DR. BALDERAS.

SO THANK YOU, IF I CAN HAVE THE STUDENT ADVISORS, BOARD ADVISORS, PLEASE TURN ON THEIR BOTH THEIR MICS AND THEIR VIDEOS, PLEASE IF THEY COULD.

THERE'S THREE, I COUNT THREE OF THEM ON.

OK.

AND WE'RE REALLY FORTUNATE, WE'RE REALLY HAPPY TO HAVE OUR STUDENT ADVISORS BACK WITH US AFTER [INAUDIBLE] HERE AS WELL, SO THANK YOU.

YOU KNOW, I HAVE A STUDENT ADVISOR OATH OF OFFICE THAT WE'RE GOING TO BE DOING.

SO I LIKE YOU TO RAISE YOUR RIGHT HAND, IF YOU COULD.

AND THEN JUST REPEAT AFTER ME.

I STATE YOUR NAME.

AND LIKE YOU, MAYBE IF YOU COULD MAYBE STATE YOUR NAME AND TO THE BOARD OF DIRECTORS AND A LITTLE BIT ABOUT YOURSELF AND WHERE YOU'RE FROM, SO PLEASE FEEL FREE.

LET'S START WITH ISABEL.

HI, MY NAME IS ISABEL VERGARA-RAMOS.

I'M A SENIOR AT EDMONDS WOODWAY HIGH SCHOOL.

AND I AM VERY HAPPY TO BE A PART OF THIS BOARD, IT'S AN AMAZING OPPORTUNITY TO REPRESENT THE STUDENT BODY AND YEAH, THIS IS MY SECOND YEAR HERE AT EDMONDS.

THANK YOU ISABEL, DANIEL? HI, EVERYONE.

MY NAME IS DANIEL KIM AND I'M A SENIOR AT EDMONDS WOODWAY HIGH SCHOOL.

SO IT'S MY FIRST YEAR AND I'M JUST REALLY EXCITED FOR THIS EXPERIENCE AND I CAN'T WAIT TO LEARN.

RITIKA.

HI, EVERYONE.

MY NAME IS RITIKA KHANAL AND I'M A SENIOR AT MOUNTLAKE TERRACE HIGH SCHOOL THIS YEAR.

THE BOARD OF DIRECTORS DEFINITELY ARE VERY FAMILIAR WITH MY PRESENCE.

THIS IS MY SECOND YEAR ADVISING FOR THE SCHOOL BOARD AND IT'S HARD TO BELIEVE THAT THIS MUCH TIME HAS PASSED.

BUT I'M SUPER EXCITED TO BE REPRESENTING THE STUDENTS AGAIN THIS YEAR, AND I'M SUPER GRATEFUL FOR THE OPPORTUNITY.

THANK YOU, RITIKA AND ROSHNI.

HI, MY NAME IS ROSHNI GILL AND I'M A JUNIOR AT EDMONDS WOODWAY HIGH SCHOOL.

THIS IS MY FIRST YEAR DOING THIS, AND I AM VERY GRATEFUL AND EXCITED TO BE PART OF THIS.

THANK YOU, AND LIA CANNOT BE HERE THIS EVENING AND BOARD DIRECTORS DO YOU WANT TO MAKE ANY COMMENTS? OH, I'M JUST SO PLEASED TO SEE EVERYONE OLD FACES AND NEW, AND I'M LOOKING FORWARD TO A GREAT SCHOOL YEAR WITH YOU ALL AND YOUR INSIGHTFUL COMMENTS AND PLEASE THE NEW

[00:05:05]

PEOPLE ON THE ON THE TEAM WILL QUICKLY LEARN THAT WE LOOK TO YOU FOR A LOT OF INSIGHT INTO THE KINDS OF ON THE GROUND EXPERIENCES THAT STUDENTS HAVE SO THAT WE MAKE POLICY THAT IS THAT IS SMART AND AND MAKES THE MOST SENSE, PARTICULARLY TO OUR STUDENTS WHO ARE OUR FIRST AND LAST CONSIDERATION.

LIKE TO JUST SAY, I'M SO THRILLED THAT YOU ALL ARE WITH US NOW.

WE MISSED OVER THE SUMMER NOT HAVING STUDENTS ADVISING US.

YOU ARE VERY SPECIAL IN TERMS OF THE PERSPECTIVE THAT YOU BRING.

AND WE SO APPRECIATE THE TIME AND ENERGY THAT YOU'RE WILLING TO GIVE TO HELP US MAKE BETTER DECISIONS.

BY SHARING WITH US NOT ONLY YOUR THOUGHTS ABOUT WHAT WE'RE DISCUSSING AT THE TIME, BUT WHEN WHEN YOU HAVE THE OPPORTUNITY IN TERMS OF YOUR OWN TIME, THERE'S COMMENTS FOR YOU WHERE YOU CAN BRING TO US INPUT.

FROM YOUR PERSPECTIVE, THAT PERHAPS ISN'T AN ITEM ON THE AGENDA, BUT YOU WANT US TO KNOW THIS IS AN OPPORTUNITY FOR YOUR VOICE AND THE VOICES THAT YOU REPRESENT, THAT YOU CAN BE A CONDUIT FOR THOSE VOICES.

AND WE REALLY APPRECIATE AND VALUE WHAT YOU BRING TO THIS.

SO THANK YOU SO MUCH.

THIS IS CARIN, I'M GOING TO ECHO MY COLLEAGUE'S COMMENTS ON THE VALUE THAT WE PLACE IN YOUR LEADERSHIP, IN BRINGING FORTH STUDENT PERSPECTIVE AND HOLDING THIS SPACE FOR YOU TO BRING YOUR CONCERNS AND THE PERSPECTIVES ON THE THE DISCUSSION ITEMS WE'RE HAVING.

SO I'M SO THRILLED AND LOOKING FORWARD TO HEARING FROM YOU THIS YEAR AND LET'S GO FORTH AND MAKE GOOD POLICY.

SO THANK YOU, STUDENT ADVISORS, AND THANK YOU BOARD FOR ALLOWING THIS TIME AND AGAIN, I WOULD CONCUR.

THEY JUST GREAT TO HAVE KIDS BACK WITH US AND WE'LL CONTINUE TO AS SCHOOL HAS STARTED TO TRY AND GET MORE OF OUR STUDENTS TO BE ABLE TO JOIN US AS WELL FROM OTHER SCHOOLS.

SO THANK YOU STUDENTS, WE GREATLY REALLY APPRECIATE IT.

THANK YOU.

NEXT, WE HAVE OUR SUPERINTENDENT REPORT.

[7. SUPERINTENDENT REPORT-7:00 pm]

THANK YOU.

I KNOW THIS IS A SWITCH OF AGENDA REVISION FROM LAST YEAR, SO I APPRECIATE THE TIME TO BE ABLE TO COMMENT TO THE BOARD REGARDING THE START OF SCHOOL.

IT'S GREAT TO SEE KIDS BACK IN ON OUR CAMPUSES.

KNOW WE'VE BEEN ABLE TO VISIT A VARIETY OF SCHOOLS, VARIOUS SCHOOLS SINCE SINCE WE STARTED LAST WEDNESDAY AS WE COMPLETED DAY FIVE.

SO WE COMPLETED DAY FIVE OF OUR SCHOOL YEAR TODAY.

AND IT WAS JUST GREAT SEEING KIDS AND STAFF BACK ON CAMPUSES AND KIDS SMILING.

JUST HAPPY TO BE BACK AND THE STUDENT ADVISORS CAN COMMENT TO THAT.

LATER ON TODAY, YOU'LL HEAR A FULL RE-ENTRY REPORT FROM STAFF, BUT I DO WANT TO DISCUSS A FEW TOPICS THAT THAT WE HERE IN EDMONDS, AS WELL AS MANY OTHER DISTRICTS ARE FACING SOME SOME CONCERNS REGARDING QUESTIONS AND CONCERNS REGARDING TYPICAL START UPS, BUT REALLY BEEN AMPLIFIED DUE TO COVID.

AND THAT INCLUDES, YOU KNOW, TRANSPORTATION.

I KNOW THAT WE'VE HAD SOME TRANSPORTATION ISSUES.

WE HAVE A LOT OF PARENTS THAT ARE TRANSPORTING THEIR STUDENTS RIGHT NOW, A LOT OF PARENTS AND AND WHICH IS A GREAT THING IF PARENTS CAN HAVE THAT OPPORTUNITY.

BUT AGAIN, WE'VE HAD SOME BUS ISSUES BECAUSE OF THAT AND WHAT WE'RE WORKING THROUGH WITH OUR CAMPUSES.

ALSO, AGAIN, WE'RE WE'RE HIRING.

SO ANYBODY WHO'S LISTENING, WE'RE HIRING.

SO HIRING AT ALL POSITIONS CONTACT OUR HUMAN WONDERFUL HUMAN RESOURCE DEPARTMENT AND SEE WHAT POSITIONS ARE AVAILABLE.

BUT WE'RE HIRING IT EVERY POSITION, IT SEEMS RIGHT NOW AT THE AT THE BUILDING LEVEL.

I KNOW I WAS IN SCHOOL TODAY AND AND I WAS AT WEST GATE, VISITED FOR A HALF DAY TO DAY AND HAD WONDERFUL EXPERIENCE TALKING TO A LOT OF OUR FOLKS THERE.

BUT AGAIN, WE ARE HIRING EVERYWHERE AT ALL LEVELS, SO PLEASE CONTACT HUMAN RESOURCES IN TERMS OF WHAT POSITIONS ARE AVAILABLE FOR THAT.

AND ALSO, YOU KNOW, WE WE HAVE HAD A VARIOUS COVID CASES THAT I KNOW STAFF WILL GO OVER DURING THE RE-ENTRY REPORT AND JUST WANT TO REMIND PEOPLE THAT WE GET OUR DIRECTION FROM SNOHOMISH COUNTY HEALTH DISTRICT.

SO WE VET EVERYTHING OUT THROUGH SNOHOMISH COUNTY HEALTH DISTRICT.

I KNOW THAT THERE'S A LOT OF NEWS OUT THERE, A LOT OF RESOURCES FROM THE CDC TO JUST A VARIETY OF DIFFERENT INFORMATION SOURCES THAT ARE OUT THERE FOR FOLKS TO CONSUME.

BUT OUR STAFF DO AN INCREDIBLE JOB AND DUE DILIGENCE OF CONTACT TRACING

[00:10:02]

AND REPORTING OUT.

BUT WE WORK HAND IN HAND WITH SNOHOMISH COUNTY HEALTH DISTRICT, AND THEY'RE THE ONES THAT REALLY GUIDE OUR EFFORTS.

SO EVERY TIME THERE'S A COVID CASE, THERE'S A CONTACT.

SO JUST WANT FOLKS TO BE AWARE OF THAT, I THINK THAT THERE'S A THERE IS A CDC.

RULES OF ENGAGEMENT, BUT AGAIN, WE DO GET OUR RULES OF ENGAGEMENT FROM SNOHOMISH COUNTY.

AGAIN, WE ARE CONTINUING TO WORK ON A VARIETY OF ISSUES.

AGAIN, WE ARE IN THE FIFTH DAY OF SCHOOL AND WE'VE TALKED ABOUT BUS DELAYS ALREADY, LUNCH TIME ISSUES.

I KNOW THAT THERE ARE SOME QUESTIONS AND CONCERNS ABOUT THAT THAT WE'RE WORKING THROUGH AND AGAIN TALKED ABOUT THE FILLING OF STAFF THAT WE'RE TRYING TO AGAIN DO THE BEST WE CAN BY DEPLOYING SOME OF OUR CENTRAL OFFICE STAFF OUT OF SCHOOLS TO REALLY AUGMENT AND SUPPORT OUR BUILDINGS.

WHAT I DO ASK FOR IS PATIENCE AND THIS IS NO DIFFERENT THAN ANY OTHER YEAR, IT'S IT'S NEVER.

IT TAKES ABOUT TWO WEEKS.

THIS IS MY 32ND START AS AN EDUCATOR, SO AS MY 32ND START OF SCHOOL AND EVERY TIME IT'S LIKE IT'S LIKE GETTING YOUR SEATING CHARTS RIGHT, IT'S LIKE IT TAKES A COUPLE OF DAYS TO GET TO KNOW ALL THE KIDS NAMES.

I JUST ASK FOR PATIENCE FOR PEOPLE AND UNDERSTAND THAT SOME OF OUR STAFF AND SOME OF OUR KIDS HAVE NOT BEEN ON CAMPUS FOR MORE FOR ABOUT 20 MONTHS.

SOME OF OUR KIDS AND SOME OF OUR STAFF HAVE NOT BEEN ON CAMPUS FOR 20 MONTHS.

THAT IS A LONG TIME.

AGAIN, NOT EVERYBODY TOOK ADVANTAGE OF THE SPRING, BUT THERE ARE MORE KIDS ON CAMPUS TODAY AND SOME STAFF WERE REMOTE ALL LAST YEAR.

SO JUST WANT TO MAKE SURE THAT THERE'S SOME, SOME PATIENCE AND JUST SOME GRACE BEING ADDED BECAUSE I KNOW THAT WE'RE WORKING AS FAST AS WE CAN.

BUT WE WILL AGAIN ADDRESS MANY OF THE CONCERNS I KNOW SOME PEOPLE DO HAVE ON OUR COMMUNITY.

AND AGAIN, I CAN'T REITERATE ENOUGH.

MASK UP AND VAX UP, SO WE NEED TO GET OUR WE NEED GET SHOTS IN ARMS. WE NEED TO GET SHOTS IN ARMS AND WE NEED TO WEAR A MASK BECAUSE THE MORE WE DO THIS AGAIN, WE'RE GOING TO BE KEEPING OUR KIDS IN SCHOOL AND THAT'S WHAT WE'RE HERE FOR IT.

KEEP OUR KIDS IN SCHOOL.

THE KIDS WANT TO BE THERE, BUT WE ALL HAVE TO DO OUR BIT.

SO JUST WANT TO MAKE SURE THAT THAT WE DO THAT.

AND BOARD DIRECTORS, PRESIDENT KILGORE, THANK YOU FOR THE TIME AND OPPORTUNITY [INAUDIBLE] COMMENTS.

THANK YOU, DR.

[8. APPROVAL OF MINUTES-7:05 pm]

BALDERAS.

NEXT, WE HAVE THE APPROVAL OF OUR MINUTES, WE HAVE MINUTES FROM THE STUDY SESSION ON AUGUST 10TH.

A STUDY SESSION ON AUGUST 24TH AND OUR BUSINESS MEETING ON AUGUST 10TH.

DO I HEAR A MOTION? I MOVE TO APPROVE THE MINUTES FROM THOSE THREE MEETINGS.

THIS IS ANN, SECONDED IT.

IT'S BEEN MOVED AND SECONDED TO APPROVE THE MINUTES FOR THE AUGUST EIGHT, 10TH AND AUGUST TWENTY FOURTH STUDY SESSIONS AND THE AUGUST 10TH BUSINESS MEETING.

IS THERE ANY DISCUSSION? HEARING NONE, I'LL GO AHEAD AND CALL FOR A VOTE, ALL THOSE IN FAVOR OF APPROVING THE MINUTES FROM THE THREE AFOREMENTIONED MEETINGS.

PLEASE INDICATE BY SAYING AYE.

AYE.

ALL THOSE OPPOSED SAY NAY.

ANY ABSTENTIONS AND THE MOTION PASSES AND THE MINUTES ARE APPROVED.

NEXT, WE HAVE SOME PUBLIC COMMENTS AND I KNOW WE DO HAVE A FEW PEOPLE HERE.

[9. PUBLIC COMMENTS-7:10 pm]

THIS IS PUBLIC COMMENTS.

I DON'T HAVE MY INSTRUCTIONS IN FRONT OF ME, BUT THE BOARD ACCEPTS PUBLIC COMMENTS AND WE HAVE MANAGED TO FIGURE OUT A TECHNICAL, A TECHNICAL FIX SO THAT WE CAN HAVE PEOPLE MAKE THEIR OWN COMMENTS AT THE MEETING.

SO I AM GOING TO CALL YOUR NAMES AS WE HAVE RECEIVED THEM, AND YOU WILL HAVE UP TO THREE MINUTES TO SPEAK AND PLEASE BEAR WITH US.

IT'S THE FIRST TIME WE'VE BEEN DOING THIS, BUT WE'LL GET IT DONE.

SO FIRST WE HAVE KELLY REEVES, WHO IS SPEAKING ON THE TOPIC OF COVID NEGOTIATIONS.

THANK YOU.

GOOD EVENING, MY NAME IS KELLY REEVES, AND I HAVE WORKED FOR THE EDMONDS SCHOOL DISTRICT FOR OVER 17 YEARS AS A PARA EDUCATOR WHO ABSOLUTELY LOVES HER JOB.

THE LAST YEAR AND A HALF HAS BEEN VERY STRESSFUL, TO SAY THE LEAST, SO I WAS HEARTENED TO SEE THE SCHOOL BOARD VOTE TO GIVE EACH OF OUR CERTIFIED TEACHERS TWELVE HUNDRED AND FIFTY DOLLARS CASH COMPENSATION LAST SUMMER IN THEIR COVID MOU.

YOU RECOGNIZE THAT THEY WORK TIRELESSLY, LEARNING AND IMPLEMENTING HOW TO DO THEIR JOBS IN A NEW AND COMPLETELY FOREIGN WAY, AND THEY HAD TO DO IT IN A MATTER OF ONLY A FEW DAYS.

IT WAS, AS YOU KNOW, EXTREMELY DIFFICULT.

SO I WAS DEEPLY DISAPPOINTED WHEN YOUR DISTRICT PARA EDUCATORS ALSO ASKED FOR

[00:15:01]

COMPENSATION, AND WE'RE TOLD THAT THE DISTRICT QUOTE RESPECTFULLY DECLINES.

NO, WE ARE NOT CERTIFIED TEACHERS AND WE DO NOT TAKE AWAY FROM THE HOURS THEY PUT IN.

BUT REMEMBER, WE TOO EXPERIENCE THE STRESS OF COMPLETELY RELEARNING HOW TO DO OUR JOBS IN ONLY A FEW DAYS.

AND ALONGSIDE OUR TEACHERS, WE ARE EXPOSED DAILY TO POTENTIAL DEBILITATING AND SOMETIMES FATAL DISEASE.

SOME OF US EVEN MORE SO AS WE SUPERVISE UNMASKED AND UNVACCINATED STUDENTS AT LUNCH AND PROVIDE CLOSE ONE TO ONE ASSISTANCE TO STUDENTS WHO CANNOT WEAR A MASK.

AT THE BEGINNING OF LAST YEAR'S SCHOOL YEAR, WHEN IT SEEMED THAT NO ONE KNEW ANYTHING.

ALL THE PARAS AGONIZED OVER THE DECISION TO QUIT AND LOSE PRECIOUS BENEFITS OR TAKE RISKS, TAKE THE RISK OF BRINGING COVID BACK TO OUR LOVED ONES.

AND LAST SPRING, WHEN WE WENT BACK TO IN-PERSON TEACHING, SEVERAL OF US HAD TO STEP UP AND BE THE ONLY ADULT IN THE CLASSROOM BECAUSE THE CERTIFIED TEACHER CONTINUES TO BE REMOTE OR A SUBSTITUTE TEACHER COULD NOT BE FOUND.

JUST LIKE THE CERTIFIED TEACHERS, WE DEALT WITH LOST INTERNET CONNECTIONS, FIGURING OUT HOW TO DOWNLOAD AND MANIPULATE RESOURCES, AND WORRIED ABOUT NOT BEING ABLE TO REACH OUR STUDENTS EMOTIONALLY.

THESE ARE JUST A FEW EXAMPLES OF WHAT YOUR PARA EDUCATORS ARE DOING ABOVE AND BEYOND WHAT WAS AND IS EXPECTED OF THEM.

AT OUR TRAININGS.

PARAS ARE ALWAYS BEING TOLD BY YOU, DR.

BALDERAS, AND OTHER ADMINISTRATION, INCLUDING PRINCIPALS AND INSTRUCTORS, HOW CRUCIAL WE ARE TO KEEPING CLASSES RUNNING.

NOT EVEN JUST RUNNING SMOOTHLY, BUT IN SOME CASES RUNNING AT ALL.

TONIGHT, FIVE HUNDRED PLUS PARA EDUCATORS ARE ASKING YOU TO PUT MEANING BEHIND THOSE WORDS AND SHOW US THAT YOU REALLY DO VALUE AND RESPECT WHAT WE DO BY COMPENSATING US, AS YOU DID OUR CERTIFIED STAFF.

THANK YOU.

THANK YOU.

NEXT, WE HAVE JOHN MOORE, WHO IS SPEAKING ON THE TOPIC OF THE COVID PSC COVID MOU.

[INAUDIBLE] THANK YOU FOR YOUR TIME.

EDMONDS SCHOOL DISTRICTS, EDMONDS SCHOOL WORKERS SAY WITH THE UTMOST CLARITY AND CONVICTION.

PROTECT US, RESPECT US, PAY US, PSC, SEIU 1948 AND OUR ALLIES ARE HERE IN BOTH FORCE AND SPIRIT.

SHOUT OUT TO THE SNOHOMISH COUNTY LABOR COUNCIL, SEIU 925, TEAMSTERS TEACHERS, STUDENT ACTIVISTS, PARENTS, OUR RELIGIOUS ALLIES AND THE REST OF THE WIDE COALITION WHO ARE WATCHING US TODAY.

AND, OF COURSE, SOLIDARITY AND LOVE TO OUR PSC CLASSIFIED STAFF WHO MAKE UNIONS STRONG.

UNION STRONG SCHOOLS WORK.

YOUR SCHOOL WORKERS STAND UNITED IN OUR DEMANDS WITH OUR LABOR POWER IN HAND AND OUR COMMUNITY BEHIND US.

OUR DEMANDS ARE REASONABLE AND SUPPORT THE DISTRICT STUDENTS AND FAMILIES WITH A SAFE AND RESTORED WORKFORCE.

THE SCHOOL BOARD AND DR.

BALDERAS MUST CALL ON MARK ROSCHY TO MEET OUR THREE PRIMARY DEMANDS AND TO DO SO WITH HASTE.

ONE.

A ONE TIME BONUS DESIGNED TO BOOST MORALE AND KEEP, AS MARK ROSCHY SAID, AD NAUSEUM LAST YEAR.

QUOTE ALL HANDS ON DECK.

THE DISTRICT HAD TO HIRE FOR 20 PERCENT OF ITS PARAS JUST AT THE START OF THE YEAR, AND WE DON'T KNOW HOW MANY WILL LEAVE THE DISTRICT COME OCTOBER.

HARD TO HAVE ALL HANDS ON DECK WHEN ONE IN FIVE JUST LEFT THE SHIP.

DO WE WANT STUDENTS TO HAVE WORKERS WHO KNOW THEM WELL, SUPPORTING THEIR INDIVIDUAL NEEDS? OR DO WE WANT EDMONDS TO BE A TURNOVER MILL WHERE WORKERS GET CHEWED UP AND SPIT OUT YEAR AFTER YEAR? TWO.

PAID COVID LEAVE FOR QUARANTINE TREATMENT AND TESTING, ALONG WITH ADDITIONAL SICK DAYS FOR VACCINATION AND BOOSTER SHOTS.

THREE.

TRANSPARENCY IN THE TIMELY TRACING, TRACKING AND REPORTING OF COVID CASES BY SUBMITTING ANONYMIZED, ANONYMIZED CASE DATA TO THE UNION.

THIS IS A MATTER OF SAFETY, EQUITY AND ACCOUNTABILITY.

WE'VE RUN THE NUMBERS.

THE DISTRICT CANNOT CANNOT ONLY AFFORD ALL THESE DEMANDS, THANKS IN NO SMALL PART TO THE OVER $31 MILLION IN AID MONEY AVAILABLE TO THE DISTRICT.

BUT THIS ISN'T JUST ABOUT SCHOOL WORKERS, STUDENTS AND THE DISTRICT WILL REAP THE REWARDS OF A MOTIVATED, VALUED AND EXPERIENCED WORKERS.

OUR WIDER COMMUNITY OF SMALL BUSINESSES WILL HAVE MORE PEOPLE ABLE TO SUPPORT THEM.

THIS IS AN INVESTMENT WITH A HIGH RATE OF RETURN.

OUR DEMANDS ARE REASONABLE.

WE HAVE AND WILL CONTINUE TO BARGAIN IN GOOD FAITH, BUT WE MUST DO WHATEVER IT.

BUT WE WILL DO AND MUST DO WHATEVER IT TAKES TO SEE THE SACRIFICES CLASSIFIED STAFF HAVE MADE AND CONTINUE TO MAKE RECOGNIZED, VALUED AND RESPECTED.

AS THE DISTRICT HAS REPEATEDLY PROMISED.

CLASSIFIED STAFF HAVE BEEN ALL HANDS ON DECK, HAVE RISKED EVERYTHING FOR THE FUTURE OF THIS COMMUNITY AND THE CHILDREN OF THIS COUNTRY.

IT'S TIME FOR MARK ROSCHY TO DO THE RIGHT THING AND HOLD UP HIS END OF THE BARGAIN.

WE'VE HEARD PLENTY OF TALK AND MORE THAN ENOUGH SILENCE.

I WOULD ENCOURAGE YOU TO ALL ASK YOURSELVES IF YOU'RE GOING TO RESPOND TODAY WITH REMARKS WE HAVE ALREADY HEARD OR IF YOU'RE GOING TO LEAD FROM THE FRONT AND TAKE DECISIVE ACTION.

THANK YOU FOR YOUR TIME AND ATTENTION.

LET ME FINISH BY SAYING THAT THIS HAS BEEN AN EXHAUSTING ORDEAL FOR EVERYONE AND WE'RE ALL ONLY HUMAN.

[00:20:01]

THAT GOES FOR YOU, TOO.

I HOPE YOU ARE TAKING CARE OF YOURSELVES AND FIND GRACE WHERE YOU CAN SOLIDARITY.

THANK YOU.

NEXT, WE HAVE MELISSA [INAUDIBLE].

I HOPE I SAID THAT, RIGHT.

THIS IS ALSO ON THE TOPIC OF PARA EDUCATORS DESERVE THE SAME COVID COMPENSATION AS TEACHERS.

HELLO.

MY NAME IS MELISSA [INAUDIBLE].

I HOPE YOU CAN HEAR ME NOW.

I AM A PARA.

WE ARE THE ONES WHO HELP STUDENTS LEARN IN ALL THEIR VARIOUS SUBJECTS ENGLISH, MATH, SCIENCE, SOCIAL STUDIES, ART LANGUAGES, P.E., HEALTH, MUSIC, DRAMA, TECH AND OTHERS.

WE ARE ALSO THE ONES WHO WORK IN CLOSER PROXIMITY TO STUDENTS.

WE ARE THE ONES WHO SIT SIDE BY SIDE WITH STUDENTS WHILE TEACHERS SIT SAFELY DISTANCED AT THEIR DESKS.

WE ARE THE ONES WHO HELP STUDENTS WHEN THEY VOMIT OR SOIL THEMSELVES.

WE ARE THE ONES WHO FEED STUDENTS THROUGH FEEDING TUBES.

WE ARE THE ONES WHO CHANGE DIAPERS FOR STUDENTS AGES THREE TO 21.

WE ARE THE ONES WHO HELP STUDENTS AS THEY HIT US OR SPIT AT US.

WE ARE THE ONES WHO SUPERVISE LUNCHROOMS FULL OF UNMASKED UNVACCINATED STUDENTS.

WE ARE THE ONES WHO SUPERVISE RECESS AND CARE FOR SCRAPED KNEES, BLOODY NOSES AND WORSE.

DEAR SCHOOL BOARD, PLEASE HELP ME UNDERSTAND HOW THE DISTRICT AGREED TO GIVE EACH TEACHER TWELVE HUNDRED AND FIFTY DOLLARS IN COMPENSATION FOR ALL THEY'VE ENDURED SINCE MARCH 2020.

EVEN THOSE.

I THINK WE'RE NOT HEARING YOU.

MELISSA, YEAH.

OK, GO AHEAD.

DID I CUT OUT? YEAH, YOU SEEM TO STOP SHORT, RIGHT ABOUT WHEN YOU WERE TALKING ABOUT.

THE TWELVE HUNDRED AND FIFTY DOLLARS.

THANK YOU.

PLEASE HELP US UNDERSTAND HOW THE DISTRICT AGREED TO GIVE EACH TEACHER $1250 IN COMPENSATION FOR ALL THEY'VE ENDURED SINCE MARCH 2020.

EVEN THOSE TEACHERS WHO CONTINUED TO WORK REMOTELY AFTER SCHOOLS REOPENED IN APRIL 2021, AND YET THE DISTRICT REFUSES TO GIVE PARAS ANY COMPENSATION.

WHEN WE ARE TRULY THOSE ON THE FRONT LINE AND WE HAVE NO OPTION BUT TO WORK FACE TO FACE.

THANK YOU.

THANK YOU.

NEXT IS A [INAUDIBLE] SPEAKING ON THE TOPIC OF OUTDOOR LUNCHES DURING THE PANDEMIC.

HI, MY MY NAME IS [INAUDIBLE], AND I AM THE PARENT OF A SEVENTH GRADER AT BRIER TERRACE MIDDLE AND A THIRD GRADER AT TERRACE PARK ELEMENTARY.

I'M SPEAKING TO YOU TODAY ABOUT LUNCHTIME, WHICH I KNOW THAT DR.

BALDERAS MENTIONED EARLIER.

MY EIGHT YEAR OLD DAUGHTER IS UNVACCINATED AND HER CLASS EATS LUNCH IN THE CLASSROOM WITH 22 UNMASKED AND UNVACCINATED 8 YEAR OLDS.

IT'S NOT OK TO ASK MY EIGHT YEAR OLD UNVACCINATED CHILD TO DO THIS.

IT'S UNREASONABLE TO ASK ANY UNVACCINATED CHILD TO DO THIS.

THEY'VE SACRIFICED TOO MUCH FOR A YEAR AND A HALF TO ASK THEM TO DO THIS IN ORDER TO BE ABLE TO GO TO SCHOOL.

AND THIS RISK IS NOT CONFINED TO EATING IN A CLASSROOM.

IT'S IN ANY INDOOR EATING SPACE LIKE A CAFETERIA.

DR. ANTHONY FAUCI HAS COMMENTED ON HOW TRANSMISSION THAT HAPPENS IN SCHOOL IS MOST LIKELY TO TAKE PLACE DURING LUNCH.

THERE'S NO WAY TO EAT WITHOUT A MASK.

I ACKNOWLEDGE THAT THE WAY TO MITIGATE THIS RISK IS TO MOVE LUNCHTIME OUTDOORS.

THIS PANDEMIC HAS CALLED FOR LAYERED DEFENSES.

THAT MEANS IN ADDITION TO ALL THE GREAT MEASURES THAT THE DISTRICT HAS IN PLACE IN ADDITION TO MASKS, VENTILATION, DISTANCING, WE NEED OUTDOOR LUNCHES.

THERE ARE SCHOOLS ACROSS THE COUNTRY AND IN NEIGHBORING DISTRICTS THAT HAVE ALREADY HAD THEIR STUDENTS EATING OUTDOORS.

SO THEY'RE EATING ON THE GRASS, ON BUCKETS THAT ARE TURNED UPSIDE DOWN UNDER

[00:25:01]

TENTS, ON BLANKETS.

THIS IS OBVIOUSLY IN SOME WAYS AN EXERCISE IN CREATIVITY, BUT ONE THAT HAS THE COMMON GOAL OF KEEPING STUDENTS, THEIR FAMILIES AND THEIR COMMUNITIES SAFE.

SO MY UNDERSTANDING IS THAT THE DISTRICT IS CONSIDERING ADOPTING OUTDOOR LUNCHES.

I URGE YOU TO PLEASE MOVE LUNCH OUTDOORS AND TO DO IT SOON.

THANK YOU.

THANK YOU.

AND BEFORE WE GO ON TO THE NEXT, I DID NOW REMEMBER SOME OF MY INSTRUCTIONS THAT WE ARE NOT ABLE TO RESPOND TO THESE COMMENTS TONIGHT BECAUSE WE HAVE TO GIVE PRIOR NOTICE TO THE PUBLIC OF ANY BUSINESS THAT WE DO.

HOWEVER, ANY QUESTIONS THAT YOU HAVE MAY BE ADDRESSED BY THE SUPERINTENDENT OR OTHER STAFF IN THE COMING DAYS.

OK.

SO NEXT, WE HAVE HEATHER [INAUDIBLE], WHO IS SPEAKING ON THE POLICIES ON QUARANTINING STUDENTS.

THANK YOU.

CAN YOU HEAR ME OK? YES.

OK, THANKS.

THANK YOU FOR LETTING US COMMENT TONIGHT.

I KNOW THAT YOU.

I UNDERSTAND FOR MR. BALDERAS THAT YOU TAKE YOUR GUIDANCE FROM THE SNOHOMISH COUNTY DEPARTMENT OF HEALTH.

BUT IF THOSE POLICIES ARE DISCRIMINATORY TO THE STUDENTS, DO YOU ALSO NOT INTERVENE BECAUSE OF THAT? I'M WRITING THIS LETTER AND TO INFORM YOU THAT BECAUSE OF EDMONDS SCHOOL IS TREATING ASYMPTOMATIC COVID 19 VACCINATED VERSUS COVID 19 NON-VACCINATED STUDENTS UNEQUALLY IN A CLOSE CONTACT SITUATION, THE DISTRICT'S PUNITIVE ACTIONS ARE DISCRIMINATORY AS THEY NEGATIVELY IMPACT A SUBSET OF STUDENTS EDUCATIONAL OPPORTUNITIES.

ADDITIONALLY, THE POLICIES ARE NOT BASED ON THE CURRENT SCIENCE AND ARE NEGATIVELY IMPACTING ALSO THE HEALTH AND THE WELL-BEING OF THESE STUDENTS.

YESTERDAY, WE LEARNED THAT OVER 40 IDENTIFIED CLOSE CONTACT STUDENTS OF A POSITIVE CASE AT EDMONDS WOODWAY HIGH SCHOOL.

ANY VACCINATED GROUP OF STUDENTS WOULD NOT HAVE TO QUARANTINE OR TEST UNLESS SYMPTOMATIC, BUT A GROUP OF UNVACCINATED STUDENTS WOULD NOT HAVE THAT SIMILAR RIGHT AND WOULD BE FORCED TO QUARANTINE FOR 14 DAYS JUST BY BEING IN VIRTUE OF A CLOSE CONTACT AND NOT HAVE ANY EDUCATIONAL OPPORTUNITY FOR THOSE 10 SCHOOL DAYS.

NOT ONLY DOES THIS APPROACH SEEM DISCRIMINATORY AND DETRIMENTAL TO THE LEARNING ENVIRONMENT, BUT IT CONTRADICTS THE GUIDANCE FROM THE CDC AND THE STATE OF WASHINGTON HEALTH GUIDANCE.

THE CDC'S CURRENT GUIDANCE INDICATES THAT CLOSE CONTACT DEFINITION ARE NOT THE SAME AS THE GENERAL PUBLIC, AND QUARANTINING IN THE K TO 12 STUDENTS WOULD NOT BE APPLICABLE IN THIS SETTING.

IT ALSO, THE CDC DOES NOT FURTHER DISTINGUISH VACCINATED AND UNVACCINATED STUDENTS.

THIS INFORMATION IS ON THE CDC WEBSITE, IT'S UNDER THE EXCEPTION CLAUSE, WHICH SAYS IN THE K THROUGH 12 INDOOR CLASSROOM SETTING, CLOSE CONTACT DEFINITION EXCLUDES STUDENTS WHO ARE WITHIN THREE TO SIX FEET OF AN INFECTED STUDENT IF BOTH ARE WEARING MASK.

THE CURRENT APPROACH OF EDMONDS WOODWAY HIGH SCHOOL SEEMS TO CONTRADICT BOTH THE CDC AND THE STATE GUIDELINES AND IS NOT BASED ON THE CURRENT SCIENCE AS VACCINATED CARRY COVID 19 VIRAL LOADS EQUALLY AS NON-VACCINATED.

THE CDC DIRECTOR INDICATED THAT AND SAID THAT DEMONSTRATING THE DELTA INFECTION RESULTED IN SIMILARLY HIGH VIRAL LOADS IN BOTH VACCINATED AND UNVACCINATED.

THUS IF THE VACCINATED OR NON VACCINATED STUDENTS WERE POTENTIALLY INFECTED, EITHER WOULD HAVE THE SAME ABILITY TO SPREAD VIRAL LOADS AND THUS SHOULD BE TREATED EQUALLY.

THE CURRENT APPROACH THAT IS ENFORCED AT THE SCHOOL HAS BEEN DISCRIMINATORY AND IS ALSO COERCIVE, AND THAT IT REWARDS A VACCINATED STUDENT BY HAVING A FULL EDUCATION EXPERIENCE AND PUNISHES THE UNVACCINATED STUDENT.

I'M REQUESTING THAT YOU UPDATE YOUR GUIDANCE, REVIEW THAT WITH THE DEPARTMENT OF HEALTH AND GIVE BOTH SETS OF STUDENTS EQUAL OPPORTUNITY IN THE SCHOOLS.

THANK YOU FOR YOUR TIME.

THANK YOU.

ALL RIGHT.

NEXT, WE HAVE [INAUDIBLE], WHO IS SPEAKING ON THE TOPIC OF A CURRENT COVID CASE.

SHE IS NOT IN ATTENDANCE.

OK, THEN NEXT WE HAVE BRENT BUTCHER SPEAKING ON THE TOPIC OF TEACHERS VIOLATING FEDERAL LAW, ASKING STUDENTS PUBLICLY TO RAISE A HAND IF NOT VACCINATED.

AND THEN.

PUBLICLY SHAMING THEM.

CAN YOU HEAR ME?

[00:30:01]

YES, I CAN.

OK, SO MY NAME IS BRENT BUTCHER, I'M THE FATHER OF A STUDENT.

I DIDN'T HAVE TIME TO PUT TOGETHER A FORMAL STATEMENT.

I DIDN'T KNOW ABOUT THIS MEETING UNTIL JUST A FEW HOURS AGO.

SO I GUESS I'M JUST GOING TO WING IT LAST WEEK.

WELL, FIRST I'M GOING TO START OFF BY SAYING MY MY SON OFF AND ON HAS GONE TO PUBLIC SCHOOL.

HE GOES OUT OF IT SOMETIMES BECAUSE OF ABUSE, BEING BEATEN AT SCHOOL AND VERBALLY HARASSED, AND HE REALLY WANTED TO GO BACK TO PUBLIC SCHOOL.

SO HE STARTED GOING BACK TO PUBLIC SCHOOL.

AND WITHIN THE FIRST FEW DAYS, TEACHERS STARTED ASKING PUBLICLY STUDENTS TO RAISE THEIR HAND OR NOT RAISE THEIR HAND IF THEY'VE BEEN COVID VACCINATED OR NOT.

NOW, THE PUBLIC SHAMING PART ACTUALLY WAS SORT OF MISSPOKEN, IT'S THE STUDENTS ARE PUBLICLY SHAMING HIM.

AND I FEEL THAT BY HIM RAISING OR NOT RAISING HIS HAND, THAT'S PUBLIC SHAME.

ANYWAY, SO I SPOKE TO THE ASSISTANT PRINCIPAL [INAUDIBLE] AND EXPLAINED TO HIM THAT IT'S NOT RIGHT FOR TEACHERS TO ASK STUDENTS TO RAISE THEIR HAND WHETHER THEY'VE BEEN VACCINATED COVID PUBLICLY VACCINATED, SORRY, VACCINATED, ASKING PUBLICLY IN FRONT OF CLASSROOMS FULL OF STUDENTS.

HE IMMEDIATELY ACKNOWLEDGED THAT THAT'S A VIOLATION OF FEDERAL LAW AND THEY SHOULDN'T BE DOING THAT.

HE SAID HE WOULD TALK TO THE TEACHER, A COUPLE OF TEACHERS THAT DID IT, AND I TOLD HIM I DIDN'T THINK THAT WAS GOOD ENOUGH THAT HE SHOULD SEND OUT A NOTICE IMMEDIATELY TO ALL TEACHERS, STUDENTS OR TEACHERS, STAFF AND COACHES TO CEASE AND DESIST DOING THIS.

ANYWAY, HE DIDN'T SEEM TO TAKE ME TOO SERIOUSLY, AND SO THE VERY NEXT WEEK, THIS WEEK AGAIN, IT HAPPENED WITH ANOTHER TEACHER WHERE THEY ASKED THEM TO RAISE THEIR HAND, WHETHER THEY'VE BEEN VACCINATED OR NOT.

NOW HE'S BEING BOTHERED BY STUDENTS.

ABOUT HIS VACCINATION STATUS, SO I'VE CALLED THE SUPERINTENDENT OFFICE MULTIPLE TIMES NOW EXPECTING A CALL BACK AND RECEIVED NO CALL BACK.

AND AFTER SPEAKING TO ALISON LARSON, THE PRINCIPAL, SHE SAID THAT SHE SENT OUT AN EMAIL TO THE TEACHERS, TELLING THEM THAT IT'S NOT OK TO DO THAT.

SO NOW I'M ASKING THAT AN EMAIL OR NOTICE VERY QUICKLY BE SENT OUT TO ALL EDMONDS SCHOOL DISTRICT TEACHERS, STAFF AND COACHES EXPLAINING TO THEM THAT IT'S NOT OK TO TALK ABOUT PEOPLE'S STUDENTS' PRIVATE MEDICAL INFORMATION AND ESPECIALLY TO ASK THEM TO RAISE THEIR HAND OR NOT IN FRONT OF CLASSES.

AND ALSO, I WOULD LIKE THE TEACHERS TO STOP LECTURING STUDENTS ABOUT PERSONAL MEDICAL CHOICES, I SEND MY SON TO GO TO SCHOOL TO LEARN MATH, SCIENCE, NOT BE CONTINUALLY TOLD BY TEACHERS THAT HE NEEDS TO GO GET A VACCINATION.

THAT'S A PERSONAL DECISION BETWEEN THE PARENT, THE STUDENT AND A MEDICAL DOCTOR.

SO I WOULD ASK THAT THE NOTIFICATION GO OUT, PLEASE.

THANK YOU.

THANK YOU.

THAT IS ALL THE PUBLIC COMMENT WE HAVE, WE ALSO HAVE OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO SUBMIT WRITTEN COMMENTS THAT WILL BE.

AND THERE IS ONE AND THEY WILL BE ATTACHED TO THE FORMAL RECORD.

OK.

SO BACK TO OUR AGENDA.

NEXT, WE HAVE OUR CONSENT AGENDA.

[10. CONSENT AGENDA-7:40 pm]

DO I HEAR A MOTION TO APPROVE? I MOVE TO APPROVE.

I SECOND IT, IT'S NANCY.

IT'S BEEN MOVED AND SECONDED TO APPROVE THE AGENDA AS WRITTEN.

ARE THERE IS THERE ANY DISCUSSION? I'D LIKE TO SAY SOMETHING ABOUT THE TWO INNER LOCAL AGREEMENTS REGARDING THE COLLEGE AND THE HIGH SCHOOL PROGRAM.

FIRST OF ALL, I THINK THIS I LOVE THE COLLEGE IN THE HIGH SCHOOL PROGRAM.

I THINK IT'S A WONDERFUL OPPORTUNITY FOR KIDS WHO WANT TO TAKE ON THAT EXTRA CHALLENGE AND GET CREDIT.

MY UNDERSTANDING IS THAT IT'S NOT AVAILABLE IN ALL SCHOOLS.

IT'S AVAILABLE WHERE THERE ARE TEACHERS WHO ARE WILLING TO PROVIDE CERTAIN COURSES.

AND I UNDERSTAND THAT I WOULD JUST LIKE TO GO ON THE RECORD AS SAYING I'D LIKE THE DISTRICT TO WORK TOWARD.

HAVING SOME PROCESSES OR PROCEDURES IN PLACE.

TO ALLOW KIDS WHO ARE NOT AT A SCHOOL WHERE A COURSE IS BEING OFFERED TO PERHAPS BE ABLE TO TAKE IT, OR AT LEAST FOR US TO HAVE A DISCUSSION ON HOW TO MAKE THAT OPPORTUNITY MORE EQUITABLE ACROSS SCHOOLS.

I'M CURIOUS, AND I DON'T KNOW IF THERE'S ANYBODY, YOU KNOW, AVAILABLE TO CLARIFY.

[00:35:06]

I'M A LITTLE CURIOUS TO WHAT EXTENT IF WE KNOW IT.

DO HAVE KIDS AT A GIVEN HIGH SCHOOL WHERE A CERTAIN COLLEGE IN THE HIGH SCHOOL COURSE IS NOT AVAILABLE? HAVE THEY REQUESTED BEING ABLE TO TAKE IT AT ANOTHER SCHOOL? AND I DON'T KNOW IF ANYBODY ON STAFF IS AVAILABLE TO ANSWER THAT, BUT I THINK THAT'S SOMETHING THAT WE COULD RESEARCH AND BEGIN TO LOOK CLOSER JUST TO TRY TO MAKE THAT OPPORTUNITY MORE EQUITABLE AND NOT JUST DEPENDENT ON WHAT SCHOOL A STUDENT GOES TO.

GOOD EVENING, DR. KATIMS, THIS IS GREG SCHWABE, ASSISTANT SUPERINTENDENT, I CAN I THINK I CAN TRY TO ADDRESS THAT QUESTION AND I WANT TO SO WITH REGARD TO THE QUESTION ABOUT OR THE COMMENT ABOUT CHS COURSES NOT BEING OFFERED AT EVERY HIGH SCHOOL, THE ISSUE REALLY HAS MORE TO DO WITH OUR ABILITY TO GET TEACHERS TO MEET THE HIRING REQUIREMENTS OF THE COLLEGE.

AND ONE OF THE CHALLENGES AND WE'VE BEEN WORKING ON THIS WITH EDMONDS, EDMONDS COLLEGE IN PARTICULAR FOR A COUPLE OF YEARS NOW, TRYING TO EACH DEPARTMENT OF THE COLLEGE HAS A DIFFERENT SET OF CRITERIA FOR THEIR ADJUNCT FACULTY, WHICH ARE OUR TEACHERS.

AND SO PAMELA MAE, WHO WHO'S THEIR CHS DIRECTOR AND I HAVE BEEN WORKING ON TRYING TO COME UP WITH THE WAY THAT WE CAN GET MORE TEACHERS CLEARED AND CERTIFIED TO BE ABLE TO TEACH THESE COURSES.

IT'S REALLY NOT A QUESTION OF CHOICE IS REALLY MORE A QUESTION OF WE JUST A LOT OF IT'S HARD.

IT'S A TOUGH MATCH TO FIND THE TEACHERS THAT HAVE THE RIGHT QUALIFICATIONS.

AND AGAIN, EVERY DEPARTMENT OF THE COLLEGE HAS A DIFFERENT SET OF QUALIFICATIONS, SO IT MAKES IT EVEN MORE CHALLENGING.

BUT WITH REGARD TO YOUR QUESTION ABOUT STUDENTS WANTING TO, IF OF COURSE, ISN'T OFFERED IN ONE SCHOOL, TAKE IT IN ANOTHER SCHOOL.

I MEAN, YES, I MEAN, I THINK WE CAN WE ABSOLUTELY CAN EXPLORE THAT THE ISSUES REALLY GET DOWN TO ISSUES OF TRANSPORTATION FOR STUDENTS AND ALSO, YOU KNOW, SPACE OF AVAILABILITY AND THEN THE INEVITABLE ALIGNING OF SCHEDULES THAT WHEN YOU HAVE SCHEDULES OF DIFFERENT SCHOOLS AND THE COURSES HAVE TO BE OFFERED AT JUST THE RIGHT PLACE SO THAT A STUDENT COULD TAKE IT.

BUT WE CERTAINLY WE ABSOLUTELY IF THERE'S IF IF THERE WAS AN OPPORTUNITY FOR STUDENTS TO TO DO THAT, WE WOULD NOT.

WE WOULD ABSOLUTELY SUPPORT THAT.

IT'S JUST A MATTER OF THERE HASN'T BEEN THE DEMAND NUMBER ONE, BUT NUMBER TWO, THERE'S THERE'S THERE'S A LOT OF BUILT IN HURDLES THAT WE'D HAVE TO WE'D HAVE TO CLEAR IN ORDER TO MAKE THAT A REALITY FOR KIDS.

BUT IT'S CERTAINLY SOMETHING THAT WE CAN CONTINUE TO LOOK AT, BUT AGAIN, KNOW THAT WE ARE WORKING ON TRYING TO COME UP WITH SOME WAYS THAT WE CAN GET MORE TEACHERS CERTIFIED SO THAT THEY CAN BE HIRED BY THE COLLEGE TO TEACH THOSE COURSES.

THANKS, GREG.

I APPRECIATE KNOWING THAT AND BETTER UNDERSTANDING WHERE THERE ARE OBSTACLES AND ANY WORK THAT CAN BE DONE.

AND I REALIZE NOW EVERYBODY'S VERY BUSY WITH THE OPENING OF SCHOOL AND EVERYTHING.

BUT SINCE THIS WAS ON ON THE AGENDA, I WANTED TO MENTION IT.

SO I'M REALLY PLEASED TO HEAR AND I'M NOT SURPRISED THAT YOU'RE AWARE OF IT AND JUST SO THAT WE CAN WORK TOWARD THAT AS A GOAL IN THE FUTURE.

ABSOLUTELY.

IT MAY BE THAT WE MIGHT WANT TO LOOK AT THIS A LITTLE MORE, I DON'T KNOW SYSTEM-WIDE, I MEAN, I REALIZE THAT THIS IS AT LEAST FROM MY PARENT PERSPECTIVE, IT'S JUST BEEN SOMETHING OF A OH, HERE'S AN OPPORTUNITY THAT'S THAT'S ARISEN.

BUT IF WE LOOK AT IT MORE SORT OF SYSTEMATICALLY LIKE, OH, YOU KNOW, LIKE AS A GOAL, WE'D LIKE EVERY STUDENT TO BE ABLE TO EARN COLLEGE CREDIT IN LANGUAGES AT WHATEVER SCHOOL THEY'RE IN, THEN WE COULD PERHAPS PURSUE IT IN THAT, IN THAT RESPECT.

YOU KNOW, AS A POSSIBILITY, THAT'S JUST AN EXAMPLE, SO SOME SORT OF MINIMUM, YOU KNOW, THING THAT WE KNOW, I JUST DON'T.

AND THE REASON I SAY LANGUAGE IS BECAUSE I HAD ONE KID WHO DID GET CREDIT FOR TAKING SPANISH IN HIGH SCHOOL COLLEGE CREDIT.

AND NOW I HAVE ANOTHER KID WHO IS ENROLLED IN IN A LANGUAGE, AND I DON'T THINK THAT'S AVAILABLE TO HIM.

BUT.

IF WE HAD DECIDED, OK, WE'RE JUST GOING TO, AT A MINIMUM, MAKE THESE THINGS AVAILABLE, MAYBE THAT WOULD BE A WAY TO SORT OF PLAN FOR BUILDING THIS PROGRAM DOWN THE ROAD.

ARE THERE ANY OTHER COMMENTS OR QUESTIONS ABOUT THE CONSENT AGENDA? OH, AND THANK YOU GREG SCHWAB.

OK, HEARING NO FURTHER DISCUSSION.

I'D LIKE TO CALL FOR A ROLL CALL VOTE, PLEASE.

DIRECTOR MCMURRAY.

AYE.

DIRECTOR NOBLE.

AYE.

DIRECTOR CHASE.

AYE.

DIRECTOR KATIMS. AYE.

DIRECTOR KILGORE.

AYE AND THE MOTION TO APPROVE PASSES AND THE CONSENT AGENDA IS APPROVED.

[00:40:02]

UP NEXT, WE HAVE OUR REPORTS.

[11. REPORTS-7:45 pm]

FIRST, WE HAVE OUR RE-ENTRY UPDATE.

TAKE IT AWAY.

THANK YOU, BOARD DIRECTORS, AND WE'RE GOING TO JUST DO A BRIEF RE-ENTRY REPORT SINCE WE'VE ONLY BEEN IN SCHOOL FOR A BIT OF TIME, BUT DO HAVE SOME INFORMATION TO SHARE WITH YOU REGARDING CERTAIN ASPECTS OF THE RE-ENTRY, AND I'M GONNA TURN IT OVER TO TO STAFF TO BE ABLE TO DO THIS IF I CAN, DANA? THANK YOU.

GOOD EVENING, BOARD OF DIRECTORS.

CAN WE GO TO THE NEXT SLIDE [INAUDIBLE]? ALL RIGHT, WE'LL START OFF HERE WITH A COVID UPDATE, COVID 19 UPDATE, SO THIS IS AN EXAMPLE FROM OUR DISTRICT WEBSITE.

THIS IS OUR CURRENT ESD DASHBOARD THAT WE UPDATE EVERY DAY.

THIS IS THE REFLECTS THAT IT WAS UPDATED THIS AFTERNOON.

WE HAVE A FEW CASES OUT THERE THAT WE ARE WORKING ON.

THESE ARE SOME OF THE OPEN CASES.

AGAIN, THAT'S ON OUR DISTRICT WEBSITE AND YOU CAN NAVIGATE TO AND YOU CAN CHECK TO SEE WHERE THERE HAVE BEEN SOME POSITIVE CASES AND THEN THE NUMBERS OF STUDENTS OR STAFF THAT ARE INVOLVED AND THEN THE NUMBER OF CLOSE CONTACTS.

WANT TO TALK A LITTLE BIT ABOUT SNOHOMISH HEALTH DISTRICT, WE DO BY LAW WE TAKE OUR DIRECTIVES FROM SNOHOMISH HEALTH DISTRICT WHILE WE WE PAY ATTENTION, OF COURSE, TO ALL OF THE OTHER ENTITIES, CDC AND THE DEPARTMENT OF HEALTH, AND THEY INFORM THE SNOHOMISH HEALTH DISTRICT.

BUT THAT IS OUR LOCAL HEALTH JURISDICTION THAT WE ABIDE BY THEIR THEIR GUIDANCE.

WOULD LIKE TO GO OVER A FEW THINGS TONIGHT BECAUSE THERE'S BEEN A FEW QUESTIONS OUT OF THE COMMUNITY, BOTH FROM STAFF AND STAKEHOLDERS.

SO WE'D LIKE TO TALK A LITTLE BIT ABOUT THE CURRENT CASES AND THAT'S SOMEWHAT REFLECTED THERE.

SOME SOME QUESTIONS HAVE BEEN ASKED AROUND CONTACT TRACING AND THE POSITIVES IN SCHOOLS, THE QUARANTINE DIRECTIVES AND THEN THE RETURN TO LEARNING AND WORK.

NEXT SLIDE.

WELL, HERE'S WHERE WE ARE, WE'VE HAD THIS UPDATE AS WE'VE HAD BOARD MEETINGS OVER THE COURSE OF THE PANDEMIC.

THE CONCERNING THING IS, IF YOU LOOK, WE WERE AT THE ALL TIME HIGH OF CASES IN SNOHOMISH COUNTY AT 470 LAST WEEK PER HUNDRED THOUSAND.

CURRENTLY YESTERDAY WE WERE AT 469.

THAT NUMBER COULD TRICKLE UP A LITTLE BIT.

IT TENDS TO TO RAISE JUST A LITTLE BIT AS THE FINAL TESTING COMES IN.

THAT REFLECTS LAST WEEK.

SO AGAIN, THAT IS THE HIGHEST OF THE PANDEMIC PER HUNDRED THOUSAND.

AND WE KEEP AN EYE ON THIS BECAUSE SOMETIMES THIS INFLUENCES SOME OF THE DECISIONS AND THINGS.

IF YOU LOOK AT THE BEGINNING OF THE PANDEMIC, YOU WILL HAVE A FEW CASES IN THOSE KIND OF THINGS WHEN WE FIRST WENT BACK TO THE CLOSURE, BUT WE ARE EVEN ABOVE WHERE WE WERE LAST NOVEMBER AT THE PREVIOUS HIGH POINT AND OUR NEXT SLIDE.

I'D LIKE TO TURN IT OVER NOW TO MARA [INAUDIBLE] BIANCO, WHO IS HERE TONIGHT, SHE IS OUR STUDENT HEALTH SERVICES MANAGER, AND SHE'S GOING TO GO OVER A FEW OF THE THINGS BECAUSE AGAIN, WE'VE HAD SOME QUESTIONS FROM OUR COMMUNITY.

WE WANT TO TALK ABOUT OUR CASES AND OUR CONTACT TRACING AND HOW WE GO ABOUT THAT.

MARA.

THANK YOU SO MUCH.

GOOD EVENING, AND THANKS FOR HAVING ME THIS EVENING TO HELP ANSWER AND CLARIFY SOME QUESTIONS THAT WE'RE GETTING OUT IN OUR COMMUNITY AND OUR AND WITHIN OUR SCHOOLS.

SO THE FIRST QUESTION THAT WE GET A LOT IS WHAT IF SOMEONE DEVELOPS SYMPTOMS OF COVID 19 WHILE AT SCHOOL? SO WE DO HAVE A SYSTEM IN PLACE, SO ANY STUDENT OR STAFF MEMBER WHO REPORTS ANY COVID LIKE SYMPTOMS MUST IMMEDIATELY ISOLATE FROM OTHERS WITHIN THE SCHOOL.

WE DO HAVE CONTAINMENT ROOMS WITHIN THE BUILDING, WITHIN EACH BUILDING TO HOUSE AND AND SUPPORT STUDENTS AND STAFF IF THEY ARE FEELING ILL.

DURING THAT TIME PERIOD WHILE WE ARE IN THAT CONTAINMENT ROOM SETTING.

WE ASK IF EITHER STAFF OR STUDENTS WOULD LIKE TO BE TESTED.

WE DO NEED FULL CONSENT FROM A PARENT AND GUARDIAN IF IT IS A STUDENT AND IF IT'S A STAFF MEMBER, WE ALSO NEED CONSENT.

IF THEY CHOOSE TO BE TESTED.

WE COMPLETE THE TESTING.

IT IS A SHALLOW NASAL TEST.

IT'S NOT THE HIGH NASAL TEST THAT YOU USUALLY SEE ON TV, AND THEN THEY ARE SENT HOME.

SO IF IF A STUDENT IS PRESENTING ONLY WITH SYMPTOMS AND ARE NOT CONSIDERED A CLOSE CONTACT, WE MUST WAIT FOR TEST RESULTS FOR THE STUDENT TO RETURN TO SCHOOL REGARDLESS OF THEIR VACCINATION STATUS.

THIS, TYPICALLY WITHIN OUR DISTRICT, IS CURRENTLY TAKING TWO TO THREE BUSINESS DAYS, AND PART OF THAT IS JUST DUE TO OUR SHEER INCREASE IN VOLUME OF TESTING THAT WE'RE CURRENTLY DOING.

IF THE STUDENT DOES RETURN POSITIVE, THEY MUST HOME ISOLATE FOR 10 DAYS AND OR 24 HOURS AFTER FEVER RESOLVES AND SYMPTOMS IMPROVE.

IF THEY ARE NEGATIVE, THEY'RE ABLE TO RETURN TO SCHOOL WHEN THEY ARE FEVER FREE FOR 24 HOURS, AND SYMPTOMS HAVE IMPROVED.

[00:45:01]

IF WE HAVE STUDENTS WHO CHOOSE NOT TO TEST OR STAFF WHO CHOOSE NOT TO TEST.

WE ACT AS IF THEY ARE POSITIVE.

NEXT SLIDE, PLEASE.

THE NEXT QUESTION THAT WE GET A LOT OF IS WHAT TO DO IF SOMEONE IS POSITIVE? THE PERSON THAT TESTS POSITIVE CAN RETURN TO SCHOOL WHEN ALL THE CRITERIA IS MET.

SO IF WE HAVE SOMEONE WHO HAS TESTED POSITIVE OR THEIR ONSET DATE IS SLIGHTLY PRIOR TO THEIR POSITIVE TEST RESULTS, WE UTILIZE WHICHEVER COMES FIRST AS THE DATE AND THAT IS WHEN WE START THEIR CALENDAR COUNT OF 10 DAYS OF ISOLATION.

SO THAT IS HOW WE START THE PROCESS.

THEY MUST ALSO BE 24 HOURS AFTER FEVER RESOLVES AND SYMPTOMS HAVE IMPROVED.

SO WE HAVE SEEN SOME CASES WHERE PEOPLE DO TEST POSITIVE.

HOWEVER, THEIR FEVER MAY CONTINUE BEYOND THE 10 DAYS OF REQUIRED ISOLATION.

SO THAT IS ONE OF THE CAVEATS WHY SOMEONE HAS TO BE 24 HOURS FEVER FREE AND SYMPTOMS ARE IMPROVING TO BE ABLE TO RETURN TO SCHOOL, EVEN IF IT IS BEYOND THE 10 DAYS OF ISOLATION.

NOW, A LOT OF PEOPLE ASK ME, WHAT DOES ISOLATION MEAN? SO ISOLATION GUIDANCE APPLIES TO ALL THOSE, REGARDLESS OF THEIR VACCINATION STATUS, AND IT'S TYPICALLY ASSOCIATED WITH A CONFIRMED POSITIVE CASE THAT NEEDS TO REMAIN AWAY FROM OTHERS TO PREVENT THE SPREAD OF COVID 19.

NEXT SLIDE, PLEASE.

OK, SO WHAT IS A CLOSE CONTACT? AND THIS IS WHERE WE'RE GETTING A LOT OF QUESTIONS.

A CLOSE CONTACT IS SOMEONE WHO WAS WITHIN SIX FEET OF A PERSON WITH COVID 19 FOR AT LEAST 15 MINUTES ACCUMULATIVE OVER A 24 HOUR PERIOD DURING THE TIME WHEN A PERSON IS INFECTED.

SO A LOT OF PEOPLE ARE ASKING, WELL, MY SON AND DAUGHTER WAS NOT WITH THAT INDIVIDUAL FOR THAT FULL 15 MINUTES.

WELL, THEY MAY HAVE HAD SEVERAL TOUCH POINTS THROUGHOUT THE DAY THAT COULD ACCUMULATE TO 15 MINUTES.

THEY MAY NOT HAVE A FULL ENGAGEMENT OF 15 MINUTES, AND THOSE ACCUMULATIVE TOUCH POINTS, IF THEY EQUAL TO 15 MINUTES, DOES DEFINE YOU THEN AS A CLOSE CONTACT.

SO THE INFECTIOUS PERIOD OF SOMEONE WITH COVID 19 TYPICALLY STARTS TWO DAYS BEFORE THE ONSET OF SYMPTOMS OR, AS ESTIMATED, TWO DAYS BEFORE THE SPECIMEN COLLECTION.

AND TYPICALLY, THE RATIONALE BEHIND THAT IS PEOPLE ARE INFECTIOUS TWO DAYS BEFORE THEY START EXHIBITING SYMPTOMS, AND THIS IS REGARDLESS IF THEY WERE MASK WEARING OR NOT.

THE ONLY CHANGE TO THIS CLOSE CONTACT DEFINITION IS ONLY WITHIN THE K-12 INDOOR CLASSROOM.

THE CLOSE CONTACT DEFINITION THEN CHANGES TO THREE FEET AWAY FROM AN INFECTED PERSON WHEN BOTH STUDENTS ARE FULLY MASKED AND OTHER PREVENTATIVE MEASURES ARE IN PLACE.

HOWEVER, THIS DOES NOT APPLY TO ADULTS WITHIN THAT CLASSROOM SETTING.

NEXT SLIDE, PLEASE.

OK, SO THIS IS A GRAPHIC ISSUED BY SNOHOMISH HEALTH DISTRICT, WHICH REALLY HELPS TO TELL THE TALE OF WHAT SNOHOMISH HEALTH DISTRICT IS ASKING OF US.

AND SO, AS YOU CAN TELL, THE GRAPHIC IS PRETTY CLEAR THAT WHEN WE HAVE ONE POSITIVE, REGARDLESS OF MASKING CLOSER THAN SIX FEET, WE MUST QUARANTINE AND THEN VACCINATED INDIVIDUALS.

IF THEY ARE DEEMED A CLOSE CONTACT THAT MEET THOSE PARAMETERS, THEY MUST MONITOR FOR SYMPTOMS AND TEST THREE TO FIVE DAYS AFTER EXPOSURE.

IF THEY ARE ASYMPTOMATIC, THEY CAN RETURN TO SCHOOL.

SO FOR STUDENTS IN A CLASSROOM SETTING, ONLY IF STUDENTS ARE SEATED CLOSER THAN SIX FEET APART, ADDITIONAL PRECAUTIONS SUCH AS INCREASED VENTILATION AND TESTING PROGRAMS, WHICH WE HAVE IN PLACE, MUST BE IN PLACE FOR THE FOLLOWING TO APPLY.

BOTH POSITIVE ONE POSITIVE BOTH MASKS THE WHOLE TIME THE CLOSE CONTACT IS IDENTIFIED AS THREE FEET AND THEY MUST QUARANTINE.

IF WE HAVE ONE POSITIVE, AT LEAST ONE UNMASKED CLOSER THAN SIX FEET, THEY MUST QUARANTINE.

AND IF WE HAVE FULLY VACCINATED INDIVIDUALS AND THE DEFINITION OF FULLY VACCINATED IS THAT THEY'VE RECEIVED ALL THE DOSES REQUIRED FOR THEIR VACCINE THAT THEY HAVE RECEIVED AND ARE 14 DAYS OUT FROM THAT LAST DOSE, THEY NEED TO MONITOR FOR SYMPTOMS, TEST THREE TO FIVE DAYS AFTER EXPOSURE AND, IF THEY ARE ASYMPTOMATIC, CAN RETURN

[00:50:04]

BACK TO SCHOOL.

SO WHEN DETERMINING CLOSE CONTACTS, AS YOU CAN TELL, MASKING, DISTANCING, VACCINATION STATUS IS CONSIDERED FOR THE NEED TO QUARANTINE INDIVIDUALS, AND QUARANTINE IS WHEN SOMEONE WHO HAS BEEN EXPOSED TO SOMEONE WHO HAS COVID 19 AND MUST STAY HOME AND SYMPTOM WATCH AND STAY AWAY FROM OTHERS IN CASE THEY ARE INFECTIOUS.

NEXT SLIDE, PLEASE.

SO HOW DOES THIS APPLY TO US? WELL, AS WE LOOK AT CLOSE CONTACTS, THOSE THEN WHO ARE FULLY VACCINATED AND DO NOT HAVE SYMPTOMS DO NOT NEED TO QUARANTINE, BUT SHOULD BE TESTED THREE TO FIVE DAYS FOLLOWING THAT KNOWN EXPOSURE.

IF THEY DEVELOP SYMPTOMS AND OR TEST POSITIVE, THEY MUST ISOLATE FROM OTHERS AND CANNOT RETURN TO SCHOOL AND MUST START THEIR ISOLATION PROCESS.

CLOSE CONTACTS WHO HAVE HAD A CONFIRMED CASE OF COVID 19 IN THE PAST THREE MONTHS AND RECOVERED AND CURRENTLY DO NOT HAVE SYMPTOMS, DO NOT NEED TO QUARANTINE AS WELL.

IF THEY DEVELOP SYMPTOMS, THEY NEED TO GET TESTED AND CANNOT RETURN TO SCHOOL.

CLOSE CONTACTS WHO ARE NOT FULLY VACCINATED AND REMEMBER THE DEFINITION IS THEY MUST RECEIVE ALL DOSES REQUIRED ON THE VACCINATION THAT THEY'VE RECEIVED AND THEY ARE 14 DAYS OUT, NOR HAVE RECOVERED FROM A CONFIRMED CASE OF COVID 19.

THEY MUST QUARANTINE FOR 14 DAYS FROM THE LAST EXPOSURE.

SHD HAS ONLY APPROVED THE 14 DAY DURATION OPTION OF QUARANTINE THAT HAS BEEN SPECIFIED BY THE DEPARTMENT OF HEALTH.

NEXT SLIDE, PLEASE.

SO I'M GOING TO PASS THIS ONE BACK TO DANA.

THIS IS THE EASY STUFF, RIGHT? [INAUDIBLE] SO WE JUST REALLY WANT TO CLOSE OUT BY JUST REINFORCING THE MITIGATING STRATEGIES THAT ALL OF OUR STUDENTS AND STAFF ARE PUTTING INTO PLACE.

OF COURSE, MASK WEARING ON ALL DISTRICT SITES, ENCOURAGING VACCINATIONS, WE HAVE THE CURATIVE TESTING WHICH MARA REFERENCED THAT IS AVAILABLE AT ALL SITES.

AND OF COURSE, AS A PARENTS OR GUARDIANS PERMISSION IF IT'S A STUDENT AND THEN SOCIAL AND PHYSICAL DISTANCING AS MUCH AS POSSIBLE PER [INAUDIBLE] GUIDANCE ON THAT TOO.

AND THEN THE CONTACT TRACING, WHICH IS WHAT MARA WAS SPEAKING TO THAT WE'VE BEEN DOING WITH ALL OF THE POSITIVE CASES THAT WE'VE HAD.

AND THEN, OF COURSE, THE HAND HYGIENE AND THE CLEANING THAT WE DO TO KEEP OUR SCHOOLS READY TO GO FOR OUR STUDENTS AND STAFF.

AND NEXT SLIDE.

GREAT.

OH, SHIFTING GEARS.

GOOD EVENING AGAIN, I'M GOING TO TALK A LITTLE BIT ABOUT OUR FOURTH DAY COUNT AND OUR CURRENT ENROLLMENT.

SO OVERALL, AFTER THE YESTERDAY WAS OUR FOURTH DAY AND SO WE THAT'S THE DAY THE DISTRICTS ESTABLISH THEIR BASE ENROLLMENT FOR THE SCHOOL YEAR AND OUR DISTRICT ENROLLMENT IS OFF PROJECTION AT THIS POINT BY THREE HUNDRED AND FORTY FIVE STUDENTS.

TO BREAK THAT DOWN BY GRADE LEVEL, OUR ELEMENTARY IS OFF PROJECTION BY ONE HUNDRED AND NINETY NINE STUDENTS.

MIDDLE SCHOOL IS OFF PROJECTION BY ONE HUNDRED AND FORTY STUDENTS AND HIGH SCHOOL'S OFF PROJECTION BY JUST SIX STUDENTS.

SO ONE OF THE THINGS THAT WE NOW HAVE TO DO IS GET TO WORK CONTACTING THESE STUDENTS THAT WERE DROPPED FOR NON ATTENDANCE AT THE FOURTH DAY COUNT TO UNDERSTAND THEIR REASONS FOR NOT ATTENDING AND THEN ATTEMPT TO RE-ENROLL THEM.

ONE OF THE THINGS THAT WE WILL DO IS USE OUR RELATIONSHIP WITH GRADUATION ALLIANCE.

ONE OF THE THINGS THAT THEY DO VERY WELL IS FIND STUDENTS.

AND SO I'VE SENT THEM THE LIST TODAY OF STUDENTS THAT WERE DROPPED AT THE FOURTH DAY AND ALSO THE STUDENTS FROM LAST SCHOOL YEAR WHO HAD DISENGAGED DURING DURING OUR REMOTE LEARNING AND OUR HYBRID.

THEY'RE GOING TO THEY ALSO HAVE THAT LIST AS WELL, AND THEY'RE GOING TO ASSIST US BY REACHING OUT AND CONTACTING THOSE STUDENTS.

AND OUR GOAL IS TO FIND THESE STUDENTS AND GET THEM RE-ENROLLED BACK INTO THE DISTRICT AGAIN.

BUT THIS IS A QUICK UPDATE.

I KNOW WE HAD TALKED EARLIER AND WE'VE BEEN WATCHING OUR ENROLLMENT SINCE DAY ONE OF SCHOOL AND INITIALLY WE THOUGHT WE WERE GOING TO BE OFF BY ABOUT 200 STUDENTS, BUT THAT THAT FINAL, THAT FINAL ENROLLMENT, THAT WHEN WE FINALIZED IT YESTERDAY ON OUR FOURTH DAY COUNT, IT INCREASED TO THREE HUNDRED AND FORTY FIVE STUDENTS.

SO THAT'S JUST A QUICK UPDATE AND WE'LL CONTINUE TO PROVIDE YOU WITH MORE INFORMATION AS WE GO OUT AND TRY TO FIND THESE STUDENTS AND GET THEM BACK IN THE DISTRICT AND RE-ENROLL THEM AGAIN.

[INAUDIBLE] CAN YOU ALSO SPEAK QUICKLY ABOUT KIDS THAT AREN'T VACCINATED RIGHT NOW.

NUMBER OF KIDS, WE HAVE THAT, JUST REGULAR VACCINATIONS.

I CAN ADDRESS THAT JUST BRIEFLY, SO WITHIN I HAVE SNOHOMISH COUNTY NUMBERS I DON'T HAVE, SPECIFICALLY OUR SCHOOL DISTRICT NUMBERS.

SO WITHIN SNOHOMISH COUNTY, WE HAVE ABOUT 124 THOUSAND STUDENTS UNDER THE AGE OF 11 OR 12, SORRY, WHO CURRENTLY ARE NOT ELIGIBLE FOR VACCINATION.

[00:55:01]

AND SO WE HAVE A LARGE CONTINGENCY OF OUR SNOHOMISH COUNTY 11 AND UNDER WHO ARE NOT CURRENTLY VACCINATED IN OUR SCHOOLS.

THANK YOU, MARA, AND ALSO JUST FOR FOR OUR DISTRICT, I THINK WE HAD TWO HUNDRED AND EIGHTY FOUR KIDS THAT WERE NOT THEY DIDN'T MEET THEIR VACCINATION REQUIREMENTS THAT ARE TYPICALLY THERE'S BEEN A CHANGE IN HOW WE PROCESS THAT HERE IN WASHINGTON STATE.

CAN YOU SPEAK TO THAT AS WELL MARA? CERTAINLY FOR SURE.

SO AS YOU ARE AWARE, I'M SORRY, DR.

GUSTAVO BALDERAS, I THOUGHT YOU WERE TALKING ABOUT COVID AND WHO'S NOT VACCINATED WITHIN THE COUNTY.

SO IN REGARDS TO OUR DISTRICT NUMBERS IN REGARDS TO SCHOOL ENTRY REQUIREMENTS FOR IMMUNIZATION, WHAT WE ARE CURRENTLY SEEING IS A LARGE A SMALL ACTUALLY.

FOR US, IT'S ACTUALLY A SMALLER NUMBER.

WE'VE WORKED EXTREMELY HARD WITHIN THE PAST TWO YEARS TO REALLY GET OUR NONCOMPLIANT VACCINE POPULATION NUMBERS DOWN, AND WE HAVE HAD SOME GREAT SUCCESS.

SO IN THE PAST FIVE YEARS, WE'VE REALLY LOOKED AT THAT NUMBER AND HAVE INCREASED IT BY 12 PERCENT IN THE LAST FIVE YEARS.

IN REGARDS TO GETTING OUR STUDENTS IN COMPLIANCE WITH VACCINE LAWS.

AS YOU KNOW, BACK IN AUGUST 2020, THE LAWS CHANGED WITHIN WASHINGTON STATE.

AND SO NOW PART OF THE REQUIREMENT FOR VACCINATION IS STUDENTS ARE NOT ALLOWED TO START SCHOOL OR REGISTER TYPICALLY FOR SCHOOL UNLESS WE HAVE THEIR FULL VACCINATION COMPLIANCE RECORDED.

AND THAT MEANS EITHER THEY'VE RECEIVED ALL THE VACCINES THAT ARE INTENDED FOR SCHOOL RE-ENTRY OR THEY HAVE PROVIDED US WITH AN EXEMPTION LETTER AS TO WHY THEY CANNOT RECEIVE A VACCINE, WHETHER IT BE MEDICALLY, MEDICALLY, RELIGIOUS OR FOR SOME, A PERSONAL EXEMPTION.

SO SO WE CURRENTLY HAVE ABOUT 200 PLUS STUDENTS WITHIN OUR DISTRICT THAT HAVE NOT MET THE COMPLIANCE ISSUED BY THE STATE OF WASHINGTON REGARDING ENTRY OF VACCINES.

THEY HAVE RECEIVED EXCLUSION LETTERS FROM OUR DISTRICT, BUT AT THE SAME TIME, OUR NURSES ARE WORKING VERY DILIGENTLY WITH THOSE FAMILIES TO ENSURE THAT THEY HAVE THE RESOURCES THEY NEED IF THEY SO CHOOSE TO BECOME IN COMPLIANCE WITH THE LAW.

WE ARE HOPING THAT MANY OF THOSE FAMILIES THAT WE ARE WORKING WITH CHOOSE TO EITHER GET VACCINATED OR THE CORRECT PAPERWORK TO BE ABLE TO START SCHOOL.

THANK YOU, MARA.

CAN I? THIS IS NANCY, CAN I ASK A QUICK QUESTION RELATED TO THAT? ARE THOSE TWO HUNDRED KIDS WHO HAVEN'T MET THEIR IMMUNIZATION REQUIREMENTS PART OF THE THREE HUNDRED AND FORTY FIVE KIDS THAT WE'RE DOWN IN FTE? OR IS THAT A DIFFERENT GROUP? I WOULD SAY THEY'RE PROBABLY ONE IN THE SAME AS THEY HAVEN'T BEEN ABLE TO START SCHOOL.

YEAH, A STUDENT HAS TO ATTEND AT LEAST ONE DAY WITHIN THE FIRST FOUR DAYS OF SCHOOL TO BE COUNTED.

SO IF THOSE STUDENTS WERE EXCLUDED DUE TO VAX DUE TO THEIR IMMUNIZATIONS, THEN WE WOULD NOT HAVE BEEN ABLE TO COUNT THEM AND THEY WOULD BE INCLUDED IN THIS THREE HUNDRED AND FORTY FIVE STUDENTS.

THANK YOU.

AND ONE ADDITIONAL PIECE TO THAT IS THE PROOF OF THE VACCINES THROUGH THAT NEW LAW IN AUGUST OF 2020.

ALSO HAD MORE TEETH TO IT AND IT IT IS THROUGH A DATABASE, A WASHINGTON STATE DATABASE WHERE FAMILIES USED TO BE ABLE TO COME IN AND BRING MAYBE A NOTE OR A BABY BOOK OR ONE OF THOSE THINGS.

AND NOW IT'S A COMPLETELY DIFFERENT PROCESS THAT WE HAVE THE VERIFICATION THAT WE HAVE TO VERIFY THAT THE VACCINES DID IN FACT OCCUR AND ARE AUTHORIZED BY THE STATE.

NEXT SLIDE, PLEASE.

SO GOOD EVENING, DR.

BALDERAS ALREADY TALKED A LITTLE BIT ABOUT MORE PARENTS AND FAMILIES DOING DROP OFFS AND PICKUPS.

GOOD NEWS IS ALL OUR SCHEDULED ROUTES ARE OPERATING, BUT WE DID REDUCE OUR ROUTES FROM ABOUT ONE HUNDRED AND FORTY BEFORE THE PANDEMIC TO ONE HUNDRED AND SEVENTEEN CURRENTLY TO ACCOMMODATE OUR FEWER NUMBER OF DRIVERS.

UNFORTUNATELY, WE DO ANTICIPATE A FEW LESS DRIVERS IN OCTOBER, WHEN VACCINES ARE MANDATORY FOR SCHOOL EMPLOYEES.

WE CONTINUE TO WORK HARD TO RECRUIT AND TRAIN NEW DRIVERS.

[01:00:01]

JUST A REMINDER IT TAKES UPWARDS OF ABOUT ONE HUNDRED AND SIXTY FIVE HOURS BEFORE A DRIVER CAN DRIVE A BUS ON THE ROAD.

WE ARE LOOKING FOR WAYS TO MITIGATE THE TRAFFIC AT SCHOOL, SO CERTAIN OF OUR SCHOOLS DON'T HAVE AN ADEQUATE FOOTPRINT TO ALLOW FOR ADDITIONAL PICK UPS AND DROP OFFS BY FAMILY MEMBERS IN CARS, AND THEREFORE THAT OFTEN BACKS IT OUT ONTO STREETS THAT ARE OUTSIDE OF OUR JURISDICTION.

SO WE ARE AGAIN TRYING TO MITIGATE SOME OF THOSE ISSUES.

AND THEN WE'RE ALSO WORKING WITH COMMUNICATIONS TO KEEP OUR MESSAGES CURRENT SO FAMILIES UNDERSTAND WHAT'S WHAT'S GOING ON AND CAN PLAN ACCORDINGLY.

AND IF THERE'S NO QUESTIONS WE CAN GO TO THE NEXT SLIDE.

THEN I WANT TO TALK A LITTLE BIT ABOUT OUR UPDATE ON OUR ONLINE PROGRAMS, SO WE HAVE BEEN WORKING REALLY HARD THIS SUMMER TO GET OUR OUR OUR K-8 ONLINE ACADEMY UP AND RUNNING, AND I'M HAPPY TO REPORT THAT ENROLLMENTS AS OF THE FOURTH DAY COUNT WERE WE HAVE SIX HUNDRED AND SIXTY NINE STUDENTS ENROLLED IN K-6 IN THE ONLINE PROGRAM.

WE HAVE ANOTHER ONE HUNDRED AND SEVENTY EIGHT STUDENTS AT GRADES SEVEN AND EIGHT, AND WE HAVE THREE HUNDRED AND FIFTY ONE STUDENTS TOTAL IN OUR NINE THROUGH 12 E-LEARNING PROGRAM.

SO TOTAL K TOTAL K-12 ONLINE ENROLLMENT, ELEVEN HUNDRED AND NINETY EIGHT STUDENTS.

AND YOU KNOW, I KNOW AS AS HARD AS THE 345 STUDENT DEFICIT NUMBER WAS TO WAS TO SWALLOW IT WOULD, I THINK, WITHOUT HAVING A REALLY ROBUST ONLINE PROGRAM, THAT NUMBER COULD HAVE BEEN COULD HAVE BEEN SIGNIFICANTLY BIGGER.

SO I THINK OUR PRINCIPAL AND ASSISTANT PRINCIPALS AND TEACHERS IN THE ONLINE PROGRAM ARE DOING ARE DOING AMAZING WORK, GETTING THIS PROGRAM UP AND RUNNING ON VERY SHORT NOTICE.

YOU KNOW, WE BASICALLY BUILT A SCHOOL THIS SUMMER, WHICH IS NO SMALL FEAT.

SO I THINK AND I HAVE TO GIVE ALL THE CREDIT TO THE THE ADMINISTRATORS AND THE TEACHERS THAT ARE WORKING IN THIS ONLINE PROGRAM TO PROVIDE STUDENTS WITH A REALLY RICH ONLINE LEARNING EXPERIENCE THIS YEAR TO KEEP THOSE STUDENTS AND FAMILIES ENGAGED IN OUR DISTRICT.

NEXT SLIDE, PLEASE.

OK.

GOOD EVENING, I'M DEBBIE CARTER, THE EXECUTIVE DIRECTOR OF HUMAN RESOURCES, AND I JUST WANTED TO GIVE YOU A SNAPSHOT OF OUR STAFFING FOR OUR ONLINE LEARNING PROGRAM.

SO TO SUPPORT THOSE 600 SOME STUDENTS, WE HAVE HIRED 27 FTE FOR THE K-6 GRADES.

THAT COULD BE SOME OF OUR CURRENT STAFF WHO HAVE TRANSFERRED OR VOLUNTEERED INTO THAT PROGRAM.

AND SOME OF THOSE ARE NEW HIRE.

FIVE FTE OR SUPPORTING THE SEVEN AND EIGHT GRADES.

AND THEN WE HIRED OR TRANSFERRED AN ADDITIONAL 12 FTE FOR THE 9-12 E-LEARNING.

THEY JOINED THE CURRENT E-LEARNING STAFF.

WE ARE CURRENTLY WE STILL HAVE OPENINGS IN BOTH OUR CERTIFICATED AND CLASSIFIED AREA THAT WAS DUE TO SOME LAST MINUTE RESIGNATIONS.

SOME INDIVIDUALS GOING ON LEAVE SOME NEW POSITIONS OR PARTIAL FTE THAT WE ARE FILLING.

WE BEGAN THE YEAR WITH 24 SUBSTITUTES IN CLASSES WHILE WE'RE GETTING THE REMAINDER OF THE CERTIFICATED STAFF HIRED AND WE'RE DOING OUR ONGOING HIRING FOR CLASSIFIED AS WELL.

CURRENTLY, WE'RE WORKING WITH THE INSTRUCTIONAL CABINET AROUND THE FOURTH DAY COUNT AND ANY ADJUSTMENTS TO FTE THAT WE WILL BE MAKING THIS AS PART OF OUR NORMAL STAFFING PROCESS IN THE FALL AFTER THE FOURTH DAY COUNT.

AND IN WE TAKE A LOOK AND SEE IF WE NEED TO ADD STAFF OR MOVE STAFF BETWEEN SCHOOLS TO SUPPORT THEIR ENROLLMENT CHANGES.

AND THEN THE LAST PART TO SUPPORT BOTH THE IN-PERSON AND ONLINE AS WE ARE IN THE PROCESS OF VERIFYING CLOSE TO 4000 EMPLOYEES VACCINATION STATUS

[01:05:01]

TO MEET THE GOVERNOR'S MANDATE, AS WELL AS SUPPORTING THOSE WHO ARE EXERCISING THE EXEMPTION PROCESS THAT'S LAID OUT BY THE GOVERNOR.

ANY QUESTIONS ON STAFFING? IF NOT, NEXT SLIDE.

ALL RIGHT, THAT'S ME.

GOOD EVENING, MY NAME IS HELEN JOUNG, ASSISTANT SUPERINTENDENT OF ELEMENTARY SCHOOLS HERE IN EDMONDS.

AND AS YOU KNOW, BACK IN JUNE, WE'VE ASKED FAMILIES TO DO AN INTENSE SURVEY, BUT A LOT HAPPENED OVER THE SUMMER AND WE FELT THE NEED OUT OF COURTESY TO ASK AGAIN IN THE BEGINNING OF AUGUST.

AND SO AFTER AUGUST 6TH, WE DID ANOTHER ROUND OF INTENT CHANGES.

BUT THEN WE ALSO KNEW THAT CHANGE THINGS WERE HAPPENING ON A WEEK TO WEEK BASIS.

AND SO AFTER AUGUST 19TH, WE HAD INTENT FORM CHANGES AGAIN OFFERED TO OUR FAMILIES.

SO NOW A THIRD ROUND.

AND TO DATE, WE HAD FIVE HUNDRED AND FIFTY TWO FAMILIES CHANGE THEIR MINDS, AND THAT WAS GREAT AND WE WANTED TO HONOR THAT.

SO WE HAD THREE HUNDRED AND FIFTY FIVE REQUESTS FOR ONLINE LEARNING THROUGH THE ONLINE ACADEMY, AND WE ALSO HAD ONE HUNDRED AND NINETY SEVEN FAMILIES SAY, YOU KNOW WHAT? I THINK I WANT TO GO BACK IN PERSON.

AND SO WE ARE WORKING CURRENTLY RIGHT NOW TO MEET EVERYONE'S NEEDS AS FAST AS WE CAN.

BUT I JUST WANT TO ADD THAT SINCE SEPTEMBER 1ST THROUGH SEPTEMBER 8TH, IT'S ABOUT A WEEK BEFORE SCHOOL STARTED.

WE HAD TWO HUNDRED AND FORTY FOUR REQUESTS THAT WE WERE WORKING THROUGH, AND WE'RE DILIGENTLY WORKING THROUGH THEM STILL.

WE DID THEM IN PHASES.

INTENT NUMBER ONE TWO THREE FOUR FIVE.

AND IT'S MUCH EASIER TO PLACE STUDENTS IN THE ONLINE ACADEMY.

HOWEVER, IN-PERSON IS A BIT MORE COMPLICATED BECAUSE OF STAFFING AND ALL OF THOSE THINGS THAT DEBBIE JUST ALSO TALKED ABOUT AND WE DIDN'T WANT TO OVERLOAD CLASSROOMS AND ET CETERA.

SO WE NEED IT TO BE VERY MINDFUL AND WE'RE WORKING THROUGH THAT NOW.

SO IF YOU'RE A FAMILY OUT THERE AND YOU'RE STILL WAITING TO BE HEARD, PLEASE KNOW THAT WE'RE WORKING HARD AND WE WILL PLACE YOU WHERE YOU NEED TO BE AS SOON AS POSSIBLE.

ANY QUESTIONS? ALL RIGHT, NEXT SLIDE.

JUST AN INCREDIBLE FEAT.

AND SO THERE'S NO QUESTION I JUST REALLY ADMIRE YOU AND APPRECIATE ALL THE WORK THAT YOU'VE DONE TO DO TO PLACE STUDENTS, EVEN AT THIS LATE DATE.

THANK YOU.

AND WE'RE STILL WORKING AND ITS FIRST PRIORITY TO US.

SO I WOULD LOVE OUR FAMILIES TO KNOW THAT WE ARE MAKING THIS PRIORITY AND WE ARE WORKING DILIGENTLY AND THERE'S A LOT OF THINGS THAT WE HAVE TO DO.

THERE'S A LONG CHECKLIST OF THINGS THAT WE HAVE TO DO WHEN WE MOVE STUDENTS AND WE'RE GETTING THROUGH THEM AS BEST AS WE CAN.

NEXT SLIDE.

[INAUDIBLE], THERE'S NO VOLUME, I'M WONDERING IF YOU NEED TO UNMUTE.

[VIDEO] THANK YOU FOR THE VIDEO AND THANK YOU, STAFF FOR THE GREAT PRESENTATION.

THANK YOU SO MUCH FOR YOUR WORK.

ARE THERE ANY OTHER QUESTIONS BEFORE WE MOVE ON BOARD? OK, NEXT, WE HAVE OUR CAREER AND TECHNICAL EDUCATION PLAN OF WORK.

WITH MARK MADISON.

THANK YOU, BOARD, AND THANK YOU, DR.

BALDERAS AND AND STUDENT ADVISORS, I'M SO PLEASED TO SEE YOU AND IT'S MY PLEASURE

[01:10:03]

TO BE ABLE TO PRESENT OUR PLAN OF WORK TODAY.

JUST GOING TO TAKE A MOMENT TO DO A LITTLE SHARING OF SCREEN.

JUST A MOMENT .

THERE WE GO.

SO AGAIN, THANK YOU.

SO THE CTE PLAN OF WORK IS AN EVOLVING DOCUMENT THAT WE UPDATE AND DEVELOP AND PUBLISH ANNUALLY.

WE PRESENT THAT TO YOU AS OUR SCHOOL BOARD AS WELL AS TO MY GENERAL ADVISORY COUNCIL, WHICH IS A GROUP OF INDUSTRY PROFESSIONALS THAT HELP OVERSEE OUR PROGRAM AND ULTIMATELY TO OSPI AS PART OF OUR PROGRAM, ACCOUNTABILITY MEASURES AND OUR CONTINUOUS EFFORT ON QUALITY IMPROVEMENT.

THE DOCUMENT ITSELF IS RATHER THICK, SO I DON'T KNOW IF YOU'VE HAD A CHANCE TO LOOK THROUGH IT.

I REMEMBER LAST YEAR, I BELIEVE NANCY, YOU ACTUALLY DID AND ASKED ME SOME VERY POINTED QUESTIONS, SO I GREATLY APPRECIATE THAT.

THE DOCUMENT ITSELF PROVIDES AN OVERVIEW OF THE OUTCOMES FROM THE PAST YEAR, AND IN A MOMENT, I'LL SHARE SOME OF THOSE WITH YOU.

AND THEN AS A RESULT OF GOING THROUGH A PROGRAM REVIEW PROCESS, WE IDENTIFY AREAS OF NEED AND FOCUS IN RELATION TO VERY SPECIFIC PROGRAM STANDARDS AND THEN BUILD OUR GOALS AND ACTION ITEMS FOR THE FOLLOWING YEAR, AS WELL AS THE NEXT THREE YEARS.

SO IT ACTUALLY DEVELOPS INTO A FOUR YEAR PLAN.

AND WE'VE ALSO INCLUDED IN THERE SOME DETAILED DATA INFORMATION AROUND WHAT WE CALL PERKINS' ACCOUNTABILITY MEASURES, WHICH I'LL SHARE WITH YOU, AS WELL AS THE SUMMARIES FROM EACH OF OUR INDIVIDUAL CTE PROGRAMS AND PROGRAM COMMITTEES THAT COMPLETE THEIR OWN INDIVIDUAL PROGRAM REVIEW.

AS I MENTIONED, WE HAVE VERY SPECIFIC STANDARDS THAT WE'RE HELD ACCOUNTABLE TO THOSE COME FROM BOTH FEDERAL AND STATE LAW AND REQUIREMENTS.

OUR FEDERAL REQUIREMENTS ARE THROUGH WHAT IS KNOWN AS THE STRENGTHENING CAREER AND TECHNICAL EDUCATION ACT, OR WHAT WAS KNOWN AS THE PERKINS ACT, AS WELL AS REQUIREMENTS OUTLINED FROM OUR CW AND WASHINGTON ADMINISTRATIVE CODE DIRECTED TO US BY OSPI.

SO THERE ARE REALLY 10 AREAS AND YOU CAN SEE THEM ON SCREEN, BUT EACH ONE OF THOSE ARE EXPLAINED IN THE PROGRAM OF WORK DOCUMENT OR THE PLAN OF WORK DOCUMENT, AND THEY ARE VERY SPECIFIC TO ELEMENTS THAT ARE REQUIRED FOR CTE ACROSS THE UNITED STATES.

AND SO WE USE THESE AS THE STANDARDS THAT DRIVE BOTH OUR REVIEW PROCESS AND OUR PLAN OF WORK.

AND SO YOU'LL NOTICE THAT OUR PLAN OF WORK IS ORGANIZED AROUND THESE VERY SPECIFIC AREAS.

I'D LIKE TO START BY JUST HIGHLIGHTING SOME OF THE OUTCOMES OF 2021, BECAUSE THAT WAS A REAL SCHOOL YEAR, I KNOW IT JUST SEEMS LIKE WE WERE RUNNING A MARATHON IN THE HARSHEST CONDITIONS, BUT YOU KNOW, WE PERSEVERED AND WE GOT THROUGH.

AND I'M GOING TO SHARE WITH YOU SOME OF THE OUTCOMES AND MEASURES FROM THIS PAST YEAR.

BUT BEFORE I DO THAT, I'D LIKE TO SHARE WITH YOU JUST A SHORT VIDEO THAT WAS PUT TOGETHER BY MY INTERN, OUR MEET MY MEDIA INTERN THIS PAST YEAR.

AND IT CAPTURES KIND OF THE STORY OF CTE LAST YEAR.

SO I'M GOING TO GO AHEAD AND MAKE AN ATTEMPT.

I HOPE THIS WORKS, AND THEN WE'LL JUST GO FROM THERE.

[VIDEO] THROUGH MY ONLINE STORE ALONE.

WE'VE SOLD OVER $500000 WORTH OF SPICES.

THAT'S SO CRAZY.

[INAUDIBLE] EVERY FRIDAY, WE HAVE FIRE TRUCK FRIDAY.

WE LEARN SOMETHING ABOUT THE FIRE TRUCK, SOMETHING THAT I'M WORKING ON OR SOMETHING THAT I LEARNED, AND IT USUALLY INCLUDES A WHOLE BUNCH OF FLASHING LIGHTS IN THE BACKGROUND.

AND WE END THE PERIOD WITH THE SIREN ON THE FIRE TRUCK OR A FIRE ALARM ON THE WALL

[01:15:13]

HERE.

LILY CHOSE TO DO THE RIGHT THING AT THE RIGHT TIME FOR THE RIGHT REASON.

SHE IMMEDIATELY JUMPED IN TO RENDER FIRST AID AND UNTIL EMERGENCY MEDICAL SERVICES ARRIVED.

SHE RELIED ON HER EDUCATIONAL EXPERIENCE SHE RECEIVED HERE IN HER SPORTS MEDICINE CLASS, TAUGHT BY MR. CHRIS MURPHY.

AND I HAVE SUCH WONDERFUL INTERNS THAT WORK FOR ME, AND I JUST WANT TO SHOUT OUT TO RITIKA, WHO WAS ONE OF MY INTERNS IN MY OFFICE THAT WORKED FOR ME TWO YEARS AGO.

AND RITIKA, CONGRATULATIONS ON ENTERING YOUR SENIOR YEAR.

BUT I WANT TO TALK ABOUT A LITTLE BIT SOME OF THE THINGS THAT YOU SAW IN THE VIDEO.

ONE OF THE THINGS THAT I THINK WE DID REALLY WELL, WE WERE ABLE TO PIVOT VERY EARLY TOWARD PREPARING FOR REMOTE INSTRUCTION, AND I BEGAN WORKING WITH TEACHERS IN EARLY AUGUST.

WE INVESTED IN TIME FOR OUR TEACHERS TO COME TOGETHER AND OF COURSE, ALIKE GROUPS TO DEVELOP INSTRUCTIONAL PLANS.

AND WE HAD THEM DO THAT QUARTERLY.

SO WE HAD THEM DO A QUARTER AT A TIME FOR REMOTE INSTRUCTIONAL PLANNING AND DO THAT TOGETHER, AND THE FEEDBACK FROM STAFF WAS VERY POSITIVE.

THAT WAS VERY HELPFUL TO THEM.

WE WERE ALSO ABLE TO MAKE A SHIFT IN SOME OF OUR DIGITAL RESOURCES.

MANY OF OUR SOFTWARE APPLICATIONS ARE WINDOWS BASED AND WHICH IS A CHALLENGE, OBVIOUSLY WITH CHROMEBOOKS, WHICH IS NOT WINDOWS BASED.

BUT WE WERE ABLE TO WORK VERY CLOSELY WITH AMAZON AND THEIR AMAZON WORKSPACES AND APPS STREAM TO BE ABLE TO PUSH OUT VIRTUAL DESKTOPS TO STUDENTS SO THEY COULD ACCESS, FOR INSTANCE, ADOBE CREATIVE CLOUD AND ADOBE SUITE AND MICROSOFT OFFICE AND SOLIDWORKS SOFTWARE FOR ENGINEERING PROGRAMS. AND STUDENTS COULD ACCESS THAT FROM HOME AND CAN DO IT VIA THEIR CHROMEBOOKS.

YOU ALSO SAW THAT WE INVESTED A LOT IN TEACHERS CREATING KITS AND BASICALLY RETOOLING THE WAY THAT WE ORDER SUPPLIES AND PREPARED SUPPLIES, AND ALL OF OUR TEACHERS HAD PROJECTS THAT THEY PACKAGED TOGETHER THAT STUDENTS TOOK HOME, INCLUDING, AS YOU PROBABLY SAW IN THE VIDEO, OUR AUTOMOTIVE INSTRUCTOR WHO ACTUALLY SENT HOME SMALL GAS ENGINES AND WAS ABLE TO GET A GRANT TO PURCHASE TOOLKITS FOR EVERY ONE OF OUR STUDENTS TO BE ABLE TO WORK ON THESE SMALL ENGINES AT HOME.

AND THEN FINALLY, I'LL JUST MENTION THAT WE WERE VERY FORTUNATE THAT WE WERE ABLE TO AND I WANT TO THANK GREG AND DR.

BALDERAS ON THIS TO BE ABLE TO GET AN MOU WITH THE DISTRICT AND EEA TO ALLOW OUR ADVANCED CARPENTRY STUDENTS TO WORK OUT ON THE JOB SITE ON THE SINGLE FAMILY HOME, IT'S ACTUALLY A DUPLEX THAT IS PROVIDED THROUGH THE ROTARY CLUB, UTILIZING ALL THE L&I AND DISTRICTS COVID MEASURES AND PROTOCOLS, AND WE WERE ABLE TO SUCCESSFULLY DO THAT FOR THE ENTIRE YEAR.

SO I'M VERY PLEASED THAT STARTED IN NOVEMBER AND CONTINUED WITH A COUPLE INTERRUPTIONS, BUT WE WERE ABLE TO MAKE IT WORK.

WE ALSO LAST YEAR WERE ABLE TO RE-APPROVE OUR STEM AND HEALTH SCIENCE PROGRAMS.

[01:20:01]

THAT'S A PRETTY LABORIOUS PROCESS THAT OUR TEACHERS ARE INVOLVED IN, AS WELL AS OUR ADVISORY COMMITTEES FOR THOSE AREAS, BUT THEY WERE ALL RE-APPROVED.

WE ALSO EXPANDED OUR MIDDLE SCHOOL COMPUTER SCIENCE, WHICH WAS ONE OF OUR GOALS THAT WE HAD FOR THIS PAST YEAR, AND ACTUALLY EXPANDED THAT TO ALDERWOOD MIDDLE SCHOOL WITH ABOUT 90 STUDENTS ENROLLED IN INTRO TO COMPUTER SCIENCE THIS PAST YEAR.

THIS NEXT YEAR, WE WILL BE EXPANDING TO COLLEGE PLACE, WHICH WILL THEN PUT INTRO TO COMPUTER SCIENCE IN ALL OF OUR TRADITIONAL MIDDLE SCHOOLS.

SO THAT WAS A BIG WIN.

AND THEN THE OTHER THING I'LL MENTION IS THAT I HAVE BEEN WORKING VERY CLOSELY WITH LYNNWOOD HIGH SCHOOL AND THEIR STEERING TEAM AROUND THE DEVELOPMENT OF STEAM PATHWAYS AS KIND OF A NEW IMAGE AND IDENTITY FOR LYNNWOOD.

THOSE ARE ENGINEERING, COMPUTER SCIENCE, ADVANCED MANUFACTURING, HEALTH SCIENCE AND ENVIRONMENTAL SCIENCE AND VERY MUCH DESIGNING WITH AN EYE FOR EQUITY.

AND I'M VERY PLEASED TO SAY THAT WE WILL BE LAUNCHING THOSE IN THIS ENROLLMENT REGISTRATION PROCESS THIS YEAR.

SO ANYWAY, VERY GOOD WORK OVER THERE AT LYNNWOOD HIGH SCHOOL AND YOU'LL HEAR MORE ABOUT IT AS THE YEAR PROGRESSES.

WE ALSO FORMALLY LAUNCHED THE CTE GRADUATION PATHWAYS.

THESE WERE PART OF THE NEW OPTIONS FOR STUDENTS TO SATISFY THEIR ENGLISH LANGUAGE ARTS AND MATH GRADUATION PATHWAY OPTIONS OR REQUIREMENTS.

AND EVEN THOUGH WE WERE REMOTE AND THINGS WERE CHALLENGING FOR THIS LAST GRADUATING CLASS, OVER FIVE HUNDRED AND EIGHTY FIVE SENIORS QUALIFIED USING A CTE GRADUATION PATHWAY TO MEET THEIR ELA AND MATH GRADUATION PATHWAY REQUIREMENT.

NOW, MANY OF THEM ALSO MET THE REQUIREMENT THROUGH OTHER OPTIONS, BUT I WAS VERY PLEASED TO SEE THAT THAT NUMBER OF SENIORS COULD UTILIZE THAT OPTION IF IT WAS NEEDED, AND MANY OF THEM DID.

WE ALSO TOOK ADVANTAGE OF THE FACT THAT WE WERE OPERATING REMOTELY, WHICH GAVE US AN OPPORTUNITY TO ACTUALLY UPGRADE OUR FACILITIES, AND SO WE INVESTED SIGNIFICANTLY IN RENOVATING LABS.

THE MOUNTLAKE TERRACE HIGH STEM LAB AND OUR CARPENTRY LABS OVER AT THAT BUILDING, WE INVESTED HEAVILY IN RENOVATIONS, NEW EQUIPMENT.

OUR CULINARY LABS AT OUR FOUR HIGH SCHOOLS.

OUR HAWKEYE JOURNALISM PROGRAM OVER AT MOUNTLAKE TERRACE.

WE UPGRADED THAT ENTIRE FACILITY AS WELL AS OUR STUDENT STORES AND OUR HORTICULTURE PROGRAM.

WE INVESTED AND WORKED ON CREATING A FARM TO TABLE PROGRAM, AND THEY HAVE LAUNCHED RAISED GARDEN BEDS, WHICH WILL ACTUALLY PILOT THIS YEAR, WITH STUDENTS ACTUALLY GROWING ITEMS THAT WILL BE USED IN THE CULINARY PROGRAM IN A TRUE FARM TO TABLE VENTURE.

SO AND AGAIN, IT'LL BE ON A MUCH SMALLER SCALE TO START, BUT WE'RE HOPING TO GROW THAT PROGRAM OVER THE NEXT YEAR.

WE ALSO, AS YOU KNOW, HAVE A NUMBER OF CTE CLUBS AND STUDENT ORGANIZATIONS THAT WE RUN, AND EVEN THOUGH WE WERE FULLY REMOTE, WE WERE ABLE TO RUN 29 ACTIVE CLUBS THIS PAST YEAR.

THAT'S DOWN FROM THE PRIOR YEAR, WHICH WHILE WE HAD 35 AND WE HAD ROUGHLY ABOUT 50 PERCENT OF THE PARTICIPATION THAT WE DID IN THE 19-20 SCHOOL YEAR WHEN WE WERE PRIMARILY FACE TO FACE.

BUT WE DID HAVE FOUR HUNDRED AND FIFTEEN OF THOSE.

AS YOU CAN SEE, ONE HUNDRED AND TWENTY ONE WERE INVOLVED IN AT LEAST ONE SERVICE ACTIVITY.

WE HAD ONE HUNDRED AND FORTY EIGHT PARTICIPATE IN SKILLS COMPETITION WITH SEVENTY SIX WINNING AWARDS.

AND A MAJOR HIGHLIGHT FOR US FROM THIS LAST YEAR WAS OUR AUTOMOTIVE TECHNOLOGY PROGRAM AT MEADOWDALE HIGH SCHOOL, COMPETED IN THE WASHINGTON STATE SKILLS USA AUTO COMPETITION.

THEY TOOK FIRST, SECOND AND THIRD PLACE AND QUALIFIED FOR NATIONALS AND WENT ON TO TAKE NINTH PLACE NATIONALLY IN AUTOMOTIVE TECHNOLOGY.

SO THAT IS A TREMENDOUS ACHIEVEMENT FOR THE PROGRAM, AND I THINK GIVEN THE CIRCUMSTANCES WE WERE DEALING WITH, IT'S EVEN MORE TREMENDOUS AN ACHIEVEMENT.

IN THE AREAS OF DUAL CREDIT, AND INDUSTRY RECOGNIZED CERTIFICATIONS, CTE DUAL CREDIT.

THAT IS WHERE OUR PROGRAMS ARE ARTICULATED WITH A COLLEGE PROGRAM FOR COLLEGE CREDIT FOR STUDENTS THAT CHOOSE TO ACCESS IT.

LAST YEAR, WE HAD TWO HUNDRED AND SIXTY ONE STUDENTS CHOOSE TO ACCESS

[01:25:03]

THE CREDIT.

THAT'S ABOUT HALF OF WHAT WE HAD THE YEAR PRIOR, WHERE WE HAD ABOUT FOUR HUNDRED AND SIXTY STUDENTS TAKE ADVANTAGE OF EARNING THE CREDIT AND THEN IN INDUSTRY RECOGNIZED CERTIFICATIONS.

WE HAD 92 STUDENTS.

NOW INITIALLY, WE THOUGHT IT WAS ONLY 10, BUT THEN WE LEARNED THIS PAST WEEK THAT WE HAD 82 STUDENTS EARN AUTOMOTIVE TECHNOLOGY CERTIFICATIONS THAT WE DIDN'T HAVE RECORDED.

SO AND AGAIN, NINETY TWO IS A LITTLE LESS THAN HALF OF WHAT WE WOULD TYPICALLY SEE IN A YEAR.

A LOT OF THAT IS DUE TO THE FACT THAT MANY OF OUR INDUSTRY CERTIFICATIONS REQUIRE AN IN-PERSON PERFORMANCE ASSESSMENT.

AND FOR MANY OF OUR STUDENTS, THEY JUST COULDN'T DO THAT, AND MANY OF THEM DIDN'T RETURN IN THE FACE TO FACE PERIOD IN THE SPRING TO DO THAT WORK, SO WE ANTICIPATE THAT INCREASING THIS NEXT YEAR.

AND THEN IN THE AREA OF WORK BASED LEARNING AND CAREER EXPLORATION, WE'VE MADE A MAJOR EMPHASIS ON PROVIDING PAID EMPLOYMENT EXPERIENCES AND INTERNSHIP EXPERIENCES FOR STUDENTS TO EARN HIGH SCHOOL CREDIT.

IN 1920, WE HAD 55 STUDENTS AND IN 2021 WE HAD 45, SO WE WERE JUST ABOUT ON PACE OF WHERE WE WOULD HAVE BEEN IN A FACE TO FACE YEAR.

AND ONE OF THE HIGHLIGHTS THERE IS WE ENTERED OUR SECOND YEAR OF OUR WASHINGTON STATE CAREER LAUNCH PROGRAM WITH T-MOBILE AND THE WASHINGTON ALLIANCE FOR BETTER SCHOOLS AND EDMONDS COLLEGE, WHERE STUDENTS ARE INVOLVED IN A PAID INTERNSHIP PROGRAM WITH T-MOBILE THAT IS TWO AND A HALF YEARS IN LENGTH.

THEY HAVE A PAID INTERNSHIP THE SUMMER BETWEEN THEIR JUNIOR AND SENIOR YEAR AND THEN AFTER GRADUATING THEIR SUMMER BETWEEN THEIR SENIOR YEAR AND FIRST YEAR OF EDMONDS COLLEGE THEY HAVE A SECOND PAID INTERNSHIP.

AND SO WE HAVE SEVEN STUDENTS THAT ARE GOING TO BE THAT COMPLETED THE SECOND INTERNSHIP IN OUR COHORT ONE THAT ARE NOW AT EDMONDS COLLEGE, COMPLETING THEIR FULL STACK DEVELOPER CERTIFICATE.

AND THEN WE HAVE 10 STUDENTS WHO WERE SELECTED THIS PAST YEAR AS JUNIORS THAT COMPLETED THE SUMMER INTERNSHIP.

IT WAS VIRTUAL AND ARE NOW FINISHING THEIR SENIOR YEAR, AS WELL AS TAKING SOME COURSES VIA RUNNING START ON TOWARD THEIR FULL STACK DEVELOPER CAREER LAUNCH PROGRAM.

THIS IS A REALLY SPECIAL PROGRAM TO US BECAUSE IT IS THE FIRST IN THE NATION WITH T-MOBILE IN TERMS OF A HIGH SCHOOL PAID INTERNSHIP PROGRAM.

WE BEGAN WITH EDMONDS.

WE'VE EXPANDED TO INCLUDE THE SEATTLE SCHOOL DISTRICT AND IT IS NOW GONE NATIONAL.

THIS MODEL IN KANSAS, WHERE T-MOBILE HAS LAUNCHED A COHORT IN HIGH SCHOOL PROGRAMS IN KANSAS UTILIZING THE MODEL WE HELPED DEVELOP.

SO ANYWAY, VERY POSITIVE OUTCOME, AND I WOULD JUST SAY IT'S A PROGRAM THAT'S GOING TO CONTINUE TO GROW.

SO THEN IN THE SPRING.

THOSE ARE JUST SOME OF THE HIGHLIGHTS FROM THE PAST YEAR IN THE SPRING, WE CONDUCTED OUR FORMAL REVIEW AND THE REVIEW OCCURS AT TWO LEVELS.

ONE IS AN INDIVIDUAL PROGRAM REVIEW AND THAT IS DONE BY EACH INDIVIDUAL CTE PROGRAM ADVISORY COMMITTEE.

AND THOSE ARE THE COMMITTEES OF INDUSTRY PROFESSIONALS AND HIGHER ED PARTNERS WHO OVERSEE OUR INDIVIDUAL CTE PROGRAMS AND THEY GO THROUGH A PROCESS.

AND THIS AGAIN, THIS WAS ALL DONE VIRTUALLY.

IT'S LIKE EVERYTHING LAST YEAR WHERE THEY EVALUATE OUR PROGRAM ALONG THOSE 10 MEASURES THAT I SHARED WITH YOU AT THE BEGINNING.

AND THEN FROM THAT, THEY IDENTIFY AREAS THAT NEED IMPROVEMENT AND THEY FORMULATE GOALS AND ACTION ITEMS THAT ARE USED TO FORMULATE OUR PLAN OF WORK.

AND THIS OCTOBER, THOSE GROUPS WILL RECONVENE AND BEGIN WORKING ON THOSE GOALS THEY IDENTIFIED.

SO THAT PROVIDES THE FOCUS OF THEIR TIME WITH US THROUGH THIS NEXT SCHOOL YEAR.

AND THEN THEY'LL REPEAT THAT PROCESS IN THE SPRING OF 2022.

AND THEN WE DO A GENERAL PROGRAM REVIEW, WHICH IS KIND OF A STEPPING BACK AND LOOKING AT THE BIG PICTURE AND THAT IS DONE BY MY DEPARTMENT, MYSELF AND MY GENERAL ADVISORY COUNCIL.

AND WE TAKE A LOOK AT THE DATA THAT COMES FROM OUR INDIVIDUAL PROGRAM REVIEWS FROM OUR PROGRAM ADVISORY COMMITTEES, AS WELL AS OUR PERKINS MEASURES THAT I'LL SHARE WITH YOU IN JUST A MOMENT.

AND THAT ADDS AN ADDITIONAL SET OF GOALS AND ACTION ITEMS THAT FORMULATE THE

[01:30:02]

PLAN OF WORK.

AND SO THE PLAN OF WORK THAT I'VE PRESENTED AND THAT WE'RE SUBMITTING REPRESENTS BOTH THE INPUT FROM THE INDIVIDUAL PROGRAMS AS WELL AS THE GENERAL ADVISORY COUNCIL IN TERMS OF WHAT WE NEED TO WORK ON TO CONTINUE TO GROW AND IMPROVE OUR PROGRAM.

SO AS I MENTIONED, ONE OF THE AREAS OF ACCOUNTABILITY FOR US THIS YEAR, WHICH IS BRAND NEW, IS THIS AREA OF ACCOUNTABILITY MEASURES FOR WHAT ARE CALLED CTE CONCENTRATORS AND CTE CONCENTRATORS IS A COMPLETELY NEW WAY OF MEASURING WITHIN CTE.

AND SO MUCH OF THIS HAS BEEN ABOUT HOW DO WE GATHER THE DATA FOR THIS NEW WAY OF MEASURING? AND OSPI HAS DONE A LOT OF THAT FOR US, AND THEY'RE STILL WORKING ON SOME OF THAT DATA.

BUT A CTE CONCENTRATOR IS A STUDENT WHO HAS COMPLETED TWO CREDITS OR THREE HUNDRED AND SIXTY HOURS IN WHAT IS KNOWN AS A SINGLE CAREER AND TECHNICAL EDUCATION CAREER CLUSTER.

AND I'LL SHARE WITH YOU IN A MOMENT WHAT THOSE ARE.

THAT'S NOT A WAY THAT WE'VE MEASURED THINGS BEFORE.

BUT WHAT I HAVE ON SCREEN HERE IS AN OVERVIEW OF THE ACCOUNTABILITY AREAS FOR WHICH WE ARE MEASURED AND OVERVIEW OF THE STATE PERFORMANCE TARGET FOR CTE CONCENTRATORS AND AN OVERVIEW OF OUR OUTCOMES FOR OUR 19 20 GRADUATION CLASS.

OUR 2021 DATA IS NOT YET AVAILABLE.

IT SHOULD BE AVAILABLE AT THE END OF OCTOBER, BUT WE'RE BUILDING OUR PLAN BASED ON THE DATA AVAILABLE NOW, WHICH IS 19 AND 20.

AND SO JUST TO KIND OF QUICKLY GO OVER THESE WE'RE WITHIN THOSE AREAS OF CONCENTRATORS.

THEY TAKE A LOOK AT FOUR YEAR GRADUATION RATE.

AND I CAN TELL YOU THAT ACROSS ALL STUDENT GROUPS, INCLUDING EVERY ETHNIC GROUP AS WELL AS THOSE IN SPECIAL EDUCATION, 504 ENGLISH LANGUAGE LEARNERS MULTILINGUAL ALL EXCEEDED THE EIGHTY THREE POINT SIX PERCENT TARGET FOR FOUR YEAR GRADUATION RATE, AND OUR OVERALL WAS NINETY FOUR POINT SEVEN.

SO OF ALL OUR CONCENTRATORS, NINETY FOUR POINT SEVEN OF THOSE MET THE FOUR YEAR GRADUATION RATE NUMBER, THAT WAS OUR PERFORMANCE AS A SCHOOL DISTRICT, AND THAT REFLECTS REALLY NATIONAL DATA.

WE KNOW THAT CTE STUDENTS THAT REALLY FOCUS IN TWO OR MORE CREDITS IN AN AREA HAVE A MUCH HIGHER GRADUATION RATE TYPICALLY THAN THEIR NON CTE CONCENTRATOR PEERS.

EXTENDED GRADUATE WILL BE THE FIVE YEAR AND WE DON'T HAVE THAT DATA.

WE'RE ALSO TAKING THAT YOU KNOW THE STUDENTS OF OUR CONCENTRATORS, HOW MANY MET PROFICIENCY ON THE SBA ELA ASSESSMENT, MATHEMATICS ASSESSMENT, AND OUR STATE COMPREHENSIVE SCIENCE ASSESSMENT.

AND IN ELA, OVERALL, WE ARE AT EIGHTY POINT NINE PERCENT.

BUT IN MATHEMATICS, WE WERE AT FIFTY FIVE POINT TWO PERCENT OVERALL.

BUT WE DO HAVE SOME GAPS IN SOME OF OUR DEMOGRAPHIC AREAS.

AND AGAIN, YOU CAN SEE THAT IF YOU TAKE A LOOK AT APPENDIX B AND THE PLAN OF WORK AND THEN PROFICIENCY IN SCIENCE, AGAIN, WE WERE AT 42 PERCENT.

SO THAT RED INDICATES AN AREA WHERE WE NEED TO LOOK AT WHAT WE CAN DO TO EMPHASIZE THAT.

THE DIFFICULTY FOR US IN THOSE MEASURES IS OFTEN BY THE TIME THEY GET TO US AS CONCENTRATORS, THEY'VE ALREADY TAKEN THE ASSESSMENT.

SO BUT WE DO WHAT WE CAN TO INTEGRATE ACADEMIC CONTENT AND INSTRUCTION IN ELA MATH AND SCIENCE AS WE CAN WITHIN OUR CTE COURSES.

POST-SECONDARY PLACEMENT, AGAIN, THAT IS DATA THAT WILL BE AVAILABLE LATER THIS YEAR.

NONTRADITIONAL PROGRAM ENROLLMENT THAT IS BASED ON THE PERCENTAGE OF MALES AND FEMALES, MALES OR FEMALES THAT ARE ENROLLED IN A NONTRADITIONAL PROGRAM.

AND A NONTRADITIONAL PROGRAM IS IDENTIFIED AT THE FEDERAL LEVEL BASED ON IT, HAVING A LOW PERCENTAGE NATIONALLY OF PARTICULAR GENDER, MALE OR FEMALE ENROLLED IN THAT PARTICULAR PROGRAM.

SO AN EXAMPLE MIGHT BE CARPENTRY, WHICH IS PREDOMINANTLY MALE.

SO THE GOAL IS TO INCREASE FEMALE PARTICIPATION.

[01:35:04]

NOW THIS MEASURE, AGAIN, I OPENLY ADMIT, IS VERY SOMEWHAT OUT OF TOUCH WITH WHERE WE ARE WITH GENDER IN GENERAL.

SO BUT IT IS A MEASURE THAT WE LOOK AT AND WE ARE AT THE FEDERAL LEVEL HELD ACCOUNTABLE TO WHAT CAN WE DO TO COME CLOSER TO THAT FIFTY ONE POINT EIGHT PERCENT TARGET? THE OTHERS ARE THE ATTAINMENT OF INDUSTRY RECOGNIZED CREDENTIALS, AND THE STATE TARGET IS FORTY THREE PERCENT.

WE PERFORMED AT TWENTY THREE POINT FOUR IN A CLASS OF 19 AND 20, SO WE KNOW THAT'S A DEFICIT AREA THAT WE NEED TO ADDRESS.

ATTAIN POST-SECONDARY CREDITS, WHICH ACTUALLY IS STUDENTS TAKING IN, SUCCESSFULLY COMPLETING A COURSE WHERE THEY COULD EARN CTE DUAL CREDIT, NINETY NINE POINT SIX PERCENT OF OUR CONCENTRATORS DID THAT, SO PRACTICALLY 100 PERCENT.

AND THAT REFLECTS A LOT OF THE WORK WE'VE DONE IN ARTICULATING OUR COURSES WITH COLLEGE PROGRAMS. AND THEN LASTLY, PARTICIPATION IN WORK BASED LEARNING.

THE STATE HAS SET A TARGET FOR NEXT YEAR AT 90 PERCENT, AND THIS WILL BE OUR YEAR THAT WE HAVE TO ACTUALLY COLLECT DATA AROUND THAT MEASURE.

AND SO AS WE NORMALLY GET INTO OUR PLAN OF WORK, I'LL TALK A LITTLE MORE ABOUT THAT.

WHAT THIS SLIDE SHOWS IS AN OVERVIEW OF THOSE FEDERALLY DEFINED CAREER CLUSTERS THAT I MENTIONED TO YOU.

AND WHERE WE FALL IN TERMS OF OUR NUMBERS OF STUDENTS FROM 19 AND 20 IN THOSE AREAS.

OUR HIGHEST AREAS IN THE CLUSTER OF EDUCATION AND TRAINING, AND FOR US, THAT IS REALLY ALL OF OUR ASL CLASSES.

AND THAT'S ONE HUNDRED AND THIRTY STUDENTS.

AND YOU CAN SEE FROM THAT REALLY THE LION'S SHARE OF ALL OF OUR CONCENTRATORS ARE IN THE AREAS OF EDUCATION AND TRAINING, HEALTH, SCIENCE, ARTS, AV TECHNOLOGY AND COMMUNICATIONS, STEM AND ARCHITECTURE AND CONSTRUCTION.

AND THEN BELOW THAT, IT DROPS A LITTLE BIT DOWN INTO THE 20S TO HOSPITALITY AND TOURISM, WHICH ONLY HAD ONE.

AND AGAIN, MUCH OF THAT REFLECTS THE FACT THAT BECAUSE IT'S A DIFFERENT WAY OF MEASURING FOR SOME OF THESE, WE DON'T CURRENTLY HAVE A TWO CREDIT SEQUENCE IN THIS VERY NARROW BAND.

YOU CAN SEE IN ALL OF THEM THAT WE HAVE DUAL CREDIT AVAILABLE, WHICH IS WHY WE ARE NEARLY 100 PERCENT IN THAT MEASURE.

BUT THE AREA THAT WE'RE LOOKING AT CLOSELY IS THIS INDUSTRY CERT AND YOU CAN SEE THAT WE HAVE A NUMBER OF AREAS WHERE WE HAVE EITHER LIMITED OR NO INDUSTRY CERTIFICATION AVAILABLE.

WE DO IN THE HEALTH SCIENCES, IN THE ARCHITECTURE, CONSTRUCTION, TRANSPORTATION, WHICH IS OUR AUTO PROGRAM AND THEN MANUFACTURING, HOSPITALITY AND MARKETING AND SALES.

BUT IN SOME OF THESE HIGHER ENROLLMENT AREAS, WE DO NOT.

AND SO THAT IS AN AREA THAT WE WILL BE LOOKING AT.

AND SO IN SUMMARY, IN TERMS OF WHERE WE'RE GOING TO FOCUS OUR EFFORTS FOR 21, 22 AND BEYOND NOW AS YOU SEE THE PROGRAM OF WORK, WE'RE GOING TO BE DOING WORK IN ALL OF THOSE STANDARD AREAS AND THERE'S NEEDS IDENTIFIED IN ALL OF THEM.

BUT THERE ARE VERY PARTICULAR NEEDS THAT ROSE TO THE TOP AND WERE OF HIGH DEMAND AND WE'LL REALLY SPEND A LOT OF OUR TIME AS A DEPARTMENT FOCUSING ON THIS YEAR AND INTO NEXT.

THE FIRST IS CONTINUING TO INVEST IN PROFESSIONAL LEARNING COMMUNITIES COURSE-ALIKE GROUPS FOR INSTRUCTIONAL PLANNING.

AS I MENTIONED, OUR TEACHERS FOUND THAT TO BE VERY HELPFUL.

WE CONTINUED THAT AGAIN THIS AUGUST BY INVESTING IN TIME FOR OUR TEACHERS TO COME TOGETHER BEFORE SCHOOL STARTED, SO THEY HAD ABOUT TWO WEEKS TO PLAN FOR RETURNING TO FACE TO FACE INSTRUCTION.

WE'LL CONTINUE TO PROVIDE SUPPORT FOR THEM TO BE IN COURSE-ALIKE GROUPS AT THE END OF THIS SEMESTER IN DOING INSTRUCTIONAL PLANNING FOR SEMESTER TWO.

WE'LL BE LOOKING CAREFULLY AT EXPANDING OUR INDUSTRY RECOGNIZED CERTIFICATION AND OPPORTUNITIES, PARTICULARLY IN THOSE AREAS I MENTIONED WHERE WE HAVE HIGH ENROLLMENT BUT LIMITED OPPORTUNITIES.

SO SOME OF THE AREAS THAT WE'RE FOCUSING ON RIGHT AWAY IS, FOR INSTANCE, IN ALL OF OUR CULINARY PROGRAMS, WE WILL BE TESTING AND PROVIDING STUDENTS FOOD HANDLERS PERMITS SO THAT ALL STUDENTS WILL WALK AWAY WITH THOSE PERMITS.

IN OUR MEDIA VISUAL COMMUNICATIONS, WE'RE GOING TO BE INVESTING IN ADOBE CERTIFICATION FOR THOSE STUDENTS.

[01:40:01]

WE ARE PILOTING IN OUR CTE HEALTH CLASSES IN A COUPLE OF THEM THIS SEMESTER CERTIFYING ALL OF OUR STUDENTS IN FIRST AID, CPR AND AED WITH THE INTENT TO EVENTUALLY LOOK AT ALL OF OUR CTE HEALTH COURSES PROVIDING THAT CERTIFICATION FOR STUDENTS.

AND WE'LL ALSO BE DOING A DEEPER DIVE WITH SOME OTHER CERTIFICATIONS AVAILABLE THAT OSPI HAS JUST RELEASED THAT WE WILL BE ABLE TO EMBED IN OUR OTHER PROGRAM AREAS.

SO THAT SHOULD IN A COUPLE OF YEARS, BEGIN TO MOVE THAT NEEDLE UP IN TERMS OF OUR MEETING THAT STATE PERFORMANCE TARGET IN INDUSTRY RECOGNIZED CREDENTIALS.

AS I MENTIONED, WORK BASED LEARNING, WE'RE GOING TO BE FOCUSING HEAVILY ON THAT REALLY IN TWO AREAS.

ONE IS IN EXPANDING THE ACTUAL ACTIVITIES IN WORK BASED LEARNING THAT HAPPENED ACROSS ALL OF OUR PROGRAMS AND OSPI HAS REDEFINED THEM SOMEWHAT.

SO THEY'RE A LITTLE DIFFERENT THAN WHAT WE'VE DONE IN THE PAST.

SO WE'RE GOING TO WORK ON THAT AND THEN WE NEED TO FIGURE OUT HOW TO ACTUALLY COLLECT THE DATA.

THAT WILL BE WE HAVE TO COLLECT THE DATA FOR EVERY INDIVIDUAL STUDENT.

AND SO WE'RE WORKING ON FIGURING OUT THE MECHANISM FOR THAT.

AND THEN ALONG THAT, WE HAVE INVESTED IN A SYSTEM WHICH IS CALLED NEPRIS, WHICH ALLOWS OUR STUDENTS TO PARTICIPATE IN CAREER SPEAKERS, INFORMATIONAL INTERVIEWS, JOBS, [INAUDIBLE] AND INDUSTRY BASED FIELD TRIPS VIRTUALLY WITHOUT LEAVING THEIR CLASSROOM.

AND IT WILL ALLOW TEACHERS TO ACTUALLY REQUEST SPEAKERS FROM ANY FIELD ACROSS THE COUNTRY.

AND NEPRIS ACTUALLY BROKERS WITH DIFFERENT INDUSTRY PROFESSIONALS ACROSS THE COUNTRY TO COME IN VIRTUALLY AND DO A PRESENTATION AND INTERACTION WITH STUDENTS VIA ZOOM.

AND SO THIS WILL ALLOW OUR STUDENTS TO BE ABLE TO HAVE ACCESS TO THOSE WORK BASED LEARNING OPPORTUNITIES TO HELP US MOVE THE NEEDLE WHILE ALSO BEING YOU KNOW TO PROTECT THE SAFETY OF OUR COVID PROTOCOLS AND NOT HAVING PEOPLE PHYSICALLY ENTERING BUILDINGS TO BE ABLE TO PROVIDE THIS.

SO WE'RE ALSO GOING TO BE PROVIDING THIS FOR OUR AVID PROGRAMS THAT WE'RE PILOTING CURRENTLY AT FOUR OF OUR SECONDARY SCHOOLS, AND WE'LL BE WORKING WITH THOSE TEACHERS AS WELL.

AND THEN FINALLY AND THE OTHER AREA WE'RE GOING TO FOCUS ON HEAVILY IS AROUND EQUITABLE ACCESS AND SUCCESS FOR ALL STUDENT GROUPS, AND THAT'S GOING TO LOOK AROUND THREE WAYS.

ONE IS REALLY WORKING WITH OUR STAFF AND CONNECTING THEM TO PROFESSIONAL DEVELOPMENT AND RESOURCES TO SUPPORT THE SUCCESS OF ALL THE DIFFERENT STUDENT GROUPS THAT THEY WILL HAVE IN THEIR CLASSROOM.

THIS CAME OUT AS PROBABLY THE NUMBER ONE REQUEST FROM OUR TEACHERS IN THEIR PROGRAM REVIEW.

AND SO WE'RE GOING TO SPEND QUITE A BIT OF TIME WITH THEM.

I HAVE HIRED A CTE TOSA WHO WILL BE FOCUSING VERY SPECIFICALLY ON THAT PROFESSIONAL DEVELOPMENT.

WE'RE ALSO GOING TO REENGAGE COLLABORATION WITH OUR EL AND SPECIAL EDUCATION STAFF TO BEGIN LOOKING AGAIN AT ISSUES OF ACCESS AND DISPROPORTIONALITY ACROSS OUR CTE PATHWAYS.

TWO YEARS AGO, PRIOR TO US HITTING THE COVID LIFT, WE BEGAN HAVING REGULAR MEETINGS WITH OUR EXISTING EL AND SPECIAL EDUCATION STAFF AND OUR LEARNING SUPPORT TEACHERS IN THE BUILDINGS TO GET THEIR FEEDBACK AROUND THEIR PERCEPTIONS AND WHAT THEY WERE HEARING FROM STAFF AND STUDENTS AROUND OUR CTE PROGRAMS AND WHAT BARRIERS THAT THEY PERCEIVED TO ACCESS.

AND WE REALLY GOT A GOOD HEAD START ON THAT WORK.

AND THEN COVID HIT AND THEN WE SHIFTED TO KIND OF A NEW MISSION OF REALLY JUST GETTING US THROUGH SCHOOL AND NOW WE'RE COMING BACK.

AND SO WE'RE GOING TO BE REESTABLISHING THAT.

WE'RE ALSO GOING TO BE LOOKING AT HOW CAN WE REENGAGE STUDENTS AND PARENTS IN THAT CONVERSATION TO GIVE US FEEDBACK AGAIN AROUND ACCESS SUCCESS? AND AGAIN, LOOKING AT DISPROPORTIONALITY.

AND THEN FINALLY, THE THIRD AREA IN TERMS OF THIS IS COMMUNICATIONS, AND WE WANT TO MAKE SURE THAT WE ARE PROVIDING INFORMATION OUT TO STUDENTS AND FAMILIES ABOUT CTE PATHWAY OPTIONS AND THE MANY OPPORTUNITIES AVAILABLE TO THEM BOTH AT THE HIGH SCHOOL AND POST-SECONDARY LEVEL AND MIDDLE SCHOOL LEVEL, UTILIZING THE NEW TOOLS THAT THE DISTRICT HAS PURCHASED THAT ARE INCLUSIVE FOR DIVERSE CULTURES AND LANGUAGES.

SO THAT WILL BE ANOTHER ONE OF THE GOALS THAT WE WILL BE FOCUSING ON.

SO AGAIN, THESE ARE BIG ITEMS, THE KIND OF THE BIG FOUR OR FIVE AREAS THAT

[01:45:03]

WE'LL FOCUS ON AS A CTE DEPARTMENT THIS YEAR AND INTO THE YEARS THAT FOLLOW.

SO WITH THAT, I'M GOING TO GO AHEAD AND STOP AND OPEN UP TO QUESTIONS IF YOU HAVE ANY QUESTIONS OR COMMENTS.

MARK, HI, THIS IS NANCY.

HI NANCY.

AS ALWAYS, YOU'VE DONE A GREAT JOB.

YOU DO WONDERFUL WORK IN YOUR DEPARTMENT AND ALL YOUR CTE TEACHERS AND STAFF.

ONE THING I'D LIKE TO SORT OF FOLLOW UP ON, WHICH IS SIMILAR TO MY QUESTION THAT I HAD POSED EARLIER ABOUT COLLEGE IN THE HIGH SCHOOL IS AND YOU TOUCHED ON IT AND THAT'S INCREASING EQUITABLE ACCESS OF SERVICES FOR ALL STUDENT GROUPS.

SO I'M REALLY PLEASED TO SEE THAT YOU HAVE STRATEGIES THAT YOU'RE WORKING TOWARD.

BUT I'M WONDERING, TO WHAT EXTENT ARE YOU ABLE TO ADDRESS ACCESS ACROSS SCHOOLS? BECAUSE JUST AS WITH COLLEGE IN THE HIGH SCHOOL, IT SEEMS THAT CERTAIN PATHWAYS AREN'T AVAILABLE AT ALL OF THE HIGH SCHOOLS.

AND AGAIN, IT DEPENDS ON RESOURCES, I IMAGINE AND OTHER KINDS OF VARIABLES THAT ARE GOING ON.

SO I'M JUST CURIOUS WHAT HAPPENS TO A STUDENT WHO'S AT ONE SCHOOL BUT WHO'S INTERESTED IN A GRADUATION PATHWAY THAT'S NOT AVAILABLE AT THEIR SCHOOL, BUT AT ANOTHER SCHOOL? RIGHT? SO FOR SOME OF THE PROGRAMS OBVIOUSLY ARE FACILITY DEPENDENT.

SO THEY'RE NOT WE CAN'T REPLICATE THOSE.

I MEAN, LIKE FOR OUR AUTO AND CARPENTRY AND SUCH.

FOR THOSE WHAT WE CALL INTER-DISTRICT PROGRAMS WE WORK WITH TRANSPORTATION TO PROVIDE STUDENTS TRANSPORTATION FROM ANY OF OUR HIGH SCHOOLS TO ACCESS THOSE PROGRAMS AS PART OF THEIR INSTRUCTIONAL DAY.

AND SO WE DO THAT FOR CARPENTRY, OUR HEALTH CARE PROFESSIONS, OUR DRAFTING PROGRAM OVER AT EDMONDS-WOODWAY HIGH SCHOOL.

AND I KNOW I HAVE ANOTHER.

AND OUR CORE PLUS MANUFACTURING PROGRAM OVER AT LYNNWOOD HIGH SCHOOL.

THE OTHER THING NANCY WE'RE WORKING ON IS LOOKING AT SOME OF OUR HIGH DEMAND PROGRAMS, SUCH AS COMPUTER SCIENCE AND MAKING SURE THAT WE'RE ADDING AND PROVIDING THOSE PATHWAYS IN ALL THE HIGH SCHOOLS.

AND WE'RE ACTUALLY GETTING CLOSER.

SO WE'VE ACTUALLY EXPANDED EDMONDS-WOODWAY AND FOR THE FIRST TIME IN MANY YEARS, THEY NOW HAVE A FULL TWO CREDIT SEQUENCE IN COMPUTER SCIENCE, INCLUDING A NEW CYBERSECURITY PATH.

SO THAT'S GOOD.

WE'RE AT CURRENTLY A ONE POINT FIVE CREDIT SEQUENCE AT MEADOWDALE, WHICH WE'LL BE ABLE TO MAKE THAT A TWO CREDIT SEQUENCE THE FOLLOWING YEAR.

AND THEN AT BOTH TERRACE AND LYNNWOOD, WHERE WE'VE DONE A GOOD JOB ESTABLISHING THE PATHWAY THAT IS ALREADY IN PLACE.

THE BIGGEST ISSUE FOR EQUITABLE ACCESS FOR US IS SCRIBER LAKE, AND I WILL JUST BE HONEST, IT IS VERY DIFFICULT WITH SUCH A SMALL SCHOOL TO BE ABLE TO PROVIDE THE DIVERSITY OF PROGRAMS THAT, APART FROM OUR INTER-DISTRICT, THAT WE CAN IN OUR LARGER COMPREHENSIVES AND WE CONTINUE TO WORK ON THAT.

WE HAVE INVESTED IN A VISUAL COMMUNICATIONS PATHWAY, WORKING WITH SCRIBER LAKE THAT THEIR STUDENTS CAN ACCESS, AND WE WORKED CLOSELY WITH SCRIBER LAKE STAFF TO DETERMINE IF WE'RE GOING TO BUILD A PATHWAY, WHAT WOULD BE THE MOST MEANINGFUL FOR THE MAJORITY OF YOUR STUDENTS? AND THAT'S WHERE WE LANDED.

AND SO WE HAVE DONE THAT.

THANKS, MARK, THAT WAS VERY HELPFUL.

AND JUST, YOU KNOW, KEEP UP ALL THE GOOD WORK.

THANKS, NANCY.

I JUST WANT TO THANK YOU FOR THE GOOD WORK.

I THINK I WAS SO IMPRESSED WITH THE INNOVATION YOU GUYS USED TO MAKE LAST YEAR WORK WHEN WE'RE ALL REMOTE AND ALL THE KITS YOU SENT HOME.

I JUST CAN'T QUITE IMAGINE MOST CTE PROGRAMS EVEN WORKING IN A REMOTE SETTING, AND THE FACT THAT YOU MADE IT WORK IS PRETTY INCREDIBLE.

SO THANKS FOR ALL THE WORK YOU'VE DONE.

YES, THANK YOU.

I HAD A QUESTION ABOUT THE STATE PERFORMANCE TARGETS FOR THE CTE CONCENTRATORS THAT GRAPH OR CHART YOU SHOWED.

WILL THE STATE MODIFY THOSE TARGETS FOR THE 2021 SCHOOL YEAR BECAUSE OF COVID? BECAUSE THE 19 20 NUMBERS WERE WHEN SOMETIMES WE HAD DOUBLE THE KIDS AND THAT

[01:50:06]

SORT OF THING.

AND SO I'M JUST WONDERING, IS THE STATE GOING TO RECOGNIZE THAT IT WAS A LITTLE DIFFICULT TO PULL OFF CTE AT A QUOTE NORMAL LEVEL WHEN FOR THE MOST OF THE SCHOOL YEAR, THE KIDS WERE REMOTE? THAT'S A GOOD THAT'S A REALLY GOOD QUESTION.

I DO HAVE THE OPPORTUNITY TO NEGOTIATE THOSE TARGETS, AND I PROBABLY WILL FOR THE 2021 GROUP.

THAT BEING SAID, EVERYTHING WITH 2021 HAS AN ASTERISK ACROSS THE COUNTRY, SO WE REALIZE THAT COVID HIT AND IT IMPACTED EVERYTHING.

SO WE REALIZE THAT WE WILL PROBABLY BE LOW.

AND BUT WE'LL BE IN GOOD COMPANY ACROSS THE STATE OF WASHINGTON, SO.

SO, YEAH, WE WILL BE ASKING THAT QUESTION, AND LIKE I SAID, I WILL TRY TO NEGOTIATE THE PERCENTAGES DOWN.

WE WILL HAVE A PLAN, WE HAVE A PLAN AND WORK THAT IS GOING TO ADDRESS THOSE MEASURES IN THE LONG TERM.

SO WE KNOW THAT NEXT YEAR WILL BE LOW, BUT WE'RE PUTTING IN PLACE MEASURES THAT IN TWO YEARS WE'LL SEE A BIG SWING UP.

SO WITH THOSE INTERVENTIONS.

YOU KNOW, MARK, AS ALWAYS, A VERY IMPRESSIVE PRESENTATION, AND I'M REALLY GLAD YOU TOLD US WHAT THAT THAT WAS AN ENGINE BEING SENT HOME, I WAS REALLY CURIOUS.

I WAS LIKE, WHAT DID THEY SEND HOME? AND THAT KIND OF INNOVATION JUST ALWAYS MAKES ME REALLY PROUD TO BE PART OF EDMONDS IN THIS CTE PROGRAM THAT YOU'RE DOING.

SO FROM THAT TO THE STEAM CONCENTRATION AT LYNNWOOD.

I MEAN THIS IS REALLY LOOKING FORWARD TO HEARING YOUR REASSESSMENT IN SPRING.

AND AS WE CONTINUE TO MOVE FORWARD.

SO JUST THANK YOU SO MUCH FOR ALL THE DEDICATION YOU PUT INTO THIS.

YOU'RE WELCOME.

IT'S WHY I GET UP IN THE MORNING, I LOVE IT.

THANK YOU, MARK.

IT WAS AN IMPRESSIVE PRESENTATION, AND I'M ALWAYS A BIG FAN OF YOUR CTE PROGRAMS, AND I HOPE THAT NOW THAT WE'RE GETTING OUT A LITTLE BIT, I'LL GET TO COME VISIT AGAIN, SOME OF THE NEW PROGRAMS AND THE GROWING PROGRAMS THAT YOU HAVE AROUND THE DISTRICT SO THANK YOU.

THAT WOULD BE WONDERFUL.

YOU'RE GOING TO SEE A LOT OF NEW FACES I ACTUALLY HAD TO HIRE.

I HIRED 16 NEW STAFF THIS PAST YEAR OR SO.

WOW.

BUT I AM HAPPY TO SAY I HAVE A TEACHER IN EVERY CLASSROOM, SO THAT WAS A BIG SUCCESS.

BUT YEAH, IT WAS A BUSY SUMMER.

THANK YOU SO MUCH.

OK, THANK YOU, EVERYBODY, I APPRECIATE IT.

OK, SO.

DEBORAH.

YES PLEASE.

DEBORAH, COULD I JUST MAKE A SUGGESTION WHILE WE'RE STILL SORT OF IN THE REPORT SECTION? I'M WONDERING IF OUR STUDENT ADVISERS WOULD LIKE TO MAKE A COMMENT EITHER REGARDING REENTRY FROM THEIR PERSPECTIVE AND OR THE CTE PROGRAM FROM THEIR PERSPECTIVE, I JUST I KNOW THE FIRST TIME AT A MEETING CAN BE A LITTLE INTIMIDATING.

AND SO I THOUGHT, MAYBE, YOU KNOW, I'M JUST WONDERING IN TERMS OF THESE TWO REPORTS, IF THEY HAVE ANYTHING THAT THEY'D LIKE TO ADD.

WELL, THAT'S A GOOD IDEA.

CHARELL, COULD YOU PUT US BACK IN GALLERY VIEW FOR A COUPLE OF MINUTES? THANK YOU.

STUDENTS SPEAK UP.

YEAH, I'D LIKE TO SAY THAT REGARDING THE CTE PROGRAM, I DID TAKE A CTE CLASS, I TOOK CULINARY ARTS, FRESHMAN YEAR, NO SOPHOMORE YEAR AND THAT WAS AN AMAZING CLASS.

PROBABLY ONE OF MY FAVORITE CLASSES OF MY HIGH SCHOOL EDUCATION IT WAS JUST SO MUCH FUN.

I LEARNED SO MUCH.

AND IT WAS A GREAT EXPERIENCE, ESPECIALLY WITH ALL THE FUN, LIKE, IT'S JUST SUCH A DIFFERENT CLASS.

CTE CLASSES ARE MUCH MORE DIFFERENT, DIFFERENT ENVIRONMENTS THAN NORMAL CLASSES, WHICH IS REALLY GOOD FOR A STUDENT.

AND ALSO REGARDING REENTRY, I THINK A LOT OF LIKE MY PEERS AND I HAVE REALIZED THAT EVEN THOUGH LAST YEAR, LIKE WE HAD THE OPTION OF GOING BACK IN PERSON FOR THOSE LAST COUPLE OF MONTHS, WE REALLY DIDN'T REALIZE HOW DIFFERENT IT WAS COMPARED TO THE KIND OF SORT OF NORMAL THAT WE'RE IN RIGHT NOW.

SO IT'S REALLY GREAT TO BE BACK TO LIKE A NORMAL SCHEDULE AND NORMAL CLASSES AND FULL CLASSES.

JUST VERY NICE.

THANK YOU.

RITIKA DO YOU HAVE, YOU HAVE BEEN SO INVOLVED IN SO MANY CTE ENDEAVORS?

[01:55:04]

YEAH, FOR SURE.

THAT WAS A REALLY AWESOME PRESENTATION, MARK.

AND I MEAN, CTE HAS BEEN MY ENTIRE EXISTENCE OF HIGH SCHOOL THESE LAST FOUR YEARS BECAUSE BEING A PART OF THE MTHS HAWKEYE, WHICH YOU HEARD MARK TALK ABOUT.

IT'S A VERY DIFFERENT KIND OF EXPERIENCE TO BE A CTE STUDENT GOING THROUGH CTE CLASSES BECAUSE WHERE A LOT OF THE TIME IN CLASSES STUDENTS WILL SAY, I DON'T KNOW WHEN I'M GOING TO USE THIS IN REAL LIFE CTE CLASSES, IT'S RIGHT IN FRONT OF YOU.

YOU SEE HOW YOU'RE GOING TO USE IT IN REAL LIFE AND YOU EXPERIENCE PROFESSIONALS WHO ARE OUT THERE EVERY DAY DOING IT.

AND THERE'S NOT A DAY THAT I DON'T LEAD THE MTHS HAWKEYE THINKING, WOW, LIKE THIS IS A DIFFERENT CLASS.

THIS IS THE KIND OF THING THAT IS GENUINELY TEACHING ME ABOUT HOW IT CAN BE IN REAL LIFE GOING FORWARD.

AND I JUST APPRECIATE HOW MUCH WORK HAS GONE INTO EVERYTHING.

OUR ENTIRE HAWKEYE HSM ROOM GOT A REMODELING THIS LAST SUMMER, AND JUST ANY TIME WE NEEDED ANYTHING, IT'S SO FANTASTIC THAT WE HAVE THE SUPPORT THAT WE NEED FROM CTE AND THAT WE'RE ABLE TO REALLY GET THE FULL EXPERIENCE.

AND I JUST I LOVE CTE CLASSES SO MUCH I CAN'T SAY ENOUGH.

AND SO I APPRECIATE THE PRESENTATION AND TIME [INAUDIBLE].

THANK YOU.

AND WOULD OUR NEWER MEMBERS LIKE TO MAKE ANY COMMENTS.

DANIEL.

ROSHNI.

OH, SORRY.

SORRY.

OK.

REGARDING REENTRY, I JUST WANT TO KIND OF SAY A THANK YOU TO ALL THOSE WHO HAVE BEEN A PART OF THE PLAN AND EVERYTHING THAT'S BEEN GOING ON BECAUSE MY PEERS AND I ARE JUST REALLY HAPPY TO FINALLY BE BACK IN PERSON FULL TIME, EVEN THOUGH THERE ARE STILL SOME RESTRICTIONS AROUND, IT KIND OF FEELS LIKE A LITTLE BIT OF QUOTE UNQUOTE NOSTALGIA KIND OF LIKE SCHOOL BEFORE THE WHOLE SHUTDOWN HAPPENED.

AND WE'RE JUST GRATEFUL THAT WE GET TO EXPERIENCE THIS AGAIN.

AND I'M REALLY LIKE, I REALLY SUPPORT HOW THE DISTRICT IS HANDLING THE WHOLE SITUATION, AND I CAN'T WAIT TO SEE HOW THINGS WILL FURTHER EVOLVE.

I WOULD LIKE TO MAKE A COMMENT REGARDING REENTRY.

I HAVE A COUSIN WHO IS IN FIRST GRADE AND SHE DOES NOT HAVE A VACCINE.

MY AUNT IS A BIT CONCERNED THAT SHE MIGHT GET COVID AND THAT WOULD BE REALLY BAD FOR OUR FAMILY.

SO ESPECIALLY DURING LUNCHES LIKE I THINK WE SHOULD ENFORCE MORE SOCIAL DISTANCING, ESPECIALLY IN ELEMENTARY SCHOOL, BECAUSE THESE KIDS CANNOT GET VACCINES.

AND ESPECIALLY DURING LUNCH, LIKE I'VE HEARD THIS MENTIONED IN THE MEETING, IT PROBABLY WOULD BE BETTER IF THEY DID THAT, LIKE OUTDOOR, LIKE MORE SPACE, ESPECIALLY SINCE THEY'RE A LOT YOUNGER AND THEY MAY NOT KNOW HOW TO HANDLE THEMSELVES IN THESE TYPE OF THINGS.

BUT OTHERWISE, I'M IN HIGH SCHOOL, SO EVERYTHING IS GOING GREAT THERE.

EVERYBODY'S WEARING THEIR MASKS.

I'M REALLY GLAD TO BE BACK.

THANK YOU.

WE'LL HAVE A LITTLE MORE OPPORTUNITY TO SPEAK LATER IN THE MEETING.

SO.

THANK YOU, DIRECTOR KATIMS, FOR REMINDING ME THAT EVERYONE'S HERE, I'M HONESTLY A LITTLE BIT OFF MY GAME TODAY BECAUSE WE HAVE A FEW DIFFERENT INPUTS AND THINGS.

[13. NEW BUSINESS 8:45 pm]

YOU KNOW, OUR AGENDA LOOKS A LITTLE DIFFERENT.

AND JUST SOME THINGS THAT DISTRACT ME A LITTLE, BUT I'LL COME BACK, OK.

WE HAVE NO UNFINISHED BUSINESS.

SO MOVING ON, WE HAVE NEW BUSINESS AND OUR FIRST ITEM IS A SINGLE READING TO APPROVE RESOLUTION 21-28 AUTHORIZATION TO INCREASE BALANCE OF THE WORKER'S COMP REVOLVING FUND IMPREST ACCOUNT.

IS THERE A MOTION? THIS IS ANN MOVE TO APPROVE.

CARIN I SECOND.

IT'S BEEN MOVED AND SECONDED TO APPROVE RESOLUTION 21-28.

[02:00:01]

IS THERE ANY DISCUSSION? HEARING NONE, I'LL GO AHEAD AND CALL FOR A ROLL CALL VOTE, PLEASE, TO APPROVE RESOLUTION 21-28.

DIRECTOR MCMURRAY.

AYE.

DIRECTOR NOBLE.

AYE.

DIRECTOR CHASE.

AYE.

DIRECTOR KATIMS. AYE.

DIRECTOR KILGORE.

AYE.

AND THE MOTION PASSES AND THE RESOLUTION TO 21-28 IS APPROVED.

NEXT, WE HAVE A SINGLE READING TO APPROVE THE CAREER AND TECHNICAL EDUCATION PROGRAM REVIEW AND FOUR YEAR PLAN OF WORK 2021 TO 2025.

IS THERE A MOTION.

MOVE TO APPROVE THIS IS CARIN.

I SECOND IT.

IT'S BEEN MOVED AND SECONDED TO APPROVE THE CTE PROGRAM REVIEW AND FOUR YEAR PLAN OF WORK FOR THE YEARS 2021 THROUGH 2025.

IS THERE ANY DISCUSSION? HEARING NONE, I'D LIKE TO CALL FOR A ROLL CALL VOTE, PLEASE CTE PLAN OF WORK.

DIRECTOR MCMURRAY.

AYE.

DIRECTOR NOBLE.

AYE.

DIRECTOR CHASE.

AYE.

DIRECTOR KATIMS. AYE.

DIRECTOR KILGORE.

AYE.

AND THE MOTION PASSES AND THE CTE PROGRAM REVIEW AND FOUR YEAR PLAN OF WORK IS APPROVED.

FINALLY, WE HAVE A SINGLE READING TO APPROVE THE STUDENT ASSISTANCE PROFESSIONALS CONTRACT.

IS THERE A MOTION? THIS IS ANN MOVE TO APPROVE.

I SECOND.

IT'S BEEN MOVED AND SECONDED TO APPROVE THE STUDENT ASSISTANT PROFESSIONAL'S CONTRACT.

IS THERE ANY DISCUSSION? YEAH, I FEEL LIKE SOME OF THE WORDING IN THE CONTRACT IS A LITTLE CONFUSING, PARTICULARLY IN LIGHT WITH SOME INPUT I RECEIVED FROM STAFF THAT I APPRECIATE.

AND SO MAYBE I COULD JUST GET CLARITY.

I'M NOT SURE ABOUT THE WORDING OF IT.

SO LET ME EXPLAIN WHERE I SEE SORT OF DISCREPANCIES.

FROM OUR STAFF I UNDERSTAND THAT WE HAVE FOUR STUDENT ASSISTANT PROFESSIONAL ASSISTANT PROFESSIONALS AND THAT THEY PROVIDE SUPPORT TO BOTH HIGH SCHOOLS AND MIDDLE SCHOOLS.

SO ALL FOUR OF OUR HIGH SCHOOLS AND MIDDLE SCHOOLS.

I ALSO UNDERSTAND WE HAVE A GRANT.

I'M NOT SURE WHERE THE GRANT COMES FROM, AND THE GRANT PROVIDES SUPPORT FOR ONE OF OUR STUDENT ASSISTANTS PROFESSIONALS.

AND THEN WE PAY FOR THREE ADDITIONAL ONES.

FROM RESOURCES THAT WERE FORMERLY USED FOR THE SROS, SO THAT SEEMS LIKE A GOOD USE OF THOSE RESOURCES.

SO THE CONTRACT SAYS THAT THE NORTHWEST DSD PROVIDES SERVICES FOR THREE HIGH SCHOOLS.

IT DOESN'T MENTION MIDDLE SCHOOLS.

UNDER THE RESPONSIBILITIES FOR THE NORTHWEST DSD NUMBER TWO SAYS THEY EMPLOY A STUDENT ASSISTANCE PROFESSIONAL TO SERVE THE SCHOOL, WHICH SOUNDS SINGULAR.

THE BUDGET IMPLICATION HERE IS THREE HUNDRED AND TWO THOUSAND DOLLARS, SO I'M WONDERING HOW MANY PEOPLE ARE WE COVERING WITH THAT? OR WHAT DOES THAT ACTUALLY COVER? SO THAT'S A WHOLE PIECE WHERE I'M A LITTLE CONFUSED ABOUT PHRASING IN THE CONTRACT VERSUS MY UNDERSTANDING FROM INFORMATION FROM STAFF.

SO THAT'S ONE PIECE.

THE OTHER PIECE THAT I HAD A CONCERN ABOUT IS IN THE CONTRACT THERE'S A TERMINATION CLAUSE THAT SAYS THE NORTHWEST DSD CAN TERMINATE THE CONTRACT ANY TIME FOR NO CAUSE.

HOWEVER, THERE'S NO EQUIVALENT TERMINATION CLAUSE FOR US AS THE DISTRICT.

WHAT IF THEY'RE NOT MEETING THEIR RESPONSIBILITIES? WHAT IF THINGS AREN'T GOING WELL? WHAT IF THE EMPLOYEES THEY'RE [INAUDIBLE].

BECAUSE MY UNDERSTANDING IS THEY'RE HIRING THE EMPLOYEES AND THE EVALUATION, I

[02:05:03]

ASSUME, IS WITH THEM.

AND THERE HAS TO BE COORDINATION BETWEEN THE DISTRICT AND DSD.

SO THERE COULD BE ISSUES, BUT THERE'S NO PROTECTION FOR THE DISTRICT THAT I CAN SEE IN TERMS OF ANY ISSUES LIKE THAT.

SO THOSE ARE MY QUESTIONS.

CONCERNS NEED FOR CLARIFICATION.

OH, MAYBE I'LL START DIRECTOR KATIMS WITH YOUR FIRST QUESTION, SO THE GRANT IS A PARTNERSHIP GRANT WITH DSD WHICH PROVIDES ONE OF THE STUDENT ASSISTANCE PROFESSIONALS AND THAT IS FOR MOUNTLAKE TERRACE HIGH SCHOOL AND BRIER TERRACE MIDDLE SCHOOL, THEN WE ARE USING OUR SRO DOLLARS TO ADD THREE MORE SAPS FROM THE NORTHWEST DSD.

AND WE'RE ACTUALLY INCREASING SOME TIME FOR AN EMPLOYEE THAT WE CURRENTLY HAVE THAT WORKS AT SCRIBER LAKE HIGH SCHOOL AS WELL.

SO THAT'S SO SCRIBER LAKE IS ALSO INCLUDED IN THIS, BUT IT'S NOT PART OF IT'S ONE OF OUR EMPLOYEES THAT WE ALREADY HAVE IN PLACE AT THAT SCHOOL.

SO WE'RE JUST INCREASING HIS HOURS TO BE ABLE TO COVER NOT ONLY SCRIBER LAKE HIGH SCHOOL, BUT E-LEARNING AS WELL.

I CERTAINLY SEE THE PLACES WHERE YOU'RE POINTING OUT AND I THINK WHAT I'D LIKE TO, I WANT TO WORK TO GET THOSE THINGS CLARIFIED BECAUSE I COMPLETELY AGREE THAT THERE'S SOME CONFUSING WORDING IN THE CONTRACT THAT WE WANT TO GET STRAIGHTENED OUT BEFORE WE SIGN THIS.

SO I THINK I WILL TAKE THOSE COMMENTS AND I'VE BEEN MAKING NOTES, AND I WANT TO GET THOSE THINGS CORRECTED.

AND SO I THINK WHAT I WOULD SAY IS WE CAN MAKE SURE THAT EVERYTHING IS CLEAR ON THAT FIRST WITH REGARD TO THE NUMBERS AND THE ROLES AND RESPONSIBILITIES AND THE FACT THAT WE HAVE, YOU KNOW, ACTUALLY, YOU KNOW, FOUR OF OUR HIGH SCHOOLS ARE BEING SERVED WITH THESE SAPS AND THEN ALSO THE MIDDLE SCHOOLS AS WELL.

YEAH, GREG.

SO MAYBE I'M JUST BEING ABLE TO SEARCH LATE OR WHATEVER, BUT NO [LAUGHTER].

SO WE PAY FOR ONE AND THEY PAY FOR THREE, BUT THEY HIRE ALL FOUR.

NO.

AND ALL FOUR ARE THERE.

NO.

OK.

NO.

SO WE PAY FOR THREE WITH THE SRO DOLLARS AND THEN THE GRANT.

AND IS THAT THE THREE HUNDRED AND TWO THOUSAND DOLLARS.

YES, OK.

SO WE'RE GIVING THEM THREE HUNDRED AND TWO THOUSAND FOR THREE SAPS.

YES.

AND THEN THE FOURTH.

AND THEY HIRE THEM.

YEAH.

AND THEN THE FOURTH SAP COMES FROM THE GRANT.

AND WHERE DOES THE GRANT COME FROM? IT'S WITH THE NORTHWEST DSD.

OK, SO THEY'RE GIVING US SOME MONEY TOO AND WE HIRE A PERSON WHO'S THEN OUR EMPLOYEE.

SO, NO, I THINK I UNDERSTAND.

YEAH, I THINK I UNDERSTAND WHERE THE CONFUSION IS.

SO ALL OF THE FOLKS THAT WE'RE CONTRACTING WILL BE WITH THE EXCEPTION OF THE ADDITIONAL HOURS THAT WE'RE ADDING FOR THE PERSON AT SCRIBER LAKE HIGH, THAT'S OUR EMPLOYEE.

BUT THE 4 THAT WE'RE HIRING TOTAL FOUR ARE BEING HIRED BY THE NORTHWEST DSD.

ONE OF THEM IS COVERED BY THE GRANT.

THREE OF THEM ARE WE'RE CONTRIBUTING OUR THREE HUNDRED AND TWO THOUSAND DOLLARS TO PAY FOR THE OTHER THREE, SO THERE WILL BE A TOTAL OF FOUR.

SO THIS CONTRACT JUST DEALS WITH THE THREE.

I THINK THAT'S I THINK THIS IS WHERE I SEE THE CONFUSION, THE CONFUSING PIECE OF THIS.

I THINK WE WANT TO GO BACK AND GET THIS REALLY CLEAR WITH WITH DSD.

SO I THINK I SEE WHERE WE'RE GOING OFF THE RAILS ON THIS ONE.

SO I ABSOLUTELY WANT TO.

I WANT TO GET BACK TO DSD AND GET THIS CLARIFIED.

SO I THINK WHAT I WOULD SAY IS LET ME TAKE THIS CONTRACT BACK TO THEM AND SAY, WE DON'T HAVE IT RIGHT YET.

WE NEED TO GET IT RIGHT AND MAKE SURE THE LANGUAGE IS CORRECT.

WITH REGARD TO THE SECOND QUESTION ABOUT THE TERMINATION PIECE OF IT, I TOTALLY AGREE.

AND SO THAT'LL BE SOMETHING THAT WE CAN ALSO TAKE BACK TO SAY, NO, WE NEED TO HAVE THIS LANGUAGE IN THE CONTRACT AS WELL.

GREAT, THANK YOU, GREG.

AND SO I'M NOT CRAZY.

NO, NO, NEVER, NEVER, NEVER, NEVER.

WELL, I MIGHT BE CRAZY, BUT THIS ISN'T THE PROOF OF IT.

[LAUGHTER] ANYWAY, THANK YOU BECAUSE I JUST HAD SO MUCH TROUBLE DEALING WITH THEIR LANGUAGE AND THE INFORMATION AND WHAT YOU'VE JUST DONE IS REALLY CLEARED IT UP.

AND IT'D BE GREAT FOR THE CONTRACT TO REFLECT THE FULL INFORMATION.

SO IT PROTECTS US.

THANK YOU.

WE'LL GET IT STRAIGHTENED OUT.

OK.

PRESIDENT KILGORE WHAT WE WOULD DO IS WE WOULD TABLE THIS CONTRACT TO A LATER BOARD MEETING.

SO DO WE NEED TO VOTE ON THAT, OR CAN I JUST TABLE IT UNTIL NEXT TIME.

YOU CAN TABLE IT UNTIL A LATER BOARD MEETING OKAY I WILL TABLE THIS ITEM UNTIL THE LATER BOARD MEETING.

IS IT A PROBLEM THAT THE CONTRACT SAYS IT STARTS SEPTEMBER ONE, AND I DON'T KNOW IF THESE PEOPLE HAVE ALREADY BEEN HIRED.

NO.

THEY'RE IN THE PROCESS OF VETTING SOME EMPLOYEES NOW.

SO WE'RE NOT.

WE HAVE TIME.

OH, PERFECT.

OK.

IT'S OK.

EXCELLENT.

ALL RIGHT.

WE ARE MOVING ON I SEE AN ITEM.

[15. BOARD MEMBER COMMENTS]

[02:10:08]

WELL, I'M JUST GOING TO GO AHEAD AND SKIP DOWN TO OUR BOARD MEMBER COMMENTS SINCE WE DO NOT HAVE ANY FURTHER PUBLIC COMMENTS IN THE ONLINE VERSION.

BUT LET ME FIRST ONCE AGAIN TURN TO OUR STUDENTS.

AND CHARELL CAN YOU PUT US IN GALLERY VIEW AGAIN? STUDENTS, DO YOU HAVE OTHER ITEMS THAT YOU'D LIKE TO MENTION TONIGHT? ISABEL? YEAH, I'D LIKE TO I KNOW ONE OF THE ONE OF THE COMMENTS FROM EARLIER WAS TALKING ABOUT HOW STUDENTS WHO MAY BE LIKE MAY HAVE TO QUARANTINE, HOW THEY'RE MISSING A LOT OF SCHOOL.

I JUST WANTED TO COMMENT THAT SOME OF MY TEACHERS HAVE ALREADY BEEN TALKING ABOUT THAT, HOW THEY'RE MAKING, LIKE ALL THE WORK, ACCESSIBLE ONLINE AND MAKING SURE THAT THOSE STUDENTS DO NOT FALL BEHIND IT ALL.

SO I THINK THAT'S GREAT TO KNOW THAT STUDENTS DON'T REALLY HAVE TO STRESS AS MUCH ABOUT THAT, THAT TEACHERS ARE LIKE WORKING EXTRA HARD, WHICH I'M VERY THANKFUL FOR.

TO MAKE SURE THAT NO ONE FALLS BEHIND AND THANK YOU AGAIN, EVERYONE FOR WORKING OUT HOW TO HAVE US BACK IN PERSON.

IT'S REALLY GREAT.

DANIEL DO YOU HAVE ANY OTHER COMMENTS YOU'D LIKE TO MAKE TONIGHT? NO, NOT REALLY, JUST ANOTHER THANK YOU FOR BEING HERE.

RITIKA.

YEAH.

OK, SO FIRST OF ALL, IT'S GREAT TO BE BACK ADVISING AND ALSO REALLY GREAT TO HAVE A SENIOR YEAR IN PERSON, I'M HOPING THAT IT STAYS THAT WAY.

I WILL SAY THAT WE'VE ALREADY SO LAST WEEK OBVIOUSLY WAS THE FIRST WEEK THAT WE STARTED AND MY FIRST PERIOD, WHICH IS AP GOVERNMENT ALREADY WAS LIKE STRAIGHT OUT OF A MOVIE WE WALK IN AND IT WAS A CLASS OF FORTY SEVEN, I THINK FORTY SIX OR 47, IF I'M NOT MISTAKEN, IN A CLASS THAT SEATS 30.

AND I MEAN, WE'VE BEEN HEARING THAT THAT WAS GOING TO BE THE CLASS SIZE SINCE, LIKE LAST SUMMER WHEN THE PROJECTED NUMBERS CAME OUT.

AND I'M WELL AWARE THAT, YOU KNOW, WE'RE ALWAYS PLAYING THE FTE GAME AND THAT WE NEVER KNOW WHERE WE'RE GOING TO BE.

BUT THAT FIRST DAY WE HAD PEOPLE LITERALLY STANDING OUT IN THE HALLS, THE HALLWAY OUTSIDE THE CLASSROOM, PEOPLE SITTING ON THE FLOOR AND AROUND THE CLASSROOM AFTER A PANDEMIC.

AND IT CONTINUED LIKE THAT FOR THREE DAYS.

WE ENDED UP GOING OUT INTO THE AMPHITHEATER BECAUSE THERE WAS JUST NO SPACE IN THE ACTUAL CLASSROOM.

AND THEN OVER THE WEEKEND, ONE OF THE STUDENTS TESTED POSITIVE FOR COVID IN THE CLASSROOM.

SO THE ENTIRE CLASS OF FORTY SIX OR FORTY SEVEN WAS QUARANTINED YESTERDAY, AND WHILE LIKE TEACHERS HAVE BEEN WORKING INCREDIBLY HARD AND IT ONLY HAS BEEN LIKE A WEEK, NOT EVEN I KNOW THAT THAT KIND OF CLASS SIZE WITH HOW BIG THE ONE SECOND AP CLASSES ARE IS GOING TO PROBABLY CAUSE ISSUES GOING FORWARD.

AND I THINK, YOU KNOW, THERE WAS A LITTLE BIT OF FRUSTRATION IN THE SENSE THAT IF WE KNEW STARTING LAST SPRING THAT WE MIGHT HAVE THAT HIGH OF A CLASS RATE, THAT WE STILL CONTINUED WITH THAT.

SO THERE WAS A LITTLE BIT OF FRUSTRATION ON ALL ENDS THAT I WANTED TO MAKE SURE TO BRING UP.

BUT I WAS ABSOLUTELY IMPRESSED WITH HOW WE WENT FORWARD WITH THAT BECAUSE ONCE WE CAME BACK TO SCHOOL, IT WAS, YOU KNOW, RAPID TESTING.

YOU TEST NEGATIVE, YOU GO INTO CLASS.

LIKE THE PROCESS THERE WAS ABSOLUTELY SMOOTH TODAY AND WERE JUST IN SUCH A WEIRD SITUATION.

BUT YOU KNOW, I IMPLORE EVERYONE THAT'S LISTENING AND STUFF LIKE THAT TO MASK UP VACCINATE IF POSSIBLE, SO WE CAN KEEP SCHOOLS OPEN BECAUSE THAT'S LIKE THE ONLY THING THAT WE WANT AND WE WANT TO GO BACK TO WHATEVER FORM OF NORMAL THAT WE HAVE.

AND YEAH, I JUST IT'S GREAT TO BE BACK AND I HOPE THAT WE CAN KEEP IT THAT WAY.

THANK YOU, ROSHNI.

YOU HAVE ANY OTHER COMMENTS YOU'D LIKE TO MAKE TONIGHT? I DON'T HAVE ANYTHING TO ADD, BUT I'M JUST REALLY HAPPY TO BE BACK IN SCHOOL FOR MY JUNIOR YEAR, I MISSED A LOT OF HIGH SCHOOL BECAUSE OF COVID AND I'M JUST GLAD TO BE BACK.

THANK YOU.

DIRECTOR MCMURRAY, HOW ARE YOU? WELL, I GUESS I WOULD JUST SAY, FIRST OFF, SO GLAD TO HAVE THE STUDENTS BACK.

[02:15:02]

YOU WERE VERY.

YOU WERE MISSED AND WE ARE GLAD TO BE ABLE TO DO WHAT WE CAN TO GET YOU BACK IN PERSON.

I WILL JUST SAY THAT STUDENTS ARE BACK, BUT WE HAVEN'T REALLY LEFT THE UNPRECEDENTED LANDSCAPE.

SO SINCE WE NONE OF US HAVE GONE THROUGH A PANDEMIC, WE'VE NEVER HAD TO COME BACK FROM A PANDEMIC.

AND SO WE'RE ALL TRYING TO FIGURE THIS OUT AS WE GO ALONG BASED ON WHAT WE'VE LEARNED AND WHAT WE'RE STILL LEARNING.

SO I UNDERSTAND THE FRUSTRATION.

I UNDERSTAND WHEN THINGS JUST GET OFF TRACK.

BUT WE JUST NEED TO KEEP WORKING TOGETHER TO TRY TO FIGURE OUT THE PROBLEMS AS THEY COME UP SO THAT OUR KIDS CAN BE IN SCHOOL AS MUCH AS POSSIBLE FOR AS LONG AS POSSIBLE.

AND NONE OF US WANTS TO GO BACK TO REMOTE LEARNING AGAIN.

SO I COMMEND OUR STAFF FOR THEIR CREATIVITY AND THEIR RESILIENCY IN WORKING THROUGH THIS, ESPECIALLY PUTTING TOGETHER OVER THE SUMMER A 1200 STUDENT ONLINE SCHOOL.

THAT'S PRETTY AMAZING.

AND SO I'M JUST I'M GRATEFUL AND I'M HOPEFUL THAT WE WILL CONTINUE TO WORK TOGETHER TO GET THROUGH THIS SCHOOL YEAR AND HAVING THE STUDENTS BACK IS A CONSTANT REMINDER OF WHO AS A BOARD OUR CONSTITUENTS ARE.

IT'S OUR KIDS.

THANK YOU.

DIRECTOR NOBLE.

WELL, FIRST, I'D LIKE TO WELCOME BACK RETURNING STUDENT ADVISORS AND CERTAINLY WELCOME OUR NEW ONES, AS I SAID BEFORE, WE'VE REALLY MISSED NOT HAVING THIS SUMMER.

IT'S SUCH A GREAT, OPPORTUNITY WE HAVE TO GET A STUDENT VOICE IN THESE MEETINGS.

SO WELCOME AND TO THE NEW ADVISORS PLEASE DON'T BE AFRAID TO ASK QUESTIONS.

IT'S GOING TO BE LIKE A FIRE HOSE OF INFORMATION COMING OUT OF THESE MEETINGS WITH A LOT OF ACRONYMS THAT YOU MAY NOT HEAR.

WE CERTAINLY TRY OUR BEST ON THE BOARD AND EVERYBODY PRESENTING TO SPELL OUT THOSE ACRONYMS, SO YOU KNOW WHAT THEY MEAN, BUT WHEN YOU HAVE QUESTIONS ON WHAT'S GOING ON? DON'T BE AFRAID TO ASK.

I REALLY, REALLY EMPHASIZE THAT'S IMPORTANT OR YOU'RE NOT GOING TO UNDERSTAND WHAT'S GOING ON SO.

BUT WELCOME AND WE'RE JUST THRILLED TO HAVE YOU ON THE BOARD.

IN REGARD TO REENTRY.

I JUST WANTED TO THANK EVERYBODY INVOLVED IN GETTING THIS YEAR GOING.

AND I THINK THERE'S LOTS OF UNSUNG HEROES, A LOT OF PEOPLE IN THE ESC THAT JUST WORK TIRELESSLY TO GET ALL THE PROCEDURES AND PROCESSES GOING.

THERE'S GROUNDS PEOPLE THAT HAD TO DEAL WITH PROBABLY HALF OF THE STUFF IN THE DISTRICT DIED WHEN OUR TEMPERATURES GOT ABOVE 100, BUT THEY MADE OUR SCHOOLS PRESENTABLE FOR STUDENTS COMING IN AND BUS DRIVERS AND WAREHOUSE PEOPLE AND CUSTODIANS THAT GOT ALL OF CLASSROOMS AND THE CORRECT TABLES AND THE CORRECT CHAIRS.

JUST SO WE HAD EVERYTHING FOR THE STUDENTS.

SO A LOT OF PEOPLE THAT REALLY WORKED HARD TO TO MAKE THIS LAST WEEK WORK.

SO THANK YOU SO MUCH.

AND LASTLY, JUST APPRECIATE THE PRESENTATION MARK MADISON MADE ON CTE.

I'M SO PROUD OF OUR DISTRICT THAT WE HAVE A STRONG CTE PROGRAM, AND I JUST THINK IT'S GREAT.

I LOVE HEARING ABOUT IT, SO THANK YOU VERY MUCH.

THANK YOU.

DIRECTOR CHASE.

THANK YOU DIRECTOR KILGORE AND I'M ECHOING THE WELCOME TO ALL THE STUDENT ADVISORS.

WE REALLY APPRECIATE YOUR INPUT AND LOOK FORWARD TO GREAT THINGS THROUGH THIS NEXT YEAR.

I ALSO WANT TO REALLY APPRECIATE THE GOOD WORK THAT EVERYONE IN THE DISTRICT IS DOING TO GET OUR SCHOOLS UP AND RUNNING ON THE GROUND LEVEL.

I APPRECIATE THE RESILIENCY AND THE GRACE THAT EVERYONE IS SHOWING AS WE KIND OF NAVIGATE THIS NEW EXPERIENCE FOR EVERYONE.

AS FAR AS A QUICK UPDATE ON THE LEGISLATIVE GENERAL ASSEMBLY THAT WAS CANCELED, WELL IT WAS RESCHEDULED FROM SEPTEMBER.

IT'S GOING TO BE AT THE END OF OCTOBER.

AND IF YOU DON'T HAVE THAT IN YOUR INBOXES, IT'S OCTOBER 29TH AND 30TH, WHERE WE'LL HAVE A CHANCE TO HAVE INPUT ON THE POSITIONS THAT WSPTA TAKES, PARTICULARLY RELATED TO THE 20 22 LEGISLATIVE SESSION WHERE A NUMBER OF THE ISSUES THAT WERE BROUGHT UP LAST YEAR WILL BE CONTINUED.

THINGS SUCH AS STAFFING, ALLOCATION LEVIES, STUDENT SAFETY, SCHOOL FUNDING,

[02:20:01]

ALL THOSE ISSUES WILL BE COMING UP AGAIN, AND THIS GENERAL ASSEMBLY IS AN OPPORTUNITY FOR ALL SCHOOL DISTRICTS AND DIRECTORS TO HAVE INPUT ON THE FORMAL POSITIONS THAT WSPTA TAKES.

AND SO I'LL BE FORWARDING ALONG THE INFORMATION NOW THAT WE HAVE ALL OF OUR STUDENT ADVISORS INSTALLED, I'LL MAKE SURE THAT YOU'RE FORWARDED THAT INFORMATION ALSO.

AND AS WE CONTINUE TO LOOK TOWARDS STRENGTHENING OUR RELATIONSHIP WITH OUR LOCAL LAWMAKERS, WE'LL CONTINUE TO LOOK FOR OPPORTUNITIES FOR US TO ENGAGE ON INDIVIDUAL LEVELS WITH THEM AND AS A GROUP PRIOR TO THE LEGISLATIVE SESSION IN JANUARY, WHERE WE'LL BE SEEING THEM ALL IN OLYMPIA, WHETHER VIRTUAL IN-PERSON, THAT IS ALL YET TO BE DETERMINED.

BUT THANK YOU EVERYONE INVOLVED WITH THE EDMONDS SCHOOL DISTRICT I AM VERY HONORED AND PROUD TO BE A DIRECTOR HERE.

THANK YOU.

DIRECTOR KATIMS. SO I'M HOPING THAT THE STUDENT ADVISERS GET THE DRIFT THAT WE LOVE HAVING YOU.

WE LOVE YOUR INPUT.

WE LOVE YOU.

WE JUST THANK YOU SO MUCH AND WE'LL BE ASKING FOR YOUR INPUT THROUGHOUT AND FEEL COMFORTABLE TO SAY WHAT'S ON YOUR MIND.

WHILE WE'RE THINKING ABOUT WHAT'S HELPING US AS BOARD MEMBERS, I'D LIKE TO SEND A SHOUT OUT TO CHRIS BAILEY AND THE TECH OFFICE AND ALLISON AND ANYONE ELSE WHO HAS HELPED MAKE IT POSSIBLE FOR THE PUBLIC TO MAKE THEIR COMMENTS THEMSELVES RATHER THAN US HAVING TO READ THEM.

SO TONIGHT IT WAS REALLY NICE TO HEAR THE COMMENTS IN THE PEOPLE'S VOICES AND THOSE WHO ARE CONSTITUENTS WHO CARE ENOUGH TO TELL US, YOU KNOW WHAT THEY THINK AND TO WRITE IT OUT AND VERY ARTICULATELY TELL US WHAT THEY THINK.

SO.

THANKS BECAUSE I KNOW THAT WAS PROBABLY A HEAVY LIFT TO MAKE THAT HAPPEN, AND WE REALLY APPRECIATE THAT.

MARK, YOU DID A GREAT JOB AS ALWAYS ON THE CTE REPORT.

AND LAST BUT DEFINITELY NOT LEAST, A HUGE THANK YOU TO ALL THE STAFF, BOTH DISTRICT STAFF AND ALL THE BUILDING STAFF FOR MAKING THE OPENING OF SCHOOL GO ABOUT AS SMOOTHLY AS POSSIBLE, GIVEN ALL OF THE CHALLENGES THAT WE HAVE.

AND HOPEFULLY IT WILL CONTINUE AND JUST GET BETTER THROUGH THE YEAR AND WHAT SEEMS ALMOST NORMAL WILL ACTUALLY SOON GET TO NORMAL.

WE HOPE SO, THANKS TO EVERYBODY WHO'S BEEN A PART OF THIS HUGE EFFORT TO GET SCHOOL UNDERWAY.

THANK YOU.

I JUST WANT TO TAKE ONE MINUTE TO USE MY TIME TO TALK ABOUT WHY WE'RE STILL MEETING ONLINE AND I WOULD ALSO SAY THANK YOU SO MUCH TO ALLISON AND CHARELL AND OTHERS WHO MADE IT POSSIBLE FOR US TO CONTINUE TO MEET ONLINE AND TO GET PUBLIC COMMENTS FROM THE PUBLIC.

BUT WE ARE MEETING ONLINE BECAUSE OUR COVID NUMBERS ARE UP AND BOARD MEETINGS ARE VERY DIFFERENT FROM SCHOOL MEETINGS.

WE DON'T HAVE AS MUCH CONTROL OVER WHO COMES IN AND OUT, AND IT'S HARD TO KEEP TRACK AND DO THE CONTACT TRACING.

AND SO IN THE CONTEXT OF VERY HIGH TRANSMISSION RATES.

WE WERE ASKED BY THE SNOHOMISH COUNTY HEALTH DEPARTMENT AND TO CONTINUE TO MEET REMOTELY, AND WE DECIDED TO DO THAT AS A BOARD, AND I SEE THAT WE SAY UNTIL FURTHER NOTICE, I KNOW THAT ALL MY COLLEAGUES ARE REALLY ANXIOUS TO GET BACK IN PERSON AS SOON AS WE CAN.

SO WE ARE LOOKING SORT OF ON A CASE BY CASE BASIS TO SEE IF OUR TRANSMISSION RATES IN THE COMMUNITY GO DOWN TO AN ACCEPTABLE LEVEL THAT WE FEEL LIKE WE COULD MEET IN PERSON.

AND ALSO, I KNOW THAT THIS SENTIMENT IS ALSO SHARED, BUT A REAL STRONG MOTIVATION OF MINE IS TO MAKE SURE THAT OUR STAFF.

IT'S A REALLY HEAVY LIFT TO PUT A MEETING TOGETHER FOR THE BOARD, PARTICULARLY UNDER COVID.

AND SO THE KINDS OF PROTOCOLS AND THINGS THAT WE WOULD HAVE TO PUT INTO PLACE TO MAKE OUR IN-PERSON MEETINGS SAFE REQUIRE A FAIR AMOUNT OF THOUGHT AND A FAIR AMOUNT OF EFFORT.

AND I WANT OUR STAFF TO BE REALLY FOCUSED ON THE KIDS RIGHT NOW AS MUCH AS

[02:25:03]

POSSIBLE.

AND SO AS LONG AS IT SEEMS LIKE IT'S KIND OF AN EXPENSIVE DISTRACTION, I AM MORE IN FAVOR OF MEETING ONLINE UNTIL WE CAN DO SO UNDER BETTER CONDITIONS.

SO I DID WANT TO JUST ASK THE BOARD IF THERE ARE ANY SORT OF.

IF WE WANT TO THINK ABOUT ANY SORT OF RUBRIC OR SOMETHING TO TELL THE PUBLIC LIKE, YOU KNOW, IS THERE A NUMBER THAT'S ACCEPTABLE OR SHOULD WE JUST PLAY IT BY EAR AS WE GO FORWARD? OR ARE THERE ANY OTHER ELEMENTS OF THIS DECISION THAT MIGHT BE SOMETHING WE WANT TO SHARE WITH THE PUBLIC? I'M GOING TO OPEN THAT UP, I THINK.

GO FOR IT, ANN.

WELL, I'M THINKING THAT DR.

SPITTERS REQUESTED THAT PUBLIC MEETINGS CONTINUE TO BE ON ZOOM WHILE WE HAVE THESE THIS FIFTH WAVE OR SPIKE OR WHATEVER WE'VE GOT.

SO MY THOUGHT IS TO CONTINUE TO WORK WITH THE SNOHOMISH COUNTY HEALTH DISTRICT TO WATCH THE NUMBERS.

AND I THINK WHEN THE MEDICAL COMMUNITY SEES THE NUMBERS WHERE THEY FEEL THAT IT'S MORE APPROPRIATE, THEN I THINK WE CAN RESPOND, ESPECIALLY NOW THAT WE'VE DEVISED A WAY FOR US TO BE ABLE TO ALLOW THE PUBLIC TO GIVE US THEIR COMMENTS IN THEIR OWN WORDS.

SO I DON'T REALLY WANT TO PUT OUT A NUMBER.

I THINK WE JUST CONTINUE TO WORK WITH DR.

SPITTERS AND THE HEALTH DEPARTMENT.

IT'S EXACTLY WHAT I WAS GOING TO SAY, THANKS ANN.

SOUNDS GOOD TO ME.

OK, WELL, WE'LL KEEP WORKING WITH THE HEALTH DEPARTMENT AND DR.

SPITTERS, AND I JUST WANTED TO CONTINUE TO COMMUNICATE WITH THE COMMUNITY THAT THESE BOARD MEETINGS ARE VERY IMPORTANT AND WE ARE ANXIOUS TO GET BACK TOGETHER IN PERSON.

BUT COVID IS PREVENTING US FROM DOING THAT RIGHT NOW.

BUT AS SOON AS WE CAN, WE'LL BE BACK.

DR. BALDERAS, DO YOU HAVE ANY CLOSING COMMENTS? WE'RE JUST REALLY THANKFUL TO SEE THE KIDS BACK HERE ON CAMPUS, AND AGAIN, WE WILL CONTINUE TO INFORM THE BOARD REGARDING ANY STATUS OF OUR SCHOOLS IN A FRIDAY MEMO AND APPRECIATE THE BOARD FOR YOUR DEDICATION TO THE KIDS OUR DISTRICT OUR STAFF AND REALLY WANT TO THANK, AS THE DIRECTORS HAVE MENTIONED ALL THE STAFF THAT SOMETIMES WE DON'T MENTION.

WE HAVE ALMOST 4000 STAFF THAT I THINK PER DEBBIE CARTER, OUR HUMAN RESOURCES PERSON THAT RECEIVED A W-2 LAST YEAR.

SO WE HAVE A LOT OF STAFF THAT ARE DOING A HEAVY LIFT RIGHT NOW AND OUR GOAL IS TO HAVE OUR KIDS STAY ON CAMPUS.

AND AGAIN, THAT'S BY FOLLOWING ALL THE MITIGATIONS THAT WE CAN.

WE'RE GOING TO CONTINUE TO EXPAND THE MITIGATION EFFORTS, AS BEEN SOME OF THE REMARKS FROM SOME OF THE PATRONS TODAY THAT WE'RE LOOKING AT AND WE ARE MOVING FORWARD ON.

SO I'LL CONTINUE TO INFORM THE BOARD BUT REALLY WANT TO THANK ALL THE STAFF FOR THEIR WORK.

SO THANK YOU, PRESIDENT KILGORE, AND THANKS TO THE REST OF THE BOARD.

THANK YOU.

WITHOUT FURTHER ADO, I THINK WE CAN ADJOURN THE MEETING.

MEETING ADJOURNED.
