WE RESPECT THEIR SOVEREIGNTY, THE RIGHT TO SELF-DETERMINATION, AND WE HONOR THEIR SACRED SPIRITUAL CONNECTION WITH THE LAND AND WATER BY ACKNOWLEDGING THESE HOMELANDS.
WE COMMIT TO WORKING WITH TRIBAL NATIONS TO FURTHER THEIR EDUCATION AIMS. THEY IDENTIFY IN OUR CLASSROOMS AND IN OUR SCHOOLS.
NEXT, WE HAVE OUR FLAG SALUTE.
[5. FLAG SALUTE-6:35 pm]
I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.NEXT, NEXT UP IS APPROVING TONIGHT'S AGENDA, WOULD ANYONE LIKE TO MAKE A MOTION?
[6. APPROVAL OF AGENDA-6:37 pm]
THIS IS ANN, MOVE TO APPROVE.I SECOND. OK, IT'S BEEN MOVED AND SECONDED TO APPROVE TONIGHT'S AGENDA.
IS THERE ANY DISCUSSION? HEARING NONE, I'LL CALL FOR A VOTE, ALL OF THOSE IN FAVOR OF APPROVING TONIGHT'S AGENDA.
PLEASE INDICATE BY SAYING AYE.
ANY ABSTENTIONS? THE MOTION PASSES AND THE AGENDA IS APPROVED.
NEXT, WE HAVE OUR SUPERINTENDENT REPORT.
[7. SUPERINTENDENT REPORT-6:40 pm]
DR. BALDERAS? BOARD DIRECTORS, AND I'LL BE BRIEF THIS EVENING.FIRST, I WANT TO THANK ALL THE STUDENTS THAT ARE ON THE CALL OR STUDENT ADVISORS AND APPRECIATE THEIR STUDENT VOICE.
I KNOW THAT THE COMMITMENT IS, IS IS ONE WHERE THEY'RE ON AND THEY HAVE A HOMEWORK TO DO AND THAT WE APPRECIATE THE STUDENT VOICE THAT THEY BRING TO THE TABLE.
ALSO ON THE AGENDA TONIGHT, I KNOW WE HAVE A WE'RE TALKING ABOUT HOUSING HOPE AND WANT TO MAKE SURE THAT THERE'S CLARITY IN TERMS OF WHAT IT IS AND WHAT THIS ISN'T.
I WANT THE BOARD HAS HAD NUMEROUS DISCUSSIONS, SOMETIMES IN EXECUTIVE SESSION BECAUSE OF ATTORNEY AND REAL ESTATE PROTOCOLS THAT WE HAVE TO DEAL WITH.
BUT WE'VE HAD PRETTY ROBUST DEBATE OR DISCUSSION WITH THE BOARD REGARDING WHAT THIS IS AND WHAT THIS ISN'T. AND THIS IS A COLLABORATION WITH THE CITY OF LYNWOOD AND ALSO HOUSING HOPE TO HOUSE OUR MOST NEEDY STUDENTS OR STUDENTS THAT ARE QUALIFIED FOR OUR SERVICES THAT WE CALL [INAUDIBLE] FOR FEDERAL RULE AND THEIR FAMILIES.
SO THESE ARE STUDENTS THAT ARE UNHOUSED.
A LOT OF OUR KIDS, WE HAVE ROUGHLY THREE HUNDRED AND FIFTY.
I THINK WE UNDERCOUNT THAT, THAT WE HAVE MORE THAN THAT.
I KNOW THAT THE DISTRICT'S WORKING HARD TO IDENTIFY ALL THE STUDENTS THAT QUALIFY FOR MCKINNEY MENTAL SERVICES TO SUPPORT THESE KIDS.
ALSO, YOU KNOW, THE LOCATION IN THE CEDAR VALLEY AREA, IT'S WHERE WE HAVE A LOT OF IMPACTED POPULATIONS IN THAT REGION.
SO MAKING SURE THAT PEOPLE ARE AWARE OF WHO IS BEING SERVICED, THESE ARE STUDENTS AND FAMILIES ARE EDMONDS SCHOOL DISTRICT STUDENTS AND FAMILIES AND ALSO AT A VERY MINIMAL COST BECAUSE THE COSTS ARE BEING BORN THROUGH HOUSING HOPE.
SO JUST MAKING SURE THAT FOLKS UNDERSTAND WHAT THIS IS AND WHAT THIS ISN'T, I KNOW THAT AND THE BOARD HAS HAD DIALOG ON SEVERAL OCCASIONS ON THIS VERY TOPIC.
ALSO, AS WE VISIT SCHOOLS, I APPRECIATE THE BOARD MEMBERS THAT ARE ABLE TO TO VISIT SCHOOLS WITH ME. THERE'LL BE MORE OPPORTUNITY AS WE CONTINUE THROUGH THE SCHOOL YEAR.
I THINK IT'S A GREAT WAY FOR US TO BE ABLE TO TO LOOK AT WHAT'S HAPPENING IN SCHOOLS AND VISIT THE CLASSROOMS AND ALSO TALK TO STAFF AND MAKE THAT OPPORTUNITY AVAILABLE THROUGHOUT THE YEAR FOR BOARD MEMBERS AS WE CONTINUE TO REALLY LOOK AT STUDENT ENGAGEMENT IN THIS CURRENT TIME. BUT I THINK WHAT'S FUN ABOUT IT IS, AGAIN, IT'S KIDS ARE LEARNING.
TEACHERS ARE TEACHING AND PEOPLE ARE WORKING VERY HARD TO DO THE BEST THEY CAN UNDER A VERY DIFFICULT ENVIRONMENT THAT WE'RE STILL LIVING IN WITH THE, NOT ALL OUR YOUNGEST LEARNERS HAVEN'T HAD THE OPPORTUNITY TO BE VACCINATED AND UNDER THE BOARD IS GOING TO HEAR MORE OF THAT LATER ON, BUT ALSO JUST REALLY APPRECIATE THE STAFF THAT HAVE WORKED REALLY HARD. THERE HAS BEEN A LOT OF ANXIETY WITH STUDENTS AND WE SEE THAT SOMETIMES IN CERTAIN SITUATIONS THAT HAVE OCCURRED ACROSS OUR CAMPUSES WITH ANXIETY AND AND JUST THE TENSION THAT SOME STUDENTS HAVE WITH OUR CURRENT PROTOCOLS, BUT ALSO JUST WITH SOCIETY, I
[00:05:07]
THINK THERE'S A LOT OF TENSION AND TRAUMA THAT OUR KIDS HAVE EXPERIENCED BEING SHUT DOWN FOR A LONG PERIOD OF TIME.AND THAT'S WHY I REALLY APPRECIATE THE SUPPORT THAT WE CAN PROVIDE OUR KIDS WITH ADDITIONAL SOCIAL WORKERS AND MORE SUPPORTS ON CAMPUS, AND WE ARE GOING TO CONTINUE TO WORK TO COMPLETELY BE FULLY STAFFED.
THAT'S ONE THING THAT YOU'LL HEAR ALSO IS THAT WE'RE NOT COMPLETELY FULLY STAFFED, BUT OUR WONDERFUL HUMAN RESOURCES DEPARTMENT IS DOING THE BEST THEY CAN.
AND THIS IS NOT JUST A A EDMONDS ISSUE, BUT AN ISSUE THAT'S HAPPENING ACROSS THE COUNTRY.
SO WHAT YOU'RE GOING TO HEAR MORE ABOUT THAT IN OUR REENTRY, ACTUALLY OUR REPORT TO THE BOARD REGARDING WHAT'S OCCURRING RIGHT NOW ON OUR CAMPUSES.
BUT I WANT TO THANK YOU AND AGAIN, REALLY WANT TO THANK THE KIDS, OUR KIDS FOR BEING HERE BECAUSE THEY'RE OUR STRONGEST VOICE OUT IN THE FIELD AT TIMES AND APPRECIATE THEIR VOICE TONIGHT. SO THANK YOU, BOARD.
UP NEXT, WE HAVE OUR APPROVAL OF THE MINUTES FOR THE LAST MEETING, WOULD ANYONE LIKE TO
[8. APPROVAL OF MINUTES-6:50 pm]
MAKE A MOTION? MS. CARIN, I MOVE TO APPROVE THE MINUTES FOR THE LAST MEETING.I SECOND. THANK YOU, IT'S BEEN MOVED AND SECONDED TO APPROVE THE MINUTES FOR THE NOVEMBER 23RD, 2021 MEETING.
IS THERE ANY DISCUSSION? HEARING NONE, I'LL ASK FOR A VOTE.
ALL THOSE IN FAVOR OF APPROVING THE NOVEMBER 23RD, 2021 MINUTES.
PLEASE INDICATE BY SAYING AYE.
ANY ABSTENTIONS? THE MOTION PASSES AND THE MINUTES ARE APPROVED.
NEXT, WE HAVE OUR CONSENT AGENDA.
[9. CONSENT AGENDA-7:00 pm]
WOULD ANYONE LIKE TO MAKE A MOTION? I MOVE TO APPROVE THE CONSENT AGENDA.THIS IS ANN, SECOND. IT'S BEEN MOVED AND SECONDED TO APPROVE THE CONSENT AGENDA FOR TONIGHT. IS THERE ANY DISCUSSION? I JUST WANT TO COMMEND CHRIS BAILEY AND THE TECH OFFICE FOR BEING VERY PROACTIVE AND STARTING THIS PROCESS OF GETTING THE CHROMEBOOKS FOR THE KIDS THEN ADD PROPS FOR THE INSTRUCTIONAL STAFF, STARTING THAT PROCESS NOW IN ANTICIPATION OF THE SUPPLY CHAIN PROBLEMS AND ISSUES SO THAT WE'LL HAVE THEM IN HAND AND NOT HAVE TO WORRY ABOUT DELIVERY OF THEM IN TIME FOR NEXT SCHOOL YEAR WHEN IT'S TIME TO DO THIS.
SO JUST SHOUT OUT THAT IT'S GOOD TO SEE STAFF BEING ABLE TO BE PROACTIVE.
ANY OTHER DISCUSSION? HEARING NONE, I'LL GO AHEAD AND CALL FOR A ROLL CALL VOTE, PLEASE.
DIRECTOR MCMURRAY? AYE. DIRECTOR, NOBLE? AYE. DIRECTOR KATIMS? AYE. DIRECTOR CHASE? AYE. DIRECTOR KILGORE? AYE.
AND THE MOTION PASSES AND THE CONSENT AGENDA IS APPROVED.
NEXT, WE HAVE PUBLIC COMMENTS AND WE HAVE A FEW TONIGHT.
[10. PUBLIC COMMENTS-7:10 pm]
THE PUBLIC COMMENT IS AN OPPORTUNITY FOR CITIZENS TO ADDRESS THE SCHOOL BOARD.ITEMS BROUGHT FORWARD DURING THIS PORTION OF THE AGENDA WILL NOT BE ACTED UPON BY THE BOARD AT THIS TIME.
QUESTIONS MAY BE REFERRED TO SUPERINTENDENT AND STAFF FOR EXAMINATION AND LATER RESPONSE.
WE HAVE ENOUGH TIME TO HAVE EVERYONE WHO WANTS TO COMMENT TONIGHT.
PLEASE LIMIT YOUR COMMENTS TO THREE MINUTES.
AND FIRST UP, WE HAVE HEATHER CLINTONS ON THE TOPIC OF LEARNING LOSSES AND SOLUTIONS.
NO, I JUST WANT TO MAKE SURE IT'S OK, THANKS.
THIS MESSAGE IS IN THE SEASON OF HOPE, AND I'M HOPING TONIGHT THAT YOU'LL HEAR AND CONTINUE TO HEAR HOW THE CONTINUATION OF THE QUARANTINE POLICY THAT THERE IS A SAFE AND HEALTHIER ALTERNATIVE THAT EXISTS AND THAT THESE ARE AFFECTING OUR CHILDREN'S BASIC EDUCATIONAL RIGHTS.
AND I'M HOPING THAT THIS INFORMATION YOU'LL HEAR YOU'LL HAVE THE HEART TO DECIDE TO ENABLE A CHANGE SOON, A CHANGE THAT'S SAFE ALLOWABLE BY THE LOCAL DEPARTMENT OF HEALTH EFFECTIVE AND WOULD PRESERVE OUR CHILDREN'S RIGHT TO AN IN-PERSON LEARNING EXPERIENCE.
EDMONDS SCHOOL DISTRICT HAS THREE GOALS ON ITS MASTHEAD EXCELLENCE IN EDUCATION,
[00:10:05]
ENGAGEMENT AND EQUITABLE EQUITY.THEY'RE ALL NOBLE GOALS AND WITH THE CHALLENGE OF COVID, THESE GOALS HAVE ALL BEEN CHALLENGED, BUT WE HAVE AN OPPORTUNITY TO MAKE A DECISION TO CHANGE WHAT'S BEING DIRECTED AT THIS POINT AND PIVOT TO A SAFER AND HEALTHIER WAY FOR ALL THE STUDENTS.
HERE ARE SOME WAYS THAT WE CAN APPROACH THAT.
RIGHT NOW, THERE IS A AVAILABLE OPTION TO USE A TEST TO STAY POLICY VERSUS QUARANTINING KIDS, AND I HOPE THAT WE CAN PURSUE THAT.
I HOPE THAT WE CAN RETURN TO THAT.
YOU CAN'T LEARN IF YOU'RE NOT IN SCHOOL.
IF YOU'RE A CLOSE CONTACT, THAT'S UNVACCINATED, YOU'RE FORCED HOME UP INTO EIGHT DAYS.
PLAIN AND SIMPLE. IF YOU'RE NOT IN SCHOOL, YOU'RE NOT LEARNING.
I'VE DONE A QUICK STUDY OF THE DATA METRICS ON THE WEBSITE.
THERE'S OVER 4600 STUDENTS THAT HAVE BEEN IDENTIFIED AS CLOSE CONTACTS.
IF WE LOOK AT 40 PERCENT THAT ARE NOT VACCINATED, POTENTIALLY THAT'S 1800 STUDENTS THAT HAVE BEEN LANGUISHING AT HOME.
IT'S UPWARD OF ELEVEN THOUSAND SCHOOL DAYS THIS YEAR.
NOW MY NUMBERS COULD BE WRONG, BUT THAT'S A REALLY HIGH NUMBER TO ME, AND THAT'S A LOT OF KIDS THAT ARE OUT OF SCHOOL THAT ARE NOT LEARNING.
I HOPE THAT THE EDMONDS LEADERSHIP WILL LET THE PEDIATRICIANS FOCUS ON VACCINATIONS, SAFETY AND METRICS AND LET THE SCHOOLS FOCUS ON THE STRENGTHS TO PURSUE OUR GOAL OF EXCELLENCE IN THE CLASSROOM.
I HOPE THAT WE CAN GET THE KIDS IN THE SCHOOL TO ENGAGE WITH THEIR PEERS, THEIR CLASSMATES AND THEIR TEACHERS.
THIS FERRIS WHEEL QUARANTINING HEALTHY KIDS IS NOT HELPING ANYONE, NOT HELPING THEIR PEERS, AND IT'S NOT HELPING THE KIDS TO LEARN.
LASTLY, EQUITY, I HOPE THE LEADERSHIP CAN PUT ITS EFFORTS INTO PROVIDING EQUITY TO ALL LEARNERS IN THE SCHOOL.
YOU HAVE A REALLY HIGH POPULATION OF LOWER INCOME ENGLISH AS A SECOND LANGUAGE, AND THERE ARE ALSO CHALLENGES WITH ONE ONE INCOME FAMILIES.
THIS WOULD BE A POTENTIALLY A VERY HIGH CHALLENGE FOR SOMEONE THAT WOULD HAVE TO HAVE THEIR KID AT HOME FOR SEVEN DAYS IF THEY DIDN'T HAVE ANY CARE OPTIONS.
I HOPE THAT THE SCHOOL DISTRICT CAN LOOK AT HOW THIS POLICY IS AFFECTING EQUITY NEGATIVELY AND THAT WE CAN CHANGE THAT.
I'VE OUTLINED THESE THREE AREAS.
I HOPE THAT WE CAN PURSUE THOSE DIFFERENT OPTIONS.
I JUST WANT TO SAY LASTLY, THE VIRUS DOESN'T DISCRIMINATE BETWEEN TRANSMITTING TO VACCINATED ARE UNVACCINATED.
WE ALL KNOW THAT, AND NEITHER SHOULD OUR SCHOOL DISTRICT.
I HOPE WE CAN CHANGE TO A TEST TO STAY POLICY AND HELP OUR KIDS TO LEARN.
THANK YOU. NEXT, WE HAVE DENISE WARREN, WHO IS SPEAKING ON CHROMEBOOK ADMINISTRATION.
IS DENISE HERE? SEE HER ON THE CALL.
I DON'T HAVE A DENISE IN THERE.
NEXT UP IS MICAH HANSON, WHO IS SPEAKING ABOUT QUARANTINE.
NEXT UP IS GEORGE QUINTIN, WHO WAS SPEAKING ON THE TOPIC OF EDUCATION.
HELLO. CAN YOU HEAR ME? YES, THANK YOU.
ALL RIGHT. TODAY, I'D LIKE TO SPEAK ABOUT MY EXPERIENCE AS AN UNVACCINATED STUDENT DURING MY TIME HERE AT EDMONDS WAY IN MY SENIOR YEAR, MY FIRST SEMESTER.
I'VE BEEN A CLOSE CONTACT TWO TIMES, AND BOTH TIMES I'VE BEEN QUARANTINED 10 DAYS AND SEVEN DAYS, AND I'VE JUST REALLY NOTICED THE ADVERSE EFFECT, ADVERSE EFFECT THAT'S TAKEN ON MY LEARNING, ESPECIALLY AS A SENIOR IN IBE.
IT'S STRESSFUL AND DISCOURAGING, AND IN FACT, IT'S REALLY ISOLATING.
WHILE I'M QUARANTINE, IT'S INCREDIBLY DIFFICULT TO EFFECTIVELY COMMUNICATE WITH MY TEACHERS. I'M A STUDENT WHO NEEDS EXTRA SUPPORT.
I HAVE A LEARNING DISABILITY, SO BEING ABLE TO COMMUNICATE EFFECTIVELY MY TEACHERS, SO THEY UNDERSTAND MY SITUATION HAS BEEN PROFOUNDLY HELPFUL.
[00:15:03]
BUT WITH MY ISOLATION, ESPECIALLY DURING A TIME WITH HIGH VOLUMES OF WORK, IT'S REALLY HARD TO KEEP ON PACE.IT'S MUCH HARDER TO LEARN, IN FACT, AND I CAN HARDLY ENGAGE WITH MY PEERS AND THROUGH LIKE TEXT OR A CALL AND HARDLY AT ALL WITH MY TEACHERS THROUGH ONLY EMAIL.
IT'S LIKE I SAID BEFORE, IT'S INCREDIBLY DISCOURAGING AND WITH MY LEARNING DISABILITY, IT'S HARD TO KEEP ENGAGED WHEN I'M NOT EVEN IN THE CLASSROOM, AND I'VE BEEN ABLE TO DO SOME SELF-DIRECTED LEARNING.
BUT IT'S NOT NEARLY AS EFFECTIVE AS COMBINING THAT WITH MY TIME IN THE CLASSROOM, WHERE I CAN ENGAGE WITH OTHERS AND HAVE EFFECTIVE DISCUSSION AS AN ATHLETE.
I'VE BEEN TESTED THREE TIMES A WEEK WHILE MY VACCINATED PEERS AREN'T WHATSOEVER.
IT'S IT SEEMS UNFAIR, AS I'VE SEEN MANY OF MY PEERS WHO ARE VACCINATED CONTRACT THE CORONAVIRUS OR, SORRY, COVID 19.
AND THERE'S NO OBLIGATION FOR VACCINATED PEOPLE TO GET TESTED.
I FEEL LIKE IT WOULD BE MUCH MORE FAIR TO NOT ONLY CATCH THE VIRUS QUICKER, BUT JUST TO.
I FEEL LIKE THEY'D BE MUCH MORE EFFECTIVE IF EVERYONE GOT TESTED.
IF WE CATCH THEM MORE EFFECTIVELY AND WE COULD IDENTIFY WHERE THE INFECTION CAME FROM.
AND DURING MY TIME WHILE I'M QUARANTINED.
ALTHOUGH I RECEIVE A NEGATIVE VACCINATION TEST FROM THE PCR TESTS THAT I I'M OBLIGATED TO TAKE TO GET BACK WITHIN THE SEVEN DAYS.
I CAN'T COME BACK WITHIN THOSE SEVEN DAYS, EVEN THOUGH I DON'T HAVE ANY COVID, AND I FIND IT VERY HARD TO UNDERSTAND.
JUST LOGICALLY HOW THAT HELPS ME HELPS ANYONE STAY SAFER IF I DON'T HAVE ANY COVID WITHIN ME. THANK YOU FOR YOUR TIME, AND I HOPE YOU TAKE THAT INTO CONSIDERATION.
THANK YOU. I APOLOGIZE, I MISSED MICAH.
MICAH HANSON, YOU'RE HE'S UNDER ASHLEY HANSON'S NAME.
GO AHEAD. HELLO, CAN YOU HEAR ME? YES. MY NAME IS MICAH HANSON.
I'M A FRESHMAN AT MY [INAUDIBLE] HIGH SCHOOL.
I JUST FINISHED MY THIRD FULL WEEK OF BEING OUT OF SCHOOL WITH NO EDUCATION BECAUSE OF A CONTACT TRACING WITH A STUDENT THAT TESTED POSITIVE FOR COVID.
THIS HAS BEEN REALLY HARD FOR ME.
THE FIRST TWO WEEKS WAS RIGHT AFTER SCHOOL STARTED AND I GOT BEHIND IN ALL MY CLASSES AND WORKED REALLY HARD TO GET CAUGHT BACK UP.
AND NOW I'M IN THE SAME SITUATION.
I DO NOT DO WELL WITH ONLINE SCHOOLING.
I STRUGGLED LAST YEAR WITH ONLINE SCHOOL AND FAILED CLASSES BECAUSE NOT BEING IN PERSON IS REALLY HARD FOR ME.
NOW I CAN FINALLY BE BACK IN CLASSES AND INTERACT WITH TEACHERS AND OTHER STUDENTS.
I'M DOING MUCH BETTER, BUT I'VE HAD TO SIT OUT THREE WEEKS BECAUSE I'M BEING TREATED DIFFERENTLY THAN OTHER KIDS.
WHY? WHY DO KIDS THAT ARE VACCINATED NOT TO GET TESTED BEFORE RETURNING TO SCHOOL? THE OBVIOUSLY CAN GET AND SPREAD COVID LIKE ANY OTHER STUDENT, BUT ONLY ME TO UNVACCINATED KID IS SINGLED OUT AND HAS TO MISS OUT NOT ONLY ON SCHOOL, BUT SPORTS.
I PLAYED FOOTBALL FOR THE FIRST TIME IN THE FALL, BUT WAS FORCED TO MISS OUT ON TWO WEEKS OF THAT SEASON.
AND NOW I'M PLAYING BASKETBALL AND I GET TESTED TWO TIMES A WEEK, WHICH IS NOT FUN, BELIEVE ME, BUT ALL HAVE BEEN NEGATIVE.
SO WHAT'S THE POINT? WHY DO I STILL HAVE TO QUARANTINE? BECAUSE A KID GOT COVID, I HAVE TO QUARANTINE WHILE THE REST OF VACCINATED KIDS GET TO CONTINUE WITH PRACTICING GAMES.
HOW WAS THIS? HOW IS THAT FAIR? I'VE BEEN TESTED MORE THAN ANY OF THE VACCINATED KIDS, SO WE KNOW I DON'T HAVE COVID.
SO WHY DO I HAVE TO QUARANTINE? THIS MAKES NO SENSE TO ME.
PLEASE FIX THIS. I REALLY DON'T WANT TO HAVE TO KEEP GETTING PULLED OUT OF SCHOOL AND MISSING OUT ON MY SPORTS TEAM.
YOU CAN SEE HOW THIS WORLD ARE AFFECTING KIDS LIKE ME, KIDS WHO WORK HARD AT SCHOOL.
I LOVE BEING SOCIAL ON SPORTS.
I JUST DON'T WANT TO BE TREATED UNFAIRLY.
JUST TONIGHT, I FORGOT TO GET A COVID TEST AFTER SCHOOL.
I RODE THE BUS WITH THE WHOLE TEAM ON THE WAY TO CEDAR CREST, AND I COULDN'T EVEN SIT ON THE BENCH WITH MY TEAM.
[00:20:02]
I'M GETTING COMMENTS FROM OTHER KIDS ABOUT NOT BEING VACCINATED, AND EVERYBODY KNOWS I'M NOT BECAUSE I'M THE KID BEING TESTED TWICE A WEEK.THAT'S NOT THE POINT. I DON'T EVEN WANT TO GO TO SCHOOL ANYMORE.
I'M THE MOST SOCIAL KID I KNOW.
I LOVE PEOPLE AND BEING ON A TEAM, BUT THERE ARE SO MANY BARRIERS I DON'T EVEN KNOW IF IT'S WORTH IT ANYMORE.
A KID LIKE ME, NOT WANTING TO GO TO SCHOOL? YOU KNOW SOMETHING'S NOT RIGHT.
THANK YOU, MICAH. NEXT, WE HAVE DEBORAH BRANDY SPEAKING ON SUPPORT FOR HOUSING HOPE.
GOOD EVENING, THANK YOU FOR THIS OPPORTUNITY, I'M HERE REPRESENTING THE FOUNDATION FOR EDMONDS SCHOOL DISTRICT AS YOUR EXECUTIVE DIRECTOR OF THE FOUNDATION AS WELL AS HOUSING HOPE. I DO SERVE ON THE HOUSING HOPE SOUTH COUNTY ADVISORY BOARD.
I'M HERE TO CHAT WITH YOU ABOUT THE HOUSING HOPE PROJECT AND SEEK YOUR FAVORABLE CONSIDERATION FOR THE PROJECT.
MOVE FORWARD WORKING WITH THE DISTRICT AND MANY OF OUR STAFF AND STAFF MEMBERS IN THE DISTRICT, WE SEE NOT NECESSARILY FIRSTHAND, BUT AS CLOSE TO FIRSTHAND AS POSSIBLE, JUST THE EXTENSIVE NEEDS THAT OUR FAMILIES AND OUR STUDENTS FACE IN THE DISTRICT.
AND JUST THIS LAST WEEK, THERE WERE 10 NEW FAMILIES WHO BECAME HOMELESS AND AT LEAST THREE OTHER FAMILIES THAT WE KNOW THAT WE'RE SERVICING WHO ARE HOMELESS AND HELPING TO PROVIDE SUPPORT TO THEM. HAVING A HOUSING SITUATION WHERE OUR STUDENTS AND OUR FAMILIES CAN GO WHEN THEY'RE FACED IN A CRISIS SITUATION WILL BE THIS HUGE, ABSOLUTELY HUGE.
BY HELPING TO ADDRESS SOME OF THAT HOUSING ISSUES THAT OUR FAMILIES FACE, IT ALLOWS OUR STUDENTS TO FOCUS MORE ON SCHOOL, WHICH IS REALLY THEIR PRIMARY GOAL IS EDUCATION.
AND THE MORE THAT WE CAN DO TO HELP OUR STUDENTS STAY FOCUSED ON SCHOOL AND BE SUCCESSFUL IN SCHOOL, WHICH IS THEIR JOB RIGHT NOW, THE GREATER SUCCESS OUR STUDENTS WILL HAVE.
I'VE ALSO SEEN SITUATIONS WHERE WE HAVE TWO OR THREE FAMILIES THAT ARE DOUBLING UP IN A SINGLE BEDROOM APARTMENT BECAUSE THE RENTS ARE SO EXPENSIVE.
AFFORDABLE RENT IS A WHOLE DIFFERENT ISSUE, BUT IF THOSE FAMILIES DON'T HAVE PEOPLE THAT THEY COULD DOUBLE UP WITH, THEY WOULD BE HOMELESS THEMSELVES.
SO HAVING A FACILITY SUCH AS THIS THAT COULD SUPPORT OUR FAMILIES WOULD BE COMPLETELY INVALUABLE. I KNOW THERE'S MORE WORK TO BE DONE IN THIS PROCESS, BUT ENCOURAGE YOUR KIND CONSIDERATION TO MOVING THIS FORWARD AND THE OPPORTUNITY FOR THE FOUNDATION, YOUR FOUNDATION TO BE YOUR THOUGHT PARTNER IN THIS PROCESS.
THANK YOU. NEXT, WE HAVE FRED SJOSTROM ALSO SPEAKING ON HOUSING HOME PROJECT.
THANK YOU. I AM FRED SJOSTROM AND I AM THE CEO OF HOUSING HOPE, AND I'M VERY PLEASED TO BE BACK WITH YOU THIS EVENING.
PRIMARILY, I WANT TO THANK DR.
BALDERAS. I WANT TO THANK YOU, BOARD.
I WANT TO THANK ALL OF YOUR STAFF FOR YOUR EXCELLENT AND DILIGENT WORK IN NEGOTIATING A LEASE AGREEMENT THAT BOTH WELL SERVES THE DISTRICT AND MAKES THIS HOUSING DEVELOPMENT POSSIBLE. THIS IS AN ABSOLUTELY WONDERFUL COLLABORATION.
I AM VERY PLEASED FOR YOU TO KNOW THAT THE LYNWOOD CITY COUNCIL HAS APPROVED OUR APPLICATION FOR A COMPREHENSIVE PLAN AMENDMENT AND ZONING CHANGE.
ADDITIONALLY, THE APPROVED TWO TARGETED AREAS FOR AFFORDABLE HOUSING DEVELOPMENT, ONE THAT THAT ENCOMPASSES THIS AREA THAT WILL MAKE OUR APPLICATION FOR FUNDING ALL THE MORE COMPETITIVE. THE CITY IS ALSO PURSUING A CHIP PROGRAM GRANT FROM THE STATE OF WASHINGTON THAT WILL FUND THE WET INFRASTRUCTURE IMPROVEMENTS FOR THIS SITE.
I WANT TO REMIND YOU THAT THE PURPOSE FOR THIS SURPLUS PROPERTY DETERMINATION AND LEASE AGREEMENT IS NOT SIMPLY TO PROVIDE HOUSING FOR HOMELESS STUDENTS AND THEIR FAMILIES IN YOUR DISTRICT, BUT IT IS PRIMARILY TO IMPROVE YOUR STUDENTS' ACADEMIC PERFORMANCE.
THE ORGANIZATION BUILDING CHANGES REPORTS SIX HUNDRED AND FIFTY FOUR STUDENTS IN YOUR DISTRICT AS EXPERIENCING HOMELESSNESS.
THE STUDENT OUTCOMES FOR STABLY HOUSED STUDENTS VERSUS NOT IN YOUR DISTRICT ARE THAT ATTENDANCE FALLS FROM 86 PERCENT TO 55 PERCENT.
ENGLISH LANGUAGE PROFICIENCY FALLS FROM SIXTY FIVE PERCENT TO THIRTY SIX PERCENT,
[00:25:06]
MATHEMATICS PROFICIENCY FALLS FROM 54 PERCENT TO JUST 25 PERCENT, AND THE FOUR YEAR GRADUATION RATE FALLS FROM 79 PERCENT TO 52 PERCENT.HOW MUCH MORE DIFFICULT IS IT FOR A STUDENT TO ACHIEVE IN SCHOOL WHEN THEY DO NOT HAVE A STABLE PLACE TO LIVE? THE PROJECT WE'RE PLANNING IS DESIGNED TO IMPROVE THESE RESULTS FOR THE FAMILIES WE SERVE. WE WILL.
WE WILL BE PROVIDING EXTENSIVE SOCIAL SERVICES SUPPORT FOR OUR RESIDENTS.
ALL DESIGNED TO HELP IMPROVE STUDENT OUTCOMES.
THANK YOU FOR YOUR CONSIDERATION AND I HOPE YOU WILL VOTE TO SURPLUS THIS PROPERTY AND APPROVE THE GROUND LEASE.
THANK YOU. NEXT, WE HAVE MARTIN LANDEROS, SPEAKING ON THE QUALITY OF THE ASSISTANCE TO DISABLED STUDENTS.
HELLO, CAN YOU HEAR ME? YES, WE CAN. HI, THANK YOU.
THANK YOU FOR GIVING ME THE TIME TO SPEAK TO THIS BOARD.
FIRST OF ALL, MY APOLOGIES IN MY BOYS IS THAT IT'S A LITTLE VIBRANT.
I HAVE A DISABILITY AND I HOPE THAT YOU GUYS CAN JUST SEE BEYOND THIS PROBLEM THAT I HAVE OF SPEAKING. BUT I UNDERSTAND MY MESSAGE.
MY SON, HIS NAME IS FABIAN ARAMIS LANDEROS.
HE ATTENDS WOULD WAY EDMONDS HIGH SCHOOL.
AND LAST YEAR, IN JANUARY, ACTUALLY THE YEAR BEFORE HE WAS DIAGNOSED WITH AUTISM AND WE REQUESTED THE THE SCHOOL TO HAVE AN IEP DESIGNED TO HELP HIM WITH HIS SEEING CAPACITIES.
THIS IEP WAS DESIGNED, BUT IT TOOK SO MUCH WORK FROM MY PART TO TO HAVE IT IMPLEMENTED.
IT TOOK IT TOOK ALMOST TO THE END OF THE SEMESTER TO THAT IEP TO BE IMPLEMENTED.
I HAD TO STRUGGLE WITH WITH THE SCHOOL PRINCIPAL AND THEN THE ASSISTANT PRINCIPAL EVERY TIME I REQUESTED CLARIFICATION ON SOME ITEMS. HE'LL TELL ME SOMETHING ELSE LIKE TO ME, ACTUALLY.
AND. IT IS BEEN A VERY FRUSTRATING SITUATION THIS YEAR.
I TRIED TO REACH OUT ALL THE WAY TO THE BOARD AND I REACHED OUT TO THE BOARD DIRECTOR DIRECTLY AND I REQUESTED TO HAVE PLEASE HAVE ASSISTANCE TO MY SON, WHO IS AUTISTIC, AND HE NEEDS A LOT OF HELP.
MY MY COMMUNICATIONS WITH HER WERE TOTALLY IGNORED.
OK, THANK YOU. MY MY QUESTION.
AFTER STRUGGLING WITH ALL OF THESE PROBLEMS WITH MY SON NOT HAVING THE EDUCATION THAT FEDERALLY HE'S SUPPOSED TO BE GETTING AFTER ALL THE THE NEGATIVE TREATMENT THAT I HAVE RECEIVED FROM FROM THE STAFF AT THE SCHOOL AND THE DISTRICT.
WHAT ARE THE CHANCES THAT THE BOARD PLEASE LOOK AT THESE PROBLEMS AND FIX THEM? ONE OF MY FAMILY MEMBERS HAVE TO MOVE TO A DIFFERENT DISTRICT BECAUSE SHE WAS ALSO BULLIED. BULLYING BECAUSE OF A SPEECH INCAPACITY.
SHE HAD MY DAUGHTER IN HER HEAD TO MOVE OUT OF THE AND TO ANOTHER DISTRICT.
IT IS A PROBLEM THAT NEEDS TO BE ADDRESSED AND NOT JUST IGNORED THE WAY IT'S BEEN DONE SO FAR. I'M FRUSTRATED AND I'LL DO WHATEVER I CAN LEGALLY TO FIX THIS PROBLEM.
BUT I ALSO NEED SOMEONE IN THE WORLD TO PLEASE TAKE CARE OF, TAKE CARE OF THE SITUATION.
I PLEAD YOU PLEASE IF I COULD GET ON MY KNEES IN FRONT OF YOU AND PLEAD YOU TO HELP ME.
I'VE BEEN HARSH IN MY WORDS MANY TIMES, BUT I'M A PARENT.
I LOVE MY SON AND I WANT THE BEST FOR HIM.
AND. AND NOTHING HAS BEEN DONE.
NEXT, WE HAVE STEVE KEILLOR, AND I JUST HAVE TO SAY I WAS JUST THINKING OF YOU, STEVE.
AND I'M GLAD TO SEE YOU'RE HERE.
SO YOU ARE SPEAKING ON READING STRATEGIC PLAN AND HOUSING.
[00:30:07]
I'M ASSUMING YOU'VE GOT MY MICROPHONE.GOOD EVENING AND MERRY CHRISTMAS TO ALL.
I AM COMMENTING ON THREE ITEMS RECENTLY FROM THE ESD AGENDA.
THE PRESENTATION AT THE LAST MEETING BY THE LINWOOD ELEMENTARY PRINCIPAL WAS REMARKABLE, REMARKABLE IN THAT THERE WAS NO MENTION OF THE MOST CRITICAL ASPECT OF READING IMPROVEMENT. PARENTS.
SUBSCRIBING TO SUCH MODEST GAINS OVER A PERIOD OF THREE YEARS IS EQUIVALENT, IN MY OPINION, TO ADMITTING TO FAILURE AT THE OUTSET.
WORSE, THAT THE SCHOOL CAN USE ITS TOOLS INTERNALLY TO GRADE FOR IMPROVEMENT.
I'M GOING TO BE WATCHING THIS PROGRAM IN THE FUTURE CAREFULLY.
WHILE THE BOARD MAY OFFER VERBAL WARRANTY THAT THE AGREEMENT TO PROVIDE HOMELESS STUDENT HOUSING PUTS ESD STUDENTS FIRST.
THIS IS NO SUBSTITUTE FOR A WRITTEN AGREEMENT WITH DETAILS.
THERE MUST BE A COSIGNED DOCUMENT THAT LAYS OUT WHO WILL ADMINISTER THE SELECTION OF HOUSING OCCUPANTS AND WHAT CRITERION ARE USED FOR SELECTION.
IS THERE SUCH A DOCUMENT? EVIDENTLY, THERE ARE HUNDREDS OF HOMELESS IN THE DISTRICT.
WHY WOULD THE DISTRICT ALLOW AN OUTSIDE AGENCY SAY IN PART ON WHO IS HOUSED? THESE 50 OR 60 UNITS SHOULD GO TO EDMONDS STUDENTS THAT ARE HOMELESS OR THEIR FAMILIES.
AND UPON GRADUATION, THERE SHOULD BE DOCUMENTATION TO CITE HOW LONG THEY CAN STAY THERE BEFORE NEW STUDENTS CAN BE SERVED.
FINALLY, THE BOARD'S FIVE YEAR STRATEGIC PLAN IS NEITHER STRATEGIC OR REALISTIC, NO DELIVERABLES BY SPECIFIC DATES AND NO MENTION OF ACCOUNTABILITY METHODS.
ARE THERE ANY STAFF NAMES OR DEPARTMENT NAMES ATTACHED TO THE PHRASE STAFF STRATEGIES WHICH APPEAR REPEATEDLY IN THE DOCUMENT? THIS DOCUMENT SHOULD BE ABOUT A MATTER OF OWNERSHIP.
THESE ACTION PLANS BLUEPRINTS KEEP STAFF BUSY, YET YIELD ONLY MORE OF THE SAME.
IT'S A SPINNING WHEEL THAT I THINK IS GOING NOWHERE.
THANK YOU ALL. THANK YOU, MR. KEILLOR.
AND THAT CONCLUDES OUR PUBLIC COMMENTS FOR THIS EVENING THAT I CAN SEE.
UM. SO MOVING ON NEXT, WE HAVE OUR 21-22 STATUS UPDATE AND OUR REPORTS.
[11. REPORTS-7:40 pm]
THANK YOU, BOARD CARIN, GET THE POWERPOINT UP.THANK YOU. AGAIN, THIS IS OUR LAST HOUSE UPDATE OF THE YEAR BEFORE WE TAKE A LITTLE HIATUS FOR A COUPLE OF WEEKS, AND I'M REALLY HAPPY TO BE ABLE TO DO THAT FOR OUR STAFF.
THAT'S WORKED REALLY, REALLY HARD SO FAR THIS YEAR TO HAVE THE EDUCATIONAL EXPERIENCE THAT WE HAVE FOR OUR KIDS.
NEXT SLIDE, PLEASE. TO DANA GEASLEN, WHO'S GOING TO GO OVER OUR DAILY UPDATE.
BOARD OF DIRECTORS. NICE TO SEE YOU TONIGHT.
ARCENEAUX IMAGE HEALTH DISTRICT IN WASHINGTON STATE DEPARTMENT OF HEALTH HAVE GIVEN US A FEW THINGS. THERE'S THIS WEEK WE DIDN'T HAVE A SPECIFIC MEETING WITH THE DEPARTMENT OF HEALTH. SO WHAT WE KNOW RIGHT NOW IS THAT SNOHOMISH COUNTY HAS ABOUT THREE HUNDRED AND ONE CASES PER HUNDRED THOUSAND IN THE PAST 14 DAYS.
THEY CONTINUE TO BE. WE CONTINUE TO BE IN A HIGH TRANSMISSION RATE AREA.
THE TEST POSITIVITY RATE IS AT ABOUT SIX PERCENT.
IT'S STILL PRIMARILY DELTA IN OUR REGION, AND I'LL TALK A LITTLE BIT ABOUT OMICRON, THE NEW VARIANT THAT'S COMING OUR WAY IN THE NEXT SLIDES.
PREPARING FOR OMICRON? WE ARE AWARE THAT IT'S OUT THERE.
WE ALSO KNOW THAT ABOUT TWO WEEKS AGO, WE KNOW THE FIRST CASE IN THE UNITED STATES, AND THAT'S ACROSS TWENTY FIVE STATES.
EXCUSE ME. IT'S CLASSIFIED AS A VARIANT OF CONCERN RIGHT NOW.
IT HAS INCREASED TRANSMISSIBILITY.
SOME STUDIES HAVE SHOWN A TWO TO THREE TIMES AS TRANSMITTABLE AS DELTA.
SO WE ALSO KNOW THAT IF PEOPLE ARE VACCINATED, THAT THEY IN THE AREAS THAT HAVE A HIGH,
[00:35:06]
MORE HIGH TRANSMISSION RATE OF OMICRON, THAT IT'S NOT AS SIGNIFICANT OF AN INFECTION.IT'S ABOUT 2.9 PERCENT OF THE CASES IN THE UNITED STATES AND IN THE UNITED KINGDOM, WHO WE HAVE MIRRORED DURING THE WHOLE COVID PANDEMIC, ABOUT THREE WEEKS AFTER IS WHAT WE MIRROR WHAT THE UK DOES FOR WHATEVER REASON.
IN THE U.K. IS DOUBLING DAILY, SO WE'RE KEEPING A CLOSE EYE ON THE NUMBER OF CASES AND HOW THEY WORK HERE.
AND AND WE'LL KEEP AN EYE ON THAT OVER WINTER BREAK AS WELL AND HOPE TO REPORT TO YOU BACK IN JANUARY. AND YOU HAVE ACCESS TO THE NEWS IN THIS KIND OF THINGS AS WELL.
THE BEST TOOLS ARE STILL, THOUGH, TO FIGHT OMICRON.
VACCINES REMAIN THE BEST MEASURE OF PROTECTION SO THAT YOU, IF YOU DO GET THE INFECTION, IT ISN'T AS SIGNIFICANT.
I KNOW THAT OUT OF SOUTH AFRICA AND THEN OTHER COUNTRIES WHO HAVE MORE OF OMICRON, THEY'RE FINDING THAT PEOPLE WHO ARE VACCINATED, SOME OF THEM ARE GETTING IT.
BUT IT IS DEFINITELY LESS SYMPTOMS. MASKS OFFER PROTECTION AGAINST ALL VARIANTS.
WE NEED TO BE DILIGENT IN OUR MASK WEARING AND HAVING OUR STUDENTS AND STAFF AT SCHOOLS WEAR THAT WITH FIDELITY AND THEN, OF COURSE, TESTING FOR CURRENT COVID INFECTIONS.
NEXT SLIDE, PLEASE. WE JUST FINISHED OUR FOURTH ON SITE CLINIC.
OUR FIRST ONE WAS ABOUT FOUR WEEKS AGO, THREE WEEKS AGO, AND WE HAVE SEVEN HUNDRED FIRST DOSES AND THEN WE HAVE A THOUSAND AND THEN TWO WEEKS IN BETWEEN.
OF COURSE, WE HAD ANOTHER SEVEN HUNDRED ANOTHER THOUSAND.
I CAN'T SAY ENOUGH PEOPLE ON THE SCREEN THAT VOLUNTEERED AND HELPED US OUT AND OUR STAFF AND MANY OF OUR STUDENTS.
SO IT WAS INCREDIBLE. WE DID IT ON SITE.
WE PARTNERED WITH SOME AMAZING NURSES AND THE DEPARTMENT OF HEALTH AND WE'RE ABLE TO ADMINISTER THOSE. WE HAVE OUR LAST ONSITE VACCINE CLINIC FOR OUR FIVE TO 11 YEAR OLDS ON SUNDAY AT [INAUDIBLE] HIGH SCHOOL.
AND SO WE ARE WORKING, I THINK THE LAST BOARD MEETING WITH OUR EMS AND WE'RE GOING TO DO SOME DRIVE THRU CLINICS.
WE WEREN'T ABLE TO GET ALL THE LICENSING AND THINGS WE NEEDED TO GET THIS WEEK.
WE WERE HOPING TO OFFER THEM THIS WEEK, BUT THAT'S BEEN PUSHED OUT TO THESE MOBILE CLINICS. THERE'LL BE 500 DOSES EACH AT THE SCHOOLS LISTED THERE, OK, COLLEGE PLACE MIDDLE AND [INAUDIBLE] TERRACE ELEMENTARY.
THOSE ARE ALSO SCHOOLS THAT HAVE SOME ECONOMICALLY DISADVANTAGED RATES THAT ARE HIGHER THAN SOME OF OUR OTHER SCHOOLS.
SO WE'RE DOING THOSE ON THOSE DATES AND THEN THE FOLLOW UP DOSES LATER IN JANUARY.
AND THEN LASTLY, WE HAVE A BOOSTER CLINIC FOR OUR EDMONDS SCHOOL DISTRICT STAFF.
IF THEY HAVEN'T BEEN BOOSTED YET ON THIS FRIDAY AND WE HAD 250 DOSES, I THINK THERE WERE STILL 117 SLOTS LEFT AND HARMONY WAS CHECKING ON THAT.
BUT WE HAVE DEFINITELY HAVE SOME SLOTS LEFT FOR OUR STAFF ON FRIDAY, AND WE KNOW THAT THE BOOSTER IS CRITICAL TO FIGHTING OMICRON.
ALSO, THE DEFINITION OF FULLY VACCINATED FOR ADULTS COULD CHANGE IN FUTURE MONTHS TO INCLUDE A BOOSTER.
SO MORE ON THAT, BUT WE'RE REALLY EXCITED TO OFFER THAT TO OUR STAFF AND THAT IS THROUGH [INAUDIBLE] NURSES AND THAT PARTNERSHIP THAT WE HAVE WITH THEM AS WELL.
SO WE WILL CONTINUE TO OFFER THOSE VACCINE CLINICS FOR OUR FIVE TO 11 YEAR OLDS.
YEAH, DANA, I HAVE I GUESS I HAVE SOME QUESTIONS.
IF OMICRON IS NOT, IT'S RELATIVELY MILD.
IS THAT TRUE THAT IT SEEMS TO BE A MILDER FORM, NOT A KILLER OR IS IT A KILLER? THAT'S I MEAN, THERE'S THERE'S NOT AS MUCH RESEARCH BECAUSE IT'S NEW, BUT WE KNOW THAT IT'S MORE CONTAGIOUS, RIGHT? AND WE KNOW THAT IT'S DEVELOPING REALLY QUICKLY.
WE ALSO KNOW THAT I HEARD ON NPR YESTERDAY THAT THE CONCERN IS OUT THERE, THAT THIS COULD OVERRUN SOME OF OUR HOSPITALS IN THE UNITED STATES.
THERE ARE SOME HOSPITALS ON THE EAST COAST, SPECIFICALLY IN MAINE, THAT ARE VERY, VERY FULL AND WE'RE THINKING IT'S THE DELTA AND THE NEW OMICRON.
SO THE POTENTIAL, ESPECIALLY WITH UNVACCINATED INDIVIDUALS, FOR IT TO TO REALLY IMPACT OUR HOSPITALS AND HEALTH CARE IS SIGNIFICANT.
I HEARD SOMEBODY, ONE DOCTOR SAY THIS COULD BE THE PERFECT STORM.
SO THAT'S CONCERNING MORE TO SEE, RIGHT? THE RESEARCH IS BEING DONE TO SEE.
WE JUST KNOW THAT IT'S MORE CONTAGIOUS AS DELTA WAS MORE CONTAGIOUS, RIGHT? AND I THINK ABOUT IF WE KNEW ABOUT THE FIRST CASES A COUPLE OF WEEKS AGO, NOW IT'S IN TWENTY FIVE STATES.
RIGHT. IT'S JUST SPREADING. SO SO YEAH.
SO I GUESS WE'RE WHAT YOU'RE SAYING IS WE'RE STILL IN SORT OF WATCH, YOU KNOW, NOT CHANGING ANY POLICY WATCH AND WAIT.
YES. AND HOPEFULLY IT WON'T OVERRUN OUR HOSPITALS AND POTENTIALLY WHAT OUR HEALTH DEPARTMENT THEN KIND OF RETHINK.
I DON'T KNOW, NOT RETHINK, BUT SORT OF ADJUST FOR A MILDER KIND OF.
YEAH, IT COULD BE WE COULD RESPOND IN THAT WAY.
YOU'RE ABSOLUTELY CORRECT, I THINK IT'S ALSO JUST A REMINDER THAT WE JUST NEED TO
[00:40:04]
CONTINUE TO USE MITIGATING STRATEGIES.THIS IS NOT A TIME TO STOP WEARING MASKS AND IN PLACES THAT HAVE MASK MANDATES, THEY'RE SEEING LESS OF THIS VARIANT AS WELL AS DELTA.
SO JUST REALLY ENCOURAGE PEOPLE TO STAY TO STAY THE COURSE WITH THIS.
AND HOPEFULLY THIS IS THE FOURTH WAVE OF COVID AND ALLOWING US TO REALLY JUST INCREDIBLY INCREDIBLY VIGILANT AROUND ALL THE MITIGATING STRATEGIES THAT WE KNOW WORK.
ANY OTHER QUESTIONS? ALL RIGHT, NEXT TIME. SO QUICK TOUCH BASED ON THE NEW COVID 19 CENTER RESPONSE TEAM, WE HAVE A TEAM THAT WE'VE PUT TOGETHER, WE KIND OF, TO DR.
BALDERAS' THIS POINT. ONE WOULD LOVE TO STAFF THIS FULLER AND WE HAVE PHYSICIANS AVAILABLE. WHAT WE'VE BEEN ABLE TO HIRE RIGHT NOW IS ONE NURSE AND THREE HEALTH SCREENERS, AND THEY ARE FOCUSING.
THEIR TIME IS LOCATED AT EDMONDS WOOD HIGH SCHOOL.
THERE'S A SPOT THERE FOR FOR PEOPLE TO BE ABLE TO MAKE AN APPOINTMENT AND DO A DRIVE THROUGH TESTING AS WELL OUTSIDE OF THEIR OWN SCHOOL.
AND THEN SINCE DECEMBER 8TH, WE'VE CONSISTENTLY TESTED ABOUT TWENTY SIX PEOPLE A DAY, TAKING ABOUT 80 CALLS DAILY FROM STAFF IN THE COMMUNITY AROUND ALL THINGS COVID AND QUARANTINE AND WORKING WITH VERY CLOSELY WITH THE DEPARTMENT, THE HEALTH DEPARTMENT AND THEN SUPPORTED FORTY SIX POSITIVE COVID CASES DOING THE CONTACT TRACING IN THOSE KIND OF THINGS. SO EVENTUALLY WE HOPE THAT THOSE HEALTH SCREENERS ARE ABLE TO EVEN SUBSTITUTE FOR HEALTH SCREENERS. WE HAVE A HEALTH SCREENER AT ALL OF OUR BUILDINGS, AND IF HEALTH SCREENERS ARE OUT, WE'RE ABLE TO GET SOMEONE THERE BECAUSE THOSE HEALTH SCREENERS IN OUR BUILDINGS, THEY DO A LOT OF THE CONTACT TRACING.
THEY DO OTHER THINGS, TOO; RIGHT? THEY WORK IN THE CONTAINMENT ROOM AND THEY DO THE TESTING AND ALL OF THOSE THINGS.
SO WE WANT TO MAKE SURE WE HAVE THE STAFF AND THAT'S THE HARDEST PART ABOUT OUR COVID RESPONSE IS JUST THE STAFF TO BE ABLE TO DO THESE EXTRA DUTIES TO FINDING FINDING THE PERSONNEL. SO WE'RE VERY EXCITED THAT WE HAVE THIS TEAM AND THANK YOU TO EDMONDS HIGH SCHOOL FOR PROVIDING US A SPACE TO BE ABLE TO HOUSE THIS.
AND WE WANT TO CONTINUE TO SUPPORT OUR STUDENTS AND STAFF TO GIVE THEM A SPOT, ESPECIALLY IF THEY'VE GONE HOME AND BEEN QUARANTINED OR AND NEED TO HAVE A TESTING.
THEY CAN'T GO OBVIOUSLY BACK INTO THEIR SITE OR IF IT'S CLOSER FOR THEM, THEY CAN DO A DRIVE THRU TEST THERE.
SO YES, CENTRALIZED PCR, OUR DRIVE THROUGH TESTING AND A LOT OF CONTACT TRACING AND WORKING WITH WITH SCHOOLS, CONTACT TRACING IS PRETTY INVOLVED, AS YOU KNOW, AND THAT'S BEEN THE BIG TIME COMMITMENT.
THIS TEAM IS FUNDED BY A GRANT THAT WE WERE ABLE TO ACQUIRE THROUGH OSBI AND THE FEDERAL GOVERNMENT, THE STATE OF WASHINGTON, AND IT IS FOCUSED ON CONTACT TRACING AND TESTING.
ALL RIGHT. NEXT SLIDE. AND GREG, IS THIS YOU? I THINK SO, YEAH.
GOOD EVENING. BOARD OF DIRECTORS, I JUST WANTED TO SHARE JUST A LITTLE BIT OF AN UPDATE WITH YOU ALL. WE'VE TALKED A LOT ABOUT SOME OF OUR ATHLETIC ACTIVITIES THAT HAVE BEEN GOING ON OVER THE LAST COUPLE OF MEETINGS, BUT DID WANT TO SHARE THAT OUR ARTS PROGRAMS ARE ALSO GOING STRONG RIGHT NOW AND JUST WANTED TO SHARE SOME PHOTOGRAPHS WITH YOU.
ALL OF SOME OF THE RECENT PERFORMANCES THAT WE'VE HAD AT ALL OF OUR HIGH SCHOOLS AND MIDDLE SCHOOLS HAVE BEEN ENGAGING IN ARTS PERFORMANCES WITH OUR MUSIC AND DRAMA PRODUCTIONS, AND THESE ARE JUST A FEW PHOTOS.
WE'RE JUST REALLY EXCITED THAT AGAIN, WE CAN SHOWCASE OUR STUDENT PERFORMERS IN THE VARIOUS ARTS THAT THEY PARTICIPATE IN.
SO JUST WANTED TO TAKE A MINUTE JUST TO HIGHLIGHT THAT AND LET YOU ALL KNOW THAT OUR ARTS PROGRAMS ARE GOING STRONG. AND THIS IS THE CONCERT SEASON, AS YOU ALL KNOW.
SO WE'VE GOT A LOT OF CONCERTS GOING ON RIGHT NOW, AND WE'LL ALSO HAVE MORE AFTER THE FIRST OF THE YEAR. A LOT OF OUR ELEMENTARY SCHOOLS HAVE CONCERTS PLANNED AS WELL, SO WE ARE REALLY WORKING HARD TO MAKE SURE THAT OUR STUDENT PERFORMERS CAN CAN SHOWCASE THEIR TALENTS AS WELL. SO WITH THAT, I THINK WE'LL GO TO THE NEXT SLIDE.
SO THANK YOU, I JUST WANTED TO UPDATE YOU ON SOME CONSTRUCTION HIGHLIGHTS, OUR CAPITAL PROJECTS TEAM HAS BEEN HARD AT WORK AND I HAVEN'T CAPTURED ALL THEIR GOOD WORK ON ONE SLIDE. THERE ARE OTHER PROJECTS I HAVEN'T LISTED, BUT JUST WANTED TO HIGHLIGHT A COUPLE OF THINGS. I DID SHARE THAT THE FINAL BEAM WAS PLACED AT SPRUCE AND WE ARE ON TIME FOR REOPENING NEXT FALL.
ALSO WANTED TO GIVE A SHOUT OUT THAT THIS IS, YOU KNOW, SUCCESS FROM OUR LEVY IN APRIL 2021, THAT IS ALLOWING US TO COMPLETE SPRUCE OAK HEIGHTS ALSO FROM LEVY 2021, WE ARE IN THE DESIGN PHASE DETERMINING THE EDUCATIONAL SPECIFICATIONS ON WHAT OUR FUTURE OAK HEIGHTS SHOULD LOOK LIKE.
WOOD WASTE CENTER NOT ENTIRELY CAPITAL, BUT CERTAINLY HAD STRONG CAPITAL INVOLVEMENT.
WE DID OPEN SUCCESSFULLY THIS FALL AND WE DID MOVE THREE [INAUDIBLE] RELOCATED BALLS FROM
[00:45:01]
SPRUCE, SO SPRUCE HAD FIVE AND DURING CONSTRUCTION THEY NO LONGER NEED THEM.SO THREE WENT TO WOOD WASTE CENTER AND TWO WENT TO MARTHA LAKE TO HELP ALLEVIATE SOME OF THEIR CROWDING CONCERNS.
WE ARE WORKING ON CONSTRUCTION FOR THE ESC IN JULY NEXT SUMMER.
WE'RE GOING TO GET A NEW ROOF, HVAC AND LIGHTING, AND I KNOW THEY'RE HARD AT WORK ALREADY BECAUSE I HAD A MEETING AND COULD HEAR THEM OVER MY HEAD IN THE ATTIC AREA.
SO THEY ARE DOING ALL THE HARD WORK TO BE READY TO GO NEXT JULY.
AND THEN FINALLY, EVEN THOUGH IT'S NOT OUR PROJECT SPECIFICALLY, SOUND TRANSIT, OF COURSE, IS BUILDING LIGHT RAIL.
THREE PILLARS ARE ON OUR TRANSPORTATION FACILITY AND JUST WANTED TO SHOW THIS PICTURE.
THIS IS THE DETENTION VAULT, SO THE DETENTION VAULT CATCHES RAINWATER OFF THE RAILS AND THEN IT GOES BACK INTO THE WETLANDS.
SO THIS IS A GREAT PICTURE TO JUST SHOW YOU HOW ENORMOUS THIS DETENTION VAULT IS BECAUSE YOU CAN SEE THE TWO SMALL PEOPLE THERE.
WHEN THAT IS COMPLETED, IT WOULD BE ASPHALTED AND OUR BUSSES WILL BE PARKING ON TOP OF THAT ASPHALT. SO THANK YOU.
SO THANK YOU. GOOD EVENING, DIRECTOR.
BOARD OF DIRECTORS. SO I JUST WANT TO INTRODUCE A VIDEO THAT OUR INCREDIBLE MS. BROMLEY'S FIFTH GRADE CLASS AT HAZELWOOD ELEMENTARY CREATED FOR DR.
BALDERAS. AND SO, CHERYL, IF YOU CAN CLICK ON THAT LINK AND PLAY THE VIDEO THAT THEY CREATED FOR HIM.
WELCOME, DR. BALDERAS, FOUR WEEKS AGO, WE WATCHED YOUR INTRODUCTION VIDEO ABOUT HOW YOU THINK ABOUT YOUR LIFE, HOW YOU BECAME A SUPERINTENDENT.
YOU'RE SO PROUD OF YOUR RECEIVING THE NATIONAL AWARD.
SOMEHOW WE DECIDED TO MAKE A QUILT THAT SHOWS OUR GRATITUDE FOR YOU BEING OUR SUPERINTENDENT. SO WE'RE LISTENING CAREFULLY TO YOUR VIDEO VIEWS CAREFULLY.
I BELIEVE IN EVERY STUDENT AND I BELIEVE IN EVERY FAMILY.
AT FIRST, WE THOUGHT OF PUTTING TOGETHER A JOURNEY BOOK THAT SHOWED YOUR JOURNEY TO BECOMING A SUPERINTENDENT, BUT THEN WE REALIZED THAT YOU WOULD APPRECIATE HEARING WHAT WE BELIEVE IN. SO WE DECIDED TO CREATE A BELIEF QUILT.
ON OUR CLASSROOM QUILT, EVERY STUDENT WROTE THEIR BELIEFS.
WE HOPE YOU WOULD HANG THIS QUILT, IN YOUR OFFICE OR HOME TO REMIND YOU OF HOW MUCH WE APPRECIATE YOU BELIEVING IN US.
THANKS FOR COMING TO OUR CLASS.
WE APPRECIATE YOU. I BELIEVE THAT EVERYONE IS SPECIAL IN THEIR OWN WAY.
I BELIEVE COVID IS NOT GOING TO AFFECT US SO MUCH BY NEXT YEAR.
I BELIEVE WE WILL ALWAYS SUCCEED.
I BELIEVE YOU CAN GET SMARTER.
I BELIEVE YOU CAN BE KIND TO EVERYONE EVEN IF THEY ARE DIFFERENT.
I BELIEVE YOU CHOOSE YOUR LIFE, NOT ANYONE ELSE.
[SPANISH]. I BELIEVE IN MY IMAGINATION.
I BELIEVE THAT WE BELONG AND WE SHOULD SHARE.
I BELIEVE IN MYSELF, AND ONE DAY I WILL FLY.
I BELIEVE IN MYSELF WHEN THINGS GET TOUGH.
I BELIEVE IT WILL BECOME EASIER.
EVERYTHING IS POSSIBLE, IF YOU BELIEVE.
[SPANISH]. I BELIEVE IN SANTA AND SECOND CHANCES.
I BELIEVE I CAN TRY EVERYTHING AND BE MY BEST.
I BELIEVE THERE WILL BE NO MORE TRASH OR LITTERING.
I BELIEVE THAT EVERYBODY HAS THE RIGHT TO BE WHATEVER THEY WANT TO BE.
THAT'S WHY I'M HERE IS BECAUSE I BELIEVE IN EVERY STUDENT AND I BELIEVE IN EVERY FAMILY.
[INAUDIBLE] THAT SAID, I REALLY APPRECIATE THE REALLY THE PROJECT BASED LEARNING THAT TOOK PLACE IN THAT CLASS WHEN I ENTERED, THEY WERE WORKING ON UNDERSTANDING THE DIFFERENT CULTURES THAT MAKE UP THE CLASSROOM.
THERE WAS A VERY DIVERSE CLASSROOM, SO A LOT OF PROJECT BASED LEARNING AND IT JUST IT REALLY OVERWHELMS YOU IN TERMS OF THE GREATNESS THAT HAPPENS IN OUR SCHOOLS EACH AND EVERY DAY. YOU KNOW, WE ARE NOT PERFECT.
WE ARE NOT PERFECT, BUT WE DO THE BEST WE CAN EACH AND EVERY DAY WITH THE PHENOMENAL STAFF THAT WE DO HAVE.
AND I APPRECIATE AND I'M ALWAYS HONORED WHEN I GO SPEAK TO CLASSES AND THAT ONE STUDENT WHO DID THE INTRO. I THINK HE'S GOING TO BE MAYOR SOMEDAY, IF NOT EVEN MORE, BECAUSE
[00:50:04]
HE'S A VERY POLISHED SPEAKER.ASK HARMONY. AGAIN, THANK YOU VERY MUCH.
I KNOW WE HAVE STUDENTS, SO AND GETTING TURNED BACK TO YOU.
THANK YOU. DO WE HAVE STUDENTS WHO WOULD LIKE TO SPEAK OR ASK QUESTIONS ABOUT WHERE WE ARE AS OF TODAY? RATIKA, ARE YOU IN THE ROOM HERE? SURE. SO I THINK IN TERMS OF WHERE WE ARE.
FIRST OF ALL, I'M STILL GETTING OVER.
BALDERAS, IT'S KIND OF A TESTAMENT TO HOW FANTASTIC YOU ARE ON TOP OF EVERYTHING ELSE AS WELL, BUT FANTASTICALLY WELL PUT TOGETHER.
VIDEO ESPECIALLY FROM MY ALMA MATER ELEMENTARY SCHOOL IN TERMS OF WHERE WE ARE.
HONESTLY, IT'S I CAN'T EVEN WRAP MY HEAD AROUND THE FACT THAT WE ARE IN THE LAST WEEK OF DECEMBER IN TERMS OF SCHOOL THIS YEAR.
I KEEP THINKING LIKE YESTERDAY I WAS LIKE, WOW, I JUST DID MY LAST NOVEMBER AND THE LIKE OF MY ENTIRE SCHOOL AND CAREER IN THE EDMONDS SCHOOL DISTRICT.
THAT'S CRAZY. BUT YOU KNOW, IT'S BEEN CRAZY.
IT'S BEEN NUTS IN SOME AREAS, BUT IT'S JUST IT'S BEEN SO GOOD TO BE BACK.
BALDERAS JUST SAID, SO GRATEFUL FOR ALL THE STUFF THAT WE DO HAVE AND ALL THE THINGS THAT WE'VE BEEN ABLE TO DO, DESPITE THE CRAZINESS THAT'S BEEN HURLED IN EVERY WHICH DIRECTION GOING FORWARD.
AND JUST HOPEFULLY, YOU KNOW, THINGS GET EASIER GOING FORWARD FOR THE NEXT SEMESTER AND THE NEXT COUPLE OF MONTHS AND THAT THINGS KIND OF RETURN SLOWLY, RETURN MORE AND MORE TOWARDS NORMAL. I KNOW THERE'S LIKE A LOT GOING ON WITH THE DIFFERENT VARIANTS, BUT I'M JUST BEYOND GRATEFUL TO BE BACK IN.
ISABELLE, DO YOU HAVE ANY QUESTIONS OR COMMENTS? YEAH, I JUST WANT TO BE REALLY QUICK.
I AGREE. I COMPLETELY AGREE WITH RITIKA.
I MEAN, THIS IS MY SECOND YEAR IN THIS DISTRICT AND I'M A SENIOR.
BUT THESE PAST TWO YEARS, EVEN WITH COVID AND EVERYTHING HAVE BEEN FANTASTIC.
I LOVE MY SCHOOL AND JUST SO MANY GREAT EXPERIENCES.
IT'S CRAZY THAT WE'RE ALMOST TO THE SECOND SEMESTER.
BEFORE WE MOVE ON, BOARD, ARE THERE ANY QUESTIONS ABOUT OUR CURRENT STATUS? DEBORAH, I WANT TO FOLLOW UP ON SOMETHING.
ENSURE THAT ALL OF OUR KIDS, NO MATTER WHAT THEIR QUARANTINE, WHAT THEIR VACCINE STATUS IS, THAT THEY GET AN EQUITABLE ACCESS TO A FREE AND APPROPRIATE EDUCATION LIKE THEY SHOULD BE GETTING EVERY SINGLE DAY.
AND IT SOUNDS LIKE THAT'S NOT HAPPENING.
AND I'M WONDERING, WHAT WHAT CAN WE LEARN FROM MAYBE STRATEGIES WE'VE TRIED HERE OR OTHERS HAVE TRIED? I'D LIKE THIS TO NOT BE LOST IN THE CONVERSATION OR FOR US TO TAKE IT FOR GRANTED THAT WHAT WE'RE DOING IS THE BEST THEY CAN BE DONE BECAUSE IT DOESN'T SOUND LIKE IT'S THE BEST THEY CAN BE DONE.
UM, I'D LIKE I HOPE THAT STAFF WILL START LOOKING AT MODELS OR WAYS THAT WE COULD.
CHANGE THE CURRENT SITUATION BECAUSE WHILE WE HOPE THIS WILL THAT ALL OF THE VARIANTS WILL DIMINISH.
WE HAVE EVERY SINGLE DAY AND WE SHOULDN'T HAVE KIDS WHO ARE SITTING AT HOME WHO WHO DON'T NEED TO BE SITTING AT HOME OR COULD BE SOMEHOW ACCESSING EDUCATIONAL OPPORTUNITIES MORE EQUITABLY.
ANY OTHER COMMENTS FROM? JUST REALLY QUICKLY, ANOTHER STEP IN TERMS OF THE TEST TO STAY IN TERMS OF WHAT WHAT WE CAN DO IN THAT IN THAT ARENA.
I KNOW DANA AND MATT, I ACTUALLY MET WITH THE PARENT THAT SPOKE EARLIER VIA PHONE JUST A COUPLE OF DAYS AGO, BUT KNOW THAT WE ARE WORKING ON A VARIETY OF DIFFERENT OPTIONS AND HOPEFULLY WITH THE YOUNGEST LEARNERS, AT LEAST WITH THE VACCINE AGAIN, SHOTS IN ARMS AGAIN, LIKE WE TALKED ABOUT EARLIER FOR OUR HIGH SCHOOL KIDS, BUT NOW WITH THE FIVE
[00:55:02]
THROUGH 11 YEAR OLDS BEING ABLE TO GET VACCINATED AND ALSO HERE SOON TO BEGIN TO GET THE BOOSTER BECAUSE WE KNOW THAT'S GOING TO BE CRITICAL FOR ANY FOR THE NEW VARIANT THAT JUST CAME OUT RECENTLY. SO BUT WE'RE REGARDING TO LEARNING LOSS IN TERMS OF JUST THE WHAT'S HAPPENING TO OUR KIDDOS IS WE'LL CONTINUE TO LOOK AT WHAT WE CAN DO, WHAT'S DOABLE.I THINK PART OF THE ISSUE WE'RE CURRENTLY HAVING IS THE STAFFING SITUATION IS GETTING BETTER, BUT IT'S NOT THERE WHERE WE NEED TO BE.
FOR EXAMPLE, I KNOW I HAVE MY SENIOR STAFF TOMORROW SUBSTITUTING AS PRINCIPALS.
SO THESE ARE THE PEOPLE THAT ARE ON THE SCREEN RIGHT NOW IN FRONT OF YOU THAT ARE NOT GOING TO BE DOING THEIR OTHER JOB THAT WE DO AND THEIR OTHER JOB IN THE EVENING.
SO THAT'S ONE OF THE THINGS THAT'S CAUSING SOME DISRUPTION IN TERMS OF OUR GOALS IN TERMS OF HOW WE CAN REALLY MOVE THINGS FORWARD.
AND THAT'S NOT AN EXCUSE. THAT'S JUST A REALITY.
THAT'S JUST THE REALITY WE ARE LIVING IN RIGHT NOW.
SO BUT HOPEFULLY AGAIN, OUR GOAL IS TO COME BACK IN THE NEW YEAR AND BE ABLE TO PROVIDE THE BOARD MORE OF AN UPDATE IN TERMS OF WHAT IT WOULD TAKE TO BE ABLE TO GET TO THE TEST TO SAY WHAT IT WOULD TAKE TO BE ABLE TO DO THINGS IN A DIFFERENT LANE.
I THINK WE CAN ADD THAT TO THE AGENDA.
WE CAN WORK ON IT OVER WINTER BREAK.
DIRECTOR KATIMS AND WE'LL COME BACK TO THE BOARD WITH SOME SOLUTIONS AGAIN ON WHAT WE THINK WE CAN DO. TO IMPROVE OUR CURRENT SYSTEM.
YES, THAT SOUNDS THAT SOUNDS EXCELLENT.
THANK YOU. I JUST WANTED TO ADD, THOUGH, THAT IT DOES CONCERN ME.
SO WE DO HAVE FAMILIES WHO ARE CHOOSING TO HOLD OFF ON GETTING THEIR CHILDREN VACCINATED.
NOT NECESSARILY THAT THEY'RE OPPOSED TO IT, BUT THEY'RE WAITING TO SEE.
AND SO FAR, THAT IS NOT A REQUIREMENT.
STUDENTS ARE NOT REQUIRED TO BE VACCINATED, TO ATTEND SCHOOL, IS THERE ANY OTHER THAN IS TEST. TO STAY APPLICABLE TO UNVACCINATED STUDENTS IS MY FIRST QUESTION.
AND THEN SECONDLY, I WAS CONCERNED TO HEAR THAT STUDENTS ARE GETTING TESTED SO FREQUENTLY. I HEARD TWO OR THREE TIMES I DON'T KNOW WHAT THE ACTUAL NUMBER IS.
AND IS THAT A REQUIREMENT OF THE HEALTH DISTRICT? AGAIN, MAYBE HAVE DANA SPEAK TO THE REQUIREMENTS, I KNOW THE ATHLETES HAVE DIFFERENT REQUIREMENTS AND THE NON ATHLETES, FOR EXAMPLE, FOR COMPETITION PURPOSES, BUT ALSO CAN SPEAK TO THE TEST TO STAY AND THE IMPACTS ON THE DISTRICT ON TEST TO STAY.
DANA, CAN YOU WEIGH IN? SO TEST TO SAY IS TESTING ABOUT EVERY OTHER DAY.
AND RIGHT NOW THE CHALLENGE IS, IS WHAT DR.
BALDERAS SAID, IS THE STAFFING TO PULL THAT OFF AND HAVING THE HEALTH SCREENERS AVAILABLE EVERY DAY AND THEN THE ACTUAL TESTS.
SO YOU GO THROUGH A LOT OF TESTS WHEN, FOR INSTANCE, IF WE HAVE A BUILDING THAT HAS 56 KIDS THAT WERE CLOSE CONTACTS.
NUMBER ONE, THEY COULD COME TO SCHOOL, BUT THEY COULDN'T GO TO ANY EXTRACURRICULAR ACTIVITY. SO NOW YOU'RE ALSO TRYING TO BE SUPER COGNIZANT OF MANAGING THAT.
AND THEN EVERY OTHER DAY, TESTING ONCE THEY COME TO SCHOOL AND WHO DOES THAT? TESTING IN SOME DISTRICTS IS ACTUALLY SOME CERTIFICATE OF STAFF MEMBERS, AND THAT'S THE AGREEMENT THEY HAVE FOR OTHERS THAT DO THE TESTING IN OUR DISTRICT.
IT IS THE HEALTH SCREENER PRIMARILY, BUT IT COULD BE OTHERS THAT ARE TRAINED AS WELL.
SO IT'S HAVING THAT EVERY BASICALLY ALMOST EVERY DAY.
IF YOU HAVE SOME KIDS THAT ARE QUARANTINED, SOMEHOW IT WOULD WORK OUT AND THEN TO YOUR QUESTION ABOUT THE RETURN.
SO WITH OUR SEVEN DAY QUARANTINE RETURN ON THE EIGHTH DAY AFTER A NEGATIVE COVID TEST AFTER DAY FIVE, AND THAT'S A LOT OF OTHER NUMBERS, IT'S JUST THAT ONE TEST THAT THEY HAVE TO HAVE TO COME BACK AND RETURN ON DAY EIGHT.
BUT FOR ATHLETICS, ESPECIALLY HIGH, AND I THINK GREG CAN SPEAK TO THIS AS WELL.
FOR SOME OF THOSE, THEY DO HAVE TO HAVE THE ANTIGEN TEST AND IT IS BEFORE THEY COMPETE.
SO AND WE HAVE THERE HAS BEEN A SPIKE ACROSS ACROSS THE AREA AND IN WASHINGTON STATE, SPECIFICALLY IN WRESTLING.
AND I THINK WE MAY HEAR SOME THINGS IN THE NEXT FEW DAYS THAT COME OUT FROM POSSIBLY WIAA, BUT ALSO POSSIBLY HEALTH HEALTH DISTRICTS IN WASHINGTON STATE AROUND THAT SPORT SPECIFICALLY. AND GREG'S PROBABLY HEARD THOSE KIND OF RUMORS AS WELL.
WE KNOW THEY HAVE A LITTLE BIT OF TRUTH TO THEM.
ALSO, THERE'S JUST SOME HIGH TRANSMISSION IN WRESTLING ACROSS WASHINGTON STATE.
AND SO YES, THERE IS MORE TESTING IF YOU'RE AN ATHLETE BEFORE SOME COMPETITIONS AND THOSE THINGS, AND THAT'S PART OF THE RULES THAT WE HAVE.
AND THEN IF WE CONVERTED TO TEST THIS DAY, THERE IS A IMPACT OF HAVING ENOUGH HUMANS TO
[01:00:04]
PULL THAT OFF. ADULTS IN THE SYSTEM TO MONITOR THAT AND TO MONITOR.IT'S NOT JUST THE TESTING, BUT IT'S ALSO READING ALL THE TESTING RESULTS AND THEN COMMUNICATING IT AND WORKING ON THAT.
NEXT, WE HAVE OUR OCTOBER BUDGET STATUS REPORT.
SO GOOD EVENING, BOARD MEMBERS, IF SHIRLEY COULD GO TO THE NEXT PAGE.
WE HAVE TWO MONTHS OF FINANCIAL REPORTS UNDER OUR BELT TODAY, AND ONE OF THE OBJECTIVES OF THIS PRESENTATION IS TO MAKE SURE THAT YOU'RE INFORMED AND THAT YOU HAVE THE ABILITY TO ASK QUESTIONS.
AND ONE OF THE THINGS THAT I DO IS I LOOK AT TRENDS AND PATTERNS COMPARED TO PRIOR YEARS, AS WELL AS COMPARED TO BUDGET, JUST TO MAKE SURE THAT WE ARE ON TRACK IF WE ARE OFF TRACK ANYWHERE. AND IT'S EARLY ENOUGH IN THE YEAR THAT WE CAN ADDRESS ANY OF THOSE CONCERNS.
SO LOOKING AT THIS FIRST SLIDE IN THE GENERAL FUND, QUITE SIMPLY, IT'S IT'S GOOD TO SEE THAT WE ARE PRETTY CONSISTENT WITH BOTH REVENUES AND EXPENDITURES IN THE GENERAL FUND AS COMPARED TO LAST YEAR.
SO THERE HAS BEEN NOTHING THAT HAS CAUSE FOR CONCERN.
I DID WANT TO POINT OUT IN THE CAPITAL PROJECTS FUND THAT THE REVENUE IS SLIGHTLY BELOW PROJECTION BECAUSE OUR 2021 LEVY ELECTION COLLECTIONS ACTUALLY START IN 2022.
SO COME SPRING OF 2022, THOSE CAPITAL PROJECTS REVENUES WILL PICK UP ACCORDINGLY.
SO IF WE COULD GO THE NEXT SLIDE.
YES, AND AGAIN, YOU CAN SEE BOTH IN TOTAL REVENUES AND TOTAL EXPENDITURES, WE'RE VERY CONSISTENT WITH THE PRIOR YEAR.
I DO WANT TO POINT OUT JUST A SMALL WHAT I CALL A BUBBLE IN LAST YEAR'S BENEFITS, BENEFITS WERE ACTUALLY HIGHER AT THIS TIME LAST YEAR THAN CURRENT.
AND THAT IS BECAUSE WE PAID OUR UNEMPLOYMENT POOL SPECIAL ASSESSMENT LAST OCTOBER.
SO WE STILL HAVE AN AMOUNT SET ASIDE IN CASE WE ARE REQUIRED TO PAY AN ADDITIONAL UNEMPLOYMENT POOL ASSESSMENT.
BUT AT THIS TIME, THERE ARE NO PLANS TO DO SO.
SO THAT IS WHY BENEFITS ARE SLIGHTLY BELOW WHERE THEY WERE AT LAST YEAR, WHICH IS A GOOD THING. I ALSO WANTED TO POINT OUT WE HAVE 114 THOUSAND IN CAPITAL OUTLAY AND INSTEAD OF COPIERS THAT REPRESENTS TWO LIFT VANS OR TRUCKS THAT THE FOOD SERVICE DEPARTMENT ORDERED WAY LAST SPRING AND THEY FINALLY ARRIVED THIS FALL.
SO WE HAVE BEEN ABLE TO UPDATE OUR FLEET SLIGHTLY, WHICH IS GREAT NEWS FOR MEGAN AND HER TEAM. SO NEXT SLIDE, PLEASE.
IT'S NICE TO SEE IN STATE REVENUES AND FEDERAL REVENUES THAT THE PROJECTION FOR THIS TIME OF YEAR BASED ON THE NUMBER OF MONTHS THAT HAVE ELAPSED, AS WELL AS A COMPARISON TO PRIOR YEARS WHERE WE'RE PRETTY MUCH SPOT ON, ACTUALLY, TOTAL REVENUES ARE PRETTY SPOT ON WITH WHAT WE WERE EXPECTING.
AGAIN, SALARIES AND SALARIES FOR BOTH CERTIFICATED AND CLASSIFIED EMPLOYEES ARE TRENDING AS EXPECTED, AND YOU CAN SEE IN THE GRAPH ON THE TOP RIGHT OR CLOSE TO THE TOP RIGHT THAT BENEFITS ARE SLIGHTLY BELOW FOR THAT UNEMPLOYMENT POOL ASSESSMENT.
NEXT SLIDE. AND YOU CAN SEE OCTOBER AND SEPTEMBER ARE ACTUAL FIGURES, AND THE REMAINING MONTHS ARE THE PROJECTION FOR 21-22 IS THE BLUE LINE.
AND THE OTHER LINES ARE PREVIOUS YEARS AND WE ARE DEFINITELY STILL TRENDING IN ACCORDANCE WITH OUR BUDGET.
OK. NEXT SLIDE. THE BLUE LINE REPRESENTS ACTUAL 21-22
[01:05:02]
ENROLLMENT. IT IS NICE TO SEE THAT OCTOBER PICKED UP.DECEMBER IS SLIGHTLY BELOW NOVEMBER, NOT TOO MUCH, BUT STILL WITHIN ABOUT 30 STUDENTS OF WHERE WE WERE AT THE PREVIOUS DECEMBER.
SO WE ARE CONTINUING TO BOTH GROW SLIGHTLY AND HOLD STEADY WITH LAST YEAR'S LEVELS.
AND, OF COURSE, NOT EXPECTING TO SEE QUITE AS MUCH OF A DROP OFF IN THE SPRING MONTHS THIS YEAR. AND THEN FINALLY, THE FINAL STAGES ARE REQUIRED, BUDGET STATUS REPORTS IN THE STATE FORMAT.
SO I CAN ANSWER QUESTIONS, AND I CAN ALSO JOT DOWN NOTES AND ANSWER QUESTIONS IN THE FUTURE FRIDAY BRIEFING.
AND THERE ARE ANY QUESTIONS BOARD STUDENTS.
NEXT, WE HAVE UNFINISHED BUSINESS, AND OUR ONLY ITEM IS FOR UNFINISHED BUSINESS IS A
[12. UNFINISHED BUSINESS-8:10 pm]
SECOND READING TO APPROVE RESOLUTION NUMBER 21-02 GROUND LEASE AND SURPLUS WITH HOUSING HOPE. IS THERE A MOTION? I MOVE TO APPROVE.IT'S BEEN MOVED AND SECONDED TO APPROVE RESOLUTION 21-02.
IS THERE ANY DISCUSSION? OK. HEARING NONE, I'LL GO AHEAD AND CALL FOR A ROLL CALL VOTE, PLEASE.
DIRECTOR MCMURRAY? AYE. DIRECTOR NOBLE? AYE. DIRECTOR CHASE? AYE. DIRECTOR KATIMS? AYE.
DIRECTOR KILGORE? AYE. AND THE MOTION PASSES AND THE RESOLUTION IS APPROVED.
[13. NEW BUSINESS 8:15 pm]
OUR FIRST ITEM UNDER NEW BUSINESS IS A SINGLE READING TO APPROVE PROJECT AND BUDGET AUTHORIZATION TO PURCHASE ONE RELOCATABLE CLASSROOM.IS THERE A A MOTION? YES. I MOVE TO APPROVE.
THIS IS ANN, SECONDING. IT'S BEEN MOVED AND SECONDED TO APPROVE THE PURCHASE OF ONE RELOCATABLE CLASSROOM.
IS THERE ANY DISCUSSION? HEARING NONE, I'LL GO AHEAD AND CALL FOR A ROLL CALL VOTE, PLEASE.
DIRECTOR MCMURRAY? AYE. DIRECTOR NOBLE? AYE. DIRECTOR CHASE? AYE. DIRECTOR KATIMS? AYE. DIRECTOR KILGORE? AYE. THE MOTION PASSES AND THE APPROVAL AND WE APPROVE THE PURCHASE OF ANOTHER RELOCATABLE CLASSROOM.
NEXT, WE HAVE A SINGLE READING TO APPROVE THE CONTRACT AWARD AND BUDGET AUTHORIZATION FOR THE FALL PROTECTION PROJECT.
IS THERE A MOTION? THIS IS ANN, MOVE TO APPROVE.
IT'S BEEN MOVED AND SECONDED TO APPROVE THE CONTRACT AWARD AND BUDGET AUTHORIZATION FOR THE FALL PROTECTION PROJECT.
IS THERE ANY DISCUSSION? I'LL GO AHEAD AND CALL FOR A ROLL CALL VOTE, PLEASE.
DIRECTOR MCMURRAY? AYE. DIRECTOR NOBLE? AYE. DIRECTOR CHASE? AYE. DIRECTOR KATIMS? AYE. DIRECTOR KILGORE? AYE. THE MOTION PASSES AND THE FALL PROTECTION PROJECT IS APPROVED.
NEXT, WE HAVE A FIRST READING WITH NO ACTION FOR THE APPROVAL OF NEW POLICY NUMBER 6901, USE AND DISPLAY OF THE US FLAG, STATE FLAG AND OTHER FLAGS OR BANNERS.
IS THERE ANY DISCUSSION? COULD WE JUST TAKE A LOOK AT THE POLICY ON THE SCREEN?
[01:10:07]
SO WHERE TO GO? IT'S GONE AGAIN.ARE THERE ANY QUESTIONS OR COMMENTS ABOUT THE POLICY? I JUST HAVE ONE QUESTION NOT QUITE ON THE POLICY, BUT HOW DOES THE SCHOOL DISTRICT DETERMINE WHEN TO PUT OUR DISTRICT FLAGS AT HALF MAST? AND HOW DO YOU FIND OUT IF YOU SEE THEM AT HALF MAST, WHY THEY ARE AT HALF MAST? THAT'S THAT.
THE HALF MAST IS THROUGH PROCLAMATION FROM THE FROM THE GOVERNOR'S OFFICE AND THAT.
OKAY. AND WE SEND OUT INFORMATION OUT TO THE SCHOOLS IN TERMS OF THE RATIONALE FROM THE GOVERNOR. OK, THANK YOU.
SO I'M WONDERING THE THE TITLE OF THIS IS YOU AND DISPLAY OF US FLAG, STATE FLAG AND OTHER FLAGS OR BANNERS.
SO BUT THE POLICY REALLY REFERS JUST TO FLAGS.
SO I'M WONDERING WHAT IS THE POLICY? WHAT'S WHAT'S THE DEFINITION OF A BANNER AND WHAT WOULD BE THE POLICY REGARDING BANNERS? SO THE BANNER POLICIES TYPICALLY IS A SUBSEQUENT POLICY, NANCY, OR REALLY A PROTOCOL THAT TAKES PLACE BY THE BUILDING AND DISTRICT LEVEL IN TERMS OF WHAT WHAT GETS DISPLAYED.
I THINK THIS IS A POINT WELL TAKEN.
THIS IS REALLY A POLICY THAT DEALS WITH OUR FLAG POLES OR OFFICIAL FLAG POLES AND WHAT'S FLOWN ON OUR SCHOOL SITES IN TERMS OF MAKING SURE THAT THERE'S CLARITY IN WHAT IS TO BE FLOWN ON OUR FLAG SO WE CAN DEFINITELY LOOK AT IN TERMS OF STRIKING OUT THE BANNERS PORTION OF THIS.
THAT THAT WOULD HELP ME THAT WOULD MAKE IT MORE CLEAR, BECAUSE THERE'S A DIFFERENT POLICY REGARDING BANNERS; RIGHT? MORE OF A PROTOCOL IN TERMS OF WHAT'S ALLOWED IN TERMS OF BANNERS, AND IT'S AGAIN, THIS IS FOR STRICTLY FOR THE FLAGPOLE.
THERE'S A VARIETY OF OTHER THINGS THAT ARE DISPLAYED ON OUR SCHOOL CAMPUSES THAT ARE GOING BEYOND THIS POLICY.
THANK YOU. ANY OTHER COMMENTS OR QUESTIONS? IT JUST MIGHT BE INTERESTING TO JUST THINK ABOUT WHAT SOME OF THE OTHER SITE SPECIFIC POLICIES THERE ARE IN TAKING THAT THE BANNERS OUT OF THE TITLE, JUST TO CLEARLY JUST CLARIFY THAT THIS IS ABOUT OUR DISTRICT FLAGPOLES.
I GUESS I'M JUST AGREEING WITH DIRECTOR KATIMS FOR CLARITY.
OK. YEAH, IF IT'S THIS SPECIFIC, YOU COULD TAKE OUT BANNERS AND SAY, YOU COULD SAY, JUST MAKE IT VERY CLEAR, YOU COULD SAY USE AND DISPLAY OF US FLAGS, STATE FLAGS AND OTHER FLAGS ON DISTRICT FLAGPOLES.
THANK YOU FOR THE FEEDBACK, BOARD.
OH, ARE WE FINISHED WITH ALL OUR BUSINESS, WE HAVE BOARD MEMBER COMMENTS, AND I'LL START
[15. BOARD MEMBER COMMENTS]
AS USUAL WITH OUR STUDENTS WHO MAY OR MAY NOT HAVE SURVIVED.ISABEL, OH YES, I SEE YOU, ISABEL, YOU'RE UP.
YEAH. FIRST OF ALL, I'D LIKE TO SAY THAT IT'S VERY EXCITING THAT MORE AND MORE STUDENTS ARE ABLE TO GET VACCINATED.
AND ALSO, I'D LIKE TO THANK THE DISTRICT AND THEIR EFFORTS TO ENSURE THAT ALL STUDENTS FEEL SAFE AND ARE HEALTHY AND ARE RECEIVING THE BEST EDUCATION POSSIBLE DURING THESE HARD TIMES. AND I PERSONALLY LIKE I UNDERSTAND THAT TEACHERS AREN'T ABLE TO TEACH ONLINE AND
[01:15:01]
IN PERSON AT THE SAME TIME AND GIVE THE EXACT SAME INSTRUCTION.AND SO LIKE OUR STUDENTS, WE'RE LIKE, I MEAN, A LOT OF STUDENTS AND LIKE PEERS OF MINE, WE UNDERSTAND THAT.
BUT WE ALSO REALLY APPRECIATE THAT YOU'RE TRYING YOUR HARDEST TO FIGURE OUT A WAY AROUND THAT. SO THANK YOU.
OH, AND HAVE A GREAT WINTER BREAK.
THANK YOU RITIKA? YEAH. SO, FIRST OF ALL, YES, HAPPY HOLIDAYS TO EVERYONE.
LIKE I SAID, IT'S KIND OF CRAZY THAT WE'VE GOTTEN TO HERE.
I DID THIS YEAR, I SIMULTANEOUSLY FELT LIKE THE SLOWEST YEAR ON PLANET EARTH AND YET THE FASTEST. QUICK THANKS TO MR. SCHWAB FOR KEEPING US COMMUNICATE, KEEPING THE COMMUNICATION OPEN REGARDING THE COMMENT FROM A COUPLE OF WEEKS AGO WITH THE LGBT WEBSITES THAT WERE UNBLOCKED TODAY.
APPARENTLY THEY WERE LGBT WEBSITES THAT WERE BLOCKED THAT SHOULDN'T HAVE BEEN AS OF TODAY UNBLOCKED, WHICH IS REALLY COOL.
I KNOW THAT THE PEOPLE THAT WERE MOST DIRECTLY INVOLVED WITH THAT FELT APPRECIATED THAT THEIR VOICE WAS TAKEN INTO ACCOUNT.
THE NEXT STEP, OBVIOUSLY, IS THE BLOCKING OF WEBSITES THAT LITERALLY HAD HAVE LIKE OFFENSIVE THINGS IN THEIR TITLES AND HAVE NAZI FLAGS JUST FLYING.
AND I KNOW THAT'S LIKE A FIRST AMENDMENT ISSUE, BUT I'M REALLY HOPING THAT WITH A LITTLE BIT OF WORK, WE CAN GET SOME OF THOSE HATEFUL WEBSITES BLOCKED BECAUSE I THINK WE CAN ALL AGREE. WE DON'T WANT TO BE PROMOTING THAT KIND OF THING, ESPECIALLY AS INCLUSIVE, ESPECIALLY AS THE INCLUSIVE DISTRICT THAT WE ARE AND ARE TRYING TO BE.
OTHERWISE, I AM LOOKING FORWARD TO THE UPCOMING SEMESTER WITH AND HUGE THANKS TO THE BUILDING ADMIN.
I KNOW THAT'S BEEN A CRAZY COUPLE OF MONTHS AND TO EVERYONE WHO CAN GET VACCINATED, PLEASE DO THAT. SCIENTIFICALLY PROVEN THAT THAT IS THE MOST EFFECTIVE WAY.
AND OF COURSE, MASKING I REALLY APPRECIATED THE WEEK AGO [INAUDIBLE] JUST KIND OF HAD THEIR COVID RESET WHERE IT WAS LIKE, HEY, YOU KNOW, WE'RE STILL IN THE THICK OF THINGS AND WE STILL NEED TO STAY A MASK.
DO WE STILL NEED TO STAY VIGILANT? AND SO I JUST APPRECIATE THE BUILDING LEADERSHIP ON THAT.
AND JUST A REMINDER BECAUSE THE NEXT COUPLE OF WEEKS, I KNOW WE HAVE THE MASKS OFF, WE'RE GOING TO BE, YOU KNOW, DOING KIND OF GETTING AWAY FROM SCHOOL FOR A COUPLE OF WEEKS FOR A MUCH NEEDED BREAK. BUT JUST STAY SAFE AND HAVE A FANTASTIC BREAK.
THANK YOU. DIRECTOR MCMURRAY, I'LL GIVE YOU THE FIRST WORD AND THE LAST.
WELL, YEAH, I REALLY LOVED THE HAZELWOOD'S PRESENTATION.
I THOUGHT IT WAS JUST FANTASTIC AND AND IT'S JUST A SMALL REPRESENTATION OF THE POSITIVE EFFECT, DR.
BALDERAS, THAT YOU'RE HAVING ACROSS THE DISTRICT AND BEING ABLE TO, ESPECIALLY THIS YEAR, GET OUT IN PERSON AND GET INTO CLASSROOMS AND MEET WITH KIDS.
SO I WAS REALLY, REALLY GRATEFUL TO TO SEE THAT AS THIS IS MY LAST BOARD MEETING BEFORE MY TERM ENDS.
I JUST WANTED TO SAY THANKS TO MY COLLEAGUES ON THE BOARD, TO THIS STUDENT ADVISORS AND TO AND KIND OF EXTENDING OUT TO THE VOTERS OF THE DISTRICT, WHO FOR THE PAST SEVERAL YEARS HAVE GONE AHEAD AND GIVEN ME THE PRIVILEGE OF BEING HERE.
SO AND I KNOW THAT YOU WILL AFFORD DIRECTOR SMITH, WHO'S COMING ON NEXT MONTH, ALL THE HELP AND THE ENCOURAGEMENT THAT HE'LL NEED TO GET UP TO SPEED WITH WITH THE COMPLEXITIES OF THE DISTRICT. SO AS I TRANSITION INTO A VOTER ONLY, I JUST WANT TO EXTEND MY APPRECIATION AND TO SAY THAT I LOOK FORWARD.
I'M JUST REALLY EXCITED ABOUT WHERE THIS DISTRICT IS GOING TO GO AND THE TRAJECTORY THAT WE'RE ON. AND AND I'M JUST I'M PROUD TO HAVE SERVED IN THE CAPACITIES THAT I HAVE OVER THE YEARS. SO THANK YOU VERY MUCH.
THANK YOU. DIRECTOR NOBLE? YEAH, I JUST LIKE TO TAKE MY TIME TO THANK ANN MCMURRAY FOR HER WORK ON THE BOARD, SHE'S BEEN ON THE BOARD NOW 17 YEARS AND REALLY WORKING FOR THE DISTRICT, INCLUDING THE CITIZENS PLANNING COMMITTEE, FOR OVER 30 YEARS.
AND THAT'S THAT'S JUST TRUE DEDICATION.
SHE I VALUE HER AS A COLLEAGUE.
I VALUE HER HOW HARD SHE WORKS ON THE BOARD AND I VALUE HER AS A FRIEND, AND I JUST WANT TO WISH YOU THE BEST IN THE FUTURE.
[01:20:02]
THANK YOU VERY MUCH.DIRECTOR CHASE? SAME THING, AND IT'S BEEN SUCH A PLEASURE TO SERVE, I'M NOW I'M LIKE, I'VE NOT BEEN TO A SCHOOL BOARD MEETING WITHOUT YOU.
SO I LOOK FORWARD TO HEARING YOUR PERSPECTIVE AS A VOTER IN THE DISTRICT ON HOW WE'RE DOING. SO PLEASE LET US KNOW AS WE MOVE FORWARD.
SO THANK YOU. IT'S BEEN SUCH A PLEASURE SERVING WITH YOU, CARIN.
I'LL JUST SAY BE CAREFUL WHAT YOU WISH FOR.
THANK YOU. DIRECTOR KATIMS? WELL, I HAVE TO ECHO THE THE THANKS TO ANN FOR THE MANY YEARS AND I'VE KNOWN YOU IN TWO DIFFERENT CAPACITIES AND BEEN IMPRESSED THROUGHOUT THE YEARS THAT WE'VE KNOWN EACH OTHER.
AND I JUST WANT TO THANK YOU SO MUCH BECAUSE YOU'RE YOU'VE BEEN THE EPITOME OF PROVIDING PARENT SUPPORT AND INPUT YOUR EXPERTISE, YOUR IDEAS, WORKING HARD CARING AND YOUR COMMITMENT. AND WE COULD JUST CLONE YOU.
BUT WISH YOU THE BEST IN YOUR FUTURE.
BALDERAS FOR SETTING UP THE SCHOOL VISITS.
I WAS ABLE TO GO WITH HIM TO [INAUDIBLE] ELEMENTARY AND MIDDLE HIGH LAST WEEK, AND THEY WERE GREAT. THE VISIT TO [INAUDIBLE] ELEMENTARY WAS THE FIRST TIME IN ALL OF THE TIMES I'VE VISITED SCHOOLS THAT I VISITED EVERY SINGLE CLASSROOM, SO I REALLY APPRECIATE THAT AND SEEING THE ELEMENTARY AND THE HIGH SCHOOL KIDS ALL WORKING HARD, ALL ENGAGED IN GOOD DISCUSSIONS. IT WAS.
I WANT TO NOT ONLY THANK OUR STUDENT ADVISORS WHO I ALWAYS SAY WHO I ALWAYS TRY TO THANK AND SAY HOW MUCH I APPRECIATE.
BUT I ALSO WANT TO SAY I REALLY APPRECIATE THE STUDENTS WHO CAME FORWARD TO MAKE PUBLIC COMMENTS TONIGHT.
AND SO I REALLY RESPECT YOU FOR AND YOU SPOKE CAREFULLY AND WELL AND YOU WERE PREPARED.
AND IN TERMS OF STANDARDS FOR COMMUNICATION, YOU MASTERED THEM ANYWAY.
THAT'S GREAT THAT WE CAN HEAR FROM STUDENTS FROM ACROSS THE DISTRICT AND YOU FEEL COMFORTABLE. I DON'T KNOW HOW COMFORTABLE YOU FELT, BUT ENOUGH TO COME AND DO THAT AND SHARE THAT WITH US.
THE HAZELWOOD STUDENT PRESENTATION MAY HAVE BEEN THE HIGHLIGHT AND THE WHOLE CONCEPT OF WHAT I BELIEVE IN AND I'D LIKE TO.
WHILE I WISH EVERYBODY A GREAT HOLIDAY SEASON, I BELIEVE IN OUR STAFF AND I BELIEVE IN OUR COMMUNITY AND OUR PARENTS AND OUR FAMILIES AND THE BOARD FOR DOING WHATEVER WE CAN TO HELP OUR STUDENTS BE SUCCESSFUL.
AND I BELIEVE IN OUR STUDENTS WORKING HARD AND GETTING THERE.
SO HAPPY. HAPPY EVERYTHING TO EVERYBODY, WHATEVER YOU CELEBRATE.
THANK YOU. AND I WILL USE MY COMMENTS, UNFORTUNATELY, I DO HAVE A COUPLE OF BUSINESS ITEMS, BUT FIRST I WANT TO THANK YOU, ANN, SO MUCH, AND I PROMISE I WILL TRY TO EXTEND AS MUCH ENERGY AND GRACE TO OUR NEW BOARD MEMBER AS YOU HAVE TO ME.
YOU HAVE BEEN JUST INCREDIBLE, INCREDIBLY GENEROUS WITH INFORMATION AND WISDOM AND ADVICE AND ALWAYS IN A WONDERFUL WAY THAT MADE ME FEEL VALUED AND AND CARED FOR.
AND WE'RE REALLY GOING TO MISS YOU.
BUT YOU HAVE REALLY SET US IN THE RIGHT DIRECTION FORWARD AND I HOPE THAT YOU FEEL VERY PROUD OF YOUR LEGACY HERE IN THE DISTRICT.
THE TWO ITEMS FIRST, I AS AS I HAVE NOT MENTIONED FOR A WHILE, BUT MAYBE YOU ALL REMEMBER I AM A MEMBER OF THE [INAUDIBLE] INTERSCHOLASTIC ACTIVITIES COMMITTEE AND I'M ALSO A NON-VOTING MEMBER OF THE NORTHWEST INTERSCHOLASTIC ACTIVITIES ASSOCIATION.
SO THAT'S THE DISTRICT ONE PORTION OF WIAA.
AND SINCE WE LAST MET, I WENT TO BOTH OF THOSE MEETINGS AND I JUST THOUGHT THERE WERE A COUPLE OF REALLY INTERESTING ITEMS THAT I I WANT YOU ALL TO KNOW ABOUT THAT.
CURRENTLY, WIAA IS PROMOTING ESPORTS AS A POTENTIAL SANCTIONED SPORT OR AREA OF SANCTIONED SPORTS OR ACTIVITIES.
[01:25:01]
ACTIVITIES UNDER WIAA.A COUPLE OF YEARS AGO, THEY DID PASS AN AMENDMENT TO LOOK AT E SPORTS AND BASICALLY, IF THEY GENERATE ENOUGH INTEREST IN THE NEXT COUPLE OF YEARS, THEN IT WOULD BECOME A WIAA THING. AND SO THEY HAVE PARTNERED WITH A PLATFORM FOR THEM.
AND SO I, IN BOTH OF THOSE MEETINGS, WE HAD DISCUSSIONS ABOUT THEM, AND I HAVE TO SAY THAT I WOULD ALSO ADD THAT MY KIDS, MY OWN KIDS, DO E SPORTS.
AS IT TURNS OUT, ON THE COLLEGIATE LEVEL FOR UW, HE PARTICIPATES ON THE ROCKET LEAGUE TEAM. I DON'T KNOW.
YOU KNOW, IT'S ALL KIND OF NEW TO ME, BUT NOT KIDS PLAYING VIDEO GAMES BECAUSE, YOU KNOW, THAT'S NOT NEW TO ME AT ALL.
I HAVE THREE KIDS WHO PLAY VIDEO GAMES.
SO ANYWAY, I THINK AND I KNOW THAT STAFF GREG SCHWAB AND GUSTAVO ARE BOTH LOOKING INTO THE POSSIBILITY OF OUR DISTRICT DOING THAT.
THERE ARE SOME COSTS INVOLVED, BUT I HONESTLY BELIEVE STRONGLY THAT IT WOULD BE A GOOD OPPORTUNITY FOR OUR DISTRICT KIDS.
ONE THING I KNEW WITH MY OWN PERSONAL EXPERIENCE AS A PARENT IS THAT KIDS PLAY VIDEO GAMES WITH KIDS ACROSS THE DISTRICT WHO THEY OTHERWISE MIGHT NOT KNOW OR MIGHT NOT BE FRIENDS WITH. AND SO, I KNEW THAT THERE WERE A LOT OF SOCIAL NETWORKS BUILT ON SOME OF THESE GAMES, THESE GAMING PLATFORMS. SO THAT'S ONE THING.
AND THAT'S ECHOED BY WIAA, WHO IS SAYING CURRENTLY IN THE STATE OF WASHINGTON, THERE ARE THIRTY EIGHT SCHOOLS WHO PARTICIPATE IN IN TOURNAMENTS, E-SPORTS TOURNAMENTS.
AND HE SAYS YOU SEE SCHOOLS CONNECTING WITH OTHER SCHOOLS THEY MIGHT NOT OTHERWISE COME IN CONTACT WITH. SO YOU HAVE LARGE PUBLIC SCHOOLS COMING, YOU KNOW, PARTICIPATING IN TOURNAMENTS WITH VERY SMALL PRIVATE SCHOOLS.
AND SO THERE'S A LOT OF POSSIBILITY FOR BUILDING OUR JUST OUR STUDENT NETWORKS AND LEARNING MORE ABOUT EACH OTHER.
SO ANYWAY, I'M REALLY EXCITED ABOUT THAT.
I LOOK FORWARD TO HEARING FROM DISTRICT STAFF ABOUT HOW WE COULD PERHAPS IMPLEMENT SOME OF THAT IN THE FUTURE AND WHAT THAT MIGHT TAKE.
SECONDLY, THERE IS THERE ARE A NUMBER OF AMENDMENTS FOR THE WIAA.
IT'S HARD TO SAY THAT AT THIS TIME OF NIGHT.
BUT ONE OF THEM OF INTEREST IS MAKING CHESS A SANCTIONED SPORT.
I KNOW WE HAVE SOME CHESS CLUBS IN OUR HIGH SCHOOLS, SO.
THAT'S ONE THAT WE'LL LOOK AT, BUT TONIGHT I WILL NOT GO THROUGH ALL THE AMENDMENTS AND THERE AREN'T THAT MANY THIS YEAR, THERE'S ONLY SEVEN, I THINK.
BUT TYPICALLY WHAT WE DO AND WHAT I WOULD DO IS YOUR WIAA REP IS ASK YOU TO LOOK AT THE AMENDMENTS AND SAY YES OR NO OR HOW DO WE THINK, YOU KNOW, WHAT DO WE THINK ABOUT THEM? AND IT KIND OF GOES UP THE CHAIN AND EVENTUALLY GETS KIND OF BLENDED IN WITH WITH OTHER PEOPLE'S PERSPECTIVES.
I CAN'T REMEMBER WHAT THEY ALL ARE.
YOU KNOW, ESPECIALLY CONTROVERSIAL OR ANYTHING, SO.
BUT IN A FUTURE MEETING, WE'LL TALK ABOUT THOSE.
MY SECOND ITEM OF BUSINESS IS JUST SORT OF A HEADS UP THAT WE'VE HAD SOME REQUESTS FOR FOR US TO WRITE SOME RESOLUTIONS ON DIFFERENT TOPICS.
I KNOW DIRECTOR CHASE IS LOOKING AT ONE ON SUPPORTING GUN SAFETY, I BELIEVE.
AND =THEN THERE IS ANOTHER ONE, ANOTHER REQUEST COMING OUT OF THE COMMITTEE THAT'S LOOKING AT ETHNIC STUDIES.
AND IT JUST OCCURRED TO ME THAT WE AS A BOARD DON'T REALLY HAVE A KIND OF A A SYSTEM OR A PROCESS. WE JUST SORT OF WRITE THEM IF WE LIKE TO.
AND I THOUGHT MAYBE IN A FUTURE MEETING AND I'D LIKE TO ASK IN A FUTURE MEETING IF WE COULD SORT OF TALK ABOUT WHAT IT IS WE WRITE RESOLUTIONS FOR AND HOW WE WRITE THEM, WHO'S INVOLVED AND AND THAT SORT OF THING AND SORT OF PUT THAT OUT THERE.
SO. SO HOPEFULLY THAT WE CAN SCHEDULE SOME TIME IN A FUTURE DISCUSSION NOT TO NOT TO
[01:30:09]
FUTURE BECAUSE WE DO HAVE SOME REQUESTS ON THE BOOKS, BUT SOON, SOON IN THE FUTURE.OTHER THAN THAT, I'M JUST THOSE ARE MY TWO ITEMS. AND OTHER THAN THAT, I JUST I LOVE YOU ALL AND I JUST LOVE OUR SCHOOL DISTRICT AND I'M REALLY EXCITED ABOUT OUR FUTURE AND HAPPY HOLIDAYS.
BALDERAS FOR THE SECOND TO LAST WORD, BECAUSE I REALLY WOULD LIKE TO GIVE DIRECTOR MCMURRAY ONE MORE CHANCE TO SPEAK.
I WANT TO THINK AGAIN TO JUST RELAY TO THE BOARD'S ALREADY STATED REGARDING DIRECTOR MCMURRAY AND YOUR 30 PLUS YEARS OF SERVICE TO OUR KIDS, TO OUR COMMUNITY AND WISH YOU THE VERY BEST AND IN ANYTHING YOU DO.
BUT YOUR WISDOM WILL BE MISSED ON THIS, ON THESE CALLS AND IN FUTURE MEETINGS.
IT'S BEEN AN HONOR TO WORK WITH YOU.
ALSO, JUST REALLY QUICKLY, I KNOW THAT WE'VE HAD SOME COMMENTS TODAY REGARDING THE STRATEGIC PLAN AND DELIVERABLES.
THAT'S SOMETHING THAT'S FORTHCOMING.
SO MR. KEILLOR IS NOT IT'S NOT WRONG WHERE WE NEED TO BE MORE FOCUS IN OUR EFFORTS AND WE WILL BE HAVING BE MORE FOCUSED IN OUR EFFORTS AND OUR STRATEGIC PLANNING PROCESSES REGARDING METRICS AND ACCOUNTABILITY TO THAT AND ALSO JUST TO RELAY ANOTHER SPEAKER REGARDING OUR STUDENTS THAT ARE SPECIALLY ABLED AND OUR PROCESSES INTERNALLY AND ALSO LEGALLY TO MEET THE NEEDS OF OUR KIDS, AND I KNOW OUR STAFF DOES A PHENOMENAL JOB WITH OUR THREE THOUSAND PLUS STUDENTS THAT ARE ON IEPS AND CONTINUE TO DO SO.
AND THERE ARE REMEDIES TO WORK THROUGH ANY, TO HAVE SOLUTIONS FOR ALL KIDS WITH FAMILIES AND ALSO MEDIATION SERVICES IF THERE'S NEEDED TO BE MEDIATION SERVICES.
BUT AGAIN, WE WE THERE ARE LEGAL REMEDIES TO EVERYTHING THAT WE DO.
AND AGAIN, BECAUSE IEPS ARE LEGAL DOCUMENTS AND IT'S SOMETHING THAT OUR STAFF WORK VERY HARD TO ENSURE THAT WE'RE STAYING UP TO SPEED ON THOSE AND WORKING TOWARD ANY RESOLUTION THAT THERE IS ARE ANY QUESTIONS OR CONCERNS THAT ARE INVOLVING THE IEPS WITH OUR IEP TEAMS THAT INCLUDE THE PARENTS THAT INCLUDE THE PARENTS.
AGAIN, I KNOW THERE IS COMMENTS MADE EARLIER TODAY AND WE WILL CONTINUE TO WORK AS WE ALWAYS HAVE, AS WE ALWAYS HAVE WITH REGARDS TO RESOLUTION ON ANY CONCERNS WITH FAMILY.
AND I WAS REMINDED THAT WE HAVE A DISCUSSION TOPIC STILL, SO IF YOU WANT TO SPEAK NOW OR YOU CAN SEND US OUT AFTER THE DISCUSSION TOPIC, WOULD THAT BE ALL RIGHT? YOU'RE MUTED.
I'LL HOLD OFF BECAUSE I KNOW WE DO NEED TO TALK ABOUT GOING BACK INTO IN-PERSON MEETINGS.
YES. AND THAT WOULD BE OUR NEXT ITEM.
[16. ITEMS FOR CONSIDERATION AT FUTURE MEETINGS]
LET'S TALK ABOUT IN-PERSON MEETINGS AND RETURN.REALLY QUICKLY. I KNOW THE STAFF HAVE SHARED IN TERMS OF IN-PERSON MEETING SCHEDULED FOR THE SECOND BOARD MEETING OF JANUARY, AND OUR GOAL IS TO AT THE FIRST BOARD MEETING, WHERE WE STILL ARE IN A REMOTE SETTING IS PROVIDE MORE DETAIL TO THE BOARD REGARDING WHAT THAT WOULD LOOK LIKE. I KNOW STAFF HAD PREPARED IN THE FALL FOR THIS POSSIBILITY, SO IT'S REALLY REVIVING THOSE PLANS IN TERMS OF THE PROTOCOLS, THE MITIGATION EFFORTS THAT WE WILL HAVE AT OUR BOARD MEETINGS WITH REGARDS TO MASKING, WHICH IS STILL REQUIRED, BUT ALSO WITH THE SPACING IN TERMS OF HOW MANY FOLKS ARE ALLOWED.
SO AGAIN, MORE TO COME AND WE WILL.
I THINK ONE OF THE QUESTIONS THAT WAS ASKED IN TERMS OF HOW MANY BOARDS ARE STILL REMOTE AND THERE'S STILL A FEW, THERE'S STILL A FEW.
I WILL INCLUDE THOSE IN A FRIDAY MEMO.
THERE ARE STILL REMOTE FOR A VARIETY OF REASONS, JUST NOT THE VIRUS.
I THINK THERE'S BEEN SOME DISRUPTIONS IN SOME BOARD MEETINGS, ESPECIALLY IN THE NORTH SIDE, THAT THEY'RE STILL HAVING BOARD MEET IN A REMOTE BASIS, BUT AGAIN LOCALLY.
A LOT OF THE BOARDS ARE MEETING FACE TO FACE LOCALLY, SO I WILL PROVIDE A LISTING OF BOARDS IN TERMS OF WHERE THEY'RE AT.
BUT AT THE FIRST BOARD MEETING IN JANUARY, WE WILL BE PROVIDING BOARD MORE DETAIL TO WHAT THAT WILL LOOK LIKE IN TERMS OF THE SECOND BOARD MEETING IN JANUARY.
ONE SORT OF CONCERN I HAVE IS THAT WE MAKE SURE THAT ALL OF THE PROTOCOLS THAT ARE PUT IN
[01:35:01]
PLACE ARE WELL COMMUNICATED TO THE PUBLIC BEFORE THE MEET WITH ENOUGH TIME THAT THEY CAN PLAN. SO, YOU KNOW, IT'LL BE LIMITED NUMBERS OF PEOPLE BECAUSE OF THE SPACING AND THE REQUIREMENT FOR MASKS AND ALL OF THOSE PIECES AND HOW PEOPLE CAN MAKE PUBLIC COMMENTS IF THEY'RE NOT, YOU KNOW, IF THEY THEY COME AFTER THE ROOM IS FULL, BUT THEY WANT TO MAKE A PUBLIC COMMENT.SO I'M REALLY CONCERNED THAT EVERYTHING WE PUT IN PLACE B AND I KNOW HARMONIES ON THIS CALL, SO I KNOW SHE'S GOING TO BE GOOD AT THIS.
BUT I THINK IT'S REALLY, REALLY IMPORTANT THAT THIS BE AS OPEN AND CLEAR AND TRANSPARENT AND COMPLETE IN THE INFORMATION AND TIMELY SO THAT BECAUSE I KNOW PEOPLE HAVE REALLY APPRECIATED BEING ABLE TO SEE OUR MEETINGS LATER OR WATCH THEM STREAMED OR WHATEVER.
AND WE WE WANT TO CONTINUE MAKING THAT POSSIBLE, BUT PARTICULARLY SINCE IT'S LIMITED IN TERMS OF THE NUMBER OF PEOPLE THAT CAN ACTUALLY COME IN PERSON.
SO I THINK THE COMMUNICATION TO OUR COMMUNITY IS REALLY, REALLY KEY IN IN THIS PROCESS.
AND SO I HAVE A QUESTION, WILL, BECAUSE IT'S GOING TO BE LIMITED SEATING BECAUSE OF THE THE SPACING AND THE NUMBER OF CHAIRS.
I KNOW IN THE PAST WHEN WE HAD, WE ANTICIPATED A LARGE NUMBER OF PEOPLE WHO WANTED TO BE THERE. WE KIND OF SET UP AN AUXILIARY ROOM ACROSS THE JUST ACROSS THE THE HALL WILL WILL THERE BE A SECONDARY ROOM SET UP ACROSS THE HALL WITH ADDITIONAL SPACED SEATS AND SOME WAY TO STREAM THE WHAT'S GOING ON IN THE MAIN BOARD ROOM? YOU KNOW, THAT'S A POSSIBILITY, DIRECTOR MCMURRAY RIGHT NOW THAT'S BEING UTILIZED FOR OUR REMOTE LEARNING. SO THAT'S A SPACE THAT'S NO LONGER AVAILABLE AT THIS TIME.
BUT AGAIN, THAT'S A POSSIBILITY.
I KNOW THAT DR. SCHWAB SOON TO BE DR.
HE'S STILL WORKING AND HE'LL BE DONE SOON.
IT'LL BE DONE SOON AND THAT WE'LL BE WORKING ON POSSIBILITIES.
BUT WE DO HAVE THE OPPORTUNITY THAT WE'RE GOING TO CONTINUE TO LIVE STREAM AND SO PEOPLE CAN WATCH THE BOARD MEETING OR WATCH IT LATER, ALSO THROUGH YOUTUBE.
SO THAT'S SOMETHING THAT WILL BE SHARED IN TERMS OF ALL THE OPTIONS FOR FAMILIES TO BE ABLE TO STILL BE ENGAGED IN OUR BOARD MEETINGS.
WELL, THIS IS AGAIN WITH THIS PANDEMIC AND GET HALF FULL HALF EMPTY.
THE GLASS IS WE WE HAVE LEARNED TO BE ABLE TO BE NIMBLE AND HAVE THE OPPORTUNITY TO BE ABLE TO HAVE THESE MEETINGS IN A REMOTE SETTING FOR OUR FAMILIES TO BE ABLE TO AGAIN VIEW THEM LATER ON OR IN HOME AT THEIR LEISURE.
ANYTHING ELSE ON THIS TOPIC FOR NOW? OK. DIRECTOR MCMURRAY.
WELL, I THINK I'VE DONE MY THANKS TO ALL OF YOU.
I THOUGHT MY FINAL MESSAGE WOULD BE TO MEMBERS OF THE COMMUNITY WHO MAY BE WATCHING THIS LIVE OR WHO MAY WATCH IT LATER.
I THINK I WOULD JUST LIKE TO END WITH A WITH A PLEA FOR MEMBERS OF THE COMMUNITY TO REALLY BE INVOLVED IN WHAT'S GOING ON WITH OUR SCHOOLS.
BUT FROM A SOLUTION BASED PARTICIPATION, IT'S I KNOW THAT IT'S VERY EASY TO BE NEGATIVE AND TO CRITICIZE AND TO FIND EVERYTHING WRONG.
BUT OVER THE 30 PLUS YEARS THAT I'VE BEEN INVOLVED IN THE DISTRICT, I FOUND THAT THE MOST EFFECTIVE WAY TO BE PART OF THIS COMMUNITY IS TO ACTIVELY, INTENTIONALLY BE PART OF SOLUTIONS AND TO BE POSITIVE, TO BE TO ASSUME THE BEST, THE BEST INTENTIONS, THE BEST MOTIVES, THE BEST ACTIONS OF THE PEOPLE THAT YOU WORK WITH.
BECAUSE ULTIMATELY OUR OUR GOAL IS IS THE BETTERMENT OF OUR KIDS.
AND THE ONLY WAY THAT ADULTS REALLY DO THAT IN THE BEST WAY IS TO POSITIVELY WORK TOGETHER AND FIND SOLUTIONS AND FIND CONSENSUS.
SO I OVER THE YEARS, I'VE BEEN SO IMPRESSED WITH OUR STUDENT ADVISORS AND I ALWAYS THINK I HOPE THAT THEY MAYBE THEY'LL BE ON A SCHOOL BOARD SOMEDAY OR THEY'LL BE PART OF SOME
[01:40:01]
SORT OF MUNICIPAL COMMITTEE OR SOME PARK BOARD LIBRARY BOARDS.WHATEVER, WE NEED WELL-INTENTIONED PEOPLE TO TO AGREE TO BE IN LEADERSHIP POSITIONS AND TO AGREE TO BE IN LEADERSHIP POSITIONS IN POSITIVE AND CIVIL WAYS THAT ACTUALLY MOVE US ALL FORWARD. SO I GUESS THAT WOULD BE MY KIND OF MY FINAL KIND OF ADMONITION IS TO GET INVOLVED, BUT GET INVOLVED IN A POSITIVE SOLUTION BASED WAY THAT THAT FINDS CONSENSUS TO BE ABLE TO MOVE US FORWARD BECAUSE WE'VE GOT A LOT OF WORK TO DO.
AND I KNOW THAT AS A SYSTEM AND AS A DISTRICT, WE REALLY NEED THE TALENTS AND THE TIME AND THE ENERGIES OF OUR PARENTS AND OUR COMMUNITY TO HELP GET US WHERE WE NEED TO GO.
SO THAT WOULD BE THAT WOULD BE MY ASK, AS I SAY GOODBYE.
THANK YOU. MEETING ADJOURNED.
