS MAY NOT BE READING OUR WEBSITE OR FOLLOWING OUR SOCIAL MEDIA YET, BUT THEY'LL BE GETTING A POSTCARD.

IF YOU DON'T HAVE A FOUR-YEAR-OLD IN YOUR HOUSEHOLD WHO'S GOING TO BE 5 SOON, I HOPE YOU'LL PASS THAT ALONG TO SOMEONE WHO DOES.

WE'RE ALSO REACHING OUT TO DAYCARES IN THE AREA, CHILDCARES, MEDICAL PROVIDERS, PEDIATRICIANS, ETC, TO REALLY GET THE WORD OUT ABOUT OUR KINDERGARTEN FAIR, SO THAT WE CAN REALLY GET A LOT OF STUDENTS THERE, AND PUT OUR BEST FOOT FORWARD TO HELP THEM LEARN ABOUT THE DISTRICT.

>> GREAT, THAT'S EXCITING.

MY FAVORITE IS KINDERGARTEN.

THE LAST ITEM ON OUR AGENDA IS WHETHER OR NOT THERE ARE OTHER TOPICS THAT PEOPLE

[18. ITEMS FOR FUTURE CONSIDERATION OR INFORMATION]

FEEL THEY WOULD LIKE TO HAVE IN FUTURE STUDY SESSIONS ON THE BOARD MEETINGS.

NO. EVERYBODY GOOD? I THANK EVERYBODY, AND THIS MEETING IS ADJOURNED.
