JUST WANT TO BE BRIEF WITH MY COMMENTS AS THE SCHOOL YEAR BEGAN SEPTEMBER 8TH.

COVID CASES HAVE POPPED, HAVE A HAVE SHOWN AT ALL OUR SCHOOLS IN SOME FORM.

WE'VE BEEN BUSY IN OUR CAMPUSES WITH CONTACT TRACING AND QUARANTINING OUR KIDS.

I KNOW WE HAVE A REPORT ON A REENTRY THAT WILL GO INTO MORE DETAIL ABOUT OUR EFFORTS.

IT'S A DIFFICULT TIME.

IT'S JUST THIS IS VERY DIFFICULT FOR US TO CONTINUE BECAUSE OF OUR BECAUSE OF THE STAFFING SITUATION THAT WE'RE IN.

AND WE'LL ALSO HEAR A LITTLE BIT ABOUT THAT.

IN TERMS OF WE'VE WE'RE STILL SHORT ALL IN ALL ASPECTS OF OUR STAFF, PARTICULARLY OUR CLASSIFIED STAFF, BUT WE ARE HIRING, LOOKING TO HIRE ADDITIONAL CUSTODIANS IF WE CAN AND ALSO HELP SUPPORT STAFF TO HELP WITH OFFSETTING SOME OF THE.

THE INTENSITY THAT IS CONTACT TRACING, IT IS IT'S A IT'S A FULL TIME JOB THAT ALSO WORKS ON WEEKENDS FOR OUR STAFF.

SO IT'S BEEN IT'S BEEN BUSY, BUT WE'RE REALLY THANKFUL FOR FEDERAL EMERGENCY FUNDING THAT HELPS SUPPORT THESE ONE TIME EXPENSES THAT WE CURRENTLY HAVE, SUCH AS, AGAIN, THE PERSONAL PROTECTION EQUIPMENT, THE PPE, BUT ALSO THE ADDITIONAL DOLLARS THAT WE HAVE RESOURCES WE HAVE FOR STAFFING THAT ARE AGAIN, ONE TIME DOLLARS.

AS THE BOARD IS AWARE OF.

WE ARE DOWN IN ENROLLMENT THIS YEAR AND THERE IS A CONCERN REGARDING LONG TERM IMPACTS TO THE BUDGET AFTER OUR FEDERAL DOLLARS ARE SPENT.

AGAIN, USING ONE TIME DOLLARS FOR ONE TIME EXPENDITURES ARE PHENOMENAL, HAS BEEN PHENOMENAL FOR OUR DISTRICT AND OTHER DISTRICTS ACROSS THE COUNTRY.

BUT THE LONG TERM STUDENT ENROLLMENT LOSS WILL HAVE A LONG TERM IMPACT ON OUR BUDGET, AND THAT'S SOMETHING THAT WE'RE WORKING THROUGH AS WELL, AND WE'LL KEEP YOU ABREAST ON THAT.

I ALSO JUST WANT TO LET FOLKS KNOW THAT AGAIN, WE TALKED ABOUT STAFFING, PARTICULARLY I WANT TO TALK ABOUT TWO AREAS, I KNOW NUTRITION SERVICES IS SHORT STAFFING.

WE'RE SEEKING VOLUNTEERS TO COME IN THAT ARE FROM OUR FOUNDATION AND THEY'VE BEEN VERY SUPPORTIVE.

THERE'S A SUPPLY CHAIN ISSUE WITH NUTRITION.

THEY'RE JUST THERE IS A LACK OF TRUCK DRIVERS.

THIS IS HAPPENING ACROSS THE COUNTRY AND WE'RE SEEING THOSE THOSE THINGS HERE AS

WELL IN OUR STATE.

SO THE SUPPLY CHAIN IS IN THERE AND I KNOW THAT OUR FOOD SERVICES DIRECTOR, MEGAN DE VRIES AND SHE SHE'S OUT EVERY DAY AT COSTCO'S AT AND TRYING TO GET PRODUCE AND PRODUCT.

SO EVERY DAY AND TRANSPORTATION, THERE MAY BE A DRIVER IMPACT AS WELL.

I THINK ALL ALL THIS ALSO SOME OF THIS, NOT ALL, BUT SOME OF THIS STEMS FROM THE FROM THE MANDATE TO THE COVID-19 VACCINE MANDATE THAT SOME FOLKS ARE OPTING OUT OF.

SO THERE IS AN IMPACT OF THAT.

DO WORRY ABOUT TRANSPORTATION AND TRANSPORTATION'S ONE THAT I KNOW THAT WE'VE ALERTED OUR COMMUNITY ABOUT.

THIS COULD BE PRETTY IMPACTFUL SINCE TWO THIRDS OF OUR TRANSPORTATION IS LEGALLY REQUIRED BECAUSE OF STUDENTS THAT ARE PROVIDING TRANSPORTATION DOOR TO DOOR A LOT OF TIMES BECAUSE OF SPECIAL PROGRAMS. BUT THERE MAY BE A DRIVER IMPACT.

AND AGAIN, THAT'S IN THE REENTRY UPDATE AS WELL.

WORKING THROUGH RELIGIOUS AND MEDICAL EXEMPTIONS RIGHT NOW FROM OUR HR DEPARTMENT, THAT'S WORKED VERY HARD TO TRY AND AGAIN PROCESS MANY, MANY FORMS THAT HAVE BEEN SUBMITTED.

ALSO WANT TO TAKE A LITTLE BIT OF TIME TO CLARIFY.

JUST TO CORRECT SOME MISINFORMATION, YOU KNOW, THE DISTRICT HAS 13 CONTRACTS THAT WITH OUR VARIETY OF EMPLOYER GROUPS AND WE'RE WE HAVE CLOSE TO 4000 EMPLOYEES AT 13 CONTRACTS.

AND SOME OF THESE, I THINK SIX OF THE UNITS HAVE ASKED US TO BARGAIN THE IMPACTS OF THE GOVERNOR'S COVID MANDATE, AND WE'RE DOING THAT OR HAVE DONE THAT.

THERE WAS A REFERENCE TO A STIPEND FOR OUR TEACHERS FOR A DUE TO A COVID MANDATE, AND THAT'S JUST NOT THE CASE.

SO WE WE HAVE NOT PROVIDED A STIPEND, ANY STIPEND DUE TO THE COVID IMPACT.

THE MANDATE THAT CAME FROM THE STATE .

THAT WE HAD A LIMITED CONTRACT RE-OPENER WITH THE TEACHERS UNION AND [INAUDIBLE], THE TEACHERS UNION ASSOCIATION ASKED US TO BARGAIN A FEW ARTICLES.

COMPENSATION WAS AN ARTICLE THAT REQUESTED TO BE BARGAINED WAS DONE SO IN A RE-OPENER LAST YEAR.

SO AGAIN, THERE IS NO NOT BEEN ANY ANY DOLLAR SPENT ON THIS CURRENT GOVERNOR'S MANDATE WITH REGARDS TO THE IMPACT OF THE COVID VACCINATION ON OUR CURRENT EMPLOYER GROUPS.

BUT I KNOW THERE WAS A SOMETHING THAT THE SPEAKER MENTIONED LAST WEEK ABOUT THAT WE CANNOT BARGAIN IN PUBLIC.

WE ALL KNOW AS IT CAN BECOME AN UNFAIR LABOR PRACTICE, AND WE HAVE OUR BARGAINING TEAM CONTINUE TO FOLLOW OUR CLOSED BARGAINING MODEL.

CLOSED SESSION BARGAINING MODEL THAT WE HAVE USED HERE IN EDMONDS AND WE'LL CONTINUE TO DO SO.

DO WANT TO THANK ALL THE EDUCATORS THAT ARE MAKING THE RETURN TO SCHOOLS POSSIBLE, VISITED THREE SCHOOLS TODAY AND WAS ABLE TO VISIT A FEW SCHOOLS LAST WEEK.

AND IT'S JUST GREAT TO SEE OUR KIDS ON CAMPUS AND WE CAN'T WAIT TO SEE SOME OF YOUR BILL HOST SOME OF THE BOARD MEMBERS WHEN WE GO OUT TO VISIT AS WELL.

ALSO JUST WANT TO FINISH OFF WITH WE ARE IN HISPANIC HERITAGE MONTH AND I KNOW THERE'S A LOT OF ACTIVITIES AT OUR SCHOOLS AND WE'RE VERY, VERY PROUD OF AND CONTINUE THAT AND ALSO THAT OUR OUR STAFF PRESENTED IN THE CITY OF EDMONDS.

IT WAS A PANEL ON SUICIDE PREVENTION AND THE GREAT WORK THAT JOE CALLAHAN AT [INAUDIBLE] ROCKWALL AND THE TEAM UNDER DANA GEASLEN'S LEADERSHIP.

JUST IT JUST REALLY, REALLY GRATEFUL THAT WE HAVE SUCH A TREMENDOUS TEAM THAT TAKES CARE OF PROCESSES TO HELP WITH MITIGATE SOME OF THE SOME OF THE THINGS THAT DO TAKE PLACE WITH REGARDS TO SUICIDE PREVENTION AND WHAT WE DO IN OUR SCHOOLS.

SO JUST REALLY HAPPY FOR THE TEAM.

IT IS SUICIDE PREVENTION MONTH THIS MONTH AS WELL.

SO AGAIN, WE MAKE SURE THAT WE'RE VERY AWARE OF THAT, PARTICULARLY DURING THIS VERY STRESSFUL TIME AS WE BRING KIDS BACK ON CAMPUS.

I'VE SPOKEN WITH MANY FOLKS IN THE EDMONDS SCHOOL DISTRICT, AS WELL AS THE SNOHOMISH COUNTY HEALTH DISTRICT ABOUT THIS, AND I JUST WANTED TO TAKE THE CHANCE NOW TO RUN THROUGH IT.

BUT BASICALLY, THE CONCERN I HAVE IS AROUND HOW THE UNVACCINATED AND VACCINATED STUDENTS ARE BEING TREATED DIFFERENTLY.

AND I THINK THIS IS BOTH A DISCRIMINATORY POLICY, BUT ALSO IT'S INEQUITABLE.

AND I UNDERSTAND I WANT TO SAY AT THE BEGINNING, I UNDERSTAND THAT THIS IS COMING FROM THE WASHINGTON STATE HEALTH DEPARTMENT, THAT THIS IS A LAW THAT, YOU KNOW, THEY HAVE A RULE THEY HAVE PASSED THAT'S BEING IMPLEMENTED.

SO I UNDERSTAND THAT, BUT I STILL THINK IT'S SOMETHING THAT SHOULD BE ADDRESSED.

SO BASICALLY THE THE I HAVE THIS WRITTEN UP AND I SHARED IT WITH GUSTAVO AND GREG AND OTHER FOLKS AS WELL.

BUT JUST RUNNING THROUGH IT BRIEFLY, I THINK, YOU KNOW, OUR

CHILDREN, THIS POLICY IS NOT THAT TREATS CHILDREN DIFFERENTLY IS NOT BASED ON SCIENCE, ACCORDING TO THE CDC DATA.

FOR CHILDREN, THEY'RE NOT AT RISK OF COVID ANY MORE THAN THEY HAVE BEEN FOR ANY OTHER FLU.

IN FACT, THE SAME NUMBER OF KIDS HAVE DIED UNDER COVID HAVE DIED UNDER THE REGULAR FLU SEASON, SO THERE'S NO INCREASED RISK FOR STUDENTS.

THERE'S NO TEACHERS ARE REQUIRED TO BE VACCINATED AND THOSE THAT ARE NOT, THERE'S NO RISK FOR MOST PEOPLE.

IT'S STILL REMAINS A 99 PERCENT PLUS SURVIVAL RATE.

SO TEACHERS ARE NOT IN DANGER, EITHER.

THE OTHER THING ABOUT THE VACCINE I TALKED TO HEATHER THOMAS FROM THE SNOHOMISH COUNTY HEALTH DISTRICT AND ASKED HER TO PROVIDE DATA AROUND WHY THIS IS HAPPENING, WHY THIS POLICY WAS ENACTED.

AND I READ THROUGH THE CDC GUIDELINES AND THEY SAY SPECIFICALLY THAT ESPECIALLY WITH THE DELTA VARIANT, THAT BOTH VACCINATED AND UNVACCINATED PEOPLE HAVE SIMILAR VIRUS LOADS AND THEY CAN SPREAD IT JUST THE SAME.

AND EVEN FROM THIS VIRUS, YOU CAN LOOK ONLINE, IT'S A THERE'S NOT THE VACCINE IS NOT A STERILIZING VACCINE, WHICH MEANS THE VIRUS STILL CAN BE SPREAD BY VACCINATED PEOPLE.

AND THE EXAMPLE OF THIS IS WE HAD TWO.

I HAVE TWO KIDS THAT WERE BOTH THAT AREN'T VACCINATED, THAT BOTH WERE ASKED TO WEAR AROUND SOMEBODY THAT GOT COVID AND HAD TO QUARANTINE FOR 14 DAYS.

AND IN BOTH CASES, ALL THEIR FRIENDS WHO WERE WHO WERE VACCINATED GOT TO GO BACK TO SCHOOL.

WHILE THEY DIDN'T.

AND IN ONE OF THE TWO CASES, THE STUDENT THAT THAT HAD COVID WAS VACCINATED.

AND I'VE SEEN THIS IN MY SOCCER LEAGUE AND ELSEWHERE THAT VACCINATED PEOPLE ARE SPREADING AT JUST THE SAME.

SO I'M CONCERNED THAT THERE'S DISCRIMINATORY TREATMENT.

AND FURTHER, I THINK IT'S INEQUITABLE.

I KNOW THE POLICY I JUST READ TODAY THE SCHOOL'S POLICY ON EQUITY AND INCLUSION.

AND IT'S THE CASE TODAY THAT, ACCORDING TO LATEST CDC DATA FROM THE KAISER FAMILY FOUNDATION, PEOPLE, BLACKS AND PEOPLE OF COLOR ARE VACCINATED AT RATE LESS THAN WHITE PEOPLE, WHICH MEANS THEY'RE BEING DISPROPORTIONATELY AFFECTED BY THESE POLICIES BY BEING FORCED TO STAY HOME FOR 14 DAYS WHILE THEIR PEERS ARE NOT.

THEY'RE BEING DISPROPORTIONATELY AFFECTED.

SO I HOPE YOU'LL CONSIDER.

I KNOW THERE'S A POLICY FROM WASHINGTON STATE HEALTH DEPARTMENT, BUT I HOPE YOU WILL CONSIDER TAKING A STAND AGAINST THESE POLICIES THAT ARE DISCRIMINATORY AND INEQUITABLE.

I AM HERE TO SPEAK TODAY ABOUT A PROPOSED PROJECT THAT WE HAVE FUNDING APPLICATIONS IN FOR.

WE'RE PARTNERING WITH EDMONDS LUTHERAN CHURCH.

THEY ARE ON TWO HUNDRED AND THIRTY SIX STREET SOUTHWEST KIND OF NORTH OF THE SAFEWAY THERE AT THE INTERSECTION OF 99 AND 204, AND WE HAVE WORKED TO PURCHASE A PORTION OF THEIR PROPERTY FROM THEM AND ARE PARTNERING WITH THEM TO BUILD A 52 UNIT AFFORDABLE HOUSING DEVELOPMENT.

OUR VACCINATION RATES SOMETHING WE WANT TO TALK ABOUT A LITTLE BIT AS WE KNOW THAT WE HAVE A REQUIREMENT FOR ALL OF OUR EMPLOYEES AND IN THE EDMONDS SCHOOL DISTRICT TO BE FULLY VACCINATED OR HAVE A RELIGIOUS OR MEDICAL EXEMPTION APPROVED BY HR BY OCTOBER 18TH.

SO OUR SNOHOMISH COUNTY VACCINATION RATE AS OF THE 21ST OF SEPTEMBER 12 YEARS AND OLDER, INITIATING VACCINES ARE NOT FULLY VACCINATED, BUT ALMOST THERE IS SEVENTY FOUR PERCENT, 12 YEARS AND OLDER FULLY VACCINATED IS SIXTY EIGHT PERCENT.

THAT'S A SIGNIFICANT INCREASE OVER THE PAST FEW WEEKS.

SO THAT'S REALLY, REALLY GOOD NEWS.

AND THEN OUR SNOHOMISH COUNTY ICU CAPACITY RATE IS STILL AT ONE HUNDRED PERCENT.

THAT'S NOT SOMETHING THAT'S ON THE WEBSITE.

OUR COVID 19 CASE COUNT.

THE NUMBERS ARE 409 OUT OF 100,000, WHICH IS DOWN A LITTLE BIT.

WE DO ANTICIPATE THAT THAT NUMBER COULD GO UP.

THAT'S WHAT'S HAPPENED AS WE HAVE CASES THAT ARE THE TESTING HAS BEEN DONE, BUT THE NUMBERS HAVEN'T BEEN REFLECTED YET BECAUSE SNOHOMISH COUNTY IS STILL GOING THROUGH THOSE TESTING THOSE CASE RESULTS.

AND THEN OUR POSITIVITY RATE IS UP A LITTLE BIT.

SO ALL THE TESTS THAT ARE GIVEN IN SNOHOMISH COUNTY, IT IS AT SEVEN POINT SIX PERCENT OF THOSE ARE POSITIVE.

THERE'S A LOT OF TESTS GIVEN FOR A VARIETY OF REASONS.

THE PFIZER BOOSTER SNOHOMISH COUNTY, SNOHOMISH HEALTH DISTRICT IS IN THE PROCESS OF PLANNING SOME COMMUNITY VACCINE CLINICS TO ADDRESS THE NEED FOR THE BOOSTER.

I'M SURE YOU'VE HEARD ABOUT THAT ALSO.

IT'S RECOMMENDED FOR PEOPLE WHO HAD THE PFIZER VACCINE AND WHO ARE 65 OR OLDER AND THEN 50 YEARS OR OLDER IF THEY HAVE A UNDERLYING HEALTH CONDITION AND YOU SHOULD TALK TO YOUR PROVIDER ABOUT THAT.

AND THEN THERE'S MAYBE GOING TO BE SOME BOOSTERS ALSO FOR YOUNGER PEOPLE.

AND THEN LASTLY, FIVE TO 11 YEAR OLDS, OUR VACCINE IS AWAITING FDA APPROVAL AND

SO WE WILL CONTINUE THAT EFFORT TO GET VACCINATIONS TO THOSE WHO CHOOSE TO GET THOSE GET THEM FOR THEIR CHILDREN.

AND AGAIN, WITH THE MANDATE OF OCTOBER 18TH, THAT WILL THAT NUMBER WILL PROBABLY DECREASE BECAUSE ALL OF OUR STAFF MEMBERS, WITH THE EXCEPTIONS THAT I MENTIONED BEFORE, WILL BE VACCINATED.

CLASSROOM TO CLOSE AND THIS IS THE ONLY THE LOCAL HEALTH JURISDICTION CAN CLOSE CLASSROOMS. AND SO WE TAKE OUR GUIDANCE FROM THEM JUST AS THEY DID.

YOU PROBABLY SAW IN WASHINGTON STATE THREE OR FOUR OR FIVE YEARS AGO.

SOME, SOME CLASSROOMS AND SOME SCHOOLS HAD MEASLES OUTBREAKS, AND THEY CLOSED CLASSROOMS AS A RESULT OF THAT AS WELL.

SO SIX CLASSROOMS HAVE BEEN CLOSED BY SNOHOMISH COUNTY HEALTH.

AND THEN THE CURATIVE TEST, WHICH IS THE THE PCR TEST THAT WE HAVE, IS DIFFERENT THAN THE RAPID TEST.

IT'S A PCR TEST AND IT TAKES A FEW DAYS TO GET IT BACK.

BUT WE DO KNOW THAT THERE AREN'T AS MANY FALSE POSITIVES WITH THE PCR TEST.

SO WE HAVE FOUR HUNDRED AND TWENTY ONE TESTS THAT HAVE BEEN COMPLETED IN DISTRICTS IN THE LAST AND DISTRICT IN THE LAST TWO WEEKS.

AND THEN LASTLY, JUST A QUICK REMINDER AND A PLUG FOR OUR COVID 19 DASHBOARD THAT OUR COMMUNICATIONS DEPARTMENT DOES AN INCREDIBLE JOB OF UPDATING.

AND AS I'VE SAID BEFORE, IS UPDATED AFTER THE CASE HAS BEEN FULLY INVESTIGATED WITH ALL THE CLOSE CONTACTS, WHICH TAKES SOME DOING, AS DR.

SO THIS IS THE PROCESS THAT HAPPENS IS THAT IF A STUDENT OR STAFF MEMBER TESTS POSITIVE FOR COVID 19, THE FOLLOWING WILL TAKE PLACE.

SO THE FAMILY OF THE STUDENT REPORTS THE POSITIVE CASE TO THEIR SCHOOL.

IF IT'S STAFF WHO'S TESTED POSITIVE, THEY WOULD CONTACT THEIR SUPERVISOR TO REPORT IT.

THEN THE COVID 19 SUPERVISOR, WHICH ARE AT EVERY BUILDING, USUALLY THE PRINCIPAL OR THE BUILDING LEAD, WORKS WITH THE DISTRICT HEALTH TEAM TO CONTACT TRACE.

AND AS DANA MENTIONED, THAT'S THE PROCESS.

IT TAKES TIME.

AND THEN AFTER THAT, STUDENTS OR THE FAMILIES OF ANY STUDENTS AND AS WELL AS ANY STAFF IDENTIFIED AS CLOSE CONTACTS WILL RECEIVE NOTICE FROM THE DISTRICT HEALTH TEAM OR THEIR COVID 19 SUPERVISOR FOR THEIR SCHOOL.

WE ARE CONCERNED WITH THE OCTOBER 18TH VACCINE DEADLINE THAT WE WILL LOSE ADDITIONAL DRIVERS AT THAT POINT IN TIME.

CURRENTLY, OUT OF OUR DRIVERS, WE HAVE APPROXIMATELY 40 WHO HAVE NOT PROVIDED PROOF OF VACCINATION OR REQUESTED AN EXEMPTION AT THIS TIME.

THEY STILL HAVE TIME TO SUBMIT THAT INFORMATION, BUT AGAIN, A LITTLE LITTLE CONCERNING AT THE 40 LEVEL.

AND THEN WE'VE HAD SOME SERIOUS ATTRITION LEAVES PEOPLE NOT RETURNING.

AND THEN WE DO HAVE SOME CONCERNS WITH THE VACCINE MANDATE COMING.

SO I'M STILL LOOKING FOR THIRTY FIVE STAFF.

AND SO WE ARE ACTIVELY HIRING SUBS FLOATS, WHICH IS SOMEBODY WHO WILL BE A PERMANENT EMPLOYEE AT WHICHEVER KITCHEN WE NEED MOST AND A SUBSTITUTE FOOD SERVICE DRIVER.

AND OUR COUNSELORS HAVE DONE AN INCREDIBLE JOB OF TRYING TO FIGURE OUT WAYS TO COMPENSATE FOR THAT, BUT IS DEFINITELY REALLY WEIRD NOT HAVING ONE THIS YEAR, ESPECIALLY HAVING HIT SENIOR YEAR.

SO MY NAME IS HELEN ZHANG, ASSISTANT SUPERINTENDENT OF ELEMENTARY SCHOOLS HERE IN EDMONDS SCHOOL DISTRICT, SO I'M SO THANKFUL THAT I'M HERE WITH YOU TONIGHT, AND I'LL BE SHARING A LITTLE BIT ABOUT OUR SHIFT IN CREATING A NEW SCHOOL IMPROVEMENT PLAN TEMPLATE IN RELATION TO OUR NEW STRATEGIC PLAN AND SOME OVERALL GOALS FOR OUR DISTRICT.

SO NEXT SLIDE.

SO SCHOOL IMPROVEMENT PLANS HAVE HISTORICALLY BEEN DOCUMENTS THROUGHOUT OUR NATION WHERE A LOT OF ENERGY IS PUT INTO ITS CREATION, AND THEN YOU PUT IT AWAY, UNFORTUNATELY, AND THERE'S NOT A LOT OF FOLLOW UP.

THERE'S NOT A LOT OF DISCUSSION AT THE CENTRAL OFFICE LEVEL EVEN OR IN SCHOOLS ABOUT WHAT WAS WRITTEN AND THE LENGTH OF TIME TO ACTUALLY CREATE AN IMPROVEMENT PLAN.

YOU COULD ASK ANY PRINCIPAL AND STAFF IT TAKES TIME AND IT'S VERY TIME CONSUMING AND THERE'S A LOT OF ENERGY THAT'S NEEDED TO CREATE ONE.

YET WITH ALL THAT ENERGY INVESTED, WE OFTEN PUT IT ASIDE AND IT'S NOT A LIVING DOCUMENT.

AND SO IN EDMONDS, WE WANTED TO CHANGE THAT A LITTLE BIT AND USE THE OPPORTUNITY THAT WE HAVE BECAUSE WE ARE GOING TO HAVE A NEW STRATEGIC PLAN THAT'S BEING SUPPORTED BY OUR SUPERINTENDENT WHERE IT KIND OF GIVES US A NORTH STAR OF WHAT WE'RE TRYING TO DO TO SUPPORT OUR KIDS.

AND SO WITH OUR NEW STRATEGIC PLAN THAT YOU'LL HEAR MORE ABOUT IN THE NEXT SEVERAL MONTHS, WE UPDATED OUR SCHOOL IMPROVEMENT PLAN SO THAT IT COULD BE NESTED SO THAT IT'S CONNECTED TO OUR NORTH STAR OR ALL THE THINGS OUR STRATEGIC PLAN WILL KIND OF LAY OUT IN TERMS OF OUR GOALS FOR THE DISTRICT.

AND THEN OUR NEXT STEP IS TO CREATE RESOURCES AND SUPPORT AND TOOLS, AND WE CALL THEM THE E3 TOOLS, RESOURCES AND GUIDES BECAUSE OUR STRATEGIC PLAN HAS THREE SPECIFIC AREAS OF FOCUS, ENGAGEMENT, EXCELLENCE AND EQUITY.

AND I THINK I SAID THAT OUT OF ORDER, IT'S EQUITY, ENGAGEMENT AND EXCELLENCE.

AND WHEN WE SAY EXCELLENCE, WE'RE ASSUMING INSTRUCTIONAL EXCELLENCE.

AND SO WE HAVE ALL OF OUR TOOLS, RESOURCES AND GUIDES THAT WILL BE CREATED TO SUPPORT THE THREE E'S AND HENCE WE CALL IT OUR E3 TOOLS, RESOURCES AND GUIDES.

AND SO THE FUTURE FOR EDMONDS IS AT THE END OF THE DAY, WE WANT ALL OF OUR STUDENTS TO FEEL LIKE THEY BELONG TO OUR DISTRICT, FEEL LIKE THEY BELONG TO OUR SCHOOLS, FEEL LIKE THEY BELONG TO THEIR CLASSROOMS AND ONCE THEY FEEL THAT SENSE OF BELONGING.

ACADEMIC GAINS START HAPPENING, SO THEY'RE THEY'RE SELF-REGULATION SKILLS START IMPROVING.

AND SO ALL OF THOSE THINGS START IMPROVING OVER TIME WHEN THEY START FEELING LIKE THEY BELONG.

SO THE PREMISE OF OUR STRATEGIC PLAN IS THAT WE WANT ALL OF OUR STUDENTS, FAMILIES AND STAFF TO BELONG.

SO WE STARTED INTRODUCING AN INSTRUCTIONAL FRAMEWORK FOR THIS FALL AND BEYOND THAT FOCUSES ON EQUITY, ENGAGEMENT AND EXCELLENT SYSTEMS, AND ALL OF THOSE THREE THINGS ALSO CENTER AROUND RELATIONSHIPS, ACCELERATED LEARNING AND ENSURING TEACHING AND LEARNING THAT'S REALLY HIGH QUALITY THROUGHOUT THE DISTRICT.

WE WANT TO ENSURE THAT THERE'S HIGH QUALITY TEACHING AND LEARNING HAPPENING IN EVERY CLASSROOM IN EDMONDS.

AND SO I'M NOT GOING TO READ THESE POINTS TO YOU, BUT WE WANT TO CREATE CULTURES OF AFFIRMATION AND BELONGING.

WE WANT TO DESIGN AND IMPLEMENT DATA DRIVEN, TIMELY AND APPROPRIATE INTERVENTIONS AND REALLY STRONG CORE INSTRUCTION OVERALL.

AND WE WANT TO REALLY ADDRESS THE NEEDS OF OUR STAFF AND OUR STUDENTS OVER TIME IN INTENTIONAL WAYS.

SO IN THINKING ABOUT ALL THINGS SCHOOL IMPROVEMENT AND HOW TO MAKE OUR SCHOOL IMPROVEMENT BECOME LIVING DOCUMENTS THAT PEOPLE REFER TO THAT PEOPLE WANT TO READ AGAIN AFTER IT'S SUBMITTED, WE NEEDED TO DO SOME SHIFTING.

SO THE FIRST THING THAT WE DID WAS WE REVIEWED SOME BEST PRACTICES ON SCHOOL IMPROVEMENT PLANNING FROM ALL OVER THE COUNTRY.

WE REVIEWED SEVERAL SCHOOL IMPROVEMENT PLAN TEMPLATES THAT HIGH FUNCTIONING DISTRICTS ALREADY USE.

AND OUT OF THAT SELECTED FEW, WE DECIDED TO CREATE OUR OWN AT EDMONDS, THAT MADE SENSE.

THAT WAS SIMPLE YET VERY INTENTIONAL IN ITS PRACTICE.

SO WE HAD DISTRICT LEADERSHIP TEAMS.

WE'VE HAD A GROUP CALLED THE MTS COLLABORATIVE TEAM, MTSS COLLABORATIVE TEAM AT THE CENTRAL OFFICE LEVEL, ALSO OUR ELEMENTARY LEADERSHIP TEAMS AND ALSO OUR SECONDARY LEADERSHIP TEAMS ALL CHIME IN TO GIVE US FEEDBACK ALONG THE WAY ABOUT THE TOOLS AND THE TEMPLATE.

SO IT'S DEFINITELY A COLLABORATIVE EFFORT.

SO BEFORE WE GET TO WHAT THE TEMPLATE ACTUALLY LOOKS LIKE, THERE ARE SOME BRETT'S BEST PRACTICES.

THERE'S A SECRET SAUCE TO ALL OF THIS, AND IT'S NOT A HARD SAUCE TO RECREATE FROM DISTRICT TO DISTRICT, BUT HERE ARE SOME BEST PRACTICES THAT WE FOUND HIGH FUNCTIONING DISTRICTS UTILIZE WHEN IT COMES TO SCHOOL IMPROVEMENT PLANNING BECAUSE THERE'S A SCIENCE TO IMPROVEMENT.

SO FIRST SCHOOL LEVEL TEAMS NEED TO DESIGN, IMPLEMENT AND PROGRESS MONITOR IMPROVEMENT EFFORTS.

SO IT CAN'T BE A DOCUMENT THAT YOU PUT ON THE SHELF AND YOU FORGET ABOUT IT HAS TO BE SOMETHING THAT ALL STAFF REFERRED TO AS WELL AS ITS LEADERS.

AND WE NEED TO ALWAYS SET AMBITIOUS, ATTAINABLE, REALISTIC GOALS BASED ON CURRENT STUDENT DATA.

SO THERE NEEDS TO BE SOME ELEMENT OF DATA LITERACY AMONG OUR STAFF AND ALSO OUR SCHOOL LEADERS TO MAKE SURE THAT WE'RE ALL THE DECISIONS THAT WE MAKE, ARE DATA STUDENT DATA INFORMED.

AND THEN WE ALSO NEED TO IDENTIFY METRICS IN A VERY CLEAR WAY.

WE NEED TO REALLY CONSIDER STUDENT LEARNING THE DEMOGRAPHICS OF THE SCHOOL ENVIRONMENT AND IMPLEMENTATION FIDELITY, MEANING ARE WE REALLY DOING WHAT WE'RE SEEING THAT WE'RE DOING? ARE WE USING OUR TOOLS TO FIDELITY OR ARE THERE POCKETS OF SOME USE AND AND SOME POCKETS IN SCHOOLS THAT ARE NOT BEING UTILIZED? AND THEN WE NEED TO COMMUNICATE OUR OBJECTIVES, PROGRESS, MONITOR AND AND REALLY UNDERSTAND OUR RESULTS OVER TIME.

SO OUR NEW SCHOOL IMPROVEMENT PLAN TEMPLATE IS A THREE YEAR PLAN.

IT'S UNREALISTIC TO CLOSE GAPS THAT ARE WIDENING DUE TO THE PANDEMIC AND ALL THE OTHER FACTORS THAT WE'RE FACING TODAY.

IT'S UNREALISTIC FOR SCHOOLS TO MAKE SIGNIFICANT GAINS AFTER JUST ONE YEAR, ESPECIALLY WHEN MOST OF THE YEAR YOUR CONTACT TRACING AND YOU HAVE SAFETY AT THE FOREFRONT OF YOUR MINDS.

SO WE WANTED TO CREATE A TEMPLATE THAT WOULD EVEN MAKE SENSE DURING HARDSHIPS LIKE THE PANDEMIC, DURING TIMES WHERE INSTRUCTIONAL LEADERSHIP MAY NOT BE THE FIRST FOCUS WHEN YOU OPEN SCHOOL.

IT'S REALLY THE OPERATIONS AND MANAGEMENTS REGARDING SAFETY, EVEN DURING THESE TIMES, WE WANTED TO CREATE A TEMPLATE THAT WOULD MAKE SENSE TO PEOPLE, NOT JUST OUR SCHOOL STAFF, BUT ALSO OUR FAMILIES.

SO THE DISTRICT LEADERSHIP TEAM, THE ELEMENTARY LEADERSHIP TEAM AND THE SECONDARY LEADERSHIP TEAM ALL GAVE FEEDBACK TO REALLY BE ABLE TO TELL OUR SCHOOL STORY IN AN INTENTIONAL WAY.

THEY WANTED TO SIMPLIFY THE VOCABULARY AND THE FORMAT, AND EVERYONE WAS ASKING, PLEASE REMOVE THE REDUNDANCY.

I THINK YOU'RE ASKING THE SAME THING IN FIVE DIFFERENT WAYS IN FIVE DIFFERENT PARTS OF THIS SCHOOL IMPROVEMENT PLAN THAT WE CURRENTLY HAVE.

I THINK IT WAS A VERY ROBUST TEMPLATE, BUT WE NEEDED TO SIMPLIFY IT.

WE NEEDED TO SEE THE VISION AND MISSION LONG TERM GOALS AND NEEDS ASSESSMENT AND RETHINK FIDELITY OF IMPLEMENTATION IN A MORE DEEPER WAY.

AND WE WANTED TO ADD A REFLECT AND REVISE SECTION WHERE YOU DON'T JUST GET TO PUT IT AWAY.

WE'RE GOING TO HAVE CONVERSATIONS AROUND YOUR IMPROVEMENT PLAN BECAUSE AN IMPROVEMENT PLAN IS REALLY A PERSONAL DOCUMENT.

IT TELLS THE STORY OF YOUR SCHOOL, BUT AT THE SAME TIME, IT TELLS IT'S A DOCUMENT THAT REFLECTS OUR DEDICATION OR CARE FOR OUR STUDENTS.

THE IMPROVEMENT PLAN'S FOCUS IS STUDENTS, NOT ADULTS.

AND THE ASSUMPTION IS THAT WHEN WE WHEN WE PROVIDE EXCELLENT TEACHING, SOMETHING GREAT WILL HAPPEN FOR OUR KIDS.

AND THAT'S ALL THAT IT IS.

AND SO ALL SCHOOLS WILL HAVE A SMARTY GOAL FOR READING, MATH AND ALSO FOR ENGAGEMENT.

AND AFTER THAT, YOU REVIEW YOUR PROGRESS FOR MORE COURSE CORRECTIONS OR STAY ON THE SAME PATH.

SO THEY DO THE 30, 60, 90, THEY'RE WORKING, WORKING, THEY'RE GATHERING THE DATA AND THEN WHAT WE SHARE WITH OUR SCHOOL LEADERS IS THIS FORM, OK DURING THE MID-YEAR CHECK IN AND THEN THIS FORM HAPPENS AGAIN.

SO THAT WAS ADJUSTED LAST WINTER, AND THE ACTUAL REVENUE COLLECTIONS ARE CORRECT WITH WHAT THE VOTERS WERE ASSESSED AND WE HAVE SUFFICIENT FUNDS TO PAY NEXT DECEMBER, 2021'S PRINCIPAL AND INTEREST PAYMENTS BECAUSE THEY'LL BE COLLECTIONS IN OCTOBER AND NOVEMBER ON TOP OF THE THIRTEEN POINT EIGHT MILLION AND THEN THAT'S CASH FLOW IS APPROPRIATE FOR THE NEXT LARGE PAYMENT.

THE BULK OF THAT BUDGET IS IN FOOD SERVICE AND SINCE WE DIDN'T HAVE CASH PAYMENTS FOR FOOD SERVICE, THAT IS THE PREDOMINANT REASON THAT IS A WELL BELOW BUDGET.

BUT THE REVENUES WERE MADE UP THROUGH THE FEDERAL GOVERNMENT STATE.

I WAS VERY IMPRESSED WITH THE SCHOOL IMPROVEMENT PLAN REPORT AND I LOOK FORWARD TO SEEING THAT REFORM IN ACTION, AND I THINK THAT'LL BE A REALLY, REALLY NICE WAY TO MOVE FORWARD.
