WELL, I'M SO THRILLED, PRESIDENT KATIMS, AND MEMBERS OF THE BOARD TO INTRODUCE FIRST OUR MARTHA LAKE ELEMENTARY SCHOOL STUDENTS, AND THEN WE'LL HAVE A PRESENTATION ABOUT THE SCHOOL IMPROVEMENT PLAN FOR MARTHA LAKE.

SO PLEASE WELCOME STEPHANIE K.

FREDRICKSON, OUR PRINCIPAL, AND SOME OF HER MUSTANGS HERE TONIGHT.

[APPLAUSE] GOOD EVENING, SUPERINTENDENT MINER AND BOARD OF DIRECTORS. THANK YOU FOR HAVING US TONIGHT, AND I AM THRILLED TO BRING SOME OF MY STUDENTS WITH ME TONIGHT.

I HAVE MY INTERMEDIATE STUDENTS TO GIVE YOU SOME BACKGROUND INFORMATION ABOUT OUR SCHOOL WIDE PLEDGE, AND THEN MY YOUNGEST MUSTANGS, MY KINDERGARTNERS ARE GOING TO TEACH YOU THE PLEDGE WITH SOME HAND MOTIONS.

SO YOU MIGHT WANT TO WARM UP BEFORE THAT HAPPENS.

SO WITH ME TONIGHT, I HAVE AVERY, MARLEY, [INAUDIBLE], LUCIA, TIMOTHY, AND KENDALL.

HELLO, WE ARE HERE TO TELL YOU ABOUT OUR REALLY COOL, SUPER AWESOME SCHOOL PLEDGE.

HOW DID THIS COOL IDEA START? AT THE END OF LAST YEAR, OUR STAFF RACE AND EQUITY TEAM, COMBINED WITH THE PBIS TEAM, RECOGNIZE THAT SOME CLASSES HAVE THEIR OWN INDIVIDUAL PLEDGE AND WE WANTED EVERYONE TO BE INCLUDED AND BE ABLE TO PARTICIPATE.

WHO CREATED IT? WELL, THE STAFF CAME UP WITH SOME OF THE IMPORTANT THEMES, SUCH AS GROWTH MINDSET BEING UPSTANDER AND KINDNESS, AND THEN WE ASKED EACH CLASS TO ADD IDEAS.

THEN WE COMBINED SOME OF THOSE GREAT IDEAS TOGETHER.

EACH CLASS ASKED THEIR STUDENTS WHAT THEY THOUGHT WAS IMPORTANT.

EVERY STUDENT, ALL OF THEIR OWN GREAT IDEAS.

OUR STUDENT VOICE IS IMPORTANT.

THAT'S WHY WE THOUGHT AND CONSIDERED ALL OF THESE GREAT IDEAS, BUT SOME OF OUR FAVORITES WERE, IF YOU'RE MEAN, IT CAN HURT PEOPLE'S FEELINGS FROM KINDERGARTEN.

NOTHING IS IMPOSSIBLE, SO JUST KEEP GOING, FROM FIRST GRADE.

I WILL PERSIST EVEN WHEN THINGS GET HARD, FROM SECOND.

AFTER THE KIDS CAME UP WITH THE IDEAS, WE PAIRED IT WITH THE BE YOU BOOK.

HERE ARE THREE BIG IDEAS AND WHAT THEY MEAN TO ME.

BE YOU: EMBRACE YOUR CREATIVITY WITHIN YOURSELF.

BELONG: EVERYONE FEELS WELCOMED AND RESPECTED AT MARTHA LAKE.

WE DO NOT JUDGE OTHERS.

BE MUSTANG STRONG: WE TAKE PRIDE IN OUR SCHOOL, OURSELVES AND EACH OTHER.

NEVER GIVE UP.

NOW, HOW DID OUR IDEAS COME INTO ACTION? WELL, WE HAVE CLUBS WHERE KIDS CAN FEEL AS IF THEY BELONG AND EMBRACE THEIR CREATIVITY, SUCH AS CHESS, CHOIR AND STUDENT LEADERSHIP.

ANOTHER PERSONAL THING I'D LIKE TO ADD IS THAT WHEN I WAS IN FOURTH GRADE LAST YEAR, I MADE A BODY SHAMING PRESENTATION AND IT HELPED THE THIRD GRADERS THAT I SHARED IT WITH FEEL AS IF THEY BELONG NO MATTER HOW THEY LOOK LIKE.

I ALSO WANT TO ADD THAT WHEN I WAS LITTLE, I WAS REALLY SHY AND HAD SEVERE ANXIETY, BUT WITH THE HELP OF MARTHA LAKE, IT HELPED ME FEEL LIKE I BELONG AND ALSO HELPED ME OVERCOME SOME OF MY FEARS.

INTRODUCING OUR PLEDGE.

SO WE HAVE A COPY OF THIS BOOK HERE, THE BE YOU BOOK, IN EVERY SINGLE CLASSROOM, WHICH WAS ALSO READ ALOUD BY EVERY CLASSROOM TEACHER TO INTRODUCE IT TO OUR STUDENTS.

THE STAFF VIDEO AT THE WELCOME BACK ASSEMBLY IS BASICALLY WHERE WE HAD EVERY STAFF AND TEACHER READ ONE LINE FROM THIS BOOK.

I THOUGHT IT WAS REALLY AWESOME AND EVERYONE RECITES IT TOGETHER ON FRIDAYS OVER THE INTERCOM.

I THINK SPEAKING OF RECITING IT TOGETHER ON FRIDAYS, THE PROGRESSION FOR THAT IS AT THE BEGINNING.

NOT EVERYONE REALLY WANTED TO SAY IT, BUT A COUPLE OF MONTHS LATER INTO THE SCHOOL YEAR, EVERYONE SAYS IT LOUD AND PROUD.

WHY IS OUR PLEDGE IMPORTANT? IT BRINGS US TOGETHER AS A SCHOOL.

EXPECTATIONS IN THE PLEDGE MAKE ME FEEL SAFER, AND HERE ARE TWO ONES THAT I HAVE A STORY TO GO ALONG WITH.

THE PERSIST LINE HELPS ME WITH MY MATH TEST.

THIS IS ACTUALLY A TRUE STORY.

SO I WAS WORKING ON A MATH TEST AND I WAS STUCK ON A QUESTION, AND ONE OF THE LINES FROM OUR PLEDGE THAT OUR KINDERGARTNERS WILL TEACH TO YOU IS WE PERSIST EVEN WHEN THINGS GET HARD, AND WHEN I THOUGHT OF THAT, EVEN THOUGH I WAS THINKING I WANTED TO GIVE UP, I PERSISTED, AND I ACTUALLY ENDED UP GETTING THE QUESTION RIGHT.

THE OTHER LINE THAT I WANTED TO SHARE IS THE STAFF AND STUDENTS HAVE HELPED ME TO BE BRAVE.

LIKE OUR LINE FROM THE BOOK ABOUT BEING BRAVE.

BASICALLY WHAT THIS MEANS TO ME IS, LIKE I SAID EARLIER, SINCE I USED TO HAVE SEVERE ANXIETY, THE STAFF, STUDENTS AND COUNSELORS HERE HAVE HELPED ME OVERCOME THE FEAR AND REALIZE THAT I CAN OVERCOME ANYTHING, AND IF I GIVE IT A TRY, MAYBE IT WON'T BE SO BAD.

IT HELPS KIDS AND ME BE CONFIDENT.

OUR PLEDGE KEEPS ME POSITIVE.

FOR EXAMPLE, I DID NOT WANT TO DO THIS JOB, [CHUCKLING] BUT MS. K REMINDED ME THAT I SAID IT HELPS KIDS AND ME BE CONFIDENT.

NOW I'M HERE. [CHUCKLING] ANOTHER EXAMPLE OF THE BOOK IN THE PLEDGE IS THAT MY FAVORITE LINE OF THE BOOK IS BE DIFFERENT, BE SILLY, BE QUIRKY, BE ODD, BE UNIQUE, BE WEIRD, BE COLORFUL, BE OKAY WITH BEING DIFFERENT, BE JUST THE WAY YOU ARE. WE WANT EVERYONE TO CELEBRATE BEING DIFFERENT BECAUSE NOBODY IS THE SAME.

WE WANT PEOPLE TO BE THEMSELVES.

EVERYONE AT OUR SCHOOL IS ALLOWED TO BE UNIQUE AND JUST THE WAY THEY ARE.

MY FAVORITE LINE OF THE PLEDGE IS WE WELCOME EVERYONE AND CELEBRATE OUR DIFFERENCES.

I LIKE THIS BECAUSE IT REMINDS ME OF THE DIFFERENT MONTHS THAT WE CELEBRATE.

SOME MONTHS THAT MAKE ME FEEL I BELONG ARE FEBRUARY AND JUNE.

JUNE IS TO US LGBTQIA+ PLUS AND PRIDE MONTH AND FEBRUARY IS BLACKLIVESMATTER MONTH.

I RELATE TO BLACKLIVESMATTER MONTH BECAUSE I'M MIXED RACE BLACK AND WHITE AND I RELATE TO PRIDE MONTH BECAUSE I'M A PART OF THE COMMUNITY AND SO ARE MY TWO MOMS. THESE REPRESENT ME AND I FEEL I BELONG BECAUSE WE CELEBRATE THE CULTURE OF THESE MONTHS AND RESPECT THE PEOPLE WHO ARE PART OF THEM.

IT HASN'T BEEN EASY WITH HAVING TWO MOMS AND BEING A PART OF THE COMMUNITY, BUT THE TEACHERS AND STAFF HAVE WORKED ON BEING UNDERSTANDING ABOUT DIFFERENT FAMILIES AND NOT NECESSARILY CALLING STUDENTS BOYS AND GIRLS BECAUSE SOME STUDENTS DON'T IDENTIFY AS EITHER.

OUR SCHOOL IS SUPER SPECIAL BECAUSE EVERYONE HAS THEIR OWN COOL STORY.

NOW THAT YOU'VE LEARNED ABOUT THE PLEDGE, YOU'RE GOING TO HEAR IT BECAUSE ONE OF OUR KINDERGARTEN CLASSES MADE THE PLEDGE THEIR OWN AND SOME OF THE KINDERGARTNERS HERE FROM THAT CLASS WILL TEACH YOU THE PLEDGE WITH THE HAND MOTIONS THEY MADE FOR IT.

THEY'RE ALL JEALOUS THEY DON'T HAVE THEM AND SO I'M EXCITED TO BRING MY KEYCHAIN TO MY OFFICE AS WELL AND LET THEM SHOW THE EDMONDS SCHOOL DISTRICT REALLY STANDS FOR DIVERSITY AND INCLUSION. SO THANK YOU GUYS SO MUCH FOR THIS.

OKAY, OUR SIP GOAL THREE IS FOR OUR STUDENTS IN GRADE THREE THROUGH SIX TO REPORT A SENSE OF BELONGING AND POSITIVE RELATIONSHIPS IN OUR SCHOOL.

TO INCREASE FROM 66% IN THE FALL TO 76% IN THE SPRING OF 2024 USING OUR PANORAMA SURVEY DATA.

THIS GOAL IS REALLY IMPORTANT TO ME AND MY VERY TALENTED STAFF BECAUSE WE BELIEVE IN THE POWERFUL IMPACT OF POSITIVE RELATIONSHIPS AND ITS CONNECTION ON LEARNING.

IT'S ALSO A REALLY CRITICAL NEED RIGHT NOW, ESPECIALLY FOLLOWING THE PANDEMIC AND OUR THEORY OF ACTION IS IN ORDER TO MEET OUR KIDS ACADEMIC NEEDS, WE MUST FIRST MEET THEIR SOCIAL EMOTIONAL NEEDS.

OUR STRATEGY ONE IS TO EXPLICITLY TEACH SOCIAL, EMOTIONAL LEARNING, AND ALL OUR CLASSROOMS ARE CLASSROOM TEACHERS UTILIZE THE SECOND STEP CURRICULUM TO TEACH SEL, AND OUR COUNSELORS ALSO PICK HIGH NEEDS TOPICS IN REAL TIME WITH OUR LEADERSHIP TEAM TO DELIVER LESSONS ACROSS GRADE LEVEL BANDS, AND WHY IS THIS STRATEGY IMPORTANT? IT'S TO GIVE EVERY ONE OF OUR STUDENTS ACCESS TO THESE IMPORTANT SKILLS AND STRATEGIES, AND ALSO WE WANT TO DESTIGMATIZE MENTAL HEALTH CHALLENGES. OUR UPDATE ON PROGRESS.

I'M EXCITED TO REPORT ALL THE HARD WORK THAT WE'VE BEEN DOING.

OUR COUNSELORS HAVE ALREADY DELIVERED LESSONS ON ZONES OF REGULATION, COMPLIMENTS AND BULLYING PREVENTION.

SOME UPCOMING TOPICS THAT WE HAVE SLATED ARE ANXIETY AND STRESS STRATEGIES, FRIENDSHIP AND CONFLICT RESOLUTION AND ALSO PERSONAL SAFETY, AND THEN, OF COURSE, OUR CLASSROOM TEACHERS HAVE ALREADY DELIVERED AND CONTINUED TO DELIVER SECOND STEP LESSONS IN THEIR ROOMS. THIS YEAR, OUR CASE SIX CLASSROOMS, EVERY CLASSROOM THEY'RE ENGAGING IN CLASSROOM MEETINGS TO BUILD AND FOSTER THAT SENSE OF COMMUNITY IN EVERY CLASS.

I LOVE IT WHEN MY TEACHERS CALL THEIR CLASSROOMS THEIR FAMILIES, AND THEN OUR PANORAMA SURVEY.

I'M SUPER PROUD OF OUR STAFF.

EVERY TIME WE'VE HAD THIS SURVEY, WE ALWAYS GET 100% COMPLETION OR VERY, VERY CLOSE TO IT.

SO THOSE METRICS MATTERED TO US BECAUSE WE WANT TO ENSURE THAT OUR KIDS DO HAVE THAT SENSE OF BELONGING.

SO WHAT DO WE DO WITH THE DATA? THE COUNSELORS, WE REVIEW ALL THE RESULTS AND OUR STUDENTS SCORING LOW LIKE A SCORE ONE OR TWO.

WE DO INDIVIDUAL CHECK INS WITH ALL THOSE STUDENTS, AND THEN ALSO IT HELPS US DEVELOP OUR SMALL GROUPS FOR TARGETED PRACTICE, AND THEN ALSO OUR 3-6 STAFF ALSO REVIEWS THE DATA, AND WITHIN PANORAMA, THERE'S PLAYBOOK STRATEGIES AT THE BOTTOM THAT ARE REALLY HELPFUL.

OKAY, AND HERE'S A REALLY BEAUTIFUL BULLETIN BOARD.

ANOTHER IMPORTANT PIECE TO THAT IS WE'VE BEEN REALLY DELIBERATE WITH OUR MATRIX AND HAVING THAT COMMON LANGUAGE AND SCHOOLWIDE EXPECTATIONS.

WE'VE DONE THAT WITH EXPECTATION STATIONS WHERE THE KIDS ROTATE FROM EACH OF THE COMMON AREAS.

SO THE TEACHERS AND THE STAFF WERE ALL ON THE SAME PAGE ABOUT THE EXPECTATIONS IN EACH OF THOSE AREAS.

WE ALSO HAVE A SCHOOL WIDE SLIDE POWERPOINT FOR REFERENCE FOR OUR TEACHERS AND STUDENTS AS WELL WHEN WE NEED THOSE REFRESHERS.

WE ALSO HAVE A TEAM THAT MONITORS OUR SWISS DATA, THAT'S THE DATABASE WHERE WE ENTER THE MAJORS AND MINOR INCIDENCES THROUGHOUT OUR SCHOOL AND WE CREATE ADJUSTMENTS, AND ONE OF THE PROJECTS THAT CAME OUT OF THAT WAS OUR GOLDEN AWARDS.

THAT'S OUR GOLDEN LUNCH TRAY AWARD AND THAT IS OUR GOLDEN STANCHION.

IT RECOGNIZES OUR KIDS FOR LINE BEHAVIOR.

IT'S REALLY, REALLY BIG.

THAT STANCHION IS ABOUT AS TALL AS I AM, AND THEN THAT LUNCH TRAY, I TEASE THE KIDS THAT I HAD TO TALK TO A LOT OF LEPRECHAUNS TO GET ENOUGH GOLD TO MAKE THIS TRAY AND STANCHION, AND THEN I PRETEND IT'S REALLY HEAVY WHEN I DELIVER IT TO THE CLASSROOMS. THEY THINK IT'S FUNNY, RIGHT? [CHUCKLING] AND THEN WE HAVE LAST YEAR, OUR RACE AND EQUITY TEAM DID A BOOK STUDY, AND WE HAVE THREE BIG PROJECTS SPRINGING FROM THAT, WHICH IS THE IDENTITY WEB, I AM STATEMENTS THAT WE'RE DOING IN THE WINTER AND THEN IN THE SPRING UNIVERSE OF OBLIGATION, AND ON THIS NEXT SLIDE, HERE ARE SOME BEAUTIFUL EXAMPLES THROUGHOUT OUR SCHOOL, STARTING FROM KINDERGARTEN ALL THE WAY THROUGH SIXTH GRADE.

SO I LOVE THIS BECAUSE IT'S JUST EVERY TEACHER KIND OF MADE IT THEIR OWN FOR THEIR CLASS, AND WE DISPLAYED THEM THROUGHOUT OUR HALL.

SO THERE ARE SOME AWESOME EXAMPLES THERE.

OKAY, SO WE HAVE TWO MAIN METRICS TO MEASURE OUR SENSE OF BELONGING, ONE OF WHICH IS ATTENDANCE, AND I'LL HAVE TO SAY ATTENDANCE HAS BEEN A LITTLE TRICKY THIS YEAR GIVEN THE FACT THAT EVERYONE'S BOOSTING THEIR IMMUNE SYSTEM, RIGHT, BUT WE'RE PLUGGING FORWARD.

CURRENTLY, WE'RE AT 65% OF OUR STUDENTS ATTENDING 90% OR MORE, AND THEN OUR GOAL FOR THIS YEAR, WE'RE SETTING IT AT 85% FOR OUR KIDS TO ATTEND 90% OR MORE.

SOME STRATEGIES THAT WE'VE USED TO IMPROVE ATTENDANCE.

ONE IS TO ENGAGE OUR STAFF, STUDENTS AND FAMILIES JUST MESSAGING THE IMPORTANCE OF ATTENDANCE.

THERE'S SOME MISCONCEPTIONS OUT THERE ABOUT THE IMPORTANCE OF ATTENDANCE.

SO MY STAFF AND I HAVE BEEN MESSAGING THAT OUT TO STAFF AND THEN JUST HAVING THAT REALLY WARM AND WELCOMING ENVIRONMENT IS A BIG PART OF THAT TOO, AND THEN RECOGNIZING GOOD AND IMPROVED ATTENDANCE WE THINK IS REALLY IMPORTANT.

WE'VE DONE A NOVEMBER INITIATIVE WHERE EVERY STUDENT THAT CAME ON TIME, ONE OF MY STAFF TIRELESSLY WENT AROUND, GAVE EVERY ONE OF THOSE STUDENTS A MUSTANG MODE.

I THINK WE HAD 53 STUDENTS THAT SHE WAS MONITORING AND DOING THAT FOR JUST TO, AND IT'S BEEN SUCCESSFUL.

WE DON'T HAVE A TON OF DATA AROUND IT YET, BUT IT SURE HAS BEEN FUN.

SO AND THEN OUR ATTENDANCE TEAM MEETS WEEKLY TO MONITOR THE ATTENDANCE DATA AND PROVIDE SUPPORT FOR OUR FAMILIES THAT NEED IT AND THEN LAST BUT NOT LEAST, OUR PANORAMA FALL SURVEY, AND HERE'S OUR PERCENTAGES OF STUDENTS FEELING A SENSE OF BELONGING IN OUR SCHOOL.

THIRD GRADE'S AT 69%, FOURTH GRADE, 72% AND FIFTH GRADE, 61%, AND SIXTH GRADE 51%, AND AGAIN, OUR GOAL IS 76% BY THE END OF THE YEAR, AND I'M MORE THAN CONFIDENT THAT OUR MY AWESOME STAFF AND I CAN ACHIEVE THAT, AND THAT CONCLUDES MY PRESENTATION.

I SUPPORT THE SUCCESSFUL IMPLEMENTATION OF A DUAL LANGUAGE PROGRAM AT MTE.

I BELIEVE THAT ONE OF THE WAYS TO ENSURE THE SUCCESS OF THIS PROGRAM WILL BE TO TRULY INVOLVE THE FAMILIES OF OUR COMMUNITY, THE ONES WHOSE CHILDREN ATTEND OUR SCHOOL.

ONE OF MY CONCERNS IS THAT OUR WIDER COMMUNITY OF FAMILIES WERE NOT CONSULTED BEFORE THE PROGRAM WAS ANNOUNCED.

IT WAS ASSUMED WHAT'S BEST FOR THE COMMUNITY WITHOUT GIVING TIME FOR QUESTIONS, CURIOSITY, INPUTS OR VOICE.

FOR TWO YEARS NOW, OUR SCHOOL IMPROVEMENT PLAN HAS BEEN ABOUT CREATING A SENSE OF BELONGING IN OUR SCHOOL COMMUNITY.

WHY IS IT THEN, THAT OUR SCHOOL DISTRICT LEADERS, MEMBERS OF THE DUAL LANGUAGE TASK FORCE, HAVE NOT GIVEN A VOICE TO OUR FAMILIES? MEMBERS OF THE SCHOOL BOARD, PLEASE ASK THE DUAL LANGUAGE TASK FORCE, WHAT IS YOUR PLAN TO INVOLVE AND INVITE FAMILIES TO GIVE OUR FAMILIES A VOICE.

ASK FOR THEIR INPUT AS DECISION MAKERS AND STAKEHOLDERS IN THIS PROCESS OF IMPLEMENTING A DUAL LANGUAGE PROGRAM AT THEIR COMMUNITY SCHOOL.

THE SCOPE AND SEQUENCE OF THE PLANNING OF THIS PROGRAM WAS SHARED LAST WEEK WITH MTE STAFF.

WHY WAS THIS PLAN NOT FOLLOWED? WHY DID NO ONE ASK OUR FAMILIES IF THEY HAVE INTEREST IN A DUAL LANGUAGE PROGRAM AT THEIR SCHOOL BEFORE THE DECISION WAS MADE? THE FIRST TIME THE STAFF AT MTE WAS NOTIFIED WAS OCTOBER 19TH.

AT THIS MEETING WE LEARNED THAT FAMILIES DID NOT YET KNOW ABOUT THE NEW PROGRAM.

ON WEDNESDAY, NOVEMBER 16TH, OUR SCHOOL HELD AN INFORMATIONAL MEETING FOR FAMILIES AT OUR SCHOOL TO INFORM THEM OF THE PROGRAM, NOT TO ASK IF THEY'RE INTERESTED IN THE PROGRAM COMING TO THEIR SCHOOL. THIS WAS NOT THE PLAN PRESENTED TO THE SCHOOL BOARD LAST JUNE.

WHY WAS THE PLAN NOT FOLLOWED? WHY WEREN'T FAMILIES ASKED? WHY HAVEN'T FAMILIES BEEN INVOLVED? AGAIN, I SUPPORT THE SUCCESSFUL IMPLEMENTATION OF THIS PROGRAM.

MEMBERS OF THE SCHOOL BOARD PLEASE ASK THE DUAL LANGUAGE TASK FORCE.

I'M NOT SURPRISED BY THE COMMENTS I'VE HEARD THIS EVENING WITH RESPECT TO DUAL LANGUAGE TEACHING, THE DUAL LANGUAGE PROGRAM.

BOARD MEMBER NOBLE YOU MAY REMEMBER YEARS AGO I SPOKE ON THIS.

AT THE TIME IT WAS A RELATIVELY NEW TOPIC BEING INTRODUCED BY THEN SUPERINTENDENT, I BELIEVE IN PART.

IT'S NEVER BEEN CLEAR TO ME IF WHAT IS GOING TO BE TAUGHT IS THE 90/10 MODEL OR THE 50/50 MODEL, BUT I WILL SAY THIS AGAIN NOW TO EACH OF YOU AND EVERYBODY IN THE ROOM.

THE RESEARCH THEN TO JUSTIFY THIS PROGRAM WAS TERRIBLY FLAWED.

THERE WAS ONLY ONE LINE OF RESEARCH AND IT TENDED TO FEED BACK ON ITSELF FOR JUSTIFICATION.

IT'S MADE ME THE SPEAKER THAT I AM NOW, AND IT'S JUST TAUGHT ME SO MUCH ABOUT HOW THE CORPORATE WORLD MIGHT BE WHEN I AM OLDER.

SO FOR ME, I WANT TO SHARE A VERY SHORT ANECDOTE ABOUT, UM, WHAT KIND OF IMPACTED MY LIFE THROUGH DECA.

LAST YEAR WE WENT TO A SOCIAL EVENT AT A MARINERS GAME AND WE HAD SOME PEOPLE FROM THE MARKETING PANEL OF THE MARINERS COME AND TALK TO US, AND BEFORE THAT I HADN'T BEEN TAKING DECK OF THAT SERIOUSLY NOR SCHOOL OR MY FUTURE, BUT HEARING THOSE PEOPLE TALK ABOUT WHAT INSPIRED THEM IN HIGH SCHOOL AND WHAT GOT THEM INTO MARKETING AND BUSINESS AND WHAT GOT THEM TO WHERE THEY WERE TODAY, YOU KNOW, LIKE REALLY BIG DIRECTORS OF THE MARINERS TEAM.

IT CHANGED MY LIFE AND IT MOTIVATED ME AND LIKE I COULDN'T GET THOSE OPPORTUNITIES UNLESS IT WERE FOR DECA.

SO, DECA HAS REALLY PREPARED ME AND JUST KIND OF MOTIVATED ME AND INSPIRED ME TO BE A BETTER STUDENT AND COMMUNITY LEADER.

THERE ARE MANY DIFFERENT WAYS THAT EVERYONE COULD SUPPORT US, BUT THE REASON WE'RE HERE TODAY IS TO TALK ABOUT OUR AREA COMPETITION ON JANUARY 12TH AT THE LYNWOOD CONVENTION CENTER, AND WE NEED MORE LOCAL JUDGES.

HOW DO WE TRANSLATE THAT INTO OUR MIDDLE SCHOOLS AND INTO OUR HIGH SCHOOLS? THAT'S SOMETHING THAT'S WHERE THE GAP IS.

MANY OF OUR STUDENT ADVISORS CONSTANTLY TALK ABOUT BELONGING AND SAFETY, NOT JUST DIVERSITY AND INCLUSION.

IT'S ABOUT SAFETY AND BELONGING, AND BELONGING INCLUDES THAT DIVERSITY AND INCLUSION.

FOR ME, AS WE SAW IN INGRAM HIGH SCHOOL, THE PERPETRATOR WAS IN THE SCHOOL.

A CHILD OF 14 YEARS OLD WHO SHOT AND KILLED A SENIOR.

WE ARE NO LONGER WITNESSING AND EXPERIENCING AN EXOGENOUS THREAT.

WE HAVE GANG VIOLENCE IN OUR SCHOOLS.

WE HAVE DRUG USE RAMPANT.

WE HAVE OVERDOSES AND SUICIDES IN OUR SCHOOL DISTRICT.

WE HAVE AT LEAST ONE SUICIDE A YEAR.

WE MAY NOT KNOW IT, BUT IT HAPPENS, AND GUESS WHAT? OUR KIDS KNOW TOO.

WHENEVER THERE IS A LOCKDOWN, IT'S INDIFFERENCE.

WHENEVER THERE'S SOMETHING SCRIBBLED ON OR A THREAT ON THE BATHROOM WALLS.

THE CHILDREN ARE KIDS OUR YOUNG ADULTS, OUR FUTURE, ARE NOT TOLD ABOUT IT.

I WANT TO KNOW WHAT IS THIS CREDIBLE THREAT? BECAUSE THAT CREDIBLE OR INCREDIBLE THREAT IS WITHIN THE SCHOOL.

NOW, BEING A FORMER NEW YORKER, RAISING A CHILD WHO'S NOW 23 IN THE SOUTH BRONX IN THE NINETIES AND EARLY 2000S, AND LET'S REMEMBER 9/11, AN EXOGENOUS THREAT WHEN HE WAS GOING TO KINDERGARTEN, HIS SCHOOL WAS SHARED BY FOUR OTHER HIGH SCHOOLS AND MIDDLE SCHOOLS.

THERE WAS A METAL DETECTOR.

KIDS HAD OPEN UP THEIR BACKPACKS.

THERE WAS A K-9 DRUG SNIFFING DOG, AND GUESS WHAT? THAT WAS PREVENTION.

THERE HAS NOT BEEN ONE SCHOOL SHOOTING IN THE BRONX, WHICH USED TO HAVE THE HIGHEST RATE OF CRIMINAL ACTIVITY AND DRUG USE.

NOW, WHAT ARE WE DOING? MY SUGGESTION, AS I SAID, METAL DETECTORS.

IF WE'RE GOING TO TAKE THE COPS OUT AND PUT MORE COUNSELORS, WE'RE ASKING OUR COUNSELORS TO BE THE PROTECTION.

OUR COUNSELORS ARE THE ONES THAT INSTITUTE AND PROTECT BELONGING.

I COME HERE TODAY TO THANK THE SCHOOL BOARD AND DISTRICT LEADERSHIP FOR CREATING THE DUAL LANGUAGE PROGRAM IN OUR DISTRICT AND WORKING ON EXPANDING IT.

I ALSO ACKNOWLEDGE AND APPRECIATE THE SUPPORT OF EQUITY WORK BEYOND THIS TO CREATE AN INCLUSIVE ENVIRONMENT FOR ALL STUDENTS.

I'M A GRANDMOTHER OF A STUDENT IN THE DISTRICT.

MY OWN CHILDREN WENT TO THIS DISTRICT.

I AM THE FOUNDER AND CEO OF LATINO EDUCATIONAL TRAINING INSTITUTE, WHICH HAS BEEN SERVING THE LATINO COMMUNITY IN EDMONDS FOR THE LAST 24 YEARS.

I HAVE SEEN FIRSTHAND HOW MUCH LATINX STUDENTS HAVE STRUGGLED IN THE EDMONDS SCHOOL DISTRICT FOR MANY YEARS.

THIS IS ESPECIALLY TRUE FOR SPANISH SPEAKING STUDENTS WHO BEGIN TO FALL BEHIND IN KINDERGARTEN, AS INSTRUCTION IS GIVEN TO THEM IN A LANGUAGE THAT THEY DO NOT YET UNDERSTAND.

THIS GAP ONLY GETS MORE PROMINENT AS THE STUDENTS CONTINUE THEIR ACADEMIC CAREER.

LATINX STUDENTS IN THE EDMONDS SCHOOL DISTRICT HAVE THE LOWEST GRADUATION RATE AND THE HIGHEST DROPOUT RATES.

THE DUAL-LANGUAGE PROGRAM WILL PROVIDE A SMALL NUMBER OF LATINX STUDENTS WITH A BETTER CHANCE, WITH LATINX STUDENTS MAKING UP 22.8% OF THE STUDENT POPULATION, MAKING THEM THE SECOND LARGEST DEMOGRAPHIC GROUP.

IT IS IMPERATIVE THAT THE DISTRICT CONTINUES TO GROW THE DUAL LANGUAGE PROGRAM.

I HEARD THE COMMENTS FROM STAFF AT LAST MONTH'S SCHOOL BOARD MEETING AND I SYMPATHIZE WITH THEIR STATEMENTS.

YET AS A LATINA GRANDMOTHER IN THIS COMMUNITY, I SAY IT IS ABOUT TIME THE DISTRICT TAKES TRUE ACTION TO IMPROVE THE ACADEMIC OUTCOMES OF LATINX STUDENTS. WHILE THIS MAY SEEM LIKE A SHORT TIMELINE, I WANT YOU TO UNDERSTAND THAT OUR COMMUNITY HAS BEEN WAITING FOR DECADES TO BE SEEN AND SUPPORTED.

WE ARE SEEING THE BENEFITS OF THE DUAL LANGUAGE PROGRAM IN CEDAR VALLEY AND COLLEGE PLACE FOR OUR STUDENTS.

WE ASK THAT YOU NOT DELAY THE EXPANSION OF SPRUCE AND MOUNTLAKE TERRACE AND THAT YOU CONTINUE TO EXPAND THESE PROGRAMS AND HELP SUPPORT OUR STUDENTS TO BE SUCCESSFUL IN A SYSTEM THAT HAS NOT BEEN WORKING FOR THEM.

A LOT OF THAT WAS KIND OF THE DIFFICULTY IN PREDICTING ESSER FUNDS HAVE THROWN KIND OF A GOOD MONKEY WRENCH IN IN OUR TREND LINES, SO THAT $4 MILLION THAT WERE UP OVER THE 4% WILL HELP OFFSET OUR PREDICTED $9 MILLION BUDGET FOR THIS CURRENT YEAR.

IF YOU LOOK, THERE IS AN AMOUNT TO BE SET ASIDE FOR L&I.

THAT'S LABOR AND INDUSTRIES.

HISTORICALLY, WE USE THE FORM THAT WE'RE REQUIRED TO SUBMIT TO DEPARTMENT OF ILLINOIS AND SPLIT IT INTO TWO CATEGORIES.

THERE IS NO WE DISCOVERED THERE REALLY ISN'T A NEED TO SPLIT IT OUT BETWEEN THE TWO AND REPORTING IT IN ONE CATEGORY IS SUFFICIENT.

SO YOU'LL SEE THAT THERE IS NOT A LINE UNDER UNINSURED RISKS.

IT'S ALL CONTAINED IN SELF INSURANCE REQUIRED FOR L&I.

THE AMOUNT IS CONSIDERABLY LOWER THAN IT HAS BEEN.

THAT IS BECAUSE OUR L&I CLAIMS HAVE BEEN MUCH LOWER BECAUSE OF THE PANDEMIC, AND THAT AMOUNT IS BASED ON THE SUGGESTION FROM OUR THIRD PARTY ADMINISTRATOR AS WE ARE SELF INSURED FOR L&I.

FOOD SERVICES IN THE FUND BALANCE WAS IN A DIFFERENT CATEGORY LAST YEAR BECAUSE OF HOW WE REPORT A CATCH UP OF OR PROBABLY A BETTER WAY TO SAY IT IS WE HAD SOME LOSSES IN SOME REALLY OLD YEARS AND THAT WE WERE ABLE TO FUND THOSE LOSSES IN PRIOR YEARS IN 20-21 AND THEN NOW THAT THOSE LOSSES HAVE BEEN ADJUSTED, IT RESORTS TO A DIFFERENT CATEGORY OF REPORTING.

SO FOOD SERVICE IS STILL IN THE FUND BALANCE SINGLED OUT, BUT JUST IN A DIFFERENT CATEGORY, AND THEN IN 2021, WE HAD SET ASIDE FUNDS BECAUSE WE HAD AN UNEMPLOYMENT SPECIAL ASSESSMENT THROUGH THE NORTHWEST ESD.

WE HAVE COMPLETED OUR OBLIGATIONS.

THEIR FUND IS BACK TO HEALTHY AND SO THAT HAS BEEN ELIMINATED FROM THE FUND BALANCE.

OKAY, AND THAT IS BASICALLY WHAT I JUST SAID.

OKAY, WE HAVE THIS PIE CHART, SO WE HAVE A FEW EXTRA SLIDES IN THE AUGUST REPORT THAT WE DON'T THE REST OF THE YEAR.

THIS SHOWS US KIND OF REVENUES BY CATEGORY AND I JUST WANTED TO POINT OUT THAT HISTORICALLY FEDERAL REVENUES ARE ONLY ABOUT 4 TO 7%.

THE FACT THAT IT'S AT 10% IN 21-22 IS BECAUSE OF ESSER FUNDING.

OKAY, THEN WE LOOK AT EXPENDITURES BY OBJECT.

WHAT YOU WILL SEE IN THE F196, THE ANNUAL FINANCIAL REPORT THAT IS ATTACHED TO YOUR AGENDA THIS EVENING IS A FAIRLY LARGE CAPITAL OUTLAY EXPENDITURE.

SO IT'S JUST A LITTLE BIT OVER 2.1 MILLION.

1.5 OF THAT IS A NEW REQUIREMENT UNDER GASB 87, WHICH IS THE GOVERNMENTAL ACCOUNTING STANDARDS BOARD THAT WE HAVE TO FOLLOW, AND WHAT IT SAYS IS YOU HAVE TO RECORD YOUR LONG TERM LEASES AND LONG TERM LEASES, ANYTHING OVER A YEAR AS IF YOU ARE SPENDING IT ALL THIS YEAR.

SO YOU RECORD IT AS AN EXPENDITURE AND YOU RECORD IT AS A REVENUE.

SO THERE IS NO IMPACT ON FUND BALANCE, BUT IT ARTIFICIALLY INFLATES EXPENDITURES NEXT YEAR. SO AT THE END OF 22-23 WILL ALSO SEE AN IMPACT BECAUSE THEY'RE GOING TO START DOING THAT FOR SOFTWARE LEASES, CERTAIN SOFTWARE LEASES.

SO WE WE LEASE FIBER OPTIC CABLE.

FROM A COMPANY AND OVER A FIVE YEAR PERIOD WE HAD A RECORD THAT FULL NET PRESENT VALUE OF THAT LEASE AS IF WE SPENT IT THIS YEAR AND THEN A CORRESPONDING MATCH OF REVENUES.

SO I DON'T WANT YOU TO BE ALARMED WHEN YOU SEE A LARGE CAPITAL OUTLAY BECAUSE IT'S MORE OF AN ACCOUNTING FUNCTION THAN AN ACTUAL EXPENDITURE.

STATE RECEIPTS, SINCE WE WERE CLOSE IN IN BUDGET, JUST ONLY SLIGHTLY DOWN FROM OUR ENROLLMENT BUDGET, SHOULD BE PRETTY CLOSE TO 100%, AND THEN ESSER, OF COURSE, IS THROWING OUR TRENDS OUT OF WHACK.

SO OUR FEDERAL REVENUES EXCEEDED BUDGET BECAUSE OF ESSER CLAIMS. THEY WERE HARD TO PREDICT, AND THAT'S JUST THE SLIDE THAT GOES WITH IT.

NOTHING REALLY WENT OUT TO LIKE THAT WE KNOW OF, BUT LIKE WITHIN OUR LITTLE COMMUNITY AT SCHOOL WE WERE JUST TALKING ABOUT IT AS A STUDENT, BUT IT WAS ACKNOWLEDGED BY STAFF OR ANY OF THE BIGGER ADVISORY BOARD AT SCHOOL.

I CAN REMEMBER BEING IN SCHOOL AND HAVING THINGS LIKE THAT HAPPEN AND NOT HAVING SOCIAL MEDIA.

SO IT TOOK TIME FOR THE STUFF TO GET OUT TO US, BUT IT WAS ALWAYS REALLY TOUGH, AND SO IT'S JUST KIND OF SAD TO HEAR THERE WASN'T A LITTLE BIT MORE PROCESSING HAPPENING, BUT I HOPE THAT IN THE DAYS AND WEEKS AFTERWARDS YOU GUYS ARE ABLE TO GET SOME SORT OF CLOSURE ON IT.

I WANTED TO TALK A LITTLE BIT HERE.

I LIKE TO THINK THAT I HAVEN'T LIVED A VERY INTERESTING LIFE, BUT THEN I TELL PEOPLE ABOUT IT AND THEY'RE LIKE, YOU'VE DONE A LOT OF INTERESTING STUFF.

THE ONLY PERSON IN MY FAMILY WHO HAS HAD ANY SORT OF ELECTORAL DESIRES TO BE TRUSTED BY SUCH A LARGE GROUP OF PEOPLE TO MAKE DECISIONS.

THINGS LIKE THAT NEVER HAPPENED IN MY FAMILY.

MY MOM WORKED HARD, BUT SHE ALWAYS WORKED SWING SHIFTS FOR MY WHOLE LIFE GROWING UP.

SO I WAS A LATCHKEY KID BACK WHEN THAT WAS A THING THAT YOU COULD DO, AND SO THE REASON I MENTION ALL OF THIS IS BECAUSE AS WE WERE TALKING ABOUT THE DUAL LANGUAGE PROGRAM, THE REALITY IS THAT THERE'S NEVER GOING TO BE A PERFECT TIME.

IF YOU WAIT FOR THE PERFECT TIME TO DO SOMETHING, IT'S JUST NEVER GOING TO HAPPEN.

SO WHAT WE HAVE HERE NOW IS WHAT I'VE HEARD IS THE THINGS THAT COULD BE ISSUES ARE WELL, CERTAIN MEMBERS OF THE COMMUNITY AREN'T ABLE TO HAVE INPUT OR THEY WEREN'T ABLE TO MAKE IT TO THINGS, AND I COMPLETELY RESPECT THAT, BUT I CAN TELL YOU THAT A LOT OF THE PEOPLE THAT WE HOPE THIS PROGRAM IS GOING TO HELP ARE THE SORT OF PEOPLE THAT IT'S HARD TO REACH BECAUSE THEY'RE WORKING SO HARD.

DIRECTOR KATIMS OVER THERE IS SOMEONE WHO LOVES NUMBERS AND IS ALWAYS ASKING THE QUESTIONS IN OUR MEETINGS ABOUT THEM THAT ELUCIDATE OUR UNDERSTANDING.

THE TOP EIGHT PRIORITIES THAT WERE CHOSEN BY THE SURVEY TAKERS ACTUALLY MATCHED THOSE OF THE BOARD MEMBERS WITH THE ADDITION OF ONE MORE PRIORITY THAT THE BOARD ALSO HAS, AND THOSE WERE PUT INTO THE LIST OF WHAT WE'RE LOOKING FOR IN THE JOB POSTING, WHICH IS NOW BEEN MADE PUBLIC.

IN ADDITION, AS PART OF THE INFORMATION THAT'S IN THAT JOB POSTING, THE SEARCH FIRM CONDUCTED OVER 30 INTERVIEWS, BOTH 1 TO 1, AND FOCUS GROUPS WITH KEY STAFF AND STAKEHOLDER GROUPS.

SO WE HAVE REALLY BEEN GETTING A LOT OF INPUT FROM EVERYWHERE WE CAN.

WE SAW STUDENTS ENGAGED IN GREAT, WONDERFUL MATH AND SCIENCE LEARNING OPPORTUNITIES, AND WE EVEN HAD TIME TO CHAT WITH SOME OF THE STAFF MEMBERS DURING THE BREAK TIMES, WHICH WORKED WELL.

IN TERMS OF THE DUAL LANGUAGE PROGRAM, I'M GOING TO SAY I THOUGHT DIRECTOR SMITH DID A GREAT JOB OF SUMMING IT UP, AND I DON'T THINK I NEED TO ADD TO THAT.

KILGORE, WHERE SHE DID GRADUATE FROM THE LEADERSHIP MAZDA COHORT AFTER DOING A PRESENTATION ON OUR STRATEGIC PLANNING PROCESS FOR HER FELLOW COLLEAGUES WHO ARE IN THE PROGRAM. SO THEY HONORED HER AT THE PRESIDENT'S DINNER, AND WE DID GET A FEW PICTURES OF THAT, AND WE'LL MAKE SURE TO GIVE HER SOME RECOGNITION WHEN SHE GETS BACK.

I WOULD ALSO LIKE TO JUST GIVE A BRIEF UPDATE ABOUT THE DIRECTOR OF ML POSITION.

SOMETIMES WHEN WE POST POSITIONS AND THE TIMING OF THOSE, IT JUST DOESN'T WORK OUT THAT WE GET A CANDIDATE SOMETIMES IN A FIRST ROUND FOR ONE REASON OR ANOTHER, THERE ISN'T A HIRE MADE.

NORMALLY WHAT WILL HAPPEN THEN, WE WILL DO WHAT WE CALL PULLING THAT POSITION DOWN BECAUSE WHEN YOU HAVE SOMETHING POSTED FOR A LONG, LONG TIME, PEOPLE WHO ARE LOOKING FOR POSITIONS WILL THINK, OH, IT'S NO LONGER ACTIVE.
