The Edmonds Public Schools Board of Directors, Snohomish County, Washington, will hold a regular board meeting on Tuesday September 14, 2021, in the Board Room of the Educational Services Center, 20420 68th Avenue West, Lynnwood, WA 98036. Policy 1400 states in part, "Board meetings will be scheduled in compliance with the law, and as deemed by the board to be in the best interests of the district and community. Policy #5005 states in part,"All staff members selected for employment will be recommended by the Superintendent or Designee. Staff members must receive an affirmative vote from a majority of all members of the Board. In the event an authorized position must be filled before the Board can take action, the Superintendent or Designee has the authority to fill the position with a temporary employee who will receive the same salary and benefits as a permanent staff member.

Background: All disbursements made by the district are by warrant or by imprest checking account and procurement cards which are
reimbursed by warrant. Before disbursements are made they are carefully checked for accuracy and proof that the
goods or services have been received, are satisfactory, and that previous payment has not been made. All vouchers for
payment of goods and contract services are approved by the auditing officer and then listed on voucher registers which
are presented to the board for approval at the next regular meeting. Board approval of district disbursements is
required by RCW 42.24.080. Vouchers audited and certified by the auditing office required by RCW 42.24.080, and
those expense reimbursement claims certified by RCW 42.24.090 have been recorded and the listing made available to
the Board.
Policy # 6215 states in part, "All claims for the provision of goods and services, other than payroll, must be pre-audited
and certified by the district’s appointed auditing officer/designee. The form shall provide for the authentication and
certification by such auditing officer that the materials have been furnished, the services rendered, and that the claim is
a just, due and unpaid obligation. Warrants shall be approved by a recorded affirmative vote of a majority of the

Information: Waiver regarding Grading Periods at Scriber Lake High School for the 2021-22 school year
Background: 13 years ago, Scriber Lake Hgh School shifted their grading periods to allow students to concentrate on 3 block classes at a time instead of 6. Last year Scriber Lake aligned with the District grading calendar. Scriber Lake EEA members voted to request a waiver to change this and allow for grades will be posted every session for the 2021-22 school year.

Information: Interlocal Cooperation Agreement between Edmonds School District and Northwest Educational Service District 189 for Educational Services at NW Regional Learning Center.
Background: Per Board Procedure 6210P, interlocal agreements are contracts between public agencies and must be approved by the school board. This agreement is established to provide special education programs and services at the NW Regional Learning Center program for students from participating school districts. This educational setting has been determined by a multidisciplinary team to be the appropriate placement for the student. Edmonds School District will be responsible for paying for costs in excess of revenue received by the serving district. The district anticipates having 1 student enrolled in 2021-22.

Situation
The public comment item on the agenda is an opportunity for citizens to address the School Board. Items brought forward during this portion of the agenda will not be acted upon by the Board at this time. Questions may also be referred to the superintendent or staff for examination and later response.
The Board will provide up to thirty (30) minutes during its regular meeting during which the public may comment. Information: The District shall construct Tiny Homes at the Residential Carpentry program classroom as part of the Residential Carpentry instructional
program. The single family residence will be built on property purchased by the Rotary Club of Lynnwood, located within Edmonds School District
boundaries.
Background: This is the 47th year of cooperative effort and contract for the framing and landscaping of a house by students in the Career and Technical Education classes. Other facets and tasks involved are contracted by the Rotary to sub-contractors. Rotary finances all construction costs. This is an excellent cooperative effort involving students from every high school in the Edmonds School District. The profits from the sale of the house are used by the Rotary in their community service and benevolent activities. The sale of the house is the sole responsibility of the Rotary.

Information: Annual approval of iGrant 217 required for implementation of Highly Capable Programs. Highly Capable students are general education students first. This grant provides the resources needed to run the identification process, to support teacher training and professional learning, to supply supplemental curricular resources that meet the unique needs of highly capable students, and to support staff resources to run and support the program.
