OUR WORK SESSION WILL BE CHAIRED BY BETSY DREWRY, DEPUTY COUNTY ADMINISTRATOR.

THE BOARD HAS RECEIVED SOME EXCEL WORKSHEETS THAT FOR WHICH THEY HAVE SCORED THEIR PRIORITIES FOR BOTH TAX RATES AND EXPENDITURE INITIATIVES.

BOTH DEPARTMENT HAD REQUESTS AND A REQUEST FOR A PAY INCREASE.

SO I'M GOING TO ASK MR. YOUNG IF HE COULD BRING THE PROJECTOR DOWN AND CHANGE TO CART TWO AND I WILL BRING THAT WORKSHEET UP.

OK, AND I WILL START WITH A DISCUSSION ON THE REAL ESTATE TAX RATE.

THE BOARD DID RECEIVE THIS INFORMATION AFTER OUR LAST WORK SESSION WHEN THE ASSESSOR WAS ABLE TO OR THE ACTING ASSESSOR WAS ABLE TO PROVIDE SOME ESTIMATES FOR US.

WE HAVE OUTLINED THE REVENUE ESTIMATE BASED ON THE EXISTING TAX RATE OF EIGHTY SIX CENTS AND HAVE ACTUALLY PROVIDED YOU WITH INFORMATION, TAKING IT ALL THE WAY DOWN TO SEVENTY SIX CENTS.

OF COURSE, THE REAL ESTATE ASSESSED VALUES DID GROW, WHICH MEANS THAT EVEN IF YOU DROP THE TAX RATE, THE REVENUE MAY STILL BE HIGHER THAN IT IS CURRENTLY BUDGETED.

MR. STOKE MADE AN ADMINISTRATIVE RECOMMENDATION TO TO DROP THE REAL PROPERTY TAX RATE TO EIGHTY THREE CENTS.

THAT TAX RATE IMPACTS NOT ONLY OUR REAL ESTATE TAX REVENUE BUDGET ESTIMATE, IT ALSO IMPACTS OUR TAXES ON MOBILE HOMES BECAUSE THEY ARE TAXED AT THE REAL PROPERTY TAX RATE AND OUR PUBLIC SERVICE TAXES.

SO WHEN THAT RATE CHANGES, THOSE REVENUES ALL ARE IMPACTED.

THE REAL PROPERTY TAX IS SHARED WITH THE SCHOOL DIVISION AND THE PERCENTAGE OF THEIR

TRANSFER FOR FY 23 WILL BE FORTY POINT ONE SEVEN PERCENT USING THE REVENUE SHARING CALCULATION METHODOLOGY THAT HAS BEEN USED SINCE THE CALCULATION WAS DEVELOPED.

MOBILE HOME TAX IS NOT SHARED WITH THE SCHOOL DIVISION, NOR IS THE PUBLIC SERVICE TAX.

SO AT THE EACH PENNY IS VALUED FOR REAL ESTATE TAXES AT THREE HUNDRED AND FORTY THREE THOUSAND ON MOBILE HOMES, ONE THOUSAND EIGHT HUNDRED AND FIFTY TWO, AND THE PUBLIC SERVICE TAX AT JUST UNDER TWENTY EIGHT THOUSAND AT TWENTY SEVEN NINE ZERO SEVEN. SO EACH PENNY HAS AN IMPACT OF REDUCING THE REVENUE BY THOSE AMOUNTS.

SO AT EIGHTY SIX CENTS, REAL ESTATE TAX REVENUE WOULD BE BUDGETED AT TWENTY NINE POINT FIVE THREE EIGHT MILLION, WHICH IS AN INCREASE OF THREE POINT NINE MILLION.

OUR MOBILE HOME TAXES WOULD BE BUDGETED AT ONE HUNDRED AND FIFTY NINE THOUSAND, CURRENTLY BUDGETED AT ONE HUNDRED AND TWENTY FIVE THOUSAND FOR AN INCREASE OF THIRTY-FOUR PUBLIC SERVICE. TAXES AT EIGHTY SIX CENTS WOULD BE TWO POINT FOUR MILLION, AND THEY ARE CURRENTLY BUDGETED AT A MILLION EIGHT EIGHTY.

SO WITH MR. STOKES ADMINISTRATIVE RECOMMENDATION, THE TOTAL CHANGE IN REVENUE FROM ALL OF THESE SOURCES WOULD BE JUST OVER THREE POINT THIRTY-SIX MILLION, AND THAT IS ONE POINT ONE EIGHT LESS THAN EIGHTY SIX CENTS.

SO THE COUNTY SOURCES WOULD INCREASE FOR REAL ESTATE, MOBILE HOME AND PUBLIC SERVICE BY TWO POINT ONE ONE TWO POINT ONE NINE NINE MILLION AND THE SCHOOL DIVISION REAL ESTATE PORTION WOULD INCREASE BY ONE MILLION ONE SIXTY FOUR.

THE BOARD DID PROVIDE INITIAL FEEDBACK ON A RECOMMENDED RATE FOR FY 23.

AND THIS WAS WHAT THE BOARD MEMBERS INDICATED, MRS. WAYMACK, AND CERTAINLY THIS IS STILL YOUR DECISION.

MRS. WAYMACK INDICATED THAT SHE AGREES WITH THE RECOMMENDED EIGHTY-THREE CENTS, AS DID MR. HUNTER AND MR. CARMICHAEL, MR. WEBB AGREED, BUT SAID PERHAPS TO DROP IT ANOTHER PENNY TO EIGHTY-TWO CENTS, AND MR. BROWN INDICATED THAT HE WOULD LIKE TO SEE IT GO TO EIGHTY TWO CENTS.

SO IS THERE ADDITIONAL DISCUSSION ON THIS OR IS EVERYONE, YOU KNOW, WILLING OR ABLE TO STICK WITH THEIR INITIAL ASSESSMENT? OR WOULD YOU LIKE TO MOVE ON TO THE NEXT REVENUE ITEM BEFORE YOU MAKE THIS? YES, SIR. MRS. DREWRY.

I MEAN, I WOULD BE COMFORTABLE, AND WE NORMALLY HAVE TO PUBLISH A RATE TO ADVERTISE.

YES, SIR, AND MY UNDERSTANDING IS IN THAT WE CAN ALWAYS END UP THE FINAL BUDGET CAN GO LESS THAN THAT.

BUT WE NEVER CAN GO ABOVE.

SO IF WE ADVERTISE AT EIGHTY-THREE, WE EITHER HAVE TO BE EIGHTY-THREE OR LESS CORRECT.

SO I WOULD BE FINE.

IF THIS IS JUST FOR ME, I WOULD BE FINE IF WE ADVERTISE THAT THE EIGHTY-THREE AND THEN

OVER THE COURSE OF THE WEEKS WE HAVE BETWEEN WHEN WE ANNOUNCED A PROPOSED BUDGET AND WHEN WE COME UP WITH A FINAL BUDGET AS WE START GETTING OUR HEALTH INSURANCE AND OTHER NUMBERS IN, IF WE'RE ABLE TO COMFORTABLY GO TO THE EIGHTY-TWO, THEN YOU KNOW, THAT MIGHT BE SOMETHING THE WHOLE BOARD WOULD HAVE TO WEIGH IN ON, YOU KNOW, BUT I WANT TO MAKE SURE THAT WE'RE CAREFUL NOT TO DO THIS YO-YO EFFECT WHERE WE GO TO A NUMBER AND THEN THE NEXT YEAR, WE MIGHT HAVE TO GO BACK UP AND THEN BACK DOWN.

I DON'T THINK THAT WOULD BE BENEFICIAL TO THE CITIZENS AT ALL.

SO FOR MYSELF, SINCE I SAID EIGHTY-TWO AS A YES, I MEAN, I WOULD BE OPEN TO THE EIGHTY-THREE FOR US TO DO THE ADVERTISEMENT.

SO, YOU KNOW, WE ARE LOOKING AGAIN FOR CONSENSUS ON WHAT TO INCLUDE IN THE INTRODUCED BUDGET THAT YOU'LL BE PRESENTED ON THE 2022ND.

TAKE THE EXISTING TAX RATE OR TAKES A LOOK AT THE IMPACT OF CHANGING FROM OUR EXISTING FOUR DOLLARS TWENTY FIVE CENTS DOWN TO THREE FIFTY, AND WE HAVE ALSO GIVEN YOU THE

DELINEATION OF ONE PENNY.

THIS REVENUE SOURCE IS SHARED WITH THE PUBLIC SCHOOL DIVISION AND WE ALSO WRAPPED INTO THAT POSSIBLE CONSIDERATION OF ELIMINATING THAT MOTOR VEHICLE LICENSE FEE.

A LOT OF FOLKS REFER TO THAT AS THE DECAL FEE THAT WE DON'T GET DECALS ANYMORE.

SO THIS FIRST GROUPING OF NUMBERS ONE THROUGH SEVEN SHOWS THE IMPACT OF DROPPING THE PERSONAL PROPERTY TAX RATE.

AND OF COURSE, WE HAVE SEEN AN UNUSUAL ANOMALY FOR THE LAST COUPLE OF YEARS.

MRS. LANE DID A PRESENTATION AT ONE OF YOUR PREVIOUS WORK SESSIONS TO DESCRIBE HOW THE REDUCED INVENTORY, THE INTEREST RATES, THE PANDEMIC IMPACT ON THE SUPPLY CHAIN HAS CAUSED THE VALUE OF VEHICLES TO INCREASE AND FOR THE SECOND YEAR IN A ROW, THAT HAS BEEN THE OCCURRENCE AND THAT IS QUITE UNUSUAL, AND A SIZABLE NUMBER OF OUR VEHICLES FOR THE CURRENT BOOK YEAR ARE SEEING A GROWTH IN VALUE AND IT IS A FAIRLY SIGNIFICANT GROWTH IN

VALUE. SO THIS THIS FIRST GROUPING, AS I SAID, INCLUDES KEEPING THE MOTOR VEHICLE LICENSE FEE, WHICH IS CURRENTLY BUDGETED AT ONE POINT ONE MILLION AND DROPPING THE TAX RATE.

AND IT SHOWS YOU THE IMPACT OF THOSE CHANGES.

DROPPING FROM FOUR TWENTY-FIVE TO FOUR TWENTY FOUR REDUCES REVENUES BY FORTY THOUSAND ONE EIGHTY FIVE. THE SECOND GROUPING AND, OF COURSE, THE ONE THAT'S HIGHLIGHTED WITH MR. STOKES ADMINISTRATIVE RECOMMENDATION.

IT SHOWS THAT SAME DROP IN THE RATE, BUT COUPLES WITH THAT ELIMINATING THAT MOTOR VEHICLE LICENSE FEE.

SO WE WOULD NOT ONLY REDUCE THE PERSONAL PROPERTY TAX REVENUES, BUT WE WOULD DROP THE MOTOR VEHICLE LICENSE FEE OR ELIMINATED ALTOGETHER.

THERE ARE SOME NEIGHBORING COUNTIES, I BELIEVE CHESTERFIELD, MAYBE ONE OF THEM THAT IS DROPPING THE RATE AND CUTTING THAT IN HALF, BUT I'VE NOT HEARD OF OTHERS WHO ARE CONSIDERING ELIMINATING THAT.

SO, SO AGAIN, HIS ADMINISTRATIVE RECOMMENDATION WAS TO DROP TO FOUR DOLLARS AND TO ELIMINATE THAT MOTOR VEHICLE LICENSE FEE, WHICH STILL MEANS AN INCREASE IN OVERALL COUNTY RESOURCES OF TWO POINT FIFTY FIVE MILLION.

AND THE SHARE THAT WOULD GO TO THE COUNTY IS ONE POINT FIVE MILLION AND TO THE SCHOOL DIVISION, A MILLION TWENTY FIVE THOUSAND NINE SIXTY THREE.

SO THE BOARD MEMBERS DID WEIGH IN AND I'M GOING TO FREEZE THIS SO THAT WE CAN SEE.

THE BOARD MEMBERS DID WEIGH IN ON THEIR RECOMMENDED RATES.

AND MR. WEBB SAID HE WAS FINE WITH FOUR DOLLARS, BUT WOULD LIKE TO CONSIDER THREE NINETY.

MR. CARMICHAEL SUGGESTED THREE DOLLARS AND NINETY NINE CENTS AND MRS. WAYMACK CONCURRED WITH THAT, BUT ALSO MRS. WAYMACK INDICATED THAT SHE WOULD BE COMFORTABLE WITH THREE NINETY.

MR. HUNTER AND MR. BROWN INDICATED THREE NINETY AND MR. WEBB WAS PERHAPS ON THAT BECAUSE THERE ARE TWO THAT WERE AT THREE NINETY NINE AND TWO OR TWO THAT WERE AT THREE NINETY AND A COUPLE OF MAYBES.

WE ADDED THREE NINETY FIVE TODAY, FOR YOU TO LOOK AT BECAUSE THAT IS KIND OF IN THE MIDDLE. SO THE THREE NINETY FIVE WOULD MEAN AN INCREASE IN RESOURCES OR THAT PERSONAL PROPERTY TAX OF TWO POINT THREE MILLION.

THE COUNTY'S PORTION WOULD BE ONE POINT FOUR ZERO SEVEN AND THE SCHOOL DIVISION WOULD BE AT NINE FORTY FIVE.

SO THAT IS FOR YOUR CONSIDERATION.

BUT CERTAINLY THE THREE NINETY MEANS AN INCREASE IN RESOURCES OF TWO POINT ONE MILLION AND ONE POINT TWO EIGHT SEVEN WOULD BE THE COUNTY PORTION AND EIGHT SIXTY FOUR WOULD BE THE SCHOOL DIVISION PORTION OF THAT INCREASE IN REVENUE.

SO THAT IS THE CHANGE THERE.

AND THAT DID SLIGHTLY IMPACT THE SCHOOL TRANSFER TOOK THAT DOWN A LITTLE BIT.

SO OUR AVAILABLE RESOURCES FROM THOSE CHANGES AFTER WE DO THE MUST DOS.

I'M GOING TO ELIMINATE THIS CONTINGENCY NUMBER FOR THE TIME BEING.

JUST SO WE'LL KNOW WHAT THE TRUE RESOURCES ARE PRIOR TO GETTING INTO THE CHOICES POINT SEVEN NINE TWO MILLION.

AFTER WE'VE SATISFIED THE SCHOOL TRANSFER TO THE LEVEL THAT THE REVENUE SHARING CALCULATION DICTATES.

AND NOW YOUR CHOICES.

THE BOARD DID HAVE SOME DISCUSSION AND ASK FOR SOME ADDITIONAL INFORMATION ON THE CRATER AREA AGENCY ON AGING REQUEST, ALONG WITH THE HOPEWELL PRINCE GEORGE HEALTHY FAMILIES I DID AND PROVIDE MORE INFORMATION TO THE BOARD.

THEY SUBMITTED INFORMATION ON THEY COUNTY RESIDENTS THAT WERE SERVED IN 2020 AND OR 2021, THE LATEST STATISTICS THEY HAD AVAILABLE AND BY CONSENSUS, THE BOARD DID AGREE TO FUND BOTH OF THOSE. SO I AM GOING TO ADD THOSE TO THE LIST SINCE THERE WAS CONSENSUS TO DO THOSE THINGS.

THE NEXT ITEM WAS A REQUEST FROM THE SWIFT CREEK THEATER.

WE DID NOT HAVE CONSENSUS TO MOVE THAT AND TO THE CHOICES.

I HAVE A CHILD WHO GRADUATED FROM PRINCE GEORGE HIGH SCHOOL AND MY OTHER CHILD CURRENTLY ATTENDS [INAUDIBLE].

AS A PARENT, EMPLOYEE AND CITIZEN OF THIS GREAT COUNTY, I WANTED TO COME TO YOU TONIGHT TO EXPRESS MY CONCERN ON THE NATIONWIDE TEACHER SHORTAGE AND THE IMPACTS THAT HAVE HAD ON OUR COMMUNITY AND OUR STUDENTS.

I'VE BEEN A TEACHER AND ASSISTANT PRINCIPAL, A PRINCIPAL, AND NOW I'M CURRENTLY THE DIRECTOR OF ELEMENTARY EDUCATION.

I HAVE NEVER STARTED THE SCHOOL YEAR WITH SO MANY TEACHER VACANCIES.

IN THE BEGINNING OF THE SCHOOL YEAR.

WE HAD FOURTEEN UNFILLED TEACHING POSITIONS AT OUR ELEMENTARY SCHOOLS.

TEN OF THESE POSITIONS WERE GENERAL CLASSROOM POSITIONS, THREE WERE SPECIAL EDUCATION POSITIONS AND ONE WAS A MUSIC TEACHER.

DURING THE SCHOOL YEAR, WE FILLED THOSE POSITIONS WITH EIGHT LONG TERM SUBSTITUTES FOR EMPTY CLASSROOMS. WE HAD THREE LONG TERM SUBSTITUTES AND SPECIAL EDUCATION CLASSROOMS, AND THE MUSIC TEACHER POSITION ALSO HAD A LONG TERM.

WE WERE ABLE TO COLLAPSE SOME OF THE CLASSROOMS AND DIVIDE THOSE STUDENTS INTO OTHER CLASSROOMS TO INCREASE ENROLLMENT IN SOME OF OUR OTHER ROOMS. MANY OF THESE CLASSROOMS ALSO HAD MULTIPLE SUBSTITUTES THROUGHOUT THE SCHOOL YEAR.

FOR EXAMPLE, ONE OF OUR FIFTH GRADE CLASSROOMS HAD THREE DIFFERENT SUBSTITUTES.

WE THEN HAD TO COLLAPSE THE CLASS AND DIVIDE THOSE STUDENTS INTO THE OTHER FIFTH GRADE CLASSROOMS. TAKING THAT ENROLLMENT FROM TWENTY STUDENTS TO TWENTY FIVE STUDENTS, WE ALSO HAD TO CONTINUE TO CONTINUE TO PAY THE LONG TERM SUBSTITUTE IN ORDER TO MAINTAIN THE STANDARD OF QUALITY REQUIREMENTS.

A SECOND GRADE AND A KINDERGARTEN CLASSROOM THIS SCHOOL YEAR HAD THREE LONG TERM SUBSTITUTES.

TO SUPPORT OUR LONG TERM SUBSTITUTES,, OUR MATH, INTERVENTIONIST, READING, INTERVENTIONIST AND TITLE ONE TEACHERS PROVIDED DAILY INSTRUCTION TO THE STUDENTS IN THOSE CLASSROOMS. THEY EVEN CREATED LESSON PLANS FOR THE SUBSTITUTES.

BUT BY PROVIDING THE SUPPORT FOR THE LONG TERM SUBSTITUTES, THESE SPECIALISTS HAD TO REDUCE THE AMOUNT OF TIME THAT THEY COULD SPEND WITH OTHER TEACHERS AND OTHER STUDENTS IN THE BUILDING. THIS HAS HAD A TREMENDOUS IMPACT ON OUR ABILITY TO PROVIDE THE SUPERIOR EDUCATIONAL EXPERIENCE THAT OUR COUNTY HAS TRADITIONALLY PROVIDED FOR OUR STUDENTS.

WHEN COVID ENTERED OUR WORLD, OUR TEACHERS AND PRINCE GEORGE ROSE TO THE CHALLENGE.

OUR SCHOOLS REMAIN OPEN TO FAMILIES WHEN MANY FAMILIES DID NOT HAVE THIS OPTION LITERALLY OVERNIGHT. OUR TEACHERS LEARNED TO TEACH VIRTUALLY.

MANY BEGIN TO TEACH BOTH IN-PERSON AND VIRTUAL STUDENTS AT THE SAME TIME.

THIS WAS NOT AN EASY TASK FOR OUR STAFF.

AS AN EDUCATOR AND A PARENT, I FEEL THAT WE OWE OUR STUDENTS THE EXPERIENCE OF HAVING LICENSED TEACHERS, PROVIDING AN EXCELLENT EDUCATIONAL OPPORTUNITY TO OUR STUDENTS.

AND AS A MOTHER, I AM CONCERNED ABOUT THE CITIZENS OF OUR WONDERFUL COUNTY.

I WANT TO ENCOURAGE YOU TO CONTINUE YOUR SUPPORT OF OUR SCHOOL DIVISION, AND WE ARE GREATLY APPRECIATIVE OF THE SUPPORT THAT YOU HAVE ALREADY SHOWN US TONIGHT.

WE VALUE AND THANK YOU FOR YOUR SUPPORT OVER THE LAST FEW DAYS THROUGH YEARS AND THE VERY DIFFICULT SITUATION THAT WE HAVE BEEN FACED WITH IN EDUCATION.

I HAVE A SON WHO IS CURRENTLY A JUNIOR AT PRINCE GEORGE HIGH SCHOOL AS A PRINCE GEORGE COUNTY PUBLIC SCHOOLS EMPLOYEE FOR 17 YEARS AND A PARENT.

I HAVE A VESTED INTEREST IN ENSURING THAT OUR SCHOOL DISTRICT HIRES AND RETAINS QUALIFIED EDUCATORS. ACCORDING TO THE DATA FROM THE VIRGINIA DEPARTMENT OF EDUCATION, OVER THE LAST THREE YEARS, THE NUMBER OF UNFILLED TEACHING TEACHING POSITIONS ACROSS VIRGINIA HAS SPIKED BY NEARLY 62 PERCENT.

THE TEACHER SHORTAGE PREDATED THE PANDEMIC, BUT SEVERELY EXACERBATED BY COVID 19 WITH FREQUENT VACANCIES.

SCHOOL LEADERS, ESPECIALLY PRINCIPALS, ARE SPENDING AN ENORMOUS AMOUNT OF TIME IDENTIFYING QUALIFIED APPLICANTS.

MANY TEACHERS HAVE BEEN CALLED UPON TO COVER CLASSES OR TAKE ON ADDITIONAL STUDENTS BECAUSE OF THE MANY UNFILLED POSITIONS HIGHLIGHTED BY [INAUDIBLE] TONIGHT.

SO MANY OF OUR TEACHERS HAVE LOST VALUABLE PLANNING TIME NEEDED TO SUCCESSFULLY IMPLEMENT THE ENGAGING LESSONS OUR STUDENTS DESERVE EACH AND EVERY DAY.

TEACHER SHORTAGES HAVE BECOME A NATIONAL ISSUE AS GROWING AS A GROWING NUMBER OF LOCAL SCHOOL DIVISIONS PREDICT AN IMPENDING STAFFING CRISIS.

WHILE SOME SURVEYS INDICATE MORE THAN HALF OF OUR TEACHERS ACROSS THE COUNTRY ARE CONSIDERING EXITING THE PROFESSION, PRINCE GEORGE COUNTY HAS THE OPPORTUNITY TO REVERSE THAT TREND. THIS CAN BE DONE BY DEMONSTRATING A WILLINGNESS TO INVEST IN THE RECRUITMENT AND RETENTION OF WELL-PAID, QUALIFIED TEACHERS.

OUR SCHOOL DISTRICT'S MISSION IS TO ENGAGE, ENCOURAGE AND INSPIRE EVERY CHILD EVERY DAY.

DURING MY 17 YEARS AS AN EMPLOYEE OF PRINCE GEORGE COUNTY PUBLIC SCHOOLS, I'VE BEEN A TEACHER, AN ASSISTANT PRINCIPAL AND NOW PRINCIPAL AT HARRISON.

AS A RESIDENT EMPLOYEE AND PARENT, I HAVE VESTED AND HAVE A VESTED INTEREST IN OUR SCHOOL DISTRICT. MR. [INAUDIBLE] AND MRS. BARNWELL HAVE SHARED SOME VERY IMPORTANT STATISTICS WITH YOU REGARDING THE TEACHER SHORTAGE THAT WE ARE FACING IN OUR SCHOOLS.

HARRISON BEGAN THIS SCHOOL YEAR WITH TWO LONG TERM SUBSTITUTES.

WE'VE YET TO HIRE A LICENSED TEACHER DESPITE MULTIPLE INTERVIEWS FOR ONE POSITION, AND THE SECOND IS BEING FILLED THROUGH AN OUTSIDE CONTRACT AGENCY.

HAVING NON-LICENSED TEACHERS OR TEACHERS EMPLOYED BY OUTSIDE AGENCIES PLACED A STRAIN ON THEIR GRADE LEVELS AND THE DEPARTMENTS AND OUR SCHOOLS, OUR SUPPORT STAFF AND ADMINISTRATION, AS MRS. BARNWELL STATED.

MANY OF OUR TEACHERS USE THEIR PLANNING TIMES.

THEY ARRIVE EARLY.

THEY STAY LATE IN ORDER TO SUPPORT THOSE SUBSTITUTES AND ENSURE THAT INSTRUCTION IS MEANINGFUL AND TARGETED TO OUR STUDENTS NEEDS.

TODAY'S TEACHERS PLAN BEYOND READING, MATH, SCIENCE, AND HISTORY.

THEY MUST PLAY IN OPPORTUNITIES TO TEACH SOCIAL SKILLS FOR STUDENTS TO COLLABORATE AND COMMUNICATE EFFECTIVELY.

TEACHERS ARE COUNSELORS IN THEIR CLASSROOMS, TAKING TIME TO LISTEN TO STUDENTS, PROVIDE COMPASSION, ENCOURAGEMENT AND SUPPORT WHERE NEEDED.

TEACHERS ARE BEHAVIORAL INTERVENTIONISTS, HELPING STUDENTS MANAGE THEIR EMOTIONS AND EXPRESS THEIR FEELINGS APPROPRIATELY.

ALL THIS WHILE TEACHING MATH, READING, SCIENCE AND HISTORY.

PRINCE GEORGE COUNTY HAS THE RESPONSIBILITY TO EMPLOY HIGHLY QUALIFIED LICENSED TEACHER.

A [INAUDIBLE] WAY TO RECRUIT AND RETAIN THOSE EXCELLENT TEACHERS THAT OUR STUDENTS DESERVE IS TO OFFER A COMPENSATION PACKAGE THAT EXCEEDS ALL OTHER OPTIONS IN THE AREA.

I GOT A $3000 RAISE THAT YEAR TO COME TO PRINCE GEORGE, AND I STILL DIDN'T MAKE TEN THOUSAND DOLLARS FOR THE WHOLE YEAR.

FOR YEARS, WE RECRUITED THE REGION'S BEST AND BRIGHTEST, AND WE CONTINUED THE GREAT TRADITIONS THAT YOU HAVE COME TO EXPECT OF OUR SCHOOLS, THE GREAT THINGS THAT YOU HAVE

TALKING WITH STUDENTS.

KEEPING UP WITH BEST PRACTICES.

AND WHEN I LEAVE TARGET AT FOUR O'CLOCK IN THE AFTERNOON, I'VE GOT ALL THIS OTHER PAPERWORK TAKE HOME WITH ME AND WORRY ABOUT.

AND THEY'RE TELLING THE TRUTH.

ONE OF MY COWORKERS IN A NEIGHBORING, MUCH LARGER DIVISION SHARED THAT AT THEIR FIRST JOB FAIR THREE YEARS AGO, THEY HAD 285 CANDIDATES SHOW UP.

LAST YEAR, THEY HAD ABOUT 175 SHOW UP.

AND THIS YEAR, THEIR FIRST RECRUITING JOB FAIR, THEY HAD 85 PEOPLE SHOW UP.

THIS SCHOOL YEAR, WITH YOUR HELP, WE WERE ABLE TO BE RANKED NUMBER SEVEN OUT OF FIFTEEN IN OUR REGION AND STARTING SALARY.

BUT WE WERE BEHIND HOPEWELL PETERSBURG AND RICO RICHMOND, SURRY AND POWHATTAN.

WE FILLED APPROXIMATELY EIGHTY TEACHING POSITIONS THIS YEAR.

WE HAVE TWENTY-THREE PROVISIONALLY LICENSED TEACHERS AND TWELVE SEEKING THEIR PROVISIONAL LICENSES. I HAVE AN ADDITIONAL FIFTEEN INTERNATIONAL TEACHERS COVERING MATH BIOLOGY, ENGLISH, SPANISH [INAUDIBLE] AND CTE.

I'M SHORT THIRTY-ONE TEACHING POSITIONS, TEN SPECIAL ED AND TWENTY-ONE GENERAL ED.

TO COVER THOSE. I HAVE TWENTY-ONE LONG TERM SUBSTITUTES AND THIRTEEN FULL AND PART TIME CONTRACTORS. I SEE IT.

I SEE IT. SOME TEACHERS ARE TEACHING AN ADDITIONAL PERIOD FOR PAY.

SOME CLASSES HAD TO BE COMBINED.

WE HAVE CONTRACTED WITH AGENCIES FOR VIRTUAL TEACHERS, WHICH STILL REQUIRES US TO HAVE A STAFF MEMBER IN THE CLASSROOM WITH THE STUDENTS WHILE THEY LEARN FROM A TEACHER VIRTUALLY. AND UNFORTUNATELY, WE HAVE HAD TO REDUCE SOME COURSE OFFERINGS.

THESE ARE THE FACTS THIS YEAR.

WE DON'T KNOW WHAT THEY WILL BE NEXT YEAR.

WE KNOW THAT YOU WILL DO EVERYTHING IN YOUR POWER TO SUPPORT US, AND WE WANT YOU TO KNOW THAT WE TRULY NEED THE ADDITIONAL REQUESTED FUNDS FOR OUR TEACHING STAFF BECAUSE THAT'S WHERE THE MONEY WOULD GO.

AND WE KNOW THAT, YOU KNOW, THAT'S NO GOOD FOR YOU TO GIVE ME A LITTLE BIT OF MONEY AND THEN TURN AROUND AND TAKE IT BACK FOR THE ADDITIONAL INCREASE IN INSURANCE RATES.

THAT IS WHY WE NEED THE FULL AMOUNT OF 988 THOUSAND AND FOR THE THREE PERCENT SALARY INCREASE AND THE 863 FOR THE INSURANCE BENEFITS.

WE KNOW THAT WE ALL WANT PRINCE GEORGE TO BE THE BEST.

WE HOLD ALL, HOLD OUR HEADS HIGH AND WE ARE PROUD OF OUR STUDENTS, OUR ATHLETES AND OUR COUNTY. AND WE KNOW THAT IS BECAUSE OF YOU AND YOUR SUPPORT.

TODAY, AN ENEMY TO BOTH FAMILY AND COUNTY BUDGETS ARE UNDER ATTACK BY AN UNSTABLE FORCE,

MADAM CHAIRMAN, AS WE ALL KNOW, YOUR BOARD IS WORKING ON FY 23 BUDGET.

WE HAVE TRUST THAT AS MR. BROWN HAS MADE CLEAR SEVERAL TIMES THIS EVENING DURING THE WORKSHOP, YOUR MINDS ARE NOT MADE UP DESPITE THE FACT THAT YOU ALLOW ONLY THE STAFF TO PRESENT ARGUMENTS TO YOU FOR THEIR NEED OF INCREASING STAFF SALARIES AND THEIR THIRST FOR MORE AND MORE SPENDING.

SOON TO BE THE THIRD HIGHEST IF HENRICO COUNTY DOES INCREASE DECREASE THEIR TAX RATE AS THEY PLAN TO DO YOU ALREADY KNOW THEY'RE GIVING MONEY BACK TO THEIR TAXPAYERS FROM LAST YEAR'S BUDGET, ACCORDING TO AN INTERNET SITE.

GOVT SALARIES AND BELIEVE ME, I DON'T TAKE STOCK IN WHAT I READ ON THE INTERNET, BUT THIS ONE SEEMS TO BE SOURCED AND SEEING TO GIVE ME PAUSE, IN OUR REGION, PRINCE GEORGE COUNTY, PAYS OUR EMPLOYEES.

WE ARE RANKED THE SECOND HIGHEST AVERAGE SALARY AND MORE IMPORTANTLY, THE SECOND HIGHEST MEDIAN SALARY OF THE COUNTIES THAT ARE SHOWN IN OUR IMMEDIATE AREA.

NOW, LAST YEAR, THE TAXPAYERS ALREADY GAVE ALREADY PAID FOR A PAY RAISE, BUT NOW OUR STAFF WANTS MORE.

DID ANYONE ELSE IN THE ROOM GET A PAY RAISE LAST YEAR? I KNOW I DIDN'T, AND I KNOW A LOT OF CITIZENS ON FIXED INCOME DID NOT.

AND IN FACT, A LOT OF PEOPLE LOST THEIR JOBS.

BUT YOU HAD ASKED TAXPAYERS FOOT THE BILL FOR THEIR INCREASES LAST YEAR.

I CONFIRMED THE DATA POINT TODAY THAT MR. BARNES, TO HIS TEACHER PAY.

TEACHERS AND PRINCE GEORGE COUNTY, ARE RANKED 7TH AND PAY OUT OF THE 15 SCHOOL DISTRICT THAT LOOKED AT IN THIS DATA POINT.

MR. SCHOOL BOARD MEMBER CONFIRMED MY RESEARCH JUST RECENTLY REGARDING THE PARKS AND REC, BUT I LEARNED THIS MORNING, TO MY SURPRISE, IS THAT OUT OF EVERY EIGHT AND NINETY SEVEN CENTS THAT YOU SPEND ON TAX ON PARKS AND REC, WE RECOVER ONLY ONE DOLLAR.

DIDN'T WE JUST RECENTLY SEE OUR PUBLIC SERVICE DEPARTMENT BRING UP SOMEBODY FROM SURREY? OR WAS IT SUSSEX COUNTY BECAUSE THEY SAW BETTER IN PG, BECAUSE PG IS BETTER, BUT WE GOT TO STOP. AND NOW THIS YEAR, THE TAXPAYER.

THE BOARD HAS ALSO DISCUSSED USING A MILLION DOLLARS OF YOUR FUND BALANCE RESERVES TO TO BRING THAT BORROWING LEVEL DOWN TO FOUR MILLION SEVEN HUNDRED AND SEVENTY FIVE THOUSAND, INSTEAD OF THE FULL AMOUNT OF FIVE POINT SEVEN SEVEN FIVE.

THE PROJECTS, AS WE'VE COVERED IN MULTIPLE MEETINGS, CONSIST OF A GENERATOR, A PURCHASE FOR THE HIGH SCHOOL. SOME DEFIBRILLATORS PURCHASED FOR PUBLIC SAFETY EXPANSION OF OUR FLEET GARAGE THREE MILLION SIXTY FIVE THOUSAND SCHOOL TECHNOLOGY, INFRASTRUCTURE IMPROVEMENTS, SCHOOL BUSSES, POLICE AND COUNTY VEHICLES, AS WELL AS SELF-CONTAINED BREATHING APPARATUS PURCHASED FOR OUR PUBLIC SAFETY SEGMENT.

AGAIN, THAT DEBT WILL BE FUNDED, THAT SELF-CONTAINED BREATHING APPARATUS USING YOUR DEVOTED ONE CENT OF REAL ESTATE TAX REVENUE.

THE ISSUANCE OF THESE BONDS DOES NOT CREATE THE NEED TO INCREASE YOUR TAX REVENUES, AND THOSE BOND REPAYMENTS WILL BEGIN NEXT FISCAL YEAR AND WILL BE INCLUDED IN YOUR INTRODUCED AND ADOPTED BUDGET FOR FY 23.

THE COUNTY, OF COURSE, IS REQUIRED TO HOLD A PUBLIC HEARING PRIOR TO ISSUING GEO BONDS.

THOSE PROPOSALS WERE DUE ON THE 22ND OF FEBRUARY AND WE RECEIVED TEN RESPONSES.

THERE WERE TWO THAT WERE NARROWED DOWN, WHICH MR. [INAUDIBLE] FROM DAVENPORT WILL COVER.

SO SO WHAT WE ARE RECOMMENDING NEXT IS THAT MR. [INAUDIBLE]. I APOLOGIZE.

COME FORWARD AND COVER THOSE PROPOSALS.

THE ANTICIPATED CLOSING DATE ON THOSE RATES CANNOT BE LOCKED IN UNLESS YOU ALL ACCEPT THEIR PROPOSAL, AND THE RATES THEY PROVIDE ARE ONLY GOOD FOR TWENTY FOUR HOURS.

SO WE DID RECEIVE THIS MORNING UPDATED INTEREST RATES FROM JPMORGAN CHASE, WHICH ARE HELD THROUGH TOMORROW.

SO IF YOU ALL AS A BOARD THIS EVENING DECIDE TO GO WITH THAT PROPOSAL, WE CAN LOCK IN THOSE INTEREST RATES AND THOSE INTEREST RATES ARE REFLECTED IN THE REVISED PRESENTATION YOU HAVE IN FRONT OF YOU THIS EVENING.

GIVEN THAT THE JPMORGAN CHASE PROPOSAL WAS REFRESHED THIS MORNING, WE ALSO REACHED OUT TO THE SECOND LOWEST BIDDER, ATLANTIC UNION BANK, AND OFFERED THEM AN OPPORTUNITY IF THEY WOULD LIKE TO REVISIT THEIR PROPOSAL PROPOSED INTEREST RATES AS WELL, WHICH THEY IN FACT DID, AND WE RECEIVED AN UPDATED PROPOSAL FROM THEM THIS MORNING AS WELL.

AGAIN, THOSE INTEREST RATES ARE REFLECTED IN YOUR UPDATED MATERIALS HERE.

SO IF YOU ALL HAVE THE UPDATED PRESENTATION IN FRONT OF YOU, I MIGHT SUGGEST THAT WE LOOK AT PAGE FOUR OF THE TWO LOGOS ON THOSE, AND I WOULD JUST LIKE TO HIGHLIGHT A COUPLE OF ITEMS HERE FOR YOU.

SO BOTTOM RIGHT CORNER PAGE FOUR COLUMN B IS THE JPMORGAN CHASE PROPOSAL, THOSE UPDATED RATES THIS MORNING ACTUALLY, WE'VE BEEN TRACKING ALONG WITH THEM.

AND DESPITE ALL THE MOVEMENTS IN RATES, THEY ENDED UP COMING BACK TO WHERE THEY WERE IN THEIR INITIAL PROPOSAL.

SO THEY OFFERED TWO OPTIONS ONE POINT NINE PERCENT, WHICH WOULD BE A NON CALLABLE RATE NON-REPAYABLE RATE, MEANING THAT IF YOU ACCEPTED THAT ONE POINT NINE ZERO PERCENT RATE, YOU WOULD BE LOCKED INTO THAT FOR THE TERM OF THE FINANCING, WHICH IS A 15 YEAR FINANCING WITHOUT THE ABILITY TO PREPAY THAT LOAN.

THE SECOND OPTION THEY OFFERED WAS A ONE POINT NINE EIGHT, FOUR PERCENT INTEREST RATE, AND THAT INTEREST RATE WOULD BE REPAYABLE AFTER THE FIRST EIGHT YEARS, SO AFTER YEAR EIGHT, YOU WOULD BE ABLE TO REPAY THAT LOAN WITHOUT PENALTY.

COLUMN C IS THE ATLANTIC UNION BANK.

THEIR REVISED INTEREST RATE WAS A ONE POINT NINETY NINE FIVE PERCENT, SO JUST SLIGHTLY

A DISTRICT, BASICALLY WHEN THE STATE SUPREME COURT APPROVED THE REDISTRICTING, THERE WAS A SPLIT PRECINCT THAT WAS CREATED.

THE COURTS BUILDING PRECINCT, WHICH IS NUMBER TWO OF FOUR, WAS SPLIT BY THE NEW LINE BETWEEN THE SEVENTY FIFTH IN THE EIGHTY SECOND HOUSE OF DELEGATES.

VIRGINIA CODE SECTION 24.2-307 STATE EACH PRECINCT NEEDS TO BE WHOLLY CONTAINED WITHIN A SINGLE CONGRESSIONAL DISTRICT.

SENATE DISTRICT HOUSE OF DELEGATES DISTRICT AND ELECTION DISTRICT.

SO HERE'S A MAP KIND OF SHOWING THE ISSUE.

YOU CAN SEE THE BROWN AREA OF THE COURT'S PRECINCT THAT'S BELOW THE RED LINE.

CURRENTLY, THE COURTS BUILDING PRECINCT HAS THREE THOUSAND TWO HUNDRED AND FORTY FOUR VOTERS AND THREE HUNDRED REGISTERED VOTERS WILL MOVE FROM THE COURTS PRECINCT TO THE BLAND PRECINCT. IT WOULD REQUIRE AN AMENDMENT TO COUNTY CODE SECTION 30-61.

AND CURRENTLY, THE BLAND PRECINCT HAS THIRTY SEVEN ZERO NINE VOTERS, AND YOU CAN ONLY HAVE A MAXIMUM OF FIVE THOUSAND VOTERS.

SO WE REALLY DON'T HAVE THE ISSUE OF REACHING THE MAXIMUM AND EITHER A DISTRICT PRECINCT.

THE SOLUTION TO THE POLLING LOCATION.

BASICALLY, YOU NEED TO HAVE A POLLING LOCATION THAT'S LOCATED IN THE COURT'S BUILDING PRECINCT, CURRENTLY THE LOCATIONS AT THE COURTHOUSE RIGHT ACROSS THE STREET SINCE THAT'S NO LONGER LOCATED IN THE PRECINCT.

THE REGISTRAR'S OFFICE AND THE BOARD OF ELECTIONS LOOK FOR A NEW LOCATION.

THEY DID FIND A NEW LOCATION, WHICH IS ABUNDANT LIFE CHURCH LOCATED ON MIDDLE ROAD.

THEY HAD BOARD OF ELECTIONS, HAS WORKED WITH ABUNDANT LIFE CHURCH, MAKING SURE THAT THEY CAN MEET ALL THE NEEDS OF BEING A POLLING LOCATION, AND IT WOULD REQUIRE AN AMENDMENT TO COUNTY CODE SECTION 30-62.

SO THE CONSTITUTIONAL REQUIREMENTS, THERE'S THE FEDERAL AND THE VIRGINIA CONSTITUTIONAL REQUIREMENTS. THE DISTRICTS MUST BE MORE OR LESS EQUAL IN POPULATION BASED ON ONE PERSON, ONE VOTE AND NEARLY AS PRACTICABLE REPRESENTATION IN PROPORTION TO THE POPULATION OF THE DISTRICT. THE DISTRICTS MUST BE CONTIGUOUS AND COMPACT, AND THE DISTRICT MUST NOT BE DRAWN TO DISCRIMINATE ON RACE STATUTORY REQUIREMENTS.

WE MUST USE THE RECENT CENSUS NUMBERS.

LEGISLATIVE SERVICES HAS GIVEN US THAT DATA, AND WE HAVE MADE ALL THE CHANGES TO REFLECT THE PRESENT DATA AS WELL, AND WE WOULD HAVE TO REDRAW THE DISTRICTS IF POPULATION GROWTH NECESSITATED SUCH.

SO, PRISON, POPULATION BEGINNING OF THE TWENTY TWENTY ONE REDISTRICTING, THE STATE CODE CHANGE, WE'RE BASICALLY NOW ANY PERSON INCARCERATED IS COUNT AS A RESIDENT OF THE LOCALITY WHERE HE OR SHE SHE RESIDED PRIOR TO INCARCERATION.

SO WE HAVE SOMEONE HERE IN THE REGIONAL JAIL, BUT THEY LIVE IN CHESTERFIELD AND THEY COUNT AS CHESTERFIELD.

SAME AS IF WE HAVE A PRINCE GEORGE RESIDENT AND A STATE PRISON ELSEWHERE.

THEN THEY WOULD COUNT AS PRINCE GEORGE RESIDENT.

WE ALSO CONDUCT MONTHLY STATUS UPDATE MEETINGS IN WHICH WE MEET WITH COUNTY ADMINISTRATION AND WE HAVE COMMUNITY POLICING AND MYSELF PARTICIPATE IN THOSE MEETINGS AS WELL. WE STRIVE TO MAINTAIN CONSISTENT CONTACT WITH THE COUNTY ATTORNEY AS WELL, EXCUSE ME, AND RECEIVE LEGAL GUIDANCE AS WE PURSUE SOLUTIONS TO SOME OF THE MORE CHALLENGING CASES. I HEAR SOME OF MY HIGHLIGHTS FROM LAST YEAR.

WE INVESTIGATED A TOTAL OF 313 PROPERTY COMPLAINTS.

OF THOSE, WE WERE ABLE TO CLOSE OR RESOLVED.

TWO HUNDRED AND EIGHTY SEVEN OF THOSE RESULTED IN 95 PERCENT COMPLIANCE RATE.

WE WERE ABLE TO PRODUCE 191 ENFORCEMENT DOCUMENTS AS WELL.

OBVIOUSLY, ALL COMPLAINTS ARE NOT GOING TO RESULT IN VIOLATION, BUT THOSE DOING DID RESULT IN US CONDUCTING 676 SITE INSPECTIONS LAST YEAR.

OH, HERE'S SOME MORE, SOME MORE HIGHLIGHTS OF LAST YEAR'S TOTALS, APPROXIMATELY A THIRD OF THE COMPLAINTS OF VEGETATION AND TALL GRASS COMPLAINTS, AND AGAIN, TO REITERATE, WE USE CONTRACTORS LAST YEAR TO ABATE 15 OF THOSE CASES.

FIVE UNSAFE NOTICES ALSO WERE ISSUED REGARDING PROPERTIES THAT WERE DEEMED UNLIVABLE AT THAT TIME. AND HERE WE HAVE A SNAPSHOT OF THE LAST FOUR YEARS IN WHICH YOU CAN SEE WE HAVE A PRETTY CONSTANT AND CONSISTENT CONTACT WITH THE PUBLIC AND TRYING TO SERVE THEM AND AS BEST AS MANY AS WE CAN.

SO IN TOTAL, DURING THAT TIME FRAME, THOSE NINE YEARS, WE HAD OVER 2011 TOTAL CASES, 1823 COMPLIANCE THAT PUT US RIGHT AROUND 91 PERCENT IN NINE YEARS.

LAST YEAR WE HAD TWO HUNDRED AND FIFTY TWO CASES.

TWO HUNDRED AND FORTY FOUR HAVE BEEN RESOLVED, EITHER REMOVED OR BROUGHT INTO COMPLIANCE.

AND WE'RE CURRENTLY SITTING AT 97 PERCENT, WITH EIGHT CASES STILL PENDING FROM THE END OF DECEMBER 2021.

COUNTY ATTORNEY'S OFFICE HAD SENT OUT 52 CERTIFIED LETTERS TO THE PROPERTY OWNERS, AND LAST YEAR WE ONLY HAD TO REMOVE ONE VEHICLE VIA TOW.

SO AGAIN, OUR OUR OBJECT IS TRYING TO WORK WITH THE COMMUNITY THE BEST THAT WE CAN IN THIS CASE. WE ENDED UP HAVING TO TOW THE VEHICLE.
