[00:00:02]
NEXT ON THE AGENDA IS THE AHEAD AND. ARE YOU THE ONLY ONE ON THE LIST DIANA? OK. THANK YOU.
WE'LL GIVE YOU SPECIAL DISPENSATION FOR ALL YOU'VE DONE FOR THE DISTRICT.
[3. LAND ACKNOWLEDGEMENT-6:33 pm]
ACTUALLY THERE IS ONE PERSON NEXT AFTER ME.I'M THE FOUNDER OF THE TEACHERS OF COLOR FOUNDATION AND ALSO A FORMER EDMONDS SCHOOL BOARD MEMBER.
THE TEACHERS OF COLOR FOUNDATION IS A JUST FOR THOSE OF YOU THAT DON'T KNOW, IT'S ACTUALLY A PROGRAM WHERE IT'S KIND OF LOOSELY CALLED THE GROW YOUR OWN PROGRAM, WHERE WE GIVE OPPORTUNITIES FOR PARA EDUCATORS AND OTHER CLASSIFIED STAFF TO BECOME CERTIFICATED TEACHERS AND THEY DO GO AND TEACH IN HIGH NEEDS AREAS LIKE SPECIAL ED AND ELL PROGRAMS.
[4. FLAG SALUTE-6:35 pm]
THE TEACHERS OF COLOR FOUNDATION WAS STARTED IN 2016 AND IT IS ONLY IN THE EDMONDS SCHOOL DISTRICT.THERE'S ONLY ONE PROGRAM LIKE THIS IN THE UNITED STATES, AND IT'S RIGHT HERE.
SO WE HAD SOME REALLY GREAT NEWS THAT I WANTED TO HIGHLIGHT.
ONE OF OUR VERY FIRST SCHOLARS, HER NAME IS JUSTINE LOCKE.
[5. APPROVAL OF AGENDA-6:37 pm]
LEADERSHIP AT THE DANFORTH SCHOOL.SHE WAS ACTUALLY SELECTED TO GIVE A COMMENCEMENT SPEECH, AND SHE IS INSPIRING AND INSPIRING EVERYBODY EVERY DAY FOR WHAT SHE'S DONE. AND IT ALSO HELPS TO HIGHLIGHT WHAT IS POSSIBLE WHEN YOU GIVE PEOPLE AN OPPORTUNITY.
SO PLEASE CHECK IT OUT ON YOUR YOUTUBE CHANNEL THAT IT WAS JUST POSTED AND YOU CAN WATCH HER SPEECH.
SO SINCE 2016, WE'VE ACTUALLY ALMOST EVERY YEAR WE'VE ADDED MORE COHORTS TO THE TO THE MIX.
AND RIGHT NOW WE HAVE 16 SCHOLARS AND NINE OF THOSE ARE MALES JUST LIKE OUR NAME SOUNDS.
[6. SCHOOL PRESENTATIONS 6:40 pm]
IT'S TEACHER DIVERSITY.AND THIS AUGUST, WE'RE ACTUALLY CELEBRATING SEVEN GRADUATES WHO ARE IN THEIR FIRST YEAR OF TEACHING AND BEING SUCCESSFUL IN THEIR CLASSROOMS. SO THE TEACHERS OF COLOR FOUNDATION BEGAN AS A THREE WAY PARTNERSHIP BETWEEN HAZEL MILLER FOUNDATION, WHO CONTINUES TO GIVE $60,000 A YEAR FOR SCHOLARSHIPS FOR THIS PROGRAM, THE EDMOND SCHOOL DISTRICT.
THEIR COMMITMENT TO THIS PROGRAM WAS A HR POSITION CALLED THE TEACHING EDUCATION ADVANCEMENT COORDINATOR AND THE TEACHERS OF COLOR FOUNDATION WAS THE THIRD IN THIS RUNG. AND WE DECIDED WE OUR COMMITMENT WAS TO FORM A 50 1C3 SO THAT WE COULD DO THE FUNDRAISING FOR IT.
SO THAT WAS HOW THE PROGRAM IS SUPPOSED TO WORK.
AND FRANKLY, IT'S NOT SOMETHING THAT ME AS A VOLUNTEER HAS THE SKILLS TO DO.
SO I URGE THE SCHOOL BOARD TO, NUMBER ONE, COMMIT TO CONTINUING TO HIRE FOR THIS POSITION TO FIND THE FUNDS. I KNOW IT'S BUDGET TIME AND I KNOW HOW THE BUDGETS WORK AND I KNOW YOU'RE STARTING TO DISCUSS THEM.
SO PLEASE KEEP THIS POSITION IN YOUR FRONT SITE.
COMMIT TO TEACHER DIVERSITY AND RETENTION AND MENTORING EFFORTS.
YOU KNOW, WE STARTED THIS WORK WAY BEFORE 2011 WHEN I BEGAN ON THE SCHOOL BOARD.
WE'VE COME A LONG WAY AND PLEASE DON'T GO BACKWARDS.
HELP US KEEP OUR SCHOLARS DOING THE GOOD WORK.
THANK YOU. AND I ALSO WANT TO LEAVE THESE FOR DR.
BALDERAS. HE SERVED ON OUR BOARD AND I'VE NEVER MET YOU IN PERSON.
AND THANK YOU FOR NOT ONLY EVERYTHING YOU'VE DONE WHILE YOU WERE ON THE SCHOOL BOARD, BUT WHAT YOU'RE DOING FOR OUR EDUCATORS OF COLOR FOUNDATION AND ALSO FOR THE HAZEL MILLER FOUNDATION. IT'S APPRECIATED.
IS THERE ONE MORE PERSON SIGNED UP? OKAY. HEATHER.
[00:05:17]
SO I'M HEATHER WILLIAMS. I'M A NEW ITINERANT PE TEACHER WHERE I WORK IN THREE DIFFERENT SCHOOLS CURRENTLY, AND I'M HERE TO SPEAK ON THE IMPACT OF THE NON-EXISTENT TOSA THIS YEAR AND THE PROPOSED REDUCTION NEXT YEAR.AT 8.2, I'M A NEW TEACHER AND THE SUPPORT THAT JENNY MCEWAN AND JENNY HERSHEY GAVE ME MY FIRST YEAR THREE YEARS AGO WAS INVALUABLE.
IN MY FIRST YEAR AS A PE TEACHER, SHE ALSO HELPED ME THROUGH MY FIRST OBSERVATION AND GROWTH GOALS.
ONLY AFTER OR ONLY HAVING ONE PERSON FOR 4 HOURS A WEEK IS NOT SERVING THE NEEDS OF THE STUDENTS AS THE QUALITY OF THE LESSONS ARE IMPACTED WHEN WE CAN'T ACCESS OUR COACHES AND KNOWLEDGEABLE INDIVIDUALS.
ALSO, AS A NEW PE TEACHER, THE PROFESSIONAL DEVELOPMENT OPPORTUNITIES THEY PLANNED WERE ESSENTIAL.
WITHOUT COACHES AND TOSA OUR PROFESSIONAL DEVELOPMENT IS VERY LACKING AND SEVERELY REDUCED.
THIS DOES NOT GIVE US THE OPPORTUNITY TO LEARN NEW LESSONS AND GAMES TO IMPLEMENT WITH OUR STUDENTS.
THEREFORE, OUR ACTIVITIES BECOME STALE WITHOUT TOSSES.
WE ARE A SHIP, WITHOUT A RUDDER, WITHOUT A PLANE, WITHOUT A PILOT.
AND I URGE YOU TO FUND THE TOSA PHYSICIAN FOR P.E.
AND HEALTH FOR A WAY MORE THAN 0.2 AND AT LEAST BRING IT BACK TO WHAT IT WAS LAST YEAR.
NEXT ON THE AGENDA IS THE STATUS REPORT FOR THE DISTRICT.
SENIOR STAFF TO COME UP AS WELL AS WE BEGIN THE REPORT.
THANK YOU. WELL, I'LL START OFF BY REALLY THANKING [INAUDIBLE] FOR THERE FOR BEING HERE AND REALLY JUST WANT TO GIVE KUDOS TO JUSTINE LOCK, WHO IS ALSO GOING TO BE OUR THE ASSISTANT PRINCIPAL AT LYNWOOD HIGH SCHOOL NEXT YEAR, FULL TIME PERMANENTLY.
SO AS SHE MOVES UP THE RANKS AND SHE WANTS TO.
WHEN TALKING TO HER, I THINK SHE WANTS TO BE SECRETARY OF ED.
AND AND I THINK SHE'S A PERSON THAT CAN DO WHATEVER SHE WANTS TO DO.
SHE'S THAT TALENTED BUT REALLY, REALLY WANTED TO.
KUDOS TO JUSTINE IN TERMS OF SHE'S AT EDMONDS GRAD AS WELL.
SO SHE'S A LOCAL KID, WENT THROUGH OUR SYSTEM AND MOVED UP THE PIPELINE FROM, AS DANA SAID.
MEADOW DALE. MEADOW DALE ALL THE WAY THROUGH.
AND IT WILL BE IN OUR SYSTEM HOPEFULLY FOR A LONG, LONG TIME.
I TOLD YOU THAT WHEN I FIRST TALKED TO YOU VIA ZOOM, WHEN THESE LITTLE ZOOM MEETINGS WENT IT SCREENS IS AND THAT'S SOMETHING THAT'S REALLY SPECIAL BECAUSE AGAIN, THAT'S A IT'S A MODEL THAT SHOULD BE REPLICATED ACROSS THE COUNTRY.
AND WHEN I SPEAK AND I SPEAK ACROSS THE COUNTRY, OFTEN IS I MENTION THE TEACHERS OF COLOR FOUNDATION BECAUSE IT IS SUCH A SPECIAL FOUNDATION THAT'S REALLY SPECIFIC TO MEET THE NEEDS OF A SPECIFIC POPULATION.
SO HERE WE'RE 56% OF OUR KIDS ARE KIDS FROM DIVERSE BACKGROUNDS.
WE HAVE 100, ALMOST 130 LANGUAGES SPOKEN IN OUR SYSTEM.
AND I WALK CLASSROOMS WITH BOARD MEMBERS ALL THE TIME.
WE SEE THAT. AND THAT'S WHAT'S SPECIAL ABOUT EDMONDS.
AND BECAUSE THAT'S REALLY THE FUTURE OF OF OUR AREA AND OUR REGION.
AND BUT WE NEED PEOPLE THAT ARE REPRESENTATIVE OF OUR KIDS.
SO THANK YOU FOR THE WORK AND LOOK FORWARD TO REPLICATING THIS WHEREVER I GO.
AND BECAUSE I DO SPEAK ABOUT IT A LOT, I THINK IT'S A REALLY SPECIAL THING.
SO AGAIN, BUT REALLY THIS IS ABOUT JUSTINE AND HER COMMENCEMENT AND WE ACTUALLY SAW THAT IT WAS FORWARDED TO ME, I THINK BY ANDY NOFZIGER OVER THE WEEKEND. IT WAS PRETTY IT'S PRETTY POWERFUL.
SO I REALLY URGE THE BOARD IN THE COMMUNITY TO REALLY GO ON THE YOUTUBE, LIVE HARMONIES ON YOUTUBE.
YEP. AND IT REALLY HEAR THE SPEECH BECAUSE IT'S PRETTY POWERFUL.
THANK YOU. NEXT SLIDE, PLEASE.
JUST WANT TO SPEAK BRIEFLY ABOUT GRADUATIONS.
WE GOT OUR FIRST GRADUATION IN THE BOOKS ON JUNE 3RD.
[00:10:07]
AND THEN WE HAVE FRIDAY NIGHT IS LYNWOOD HIGH SCHOOL AND THEN WE HAVE TWO ON SATURDAY MORNING TERRACE AND EDMONDS WOODWAY.IF ANY OF YOU HAVE ANY CONNECTIONS IN THE WEATHER DEPARTMENT, ANYTHING YOU CAN DO TO ENSURE THAT MAYBE WE GET A LITTLE BIT OF DRY STRETCH IN THERE THIS WEEKEND WOULD BE MUCH APPRECIATED. BUT RAIN OR SHINE, WE WILL BE ON AT EDMONDS STADIUM.
WE'RE SO EXCITED TO SAY CONGRATULATIONS TO THE CLASS OF 2022.
SO WE'LL LOOK FORWARD TO SEEING YOU ALL THERE.
GOOD EVENING. BOARD OF DIRECTORS.
WE JUST WANTED TO CELEBRATE THAT.
AND IT'S ALLOWED FOR OUR STUDENTS AND FAMILIES IN NEED TO HAVE FREE EYE EXAMS. OVER THE COURSE OF THE LAST ABOUT THE LAST YEAR, WE'VE SPENT ABOUT 4000 OF THE $10,000 ON FREE EYE EXAMS AND THE HARDWARE FOR THOSE.
AND WE HAVE REPORTS FROM OUR BUILDINGS THAT STUDENTS WHO PROBABLY NEEDED GLASSES AND AND OTHER THINGS LONG AGO ARE FINALLY ABLE TO GET TO GET IN AND ACCESS THIS.
SO THANK YOU TO MARI MARANO BIANCA, WHO COORDINATED THAT AND FOUNDRY TEN WHO DONATED IT.
AND WE WILL WE WILL WORK TO ONCE THIS GRANT IS IS GONE, WE WILL WORK TO CONTINUE TO DO THIS.
THIS IS A REALLY IMPORTANT RESOURCE FOR OUR STUDENTS AND FAMILIES.
NEXT SLIDE AND ONTO OUR DISTRICT HEALTH UPDATE.
SO IT'S IMPORTANT TO KNOW THAT SNOHOMISH COUNTY HEALTH IS TRANSITIONING A LITTLE BIT.
THEY ARE NOW GOING TO BE ENCOMPASSED BY THE ACTUALLY BY THE COUNTY.
THEY WERE ONE OF TWO IN THE STATE THAT WERE THEIR OWN HEALTH DIVISION.
AND I THINK THAT COVID HAS BEEN A BIT EXHAUSTING AND THEY'VE DECIDED TO BECOME A COUNTY ENTITY.
THERE IS A REDUCTION IN FUNDING THAT WILL HAPPEN.
THEY'VE HAD A SCHOOLS TEAM, COVID SCHOOLS TEAM, AND THAT WILL STOP ON JULY 1ST.
WE STILL DO REPORT ALL THE CASES THAT WE RECEIVE KNOWLEDGE OF, EITHER FROM PEOPLE TELLING US THAT THEY HAVE COVID OR REPORTING THAT THEY'RE STUDENTS OR THAT THEIR CHILD HAS COVID OR THE POSITIVE CASES THAT WE HAVE FROM THE TESTING IN OUR BUILDINGS.
SO WE'RE STILL REQUIRED TO REPORT THOSE.
BUT DR. KATIMS AND I WERE HAVING A CONVERSATION A FEW HOURS AGO HOW WE DO KNOW THAT THE REPORTING, IT'S UNDERREPORTED BECAUSE THERE'S SO MANY CASES THAT ARE JUST BEING DONE WITH RAPID TESTS AND THINGS LIKE THAT AT HOME.
THANK YOU. THE SNOHOMISH COUNTY HEALTH DISTRICT UPDATE.
SO THOSE NUMBERS AT 251 PER 100,000.
NOW WHEN A FEW MONTHS AGO THAT WOULD HAVE LOOKED MORE LIKE 500 PER 100,000.
THE POSITIVITY RATE IS UP FOR THE TESTS THAT ARE BEING TAKEN TO 14.5%.
WE HAVE ABOUT 9% OF HOSPITAL BEDS THAT ARE STILL BEING OCCUPIED BY COVID 19 PATIENTS.
YOU'RE HEARING ABOUT THAT AS MUCH IN THE NEWS.
70 TO 80% OF THE RAPID TESTS ARE NOT CAPTURED BY THE SYSTEM, WHICH IS WHAT I JUST SPOKE TO.
SCHOOL DISTRICTS IN THE SOUTH END, WHICH IS US OF THE COUNTY, ARE EXPERIENCING HIGHER NUMBERS.
AGAIN, RECOMMENDING PEOPLE STAY HOME WHEN THEY'RE SICK OR THEY HAVE ANY SYMPTOMS AND RECOMMEND MASKING, ESPECIALLY IF THERE'S IF YOU KNOW THAT YOU HAVE BEEN EXPOSED OR IF YOU'VE HAD IF YOU HAVE OR IN IN A IN SOME OF OUR SCHOOLS, WE ARE DOING SOME RECOMMENDATIONS OF MASKING WHEN WE FIND SOME CLUSTERS OF HIGH CASES.
THERE'S SOME INFORMATION THERE ABOUT THE VARIANT THAT IS STILL THE OMICRON VARIANT.
SO THE BA TWO, THE BA TWO ONE, 2.1, ALL OF THOSE VARIANTS ARE STILL THE OMICRON VARIANT.
IT HASN'T CHANGED YET, BUT IT MAY.
THAT'S EDMONDS SCHOOL DISTRICT UPDATE.
WE THOUGHT AT ONE POINT THAT WE MIGHT NOT HAVE TO HAVE THAT.
WE ARE DEFINITELY GOING TO NEED TO HAVE HEALTH SCREENERS.
THEY PROVIDE SUPPORT TO CONTAINMENT SPACES FOR STUDENTS OR STAFF WHO ARE SYMPTOMATIC, AND THEN THEY ALSO DO A NUMBER OF OTHER THINGS IN OUR BUILDINGS AND WE REALLY APPRECIATE THEIR WORK. SO WE ARE GOING TO HAVE THOSE THAT STAFF AVAILABLE AT ALL OF OUR SCHOOL BUILDINGS AGAIN FOR NEXT YEAR.
AND THEN THERE'S THE GRAPH THAT'S ON OUR DISTRICT WEBSITE, THAT'S OUR COVID DASHBOARD.
AND YOU CONTINUE TO SEE THAT WE STILL HAVE SOME CASES.
JUST TODAY, WE HAD 78 CASES IN DISTRICT.
NEXT SLIDE. AND THEN SPECIFICALLY TO THE DISTRICT.
[00:15:04]
IN THE LAST 14 DAYS, WE'VE HAD 502 CASES.90% OF THOSE HAVE RESULTED IN SOME POSITIVITY THERE.
WITH CLASSROOMS EXHIBITING THOSE HIGHER COVID CASES AND THOSE KIND OF THINGS.
WE HAVE NOT MOVED TO REMOTE LEARNING.
WE HAVE MOVED TO MASK MANDATES IN SOME OF OUR CLASSES JUST TO KEEP THOSE OUTBREAKS UNDER WRAPS.
AND WE CURRENTLY HAVE TWO CLASSROOMS UNDER THAT STATUS.
SO THANK YOU FOR I THINK THAT'S IT.
AGAIN, WANT TO JUST MAKE SURE THAT BOARDS ARE WHERE WE'RE ON FOR GRADUATIONS.
SCHWAB MENTIONED RAIN OR SHINE.
WE ARE ON FOR GRADUATIONS AND IT IS THE FUNNEST PART OF THE YEAR FOR ALL OF US.
IT'S ALWAYS FUN, BUT TO SEE THE KIDS GRADUATE AND COME ACROSS AND ALSO SEEING HOW MANY KIDS ACTUALLY GRADUATE WITH WITH THEIR AA DEGREES FROM OUR SCHOOL DISTRICT IS PRETTY IMPRESSIVE IN TERMS OF WHEN THE KIDS STAND UP.
AND WITH THE DUAL ENROLLMENT, IT'S ACTUALLY PRETTY, PRETTY IMPRESSIVE.
SO WANT TO THANK THE THE BOARD FOR THAT.
QUICKLY WANT TO JUST TALK ABOUT AS WE WRAP UP THE ISSUE OF SAFETY IS SOMETHING THAT'S TOP OF MIND, ESPECIALLY SINCE WE'VE HAD SO MUCH TRAGEDY ACROSS THE UNITED STATES.
AND THAT'S SOMETHING THAT WE'RE HOPING IT'S LATE IN THE YEAR, BUT WE'RE GOING TO WE'RE GOING TO HAVE A COMMUNITY MEETING IN THE FALL, EARLY IN THE FALL, HOPEFULLY AUGUST OR SEPTEMBER, WHERE WE BRING IN LAW ENFORCEMENT.
AND WE HAD THIS BEFORE IN OUR SYSTEM TO REALLY HAVE THE COMMUNITY UNDERSTAND WHAT WE DO IN TERMS OF SAFETY FOR OUR KIDS AND STAFF IN OUR BUILDINGS. AND IT'S SOMETHING THAT GREG SCHWAB'S IN CHARGE OF OVERSEES US WITH WITH LANE ERDMAN BUT WE'RE IN CONSTANT CONTACT WITH LAW ENFORCEMENT AND SAFETY MEANS DIFFERENT THINGS.
YOU HAVE YOUR YOUR THREAT ASSESSMENT, YOU HAVE YOUR SCHOOL COUNSELORS.
AND THOSE SCHOOLS, SUMMER'S COMING.
BUT THIS IS SOMETHING THAT WE WILL BE PLANNING FOR, FOR THE BOARD.
BUT ALSO, I KNOW THAT IN SPEAKING TO CHIEF BENNETT FROM EDMONDS PD, VERY MUCH AWARE THAT THEY'RE ALSO TRYING TO TAKE MORE OF A LEAD IN TERMS OF COMMUNITY OUTREACH, IN TERMS OF WHAT SAFETY LOOKS LIKE AND WORKING WITH OTHER JURISDICTIONS.
AGAIN, EDMONDS SCHOOL DISTRICT IS PART OF FIVE MUNICIPALITIES, FIVE JURISDICTIONS.
SO IN EDMONDS PD'S ONE LINWOOD AND OTHER MOUNT LAKE TERRACE, WE HAVE SNOHOMISH COUNTY, LYNWOOD, OF COURSE, BUT IT'S JUST MAKING SURE THAT WE ARE AS CONSISTENT AS WE CAN IN TERMS OF OUR RESPONSE. SO THAT'S SOMETHING THAT WE'LL THAT WE'LL BRING TO THE BOARD.
BUT ALSO I WILL PROVIDE SOME MORE INFORMATION, A FRIDAY MEMO IN TERMS OF WHAT WE DO PROVIDE.
I THINK LANE ERDMAN HAS BEEN DOING A REALLY NICE JOB ANSWERING COMMUNITY QUESTIONS AND MAYBE WE CAN PUBLICIZE THAT A LITTLE BIT BROADLY MORE ON OUR WEBSITE AS WELL, SO PEOPLE CAN ACTUALLY SEE EXACTLY WHAT WE DO.
SO I'LL WORK ON THAT WITH OUR COMMUNICATIONS PEOPLE.
AND I WANT TO THANK LANE ERDMAN, BECAUSE HE'S GIVEN US A LOT OF INFORMATION THAT THE BOARD HAS BEEN ABLE TO SHARE WITH THOSE WHO'VE WRITTEN TO US IN TERMS OF A VERY LONG, DETAILED LIST OF INITIATIVES THAT HAVE BEEN DONE, ARE BEING DONE AND ARE PLANNED ACROSS THE DISTRICT IN TERMS OF SAFETY.
[7. CELEBRATON 7:00 pm]
NEXT ON THE AGENDA IS OUR BUDGET UPDATE.AND I THINK CHRIS COULSON IS GOING TO BE HERE STANDING IN FOR LYDIA.
AND CHRIS, THE BOARD IS GRADED YOU.
I DON'T KNOW IF YOU KNEW THAT. SO THANK YOU.
ALL RIGHT. WELL, HELLO, EVERYBODY, AND THANK YOU FOR HAVING ME.
SO WHAT WE'RE LOOKING AT TODAY IS THE RESULTS AS OF APRIL 30TH.
SO LOOKING AT THE FIRST PAGE, WHAT WE'VE GOT HERE IS THE FUND SUMMARY.
QUICK REMINDER ON WHAT WE'RE LOOKING AT HERE.
[00:20:01]
EMPLOYEE CONTRACTS, OPEN POS, THAT TYPE OF THING.AND THEY'RE THEY'RE PRETTY MUCH TRENDING WITH THE POINT IN THE YEAR EXPENDITURES ALSO TRACKING ABOUT EVEN WITH OUR EXPECTATIONS AND PRETTY CONSISTENT WITH THE PRIOR YEAR AS WELL.
LOOKING AT ASB, WE'RE ACTUALLY SEEING QUITE A BIT OF INCREASED ACTIVITY OVER THE PRIOR YEAR.
WE'RE STILL NOT QUITE BACK TO THE PRE-PANDEMIC LEVELS, THOUGH.
ON THE REVENUE SIDE, WE'RE SEEING A BIG UPTICK OVER LAST YEAR.
APRIL PROPERTY TAX COLLECTIONS DID REPRESENT THE FIRST COLLECTION OF THE 2021 CAPITAL PROJECTS LEVY.
SO THAT'S A BIG REASON WE'RE SEEING AN INCREASE IN REVENUES THERE.
NOTHING MUCH TO MENTION ON THE DEBT SERVICE FUND AS FAR AS TRANSPORTATION VEHICLES OR TRANSPORTATION VEHICLE FUND, PRETTY MUCH CONSISTENT WITH THE SAME POINT THAT WE WERE AT LAST YEAR. DO YOU REMEMBER THAT WHILE THE REVENUES LOOK LOW, THE DEPRECIATION PAYMENT COMES IN FROM OSPI IN AUGUST, SO YOU'LL SEE A BIG JUMP THEN.
SO NEXT, THE GENERAL FUND FINANCIAL SUMMARY.
WE'RE LOOKING AT REVENUES AND EXPENDITURES KIND OF ORGANIZED BY CATEGORY HERE.
I WON'T GO THROUGH EVERY SINGLE LINE BUT LOCAL TAXES.
AGAIN, LIKE I MENTIONED, APRIL WAS OUR BIGGEST PROPERTY TAX COLLECTION MONTH OF THE YEAR.
LET'S SEE, LOOKING AT FEDERAL GENERAL PURPOSE.
TYPICALLY THAT'S JUST OUR FEDERAL FOREST REVENUE, BUT LOOKING AT AND WHICH IS AROUND 50,000 ISH, LAST YEAR WAS A LITTLE BIT HIGH BECAUSE WE HAD FEMA GRANT FUNDING.
I BELIEVE IT'S ABOUT $27,000 THAT'S COVERING AIR PURIFIERS.
SO LOTS OF TRAVEL ACTIVITY, RAMPING UP CAPITAL OUTLAY.
WE'RE A LITTLE BIT HIGHER AS OPPOSED TO THIS POINT.
LAST YEAR THERE WERE SOME A LOT OF VEHICLES PURCHASED FOR MAINTENANCE, FOOD SERVICE.
SO LOOKING AT THE GENERAL FUND REVENUES, TOTAL REVENUES, LOCAL, STATE AND FEDERAL, TOTAL, LOCAL AND STATE WERE PRETTY MUCH ON TRACK WITH OUR EXPECTATIONS.
WE'RE A LITTLE ON THE LOW SIDE FOR THE FEDERAL, AND THAT'S PRIMARILY DUE TO THE FACT THAT WE'RE STILL CATCHING UP ON OUR ESSER CLAIMS. SO WE WILL SEE THAT RAMP UP OVER THE REMAINDER OF THE YEAR.
LOOKING AT GENERAL FUND EXPENDITURES, PRETTY MUCH EVERYTHING HERE IS AS EXPECTED.
THE ONE THING I JUST DID WANT TO NOTE, LOOKING AT THE GREEN ARC AT THE TOP THERE, THAT'S SHOWING OUR PROJECTED FUND BALANCE PERCENTAGE AS A TOTAL AS TOTAL FUND BALANCE AS A PERCENTAGE OF EXPENDITURE THAT IS SHOWING 6.82, DO REMEMBER THAT'S TOTAL FUND BALANCE? WE'RE EXPECTING OUR UNASSIGNED FUND BALANCE, WHICH IS THE MEASURE THAT WE'RE ALWAYS LOOKING FOR, THAT 4%.
THAT'S ABOUT WHERE WE'RE ANTICIPATING IT TO BE AT THE END OF THIS YEAR, RIGHT AROUND 4%.
ALL RIGHT. SO LOOKING AT OUR MONTH END BALANCES, SO THE FIRST THING TO NOTE, IF YOU LOOK BETWEEN MARCH AND APRIL, THERE'S A BIG SPIKE GOING FROM 15K, SORRY 15 MILLION UP TO 31 MILLION.
AGAIN, APRIL PROPERTY TAX COLLECTIONS.
SO IT HAPPENS EVERY YEAR THE BIG SPIKE.
SO NOT A MATERIAL CHANGE THERE.
ALL RIGHT. NEXT, LOOKING AT THE ENROLLMENT, WHAT YOU CAN SEE.
SO THE CURRENT YEAR, WE'RE LOOKING AT THE BLUE HORIZONTAL LINE.
AND WHEN YOU TAKE A LOOK AT THAT, YOU CAN SEE THAT WE'RE AFTER THE PINK LINE, WHICH IS TRENDING DOWN THROUGHOUT THE YEAR WAS WAS 2021.
THIS YEAR, WE'RE MORE BACK TO A NORMAL DISTRIBUTION THROUGHOUT THE YEAR.
[00:25:03]
SO LOW IN SEPTEMBER CLIMBING AND PRETTY MUCH MAINTAINING THROUGHOUT THE REMAINDER OF THE YEAR.SO IT'S GOOD TO SEE A MORE NORMAL TREND AFTER LAST YEAR.
SO THE NEXT FIVE PAGES ARE PRETTY MUCH WHAT ALL GETS SUMMARIZED ON TO THE FUN SUMMARIES ON PAGE ONE.
SO NOTHING MORE TO REALLY COVER THERE.
LET ME ASK IF MY BOARD COLLEAGUES HAVE ANY QUESTIONS.
ALL RIGHT. EVERYBODY LOOKS GOOD.
SO NEXT ON THE AGENDA IS NEW BUSINESS.
THE FIRST ITEM IS THE SINGLE READING OF THE ELECTION OF OUR INTERIM SUPERINTENDENT, DR.
REBECCA MINER, AND OUR APPROVAL OF HER CONTRACT.
DO I HEAR A MOTION TO APPROVE? MOTION TO APPROVE? IS THERE A SECOND? WITH HER SECOND.
THANK YOU. IT'S BEEN MOVED AND SECONDED TO APPROVE DR.
MINER AS THE INTERIM SUPERINTENDENT FOR THIS COMING SCHOOL YEAR.
IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A ROLL CALL VOTE.
AND THE CONTRACT FOR DOCTOR MINOR IS APPROVED.
IS THERE ANY DISCUSSION? BUT JUST ON THIS POLICY AT THE BOTTOM, IT'S THIS IS A NEW POLICY THAT WE'RE CONSIDERING.
AND IT SAYS MANAGEMENT RESOURCES ON THE OCTOBER OF 2015.
IT WAS BROUGHT FORWARD A FEW YEARS BACK, A TABLED AND DO WE WANT TO REVISIT IT AGAIN? SO THE BOARD NEVER ADOPTED THIS POLICY.
THE BOARD LOOKED AT IT AT THAT TIME.
THAT'S WHAT DURING VISIT I HAD A QUESTION ABOUT THE HOW WAS THE SELECTION MADE FOR THE NUMBER OF DAYS THAT THE PERSON WHO WANTS TO A STAFF MEMBER WHO WANTS TO PLACE A COMPLAINT HAS TO GO THROUGH THE PROCESS AND THEN EACH ONE OF THE OTHER STEPS.
I'M JUST CURIOUS BECAUSE IT'S 15 BUSINESS DAYS, THEN TEN BUSINESS DAYS AND OR CALENDAR DAYS.
SO A LOT OF IT'S STATUTORY, BUT I CAN GET THE BOARD AGAIN.
THIS IS THE FIRST READ, I BELIEVE.
SO NO ACTION AND I'LL PROVIDE MORE INFORMATION.
AND SO TYPICALLY THAT'S WHAT IT'S HAD.
BUT TO YOUR POINT ABOUT THE DIFFERENTIAL BETWEEN THE TEN, 15 AND SO FORTH NEED TO GET CLARITY IN TERMS OF THE WACC AND I'LL SEND SOMETHING TO THE BOARD, THE BROADER BOARD AND THE FRIDAY MEMO I HAVE, ALISON.
AND I'M LESS CONCERNED REALLY ABOUT THE DIFFERENTIAL AS TO THE LEVEL.
IT SEEMS KIND OF SHORT TO ME THAT THINGS HAPPEN.
AND I THINK IF SOMEONE HAS A LEVEL OF COMPLAINT THAT IS WORTHY OF BRINGING FORWARD AND THEY WANT TO TAKE IT THROUGH THE PROCESS, TO HAVE A VERY TIGHT TIMELINE MIGHT BE NOT AS SUPPORTIVE.
IT'S DIFFICULT TO DO A THOROUGH INVESTIGATION.
SO A LOT OF TIMES WE WE HAVE TO ASK FOR AN EXTENSION.
AND OTHER AGAIN, IN OTHER STATES, IT'S NOT MUCH DIFFERENT.
IT'S JUST MAKING SURE THAT WE DO IT RIGHT.
BUT THAT'S ONE OF THE THINGS THAT THAT REALLY PRESSES SCHOOL SYSTEMS. I JUST SAID IT'S GOING TO PRESS SCHOOL SYSTEM WITH REGARDS TO HOW QUICKLY YOU CAN TURN AROUND AN INVESTIGATION AND DO IT THOROUGHLY, BECAUSE THERE ARE SOME THAT WE CAN'T ACCOMPLISH IN THAT PERIOD OF TIME, IF IT'S PRETTY, IF IT'S AN EXTENSIVE INVESTIGATION.
AND AND I'D BE CURIOUS ALSO TO KNOW WHAT OTHER DISTRICTS HAVE IN PLACE.
I'M WONDERING IF ANY OF YOU HAVE ANY COMMENTS OR FEELINGS ABOUT THAT.
AND AGAIN, THE REASON FOR THIS IS TO REALLY GET CLARITY IN TERMS OF HOW COMPLAINTS ARE PROCESSED.
AND THERE'S ALWAYS COMPLAINTS THAT CAN GO FORWARD.
FOR EXAMPLE, IF THERE'S SOMETHING THAT A STAFF MEMBER FEELS IS BEING VIOLATED BASED ON THE YOU, THE THE TEACHER, THE CONTRACT, YOUR TEACHERS CONTRACT, ANY OF THE WE HAVE 13 CONTRACTS.
[00:30:01]
SO ANY OF THE CONTRACTS IS A THERE'S THERE'S INTERNAL PROCESS FOR THAT AS WELL.BUT ALSO, IF PEOPLE FEEL THAT THEY'RE BEING DISCRIMINATED AGAINST OR THERE'S SOMETHING THAT THAT THEY'RE BEING VIOLATED WITH, THAT'S THAT'S ANOTHER WAY TO TO, AGAIN, MOVE FORWARD WITH THE WITH A COMPLAINT AS WELL, BECAUSE IT'S MORE OF A COMPLAINT AGAINST THEMSELVES AS PEOPLE.
IT'S SOMETHING THAT OUR HUMAN RESOURCE DEPARTMENT ACTUALLY FOLLOWS THROUGH ON.
EVERY ONE OF OUR PROGRAMS, WE DON'T HAVE ANY PROGRAMS AT THE DISTRICT OFFICE.
SO EVERY SCHOOL, EVERY PROGRAM IS IN A BUILDING.
SO THERE'S ISSUES HAPPENING IN BUILDINGS.
WE NEED TO WORK WITH OUR BUILDING PRINCIPALS WHO ARE IN CHARGE OF THEIR BUILDINGS TO ENSURE THAT IF THERE'S ANY HOSTILE WORK ENVIRONMENT, AS YOU HEARD TONIGHT, WE NEED TO ADDRESS THAT. BUT AGAIN, THAT'S NOT HAPPENING HERE AT THE DISTRICT OFFICE BECAUSE THERE ARE NO KIDS HERE.
SO THINKING ABOUT THE TIMELINE OF BRINGING THIS BACK FOR A SECOND READ AND A VOTE, WILL THERE BE TIME BETWEEN NOW AND THE NEXT MEETING FOR US TO HEAR THE ANSWERS TO THESE QUESTIONS? I HAVE MY MY BEST PI ON THE JOB LOOKING AT IT RIGHT HERE SO SHE CAN FIND ANYTHING QUICKLY.
SO. OKAY, ANY OTHER COMMENTS ON THAT? OKAY. SO NEXT IS A FIRST READING WITH NO ACTION OF POLICY 2402 WHICH IS AN ENGLISH LANGUAGE ARTS MASTERY BASED CREDIT.
AND ACTUALLY ALL THE NEXT ONES ARE THE SAME VERSION WITH SOME VARIATIONS DEPENDING ON THE SUBJECT AREA, BUT ALL GETTING AT THE CONCEPT OF MASTERY BASED CREDIT, IT LOOKS LIKE GREG IS HERE TO GIVE US SOME BACKGROUND.
I'M JUST HERE TO ANSWER QUESTIONS.
OKAY, GREAT. SO I DID WANT TO SHARE.
I DID. SINCE WE HAD A STUDY SESSION ON THIS TOPIC, I DID GET IN AND WAS ABLE TO DO SOME OF THE REVISIONS THAT I THINK HAVE ADDRESSED SOME OF THE QUESTIONS THAT CAME UP THROUGH THE STUDY SESSION. BUT I WANTED TO JUST BE AVAILABLE AS YOU GO THROUGH TO SEE IF YOU HAD ANY FURTHER QUESTIONS.
AND WHAT I'M GOING TO SUGGEST FOR US, SINCE THIS IS THEY'RE ALL BASICALLY THE SAME, IS TO ALLOW DISCUSSION ACROSS ALL THE SUBJECT AREAS IN TERMS OF THESE POLICIES AND WHERE THERE ARE DIFFERENCES BY SUBJECT AREA, YOU KNOW, MAKING THOSE COMMENTS AS YOU WOULD LIKE.
SO IS THERE ANY DISCUSSION ON THIS? I IMAGINE THERE IS SOME DISCUSSION.
WHAT DISCUSSION IS THERE ON THIS TOPIC? WELL, IT LOOKS LIKE YOU'VE KIND OF PARED THEM DOWN TO SORT OF THEIR ESSENCE.
AND I THINK THE BOARD WAS NOT GOING TO SPEAK FOR THE WHOLE BOARD.
I WILL SUPPORT THIS DIRECTION.
I THINK THAT STUDENTS SHOULD, IF POSSIBLE, BE ABLE TO GET CREDIT FOR MASTERY.
I'LL BE INTERESTED TO SEE THE PROCESS AS IT UNFOLDS.
IN TERMS OF WHAT THAT LOOKS LIKE, HOW CAN THEY GET IT AND MAKING SURE THAT STUDENTS MASTER THOSE COURSES BUT AT THE SAME TIME NOT PUTTING UP ROADBLOCKS THAT ARE UNNECESSARY.
[8. SUPERINTENDENT REPORT-7:00 pm]
SO THAT'S REALLY THE ONLY COMMENT I WANTED TO MAKE BASED ON WHAT I'M SEEING OTHER COMMENTS.THIS LOOKS PRETTY CONCISE TO ME, I'M ASSUMING.
WAS THERE ANYTHING ELSE THAT THE WORK GROUP ON MASTERY BASED LEARNING SUGGESTED THAT WE COULD CONDENSE IN YOUR OR I KNOW IT'S THE WORK AS IT EXISTS RIGHT NOW. YOU'RE LOOKING AT THEM.
BUT I THINK IS ONE OF THE QUESTIONS I HAD ANSWERED FOR DR.
KATIMS WAS TO WHAT EXTENT HAVE TEACHERS BEEN INVOLVED? AND THAT'S REALLY THE NEXT STEP IS TO REALLY FORM A WORKGROUP NEXT YEAR TO DEVELOP THE PROCEDURES AND REALLY CLARIFY THOSE PROCEDURES TO ENSURE THAT WE'RE ALL ON THE SAME PAGE AND THAT TEACHERS HAVE HAD A CHANCE TO LOOK AT THE PROCEDURES AND ALSO TO LOOK AT THE LIST, BECAUSE I THINK I ALSO PROVIDED A CHART THAT SHOWED THE COURSES THAT WE'RE PROPOSING FOR MASTERY BASED LEARNING CREDIT AND MAKING SURE THAT AND WE'VE SIGNIFICANTLY MODIFIED THAT FROM THE CHART WE'VE BEEN USING FOR BACK THE GRADING OVER THE LAST TWO YEARS DUE TO COVID REALLY WANTING TO MAKE SURE THAT WE HAVE COURSES THAT ARE TRULY OUR STANDARDS ALIGNED.
[00:35:02]
SO THE NEXT STEP IS REALLY THEN TO DO THE WORK OF STANDARDS ALIGNMENT.AND SO THIS BY ADOPTING THESE POLICIES, THIS THEN GIVES US THE IMPETUS TO GO OUT AND DO THAT WORK BECAUSE WE HAVE POLICY TO BACK THIS UP TO MAKE SURE THAT WE'RE WE'RE FOLLOWING THE DIRECTION OF THE BOARD WITH REGARD TO THE MASTERY BASED ACCREDITING POLICY AND FOR THE COMMUNITY THAT'S PAYING ATTENTION ONLINE, BECAUSE I KNOW WE HAVE A FEW PEOPLE THAT PAY ATTENTION ONLINE IS THE BOARD HAD A STUDY SESSION AND NOT THAT LONG AGO, ABOUT AN HOUR OR SO THAT TO REALLY GO DEEPER ON THE TOPIC.
SO THIS IS JUST THIS IS SOMETHING THE FIRST READ BUT THE BOARD HAD A ABOUT AN HOUR OR SO WITH MR. SCHWAB IN A STUDY SESSION THAT WAS ALSO OPEN TO THE PUBLIC ABOUT A COUPLE, TWO OR THREE WEEKS AGO.
SO WHAT I'D LIKE TO SAY IS I'M DEFINITELY IN FAVOR OF HAVING MASTERY BASED CREDIT AND SEE THAT AS THE BEGINNING OF A DISCUSSION ABOUT GRADING PRACTICES AS WELL. BECAUSE OUR GRADING PRACTICES DON'T NECESSARILY SUPPORT MASTERY BASED CREDIT EVEN IN THE TERMS OF GRADING.
SO I'D LIKE TO PUT THAT ON THE TABLE.
[9. APPROVAL OF MINUTES-7:05 pm]
PROCEDURES, BUT THE PROCEDURES ARE DRAFT.YES. SO I'M A LITTLE NERVOUS ABOUT HOW WHAT IF WE VOTE, LET'S SAY, AT THE NEXT MEETING TO APPROVE THESE POLICIES? WHAT DOES THAT MEAN IN TERMS OF THE PROCEDURES AND PARTICULARLY MOST OF THE MANY OF THE PROCEDURES ARE ALREADY IN PLACE.
AND THAT'S BEEN GOING ON FOR YEARS AND IT CONTINUES TO GO ON.
I KNOW THAT IN LIKE PE, IF A STUDENT DOES SOMETHING OUTSIDE OF SCHOOL, THEY CAN GET CREDIT INSTEAD AS A PE ACTIVITY THAT THEY DO.
BUT THERE ARE OTHER THINGS IN THERE THAT I THINK NEED DISCUSSION FROM TEACHERS.
I THINK IT'S VERY IMPORTANT TO GET THEM, PARTICULARLY IN TERMS OF THE BACKFILLING OF COURSES.
AND I THINK THEY'RE THE COURSES ARE VERY DIFFERENT.
[10. CONSENT AGENDA-7:10 pm]
SUMMARIZING CAUSE AND EFFECT, THE MAIN IDEA AT HIGHER LEVEL SOPHISTICATION OF READING AND COMPREHENSION.FOR MATH, THAT'S NOT THE SAME THING FOR MATH.
I'M MORE WORRIED AND IN SOCIAL STUDIES, CERTAINLY IT SEEMS TO ME THAT EACH CONTENT AREA DIFFERS FROM GRADE TO GRADE IN TERMS OF NOT THAN THE CONTENT MORE THAN THE PROCESS THAT IS THAT ENGLISH LANGUAGE ARTS.
AND SO I THINK THAT TEACHER INPUT IS ESSENTIAL AND I WORRY ABOUT SAYING VOTING ON A POLICY WHERE IT SAYS AS DESCRIBED IN THE PROCEDURES, BUT THE DRAFT PROCEDURES HAVEN'T ADDRESSED SOME OF THESE ISSUES OR HAD TEACHER INPUT.
MAYBE THE POLICY WOULD DRIVE THE PROCEDURES, AND TO YOUR POINT, YOU KNOW THAT'S THAT'S THE WEED WORK I CALL THE WEED WORK THAT THE TEACHERS WILL DO IN TERMS OF WHAT YOU JUST DESCRIBED AND GATHER TEACHER INPUT TO CREATE THE PROCEDURES THAT WE BROUGHT BACK TO THE BOARD.
I FULLY EXPECT THIS ONE IN MOST PROCEDURES ARE NOT BROUGHT TO THE BOARD FOR FOR A DEEP REVIEW.
THIS ONE WILL BE BECAUSE I KNOW THAT MR. SCHWAB BUT THEY'RE GOING TO BE DR.
SCHWAB AND WORKING ON THIS ONE AND BE BROUGHT TO THE BOARD FOR CONSIDERATION.
AND I FULLY EXPECT THIS WILL BE A STUDY SESSION WHENEVER IT IS COMPLETED.
AND DO A DEEP DIVE TO MAKE SURE THE BOARD IS FULLY AWARE AND SUPPORTIVE OF THE WORK BECAUSE IT IS TEACHER WORK AND THERE'S A PEC, A TEACHER GROUP THAT HAS NOT MET THIS YEAR THAT WILL GET TOGETHER TO WORK ON THESE ON THESE DRAFT PROCEDURES.
[11. PUBLIC COMMENTS-7:15 pm]
WORK FOR THE PROCEDURES. BUT IT DOESN'T MEAN THAT THE DRAFT PROCEDURES WILL THEN BE APPROVED OR IN PLACE.IT JUST MEANS THAT WE AS A BOARD ARE APPROVING THE CONCEPT BEHIND ABSOLUTELY CREDIT, BUT THAT THE DETAILS IN THE DEVIL AND THE DETAILS AND ALL THAT KIND OF STUFF, SO THAT WE'RE NOT APPROVING THE PROCEDURES PER SE WHEN THIS SAYS THAT.
THAT THAT'S MY CONCERN AND IT'S IN THE MINUTE AND I APPRECIATE THAT.
AND THEN A FINAL ONE BEFORE IT COMES TO THE BOARD FOR A FIRST.
[00:40:03]
ACTUALLY JUST THE AR OR THE PROCEDURES HERE JUST BE BROUGHT TO THE BOARD FOR CONSIDERATION TO MAKE SURE THAT THERE IS CLARITY AND BOARD SUPPORT.OKAY. ANY OTHER COMMENTS? GO AHEAD. I KIND OF WONDER, BASED ON WHAT YOU SAID, IF INSTEAD OF GOING STRAIGHT TO SAYING AS DESCRIBED IN THE PROCEDURES, WHICH NO, DO NOT EXIST, COULD WE SAY SOMETHING LIKE THE BOARD DIRECTS THE DISTRICT STAFF TO BLAH, BLAH, BLAH, DEVELOP PROCEDURES, SORRY, NOT BLAH BLAH BLAH BUT YOU KNOW, RIGHT TO FORM THROUGH A PROCESS.
AND, AND THEN WHEN THEY ARE DEVELOPED AND WE CAN CERTAINLY CHANGE THE WORDING.
DEFINITELY EASY ENOUGH TO MAKE THAT.
WHAT ARE THE REST DO YOU THINK OF THAT.
THANK YOU. I THINK THAT'S THAT'S A THAT ADDRESSES MY UNDERLYING CONCERN.
DOES THAT MAKE SENSE? ABSOLUTELY.
OKAY. SO THAT BASICALLY TAKES US THROUGH ALL OF THE FIRST READINGS OF THE NEW BUSINESS, CORRECT? YAY. SO NEXT ON THE AGENDA IS THE LEGISLATIVE UPDATE.
AND I'M GOING TO TURN IT OVER TO DIRECTOR CHASE.
THANK YOU, DIRECTOR KATIMS. THE LEGISLATIVE COMMITTEE MET TODAY ACTUALLY IN CONJUNCTION WITH OUR SEGMENT PULL UP MY NOTES HERE, ADVOCACY COMMITTEE TO TALK ABOUT THINGS THAT WERE COMING UP IN THE INTERIM WITH LEGISLATORS AND ANY TOPICS ACROSS THE STATE THAT FOLKS ARE HEARING ABOUT AND BASICALLY DISTILLED DOWN TO A LIST OF THINGS THAT LEGISLATORS ARE TALKING ABOUT PRIOR TO THE NEXT SESSION AND THINGS SUCH AS TRANSPORTATION FUNDING AND THE RECOGNITION THAT WE'RE NOT FUNDED PROPERLY, SCHOOL CONSTRUCTION.
IT'D BE NICE IF BONDS COULD PASS WITH 50%, BUT THAT'S NOT GOING TO BE HAPPENING THIS NEXT YEAR.
A SCHOOL DISTRICT, ACCOUNTABILITY, SCHOOL RESOURCE OFFICERS, GRADUATION AND MASTERY BASED LEARNING.
AND IT MUST BE SOME UPDATES TO THE HOUSE BILL 1599, BUT I'M NOT AWARE OF ANY OF THE SPECIFICS.
WHEN WE HAD OUR MEETING, THAT WAS JUST A TOPIC, THE TOPIC THAT WAS BEING DISCUSSED.
MAINLY SOME OF THE QUESTIONS WERE ANY DIFFICULTIES THAT SOME OF THE DISTRICTS MAY BE HAVING IN IMPLEMENTING THE PROCEDURES THAT WERE OUTLINED IN THE HOUSE BILL? SEEMS LIKE WE'RE ON TRACK.
OKAY. THE UNIVERSAL FREE IS FREE SCHOOL MEALS.
LOOKING AT SOME FUNDING FOR THAT.
THERE'S A NEW PROPOSAL THAT'S GOING TO BE TALKING ABOUT MOVING SCHOOL BOARD RACES TO EVEN YEAR ELECTIONS TO MORE CLOSELY ALIGN WITH SOME OF THE TOP TICKETS BECAUSE HIGHER VOTER TURNOUT IN EVEN YEAR ELECTIONS IS WHAT WE'RE SEEING.
AND THEN TALKING ABOUT PARENT AND COMMUNITY ACCESS TO THE SCHOOL BOARD.
SO THESE ARE SOME OF THE TOPICS THAT ARE BEING DISCUSSED.
KNOW SEPTEMBER 30TH AND OCTOBER 1ST IS THE TIME FOR ALL SCHOOL DIRECTORS AROUND THE STATE.
TO GATHER AND REVIEW THE LEGISLATIVE POLICIES FOR ALL OF WSSDA.
IT'S FREE, OPEN TO ALL SCHOOL BOARD MEMBERS.
EACH SCHOOL DISTRICT GETS ONE DELEGATE VOTE.
NOW, OFTEN IT'S WHOEVER SHOWS UP NOW THAT WE'RE DOING IT VIRTUAL.
AND SO THAT NO ONE HAS TO BE AT THE MEETING FROM 10 TO 6 BOTH DAYS.
ONCE SOMEBODY HAS TO LEAVE, YOU HAND OFF THE DELEGATE CREDENTIAL SO WE CAN TALK ABOUT HOW WE MIGHT WANT TO DO THAT, BECAUSE IT'S A REALLY IMPORTANT PROCESS TO TALK ABOUT AND WE CAN REVIEW THE POLICIES.
SO I'M GOING TO SUGGEST THAT WE THINK ABOUT DOING THAT.
REGISTRATION IS GOING TO BE STARTING IN AUGUST, SO CHECKING OUR CALENDARS AND THAT RIGHT AFTER LEGISLATIVE ASSEMBLY, EACH SCHOOL DISTRICT GETS TO RANK THEIR TOP 20 PRIORITIES. NOW, IN THE PAST, WE'VE DONE IT RANDOMLY.
[00:45:03]
EITHER THE PRESIDENT OR THE LEGISLATIVE REP HAS JUST CHOSEN THEM.AND SO LOOKING AT A PROCESS TO DO THAT, SINCE IT WOULD BE ALL OF US AND HE'S BEEN OPEN PUBLIC MEETING EITHER A STUDY SESSION OR JUST HOWEVER WE WANT TO DO THAT BEFORE SOMETIME IN THE MONTH OF OCTOBER.
AND THAT IS IT RIGHT NOW, OTHER THAN I THINK THAT WE SHOULD INVITE SOME OF OUR REPRESENTATIVES TO OUR TOUR OF SPRUCE, AND I THINK THAT IS IT FOR THE LEGISLATIVE UPDATE FOR NOW.
THAT'S REALLY INFORMATIVE AND INTERESTING AND I THINK THE IDEA OF US TAKING TURNS LIKE A TAG TEAM..
IT'S KIND OF FUN. I MEAN, THE ASSEMBLY SOUNDS LIKE A GOOD PLAN AND I'VE MADE A NOTE AS WE GET TO IT THAT WHEN WE DO THE ITEMS NEXT THAT WE'RE INTERESTED IN TO HAVE A DISCUSSION ON THE TOP, OUR TOP 20 PRIORITY.
OKAY. SO IT WOULD BE RIGHT AFTER THE GENERAL ASSEMBLY.
EXCELLENT. THANK YOU FOR THAT WONDERFUL UPDATE.
THANK YOU. AND NEXT, WE HAVE WE HAVE NO MORE PUBLIC COMMENT.
NEXT IS BOARD MEMBER COMMENTS.
DIRECTOR SMITH. I WAS GOING TO SAY, DOCTOR, THAT'S FANTASTIC.
EVERYBODY, EVERYBODY, EVERYBODY GETS A DOCTORATE.
I KYRIE STOLE SOME OF MY THUNDER HERE I WITH IT BEING PRIDE MONTH.
I HAD JUST READ A STORY OUT OF TEXAS THAT WEIGHED HEAVY ON MY HEART.
BUT ONE OF THE THINGS THIS IS A STORY THAT I HEARD WHEN I WAS IN COLLEGE, AND IT'S FROM 2001, AND IT'S LOCAL AND IT'S WHAT I TELL PEOPLE WHEN THEY SAY, JUST STICK A GOOD GUY WITH A GUN IN THERE AND IT'S GOING TO BE OKAY.
HE GOES AND HE STEALS A POLICE CAR AND HE'S DOING A JOY RIDE.
AND POLICE JUST KNOW THERE'S A POLICE CAR WITH SOMEONE WHO'S NOT SUPPOSED TO BE DRIVING IT.
SO TWO DIFFERENT POLICE CARS PASS EACH OTHER.
THEY'RE FROM DIFFERENT PRECINCTS.
ONE OF THE OFFICERS LOOKS OVER AND SAYS, I DON'T I DON'T KNOW.
THE OFFICERS WHO ARE IN THE CAR THAT DID THE RAMMING SAY, OH CRAP, WE'RE BEING SHOT AT BY SOMEBODY.
WE GOT TO GET OUT AND OPEN FIRE.
THANKFULLY, A LOT OF CARS, A LOT OF BUILDINGS, A LOT OF THINGS NEARBY GOT HIT.
THESE ARE PEOPLE WITH TRAINING AND FIREARMS. THE VERY SAME PEOPLE THAT WE SAY, YOU KNOW, MAYBE IF WE HAD MORE OF THEM IN OUR SCHOOLS, THEY'D BE ABLE TO STOP THE NEXT MASS SHOOTER.
BUT THE REALITY IS, IT DOESN'T ALWAYS WORK THAT WAY.
ADDING MORE GUNS TO OUR SCHOOLS DOESN'T INCREASE SAFETY WHEN WE'RE WORRIED ABOUT GUN VIOLENCE.
PEOPLE GET CAUGHT IN THE CROSSFIRE.
SO NOW WHAT I WAS GOING TO SAY ABOUT THE LGBTQ COMMUNITY.
SO THERE'S A LOT OF CONVERSATION HERE THIS MONTH ABOUT WHAT IT MEANS, THESE PRIDE CELEBRATIONS.
AND, YOU KNOW, I HAVE A LOT OF FRIENDS WHO ARE MEMBERS OF THE COMMUNITY, AND I DON'T THINK ANY SINGLE ONE OF THEM HAS EVER SAID TO ME THE MONTH OF JUNE IS TALKING ABOUT THE FACT THAT I WANT TO HAVE HOMOSEXUAL SEX OR BE THIS OR DO THAT.
THE POINT IS FOR THOUSANDS OF YEARS, REALLY.
AND WE'RE NOT JUST TALKING THAT THEY'VE BEEN LIKE TOLD THEY CAN'T HAVE JOBS, WHICH HAPPENED.
WE ARE JUST TALKING ABOUT THE FACT THAT THE MERE INTIMACY THAT THEY HAD UP UNTIL 1993 WAS CRIMINALIZED, THAT THEY WERE DISENFRANCHISED, THAT POLICE OFFICERS WOULD GO INTO PLACES THAT THEY WERE, THROW THEM OUT, BEAT THEM UP, AND THEN PUT THEM IN JAIL.
[00:50:01]
I'M TALKING ABOUT THE FACT THAT THERE WERE PEOPLE THERE HAVE BEEN PEOPLE IN THIS COUNTRY WHO'VE USED SOMEONE'S SEXUALITY AS A REASON TO ACTUALLY PHYSICALLY ATTEMPT TO KILL THEM.HE WASN'T ATTACKED BECAUSE THEY THOUGHT HE WAS GAY SPECIFICALLY.
BUT IF YOU DON'T KNOW MATTHEW SHEPARD, BASICALLY WHAT HAPPENED IS THESE TWO GUYS ARE IN A BAR.
THEY DECIDE THEY WANT TO ROB MATTHEW SHEPARD.
AND THEIR DEFENSE, THE DEFENSE ATTORNEY FELT THIS WAS A PERFECTLY FINE DEFENSE TO MAKE IN 1998, WAS, WELL, THEY GOT SCARED BECAUSE HE WAS GAY, SO THEY HAD TO KILL HIM. IT WOULD BE LIKE IF TED BUNDY HAD WALKED INTO A COURTROOM AND LOOKED AT THE JUDGE AND JUST SAID, WOMEN, AM I RIGHT? AND THE JUDGE WENT, OH, YEAH, OKAY, THAT MAKES SENSE.
THESE THIS IS A CHARACTERISTIC THAT THESE PEOPLE DIDN'T CHOOSE.
AND YET THEY ARE BEING TOLD THAT IT IS TOTALLY OKAY FOR THEM TO BE ATTACKED.
SO PRIDE ISN'T ABOUT LIKE CELEBRATING ALL THIS OTHER STUFF.
I SHOULDN'T USE THE WORD CHOOSE THEIR BEING.
BEING ABLE TO DO THAT BECAUSE FOR A LONG TIME DOING THAT MEANT DEATH.
SO WHAT HAPPENED OUT OF TEXAS? WAS IT? THIS PASTOR FELT COMPLETELY COMFORTABLE HAVING A SERMON.
THAT HE'S NOT SAYING THEY'VE ALL DONE IT, JUST THAT GIVEN THE OPPORTUNITY THEY WOULD.
PICK ANY CHARACTERISTIC YOU WANT ABOUT YOURSELF.
AND IMAGINE THAT SOMEBODY IS SAYING THAT IS THE REASON THAT I SHOULD BE ABLE TO ROUND EVERYONE JUST LIKE YOU UP AND SUMMARILY EXTERMINATE YOU, BECAUSE THAT IS THE REALITY FOR A LOT OF THESE PEOPLE WHO LIVE IN THIS COMMUNITY, THAT FEAR.
AND SO MAYBE PEOPLE HERE ARE SAYING, WELL, WE'RE NOT LIKE THAT.
WE DON'T LIKE WE DON'T BELIEVE THAT THOSE THINGS ARE RIGHT.
AND THERE WILL BE, AS FAR AS I KNOW, NO PUSHBACK ON THIS PASTOR OR ANY OFFICIAL PUSHBACK.
THIS GUY'S MUSLIM AND HE SAYS WHITE INFIDELS SHOULD BE TAKEN OUT AND EXTERMINATED.
HE'S HE'S OFF IN JAIL RIGHT NOW FOR DOMESTIC TERRORISM.
THIS GUY, NO REAL CONSEQUENCE.
THAT'S WHY WE TEACH OUR STUDENTS TOLERANCE.
YEAH. FIRST, I'D LIKE TO THANK CEDAR VALLEY FOR THE PRESENTATION.
SO I APPRECIATE THAT VERY, VERY MUCH.
AND THANK YOU AGAIN TO VINCE ROMERO AND HIS GUY AND GETTING THE FIRST AMENDMENT AWARD.
OUR DISTRICT GETS THAT EVERY YEAR.
WE WOULD LIKE TO DO THAT, TOO.
UNFORTUNATELY, WE CAN'T HAVE A BUDGET THAT'S GREATER THAN THE MONEY THAT'S IN THE FUND, AND WE DO NOT HAVE A WAY OF INCREASING THE MONEY THAT'S IN THE FUND WITHOUT GOING TO OUR VOTERS. ALL THE MONEY IN OUR CAPITAL PROJECTS FUND IS BASED UPON LEVIES AND BONDS THAT ARE APPROVED BY THE VOTERS.
SO AND THE LAST TIME WE WENT OUT FOR A MAJOR CAPITAL FUND WAS FOR A BOND.
BUT UNFORTUNATELY, BONDS REQUIRE A SUPERMAJORITY OF 60%.
SO JUST A CORRECTION THAT WE WOULD LIKE TO INCREASE OUR CAPITAL FUND, TOO.
AND EXCEPT FOR THE LAST BOND THAT DIDN'T GET APPROVED, WE'VE HAD VERY, VERY GOOD SUPPORT FROM.
I JUST I THANK YOU VERY MUCH FOR THAT.
[00:55:05]
DIRECTOR NOBLE. THANK YOU FOR MAKING THOSE COMMENTS ABOUT THE BOND ISSUES.AND I ALSO WANT TO THANK OUR TAXPAYERS FOR SUPPORTING THE SCHOOLS AND ALL THAT WE DO.
HOPEFULLY ONE OF THESE DAYS WE WILL BE ABLE TO GET THE BONDS AT 50% RATHER THAN THE SUPERMAJORITY, AND WE CAN DO ALL THE UPDATES AND SAFETY CORRECTIONS AND THE NEW BUILDINGS THAT WE NEED, BUT THAT WILL BE A FUTURE CONVERSATION.
ON ONE OF THE COMMENTS, WE WERE TALKING ABOUT THE PLEDGE AND I JUST WANTED TO TIE THIS IN TO OUR EXCELLENT AWARD WINNING HAWKEYE ARTICLE THAT IS A REFRESHER ON THE HISTORY AND REQUIREMENTS OF THE FLAG, SALUTE AND NATIONAL ANTHEM IN SCHOOLS BY NOLAN [INAUDIBLE], MAY OF 2017. I RECOMMEND EVERYBODY TAKE A LOOK.
IT'S AN EXCELLENT ARTICLE BY AN AWARD WINNING STUDENT PUBLICATION, AS YOU SAY, THIS NATIONAL FIRST AMENDMENT RIGHT AWARD THAT THEY JUST GOT AN EXCELLENT ARTICLE TO HAVE A LITTLE REFRESHER COURSE ON THE NATIONAL ANTHEM AND THE PLEDGE.
AND THE OTHER THING IS THESE EQUITY TREES.
I'M JUST SAYING, I JUST WANT I JUST ABSOLUTELY SO APPRECIATE ALL THE WORK THAT HAS GONE INTO THE ORNAMENTS ON EQUITY TREES FROM THE WORK EXPERIENCES. FOLKS IN THIS LATEST ONE WE HAVE IS FOR PRIDE MONTH AND FOR MAY, ASIAN PACIFIC ISLANDER NATIVE HAWAIIAN AMERICAN MONTH AND THEN FOR SEPTEMBER FOR HISPANIC, LATINO, CHICANO HISTORY MONTH, HISTORY MONTH EXCUSE ME.
AND I REALLY APPRECIATE THESE EQUITY TREES AND I AM GOING TO TAKE PICTURES AND SUBMIT THEM AS WE'VE BEEN REQUESTED SO THEY CAN GET THE FULL COMPLEMENT OF WHERE THESE ARE BEING DISPLAYED.
AND SO THAT'S IT FOR RIGHT NOW.
THANK YOU. THANK YOU, DIRECTOR CHASE.
SINCE WE LAST MET, I'VE HAD A PRETTY ACTIVE PERIOD OF TIME.
I SEE A LOT OF HAPPY STUDENTS.
I SEE A LOT OF STUDENTS WHO ARE LEARNING, WHO ARE ENGAGED IN THE THREE R'S AS WELL AS SOME OTHER THINGS, BUT THEY'RE ALL DOING THEIR VERY BEST.
AND I WAS SO IMPRESSED THAT ALL THE SCHOOLS HAD A REALLY GOOD VIBE, I GUESS TRYING TO DESCRIBE IT.
I WOULD SAY LIKE AN ENERGETIC CALM.
AND, YOU KNOW, AND I'M ALSO SO VERY IMPRESSED WITH THE TEACHERS IN OUR SYSTEM, ALL OVER THE SYSTEM WHO ARE BUILDING RELATIONSHIPS WITH THOSE LEARNERS AND APPROACHING THE CLASSROOM WITH PROFESSIONALISM AND CREATIVITY.
WHAT ARE WE FOCUSED ON AND WHAT WHAT IS THE JOB OF THE DISTRICT? BUT I DID WANT TO MAKE A COMMENT ABOUT HOW IMPORTANT IT US, IT IS TO US THAT EVERY LEARNER IN THE DISTRICT FEELS LIKE THEY BELONG. AND WHAT DOES IT MEAN TO FEEL LIKE YOU BELONG? IT'S NOT JUST AM I ACCEPTED HERE FOR WHO I AM? IT IS ACTUALLY FEELING LIKE YOU ARE A LEARNER.
AND WHERE I FIRST CAME ACROSS THIS WAS IN MY EDUCATIONAL MY BACKGROUND.
MY PROFESSIONAL BACKGROUND IS MOSTLY WITH ADULT STUDENTS WHO WERE RETURNING TO COLLEGE AFTER LENGTHY PERIODS OF TIME WHERE THEY HAD REAL EXPERIENCE ON THE JOB.
I WAS NEVER ONE TO GO TO COLLEGE, YOU KNOW.
THEY WENT ON TO GREAT SUCCESS.
AND IT WAS IT WAS THAT WAS THE KIND OF THE MAGIC.
CLICKED WITH THAT, THEN THE LEARNING WAS ABLE TO HAPPEN.
BUT IF YOU DON'T HAVE THAT, THE LEARNING SIMPLY WON'T HAPPEN.
[01:00:03]
YOU HAVE TO BELIEVE IN YOURSELF AS SOMEONE WHO BELONGS IN YOUR SCHOOL.AND SO I SEE THAT AT KINDERGARTEN LEVEL I SAW THAT, AT HIGH SCHOOL LEVEL I SEE THAT WITH ADULTS.
I DID WANT TO ACKNOWLEDGE, ESPECIALLY MY APPRECIATION, I HAVE APPRECIATION FOR YOUR WORDS ABOUT FREE SPEECH. I'M A BIG PROPONENT OF FREE SPEECH.
I THINK MORE SPEECH IS ALWAYS BETTER.
THIS IS THIS IS WHAT WHY IT'S SO IMPORTANT TO ME THAT WE ALL COME TOGETHER AND IN A VERY CIVIL MANNER, WORK OUT OUR DIFFERENCES, TRY TO TEACH EACH OTHER, TRY TO LISTEN, TRY TO LEARN, TRY TO GET COMFORTABLE IN OUR COMMUNITY.
BUT MORE SPEECH IS ALWAYS BETTER.
AND, YOU KNOW, I HAVE COUSINS WHO ARE JEHOVAH'S WITNESSES AND THEY WENT TO THE MAT.
THEY SUED THEIR SCHOOL DISTRICT WAY BACK WHEN FOR THE RIGHT NOT TO HAVE TO STAND FOR THE PLEDGE.
MY STEPFATHER'S BROTHER WAS A LOCAL RADIO PERSONALITY IN HIS COMMUNITY.
HE THE CHILDREN WERE THREATENED, THE HOUSE WAS VANDALIZED, BUT THEY STOOD STRONG AND THEY SERVED AS AN INSPIRATION TO ME. BECAUSE THEY STOOD IN DEFENSE OF FREE SPEECH AND REJECTING COMPELLED SPEECH.
SO, YOU KNOW, AND JUST INCIDENTALLY, MY UNCLE WAS A STUDENT AT CENTRAL HIGH SCHOOL AT LITTLE ROCK, WHICH WAS THE HIGH SCHOOL THAT FIRST INTEGRATED AND THEN CHANGED THE LAW.
AND THAT HAD A SIGNIFICANT IMPACT ON HIS LIFE.
AND, OF COURSE, RIPPLE EFFECTS INTO THE FAMILY AND HAS A SIGNIFICANT EFFECT ON MY LIFE.
SO ONCE AGAIN, I'M JUST TRYING TO BRING US BACK TO WHAT WE'RE DOING HERE.
REMIND US THAT WE'RE NOT TALKING ABOUT THESE LITTLE ISSUES ALL DAY LONG.
WE'RE TALKING ABOUT STUDENTS LEARNING, BECOMING FULL MEMBERS OF OUR COMMUNITY, BECOMING GOOD EMPLOYEES, EVENTUALLY HAVING THE SKILLS AND GOING ON TO MAKE US PROUD.
AND THEN I WILL JUST END AND SAY, MY SON IS GRADUATING COLLEGE TOMORROW AND I KNOW I'VE BEEN TALKING ABOUT IT FOR WEEKS BECAUSE I'M JUST SO EXCITED AND AND I AM JUST SO PLEASED.
IT IS THE HAPPIEST TIME OF THE YEAR FOR US TO ATTEND THESE GRADUATIONS AND SEE OUR KIDS FLY.
SO THANK YOU FOR THAT PRIVILEGE.
WELL, I'LL TRY TO BRING UP SOME THINGS THAT YOU ALL DIDN'T, WHICH IS HARD TO DO.
ONE THING I WAS REALLY PROUD AS BOTH A PREVIOUS DISTRICT EMPLOYEE AND AS A SCHOOL BOARD MEMBER, IS TO HAVE LEARNED TONIGHT ABOUT TWO WAYS THAT OUR DISTRICT IS AN OUT AND OUT LEADER NATIONALLY.
ONE IS, AS POINTED OUT BY DIANA WHITE AND DR.
GUSTAVO, THAT OUR TEACHERS OF COLOR FOUNDATION IS THE ONLY ONE OF ITS TYPE WHERE WE ARE IDENTIFYING PEOPLE WITHIN OUR DISTRICT WHO WOULD MAKE GREAT TEACHERS AND HELPING TO SUPPORT THEM.
THAT IS WHAT WE NEED TO BE DOING.
AND THE OTHER REALLY PROUD PIECE WAS THE TERRACE AWARD, WHERE WHAT WE'VE PUT TOGETHER IN TERMS OF FREEDOM OF SPEECH IS BEING USED AS A TEMPLATE ACROSS THE COUNTRY AND OTHER PLACES.
IT WAS POSTED TODAY AND I HOPE THE TEACHERS AND THE KIDS IN THE CLASSROOMS ENJOY IT.
[01:05:02]
AND I DEDICATED IT TO MY GREAT NIECE, ELLA, WHO HAS TWO MOMS PLUS SEVERAL OTHER PARENTS IN HER LIFE. AND AS SOMEBODY WHO HAS MANY FAMILY MEMBERS WHO ARE PART OF THE LGBTQ COMMUNITY, I FIND IT VERY IMPORTANT FOR US TO BE RECOGNIZING, AS DIRECTOR SMITH POINTED OUT, PEOPLE WHO HAVE BEEN MARGINALIZED FOR SOMETHING THEY HAVE NO CONTROL OVER AT ALL.SO I'M LIKE, HAPPY PRIDE MONTH IS ALWAYS FUN.
I WANT TO POINT OUT IN TERMS OF ONE SMALL THING IS I REALLY APPRECIATED HEARING THAT THE DISTRICT IS GIVING STUDENTS OR HAS GIVEN STUDENTS EYE EXAMS AND GLASSES.
I WAS WEARING GLASSES WHEN I WAS A YEAR AND A HALF OLD.
THEY WERE VERY BIG AND VERY HEAVY AND THEY BROKE ALL THE TIME.
I WAS THE ONE WHERE IT WAS TAPED ON THE PLAYGROUND.
VERY EMBARRASSING FOR A YOUNG CHILD IN TERMS OF SAFETY.
THERE ARE TWO PIECES I WANT TO SORT OF BRING TOGETHER.
ONE IS I WANT TO REALLY HIGHLIGHT WHAT'S BEEN SAID ABOUT OUR BONDS AND LEVEES, A BIG, IMPORTANT PART OF HAVING THE VOTERS PASS OUR BONDS AND LEVEE.
AND THAT'S THE ONLY WAY WE GET MONEY TO BUILD NEW SCHOOLS TO DO SAFETY FEATURES.
COLLEGE PLACE. MIDDLE COLLEGE PLACE.
ELEMENTARY. BEVERLY ELEMENTARY.
THESE SCHOOLS ARE BUILT ON THE OLD CALIFORNIA OPEN SCHOOL MODEL THAT IS NOT SAFE.
WE WANT TO REBUILD THESE SCHOOLS.
WE NEED OUR VOTERS TO HELP US.
BUT WE CANNOT INCREASE OUR CAPITAL PROJECTS BUDGET WITHOUT THE VOTERS.
IT'S SIMPLY THE WAY THE LAW IS WRITTEN.
THE OTHER PIECE ABOUT SAFETY I WANT TO POINT OUT IS WE PROBABLY READ WE RECENTLY HAD A STUDENT IN OUR DISTRICT WHO WAS ARRESTED BECAUSE ON SOCIAL MEDIA HE WAS.
THERE WERE INDICATORS AND EVIDENCE THAT HE HAD SOME NEFARIOUS THINGS IN MIND.
AND THAT IS THE KEY THE KEY TO OUR SAFETY.
SEE SOMETHING, HEAR SOMETHING, SAY SOMETHING.
AND THAT'S A BIG PART THAT DOESN'T COST US ANYTHING.
THAT IS PART OF WHAT WE ARE TEACHING OUR KIDS.
AND WHEN I TALK ABOUT WHAT WE'RE TEACHING OUR KIDS, I THINK IT'S INTERESTING THAT WE BRING UP THE THREE R'S, BECAUSE WHAT WE REALLY WANT WAY ABOVE THE THREE R'S IS HOW WE USE THOSE THREE R'S TO DO CRITICAL THINKING, REASONING, PROBLEM SOLVING.
THOSE ARE THE CRITICAL THINKING SKILLS THAT WE NEED TO GET GOOD JOBS, HOLD GOOD JOBS, AND BE SUCCESSFUL IN LIFE, AND BE ABLE TO UNDERSTAND THE HIGHER LEVEL CONCEPTS AND THE MORE NUANCED CONCEPTS THAT WE HAVE.
I THINK BACK TO AN EDUCATOR WHO'S VERY WELL KNOWN, BENJAMIN BLOOM, WHO I THINK IT'S BACK IN THE SIXTIES, AND I'M HOPING PEOPLE IN EDUCATION PROGRAMS ARE STILL LEARNING.
HOW WELL CAN YOU USE IT? THEN ANALYSIS AND SYNTHESIS.
BRINGING IT TOGETHER AND BEING ABLE TO TAKE IT APART AT THE HIGHEST LEVEL IS EVALUATION.
BEING ABLE TO EVALUATE WHAT'S GOING ON IN THE WORLD AND PUTTING IT INTO THE RIGHT CONTEXT.
WHAT'S TRUE? WHAT'S NOT TRUE? MEDIA LITERACY.
THERE'S SO MUCH THAT WE WANT OUR KIDS TO LEARN THAT WE'RE TRYING TO HELP THEM UNDERSTAND.
THAT TAKES THE THREE R'S TO A WHOLE NEW LEVEL.
AND I'M GOING TO TURN IT OVER TO DR.
WE GOING TO BE CLEAR THAT OUR SCHOOLS ARE SAFE, BUT SOME SCHOOLS ARE MORE OPEN THAN OTHERS.
BUT AGAIN, OUR SCHOOLS ARE SAFE IN TERMS OF.
THE STRUCTURAL. THEY'RE IN THERE.
[01:10:01]
THEY'RE GETTING OLD. THEY'RE GETTING OLD.AND THEY NEED TO BE REMODELED.
I JUST WANT TO REALLY BE QUICK, BE BRIEF.
WE'RE REALLY FORTUNATE TO HAVE OUR EEA PRESIDENT, ANNIE NOFZIGER, WHO I CONSIDER THE ONE OF THE BEST, IF NOT THE VERY BEST UNION ASSOCIATION LEADER IN THE STATE OF WASHINGTON.
AND THE FIGHT FOR HER MEMBERS AND I WORK WITH ANDY ON A WEEKLY BASIS AS WELL AS STAFF.
EVERYTHING GOES THROUGH, ANDY.
EVERYTHING GOES THROUGH ANDY AND ANDY'S IN DIALOG WITH OUR SENIOR STAFF ON A ALMOST DAILY BASIS, AND WE WORK IN A VERY STRONG COLLABORATION WITH ANDY ON ANY ISSUES. SO WHEN I HEAR ABOUT COMPLAINTS FROM FOLKS, YOU KNOW, ANDY IS A CHAMPION FOR STAFF AS WELL AS SHE SHOULD BE, AND SHE DOES A PHENOMENAL JOB.
WITH REGARDS TO, LIKE I MENTIONED EARLIER, WE HAVE NO CLASSROOMS AT THE DISTRICT OFFICE.
WE HAVE CLASSROOMS AND SCHOOLS THAT ARE RUN BY OUR BUILDING PRINCIPALS.
AND IF THERE'S ISSUES IN OUR BUILDINGS, WE'LL CONTINUE TO WORK WITH OUR BUILDINGS TO ENSURE THAT WE WORK WITH THE BUILDING PRINCIPALS TO MAKE SURE THAT WE'RE SUPPORTING OUR STAFF, BOTH TEACHING STAFF AND OTHER STAFF, AS WELL AS TO OBSERVE, INCLUDING OUR PARAS.
AS HAS BEEN STATED NUMEROUS TIMES BECAUSE OF THE PANDEMIC, WE CANNOT MAKE ANY MORE STAFF.
I CANNOT MAKE ANY MORE NURSES.
SO I UNDERSTAND THE CONCERNS THAT PEOPLE HAVE.
I THINK AT ONE POINT IN TIME, JUST A COUPLE OF WEEKS AGO, I THINK WE WERE SHORT, I THINK WE HAD OVER 70 UNFILLED POSITIONS OR SO AND WE HAD OVER 70 UNFILLED POSITIONS IN OUR CAMPUSES.
BUT ELEMENTARY, THERE ARE JUST NO MORE.
AND THIS IS JUST NOT AN EDMONDS ISSUE.
AND ALSO REGARDING BUDGET, AT THE END OF THIS YEAR, WE'RE PROBABLY GOING TO BE BELOW STRONG POSSIBILITY OF BEING BELOW THE 4% BOARD ADOPTED POLICY REGARDING BUDGET.
WE'RE GOING TO CONTINUE TO LOOK AT REDUCTIONS NEXT YEAR.
THERE IS NO, WE'RE CUTTING ADMINISTRATORS.
WE'RE GOING TO BE CUTTING TEACHERS UP HERE TO KEEP THE CUTS AWAY FROM THE CLASSROOM.
THAT'S THE FACT IS YOU'RE SEEING CUTS REGIONALLY.
THAT'S NOT GOING TO BE ABLE TO HAPPEN IN THE FUTURE.
AND I KNOW WE'RE TALKING TO THE STAFF ABOUT WHEN TO DO THAT, AND WE'LL PROBABLY BE IN THE FALL WHEN WE COME BACK TO START PLAYING AND ACTUALLY PLAN ON HOW TO ADDRESS THAT SO THAT WE'RE VERY INTENTIONAL.
SO THANK YOU FOR YOUR TIME, YOUR COMMITMENT AND FOR YOUR COMMENTS TONIGHT.
AND THEY'RE ALL VERY INSIGHTFUL.
BALDERAS. AND THE LAST ITEM IS ITEMS FOR CONSIDERATION AT FUTURE MEETINGS.
WE'RE EXCITED ABOUT THAT THAT OUR TOP 20 PRIORITIES FOR THE WSSDA.
ANY OTHER ITEMS? YEAH. I BELIEVE DIRECTOR KILDARE, YOU MIGHT HAVE MENTIONED A PREVIOUS MEETING GIVING US KIND OF AN UPDATE ON SCHOOL SAFETY PLANS GENERALLY.
SO I JUST WANT TO FOLLOW UP WITH THAT.
AND THAT'S ALREADY ON THE DOCKET.
OH, YEAH, WE HAVE THAT LISTED.
AND I THINK THERE WAS ONE OTHER THING FROM THE LAST MEETING AS WELL THAT WE PUT DOWN.
OH, DATA, WE WANT DATA REPORTS ON ALREADY ON SBA AND PANORAMA.
AND I KNOW AUSTIN IS WORKING ON THAT.
THE ASSESSMENT OFFICE IS WORKING ON THAT.
[01:15:04]
ALL RIGHT. WELL, THANK YOU TO EVERYBODY.HAVE A GOOD EVENING. AND THIS MEETING IS ADJOURNED.
